A MESSAGE FROM THE CEO<br />

The Year Ahead.<br />

We found ourselves in complex times ... again! Just as the pandemic<br />

seems to be under control we are now in an energy and inflation crisis -<br />

affecting the economy, businesses, and consumers. Again, this would be<br />

a stimulus to the digital transformation plans and efficiency efforts that<br />

mobile is driving. However, our industry is also a big energy user -<br />

demanding roughly 2 to 3% of the total world consumption. Energy<br />

weights for 20% to 40% of OPEX in mobile operators. A wider look at<br />

efficiency is required by the ecosystem.<br />

How is Mobile Ecosystem Forum supporting the industry? First, we<br />

launched our Sustainable Future program back in June at our <strong>MEF</strong><br />

CONNECTS Business Messaging in Amsterdam. A program managed by<br />

<strong>MEF</strong> Advisor Gerrit Jan Konijnenberg. We will continue to discuss the<br />

topic – reach out to Gerrit or the team at <strong>MEF</strong> if you would like to be<br />

more involved in this initiative.<br />

While the theme of operational efficiency is now permeating much of<br />

the ecosystem – there is a lot happening in innovation, regulation, and<br />

competition. True to the requests from our members from the AGM in<br />

November 2021, <strong>MEF</strong> has spent much of <strong>2022</strong> bringing people and<br />

companies together. Efficiency does not mean shutting your businesses<br />

to the outside world, instead it is an incentive to explore more, to find<br />

better ways. In <strong>2022</strong> the Mobile Ecosystem Forum offered 21 face to<br />

face events free to its members (in 11 different cities), plus 2 online<br />

conferences, 12 webinars, 12 industry roundtables, 113 online working<br />

groups and 17 partner conferences (with discounted tickets its<br />

members).<br />

We have not stopped our research and analysis with over 15<br />

reports and 2 surveys on consumers and enterprises and 166 blog<br />

posts. Our website was visited by 125,000 professionals in the<br />

industry so far in the year. In addition, <strong>MEF</strong> powers one of the<br />

highest regarded Protection Registries for SMS Phishing in 3<br />

countries, and the two major global Code of Conducts in Business<br />

Messaging and Mobile VAS. I think our members can see the value<br />

that this association is bringing to them, and the efficiency that a<br />

true not-for-profit can bring to the market. Nevertheless,<br />

should not look back but forward to 2023, join our Annual General<br />

Meeting online or in person on the 29 th of November to share your<br />

vision of what <strong>MEF</strong> should be doing next.<br />

In our quarterly magazine you will find some of the latest hot<br />

topics we have covered in the last month: Private Networks, IoT<br />

Best Practices, Personal Data, RCS, STIR SHAKEN. And you will find<br />

more about our recent successful events. It is a great time for<br />

<strong>MEF</strong>, we have received very positive feedback in the last 30 days<br />

from Berlin, Sao Paulo, and Las Vegas as well as for our 3rd<br />

Wholesale online conference. We are looking forward to more<br />

interactions with members in Cape Town and London in the<br />

4 th quarter of the year and get ready for January for our first <strong>MEF</strong><br />

CONNECTS in Kuala Lumpur looking at the world of Mobile<br />

Content.<br />

A new <strong>MEF</strong> initiative was launched in Las Vegas: Doug Makishima<br />

from Summit Tech is reviewing business applications on the new<br />

5G Edge solution – a major network innovation that is starting to<br />

see some promising opportunities. The Personal Data & Identity<br />

team has requested comments on the whitepaper for age<br />

verification in digital. A new roundtable for Scandinavian operators<br />

about Business Messaging was started as well.<br />

There is plenty happening, and we are hoping to receive more<br />

ideas and suggestions for new initiatives. Write to me<br />

We have had a busy September resuming the working<br />

groups meetings after the August break, launching new reports as<br />

well as hosting <strong>MEF</strong> CONNECTS Wholesale. Thank you to all<br />

<strong>MEF</strong> Members gathered in Dublin for the first ever RCS World, an<br />

event in association with Google, where we explored Rich<br />

Communication Services ecosystem for business communications.<br />

The in-person event with online broadcast linked up over 800<br />

people in the RCS world, featuring an amazing line-up of<br />

inspirational speakers and panels, as well as a multitude of handson<br />

workshops and demonstrations, spread across Google’s hightech<br />

campus venue.<br />

Since <strong>MEF</strong>’s inception Latin America has been a focus as a region<br />

of exciting new developments and opportunities across the<br />

mobile ecosystem. In 2021 we hosted the first <strong>MEF</strong> CONNECTS<br />

LATAM online-event. It was hugely successful with requests to do<br />

more in the region.<br />

For <strong>MEF</strong> CONNECTS LATAM <strong>2022</strong> we featured sessions in both<br />

Portuguese and English and took a deep dive into what is new in<br />

It's a bit of an understatement to say that the Mobile Ecosystem<br />

Forum is a little busy with a few events this week. One is<br />

the #GlobalCarrierBillingSummit (GCBS) in Berlin on September<br />

27th and 28th where our Director of Programmes James<br />

Williams is chairing the event. Joining James in Berlin this week<br />

are Ross Flynn and Beatrice D'Ottavio. <strong>MEF</strong> is pleased to be<br />

continuing our long-term partnership with Informa / Informa<br />

Tech through this event.<br />

event, MWC Las Vegas, for a full day of knowledge-sharing,<br />

learning. Keynote speakers included the former FCC<br />

Chairman Ajit Pai, and key companies, including The<br />

Campaign Registry, Twilio, Wizard Commerce, Prove,<br />

Pray.com, Vibes, Syniverse, Infobip, Netsfere, Blackberry and<br />

AfricaCom, the Africa Tech Festival, is quite simply the largest<br />

digital infrastructure event in Africa and after several years of<br />

meeting online only, the event is back with a real bang this year!<br />

The core agenda and exhibition will take place November 8th to<br />

10th inclusive in-person (with its partner programmes and digital<br />

content on November 7th and 11th) and the <strong>MEF</strong> team will be<br />

there.<br />

On the evening of November 7th we’ve got a <strong>MEF</strong> Meet-Up lined<br />

up for you from 5pm to 9pm at the Radisson RED Hotel in Cape<br />

Town. We’ve taken over the whole RED rooftop bar and terrace<br />

and look forward to welcoming 90 <strong>MEF</strong> members for a lovely<br />

evening of networking.<br />

RCS Market Development – goals of the group are to Develop a<br />

coherent framework for Verification/Security for RCS/Best<br />

Practices/ models for federated sender ID VA, monitor and<br />

support the development of RCS in the industry and provide an<br />

up-to-date view on the progress of RCS. The core group work of<br />

creating a clear Security/Verification Framework continues by<br />

members.<br />

RCS Commercial Models – a document summarising all the work<br />

of the group to date is being created. The resulting material will<br />

conversational nature of RCS / 2. Session definition parameters<br />

/ 3. Session flow examples / 4. Commercial simulations for<br />

different models / 5. Conclusion.<br />

interest <strong>MEF</strong> members had in A2P Voice Flash Calling and the<br />

fact there was so little awareness of it across the industry,<br />

members have worked together on a fantastic educational<br />

piece detailing exactly what it is and the challenges and<br />

opportunities it offers. The sub-group’s work is almost<br />

concluded, and we hope to be able to get the material<br />

published in the coming several weeks. The issues of both<br />

Artificial Traffic Generation and Artificial Traffic Inflation are now<br />

coming up a lot in discussions and proving to be an area of<br />

focus. Work around securing the SMS channel and monetising<br />

A2P SMS for MNOs is a recurring, ongoing theme. Please don’t<br />

forget that the Fraud Framework is a great resource, detailing<br />

the 14 known types of SMS fraud and you are free to share it<br />

with anybody you want. This will be modified later this year and<br />

a v.4 created to take into account a new 15 th type of SMS fraud<br />

.The Fraud Framework was reframed to focus on definitions<br />

only and separate deliverables, creating v.3.0. There is talk<br />

about carrying out some small modifications to it so watch out<br />

for a POSSIBLE v.4.0. coming towards the end of this year!<br />

All FoM members are encouraged to sign the Code of Conduct<br />

if they feel they are able to. Remember these is no cost for <strong>MEF</strong><br />

Fraud Framework Mitigation work is ongoing by a small subgroup<br />

of members who are working on a specific mitigation<br />

SOUTH AFRICA<br />

The project is designed to bring together SABRIC (banking<br />

association), MNOs, <strong>MEF</strong> members and other trade association<br />

in South Africa to combat the scourge of fraud driven by SMS in<br />

particular. SABRIC provided a new point of contact to <strong>MEF</strong> who<br />

has been most helpful and now the only sticking point<br />

is COMRIC, the organisation bringing all the operators in South<br />

Africa together. They have a new CEO incoming so hopefully<br />

this will improve the situation. No response from COMRIC as yet.<br />

This group will be run by <strong>MEF</strong>’s team member down in Cape<br />

Town, South Africa, Adam Morilly. Contact Adam for more<br />

The most recent meeting focused on security in the mobile<br />

roaming connectivity environment. As the industry is shifting<br />

technology from 2-3G to 4G to 5G, and fraud is becoming<br />

more sophisticated than ever, there is a real need for the<br />

industry to get together and identify security solutions<br />

allows players to not only protect their IPX infrastructure and<br />

roaming interconnections, but also help them tackle new<br />

business opportunities. Some of the questions Andras Levak<br />

from Deutsche Telekom Global Carrier and Ewout Pronk<br />

from Titan.ium Platform LLC took away for their upcoming panel<br />

discussion during the <strong>MEF</strong> Connects Wholesale slot were:<br />

• Cloud providers, Cloudification: how does virtualization impact<br />

5G security?<br />

• Devices: considering 5G interconnect will be a lot more<br />

secure compared to previous generation, will there be more<br />

security risk on 5G devices?<br />

• IOT: what are the specific security risks for IOT devices, IOT<br />

traffic and are there different security measures designed<br />

• Operator expectations: what kind of services and solutions<br />

When looking at IoT it’s easy to concentrate on Technology and<br />

overlook other instrumental areas on the company’s IoT<br />

success Journey. The Human element, people in other words<br />

and Operations. IoT Company leaders on the forefront of the<br />

IoT Bonanza are changing existing business processes MM/YYYYY to | ISSUE NO. XX<br />

STIR SHAKEN: The Evolution of Fighting<br />

Robocalls in North America<br />

Globally, telecom users have been putting up with Robocalls, or<br />

nuisance calls for years. The USA and Canada introduced a<br />

form of call origin verification capability: knowing where the call<br />

was coming from could help stop unwanted and fraudulent MM/YYYYY calls | ISSUE NO. XX<br />

reach the final consumers – based on a collection of standards<br />

referred to as STIR SHAKEN.<br />

Different levels of protection have been rolled out, but the<br />

problem seems to persist, causing some to ask, should we allow<br />

more time for STIR SHAKEN to mature or is it time to check the<br />

lessons learnt and optimise the model?<br />

What it’s like to work in cybersecurity<br />

for DCB<br />

<strong>MEF</strong> Director of Programmes James Williams<br />

speaks to David Lotfi, CEO of mobile payments<br />

cyber security specialists, Evina about the<br />

history of the company and the state of the DCB<br />

ecosystem today and in the future.<br />

You are known in the ecosystem as the CEO and founder of Evina.<br />

Can you tell us more about yourself and how you came to start<br />

Evina?<br />

I am a telecom engineer. At the very beginning of my career, I<br />

interned at a Parisian startup that sold services via DCB, stayed<br />

there for a while, worked my way up and soon became the CTO. In<br />

2013, particularly pernicious fraud schemes started to appear on<br />

the market, which had a strong impact on our business.<br />

With my team at the time, I developed a dedicated anti-fraud<br />

solution. This project was a great success and soon several MNOs<br />

asked me if they could use my solution as they realized that only<br />

our DCB services didn’t generate any complaints. I was convinced<br />

that it needed to be developed further because cybersecurity had<br />

become a necessity to ensure longevity of the DCB payment<br />

world. I bought full ownership of the technology and founded Evina<br />

with those who had helped me make this disruptive technology a<br />

reality.<br />

Carrier billing is a promising industry, but very often it develops<br />

under the radar of the start-up world and VCs. You have recently<br />

raised more than 20 million euros from an American VC. How did<br />

you get their attention?<br />

Forward-thinking VCs understand the advantages that DCB has<br />

over other payment methods and that in a competitive<br />

environment, betting on DCB makes a lot of sense. DCB is a<br />

payment method that offers conversion rates up to 10 times<br />

higher than that of credit cards, allows seamless payment flows<br />

and ensures a particularly high level of user data protection. The<br />

only missing piece in many parts of the world is cybersecurity<br />

The first action that truly allows DCB to flourish in regions where<br />

DCB is booming is always cybersecurity. We are fortunate to have<br />

partnered with a fund that is perfectly aligned with our vision: DCB<br />

will become one of the main payment methods of the future and<br />

its extreme security will make this possible. This is a great sign for<br />

You’ve now been working in the DCB industry for more than 15<br />

years. What are the key changes in the industry you’ve seen over<br />

the years?<br />

This experience allowed me to personally experience the first<br />

golden age of DCB and then the eruption of fraud. This era<br />

created a real movement of solidarity and collaboration between<br />

the players in the sector. We’ve seen operators join forces to<br />

create best practices and set up self-regulation systems MM/YYYYY for the | ISSUE NO. XX<br />

sector through the creation of professional associations. We have<br />

seen the emergence of working groups on cybersecurity issues in<br />

the DCB etc. Whilst all this is a positive step, I believe this isn’t<br />

enough. A lot more needs to be done.<br />

A real polarization of the sector between those players who are<br />

betting on DCB and its full security through both regulatory<br />

framework and technical means and those who rely on the<br />

regulatory framework alone has emerged. This is true at both the<br />

operator and country level. The operators who gain the most<br />

market share are those who invest and secure their payment<br />

methods by using state-of-the-art technology, and the countries<br />

where DCB is most successful are the countries where it is best<br />

protected.<br />

Why have the regulatory efforts and the self-discipline of the<br />

industry players not been enough to stop the fraud?<br />

Because we are talking about a technology area for which the law<br />

or best practice recommendations alone can only be expected to<br />

provide a partial solution. Fraud has become automated and<br />

cybercriminals have rapidly developed new forms of attacks, by<br />

hacking DCB using advanced malware. It’s therefore necessary to<br />

provide a technological solution capable of adapting continuously<br />

and enforcing regulations. This means significant and ongoing<br />

investments over a period of years to be able to identify new<br />

forms of fraud and to stop them in their tracks.<br />

What is the real impact on players who are not fully aware of this<br />

technical fraud?<br />

The most immediate impact is the limitation of the activity. Many<br />

players have simply limited their DCB activity and have<br />

implemented more restrictive rules concerning their partners or<br />

the use of technology. This limits the universality of DCB payments<br />

and makes them progressively less competitive. The worst thing is<br />

of course that the lengthening of payment flows, the introduction MM/YYYYY | ISSUE NO. XX<br />

of One-Time Passwords, and other restrictions cannot stop fraud,<br />

but it does drastically limit the activity. In most cases, growth is<br />

limited and the company stagnates trying to cope with the fraud.<br />

In the long run, the main risk is to be forced into shutting down, at<br />

least temporarily, because of a major attack.<br />

What are the players with the highest growth and profitability in<br />

DCB doing to succeed?<br />

They work on these basic fundamentals: conversion rates, enduser<br />

satisfaction, latency, and the quality of the partners they<br />

work with.<br />

The ideal for the consumer is to pay in one click on an optimized<br />

merchant site, and with complete peace of mind.<br />

To achieve this ideal, the best players trust their partners to build<br />

the most optimal payment paths, they take full advantage of all<br />

DCB has to offer and attract partners that are particularly valued<br />

by the end user. To do this, they invest in the right technology<br />

solutions that allow them to trust their partners and control their<br />

business. And this is what a great cybersecurity solution can offer,<br />

capable of tracking the entire sales funnel, having total visibility of<br />

the flows and stopping cybercriminal attacks.<br />

The future of DCB is bright and we’ve reached unprecedented<br />

levels of satisfaction with our customers. And this is just the<br />

beginning for our industry. Juniper Research estimates that the<br />

market will reach nearly $100 billion by 2026, with the most secure<br />

players capturing a majority share of that pie. And by protecting<br />

themselves, they will grow the DCB market well beyond that level.<br />

Aligning the 3 Pillars of the Personal<br />

Data and Identity Marketplace<br />

Michael Becker, <strong>MEF</strong> PD&I Working Group Chair discusses the<br />

intersection of privacy, security, and compliance to build and<br />

maintain trust between society and industry.<br />

For industry and society to function effectively, we need trust: “to<br />

have and maintain confidence in the honesty of another (an<br />

individual, system, service, or process) to meet their social,<br />

commercial and civic obligations.”. In the context of today’s<br />

digitally-driven society—with so many actors, systems, and<br />

processes in play with varying agendas—trust is hard to achieve,<br />

especially in light of the increasing sophistication, and losses as a<br />

result of cybercrime which according to one analyst are estimated<br />

to cost the world $10.5 Trillion annually by 2025.<br />

To achieve trust, we must strive to align, and stay aligned, with the<br />

three personal data and identity marketplace pillars.<br />

The Three Personal Data and Identity Marketplace Pillars<br />

To understand the personal data and identity marketplace, it is<br />

helpful to first understand a handful of key concepts and their<br />

interplay—namely privacy, security, and compliance.<br />

• Privacy is a process related to an individual being in control of<br />

both their physical self (person, stewards, or property—house,<br />

cards, connected devices, etc.) and digital self (i.e., their personal<br />

data). For an individual to have privacy they must be in a<br />

position to manage all five elements of privacy (the “5 Ws”).<br />

These are: who, what, when, where, and why. “Who” refers to<br />

the entity (e.g., another individual, enterprise, government, or<br />

machine) seeking to gain access to the individual. “What” refers<br />

to what an entity is looking to access, i.e., aspects of the<br />

individual’s physical or digital self. “When” refers to the timing of<br />

the access, i.e., when and for how long will the entity have<br />

physical or digital access to elements of the individual. “Where”<br />

refers to the location where the interaction, physical connection,<br />

or personal data exchange, will take place.<br />

This could be in the real world, via mobile, in the cloud, locally on<br />

an individual’s device, etc. “Why” refers to requesting an entity’s<br />

intention and purpose for wanting access, e.g., what they are<br />

going to do with the individual’s data (and, to maintain trust, will<br />

they ensure there are no unauthorized secondary uses of the<br />

data).<br />

• Security, in the context of personal data and identity, refers to<br />

the state of a system or service being free from the threat of<br />

unauthorized access and ensuring all access control policies—<br />

also known as permissions and privileges—are fully operational.<br />

To put it another way, a system or service is considered secure<br />

when only authorized individuals can access it, i.e., login, and said<br />

individuals can only access content and services in accordance<br />

with the privileges bestowed upon them by the service<br />

have layers of identity management (i.e., authorization,<br />

identification, and verification) to assure, with the appropriate<br />

level of confidence (aka risk tolerance), that an individual (or at<br />

least the credentials the individual is using to access a system) is<br />

authorized and has not been compromised.<br />

• Compliance refers to the act of ensuring that all activities<br />

related to the legal (both commercial and civic) and regulatory<br />

(both industry self-regulatory and government regulatory)<br />

requirements are met by all actors involved in an exchange.<br />

Two additional terms are relevant for this discussion: governance<br />

and cybersecurity.<br />

• Governance refers to the effort of providing oversight on the<br />

alignment and execution of all processes and actions necessary<br />

for adhering to compliance requirements and the delivery of<br />

services.<br />

• Cybersecurity refers to the efforts undertaken to protect a<br />

system or service from cyber-attacks. In other words, this is the<br />

effort to protect all aspects of a system (inc., data, storage,<br />

network, devices) from unauthorized access and the<br />

compromising of the system’s access and control policies so<br />

that systems processes are not overridden, systems are not<br />

physically damaged, and data is hacked or leaked.<br />

Establishing and Maintaining Trust<br />

When the three pillars of personal data and identity management<br />

are working in harmony, and continue to do so over time, all parties<br />

in a physical or digital exchange can build and maintain trust. This<br />

trust is reinforced by the interplay of the overlapping elements of<br />

the system: Faith (people have faith in systems to function<br />

properly), Ombudsman (people feel protected as there are<br />

institutions providing oversight of the systems on their behalf), MM/YYYYY and | ISSUE NO. XX<br />

Accountability (public and private institutions are holding systems<br />

and their administrators accountable to complying to the law and<br />

regulations).<br />

When any one of these pillars becomes unstable, trust is eroded,<br />

the marketplace becomes less efficient, and any number of harms<br />

can befall the various actors (individuals, private organizations, and<br />

public institutions).<br />

Where Do We Go From Here?<br />

Establishing and maintaining trust is paramount for a healthy<br />

society and economy. For the personal data and identity<br />

marketplace to continue to flourish, more is needed than what is<br />

depicted above.<br />

First, individuals, the people, need to take more personal<br />

accountability for the flow of their identity and personal data; they<br />

should not just rely on the ombudsman and faith. They should<br />

educate themselves on both the opportunities that can be<br />

generated from actively managing their data and the risks when<br />

they do not. They should learn to enact the digital rights afforded<br />

to them by the current and impending regulations. And, they<br />

should actively adopt passive and active technologies and services<br />

to protect themselves.<br />

The enterprise must participate in the education and support of<br />

their constituents (aka prospects, users, customers, patients,<br />

voters, etc.), to continue to fortify their systems—which will include<br />

the adoption of emerging self-sovereign identity infrastructure, i.e.,<br />

technology that will be individually in control of their data.<br />

Finally, government and non-governmental bodies must become<br />

more fluent in today’s technology and continue with their efforts to<br />

help establish policies and guidelines that support and protect the<br />

agency of the individual while supporting and stimulating innovation<br />

Best Practice in IoT – How can suppliers<br />

support the enterprise?<br />

<strong>MEF</strong> Programme Director Nassia Skoulikariti speaks to <strong>MEF</strong><br />

Advisor Andrew Parkin-White about best practices when it<br />

comes to IoT connectivity.<br />

By way of context, <strong>MEF</strong> has three pieces of work which are either<br />

complete or underway. Last year we did a survey into IoT drivers,<br />

challenges priorities, technology choices and supplier references,<br />

and we spoke to 450 enterprises globally that were already using<br />

IoT.<br />

This year, we have recently completed the field work for another<br />

survey, but this time, we’re looking at enterprises that are planning<br />

to use IoT in the next six to 24 months in Brazil, France, Germany,<br />

India, Indonesia, South Africa, Spain, UK, and the USA.<br />

In terms of the sectors, we examined what was happening in<br />

automotive, automotive manufacturing systems, transportation,<br />

storage and logistics, utilities and energy, healthcare,<br />

manufacturing and industrial retail and wholesale agriculture and<br />

smart cities and intelligent buildings was added this year.<br />

<strong>MEF</strong> is also developing another piece of work, which we are calling<br />

Best Practices in IoT connectivity and we have spoken to IoT CSPs<br />

from across the globe, to find out how they’re responding to some<br />

of the connectivity issues that we covered in our surveys.<br />

What we found in our 2021 survey is for enterprises, 83% of them<br />

said that using technology for business advantage was the most<br />

important driver. We also saw which technologies enterprises are<br />

using and planning to use and there is an apparent strong base of<br />

usage of legacy 2G and 3G technologies at present. 4G is growing<br />

in importance and organisations are highly interested in 5G but<br />

only 3% are actually using 5G at present.<br />

he most trusted partner for existing IoT users is the MNO, MM/YYYYY but | ISSUE NO. XX<br />

what we found is that connectivity alone is not enough – support<br />

and technical innovation are very important. Supplies should be<br />

able to integrate all elements of a solution, handle the complete<br />

project from start to finish and provide ongoing support.<br />

Cost is a much lower consideration and boils down to enterprises<br />

thinking about the business case investment case, the return on<br />

investment, rather than the cost. We see these sorts of headline<br />

figures in the marketplace of 10 years connectivity for $1 and the<br />

race to the bottom as far as cost is concerned. Only part of the<br />

market is really interested in that and the large part of the market<br />

sees that IoT is critical to their business and competitivity. This<br />

means that they are willing to invest and in these sorts of projects.<br />

If we look at enterprises who are planning to launch IoT<br />

applications, we see a different set of drivers emerging. The most<br />

important consideration, by far is cost saving. In terms of spend on<br />

connectivity, for every dollar spent, enterprises are planning to<br />

spend around 10 to 15% of connectivity.<br />

The second highest was digital transformation. When we asked<br />

enterprises about their key challenges with IoT, 73% cite the<br />

impact on their processes an issue along with the integration of<br />

multiple technologies and impact on legacy systems. These three<br />

issues represent a challenge and opportunity for suppliers, and<br />

the strong impact this has on legacy systems. They were less<br />

interested in security than existing users – maybe because their<br />

applications are not live – and more interested in cloud integration<br />

and data processing at the edge.<br />

<strong>MEF</strong> also has a project underway looking at best practices in IoT<br />

connectivity and we have spoken to eight leading IoT CSPs and<br />

asked them about their views on some of the key connectivity<br />

elements that we asked enterprises about in the survey. So first of<br />

all, the most important criteria for enterprises is suppliers offering<br />

a fully managed solution and this came out as 8.6/10.<br />

The second highest score is for suppliers being able toMM/YYYYY onboard | ISSUE NO. XX<br />

devices efficiently and integrate them into the into the IoT<br />

applications that scored 8.4 for enterprises and 8.5 for CSPs.<br />

Having a consistent quality of service sees the largest divergence<br />

between what CSP think and enterprise needs and what the<br />

enterprise believes at 9.4 compared to 5.6.<br />

Enterprises see eSim as a critical tool and it is very much on their<br />

critical path as a technology moving forward. The ability to have<br />

solutions work across multiple technologies is also important and<br />

enterprises need a clear roadmap for their choices and for future<br />

proofing.<br />

Of course, it is the detail that is important when we explore the<br />

numbers by different geographies, sectors and enterprise sizes.<br />

The key word that came up time and time again was flexibility and<br />

so suppliers need to be flexible in dealing with evolving enterprise<br />

needs. And this service wraparound is important so offering<br />

security analytics cloud connectivity, billing and management<br />

platforms performance reporting are important along with a costeffective<br />

solution. Finally, educating the enterprise is important –<br />

they don’t know yet what they don’t know and supplier expertise<br />

can be applied here.<br />

Exploring Private Mobile Networks<br />

Private mobile networks are becoming increasingly popular as they<br />

The technology behind private mobile networks is evolving rapidly.<br />

Various types are available today, including GSM, CDMA, and LTE;<br />

each offers unique advantages and capabilities, making it the<br />

perfect choice for specific applications.<br />

Let’s look at what is a private mobile network.<br />

The Federal Communications Commission (FCC) defines private<br />

networks as those that do not operate under a carrier’s authority.<br />

They include privately owned cell sites and home-based and local<br />

area networks. Private networks are often referred to as<br />

“unlicensed”.<br />

According to the analysts, the growth in private mobile networks<br />

comes mainly from 4G LET and 5G implementations.<br />

5G is the next generation of cellular network technology that<br />

promises faster speeds, lower latency, and better coverage. In<br />

addition to offering high-speed internet access, it could provide<br />

autonomous vehicles with remote guidance and control<br />

capabilities. This makes 5G much safer and easier to implement<br />

than current technologies like Wi-Fi and Bluetooth.<br />

enterprise sites due to their dedicated spectrum and operating<br />

functions. These networks typically use a dedicated spectrum and<br />

dedicated operating functions or assets, making them more<br />

efficient and reliable than public LTE networks.<br />

Private mobile networks are becoming increasingly popular as they<br />

services.<br />

spectrum. These networks are typically operated by companies<br />

that want to offer customers a competitive advantage over others<br />

in their market segment.<br />

How do private LTE and private 5G networks work?<br />

Private LTE and 5G networks are similar to traditional mobile<br />

broadband networks. They consist of a set of radio towers that<br />

communicate with each other via microwave frequencies. These<br />

frequencies are licensed to Mobile Network Operators (MNOs) and<br />

are used to provide coverage across cities and regions.<br />

The difference between public and private networks lies in who<br />

has a license to operate the tower equipment and how it connects<br />

to the core network.<br />

In a public LTE or 5G network, the MNO owns and operates the<br />

infrastructure, including the radio towers and base station<br />

equipment.<br />

In a private LTE or 5G network owned by a single organisation, the<br />

owner owns and operates the infrastructure, including the radio<br />

towers and base stations.<br />

Both types of networks have a secure link between the edge<br />

device and the infrastructure. The edge device uses this link to<br />

send data to the infrastructure, and the infrastructure sends data<br />

back to the edge device.<br />

The benefits of building a Private Mobile Network (PMN)<br />

Private Mobile networks are becoming increasingly popular for<br />

private enterprises and government agencies who need the<br />

flexibility, control, and security necessary for wireless edge<br />

connectivity.<br />

They’re instrumental in areas without sufficient capacity on<br />

existing public networks and where it makes economic sense to<br />

deploy a private solution.<br />

“While there are clear benefits to deploying PMNs, significant<br />

challenges are still associated with doing so, especially around<br />

internal expertise and the cost of doing so. Most enterprises also<br />

do not have the cell network knowledge or the number of MM/YYYYY mobile | ISSUE NO. XX<br />

specialists necessary for successful implementation.“<br />

Any organisation can set it up and run their own private LTE or fifth<br />

generation (5G) network, just as anyone can set up and run their<br />

Wi-Fi or mesh network. However, full private LTE and 5G networks<br />

require a higher initial capital investment than Wi-Fi and other<br />

networks. In addition, operators must consider many factors such<br />

as the amount of traffic expected, how much bandwidth is<br />

needed, the type of device being used, and the location of the<br />

coverage area.<br />

There are several advantages to building a private LTE/5G<br />

network over traditional methods, including:<br />

• Great level of control<br />

• Security<br />

• Deployments<br />

• Device access & management<br />

• Capacity & Scalability<br />

• Coverage & Availability<br />

• Independence & Flexibility<br />

A PMN provides a scalable, reliable, and secure infrastructure for<br />

enterprise applications and IoT devices. As a result, Private mobile<br />

networks offer a viable alternative to public LTE/5G networks for<br />

mission-critical applications like industrial automation, smart<br />

buildings, and healthcare.<br />

It’s not all rosy, some of the challenges of deploying PMNs?<br />

There are many potential benefits to implementing PMNs within an<br />

enterprise as outlined above, and many large enterprises across<br />

different sectors are already using private Mobile Networks<br />

(PMNs).<br />

While there are clear benefits to deploying PMNs, significant<br />

challenges are still associated with doing so, especially around<br />

internal expertise and the cost of doing so.<br />

Most enterprises also do not have the cell network knowledge or<br />

the number of mobile specialists necessary for successful<br />

implementation.<br />

Some other challenges include:<br />

• Security concerns: High levels of security are required due to<br />

the sensitive information that is transferred over the networks,<br />

MM/YYYYY | ISSUE NO. XX<br />

which includes personal information, financial information,<br />

intellectual property, confidential customer data and much<br />

more.<br />

• Privacy concerns: PMNs pose privacy risks because they collect<br />

and transmit data to cloud servers, potentially exposing<br />

sensitive information.<br />

• Lack of standards: There is no standard definition of PMNs,<br />

making it difficult for vendors to develop products that meet<br />

enterprise requirements.<br />

• Cost: PMNs add cost to deployments, requiring additional<br />

hardware, software licenses and ongoing maintenance.<br />

• Complexity: PMNs introduce complexity into IT environments,<br />

making them harder to manage and operate.<br />

Many enterprises have multiple connectivity solutions, each with a<br />

specific application or use case, leading to fragmentation,<br />

complexity, and an increase in the overall cost of ownership.<br />

Many choose to deploy hybrid networking that combines private<br />

and public network connectivity solutions, allowing enterprises and<br />

organisations to take advantage of the best available features<br />

from both types.<br />

synergies, and take advantage of any opportunity for<br />

The demand for private mobile networks (PMNs) based on LTE<br />

and increasing numbers of 5G technologies are proliferating due<br />

Organisations of all types are now combining wireless connectivity<br />

with big data and analytics capabilities to improve operational<br />

efficiencies, automate processes, enhance customer experiences<br />

and provide new services to their customers.<br />

Many challenges need to be solved before PMN deployments<br />

become commonplace. These include the lack of interoperability<br />

between network infrastructure providers, the high MM/YYYYY cost of | ISSUE NO. XX<br />

deploying and operating PMNs; the difficulty of managing large<br />

volumes of data traffic; the requirement for extensive physical site<br />

preparation; and the need for ongoing upgrades and maintenance.<br />

<strong>MEF</strong>’s RCS World – Highlights<br />

Pat Flynn, Director of Business Development & Co-Founder at<br />

<strong>MEF</strong> Member Nettzer shares his personal highlights and key<br />

takeaways from the recent <strong>MEF</strong> RCS World held in Dublin. The<br />

whole show is available to watch online now.<br />

I had the pleasure of attending the <strong>MEF</strong> RCS World in association<br />

with Google at the Google HQ, called The Foundry, in Dublin 12 / 13<br />

July.<br />

It was the first ever RCS World where Rich Communication<br />

Services ecosystem for business communications was discussed<br />

and demonstrated.<br />

As the whole Live Events space is returning after the Lockdowns it<br />

was very well attended with people from across the world who<br />

had a wide range of interests in RCS, or more precisely, Rich<br />

Business Messaging (RBM). It was a two-day event in the<br />

wonderful Foundry which was ideally located for this. I will just<br />

mention some of my personal highlights from across a galaxy of<br />

very good speakers and Use Cases showing the power of RBM<br />

The proceedings were opened by Dario Betti, the CEO of <strong>MEF</strong>,<br />

with his usual Italian charm and flair, asking us to step out of our<br />

comfort zones and challenge our thinking a little.<br />

Next, Jan Jedrzejowicz, Product Management for Messaging and<br />

Telephony – Google, talked about “Conversational Channels or<br />

Google’s vision for business messaging”.<br />

The most surprising number, for me, mentioned here was the<br />

number of Active RCS Users – currently at 500 million worldwide.<br />

This is expected to grow to 800 million by year end. You can see<br />

that Google is still open to working with Operators in individual<br />

markets to drive adoption but increasingly the Over-the-Top<br />

option is being deployed to ensure the service continues to grow<br />

globally.<br />

The celebrity Keynote Speaker was Alastair Campbell –<br />

Communication, Writer, Strategist – in person. His theme was “Talk<br />

to Me – What can 1990’s political communications can teach<br />

businesses today”. As an expert on Communications, he pointed<br />

out that the industry really didn’t have a strategy to help grow the<br />

RBM as a channel and that it really was a collection of individual<br />

efforts.<br />

The sessions were co-Hosted by brand expert, Lynn Lester,<br />

Managing Director – The Drum, who also led on her own session<br />

“Jumping into conversation – is conversational commerce the<br />

answer to the challenges in today’s customer’s experiential<br />

journey?” Lynn, apart from her glorious Scottish accent, illustrated<br />

how clever brands are engaging customers with a stimulating<br />

series of classic adverts.<br />

Next up was the always intriguing Nick Lane, Founder & Chief<br />

Insight Analyst – Mobilesquared, Nick talking about “The ROI of RCS<br />

Conversations – Is it really a success, metrics, benchmarks and<br />

comparisons”. I happened to know Nick was on the way to the<br />

British Open later that day, so it was great to see him take the<br />

detour to Dublin and share his research.<br />

I don’t want to spoil Nick’s presentation by giving exact numbers<br />

here but he had some powerful illustrations of the power of<br />

engagement from RBM – where the “sell through” rate is<br />

considerably higher compared to the usual SMS experience. Also,<br />

he compared RBM to other non-Mobile Channels (TV, Radio) and<br />

you could see that RBM is already a contender on the basis of<br />

cost and customer engagement.<br />

Finally, we started to work through the Use Cases of which there<br />

were many, so I’ll mention just one that was very powerful.<br />

This was “Conversational Commerce – “Sold out” Samsung &<br />

Orange Spain” presented by Maria Soledad Martinez, B2B Sales<br />

Manager – Samsung and Mayte Martin, Head of RCS – Orange<br />

Spain.<br />

As a test in Spain, Samsung, in association with Orange, compared<br />

three channels to sell the Samsung Galaxy S22 – the Channels<br />

were SMS, Email and RCS. And the convincing winner was RBM by<br />

a strong margin. I won’t share all the details but the Interaction<br />

Rate for RCS was at least double the next channel. More intriguing,<br />

other Samsung products, which were co-marketed as part of the<br />

interaction and the total portfolio sales were six times the next<br />

channel!<br />

This was due to the conversational form of marketing enabled by<br />

RBM.<br />

There was a lot more to come – but for the purposes of this short<br />

Blog, these speakers mentioned above captured the power of<br />

RBM.<br />

The highlights to me in Summary are:<br />

• RCS Active Users is heading for the Billion next year<br />

• RBM is becoming a viable and effective channel, particularly in<br />

comparison with other traditional channels<br />

• A well run RBM Campaign will outstrip Email and SMS,<br />

particularly in Portfolio Sales or Cross Selling<br />

That’s it, it was a great event and hopefully we’ll see more of these<br />

types of events as we return to normality. Thanks to the <strong>MEF</strong><br />

team, who, as usual turned out a very professional event and<br />

welcomed everyone and made them feel at home.<br />

<strong>MEF</strong> and its members are actively supporting the ecosystem<br />

with key initiatives to develop the market, free it from fraud and<br />

support for superior long terms customer experience. Let the<br />

<strong>MEF</strong> team know if you would like to join some of these activities. MM/YYYYY | ISSUE NO. XX<br />

Singapore - following the intervention of the Singapore Regulator<br />

with a series of ‘Overlay Requirements’ – it was regretfully decided<br />

to close the <strong>MEF</strong> Singapore Registry. It was not possible to<br />

continue operation on the basis of ‘Industry Collaboration’ with<br />

aggregators/MNO’s/Merchants without breaching the existing<br />

<strong>MEF</strong> contractual agreements. The Regulators overlay<br />

requirements impacted (blocked) some Merchant live traffic and<br />

further blocks were inevitable. <strong>MEF</strong> were not prepared to expose<br />

aggregator data to 3rd parties or suffer Brand damage for a<br />

situation outside of our control – hence closure<br />

resulted.<br />

UK Registry – continues to drive interest with a number of<br />

potential merchants in discussion to engage. Funding Committee<br />

meeting to be set up in April. Discussions still underway with NCSC<br />

for greater collaboration/engagement in the UK. .<br />

Spain - The Spanish Registry launched last December and<br />

currently has 12 merchants – with more showing interest.<br />

Ireland – The Irish Registry continues to show progress – but<br />

fraudsters are still very active with smishing attempts. The<br />

Registry team are redoubling efforts to engage more aggregators<br />

to increase the level of reporting/control of senderIDs and thus<br />

reduce overall smishing. A number of new aggregators have<br />

recently agreed to come on board.<br />

Ireland – COMREG have reportedly launched a new Nuisance<br />

Communications Task Force and <strong>MEF</strong> are keen to discuss<br />

collaboration – though Task Force attendance seems very<br />

restricted – hence there is concern that the voice of ‘Industry<br />

Collaboration’ may not be heard. .<br />
