Shearwaters’ complex fight for survival<br />

Volunteers are hoping for abetter<br />

season for Kaikōura’s Hutton’s<br />

shearwaters.<br />

Alack of feed meant volunteers ended<br />

up feeding the fledgling chicks at Te Rae<br />

oAtiu colony on Kaikōura Peninsula<br />

earlier this year.<br />

‘‘Last season they had areal problem<br />

in February, March and April,’’ Ted<br />

Howard, Hutton’s Shearwater<br />

Charitable Trust chairperson, says.<br />

‘‘They were doing quite well up to that<br />

point and then suddenly the chicks<br />

stopped growing.<br />

‘‘We started supplemental feeding,<br />

but we lost one to starvation before we<br />

started the feeding regime.<br />

‘‘We got them up to normal fledgling<br />

weight, but the adults were really light.<br />

‘‘They were about 100 grams lighter<br />

than normal.’’<br />

Mr Howard suspects it was due to<br />

rising ocean temperatures, with the<br />

krill, the birds’ staple diet, forced to go<br />

deeper for cooler temperatures.<br />

Foraging trips can be between 250km<br />

to 2100km, flying as far south as Oamaru<br />

or out to the Chatham Islands.<br />

Some shearwaters can do more than<br />

300 dives in aday and go as deep as 35<br />

metres.<br />

Global warming is just the latest<br />

threat to the endangered Kaikōura tītī,<br />

which was once an important source of<br />

mahinga kai for Ngāti Kurī (Kaikōura<br />

runanga).<br />

Threats include birds crash landing<br />

due to street lighting, getting caught in<br />

nets, plastic pollution, the <strong>20</strong>16<br />

earthquake and subsequent landslips,<br />

and predators such as cats, dogs, stoats<br />

and wild pigs.<br />

It is thought there were 10 wild<br />

colonies in 1900 and eight in 1965, but<br />

now there are just two in the Seaward<br />

Kaikōura Ranges.<br />

One colony at the head of the Kowhai<br />

River has more than 100,000 breeding<br />

pairs and there are about 8000 breeding<br />

pairs at Shearwater Stream.<br />

and the Department of Conservation.<br />

It has been established over the last 17<br />

years by translocating chicks from the<br />

wild.<br />

Mr Howard expected about 80­85 birds<br />

to return to the colony this year, which<br />

could result in up to 37 eggs laid, 25<br />

chicks hatching and <strong>20</strong> flying away.<br />

The birds return to the colony after<br />

four years or more at sea to mate and<br />

can continue breeding well into their<br />

<strong>20</strong>s.<br />

The parents take turns at incubating<br />

the egg and then feeding their chick<br />

until it reaches aweight of 670 grams,<br />

almost twice the adult weight, before<br />

leaving it to fend for itself.<br />

‘‘At the moment it is avery tiny colony,<br />

but our plan is that over the next 100<br />

years it grows to acolony of at least<br />

10,000 breeding pairs,’’ Mr Howard says.<br />

Ngāti Kurī hope the Kaikōura tītī will<br />

one day become asource of mahinga kai<br />

for their mokopuna, as it was for their<br />

tīpuna.<br />

Mental health focus in business<br />

The mentalhealth of business operators<br />

and their teams was the focus of the<br />

Kaiapoi Promotion Association’smonthly<br />

meeting in the Kaiapoi Business Korero.<br />

and physical health.<br />

She explained how the gym<br />

Caroline Daveyamd Julia Greenslade of<br />

Pier Law said theircompanymakes a<br />

dedicated commitment to investing time,<br />

resource, and energy intosupporting the<br />

mental wellbeing of theirstaff.<br />

Caroline said as legal professionals, they<br />

lacked the knowledge to make<br />

improvements, but bringing in Juliato<br />

drive the initiatives madeall the<br />

difference.<br />

They are seeing and hearing positive<br />

feedback from theirstaff.<br />

Matt Doocey,the National Party<br />

spokesperson forMental Health and<br />

Suicide Prevention,prior to politicshad a<br />

career in mental health managementin<br />

the United Kingdomand New Zealand.<br />

He said all the main political parties<br />

were committedtopoliciesthat support<br />

improvedmental health across the<br />

country, but there are lots of challenges in<br />

resourcing and implementing services.<br />

Businesses had an important role in<br />

providing supportfor their staff, and early<br />

support such as an Employment<br />

Assistance Programmes (EAP) were<br />

crucial.<br />

Confusion over housing rules<br />

Bureaucracy has led to confusion over<br />

whether new housing rulesapply to<br />

Woodend and Pegasus.<br />

New housing ruleswere announced by<br />

the Government in <strong>October</strong> last year,<br />

settingmedium density residential<br />

standards(MDRS) as the default position<br />

for towns in high growth areas, such as<br />

Greater Christchurch.<br />

The Waimakariri District Council<br />

(WDC)notified variations to the proposed<br />

District Plan in August to apply the MDRS<br />

to Rangiora, Kaiapoi and Woodend /<br />

Pegasus.<br />

In an email to <strong>North</strong> <strong>Canterbury</strong> <strong>News</strong><br />

last month, EnvironmentMinister David<br />

Parker said, based on advice from the<br />

Ministry for the Environment, the MDRS<br />

applytoRangioraand Kaiapoi.<br />

‘‘TheMDRSdoesnot applytoWoodend<br />

and Pegasus as the population of these<br />

settlements is less than 10,000.’’<br />

Waimakariri District Council<br />

development planningmanager Matt<br />

Baconsays the confusion comes down to<br />

how the ‘area’ofWoodend is defined.<br />

The <strong>Canterbury</strong> Regional Policy<br />

Statement identifies Woodend, Pegasus<br />

and Ravenswood as one urban area rather<br />

than separate towns.<br />

‘‘This is why the MDRSwere applied to<br />

Woodend/ Pegasus /Ravenswood,<br />

although this is stillsubject to the<br />

submissions and hearingsprocess,’’ Mr<br />

Bacon says.<br />

Adding to the confusion,the National<br />

Policy Statement (NPS)onUrban<br />

Development sets the criteria as a<br />

population in excess10,000 residentsfor<br />

towns in high growthareas.<br />

But the legislation, which gaveeffect to<br />

the NPS, set the criteria as: ‘‘anarea<br />

predominantly urbanincharacter that the<br />

<strong>20</strong>18 censusrecorded as havinga<br />

residentialpopulation of more than 5000’’.<br />

At the time of the <strong>20</strong>18census,Woodend<br />

had apopulation of 2784 and Pegasus 2637<br />

­acombined population of more than<br />

5000.<br />

The legislation, the Resource<br />

Management (Enabling Housing Supply<br />

and Other Matters) Amendment Act <strong>20</strong>21<br />

was backedbyboth Labour and National.<br />

But alackofconsultation meant<br />

councils were‘‘blindsided’’and the<br />

Waimakariri District Council made a<br />

submission against the legislation.<br />

Waimakariri MP MattDoocey says he is<br />

surprised by the council’s position.<br />

‘‘I thinkit’s quite contradictory for the<br />

council to say theyopposethe legislation<br />

on one level because they don’t agree with<br />

it, but then seek to enforce someofthe<br />

most punitive measures.’’<br />

Mr Doocey says central government<br />

never intended Woodend, Ravenswood<br />

and Pegasus to be treatedasone urban<br />

area when applying the MDRS.<br />

‘‘These towns individuallydon’treach<br />

the populationthreshold, butwith the<br />

council takingthe interpretationtolink<br />

those townstogether it willhave the<br />

unintended consequenceofthe<br />

intensification being focused on<br />

Woodend.’’<br />

Covenants set in placewhen Pegasus<br />

was first established would likely prevent<br />

the new standards being applied in the<br />

township,hesaid.<br />

Mr Doocey encouraged the councilto<br />

takethe Environment Minister’s advice<br />

and not apply to the standards to Woodend<br />

and Pegasus.<br />

The new standardsallow for up to three<br />

homes andbuildings of up to three storeys<br />

to be builtonsome sites without a<br />

resource consent, providedconditions are<br />

met.<br />

Conditions include maximumheights,<br />

setbacks from boundaries, no more than 50<br />

percent of land covered by buildings and<br />

at least <strong>20</strong>% of the section must be<br />

landscapedwith trees,grass or garden<br />

beds.<br />

Building consents willstillberequired.<br />

Fireworks will brighten night sky<br />

The night sky over Waipara will be lit up<br />

on Friday, November 4, during the<br />

annual family­orientated fireworks<br />

display.<br />

The events has been running for over<br />

30 years, and has been aregular event on<br />

the calendar for many.<br />

Gates open at the Waipara Domain on<br />

Glenmark Drive, at 5.30pm for visitors to<br />

enjoy the fun and fireworks.<br />

There will be alive band, Inferno,a<br />

lolly scramble, abouncy castle and<br />

bouncy balls, pony cart rides, face<br />

painting, glow sticks, balloon twisting,<br />

waffles, donuts, asausage sizzle, hot<br />

chips, hotdogs and coffee.<br />

The annual event is run under the<br />

guidance of the Waipara Fireworks<br />

Incorporated Society and draws ahuge<br />

crowd.<br />

Families find the atmosphere great<br />

for young people as there is plenty of<br />

space to run around and enjoy<br />

themselves prior to the display, which is<br />

held when darkness closes in.<br />

The society says it may have to look<br />

closely at the entry fees next year due to<br />

recognise the exceptional service of two<br />

Keep Rangiora Beautiful (KRB) life<br />

members,Ron and Barbara Mackie,of<br />

Rangiora.<br />

The totarawereplantedbyKRB<br />

members last Fridaymorningalong the<br />

Milton Avenue footpath,next to the <strong>North</strong><br />

<strong>Canterbury</strong> Riding For The Disabled<br />

property.<br />

They were included in arow of 14 totara<br />

planted at the site.<br />

The other seven trees were planted to<br />

replace ones removed to accommodate the<br />

new Loburn sewer main. Membersofthe<br />

Waimakariri District Councilgreenspace<br />

team also helped plant the trees.<br />

Ron, who turns 90 next month, and his<br />

wife,Barbara,have volunteered forKRB<br />

for ‘‘30­plus’’ years.<br />

They estimatethey have helpedKRB<br />

members to plantmore than14,000trees<br />

and shrubsinthe Rangioradistrict.<br />

It is alegacyfor the couple, who both<br />

enjoygardening and arealso life members<br />

of Keep New Zealand Beautiful(KNZB).<br />

Keep Rangiora Beautiful was<br />

established in 1989.The group’s first big<br />

project was to enhance the informal picnic<br />

area by the Ashley/RakahuriRiverbridge<br />

in Rangiora.<br />

The plantings provided shade and wind<br />

protectionfor the area, which quickly<br />

became apopular picnic site and remains<br />

so today.<br />

There have been manybeautification<br />

projects since thenincluding the Adopt A<br />

Highway Trialin1994, DudleyPark in<br />

1995, BNZ car park in 1996, KaiapoiLakes<br />

and Taggart’s Shingle Pit in 1997,Good<br />

StreetReservein1998, Rangiora Hospital<br />

in <strong>20</strong>00, Bin Inn and Warehouse Rangiora<br />

in <strong>20</strong>02, Mike Kean Walkwayin<strong>20</strong>08,<br />

Rangiora High School fenceline and East<br />

Belt frontage, in <strong>20</strong>09and Rangiora Health<br />

Hub in <strong>20</strong>15, to name just afew.<br />

The group also ran asuccessful<br />

recycling programme duringthe 1990s<br />

after Ron and Doug Ensor had the idea of<br />

recycling newspapers to raise money to<br />

buy trees.<br />

‘‘Manypeople had piles of newspapers<br />

stacked in theirgaragessoitwasn’t long<br />

beforewewere inundated withthem,’’<br />

Ron says.<br />

He foundedChristchurchbusiness<br />

Coleridge PaperCompanytobuy the<br />

bundles of newspapers ‘‘stacked to<br />

eyebrow levelinpallets’’.<br />

Each pallet stack weighed one tonne and<br />

was wrapped in waterproofpaperthen<br />

trucked to Christchurch, fetching $1000<br />

per month for KRB.<br />

AformerdeputyprincipalofRangiora<br />

High School and atalented artist, Ron says<br />

he and Barbara have ‘‘all butretired’’ from<br />

the KRB groupnow.<br />

But thevolunteer work they havedone<br />

Kaikoura sub-division to fill housing gaps<br />

The town desperately needs new<br />

housing options to fill agap in the market<br />

for elderly residentsand firsthome<br />

buyers, the Kaikoura District Council<br />

chiefexecutive says.<br />

‘‘Kaikōura really needs temporary<br />

housing and older person’s housingunits,’’<br />

Mr Doughtysays.<br />

‘‘We had sometemporary housing units<br />

afterthe earthquakes, but we do struggle<br />

with olderperson’shousing.<br />

‘‘We haveabig issue with alot of elderly<br />

having to moveaway because we don’t<br />

have the facilities, which means theyare<br />

leaving behind their familysupport<br />

networks.’’<br />

The town received aboost in July, when<br />

Housing Minister MeganWoods<br />

announced a$7.8 millionfunding<br />

agreementfor Kaikōura from Kāinga<br />

Ora’sInfrastructureAccelerationFund.<br />

‘‘When we had the KāingaOra staff here<br />

they couldn’t believe the view,’’ Mr<br />

Doughty said,atthe sevenhectare<br />

Vicarage Views site.<br />

It is the former site of the <strong>North</strong><br />

<strong>Canterbury</strong> Transport Infrastructure<br />

Recovery (NCTIR) workers’ village.<br />

Both developments are in partnership<br />

with GarryRobertson, the owner of Ocean<br />

Ridge, a130ha development located to the<br />

southofKaikoura.<br />

The funding willpay forroading,<br />

footpathsand acycle way to connect<br />

OceanRidgewith VicarageViews,local<br />

schools and the town centre.<br />

Mr Doughtysays thetotal cost of the<br />

infrastructure is estimated at $12 million,<br />

with the council’s contribution being<br />

$175,000.<br />

The balance will be funded by the<br />

developer.<br />

resource consent and the necessary<br />

It is expectedtocomprise83homes,<br />

with43qualifying for the First Home<br />

Grant House Price Cap ($700,000),of<br />

which <strong>20</strong> are olderperson’sunits.<br />

Mr Robertson says he hopes to file the<br />

resource consent application this month.<br />

The older person’s housing, comprising<br />

one to two bedroom units with acarport on<br />

250m2 to 350m2sites,will be located in the<br />

centre.<br />

It will be surrounded by three­bedroom<br />

familyhomes.<br />

‘‘We want to make them as affordable as<br />

possible. There is adire shortage of new<br />

homes and rentals in the town,’’ Mr<br />

Robertson says.<br />

‘‘I will do anything to helpyoung people<br />

into ahome, particularly anyonewho is<br />

new to townand has something to offer.<br />

‘‘We wanttogrow thetown.’’<br />

He says his first preference will be to<br />

support localbuilders and tradespeople.<br />

Afurther 350 sections are expected to be<br />

opened up at Ocean Ridge.<br />

The council has also appliedfor Three<br />

Waters ‘‘BetterOff’’ funding so it can assist<br />

Environment<strong>Canterbury</strong>with flood<br />

protection works on theKowhaiRiver, to<br />

the west and south of Kaikoura.<br />

A1993 flood saw the Kowhai River burst<br />

its banks and flow into the town centre.<br />

Reducing emissions<br />

The Prime Minister is delivering on her<br />

ambition to lead the world in pricing<br />

agricultural emissions by announcing<br />

the Government’s proposal to levy<br />

farmers for their emissions.<br />

It is ironic that the one thing she may<br />

deliver on will put us in breach of Article<br />

2.1 bofthe United Nations, Paris<br />

Agreement.<br />

That is to not threaten food<br />

production.<br />

The Paris Agreement took effect in<br />

New Zealand in <strong>20</strong><strong>20</strong> when food security<br />

was athird­world issue.<br />

Today, however, it is much more<br />

widespread and therefore, even more<br />

important than it was in <strong>20</strong><strong>20</strong>.<br />

The Government estimates its<br />

proposal will lead to almost <strong>20</strong> percent<br />

of sheep and beef farmers being forced<br />

to leave farming.<br />

Aclear threat to food production.<br />

Sheep and beef farmers generate<br />

around $9000 for every man, woman and<br />

child in New Zealand, but it is likely that<br />

some of that production will go on to be<br />

taken up overseas, where farming<br />

practices are less efficient and<br />

emissions per unit of production will be<br />

higher, thereby increasing global<br />

emissions.<br />

That begs the question —does the<br />

Prime Minister care about reducing<br />

emissions to address climate change, or<br />

does she want to reduce New Zealand’s<br />

emissions regardless of whether that<br />

reduction leads to an increase in global<br />

emissions?<br />

Isuspect it is the latter.<br />

The proposal does not allow farmers to<br />

offset their emissions and claim credit<br />

for their on­farm plantings, such as<br />

shelter belts and riparian plantings,<br />

because it is difficult to accurately<br />

measure how much carbon they capture.<br />

Yet Government plans to impose a<br />

methane emissions levy on farmers<br />

based on an estimate of per­animal<br />

emissions, which are also difficult to<br />

accurately measure.<br />

How is that fair?<br />

When the National Party supported<br />

the so­called Zero Carbon legislation, we<br />

did so with aclear undertaking that we<br />

in Government would take the following<br />

approach:<br />

Ascience­based approach.<br />

Afocus on innovation and technology<br />

(rather than reducing consumption).<br />

Long­term signals to the economy.<br />

New Zealand to act with international<br />

partners –not in isolation.<br />

Consider and manage wider economic<br />

impacts.<br />

Clearly, the Government’s proposal<br />

does not align with at least the last two<br />

points, and we will all pay the price for<br />

this.<br />

National takes amore rational<br />

approach. Yes, we must reduce our<br />

emissions, however, moving in isolation<br />

ahead of our trading partners will not<br />

reduce emissions to the atmosphere.<br />

Rather they will likely increase them<br />

as production shifts elsewhere to less<br />

efficient producers, not to mention<br />

decimating one of our major export<br />

sectors and impoverishing us all.<br />

We simply should not let the Prime<br />

Minister’s personal ambition of leading<br />

the world in climate change comprise<br />

our best interests.<br />

Tea Party guests entertain<br />

The Writers Tea Party returned to the Hurunui District library on Sunday,after a<br />

soujourndue to Covid.<br />

Hosted by the Friends of the Hurunui District Libraries the same three guests that<br />

were invited last year were able to attendthe event held annually since <strong>20</strong>08.<br />

GuestGerardSmyth told stories about his films,showed some fascinatingclips,<br />

includingrunning through the streets of Christchurch after the February earthquake,<br />

filming the chaos with athumb on the lens of his camera which had fallen off during the<br />

quake.<br />

Gail Ingram sharedsome impactful poetry from her book Contents UnderPressure,also<br />

incidentallyabout the Christchurch earthquake. Her presentation ended with arecent<br />

poem set to rap music by her musician son. Ben Brown told the story of his life as a<br />

writer. From self­publishing his first children’sbook years ago, to being appointed the<br />

first reading ambassadorinAotearoa–Te Awhi Rito in <strong>20</strong>21.<br />

Ben’smandate is to maintain the ‘love of reading’ in whanau and especially tamariki.<br />

He made apowerful plea for all to help this cause.<br />

Call to support petition<br />

Acall has gone out from the Balcairn<br />

Public Hall Society to support apetition<br />

seeking to reverse acontroversial<br />

funding decision.<br />

The petition calls for the ‘‘immediate<br />

reinstatement of Creative New Zealand's<br />

(CNZ) funding to Arts On Tour New<br />

Zealand (AOTNZ)’’.<br />

It will be sent to the the Minister for<br />

Arts, Culture and Heritage, Carmel<br />

Sepuloni, and has already attracted<br />

widespread support from more than<br />

<strong>20</strong>00 people.<br />

The move by Creative New Zealand to<br />

withdraw its long­standing funding<br />

support from the Arts on Tour NZ Trust<br />

will prevent national acts from<br />

performing at small venues like<br />

Balcairn, says the Balcairn Public Hall<br />

Society’s treasurer David Lowe.<br />

‘‘Without AOTNZ support, we will not<br />

be able to bring national acts to Balcairn<br />

as the travel and accommodation costs<br />

associated with performing outside<br />

main metropolitan areas will make it<br />

uneconomic,’’ he says.<br />

‘‘We have great support from local<br />

performers of course and we expect that<br />

will continue.’’<br />

However the wide variety and the<br />

thrill of seeing performers that<br />

otherwise would not be accessible, will<br />

be lost to smaller venues such as the<br />

Balcairn Hall under this funding<br />

decision, Mr Lowe says.<br />

brought hundreds of acts of incredibly<br />

diverse ethnic and cultural backgrounds<br />

million investment in the Toi Uru<br />

organisations to put forward their<br />

proposals for funding requests under the<br />

programme.<br />

Arts Council chair Caren Rangi says<br />

the programme is expanding the range<br />

and reach of the arts in New Zealand.<br />

‘‘We are pleased that we have been<br />

able to continue support for most<br />

organisations and bring in some new<br />

organisations (including Te Rākau Hua<br />

oteWao Tapu, Te Tairāwhiti Arts<br />

Festival, Kia Mau Festival and Toi<br />

Ngāpuhi) to broaden our reach.’’<br />

economic development agency<br />

received the Wellbeing Economy<br />

Alliance Best Practice for<br />

Inclusive Development Award at<br />

the Economic Development New<br />

Zealand (EDNZ) awards gala in<br />

Christchurch last week.<br />

Over the past decade it has<br />

established awide range of<br />

resources specifically for small<br />

businesses including afree<br />

online business start­up course,<br />

two free business start­up<br />

courses for beneficiaries held in<br />

conjunction with MSD and<br />

Business Innovators, a<br />

networking event specifically for<br />

new business owners, free or<br />

low­cost training opportunities,<br />

information seminars and oneon­one<br />

expert advice, and a<br />

planning template and start­up<br />

guide for new businesses.<br />

It also continues to support<br />

larger and well­established<br />

businesses throughout <strong>North</strong><br />

<strong>Canterbury</strong>.<br />

Foodbanks have been helping<br />

Hurunui District’s communities<br />

since 1991, and earlier this year<br />

Satisfy Food Rescue partnered<br />

with the Hurunui District<br />

Council and local food banks to<br />

develop the hub.<br />

The Kaiapoi­based community<br />

led group collects surplus food<br />

from food retailers, wholesalers<br />

and growers and supplies it to<br />

over 30 <strong>North</strong> <strong>Canterbury</strong> food<br />

banks and community led<br />

organisations supporting people<br />

in need.<br />

good, and everyone sittingaround<br />

talking about how wonderful the<br />

competitionhad been overthe past<br />

three days.<br />

‘‘There was such afantastic<br />

environmentthere, with everyone<br />

helping each other out despitebeing<br />

involved in somevery close<br />

championship heat battles.<br />

‘‘It was alsowonderful how the people<br />

of Pegasus camedown and watched us<br />

in action.Ahuge crowd showed up on<br />

all three days and was rewarded with<br />

some really close and intenserace<br />

actionbythe skippers,’’he says.<br />

The 36 competitors, included acouple<br />

of Australians,who were sailing the<br />

international standard one metre RC<br />

yachtsontwo circuits the clubhad laid<br />

out on Pegasus Lake.<br />

The boats are all the same length and<br />

same weight, so it is down to the skillof<br />

the operator as to how theyread the<br />

wind and the competition.<br />

Starting on Friday and Saturday<br />

morning withqualification races, the 36<br />

strongfield was divided up intothree<br />

gradesbased on results for the<br />

followingday and ahalf of competition.<br />

acknowledged Three Watersstaff needed<br />

clarityand job security.<br />

She was speaking to industry<br />

representativesataWaterNZConference<br />

in Christchurch on Tuesday,<strong>October</strong> 18.<br />

‘‘Thefeedback we’ve had is thatstaff<br />

want early certainty, job security and to<br />

retain and develop the skills knowledge<br />

and relationships that they willbring with<br />

them.<br />

‘‘It is crucial thatweprovide certainty to<br />

staffasearly as possible. It is our current<br />

workforce who will form the foundationof<br />

the new entities.’’<br />

The Three Waters sector was facing<br />

challenges with populationgrowth,<br />

environmental regulations and climate<br />

change, she said.<br />

‘‘Change is urgently needed in away we<br />

can ensure our water servicesare<br />

managed to meet those challenges.<br />

‘‘We are presentedwith aonce in a<br />

lifetimeopportunity to transform the way<br />

we deliver thoseservices.’’<br />

She saidthousands of submissionshave<br />

been received on the Water Services<br />

EntitiesBill and areportwas due to be<br />

presented to Cabinet nextmonth.<br />

It was just the firststep in reformand<br />

there would be more opportunities for the<br />

Three Waterssector andthe wider public<br />

to haveasay, she said.<br />

Management of Three Waters<br />

infrastructure is due to pass from the 67<br />

councilsthroughout the country to four<br />

new water entities, under the industry<br />

regulator Taumata Arowai on July 1, <strong>20</strong>24.<br />

Legislation will be presentedto<br />

Parliament laterthis year to set outthe<br />

functions and powers of the four new<br />

entities,MsMahuta said.<br />

Further legislation willalso establish<br />

economic regulationand ‘‘a consumer<br />

protectionsystem’’.<br />

‘‘My goalisfor this legislation to reflect<br />

internationalbest practice and alsotobe<br />

uniquely tailored to Aotearoa New<br />

Zealand’s local environment and context.’’<br />

Part of the uniquenesswill be<br />

recognising and embracing Te Manaote<br />

Wai ­the health and wellbeingofwater<br />

ways. Officials from the Department of<br />

Internal Affairs’ (DIA) nationaltransition<br />

Destination Management plan was<br />

adopted by the Hurunui Tourism<br />

Committee meetinglast month, as<br />

the district looks to thefuture.<br />

&Spa and Hurunui Tourism sales<br />

and marketing manager Shane<br />

Adcock says the Hurunui district<br />

has longbeen associated with<br />

wellbeing, with the hot pools being<br />

amajor attraction.<br />

‘‘It’s about protecting and sharing<br />

what we treasure,’’ he says.<br />

The new destination<br />

managementplan was the result of<br />

engagement with arange of<br />

stakeholders, communitysessions<br />

and onlinesubmissions.<br />

From theengagement, some<br />

common themes emerged, with the<br />

community sessions,and the<br />

overallvision forthe destination<br />

management plan, is Hurunui is a<br />

place where visitors come to lift<br />

their spiritual, mental and physical<br />

wellbeing.<br />

‘‘In turn their visitenrichesthe<br />

healthand wealth of our<br />

communities and environments.’’<br />

Mayor MarieBlack saysthe<br />

district that has been welcoming<br />

people for generations.<br />

‘‘Through creating the<br />

destination management plan, we<br />

can better appreciatethat avital<br />

part of our futureistocontinueto<br />

embrace aholistic approach and to<br />

grow our sustainable visitor<br />

economy.’’<br />

She saidthe plan recognisedthe<br />

unique features of the district, the<br />

importance of manaakitanga,<br />

embracedthe district’svisitors,and<br />

demonstrated the values of<br />

kaitiakitanga.<br />

achieve the balanceofour people,<br />

our communities and our<br />

The Hurunui destination<br />

management plan identified some<br />

strategicpriorities, including:<br />

becoming an iconic self­drive<br />

destination, enhancingthe visitor<br />

experience, developingtargeted<br />

destination marketing, and<br />

achievingeffective destination<br />

management.<br />

It will nowbeen referred to<br />

Ministry of Business, Innovation<br />

and Employment (MBIE) before<br />

beingimplemented.<br />

stepped in, along withother key<br />

membersofthe association, to ‘‘run it<br />

how Leswanted it to run’’.<br />

James saysthey did not want to<br />

replace Les,instead opting to share the<br />

loadand make it ‘‘his year’’.<br />

showwill be one to remember and one<br />

Les wouldhave been proud of.<br />

Demonstrations and tempting taste tests<br />

Tempting cooked beef and lamb will<br />

tickle the taste buds at the Hoof to<br />

Hotplate marquee at the Amberley A&P<br />

show on Saturday, <strong>October</strong> 29.<br />

As well as being able to sample<br />

morsels, people visiting the marquee<br />

will also be treated to several<br />

demonstrations throughout the day with<br />

Young Farmer challenges, Branded<br />

BBQ showing how to cook the perfect<br />

ribeye steak, and chef Richard Harris<br />

demonstrating his skills, after lunch,<br />

cooking up adish or two.<br />

There will also be wine<br />

demonstrations and some tips for those<br />

who enjoy atipple with their meal about<br />

what wine to drink with what dish.<br />

There will also be beef and lamb<br />

burgers for sale.<br />

But before all that gets under way both<br />

cattle and lamb have had quite a<br />

journey.<br />

Organiser Andy Evans, who with a<br />

good keen team have also run a<br />

commercial on­farm heifer competition,<br />

along with aprime lamb competition.<br />

Over <strong>20</strong> cattle were judged on the<br />

hoof, before going to Silver Fern Farms<br />

to be killed last week, where they were<br />

judged on the hooks. They will be testtasted<br />

by visitors to the marquee ringside<br />

on the lawn at the show.<br />

Mr Evans says there are up 40 lambs<br />

entered in the hoof to hotplate section,<br />

which were judged on the hoof at Jan<br />

and Rob Forrester’s property last week,<br />

before being taken to Harris Farms at<br />

Cheviot where they were killed and<br />

judged on the hooks. Samples can be<br />

taste­tested in the show marquee.<br />

Andy says two new classes have also<br />

been introduced to the show calendar<br />

this year, with acommercial heifer class<br />

and prime lamb class being held onfarm<br />

leading into the show. Seventeen<br />

farms were visited during the judging.<br />

‘‘There was agreat uptake in the<br />

classes, meaning avery full day of<br />

judging,’’ says Andy.<br />

Gold medals,31Silver medals, and 13<br />

Bronze medals awarded.<br />

The vast array of the Gold and Silver<br />

medallists, along withthe Peoples<br />

Choice red and white wines,totalling<br />

39, will be available as free samples at<br />

the Amberley A&P show in the Hoof to<br />

Hotplate courtyard, right beside Brew<br />

Moon.<br />

Aselection of wines willalso be<br />

available for purchase by­the­glassfor<br />

you to enjoy.<br />

The Hoof to Hotplate judges will<br />

sample some reds supplied by local<br />

producers, and aWine Seminar, or<br />

two, will alsobeaccompanied by<br />

samples for those attending.<br />

The Waimakariri Young Farmers will be<br />

holding the Tasman <strong>North</strong> district FMG<br />

Young Farmer qualifying round at the<br />

show.Co­ordinating club Waimakariri<br />

YFC member Dayna­Lea Johnson says<br />

the contestants will undertake anumber<br />

of modules based on all different kinds<br />

of farming related activities coupled<br />

with some surprise challenges.<br />

‘‘These are secret until the contestants<br />

are called up to perform them, so it<br />

should make for afun day for everyone<br />

taking part and agreat attraction for<br />

spectators,’’ she says.<br />

The four contestants with the highest<br />

number of points will go through to the<br />

main regional contest being held during<br />

February to April in <strong>20</strong>23. The FMG<br />

Young Farmer of the Year round will be<br />

at the showgrounds and the club will<br />

have atent nearby showcasing all the<br />

fun activities these young farmers get up<br />

to.<br />

The annual FMG Young Farmer of the<br />

Year, now in its 55th season, is the<br />

flagship event for NZ Young Farmers<br />

and showcases the level of skill and<br />

knowledge of young people in the food<br />

and fibre sector. The grand final will be<br />

held in Timaru.<br />

volunteer life guards on patrol<br />

onsite every weekend, public<br />

and school holidays for the<br />

summer months through to<br />

mid March.<br />

about identifying possible<br />

hazards each day and our<br />

teams work hard to help others<br />

enjoy theirtime safelyonthe<br />

beach and in the water.<br />

‘‘All we ask of people is to<br />

New councillor living the good life<br />

Hanmer Springs.<br />

He is one of two new Hurunui<br />

districtcouncillorsinthe west ward<br />

who wereelected unopposed.<br />

The other new councillor is Dave<br />

Hislop, of Medbury Farm,joining<br />

sitting councillors Karen Armstrong<br />

and Ross Barnes.<br />

Mr Davies said he was<br />

approached by local residents to<br />

offer ‘‘a voice for Hanmer Springs’’,<br />

after sitting councillor Mary<br />

Hollowayannounced her<br />

retirement.<br />

‘‘I’m really excited becausethe<br />

people of Hanmercontacted me<br />

sometime back.They had done<br />

their homework and were prepared<br />

to back me.’’<br />

Originallyfrom south England,<br />

Mr Davies and his wife Lorna<br />

migrated to Christchurch in <strong>20</strong>05.<br />

Theysoon fell in love with<br />

Hanmer Springs and purchased a<br />

holiday home six yearsago.<br />

After theirvisits increasedfrom<br />

monthlytoweekly, the couple<br />

decided to settle permanently<br />

during lockdown in <strong>20</strong><strong>20</strong>.<br />

He said high speed internethad<br />

madethe move possible.<br />

of teachingmaths. He also teaches<br />

part­time at Hanmer Springs<br />

He was keen to develop the<br />

district’s mountainbike network,<br />

promote public transportand<br />

upgrade community facilities,<br />

includingQueen Mary Hospital.<br />

‘‘I would like to have some iconic<br />

trails.Weare starting to develop a<br />

mountainbike network in Hanmer,<br />

milking 1230 cows.<br />

He said abig focus for him was<br />

people, so he was keentolearn<br />

more aboutthe council’s<br />

‘‘Welcoming Communities’’<br />

initiative.<br />

The Hurunuidistrictwas a<br />

‘‘hiddenparadise’’ and with labour<br />

shortages there was an opportunity<br />

to attract people to comeand work<br />

in the area.<br />

Cr Armstrong was only elected in<br />

aby­election last year, so was<br />

relieved she did not have to<br />

campaign for re­election.<br />

‘‘Ittakestime to get your head<br />

around the requirements of the<br />

role, so Ifelt Ineeded to come back<br />

and do afull term.’’<br />

Based in Waikari,she has a<br />

background in business and being<br />

active in the community.<br />

Cr Barnes was pleasedtobeback<br />

Flood repair bill more than $4m<br />

Heavymachinery is out in force to repair<br />

damaged infrastructure across the<br />

Waimakariridistrict following the July<br />

rain events.<br />

The Waimakariri District Council’s<br />

repair bill has escalated to more than $4<br />

million as staffand contractors repair<br />

undergroundservices, roads,bridges,<br />

culverts, slips and washouts fromoverland<br />

flow.<br />

In areport to last month’s council<br />

meeting, utilities and roading general<br />

manager GerardCleary said staff have<br />

been busy respondingto685 drainage<br />

service requests and 130sewerservice<br />

requests.<br />

‘‘Some are resulting in workswhich are<br />

able to be completed thisyear and others<br />

are able to be addressed by existing<br />

capital worksprojectsorare the<br />

landowner’s responsibility.’’<br />

The councilhopes to secure nearly $1<br />

million from Waka Kotahi New Zealand<br />

Agency towards roading repairs expected<br />

to total $1.94 million.<br />

Some of the repair work is being shared<br />

with Environment<strong>Canterbury</strong>(ECan),<br />

with the councillookingtoloan fund the<br />

bulk of the repair bill.<br />

Emergencyrepairs are alsobeing made<br />

to urban stormwater across the district, at<br />

an estimated costof$615,000.<br />

The bulk of the urban stormwaterwork<br />

is in Kaiapoi. This includes installing<br />

temporarypumps for the Dudley,<br />

Feldwick andMcIntosh drains, and<br />

deployed to McDougal Place, Cridland<br />

Street West and Trousselot Park as<br />

needed, at an estimated costof$185,000.<br />

Mr Cleary saiddrains in rural drainage<br />

areashavegenerallyfunctionedwell.<br />

concrete trenched bases have been<br />

the unstable nature of the rock, was sought<br />

and approved by the Hanmer Springs<br />

Community Board.<br />

The top partofthe ramphas been<br />

completed.The diagonal section will be<br />

finished this week, with work continuing on<br />

the bottomsection.<br />

Oxfordfarm boy has takenitone step<br />

Ryan Sager, 11, has become a<br />

registered South Suffolk purebred stud<br />

sheep breeder.<br />

His flockofnine purebred South<br />

Suffolk ewes has almost doubledinsize<br />

this breeding season with the birthof15<br />

new lambs.<br />

He has called his endeavour the Misty<br />

Creek Studand like all serious breeders<br />

has it registered with the New Zealand<br />

Sheepbreeders’ AssociationSuffolk<br />

stud register.<br />

This makeshim the youngest<br />

registered Suffolk breederinthe<br />

country, and for his mentorDoug Croy<br />

it’s something he’s proudoff.<br />

‘‘Ryanisavery keen young sheep man<br />

and his passionisfor Suffolk sheep,<br />

he’s alwayskeen to learn and<br />

surprisingly for someone so young, he<br />

has alot of stocksense.Ithink he will<br />

keep anumber of them for stud and sell<br />

the others. He is actually very goodat<br />

picking which onestokeep and which<br />

ones to sell,’’ he says.<br />

Ryan saysheenjoys the roleofa<br />

breeder and loveslearning all he can<br />

about the sheepand how to breed them.<br />

The South Suffolkfirst appeared in<br />

New Zealand during the 1930s in<br />

response to an overseas demand for<br />

leanermeat. The breed was developed<br />

in <strong>Canterbury</strong>bySouthdownStud<br />

breeder, Mr George Gould, who<br />

introduced Suffolks to the country.<br />

backing aproject to helpmore New<br />

Zealand sheep and beef farmers capture<br />

this premium market.<br />

MPI has committed$142,480over two<br />

yearsthroughits Sustainable Food and<br />

FibreFutures fund towards the $356,<strong>20</strong>0<br />

project with LeanMeats Limited (trading<br />

as Atkins Ranch).<br />

It aims to scale up the number of verified<br />

lamb producers that meetthe regenerative<br />

certification requirements of the US<br />

Savory Institutes Land to Market<br />

Programme.<br />

New Zealand­owned company Atkins<br />

Ranchhas been apartner of the Land to<br />

Market Programme since <strong>20</strong>19.<br />

It sells premium grass­fedlamb intothe<br />

United States market and has supply<br />

contracts across five regions of New<br />

Zealand.<br />

The company has been piloting<br />

regenerative farming practices since<strong>20</strong>19<br />

with acore group of 23 farmers,and this is<br />

now expanding to more than 70 farms.<br />

That includes improvingsoil health,<br />

minimising tillage, and encouraging<br />

Bronwyn Dibb, who won New Zealand’s<br />

first Trampoline World Championship<br />

medal for <strong>20</strong> years in <strong>20</strong>19, has been<br />

named the <strong>North</strong> <strong>Canterbury</strong><br />

MainPower Supreme Sports Award<br />

recipient.<br />

The <strong>20</strong>22 MainPower<strong>North</strong><br />

<strong>Canterbury</strong> Sports Awardsmade a<br />

welcome return last Friday, after being<br />

stymied by Covidsince <strong>20</strong>19.<br />

It was also the first formalgala dinner<br />

event to be held at MainPowerStadium<br />

in Coldstream Road, Rangiora.<br />

Hosted by the <strong>North</strong> <strong>Canterbury</strong><br />

Sport and RecreationTrust, two courts<br />

were turnedinto asilver service dinner<br />

venue for over300 guests,cateredfor by<br />

PercivalStreet Bakery.<br />

Master of Ceremoniesfor the<br />

glittering event, was Anna Simcic, the<br />

successful New Zealand Olympic<br />

swimmer.<br />

Supreme winner Dibb, aged 24, who<br />

also took out the Sportswoman of the<br />

Year award, won her Silvermedal in<br />

the women’s double mini trampoline<br />

(DMT) in Tokyo.<br />

She was just 0.2 points off gold.<br />

She won the international VTramp<br />

award for women’s DMT in <strong>20</strong><strong>20</strong>,a<br />

virtual competition, and won the senior<br />

New Zealand women’sDMT<br />

championships in July <strong>20</strong>21, and also<br />

the seniorwomen’s Trampoline. Her<br />

success led to her winningthe senior<br />

women’stitleoverall, and DMT highest<br />

form trophy.<br />

Bronwynthen went on to the World<br />

Cup in Portugal, finishing second, and<br />

won asilver medal in the World Games<br />

in the United States three weeks later.<br />

This was New Zealand’s first ever<br />

gymnasticsmedalinthe World Games<br />

since they started in 1981.<br />

Bronwynhas been competing in<br />

trampolinesince she was 9, starting in<br />

Christchurch before her coaches Nigel<br />

and VickiHumphreys founded Ice<br />

TrampolineSports in Rangiora 13 years<br />

ago. She is no stranger to international<br />

competition, having competed at every<br />

world championship since she was ageeligiblein<strong>20</strong>15.<br />

accepted arole as patron of the<br />

Rangiora CommunityPatrol<br />

and plans to do someshifts out<br />

in the patrol cars.<br />

‘‘I was approached by the<br />

Rangiora CommunityPatrol<br />

and asked if Iwould be their<br />

patron and Iwas absolutely<br />

delightedtoaccept,’’ Mr Doocey<br />

said.<br />

‘‘I think our community<br />

patrols do afantasticjob and<br />

when you look at the issues<br />

around community safety, it<br />

needstobeacommunity<br />

response and delivered at a<br />

community level.’’<br />

the ‘‘eyes and ears’’ to help<br />

police keep an eye on the<br />

streets.Volunteers head out in<br />

patrol cars and monitor security<br />

‘‘Anecdotal evidence of<br />

crimes in Waimakariri suggests<br />

the community could benefit<br />

from having more cameras to<br />

support the communitypatrols<br />

and police. ‘‘And with the<br />

cameras, they’re not necessarily<br />

goingtobeused in realtime, as<br />

you can retrospectively go back<br />

and track the movementsof<br />

vehicles involved in crimes.’’<br />

Jeff enjoys filling role for council<br />

Jeff Millward is no stranger to<br />

filling in for Waimakariri’s top<br />

job.<br />

Afamiliar face at the<br />

Waimakariri District Council, Mr<br />

Millward joined the then<br />

Rangiora Borough Council in<br />

1985.<br />

He was appointed acting chief<br />

executive in July, following the<br />

departure of Jim Harland, until a<br />

new appointment is made early<br />

next year.<br />

It is the third time Mr Millward<br />

has stepped into the role and he<br />

said he was enjoying his<br />

temporary assignment.<br />

‘‘There is alot of pressure. You<br />

have anumber of roles to fill, with<br />

reporting to the mayor and<br />

councillors and the community<br />

boards, looking after ratepayers,<br />

the business community,<br />

community groups, support<br />

groups and staff.<br />

‘‘It is abusy environment with a<br />

lot of stakeholders and keeping<br />

them all happy is not always easy.<br />

‘‘Getting awin, win solution is<br />

difficult when there’s different<br />

views. But it is an enjoyable ­itis<br />

agreat profession.’’<br />

Mr Millward came to Rangiora<br />

in 1985, after working for the<br />

Department of Internal Affairs, to<br />

take up the role of swimming pool<br />

manager at Dudley Park.<br />

It was the days before the<br />

indoor aquatic centre, so in the off<br />

season Mr Millward worked in the<br />

council building.<br />

‘‘I was looking for achange from<br />

central government, where Iwas<br />

working in accounts.<br />

‘‘I had abackground looking<br />

after club pools as the club<br />

captain at Papanui Swimming<br />

Club.<br />

‘‘Council life is certainly very<br />

rewarding. Every day there will<br />

be challenges, but with local<br />

government you find people are<br />

here because they have an<br />

interest in their communities.’’<br />

He was no stranger to the<br />

Dudley Park pool.<br />

‘‘Ever since Iwas alittle kid, I<br />

used to come out for swimming at<br />

Dudley Park.’’<br />

As acompetitive swimmer, Mr<br />

Millward represented New<br />

Zealand at one swim meet just<br />

prior to the 1974 Commonwealth<br />

Games.<br />

He also represented<br />

<strong>Canterbury</strong> in swimming, water<br />

polo, athletics and school boys<br />

rugby league.<br />

In 1986, the Rangiora Borough<br />

and County Councils<br />

amalgamated to become the<br />

Rangiora District Council and Mr<br />

Millward worked on the project to<br />

introduce the RAPID numbering<br />

system.<br />

Following amalgamation in<br />

1989, Mr Millward transferred<br />

over to the Waimakariri District<br />

Council.<br />

He became an assistant<br />

accountant, then afinancial<br />

accountant and eventually chief<br />

financial officer.<br />

‘‘I never imagined Iwould be in<br />

the top job. It has had its<br />

challenges over the years, but it is<br />

agood community to work with<br />

and it has got its characters.’’<br />

When he first joined the council<br />

staff, Mr Millward was commuting<br />

out each day from Christchurch.<br />

After raising his children in<br />

Kaiapoi and Rangiora, he has<br />

moved back into the city since<br />

remarrying.<br />

‘‘In the mid­1980s Iwas only<br />

sharing the road with two cars and<br />

now there’s alot more cars on the<br />

road, and we are still going<br />

through substantial growth.’’<br />

During his time at the council<br />

the district has faced some major<br />

challenges, including flooding,<br />

fires, storm events, snow events,<br />

the <strong>20</strong>10 and <strong>20</strong>11 earthquakes<br />

and Covid­19.<br />

‘‘This council has not sat on its<br />

laurels. Being agrowth council,<br />

we need to prepare for the future.<br />

‘‘And we need to prepare for<br />

AF8 (an alpine faultline<br />

magnitude 8earthquake) and<br />

that’s something we as chief<br />

executives in <strong>Canterbury</strong> are<br />

working on.’’<br />

In the meantime, Mr Millward<br />

was busy trying to keep next<br />

year’s rates rise as low as<br />

possible, amid rising inflation.<br />

passionate about its product, says managing editor Robyn Bristow.<br />

‘‘I thank all our readers as we strive to deliver an informative weekly<br />

newspaper across the region, connecting communities and their<br />

people. It is really encouraging to see the readership of the <strong>North</strong><br />

<strong>Canterbury</strong> <strong>News</strong> grow, offering our advertisers top value,’’ she says.<br />

In the Christchurch urban area The Star is now 96,000, up 33<br />

percent, while the Bay Harbour <strong>News</strong> has increased to 12,000, up<br />

NOTICE OF DRAIN SPRAYING<br />

The Waimakakariri District Council will be carrying out<br />

weed spraying of drains and water races commencing<br />

1September <strong>20</strong>22 –30April <strong>20</strong>23inclusive.<br />

Drains or areas of drains will be sprayed according to<br />

need and not all public drains will necessarily be sprayed.<br />

Council will minimise spraying aquatic vegetation such<br />

as watercress and monkey musk, preferring to use<br />

mechanical methods to manage excess weed growth.<br />

Spraying of dry drain inverts and adjacent woody weed<br />

pest species will continue.<br />

The active chemicals that may be used in this programme<br />

are:<br />

•Glyphosatefor vegetation<br />

•Triclopyr for gorse and broom<br />

The majority of drains to be sprayed will be dry and<br />

where watercress is to be sprayed, appropriate warning<br />

signs will be erected.<br />

All spraying will be completed by 30 April <strong>20</strong>23.<br />
