I am very pleased to let you know that<br />
construction will soon begin on a longanticipated<br />
new park on the inner circle of the<br />
Village Center, directly in front of the Palazzo<br />
Verdi building adjacent to Fiddler’s Green<br />
Amphitheatre. The new park, which will be<br />
known as Town Center Park, was part of the<br />
original concept for the area that was approved<br />
back in 2009 as a joint project between the<br />
City of Greenwood Village, Greenwood<br />
Consolidated Metropolitan District, and the Fiddler’s<br />
Business Improvement District.<br />

The park will include a large plaza encircled with new<br />
sidewalks and shade trees, ample lounge seating and tables for<br />
the local business community and residents to enjoy. A<br />
pavilion for larger events and gatherings is also included.<br />
Completion of the park is anticipated in early 2023. I look<br />
forward to all of us enjoying this new amenity.<br />
LOOKING AHEAD TO 2023<br />
City Council met on Friday, September 16, for our annual<br />
budget workshop. In the meeting, we discussed the 2023<br />
Annual Operating Budget & Capital Improvement Program<br />
(CIP). Among the many CIP projects we discussed were the<br />
installation of a fiber backbone, safety improvements to<br />
roadways, park trails, Village-owned noise walls, City Hall<br />
renovation, new playground equipment, and other park<br />
improvements.<br />
A public hearing and first reading of the proposed 2023<br />
budget is scheduled for the Monday, <strong>October</strong> 17, Council<br />
meeting. If you would like to know more about Council<br />

PLASTIC BAG FEES<br />
In 2021, the Colorado State Legislature passed<br />
legislation requiring customers to pay 10 cents for each<br />
single-use plastic or paper bag taken from a grocery<br />
store or retail shop. The new fee will go into effect<br />
statewide on January 1, 2023. Additionally, the new<br />
law will ban most plastic bags starting in January 2024.<br />
Under the current Greenwood Village Municipal Code<br />
the new state mandated bag fee is taxable. During City<br />
Council’s Monday, September 12 study session,<br />
Council discussed the additional financial burden this<br />
bag fee and subsequent tax would impose on our<br />
residents. While the Village is unable to opt out of the<br />
new state-imposed bag fee, we feel it is in the best<br />
interest of our residents to not impose a city tax on<br />
each bag. On Monday, <strong>October</strong> 3, Council passed an<br />
ordinance to eliminate city tax on the new bag fees.<br />

The Arts and Humanities Council<br />
consists of eight Councilmembers,<br />
one from each district, and four atlarge<br />
Councilmembers.<br />
Councilmembers are appointed to<br />
serve up to four consecutive twoyear<br />
terms. The purpose of the<br />
Council is to nurture, promote, and<br />
support high-quality cultural arts<br />
activities for the village. The primary<br />
functions of the Arts and<br />
Humanities Council are:<br />
• Advocate for the arts, artists, and<br />
arts organizations of the village;<br />
stimulate community awareness<br />
and enjoyment of the fine arts<br />
• Promote community education,<br />
awareness, and enjoyment of the<br />

near the east end of the main parking<br />

The Parks, Trails and Recreation<br />
Department would like to invite the<br />
community to collaborate on ideas<br />
and give input to the enhancement of<br />
the Autumn Hills Trail corridor. Please<br />
join us on Wednesday, November 2<br />
from 6 to 7 p.m. at the Greenwood<br />
Village Maintenance Facility, 10001<br />
East Costilla Avenue.<br />
The section of the trail being<br />
redeveloped is the pathway adjacent to<br />
East Prentice Avenue, between South<br />
Boston Street and the Covenant<br />
Presbyterian Church on Yosemite<br />
Street. Originally designed as a dual<br />
track trail for both pedestrian and<br />
equestrian use, the redevelopment<br />
intent is to merge the two trails into a<br />
singular neighborhood walkway to<br />
allow for improved drainage and<br />
landscaping. Additionally, there is a<br />
small amenity space off to the side of<br />
the trail that has the opportunity for<br />
improvement. With the community’s<br />
help, the Village hopes to improve<br />
both the accessibility and aesthetics of<br />
this trail corridor.<br />

SILO PARK GARDEN<br />

INPUT MEETING<br />
The Parks, Trails and Recreation<br />
Department is inviting the community<br />
to hear the plans for the raised garden<br />
renovation on Wednesday, <strong>October</strong><br />
19, <strong>2022</strong>, from 5:30 to 6:30 p.m. at<br />
the Silo Park Barn, 9300 South<br />
Orchard Road.<br />
The property that was to become Silo<br />
Park was acquired by the Village in<br />
1994. An involved citizen process<br />
guided the design of the park. One of<br />
the features was a demonstration<br />
garden that originally showcased<br />
primarily native grasses along with<br />
some traditional crops such as wheat,<br />
barley, corn, and pumpkins.<br />
The content of the garden has evolved<br />
through the years, and approximately<br />
10 years ago, the Arapahoe County<br />
CSU Extension Colorado Master<br />
Gardener volunteers took over the<br />
planning, planting, and maintenance<br />
of the gardens. Under their care, the<br />
gardens have become largely dedicated<br />
to produce production. The vegetables<br />
harvested yearly are donated to a local<br />
food pantry in Greenwood Village.<br />
Based upon the feedback received at<br />
the public input meeting held on<br />
September 14, 2021, the function of<br />
the raised gardens will remain the<br />
same. However, improvements will be<br />
made to the raised beds to improve<br />
accessibility, irrigation, functionality<br />
and layout. There will not be a<br />
perimeter fence.<br />

RESPECTING ‘NO RIGHT<br />
TURN ON RED’ SIGNS<br />
This time of year, more cars are on the road getting back to<br />
school and back into a daily commuting routine. With this<br />
increased traffic and more students walking, biking, riding<br />
school buses and driving to and from our local schools each<br />
day, the City of Greenwood Village encourages you —and<br />
especially your young drivers — to be mindful of the various<br />
“No Turn On Red” signage at intersections throughout our<br />
city whenever you get on the road.<br />
Keeping pedestrians safe is of utmost important to<br />
Greenwood Village Police Department. In <strong>2022</strong>, <strong>GV</strong>PD has<br />
issued 225 citations for drivers failing to stop at a red light<br />
and 19 citations for drivers failing to stop before making a<br />
right turn at a red light. Greenwood Village has several<br />
intersections where right turns are red are restricted, with<br />
many adjacent to or near our school zones, making it<br />
especially important to stay vigilant and follow the law to<br />
keep pedestrians and yourself safe.<br />
TURNING RIGHT ON RED RULES<br />
Per Colorado law, vehicular traffic must come to a complete<br />
stop and yield the right-of-way to pedestrians lawfully within<br />
a crosswalk or an adjacent crosswalk, and to other traffic<br />
lawfully using the intersection before making a right turn at a<br />
red light. If the intersection is marked with signage or signals<br />
indicating right turns can’t be made at a red light, then<br />
vehicles must remain stopped until they receive a green light<br />
or arrow.<br />
WHERE IS TURNING RIGHT<br />
ON RED RESTRICTED?<br />
Greenwood Village has two types of signs for turning vehicles<br />
at intersections. The first is the simple “No Turn On Red,”<br />
where a turn on red is prohibited. The second type of sign<br />
states “No Turn On Red When Pedestrians Are Present.” As<br />
long as there are no signs indicating the right turn is<br />
prohibited, drivers are clear to turn right on red after making<br />
a complete stop and yielding to pedestrians and other traffic.<br />
One of these two signs are located at several intersections:<br />
• Northbound at Yosemite Street and Belleview Avenue<br />
• Westbound to northbound at Yosemite Street and Caley<br />
Avenue<br />
• Westbound to I-25 southbound on-ramp at Orchard<br />
At the four-way intersection of E. Union Ave. and S. Yosemite<br />
St., adjacent to the Cherry Creek campus, drivers may not turn<br />
red when pedestrians are present in the crosswalk.<br />
Road and I-25 interchange<br />
• I-25 southbound off-ramp to westbound at Orchard Road<br />
and I-25 interchange<br />
• Union Avenue and Yosemite Street (all directions)<br />
• Belleview Avenue and Dayton Street (all directions)<br />
Additionally, some locations around the city have signs that<br />
designate time of day turn restrictions as well. For example,<br />
you’ll see a sign indicating that right turns on red are<br />
prohibited from 6 a.m. to 8 a.m. and 4 p.m. to 6 p.m. daily<br />
when heading northbound at Yosemite Street and Arapahoe<br />
Road. You will also find similar time-bound restrictions on<br />
Orchard Road west of Quebec Street.<br />

A HAUNTINGLY GOOD<br />
TIME AT THE HOLLOW<br />
Thrills, chills and superbly spooky fun was<br />
had by all when Carson Park and City<br />
Hall transformed into the supernatural<br />
town of Sleepy Hollow on Saturday,<br />
<strong>October</strong> 1, as part of the city’s annual fall<br />
celebration for Greenwood Village<br />
residents.<br />
Over 700 people explored the haunted<br />
graveyard, raced the Headless Horseman,<br />
hunted for hidden treasure, competed for<br />
best Halloween costume and picked the<br />
perfect pumpkin to take home. With a DJ,<br />
games, and art activities, the event offered<br />
family-friendly fun for all. Thank you to<br />
our Parks, Trails, and Recreation<br />
Department for once again throwing a<br />
spooktacular event for the community and<br />
to all residents who came out to enjoy the<br />

SHREDDING EVENT<br />
On Saturday, September 10, Greenwood<br />
Village’s fifth annual Residential<br />
Shredding Event successfully served 180<br />
cars and collected 3,500 pounds of<br />
paper at City Hall, despite the cold and<br />
rainy weather. We appreciate the<br />
kindness showed by our Greenwood<br />
Village community to our staff<br />
volunteers and Recreation Aides Noah,<br />
Dominic, Maddy, Addison, and Haley.<br />

CITY RECEIVES OVER $1 MILLION<br />
IN OPEN SPACE FUNDS<br />
FROM ARAPAHOE COUNTY<br />
Arapahoe County Open Spaces recently awarded the City<br />
of Greenwood Village a $500,000 grant for Village Greens<br />
North Park, in addition to $536,124.15 from the<br />
Shareback Program, which allocates fifty percent of the<br />
county’s annual sales and use tax to improve local parks,<br />
trail connections and preserved acres of open space.<br />
District 2 Councilmember Dave Kerber and Director of<br />
Parks, Trails and Recreation Suzanne Moore attended the<br />
annual award ceremony on Friday, Sept. 9, on behalf of the<br />

LEAF REMOVAL OPTIONS<br />
As we enter the fall season, keeping Greenwood Village clean<br />
continues to be a high priority. To assist with these efforts, we<br />
ask that you do not place loose leaves or yard debris in the<br />
street as our sweepers are not equipped to pick them up.<br />
Moreover, this debris can be windblown or washed into the<br />
storm systems and waterways of the Village. Instead, consider<br />
these disposal options:<br />
• Arrange for your lawn care provider to remove the leaves<br />
when performing your yard service.<br />
• Bag your leaves in compostable paper yard waste bags and<br />
place them out with your weekly trash pick up. These<br />
bags of leaves will end up in the landfill and paper is<br />
preferred over plastic, which never breaks down and is bad<br />
for the environment.<br />
• Waste Connections has no limit as to how many bags of<br />
leaves they will pick up, however, keep in mind if some<br />
bags are not picked up, they will return once they have<br />
unloaded their truck.<br />
• Ace Hardware Cherry Hills Marketplace,<br />
5910 South University Boulevard, has partnered with the<br />
City of Greenwood Village to provide residents with one<br />
FREE 5-pack of compostable paper yard waste<br />
bags with the coupon provided. One per<br />
household please; coupon must be presented<br />
and no photocopied coupons will be accepted.<br />
• Recycle your leaves at Village Greens Park.<br />
Leaves can be dropped off loose or in bags any<br />
day of the week between <strong>October</strong> 10 and<br />
December 2, <strong>2022</strong>, in the dedicated area of<br />
the north parking lot. This is an environmentally<br />
friendly option with staff spreading and<br />
disking the material into the soil where native<br />
grass cannot be established, adding nutrients,<br />
helping with moisture retention, and provides<br />
a place for soil-borne microorganisms to live.<br />
It does not impact the landfill and it is cost<br />
effective. No bags are required, and you do not<br />
have to wait until your trash day to dispose of<br />
them.<br />

WHY SHOULDN’T I SWEEP MY LEAVES OR GRASS CLIPPINGS INTO THE STREET?<br />
As the seasons change and the leaves begin to fall, it’s tempting to<br />
rake the leaves and other yard debris into the street. Unfortunately,<br />
the street sweeping equipment is not able to handle limbs,<br />
branches or large quantities of leaves and grass; much of the<br />
material is left behind by the sweeper and unintentionally spread<br />
across the street. Leaves and grass are natural but when it rains,<br />
these materials on streets and sidewalks can wash into storm<br />
drains and lead to Village waterways such as streams and ponds.<br />
These organic material decay overtime and over-fertilize the water.<br />
The excess nutrients from this debris encourages harmful aquatic<br />
plants and algae to thrive, which has a lasting negative impact on<br />
water quality, local ecology, and recreational use of our waterways.<br />
This is a form of stormwater pollution that is preventable with care<br />
and proper action. Please do your part and do not sweep lawn<br />
debris into the street. Instead, take advantage of the coupon for<br />
yard waste bags provided in this article!

Therapy (MeRT) when in fall 2019, a friend introduced him<br />
to the San Diego MeRT Clinic. At that time, Sean was a<br />
novice to MeRT, but quickly noticed improved sleep<br />
patterns, sharpened mental clarity, and his emotional ups and<br />
downs stabilized. His success with the technology made him<br />
want to help others by spreading awareness and eventually<br />
opening an MeRT location in Colorado.<br />

The Greenwood Village Cultural Arts<br />
program hosted the third annual Art on the<br />
Green all-Colorado art fair on Friday,<br />
September 17 and Saturday, September 18<br />
in Curtis Park. In addition to the 78 visual<br />
artists displaying their work, this year’s event<br />
featured a sand sculpture demonstration,<br />
artistic shade structure and an enhanced<br />
food and beverage program. Approximately<br />
6,000 attendees enjoyed fantastic weather as<br />
they browsed booths filled with original<br />
artwork. A big thank you goes out to all<br />
participating artists, event staff and<br />
volunteers, and especially to everyone who<br />
supported the artists by making a purchase<br />
