Humble Amberley garage artists paradise
By ROBYN BRISTOW
wMark Lander goes to bed thinking
about ‘‘nuts and bolts’’and how an empty
fruit can could be used to soften flax.
His little workshop in Amberley is
evidence of his creativity which has
seen his papermaking pursuits, using
the humble harakeke/flax, taken to the
world thanks to his Kiwi ingenuity.
Recently he was surprised with avisit
from His Highness Tui Atua Tupua
Tamasese Efi, of Samoa, who served two
terms as Prime Minister and was head of
State from 2007 to 2017.
He was in Christchurch and headed to
Amberley, with master craftsman,
Steven Percival, to Mark’s little
workshop ‘‘in ahumble garage’’, from
which apaper machine had been
crafted and sent to anonprofit
organisation where young Samoan
people can learnt crafts.
They have now added papermaking to
their regime, using vibrous plant
material which Samoa is rich in.
The enquiry had come three years
earlier, but became areality when the
money arrived in Mark’s bank account.
It took ayear to make the machine, but
it is now in industrious young hands.
Flax, harvested throughout
Canterbury, became Mark’s friend as he
learnt the art of papermaking using his
Little Critter Hollander Bater
papermaking machine he invented.
Heavy metals were out, and light
metals were in, as Mark shared his Little
Critter machine with the world 650 of
them to date after he managed to make
it small enough to send around the
world, practically and economically.
Using recycled aluminium, old bits
and pieces, including bits of an old
sewer pipe, he tinkered and crafted
components for his little machine.
‘‘I reduced a3tonne machine down to
25kgs, which can pack into acarton,’’ he
says.
His latest machine was sent to
Tanzania, and it is all on YouTube
thanks to DHL who help the Little
Critters wing their way to their
destination which includes universities,
schools, charity organisations, and book
binders.
Musical interlude ... Mark plays his cello in his studio surrounded by art, bound books made with paper he has made.
Art is Mark’s main love, but making
machines kept the wolf from the door.
‘‘There is asmall wage component. I
haven’t sat down for years.
‘‘It is amazing what you can achieve
with nothing,’’ he says.
His Amberley studio is carpeted, with
an 1890 grand piano standing to one
side, acello in front, and the walls
behind graced with his works, using his
own handmade paper.
‘‘I started to learn to play the grand
piano three years ago and just loved it.
‘‘ It is the only creative thing Idothat
doesn’t make amess,’’ he says.
He has since added learning the
ukelele and the cello to his musical
pursuits.
He bought the cello to add its
distinctive sound as background to a
YouTube video on his latest invention
the Swamp Critter. It is soon to get
packed up into his bus to head north to
Rotorua.
After making and sending paper
machines around the world, Mark’s
work is now in demand on the domestic
scene.
The Swamp Critter softens flax, via a
roller crafted from an empty can of fruit.
PHOTO: ROBYN BRISTOW
It saves hours of softening flax by hand
for weavers. But the Critter also strips
flax, to make rope, anecessary
ingredient for aRotorua funeral home
who is offering burials using paper
produced by Mark to wrap bodies in, and
which is tied with flax rope. Mark has
swung in behind the venture with the
Swamp Critter and his papermaking
prowess.
He says he tried retiring, but it came
to nought. But he has now taken on a
couple of apprentices.
Now all he needs is to lie in bed and
not come up with any more inventions.
Voting papers trickling in NC
By DAVID HILL,
Local Democracy Reporter
The fear of electing the ‘‘wrong
candidates’’ seems to have got voters
more engaged in this year’s local
government elections.
As voting papers begin to slowly
trickle in, voters are picking up the
phone to ask candidates what they stand
for.
‘‘I’ve had several people ringing me
and asking if we know what they’re
affiliations are, which Itake as code for
‘do they belong to fringe parties?’,’’
Hurunui District Council deputy
electoral officer Naomi Woodham said.
‘‘Even sitting councillors are saying
they’re getting far more phone calls than
previous elections and they’re being
asked all sorts of questions, like ‘what’s
your stance on this issue?’.
‘‘The candidates are saying it’s making
them think, which has got to be agood
thing.’’
But Ms Woodham said some people
had expressed they might not vote
because they were ‘‘afraid of voting for
the wrong candidates’’.
As at Tuesday, September 27, the voter
turnout in the Hurunui district was just
10.83 percent, which was well down on
previous elections.
Ms Woodham said it could be because
people were taking more time to
consider their votes.
But it could also be the lack of a
mayoral campaign, with Mayor Marie
Black reelected unopposed.
In the west ward there was only the
Environment Canterbury (ECan)
election, with no elections required for
either council or the Hanmer Springs
Community Board.
Time to vote ... Orange ballot boxes are
popping up around the region for the local
government elections.
PHOTO: FILE
There seemed to be abit more interest
in the east ward, with council and
Cheviot Licensing Trust elections, as
well as ECan.
The south ward campaign was now
down to eight candidates, with two
candidates now asking people not to
vote for them.
Whatever people’s concerns, Ms
Woodham said there were plenty of good
candidates to choose from.
‘‘It’s up the public to get those great
candidates elected and, just as (former
mayors) Winton Dalley and David Ayers
were saying, do your homework.’’
Voting papers were also trickling in
for Kaikoura (14.01%) and Waimakariri
(10.05%) by Tuesday.
Waimakariri District Council deputy
electoral officer Sarah Nichols said she
expected returns to pick up after the
long weekend.
‘‘Everybody should have received
their voting papers by now and the long
weekend will give people achance to
have alook at the candidates.
‘‘It’s really hard to tell how it will go,
you can’t really compare it to last time
because there was amayoral contest
with nine candidates.’’
But she said there was certainly some
interest, given the high number of
candidates across the three wards.
With fewer New Zealand Post boxes
around, orange ballot boxes have been
placed at several locations in the
community.
Waimakariri District Council staff
were also attending the Ohoka Farmers’
Market on Friday mornings with an
orange ballot box.
Look out for orange ballot boxes at
libraries, service centres and
supermarkets throughout North
Canterbury.
Former mayors David Ayers
(Waimakariri) and Winton Dalley
(Hurunui) encouraged voters to get to
know their local candidates, in a North
Role models celebrate milestone
By SHELLEY TOPP
The secret of along, happy marriage is
to choose abride who is agood cook, Des
Hide says.
Des, aged 91, and his wife, Bet, aged
88, who recently celebrated their 70th
wedding anniversary at their Cust home,
say team work is also important in their
marriage.
The couple’s daughter, Kathy Webb,
says her parents are ‘‘fantastic role
models’’ for married life and
compromise.
‘‘They are always ahappy couple, still
living in the house they handbuilt with
concrete blocks, made one by one, by
them,’’ she says.
‘‘My brother and Ihave never heard
them argue, at least, not in front of us.’’
Bet, who grew up in Addington, caught
Des’s eye during school holidays spent
with her sister Norrie and brotherin
law Stan Cooper, in Cust, when she was
just 15yearsold.
Des was an 18yearold truck driver,
living and working in the village.
‘‘We just clicked,’’ Bet says.
Bet came from a‘‘broken home’’ and
she was ready to marry the love of her
life early in their relationship to begin
making her own family. But they were
considered too young to wed and agreed
to wait alittle longer.
However, three years later Bet
thought she had ‘‘waited long enough’’
so adate was set for their wedding and
on August 16, 1952, the couple tied the
knot in Cust's St James’ Anglican
Church.
They bought asmall block of land from
the church, paying £200 for the 21/4
acres (0.9 hectares), and began building
their new home, ‘‘a basic cottage’’ where
they still live today.
The couple have two children, Kathy
and Michael. Both live in Waimakariri
and Michael has two adult children,
Thomas and Lachlan. The latest
member of their family is Thomas’
daughter Adelyne, who arrived seven
months ago and is Bet and Des’s first
great grandchild.
‘‘She is really sweet,’’ Bet says.
Des grew up around trucks. His father,
Les Hide, ran Transport North
Canterbury, so it was anatural
progression for Des to join the company
when he left school. Then when Les
retired Des took over running the
business until his retirement.
Ashort time after retiring, Des took
another job driving trucks parttime for
aChristchurch company. He also spent
many years as avolunteer for the Cust
Volunteer Fire Brigade, beginning as a
teenager and working his way up to chief
fire officer and was subsequently
awarded aQueen's Service medal for his
service.
‘‘He is not one to sit around,’’ Bet says.
The couple also farmed poultry at one
stage, selling eggs from the 5000 layers
in their care.
Bet is amember of the Cust and
District Historical Society. She is also
keen on sewing and other craftwork.
The couple say the biggest change in
the years they have lived in Cust is the
high cost of everything today and the tar
seal on their road. When they first built
their home on the Cust Main Road (now
known as Oxford Road) it still had a
gravel surface.
‘‘The dust was terrible,’’ Bet says.
She also appreciates the modern
luxury of hot and cold running water in
homes and the possibility of daily
showers. When she was growing up hot
water for the weekly bath had to be
heated in an old copper pot and
everyone in the family used that same
water.
‘‘We even had to wash our hair in that
water,’’ she says.
For Des, the installation of citizen
band radios in trucks was awelcome
improvement because if he needed help
out on the road or at ajob he could use
the truck’s radio to contact Bet back at
home.
ComCol suspended its
Anew eightweekpilot
sustainability.
Skills included cooking,
budgeting and preparinga
She saiditwould centre on
growing food and preparing
it in the kitchen.
But there would be
flexibility to support
students’goals,including
supporting them into work
experience.
The pilot course wouldbe
funded from ComCol’s
O’Connor was also seeking
support from the community.
‘‘We feltthe needwas
‘‘Schools in our region do a
By SHELLEY TOPP
Photosposted on the Ashley
Rakahuri RivercareGroup’s
Facebook page of an offlead dog
chasing an endangered wrybill at
Waikuku Beach have attracted
support for the birds.
Waimakariri District Councilgreen
space team officer Mike Kwant
responded to the recent dog attack by
calling for everyone to ‘‘work together
to protecttheseatriskbirds’’.
He also reminded people visiting
North Canterbury’s beaches and
riversabout their responsibilities to
the protected wildlife.
‘‘The Northern Pegasus Bay bylaw
prohibits all dogs from the Ashley
River/Rakahuri River and Saltwater
Creek estuaryareas and is enforced
by EnvironmentCanterbury rangers,’’
he says.
‘‘Coastal and river birdsare
exceptionally vulnerabletodogs and
people, especially when theyare
roosting or feeding, so it is important
the bylaw is respected to ensure these
species survive, Mr Kwantsays.
The endangeredbirds are also
protected under New Zealand’s
Wildlife Act.
‘‘North Canterbury’s threatened
birds, including the wrybill and
blackbilled gull,are at additional
risk this spring because of offlead
dogs and people walking through
theirnesting areas,’’ he said.
‘‘Both these unique birds call the
braided riversystem and estuaryof
the Ashley Rakahuri River home,
and with summeraround the corner a
lot of peoplelike to take awalk on the
beachoralong our river corridors
with theirdogs off lead.
‘‘Unfortunatelywhat can happen is
walkers disruptnesting birds, leaving
chicks or eggs vulnerableto
predators,orworse still dogsattack
and kill breedingpairs.
‘‘I don’t believe that anyone would
deliberatelyput theseendangered
birdsatrisk, eitherthrough their
actions or thoseoftheir dog, so it is
important we raise awareness of
areaswhere thesebirds nest and that
we need to work together to protect
theseatrisk birds,’’ Mr Kwant says.
‘‘Foranyone walkingtheirdogs
near the beach Iwould give themtwo
bits of advice.
‘The first would be to keep your dog
on alead near birds –especially if you
are walkingtowards the spit from
Waikuku Beach.
‘‘The second would be to watch
where you wander and neverstep
near anything that mightbeanesting
area.’’
On thesame day of the Waikuku
Beach dog attack alargegroupof
endangered blackbilled gulls
It is believed the cause is ‘‘probable
Dear Editor,
The appalling lackofresolution to the road safety problems on State Highway 1at
Woodend beggars belief.
What is so difficultaboutinstallingaset of trafficlightsorroundabout to enable safe
access to SH1 and ahandful of centre of roadpedestrian refugesatbus stops?
Vehicle access from the westofSH1 to the southand from the east of SH1 to the north
involves finding agap acrosstwo laneswhich is risky.
The problem is easily solved by either lights or aroundabout at either or bothSH1 and
Woodend RangioraRoad and SH1 and Woodend Road. The other problemiscentre of
road refuges for pedestrians using the buses.Every roundtrip by buswill involve one
crossingofSH1.
So, likethe lights/roundabouts,itisaroad safetypriority.
The Woodend bypassisablind.Itwill take years to eventuate.
In the meantime along standing roadsafety problemisonly set to become worsepeople
will be maimed and killed and theirfamilies willwant to know whythe road
Adopted Loss, love, family and reunion, by Jo
Willis and Brigitta Baker
Adopted is the powerful and honest account of two
of the thousands of children affected by closed
adoption in New Zealand, from 1950 to the mid
1970s. Authors Jo Willis and Brigitta Baker both
sought and found their respective birth parents,
and have become advocates for other adopted New
Zealanders.
On the farm: New Zealand’s Invisible Women, by
David Hall
This book tells the fascinating stories of Kiwi farm
women predominantly in their own words,
drawing from the vast archive of letters written to
New Zealand
farming magazines
throughout the 20th
century. It reveals
the daily routines,
the various roles women held on farms, and how
their extraordinarily busy work loads were carried
out largely unacknowledged and unseen.
The Palace Papers: Inside the House of Windsor
the truth and the turmoil, by Tina Brown
Brown takes readers
on ajourney through
the scandals, love
affairs, power plays,
and betrayals that
have buffeted the
monarchy over the
last 25 years. We see
the Queen's stoic
resolve after the
passing of Princess Margaret, the Queen Mother,
and Prince Philip, and how she triumphs in her
Jubilee years even as family troubles rage around
her.
Spotlight on farmland
Anew policy to protect farmland could
The newNational Policy Statement
on highlyproductive land, announced
by theGovernmentonSunday,
requires developers to demonstrate
landthey wishtodevelop doesnot
contain‘‘highlyproductive soil’’.
Councils have threeyearstodevelop
Hurunui DistrictCouncil chief
intention of thenew NPS was good,
‘‘but the executionwillbealittlemore
‘‘It’s agood thing that this is in place
because it means this land can
continue to produce food instead of
houses.
‘‘Wehave to takeaccountofthe NPS
so there will be awhole process to
workthrough.
‘‘But Ithinkthe rushtodevelopland
The proposedDistrictPlan,notified
lastyear, had ruralresidential options
the maintowns.
Farmland was protectedinthe
westernpart of the district withthe
‘‘Thereare stillsome questions
around productive landinrural
minimum, so it can still be used for
productive use,’’ Mr Baconsaid.
Kaikōura District Council strategy,
‘‘Untilour landismapped by the
be surehow it will effect us.
‘‘Ourinitialimpression is that the
NPS’seffects may be usefulfor the
district, although we arenot
anticipatinganextensive impactin
TheNPS usedLandcare Research’s
five soil categories, withthe first three
considered ‘‘highly productive’’.
Highly productive land would need
to be identified in regionalpolicy
Proudly British made
By SHELLEY TOPP
An event showcasing Britishmade cars
has been held to commemorate the reign
of Queen Elizabeth II, who died on
September 8.
The display was organised by Trevor
StanleyJoblin, of Amberley, and it was
held at his Spring Classic Car gathering
at Leithfield’s Better Half Kitchen and
Bar last Sunday.
‘‘It was aspecial, oneoff event, to
commemorate the Queen,’’ Trevor says.
‘‘I asked drivers of all British vehicles,
irrespective of being classic or not, to
attend. We had 106 classic cars in total
and around 50 of those were British,’’
The Britishmade lineup included a
1981 Ford Cortina 2.0L owned by Zac
Haywood, of West Melton. The car was
purchased new by Zac’s greatgrandfather,
Aleck Blank, of Yaldhurst,
and restored by Zac after it had been left
unused, parked in ashed for years.
The show also included two Triumphs
owned by aChristchurch father and son.
Yanni Woods had his Triumph 1973
GT6 Mk3 on show, while his son, Jonty
Woods, had his 1975 Triumph 2.5 Mk2 on
display.
A1982 Morgan Plus 8, sports car,
owned by Rangiora’s Tim Palmer, was
also included in the British lineup.
The British theme was continued
during the event with live music by
covers band Magic, including Philip
Chapman, from Rolleston, Denis
Gempton, from Reefton, Craig Gribble,
from Christchurch, Nigel Cook, from
Kaiapoi, and Sharon Miller, from
Rangiora, playing some popular British
rock and roll classics.
•Insevereweather conditions,vegetation can
anyone comingintocontact withit.
•Treesand vegetation coming into contact with
powerlines cancausepower outages,not just for
the tree owners,but the widercommunity.
•Inbad weather, treescan toppleorbranchesbreak
scenario.
•Treesclosetolines maycause electricalsparking
•Tree roots can grow around underground electricity
cables,rupturingthe insulationand causing power
Whatdothe Electricity (HazardsfromTrees)
These regulations are to provide asafe electricity
Awebsite created to fill avoid
By JOHN COSGROVE
When young mother and primary teacher
Kylie Andersen arrived in the
Waimakariri District from Blenheim she
says she felt so alone.
‘‘I didn’t know anyone and as anew
mum Ihad to search to find new mother
support groups or anything. Basically I
had to figure it all out myself and figure
out what to do, where to find help and
support and even do the basic things of
raising achild.
‘‘I missed the mental challenges of
teaching and so Ithought about creating
awebsite to help all the other new mums
like me that had just moved into anew
district.
‘‘I wanted to put everything into one
place as Iwas tired of all the bits of paper
with information scrawled on them lying
about the house, getting lost or out of
date,’’Kylie says.
Four years ago she set up the North
Canterbury Play Date website –
ncplaydate.com.
‘‘It like an information clearing site,
where people can find all they need to
know that’s available in the North
Canterbury area.’’
Kylie has created this website for
parents so that they can find uptodate
information on what’s happening in
North Canterbury for their little rascals
(like her two boys).
On this site you can find the timetables
for activities such as playgroups and
music sessions, fitness and mental health
assistance, plus heaps of useful
information that Kylie thinks local
parents would find helpful. She says she
loves to hear users feedback and
suggestions for what should be included
and what might have changed with the
sites or businesses listed on the site.
‘‘All mums could find in one place
everything they need to know if for
Working with her boys ... North Canterbury Play Date website designer Kylie Andersen
has her boys Roman, 4, and Hugo, 2, to help her each day.
example they were throwing abirthday
party, where to find athemed cake, a
blow up bouncy castle or suitable
presents, photographers or even child
friendly cafes and restaurants in the
North Canterbury area, it’s all there.’’
The very strongly community minded
Kylie says she is looking for advice on
how to expand the site and develop it
further to help the continuing number of
new mums and anyone moving into the
region.
School an adventure for Nessie
By ROBYN BRISTOW
19
BENNETTS SAWMILL LTD
Specialists in Oregon, Larch and Macrocarpa
Nessie Horgan has vivid memories of
her first few days at school in Oxford.
It was an adventure for the now
98yearold Oxford resident, who lived
with her family at Bennetts.
‘‘I didn’t know anybody in Oxford or
even know there were shops in Oxford.
‘‘We didn’t go to Oxford,’’ says Mrs
Horgan, who will be the oldest expupil
of the school attending the Oxford
Schools 150 years Jubilee celebration
next month.
Sitting in acovered truck, converted
into aschool bus, with forms running
down each side of the deck, and in the
middle, for kids to sit on, ayoung Nessie
(nee Farr), took in the sights, overawed
by what she saw.
Nessie says her family rarely went to
Oxford, so arriving in town was an eye
opener.
‘‘I remember coming up to east
Oxford, turning on to High Street, where
we passed the old East Oxford School,
and then on to Main Street.
‘‘And there was ashoe shop. It was all
anew experience for me,’’ she says.
Nessie’s school day began with amilelong
(1.6km) walk to the bus stop at the
Bennetts store, which stood at the
junction of the Oxford and Tram Roads.
Quite often, being the oldest in the
family, she was on her own.
‘‘Noone had cars, but sometimes Igot
alift home on aneighbour’s traction
engine,’’ she says.
But quite anumber of children met at
the store to take the bus to school. The
school stood where it is today, being the
first openair school to be opened where
classrooms had folding doors that
opened the whole frontage.
‘‘They were lovely rooms,’’ she says.
Her school days at Oxford ended half
way through Standard 6, when her
family shifted house to Cust, where she
finished her primary school years
before going on to Rangiora High School
for her secondary schooling.
But eventually after shifts to
Rangiora, the family settled in Oxford
where Mrs Horgan met and married her
late husband Hilary.
They lived firstly in Bush Road, then
Bay Road.
Their family of seven children kept
them busy, but Mrs Horgan still had time
to renew her acquaintance with the
Oxford School where her children went,
cooking hot dinners for the pupils, and
School an adventure ... Nessie Horgan in her garden at home. The 98yearold knew noone
when she first went to school in Oxford.
PHOTO:ROBYN BRISTOW
making them cocoa.
Mrs Horgan says the meals were
prepared on acoal range in an old
classroom near the Oxford A&P
showgrounds. During her schooling days
at Oxford all her teachers lived in the
town, unlike today where transport
makes it easier for teachers to live out of
town, or in Christchurch.
Today Mrs Horgan has 20
grandchildren (10 girls and 10 boys), and
20 great grandchildren (15 boys and 5
girls).
And on the nights she finds it difficult
to sleep, she recites each and everyone
of her family’s names in alphabetical
order —all 67 of them.
‘‘Family is so important,’’ says Nessie,
who enjoys lunch every Monday with her
daughters who live near.
OXFORD SCHOOLS’ 150 YEARS JUBILEE 1872 2022
North Canterbury News, September 29, 2022
Jubilee bringing people together
By ROBYN BRISTOW
The coordinator of the Jubilee 150
years of Schools in Oxford, Mary
Chisnall, is well versed in the
organisation of the celebration of
education in the district.
She was on the 1997 committee
celebrating 125 years of schooling in the
area.
Her late husband Graeme’s mother,
Mrs BChisnall was on the committee in
1972 for the 100year celebration, with
her mother Mrs Knowles planting a
commemorative tree with Mr
Stephenson.
Mrs Knowles was on the committee in
1950 for the Silver Jubilee, where she
made athree tier jubilee cake.
Her granddaughter, Lois Bennett, will
be icing the 2022, 150 year jubilee cake.
In 1935 minutes show Mr Knowles
being the first meeting to form a
committee of the Old Pupils Association.
Several committee members —
Jeanette Wells, Brian and Dawn
Thompson, and Colin and Kathy Bush —
have also had association with schooling
reaching back over many years.
Mary has been supported in her
endeavours by her daughter Amanda
Abel (nee Chisnall), and her daughter
Charlotte.
She is also grateful for the support of
locals, teachers and students, who have
all pitched in on the committee or in
other areas to help make the planning of
the Jubilee something for everyone to
enjoy and cherish.
Around 250 people are expected to
join in the October event, with hundreds
being reached through social media,
especially Facebook.
‘‘This has created apositive response
from across New Zealand,’’ she says.
‘Spreadsheets, emailing, and
cellphones, have all made the task far
easier than in 1997 when numerous
letters were written, and many meetings
were held trying to contact people
through school rolls and finding postal
addresses,’’ she says.
Younger family members have helped
older folks to respond on line.
‘‘It is amazing how many people have
connected via email,’’ says Mary.
Mary says the event is areal
community affair with local businesses
giving support through vouchers for spot
prizes, or product.
Local clubs have also swung in behind
the event from the gardening, rugby and
Lions Club to the Oxford Club, museum.
observatory and library.
Mary says the aim is to bring the
school and community together to
celebrate 150 years of education.
Chch decision asurprise
By DAVIDHILL
Local Democracy Reporter
The Waimakariri District Council intends
to press on with updating its proposed
District Plan, despite the Christchurch City
Council’s decision to reject new housing
legislation.
Planningand regulationgeneral
manager Tracy Tierneysaid her team was
surprised at the citycouncil’s decision to
refuse to notifyvariationstoits District
Plan,but understood its reasons.
The councils were expected to notify new
medium densityhousing standardsinto
theirDistrict Plans, following the passing of
the Resource Management (Enabling
Housing and Other Matters) Amendment
Act in December.
Waimakariri notified the variationsto
the District Plan last month, which applied
to Kaiapoiand Rangiora.
Woodend and Pegasuswere exempt for
now, with populations below 10,000.
‘‘We haveengaged in the process withthe
community, but the way each council uses
the newregulations will be different,’’ Ms
Tierney said.
‘‘Thelegislation didn’t nuancewhat it
mightmean for individual councilsand
that’s something we’veall struggled with.
‘‘So that’s why it’s good thecommunity
gets to consider it.’’
The legislationwas backed by both
Labour and National, so the Christchurch
decision had taken the Government by
surprise, North CanterburybasedLabour
List MP Dan Rosewarne said.
The Governmentcouldappoint a
commissionertonotifythe plan change, but
Mr Rosewarne said the Government
preferredtowork with the councilstofind
away forward.
Two Governmentministers sit at the
Greater Christchurch Partnership
committee.
EnvironmentMinister David Parkersaid
the legislation allowedcouncils to identify
areasdeemed inappropriate for medium
density housing.
Qualifying reasons included natural
hazards, lack of infrastructure and
character.
The new standards allowed for up to
threehomesand buildings of up to three
storeys to be built on some sites without a
resourceconsent, provided the conditions
are met.
Conditions included maximum heights,
setbacks from boundaries, no moremore
than 50 percent of land covered by
buildingsand at least20% of the section
must be landscaped with trees, grass or
garden beds. Buildingconsents would still
be required.
Mr Parker said neighbours may be
consulted, but the consent could not be
declined if they opposed.
Waimakariri District Council
development planningmanager Matt
Baconsaid parts of Kaiapoi wouldbe
excluded due to naturalhazards.
Around 75 submissionswere received on
the variations to the Waimakariri District
Plan,which would be consideredinthe
coming weeks, Mr Bacon said.
Waimakariri Mayor Dan Gordon said the
council had submitted againstthe ‘‘onesizefitsalllegislation’’.
He said the proposed District Plan,
whichwas notified lastyear hadaddressed
what it believed was appropriate
intensification for the district.
‘‘This process has been disappointing
considering we had already spent a
significantamount of timeaddressing these
matters, and in away that reflects the
wishes of our residents.’’
Trees fit for aking, queen
By DAVID HILL
Local Democracy Reporter
The Waimakariri District Council will
plant trees this Saturday to mark the
passing of Queen Elizabeth II and the
ascension of King Charles III.
Tree planting will take place in each of
the main town across the district: Oxford,
Rangiora, Woodend and Kaiapoi.
Mayor Dan Gordon said the plantings
will provide an opportunity for the whole
district to come together and pay their
respects.
‘‘We received many queries and
requests from people as to how we were
going to commemorate the passing of the
Queen and the ascension of the King.
‘‘We have decided not to hold aformal
memorial, but instead to undertake a
tree planting for both.
‘‘The Queen was an avid lover of the
outdoors and the King is avery
passionate advocate of the environment,
so we felt it fitting to plant atree in their
honour.
Mr Gordon said English Oak trees had
been chosen, which would provide a
Growing up around farming in Waimakariri has taught me plenty about people and issues in this area. And a
career of more than 20 years as an agricultural journalist has taught me even more.
Ibelieve I’m best described as aconsultative, determined and effective worker for community projects. With
me, you can expect apatient, persistent and well-prepared approach to getting things done.
Youcan be assured Iamcompletely committed to making Waimakarari abetter place to live, no matter who
you are or what you do, where you come from or whatever your politics.
Istronglybelieve that local government is about representing people, advocating for ideas and implementing
policy for common good. Ialso believe we can be optimistic about what’s possible, with good will and good
leadership.
One of the biggest issues in our district is sustainable land use; finding the right balance of rural-residential
and urban growth, while retaining our agriculture and associated industries.
On that note, I’d like to invite you to join me at Mandeville Sports Centre, 6pm Monday October 3 rd to
hear about local land and water policy, urban growth in rural areas and planning for climate change.
Mac McArthur,anAustralia-based, New Zealand-raised agronomist agronomist will give his expertview of
water catchment issues in the Murray-Darling catchment –and lessons for places like Waimakariri. Bornand
raised in North Canterbury, where his family had two farms at View Hill, Mac will also share family stories of
one of New Zealand’s great back-countrystations, St James, which his grandparents owned and ran from
1872 to 1910.
Oxford-based farmconsultant, Rebecca Hyde will then talk share her insights into building resilient
communities in the face of climate change.
About Me:
My background is growing up on afamily farm, then going on to acareer as an agricultural journalist.
Working from home in West Eyreton, Iedited the New Zealand Farmers Weekly for 10 years, including
experience as aPress Gallery reporter at Parliament, then did acouple of years as asenior business reporter
for The Press and other Stuff titles.
As ajournalist I’ve also published three nationally-distributed rural books, afamily memoir Straight off the
Tussock (2005), Kiwi Farmers Guide to Life (Bateman Books June 2021) and The Clarence, People and Places
of Waiau Toa, just released.
After completing aB.A and apost-graduate diploma in journalism at CanterburyUniversity in the ‘90s Ijoined
theNorthernOutlook, then moved to Auckland for five years, writing for farming papers including the old NZ
Farmer and Straight Furrow.Rural journalism exposes you to ahuge variety of people and issues, from farm
management concerns to international politics. It’s also ajob that requires patience, an analytical outlook and
good people skills.
Ibelieve it’s abackground that’s prepared me well for arural councillor role.
Returning home from Auckland in 2005, Iplayedrugby and cricket locally before getting involved in club
administration, including three years as president of North CanterburyRugby (2010-12). After re-joining
Ohoka Rugby Club with my young family,in2016Iwas honoured to be awarded life membership of the club
and then served four years as Ohoka president from late 2017 to early 2022.
During that time the club installed new LED lights on the kids Rippa field and contracted to install a
replacement set of LEDs on the main No.3 practice field. This long-termproject required acombination of club
and grant funding, including Waimakarari District Council funding, totalling $75,000. With supportfrom many
people, the club is in good health at both junior and senior levels, in playing numbers and performance.
As aSwannanoa Cricket player and committee member Ihelped to drive the club’s returntoSwannanoa
Domain from Mandeville Sports Centre in 2009. At that time we obtained aloanfrom aWaimakarari District
Council discretionaryfund for anew artificial turfonthe old concrete strip.
This funding put us in apositiontorestore the club pavillion, which started life generations ago as atote box
at the old Mandeville Jockey Club at Mandeville Sports Centre.
As ajournalist, my time with The Press included coverage of the 2014 General Election. Ialso covered business
for Stuff, with afocus on earthquake recovery, small business and agriculture. In 2017 Iwent out on my own
as Tim Fulton Media, offering writing and communications advice for local, regional and national clients.
Whether it’s career or community work, I’ve always found you can get alot done with the right attitude and I
would love to have your vote to achieve this in council.
Sincerely,Tim
The 50th anniversary of the Springston
Trophy, the pinnacle event for South
Island pony club riders, will be held at
McLeans Island next week.
Thirty two teams will be competing,
among them 11 from North Canterbury
Clubs —Eyreton (3), View Hill (3),
Rangiora (2), Kaiapoi (2), and Amberley
(1).
Teams are coming from as far south as
Invercargill, and north to Waimea near
Nelson.
The cross country course, designed by
Lucy Shaw (nee Stockton), is now under
construction. Lucy competed in the
event for View Hill during her pony club
days.
Kaiapoi will be keen to take backtoback
wins again having won the last two
Springston Trophy events in2019 and
2021.
Covid19 forced the cancellation of the
annual event in 2020, pushing the 50th
celebrations out until this year.
Springston Pony Club, whose ties to
the competition date back to 1972 when
it hosted the first ever Springston
Trophy event, is host for this years event
from October 6to9.
Springston also had the honour of
hosting the 25th anniversary of the
competition in 1996.
There were 15 teams in the first event.
Just 25 years later 45 teams competed.
At one stage it was the largest pony
club event in the southern hemisphere.
Numbers are falling from the halcyon
days, but it is still eagerly anticipated by
many pony clubs throughout the South
Island.
As part of the celebration abook has
Spotlight on
emissions
By TIM CRONSHAW
Christchurchbased
Ravensdown says it is
tracking well on targets
outside of its financial
performance.
The fertiliser cooperative
releases an
integrated report each year
that includes
environmental highlights.
The report says carbon
emissions from fertiliser
have reduced 12 percent
over the year and targets
for greenhouse gas
emissions are down 2206
tonnes of carbon dioxide
(14%) since 2018.
The company is
converting its Dipton coalfired
combustor in
Southland to biomass,
which will eliminate more
than 1100 tonnes of
greenhouse gas emissions
per year, almost 10% of its
direct carbon footprint.
More than 1million ha of
farmland is under
technology that provides
precise fertiliser
applications, and EcoPond
technology has the
potential to almost
eliminate methane
emissions completely from
dairy effluent ponds.
A$630,000 project has
been approved to restore a
wetland next to aNapier
facility.
Financially, the cooperative
made a$95
million profit, up from $52
million last year, and its
equity has gone from $492
million in 2020/21 to $609
million.
Chairman Bruce Wills
said the company had
overcome awide range of
challenges to help farmer
and grower customers and
shareholders.
They had worked hard to
supply the right amount of
farm nutrients to optimise
production, while
mitigating the impacts of
land use on the
environment, he said.
‘‘We ended the year in a
healthy financial position.
‘‘In the face of global
pressure on supply and
domestic incentives for
environmental
improvement, we leveraged
long held and carefully
nurtured relationships to
minimise supply
disruption, while
continuing to invest in
services that support
farmers.’’ The report
expands on traditional
financial reporting to show
manufactured, intellectual,
human, social, and natural
values.
North Canterburyry
The North Canterbury News iscelebrating
afurther increase in its readership.
According to the latest 2022 Neilsen readership
report, readership has grown
by a further 3000 this year, to 54,000.
The survey results are testament to a great team reporting news to
readers that is engaging and trustworthy, says Star Media regional
manager Steve McCaughan. This is backed by advertisers keen to
grow their sales and profits by using North Canterbury’s best read
newspaper.
The North Canterbury News team is local, fiercely parochial and
passionate about its product, says managing editor Robyn Bristow.
‘‘I thank all our readers as we strive to deliver an informative weekly
newspaper across the region, connecting communities and their
people. It is really encouraging to see the readership of the North
Canterbury News grow, offering our advertisers top value,’’ she says.
Several Star Media titles have also experienced growth.
In the Christchurch urban area The Star is now 96,000, up 33
percent, while the Bay Harbour News has increased to 12,000, up
3000 on last year, and Selwyn Times has increased to 48,000 —up
3000 on last year.
‘‘It was very pleasing to see our titles are now read 210,000 times a
week, which is up 11,000 on last year, offering massive reach to our
market,’’ says McCaughan.
Commemorative Tree Planting
Waimakariri District Council commemorates the
passing of Queen Elizabeth II and the ascension of
King Charles III.
To acknowledge thesesignificantevents Waimakariri
District Councilwillbeholding acommemorative
tree planting day onSaturday 1October.
The tree planting will take place in each of the
main wards that make up the Waimakariri District:
Rangiora, Oxford, Woodend and Kaiapoi.
Mayor Dan Gordon says the tree plantings will
provide an opportunity for the whole district to
come together and pay their respects.
“We received many queries and requests from
people as to how wewere going tocommemorate
the passing of the Queen and the ascension of
the King. Wehave decided not to hold aformal
memorial, but instead to undertake atree planting
for both."
“The Queen was an avid lover ofthe outdoors
and the King is avery passionate advocate of
the environment. So we felt it fitting to plant a
tree in their honour, where future generations of
our district can come to pay their respects, and
acknowledge this important time in our history.”
Mayor Gordon says English Oaks have been
especially chosen for the occasion and the
particular locations have been selected for their
significance to the Monarchy and Britain.
“Victoria Park in Rangiora has been chosen as one
location. The park was named aer the Queen’s
great-great grandmother Queen Victoria. In 2005
Queen Elizabeth II surpassed Queen Victoria as the
longest reigning British Monarch in history.”
Other locations include the Kaiapoi Domain,
Woodend Recreation Reserve and Pearson Park.
Mayor Gordon says the tree plantings are open
to the public to attend. “We will be joined by the
Chairs of the Community Boards in each location
where wewill jointly plant the trees and unveil
commemorative plaques”.
“We welcome everyone to come along and join us
on this special occasion.”
