Energy-efficiency 

From upgraded insulation to new 

heat pumps, 41 buildings with affordable 

rental housing will see their energy 

efficiency improve with nearly $6.1 million 

from Columbia Basin Trust’s Energy 

Retrofit Program. 

This will benefit 659 units in 18 communities 

in the region, making the units 

more energy efficient, sustainable and 

comfortable for tenants while helping 

to create a region that is more resilient 

to climate change. These upgrades will 

lead to energy savings of approximately 

2 million equivalent kilowatt hours 

per year, translating to approximately 

$186,000 annual operating cost savings. 

“Projects like these address many of 

the priorities that people in the Columbia 

Basin have told us are important, 

such as enhancing community well-being, 

maintaining existing affordable 

housing and reducing energy use in 

favour of promoting a more climate-resilient 

region,” said Johnny Strilaeff, 

President and CEO, Columbia Basin 

Trust. “These projects create a win for 

the tenants, the non-profit organizations 

that provide the housing and the communities 

in general.” 

In partnership with BC Housing and 

BC Non-profit Housing Association 

(BCNPHA), the Trust is helping nonprofit 

organizations make energy conservation 

upgrades in affordable housing 

buildings in the Basin. 

“This investment is a major step forward 

in addressing the challenges we 

face through a changing climate. Keeping 

people cool in the summer and warm 

in the winter while reducing carbon 

pollution through expanding the use 

of clean electricity contributes significantly 

to meeting our CleanBC goals,” 

said Katrine Conroy, Minister of Forests, 

Minister Responsible for Columbia 

Basin Trust, Columbia Power Corporation 

and the Columbia River Treaty, and 

MLA for Kootenay West. “People in the 

Kootenays will continue to benefit from 

the technology upgrades for affordable 

housing for years to come.” 

“These retrofits are an important step 

in reducing the non-profit housing sector’s 

energy use,” said Ian Cullis, Director 

of Asset Management at BCNPHA. 

“We are proud to partner with Columbia 

Basin Trust in supporting nonprofit 

housing societies on the path to 

making their buildings and operations 

more affordable, with benefits for the 

environment, the organizations operating 

these buildings and, most importantly, 

the tenants.” 

One of the recipients is the Kootenay 

Region Association for Community Living 

(KRACL), which provides low-income 

rental housing for people with 

disabilities, promoting independence 

and the social skills needed to live a satisfying 

life. It is improving the hot water 

system in its four-unit Archibald House 

and upgrading its one-unit Cottage with 

attic insulation, LED lighting, a new 

door and a heat pump. 

“The energy improvements to the Cottage 

will increase comfort, keeping the 

home warm in the winter and cool in 

the summer,” said Michelle Whiteaway, 

Treasurer. “Along with upgrading the hot 

water system in Archibald House, overall 

energy consumption will be reduced, 

helping ease the cost of utilities for many 

years to come. This will help KRACL 

to keep rents very reasonable for our 

low-income tenants with disabilities.”

Toadlets in terrarium-Lynne-Betts 

Toadfest returned! 

For the first time in three years, 

we hosted Toadfest at Summit Lake 

Provincial Park! Nearly 400 people 

enjoyed the displays and learned 

about western toads and other local 

plants and wildlife. Although 

the toad migration through the 

park was relatively small this year 

compared to other areas of the lake, 

more than 1,500 toadlets were collected 

and moved safely across the 

highway. 

Kootenay Mushroom Festival 

Introducing the very first year of the Kootenay Mushroom Festival, a 

fun and informative celebration of all things fungal! 

This year we are holding the festival in and around beautiful Kaslo BC 

and have a full day of events perfect for families, serious mycophiles, and 

newcomers alike! We begin with a morning walk in the woods guided by 

a select group of local experts, afterwards reconvening with a discussion 

of our finds and then breaking for lunch. In the afternoon, participants 

can choose from a variety of sessions, with everything on the table, from 

mushroom medicine to needle felting to growing your own mushrooms. 

This will be followed by an optional mushroom meal and social at the 

Bluebelle Bistro. Please join us as we connect with one another and celebrate 

Kootenay mushroom culture this Thanksgiving! This all happens on 

October 8th from 9am to 6pm, meeting at Vimy park and the cost is $50.

Whitehorse at The Bailey Theatre 

The Bailey Theatre in downtown Trail celebrates the 

launch of the theatre’s new season with a free show by JUNO

Steamshovel and features the magnetic duo of Melissa McClelland

Kootenay Lake Local Conservation Fund 

Request for Proposals 

The Kootenay Conservation Program (KCP) and Regional 

District of Central Kootenay (RDCK) are seeking 

proposals for projects that will benefit conservation 

in the rural areas around Kootenay Lake, specifically 

Electoral Areas A, D, and E within the RDCK. 

The purpose of the Fund is to provide local financial 

support for important projects that will contribute to 

the conservation of our valuable natural areas. Kootenay 

Lake Local Conservation Fund (KLLCF) funding 

is available for conservation projects that result in the 

reduction to a known threat to biodiversity. The Fund 

supports projects that lead to clean air, safe water, 

habitat for fish and wildlife, natural areas, and healthy 

watersheds. 

Projects that are technically sound and effective, and 

provide value for money through partnerships with 

other funders will be given priority. Proponents must 

be a registered not-for-profit organization, First Nation, 

or local government. Unqualified groups or organizations 

may partner with a qualified organization. A Technical 

Review Committee will review project proposals 

and make recommendations to the RDCK for final funding 

approval.

BC Hydro is delivering a wide range of monitoring studies to learn more about the endangered white 

sturgeon population in the Canadian portion of the Columbia River. While the specific cause of white 

sturgeon population decline is still being investigated, improving substrate conditions at spawning sites 

where dam construction and river regulation have had an impact was identified as a positive initiative to 

give eggs and larvae the best chance of survival. 

A working group comprised of BC Hydro, Columbia Power, Ministry of Land, Water and Resource 

Stewardship, Okanagan Nation Alliance, and Ktunaxa Nation Council have recommended placing a specific 

mix of rocks and gravel that will improve conditions for incubating eggs and larvae to help them hide from 

predators during this critical life stage. This project will enhance the spawning substrate for endangered 

white sturgeon in the spawning area in the tailrace (outlet channel) of Arrow Lakes Generating Station. 

This work is planned to occur this fall, starting in September. Construction activities will take place directly 

downstream from the Hugh L. Keenleyside Dam and Arrow Lakes Generating Station. We ask that boaters 

and anglers avoid this area while work is underway. The public access area will remain open, but we ask 

users to make safety a priority and stay away from the areas that are fenced off.
