Dear Members of the Webster Community,

On behalf of the Town of Webster, it is our pleasure to once again publish the Webster Town Guide. It has certainly

been an interesting couple of years since the last edition (published in 2020), what with the COVID-19 pandemic

and uncertainty seemingly lurking around every corner. I am proud that the staff of the Smart Shopper continued to

publish throughout and hopefully provided a little bit of normalcy in your mailbox during the last couple of years.

This year’s publication contains relevant, timely information about programs, events and services being offered by

the Town of Webster during the Spring and Summer of 2022. Our goal is to broaden the town’s ability to inform the

residents of our community about programs and services offered in our local area.

To accomplish this goal, the Town of Webster has partnered with Smart Shopper on this project, and the Town Guide

will be inserted into the Smart Shopper’s Webster circulation on May 25th. Additional circulation will be added in

order to reach as many families and individuals in our area as possible. Smart Shopper has maintained a consistent

presence in our community for the past 15+ years, and we are excited about collaborating with the town to produce

this guide for you, our readers.

Annual Junior Police

Academy

On August 8th-12th, The Annual

Junior Police Academy will be

underway. Youths ages 12-17 are

invited to join.

As a member of the Junior Police

Academy, your son/daughter will

be introduced to many different

assets the Webster police

Department has to offer to the

community. All of the instructors

are full time offi cers with the

Webster Police Department.

During the Junior Police Academy

these students will see, hear and

even participate in many different

aspects of law enforcement. Open

to Webster residents, however

teens from surrounding towns

will be accepted if seats become

National Night Out

National Night Out is an annual

community-building campaign

that promotes strong Public

Safety-community partnerships

and neighborhood camaraderie

to make our town safer, more

caring places to live and work.

National Night Out enhances the

relationship between residents

and Emergency Services while

bringing back a true sense of

community. Furthermore, it

provides a great opportunity to

bring members of Webster’s

Public Safety Team and the people

Summer Basketball

The Webster Police Department

WEBSTER FIRE & RESCUE DEPARTMENT

The Webster Fire Department is

a combination Career/Paid On-

Call Fire Department. We have

(10) Full Time Firefi ghters with

everyone else being on-call or

Part Time. It consists of a Fire

Chief, (2) Deputy Fire Chiefs,

(2) Captains, (6) Lieutenants

and (30) Firefi ghters. Fire

Headquarters, located at 55

Thompson Road in Webster, is

staffed 24/7 by a combination of

career and part-time personnel.

to respond in to supplement

staffi ng as needed.

The Fire Department celebrated

its 175th Anniversary in 2020.

from 1845 to present, to take

a snap shot of the Webster Fire

and Rescue Department as it

is in 2020, and to partner with

our local businesses to make

it happen! You can pick up a

The Samuel Slater Experience,

a historic museum featuring

state-of-the-art 4-D digital

technology to tell the story of Samuel

Slater, the beginnings of the American

Industrial Revolution, and the

founding of Webster, Massachusetts

in the early 19th century, has officially

opened for self-guided tours.

The Samuel Slater Experience is made up of more

than twenty unique, immersive exhibits that transport

the audience back to the early 1800s as the seeds

of the American Industrial Revolution were sown. The

museum starts with a young and confl icted Samuel

Slater and his immigration to America, his success

during the era and his impact on the geographic area.

Slater would move to the United States and build an

empire of cotton mills in New England, including one

in what was then called Oxford and later renamed

Webster

The fundamental purpose of the 17,000-square-foot

Samuel Slater Experience is to educate, and with

that, the exhibits are designed in coordination with

curriculum directors from the local school districts,

aligned with approved curriculum standards in both

social studies and STEM fi elds.

Memorial beach is one of

Webster’s most beautiful

attractions. With the long

stretch of sand and the

clear water it is a beautiful

place to spend a summer

day with the family.

Our Annual 4th of July

Celebration will be held

on Sunday, July 3rd. The

evening will be full of

vendors, food, fun and

fi reworks. Be sure to get

to there early, because the

parking lot and beach fi ll

up fast and we would hate

to have to turn you away at

April 22, 2022

On April 22, 2022, the Webster

Water Department issued a

mandatory water conservation

restriction. In order for the

Town to keep up with daily

water system demand, we are

instituting MANDATORY outdoor

water use restrictions. Our

largest water source remains

offl ine so we can work on

Perfl uorocarbon treatment (PFAS)

and infrastructure improvements.

This is not an emergency and

we appreciate your support and

assistance.

These mandatory water

restrictions are for daily

“nonessential” water use from

public water sources and shall

be in effect from May 1st and will

remain in effect until September

30th.

When you CAN use water

outdoors:

Even number address may use

water outdoors with sprinklers or

for washing (cars, walks, drives,

buildings, etc…) on even number

calendar days before 7:00AM and

after 7:00PM;

Odd numbered address may use

water outdoors with sprinklers or

for washing (cars, walks, drives,

buildings, etc…) on odd number

calendar days before 7:00AM and

after 7:00PM;

All addresses may use water

outdoors on any day at any time

for the following uses:

▪ Health or safety reasons;

▪ Irrigation of public parks and

recreational fi elds by means of

automatic sprinklers outside

the hours of 7:00AM to 7:00PM;

▪ Irrigation of lawns and gardens

by means of a hand-held hose;

▪ for the production of food and

fi ber;

▪ for the maintenance of

livestock;

▪ to meet the core functions of a

business;

▪ if your property is serviced by a

private well.

When you CANNOT use

water outdoors:

Between 7:00AM and 7:00PM

at any address on any day for

washing or sprinkler irrigation.

On non-designated days at any

time for washing or sprinkler

irrigation.

Enforcement will include:

▪ Written warning of fi rst offense;

▪ $50 fi ne for second offense;

▪ $100 fi ne for each subsequent

offense;

Each day of violation constitutes a

separate offense.

PROVIDENCE & WORCESTER RAILFAN CLUB

DOG LICENSES

The Providence & Worcester

Railfan Club was organized in

1977 by a small group of Webster-

Putnam area friends and rail

enthusiasts. The property where

the Museum is was generously

donated by the Town of Webster. It

is located on Davis Street near the

Main Street Railroad crossing on

Providence Worcester Railroad’s

Norwich-Worcester line, just

south of mile post 55. They are a

501(c3) non-profi t Organization .

The goal is to preserve, teach and

keep area Railroad history alive .

There are several different pieces

of railroad equipment that each

has a different historical value.

The N-7E Bay Window Caboose

was built in 1969. It now serves

as the PWRC Headquarters,

Museum and Information Center.

The Whistle Post next to the

caboose served the Boston-

Albany Railroad until 1955. It

now stands beside the caboose.

The third piece on display is the

Switch Stand. It was donated by

Providence & Worcester Railroad

in October 2000.

The 2022 – 2023 Dog Licenses

are available in the Town Clerk’s

Offi ce. Dog owners are asked to

bring in a copy their dog’s current

rabies certifi cate. The cost of a

dog license for 2022-2023 is

$15.00 for spayed and neutered

dogs and $20.00 otherwise. Dog

licenses are also available by mail.

The American Legion was chartered and incorporated by

Congress in 1919 as a patriotic veterans organization.

Focusing on service to veterans, servicemembers and

communities, the Legion evolved from a group of war-weary

veterans of World War I into one of the most infl uential nonprofi

over 1 million, and local posts sprang up across the country.

The WLA is, essentially, a public service organization. Weed

control, testing, and monitoring all help to protect a wonderful

resource for everyone to use. WLA has helped with public

service community events. Members have assisted with “Book-

A-Cruise” by providing boat rides for students in the program.

The WLA organized and offered the fi rst annual Senior Lake

Outing in 2014. The WLA water testing team has offered a

workshop in testing techniques. The workshop was open to

interested persons in the area. The WLA has also helped to

organize and participate in periodic environmental cleanup

activities around the lake. In the ICE-OUT Contest, the WLA

partners with the Webster Education Foundation in order to

support both organizations. The WLA has also sponsored or

presented a number of educational and informative programs
