THE MAYOR’S message
Town Center Park, which will be located directly in front of the Palazzo Verdi building next to Fiddler’s Green Amphitheatre, is set to
be completed in early 2023.
TOWN CENTER PARK
AT THE VILLAGE
CENTER
I am very pleased to let you know that
construction will soon begin on a longanticipated
new park on the inner circle of the
Village Center, directly in front of the Palazzo
Verdi building adjacent to Fiddler’s Green
Amphitheatre. The new park, which will be
known as Town Center Park, was part of the
original concept for the area that was approved
back in 2009 as a joint project between the
City of Greenwood Village, Greenwood
Consolidated Metropolitan District, and the Fiddler’s
Business Improvement District.
George Lantz
The park will include a large plaza encircled with new
sidewalks and shade trees, ample lounge seating and tables for
the local business community and residents to enjoy. A
pavilion for larger events and gatherings is also included.
Completion of the park is anticipated in early 2023. I look
forward to all of us enjoying this new amenity.
LOOKING AHEAD TO 2023
City Council met on Friday, September 16, for our annual
budget workshop. In the meeting, we discussed the 2023
Annual Operating Budget & Capital Improvement Program
installation of a fiber backbone, safety improvements to
roadways, park trails, Village-owned noise walls, City Hall
renovation, new playground equipment, and other park
improvements.
A public hearing and first reading of the proposed 2023
budget is scheduled for the Monday, October 17, Council
meeting. If you would like to know more about Council
COLORADO
PLASTIC BAG FEES
In 2021, the Colorado State Legislature passed
legislation requiring customers to pay 10 cents for each
single-use plastic or paper bag taken from a grocery
store or retail shop. The new fee will go into effect
statewide on January 1, 2023. Additionally, the new
law will ban most plastic bags starting in January 2024.
Under the current Greenwood Village Municipal Code
the new state mandated bag fee is taxable. During City
Council’s Monday, September 12 study session,
Council discussed the additional financial burden this
bag fee and subsequent tax would impose on our
residents. While the Village is unable to opt out of the
new state-imposed bag fee, we feel it is in the best
interest of our residents to not impose a city tax on
each bag. On Monday, October 3, Council passed an
ordinance to eliminate city tax on the new bag fees.
TRAIL COMMUNITY
INPUT MEETING
The Parks, Trails and Recreation
Department would like to invite the
community to collaborate on ideas
and give input to the enhancement of
the Autumn Hills Trail corridor. Please
join us on Wednesday, November 2
from 6 to 7 p.m. at the Greenwood
Village Maintenance Facility, 10001
East Costilla Avenue.
The section of the trail being
redeveloped is the pathway adjacent to
East Prentice Avenue, between South
Boston Street and the Covenant
Presbyterian Church on Yosemite
Street. Originally designed as a dual
track trail for both pedestrian and
equestrian use, the redevelopment
intent is to merge the two trails into a
singular neighborhood walkway to
allow for improved drainage and
landscaping. Additionally, there is a
small amenity space off to the side of
the trail that has the opportunity for
improvement. With the community’s
help, the Village hopes to improve
both the accessibility and aesthetics of
SILO PARK GARDEN
COMMUNITY
INPUT MEETING
The Parks, Trails and Recreation
Department is inviting the community
to hear the plans for the raised garden
renovation on Wednesday, October
19, 2022, from 5:30 to 6:30 p.m. at
the Silo Park Barn, 9300 South
Orchard Road.
The property that was to become Silo
Park was acquired by the Village in
1994. An involved citizen process
guided the design of the park. One of
the features was a demonstration
garden that originally showcased
primarily native grasses along with
some traditional crops such as wheat,
barley, corn, and pumpkins.
The content of the garden has evolved
through the years, and approximately
10 years ago, the Arapahoe County
CSU Extension Colorado Master
Gardener volunteers took over the
planning, planting, and maintenance
of the gardens. Under their care, the
gardens have become largely dedicated
to produce production. The vegetables
harvested yearly are donated to a local
food pantry in Greenwood Village.
Based upon the feedback received at
the public input meeting held on
September 14, 2021, the function of
the raised gardens will remain the
same. However, improvements will be
made to the raised beds to improve
accessibility, irrigation, functionality
and layout. There will not be a
perimeter fence.
Please join us or visit the City’s
ENSURING A SAFE
community
RULES OF THE ROAD:
RESPECTING ‘NO RIGHT
TURN ON RED’ SIGNS
This time of year, more cars are on the road getting back to
school and back into a daily commuting routine. With this
increased traffic and more students walking, biking, riding
school buses and driving to and from our local schools each
day, the City of Greenwood Village encourages you —and
especially your young drivers — to be mindful of the various
“No Turn On Red” signage at intersections throughout our
city whenever you get on the road.
Keeping pedestrians safe is of utmost important to
Greenwood Village Police Department. In 2022, GVPD has
issued 225 citations for drivers failing to stop at a red light
and 19 citations for drivers failing to stop before making a
right turn at a red light. Greenwood Village has several
intersections where right turns are red are restricted, with
many adjacent to or near our school zones, making it
especially important to stay vigilant and follow the law to
keep pedestrians and yourself safe.
TURNING RIGHT ON RED RULES
Per Colorado law, vehicular traffic must come to a complete
stop and yield the right-of-way to pedestrians lawfully within
a crosswalk or an adjacent crosswalk, and to other traffic
lawfully using the intersection before making a right turn at a
red light. If the intersection is marked with signage or signals
indicating right turns can’t be made at a red light, then
vehicles must remain stopped until they receive a green light
or arrow.
WHERE IS TURNING RIGHT
ON RED RESTRICTED?
Greenwood Village has two types of signs for turning vehicles
at intersections. The first is the simple “No Turn On Red,”
where a turn on red is prohibited. The second type of sign
states “No Turn On Red When Pedestrians Are Present.” As
long as there are no signs indicating the right turn is
prohibited, drivers are clear to turn right on red after making
a complete stop and yielding to pedestrians and other traffic.
One of these two signs are located at several intersections:
• Northbound at Yosemite Street and Belleview Avenue
• Westbound to northbound at Yosemite Street and Caley
Avenue
• Westbound to I-25 southbound on-ramp at Orchard
At the four-way intersection of E. Union Ave. and S. Yosemite
St., adjacent to the Cherry Creek campus, drivers may not turn
red when pedestrians are present in the crosswalk.
Road and I-25 interchange
• I-25 southbound off-ramp to westbound at Orchard Road
and I-25 interchange
• Union Avenue and Yosemite Street (all directions)
• Belleview Avenue and Dayton Street (all directions)
Additionally, some locations around the city have signs that
designate time of day turn restrictions as well. For example,
you’ll see a sign indicating that right turns on red are
prohibited from 6 a.m. to 8 a.m. and 4 p.m. to 6 p.m. daily
when heading northbound at Yosemite Street and Arapahoe
Road. You will also find similar time-bound restrictions on
Orchard Road west of Quebec Street.
Finally, please also be
mindful of “Turning
Vehicles Must Yield to
Pedestrians” signage, which
can be found:
• Eastbound at Union
Avenue and Dayton
Street
• Southbound to
eastbound at Arapahoe
Road and Greenwood
Plaza Boulevard GV
continues to be a high priority. To assist with these efforts, we
ask that you do not place loose leaves or yard debris in the
street as our sweepers are not equipped to pick them up.
Moreover, this debris can be windblown or washed into the
storm systems and waterways of the Village. Instead, consider
these disposal options:
• Arrange for your lawn care provider to remove the leaves
when performing your yard service.
• Bag your leaves in compostable paper yard waste bags and
place them out with your weekly trash pick up. These
bags of leaves will end up in the landfill and paper is
preferred over plastic, which never breaks down and is bad
for the environment.
• Waste Connections has no limit as to how many bags of
leaves they will pick up, however, keep in mind if some
bags are not picked up, they will return once they have
unloaded their truck.
• Ace Hardware Cherry Hills Marketplace,
5910 South University Boulevard, has partnered with the
City of Greenwood Village to provide residents with one
FREE 5-pack of compostable paper yard waste
bags with the coupon provided. One per
household please; coupon must be presented
and no photocopied coupons will be accepted.
• Recycle your leaves at Village Greens Park.
Leaves can be dropped off loose or in bags any
day of the week between October 10 and
December 2, 2022, in the dedicated area of
the north parking lot. This is an environmentally
friendly option with staff spreading and
disking the material into the soil where native
grass cannot be established, adding nutrients,
helping with moisture retention, and provides
a place for soil-borne microorganisms to live.
It does not impact the landfill and it is cost
effective. No bags are required, and you do not
have to wait until your trash day to dispose of
them.
Trails, and Recreation at 303-486-5773. GV OCTOBER 2022 | GV NEWSLETTER PG. 15
WHY SHOULDN’T I SWEEP MY LEAVES OR GRASS CLIPPINGS INTO THE STREET?
As the seasons change and the leaves begin to fall, it’s tempting to
rake the leaves and other yard debris into the street. Unfortunately,
the street sweeping equipment is not able to handle limbs,
branches or large quantities of leaves and grass; much of the
material is left behind by the sweeper and unintentionally spread
across the street. Leaves and grass are natural but when it rains,
these materials on streets and sidewalks can wash into storm
drains and lead to Village waterways such as streams and ponds.
These organic material decay overtime and over-fertilize the water.
The excess nutrients from this debris encourages harmful aquatic
plants and algae to thrive, which has a lasting negative impact on
water quality, local ecology, and recreational use of our waterways.
This is a form of stormwater pollution that is preventable with care
and proper action. Please do your part and do not sweep lawn
debris into the street. Instead, take advantage of the coupon for
yard waste bags provided in this article!

Are you or someone you know looking for a non-invasive,
non-pharmaceutical approach to improved brain health?
Then the experts at Braincare Performance Center – Denver
Tech Center (DTC) may be able to help. The technology and
techniques employed at Braincare Performance Center can
help improve brain health and may be beneficial to anyone
looking to reduce stress and anxiety, sharpen their focus, or
rehabilitate from an injury.
Braincare Performance Center – DTC was opened by Sean
Haberberger, a former Navy SEAL, while exploring
entrepreneurship opportunities and ways to continue to serve
his community. During his time as a SEAL, his brain and
body had been conditioned to perform at optimal levels
while continuously being subjected to high stress. While
searching for alternatives in health to help recalibrate his
brain and body, Sean discovered Magnetic e-Resonance
Therapy (MeRT) when in fall 2019, a friend introduced him
to the San Diego MeRT Clinic. At that time, Sean was a
novice to MeRT, but quickly noticed improved sleep
patterns, sharpened mental clarity, and his emotional ups and
downs stabilized. His success with the technology made him
want to help others by spreading awareness and eventually
opening an MeRT location in Colorado.
Originally opened under the name Peak Neuro Performance
in the Spring of 2021, Sean chose Greenwood Village for the
Center in order to be near other businesses that offer high
end services. Greenwood Village provided an accessible part
of town that was reputable and established with plenty of
At the Center, you will find experts at delivering personal,
precision-guided care to improve brain health through
MeRT. This alternative solution to brain health allows
Haberberger’s team to serve a variety of demographics,
including but not limited to, individuals experiencing Major
Depressive Disorder/Anxiety, Post-Traumatic Stress Disorder,
Autism Spectrum Disorder, Long-COVID Brain Fog,
traumatic brain injury, cognitive enhancement/performance,
and sleep disorders. While most traditional mental health or
brain and behavioral health practices focus on balancing the
brain through pharmaceuticals and chemical-based solutions,
MeRT works to balance the brain electrically through gentle
magnetic stimulation. By mapping your brainwave activity,
their progressive technology highlights patterns and areas of
the brain that need attention or support, allowing the team
to deliver a customized individual-based protocol.
To begin your patient journey, you’ll start with a quantitative
electroencephalogram (qEEG) brain scan to allow the staff to
see how your brain is functioning and better understand how
they can help. Next, you will meet with a Braincare
Performance Center – DTC physician to review the qEEG
and discuss your health history to determine if the MeRT
Brain Treatment Program would be successful. The next steps
are designed and customized based on the individual brain
health needs of the client. The cost for the initial qEEG scan
is $325 and the Initial Medical Evaluation is an additional
$325, making your initial investment in the MeRT Brain
Treatment Program $650. If you set up an appointment
and visit before Dec. 31, 2022, you can get the qEEG scan
for $99 by mentioning this article. Sean and the team at
Braincare Performance Center – DTC look forward to
helping improve your brain health! GV
ART ON THE GREEN
The Greenwood Village Cultural Arts
program hosted the third annual Art on the
Green all-Colorado art fair on Friday,
September 17 and Saturday, September 18
in Curtis Park. In addition to the 78 visual
artists displaying their work, this year’s event
featured a sand sculpture demonstration,
artistic shade structure and an enhanced
food and beverage program. Approximately
6,000 attendees enjoyed fantastic weather as
they browsed booths filled with original
artwork. A big thank you goes out to all
participating artists, event staff and
volunteers, and especially to everyone who
supported the artists by making a purchase
during this event. We can’t wait to see you
