Big boats coming back
EXPECT SOME hubbub about
Lyttleton this Thursday, with
the return of large cruise ships
to the harbour.
Lyttelton will welcome the
first of more than 100 cruise
ships to visit Christchurch and
Banks Peninsula over the coming
months, when the Celebrity
Eclipse docks at the port’s new
cruise ship berth. The Celebrity
Eclipse can carry up to 2400
passengers.
The return of cruise ships is
expected to bring more than
2000,000 tourists and staff this
season. With it comes a projected
$260 million boost to the
local economy.
ChristchurchNZ, Lyttelton
Port Company, the city council,
Environment Canterbury and
the Lyttelton Harbour Information
Centre have been working
closely to manage the cruise
ship visits, to ensure passengers
get a warm welcome.
ChristchurchNZ and
Lyttelton Harbour Information
Centre are leading the welcome
party with a Local Champions
Ambassador programme.
Between Lyttleton and
Christchurch, almost 100 volunteers
have been recruited to ‘roll
out the red carpet’ for visitors,
acting as mobile information
centres, and helping guests navigate
their way from the port to
visit Lyttelton and Christchurch
and its attractions.
“We’re certain the Local
Champions ambassador
programme will be an
overwhelming success as it
leans into manaakitanga and
whakawhanaungatanga – the
care for and respect of those
visiting, as well as establishing
and building relationships
with international audiences,”
ChristchurchNZ Acting GM
for destination and attraction
Tracey Wilson said.
“We’ve got so much to be
proud of as a city, much of
which has been regenerated,
and we want to encourage our
visitors to appreciate all we have
Middleton
fear, seize control, and reach your full potential
The wall. Sooner or later we all hit it. The wall can be anything. It could be your
aimlessness that comes from not having set yourself the right goals, it could be that
you spend too much time with people who undermine you.
What all these things have in common is that they’re holding you back. They’re the
things that are stopping you from reaching your true potential, from getting the most
Cruise ships may have affected dolphins
CRUISE SHIPS visiting Akaroa
Harbour may be responsible
for a change in the behaviour of
Hector’s dolphins in the area,
new research suggests.
Hector’s dolphins are one of
the world’s smallest dolphins,
measuring about 1.5m long.
Classified as nationally vulnerable,
there are about 15,700 in
New Zealand’s waters, primarily
around the South Island.
University of Otago department
of marine science researcher
Will Carome analysed
20 years of dolphin survey data
to determine which parts of
Akaroa Harbour dolphins were
being seen in and compared it to
trends in cruise ship and dolphin
tourism.
Almost 370 surveys, recording
2335 dolphin encounters from
8732km of boating, were analysed.
The research showed a clear
shift, with dolphins now less
likely to be seen in the inner
harbour, as cruise ship numbers
increased.
While the research did not
prove exactly what caused the
distribution change, it suggested
disturbance from cruise ships
was the most likely explanation.
In summer 2009/10, Akaroa
hosted seven ships and 6222
passengers. By summer 2011/12,
there were 77 ships visiting the
ENDANGERED: A small pod of Hector’s dolphins in Akaroa Harbour.
harbour, bringing in 127,341
passengers. Large numbers
continued to visit until Covid-19
restrictions began in 2020.
Akaroa Harbour is valuable
habitat for the dolphin, which
are a drawcard in the marine
tourism industry.
Carome said the correlation
between more cruise ships
visiting and changes in Hector’s
dolphins’ distribution did not
necessarily mean cruise ships
were the cause of the changes.
Other potential drivers, such
as changes in sea temperature
or prey distribution, could have
played a role in the shift.
“However, there are several
impacts associated with cruise
ships that are likely to influence
dolphin habitat preference,
including increased noise,
increased vessel traffic, and
damage to the seafloor that may
impact species Hector’s dolphins
PHOTO: GETTY
eat,” Carome said.
The Covid-19 pandemic provided
a remarkable opportunity
to give marine life short-term
relief from some human impacts,
he said.
“With the future of cruise ship
tourism changing, our findings
suggest the future development
of this industry should follow a
precautionary approach.”
Department of Conservation
mahaanui operations manager
Andy Thompson said the department
was working alongside
Ōnuku Rūnanga, Environment
Canterbury, tour operators, researchers,
and the community to
protect the dolphins and reduce
potential impacts of cruise ships,
dolphin tour vessels, and general
vessel traffic.
“The Hector’s dolphins are an
important part of Akaroa and
the people who live here feel
a strong connection to them,”
Thompson said.
“We want to work with local
people to find solutions that
benefit everyone and are also
focused on the well-being of the
dolphins.”
In 2010, research highlighted
Akaroa’s Hector’s dolphin population
had been exposed to some
of the highest tourism pressure
in New Zealand and the activity
was shown to significantly
change their behaviour.
In 2016, DOC placed a 10-year
moratorium on the issuing of
any new marine mammal tourism
permits in Akaroa Harbour
and commissioned the University
of Otago to conduct additional
research to fill knowledge gaps
and inform further permit/vessel
traffic management decisions.
This new research was paid for
by a research levy collected from
the operators.
‘We’re set to provide
• From page 4
“The Lyttelton Port Company’s
new cruise berth was completed
and ready to receive arrivals for
the 2020/21 cruise season, but
Covid soon put a stop to that. It’s
great now to see the $67 million
investment into Lyttelton Port
facilities fully functioning and
ready to bring more international
business and tourist
dollars our way,” he said.
Lyttelton Port Company’s
chief executive Kirstie
Gardener said: “We’re
really excited to welcome
back the international
cruise lines and travellers
this summer after such a
long time.
“Lyttelton Port has invested
significant capital to
future-proof the purpose-built
facility and considering the
industry’s growth prior to Covid,
we’re set to provide for tourists,
ships, and their needs for decades
to come.”
More than 170,000 tourists
and 35,000 staff will enter the
Lyttelton port this year and
while it will take some time
for the industry to recover to
its pre-Covid highs, the cruise
Kirstie
Gardener
industry expects high growth
and put considerable planning
and processes in place to
make the return of cruise a
success.
“These have been challenging
times for those reliant on the
travel and hospitality industry
but it’s with tremendous optimism
we celebrate the restart
of cruise tourism in
Christchurch,” said Celebrity
Cruises vice president
Tim Jones.
“We are incredibly
proud to be at the forefront,
working ‘hand in
port authorities
and our valued travel
partners towards our common
goal of a safe and successful
return to cruising in the region.”
The current 2022/23 cruise
season schedule shows 85
different cruise calls from 26
different ships – including the
largest arrival, the Ovation
of the Seas, stopping by three
times this season – expected to
berth at Lyttelton Port. Akaroa
will welcome 17 ships carrying
approximately 9000 passengers
and 1000 crew.
Mauger’s mantra: ‘An honest day’s work’
New Mayor Phil Mauger
will be paid $200,000
a year for his role; his
city councillors have a
base of $100,278, which
increases depending
on responsibilities.
Reporter Tina Grumball
asks Mauger what he
expects from his team
AN HONEST day’s work from
his councillors. That will make
Mayor Phil Mauger happy.
And he includes himself in that
mantra.
“Pulling the rope in the
same direction for the good of
Christchurch, that’s the most important
thing in my view,” he said.
“The mayor thing at the moment
is probably doing me 65
hours a week, I imagine, a good
60 anyway.
“I’m up three o’clock most
mornings because I can’t sleep
and I’ll look at my emails and
stuff like that and I’ll get tired
and go back to sleep . . . I don’t
get it off my mind, but there is a
lot of work that you have to do.”
He no longer has any involvement
in Maugers Contracting, a
company he led for many years.
Three people are now running
it; these include his daughter
Brittany, and two long-serving
A NEW BROOM: Mayor Phil Mauger says he and city
councillors will work 40 hours a week as an ‘absolute
minimum’.
employee shareholders, one who
has been there for 25 years.
Mauger said what councillors
were paid wasn’t “high high,” for
the amount of work they did.
As Burwood Ward councillor
from 2019-2022, what the hourly
rate worked out to wasn’t very
high for “working morning,
noon and night”.
“At an absolutely minimum
it’s 40 hours a week, an absolute
minimum.”
Councillors could be assigned
to committees or as directors of
council external companies on
top of their role as a representative
of the community.
“You could immerse yourself
into council life so much that
you would never come up for
air,” Mauger said.
When asked whether or not he
agreed a city councillor could get
their work done in less than 40
hours, or balance other commitments,
Mauger said the younger
ones were capable of multi-tasking
more than himself.
“It might take me a long time
to get stuff through . . . I watch
some of the younger ones . . . you
can probably do two or three
things at once, I can do one, oneand-a-half
at once because my
silly old brain won’t take it in.”
Mauger had one-on-ones with
the city councillors last week and
he said he was “heartened” by
the strengths they had.
He sought to foster a “working
together, collaborative environment”
and did not want an “A
team and B team.”
If someone was not doing what
they should, Mauger said he
would sit them down and “have a
bit of a yarn with them.”
But from his time in council,
he said he had not seen anyone
who wasn’t pulling their weight
as much as they should.
Who Mauger has chosen as
deputy mayor won’t be officially
known until the new council is
sworn in.
“You’ve got to look at the
experience (some of them) have.
I think it would be unfair to
throw someone with no council
experience whatsoever into a job
like that, because a deputy mayor
is an extension of my arm,” he
said.
Inside of his council would
be seven councillors of those
he endorsed: Kelly Barber, Tim
Scandrett, James Gough, Aaron
Keown, Mark Peters, Victoria
Henstock, and Sam McDonald.
Mauger would face six The
People’s Choice councillors:
Tyrone Fields, Jake McLennan,
Pauline Cotter, Yani Johanson,
Tyla Harrison-Hunt, and Pauline
Cotter. But Cotter’s seat is still in
question after Ali Jones filed for
a recount last Tuesday.
A city council spokesperson
said: “Regardless of Ali Jones’
application for a recount, Cotter
can still be sworn in with the
others on October 25. Her win
stands unless the court decides
there are grounds to proceed
with a recount, which might not
be known for two weeks.”
The mayor wasn’t worried
about possible disagreements.
“Every councillor wants what’s
best for Christchurch and what’s
best for their ward. It’s up to me
to harness that strength,” he said.
“There’ll always be a couple of
councillors who won’t agree with
it and that’s democracy.”
Free COVID
antiviral medicines
are available
Free oral antiviral medicines are available for people at risk of becoming
very unwell from COVID, and free RATs are available for everyone.
Benefits of antiviral medicines
Antiviral medicine can help people be less sick and stay out of hospital. The medicine must be
taken within the first 5 days of having COVID symptoms to reduce the amount of virus in the body.
Who can get antiviral medicines
Eligible people include:
• Māori or Pacific people aged 50 years or older
• everyone aged 65 years and older
• anyone aged 50 years or older who has had
less than two COVID vaccinations
• anyone with a severely weakened immune system,
Down syndrome, sickle cell anaemia, or were previously
in critical or high dependency hospital care from COVID.
• anyone with three or more high-risk medical conditions.
For the full list of high-risk medical conditions,
visit Covid19.govt.nz/medicines
When to get antiviral medications
To get the COVID antiviral medicines, all of these must apply:
• you have COVID, or you are a household contact and
have symptoms
• your symptoms started within the last 5 days
• you are eligible for the medicine.
Your doctor, nurse, hauora provider, or local pharmacy
can tell you if you are eligible and may provide you with
a prescription. If your local pharmacy does not prescribe
antiviral medicine, they can put you in touch with a pharmacy
that does.
How to get antiviral medications
If you have COVID you must isolate for 7 days. You can
arrange to have medicines delivered by friends or whānau.
If needed, pharmacies that provide COVID antiviral medicine
can have them delivered to you, for free.
Free RATs
Free rapid antigen tests (RATs) are available for everyone, and you do not need to have COVID to get them.
You can order them online at RequestRATS.Covid19.health.nz and collect them at community providers,
marae, testing centres, and some pharmacies, or have someone collect them for you.
Upload your test results, positive or negative, to MyCovidRecord.health.nz, or call 0800 222 478
and choose option 3.
Quick, easy meals for one person
If you enjoy the taste
of Asian flavours this
Thai chicken curry is
sure to please
Quick Thai chicken curry
for one
Serves 1
Ingredients
2 tsp tice bran oil
1 chicken breast, skinless, sliced
1 small onion, sliced
2 tsp Thai green curry paste
2 tbsp water
165gm coconut milk, or coconut
cream
1 to serve lime, halved
Directions
Heat a frying pan, add oil and
pan-fry skinless chicken breast,
trimmed and sliced for 5min to
brown on both sides. Remove to
one side.
Add sliced onion to the pan
and stir-fry to lightly brown. Add
curry paste and gently fry for
1min to release flavours.
Add water and mix until
smooth, then stir in the coconut
milk or cream.
Return chicken to the pan and
simmer very gently (do not allow
to boil) for 5min, stirring often.
Stir in fresh coriander and
serve with lime wedges on the
side to squeeze over.
The curry should not need any
salt and pepper as the curry paste
is full of strong flavours.
Don’t allow the mixture to boil
once the coconut milk has been
added or the sauce may separate.
Steak with whisky
mushroom sauce
Serves 1
Ingredients
1 beef steak, thick eye fillet or
scotch fillet
½ tbsp olive oil
2 Spring onions, finely chopped
100g button mushrooms, finely
sliced
1 tbsp whisky, scotch
1 Oxo cube dissolved in
¼ cup water
1 tbsp cream
Sprinkle thyme
Directions
Bring the steak to room temperature
well before cooking
and sprinkle with a little salt and
pepper.
Heat a heavy frying pan, then
add the oil. Once it starts smoking,
add the steak and cook
for 2-3 minutes on each side.
Remove them to a plate and cover
with foil.
Reduce the heat and add the
onion, stirring to lift any meat
residue off the bottom of the pan.
Toss them around for a minute
or two, then add the mushrooms
and thyme.
Once the mushrooms soften,
add the whisky. The alcohol may
ignite and flare up, but it will
quickly subside.
Add the stock and allow the
sauce to bubble and thicken.
Finally, stir in the cream, then
return the steaks to the pan and
cook for another minute.
Serve on heated plate, spooning
sauce over each steak. Accompany
with steamed baby carrots
and snow peas and a few sprigs of
chervil.
Lamb & brown rice salad
Serves 1
Ingredients
1 courgette, sliced
½ cup brown rice
1 red capsicums, deseeded and
chopped
4 asparagus spears, chopped
150gm lamb, back straps
½ tbsp olive oil
1 salt and freshly ground pepper,
to season
Dressing
¼ tbsp lemon juice
¼ tsp Harissa paste
¼ tsp Dijon mustard
pinch sea sal
1 tbsp olive oil
Directions
Place rice in a saucepan with 2
cups of lightly salted water.
Bring to the boil, immediately
cover and reduce heat to as low as
possible and simmer for 25 to 30
minutes until water is absorbed
and rice is cooked.
Alternatively, cook rice according
to packet instructions. Turn
rice out onto a shallow dish to
cool.
Meanwhile, heat a griddle or
barbecue grill, toss courgettes,
capsicum and asparagus with a
little oil and cook until just tender.
Set aside.
Brush the lamb with oil and
season with salt and pepper.
Cook the lamb over a high heat
on the griddle or barbecue for 3
minutes each side, or more if you
like. Set lamb aside to rest.
Combine the lemon juice,
harissa, mustard, salt and olive oil
in a bowl. Roughly chop asparagus,
then mix vegetables with
rice.
Slice lamb into 1cm thick slices
and either combine with salad
or arrange on top. Drizzle with
dressing and serve.
Pea, ham and sour
cream fettuccine
Serves 1
Ingredients
120gm fettuccine, or spaghetti
90gm Champagne ham, diced
1 cup frozen peas, defrosted
60gm sour cream, or creme
fraiche
½ lemon, juiced
Directions
Bring a large pot of salted water
to the boil. Add pasta, stir and
cook for 6-8min or until al dente.
Stir pasta a few times while
cooking to prevent it sticking
together.
Drain pasta, then add back to
the pot along with the ham, peas,
sour cream and lemon juice.
Toss everything together and
warm through on low heat.
Season to taste with a little salt (if
needed) and freshly ground black
pepper.
A few torn basil leaves on top
will add extra flavour. Eat while
hot.
Pancakes
Serves 1
Ingredients
½ cup trimmed mung bean
sprouts
1 medium carrot, julienned
2 spring onions
1 x 4cm chilli, seeds in
½ cup water
2 large eggs, lightly beaten
¼ tsp sesame oil
2 tbsp self-raising flour
1 clove garlic, crushed
1-2 tbsp rice bran oil
Directions
Wash bean sprouts under cold
water and drain well.
Julienne the carrot to make
Sumner-Ferrymead Foundation trustee stands down
ONE OF THE original trustees
of the Sumner-Ferrymead
Foundation has stepped down.
Well-known 50-year resident
of Sumner, Julie Cunningham
was one of the original trustees
when the foundation was started
in 1993.
Julie had a career in radio and
television starting in the early
1960s and became especially
well known on early television in
New Zealand.
She was one of New Zealand’s
first woman announcers when
television in New Zealand
started. There will be plenty of
people who still remember Julie
nightly on CHTV3 (although as
a woman, she had to do battle
with management to be allowed
in front of a camera.)
After a career as a broadcaster,
Julie was in business and then
became a prominent real estate
agent in Sumner and surrounds.
In 1990, she was living in
Sumner when Dora Grut
(nee Neville) came back to
Christchurch for a visit.
Dora loved Sumner but
had lived most of her life in
Vancouver. There she had seen
first-hand the help that trusts
could give communities and at
the end of her Christchurch visit,
she made a $10,000 donation
to the people of Sumner. A
few years later, Dora died and
bequeathed a further $50,000 to
the people of Sumner.
Clem Paterson was
instrumental in establishing
the trust and he was helped
by many members of Sumner
Lodge. Julie was invited
to become a trustee on
establishment in 1993 and she
has remained in that position
up until a couple of months
ago.
The Sumner Foundation
extended its area to Redcliffs,
Mt Pleasant, Heathcote and
Brookhaven. The name is
now the Sumner-Ferrymead
Foundation.
Julie Cunningham has stepped down as a Sumner-Ferrymead Foundation
trustee. She is pictured above during her time as a television announcer.
Over the nearly 30 years of
its existence, the foundation
has helped local people in their
sporting, artistic and education
pursuits. It has also helped
fund environmental and other
projects. Over the 30 years, the
foundation has helped a huge
number of people.
Our recently developed
scholarship programme looks
like it could become one of our
more significant initiatives.
The SFF is still in good
financial health; we have
nearly $300,000 in funds, and
as some long-standing trustees
have recently retired, we
have been delighted to appoint
some excellent replacement
trustees.
The SFF will miss Julie, she
is very well connected to the
communities she has served,
and we will now be without
her institutional and local
knowledge.
As the last original trustee
to step down, we hope that
Julie will be pleased to see new
trustees set out to build on her
work of 30 years.
THE
Ultimate
OUTLOOK ON LIFE
48 ANDERSONS ROAD, CHARTERIS BAY
A magical world exists a mere half hour from the hustle and bustle
of Christchurch; welcome to Charteris Bay. When Friedrich and
Anja Stein rst came to New Zealand they fell in love with this
piece of paradise with its sweeping views across the harbour and
sun-soaked aspect. What they did next is remarkable.
Architecturally designed in the 1990s, the house they found had
glorious views, a stunning section, and endless potential. It also
needed a lot of work. e Steins set out to not only bring German
design and engineering standards to their new home but to create
a completely future-proofed, barrier-free, and sustainably bolthole.
Stepping inside, it is the sweeping panoramic views that
immediately draw your attention through the double-height
atrium-style windows. Outside, Lyttleton Harbour and the Port
Hills stretch out in panoramic perfection, presenting an everchanging
canvas that is mesmerising. Yet there is more to this
residence than meets the eye; this is a hot-rod home and if you
look under the hood, you’ll be amazed.
“We wanted to create a forever home.” says Friedrich “A place
where we could grow old and not be hindered by barriers, a home
that would always maintain the perfect climate, and a safe space
that would always comfort its inhabitants.”
eir attention to detail is phenomenal and meticulous and
presents a home that is nished to a standard that would be
considered high in Europe and is light-years ahead of the average
kiwi build. Climate control is assured with a regular temperature of
22 degrees maintained year-round with central heating, cooling,
and ventilation systems working seamlessly.
ose invisible and multi-layered technical systems are evident at
every turn; the whole house has an uninterruptible power supply,
an integrated generator, and its own water treatment plant with the
capacity to store 30,000L of rainwater.
Jo Gilmore is listing the house for the Steins and knows rst-hand
just how special this area is – she lived in Charteris Bay for 10
years, and four generations of her family since 1945.
“Diamond Harbour is a small community,” she says, “so acting for
Anja and Friedrich is a special undertaking, they are like family,
and I know how much of themselves they have put into this home.
It’s a responsibility I take very seriously.”
For Anja and Friedrich, their home has been their haven and the
love that they have lavished on the grounds is evident in every
ourishing fruit tree, and in the lush and thriving vegetable
gardens that provide ample produce.
is is lifestyle living at its nest; take a dip in the UV-treated
counter-current pool, relax on the deck, and step inside to prepare
a home-cooked meal with fresh home-grown produce. is is the
good life.
Skoda expands hybrid range
IN THIS DAY and age of sport
utility vehicles it may come as some
surprise to know that Skoda’s best
selling model is actually a station
wagon.
I’m delighted by that, I’ve long
adored wagons for their practicality
and sedan-like feel.
I’m no stranger to the Octavia
wagon, over the years several have
come my way for evaluation and
I’ve never yet found one I don’t like.
That’s still the case, there is a
new Octavia wagon in the Skoda
fleet and it is a departure from the
normal. Well, that’s not so radical
in today’s age because the Octavia
iV is a hybrid, what’s more it is
a plug-in hybrid and it is part of
a line-up that is creeping more
and more towards the benefits of
electrical propulsion.
Regular readers will recall my
Superb iV evaluation in May, the
Octavia wagon actually has much
the same driveline as that car and
it is better for it, less weight means
greater performance and it has
similar economy and distance to
travel figures.
The Octavia wagon iV has a
1.4-litre four-cylinder petrol engine
and that is the catalyst of the hybrid
system, it works in conjunction
with an electric motor to provide
drive.
The supercharged and
turbocharged system is rated at
180kW, 110kW coming from the
petrol engine, the rest coming
from electric energy. There’s also
a healthy 400Nm of torque that is
available from just 1550rpm, which
means a substantial amount of low
down impetus.
Drive is channelled through a
direct shift transmission, there
are six gearing points resulting
in quick-changing, fluid shifts.
Incorporated into the system are
traditional drive mode options –
economy, sport and normal, and
if you want to manipulate the
gearing, that can be done through
steering wheel-mounted paddles.
Each of the drive modes work
quite differently, it is a complex
system, but in essence it operates
with the driver completely unaware
of its operation. Put simply, when
using e-mode the Octavia will
drive purely on electricity up to a
distance of 60km. In sport mode,
both the electric motor and petrol
engine are engaged to provide a
more dynamic feel. Hybrid-mode
switches between both the motor
and engine depending on need.
As with all hybrid systems,
fuel economy is the benefactor,
especially in e-mode. The TSi
engine has come from the wider
Volkswagen group and it has
thrifty fuel use as a manufacturing
priority, and when you add the
benefits of electric power it merely
sips fuel, the driveline is rated with
a spectacular 1.6-litre per 100km
combined cycle average. Those
figures are at best possible usage,
even driving with fuel economy
in mind I couldn’t replicate them,
but I did see the readout sitting
at a combined cycle average
of 4.6l/100km on a couple of
occasions. At 100km/h on the open
SKODA OCTAVIA iV RS: Traditional petrol engine and hybrid driveline.
road the instantaneous readout
sits at 3.4l/100km with the engine
pulling just 2000rpm.
Other figures of relative
importance are a lively 7sec
standstill to 100km/h acceleration
time, and 5.8sec for a highway
overtake (80-120km/h). Mid-range
response is quite rewarding, the
energy created through electrical
energy is certainly beneficial.
I took the evaluation car on
much of my normal high country
run. On the open road it sits quietly
and dispenses the kilometres with
ease. You can feel the hybrid system
changing modes as it determines
what is necessary to promote
drive, but it is not invasive and you
quickly become disconnected to its
operation.
When it comes to handling
SLEEK: The
Skoda Octavia
wagon sits low
at just over 1.4m
but it has much
practicality with
a cavernous load
section.
• Price – Skoda Octavia iV
RS wagon, $72,990
• Dimensions – Length,
4689mm; width, 1994mm;
height, 1473mm
• Configuration – Fourcylinder,
front-wheeldrive,
1395cc, 180kW,
400Nm, six-speed direct
shift automatic
• Performance –
0-100km/h, 7sec
• Fuel usage – 1.6l/100km
those tricky inland bends the
Octavia iV has direct steerage and
precise corner turn-in. Low profile
Bridgestone Turanza tyres (225/45
x 18in) and firmish suspension
settings aid grip immensely and
combine to provide a very sporty
handling balance.
Not only does the Octavia
wagon have optimal spring and
damper rates, the entire suspension
structure is one of engineering
quality. Given that drive is directed
out of the front wheels, Skoda
could well have engineered a single
tube beam torsion axle across the
rear, and the argument for that
would have been to better adapt
for load carrying. However, there’s
a wonderful independent strut
arrangement and it controls rear
wheel movement wonderfully,
bumps and ruts are absorbed
quietly while occupant comfort is
maintained to a high level.
Like most plug-in electric
vehicles the Octavia iV comes
with two charging cables, one for
domestic supply and a type 2 for
quick charging at a designated
charging station. I never used the
latter instead opting to charge from
my garage on a regular basis. After
a week in my care it just became a
matter of routine to plug in after a
journey. I found that an overnight
plug-in was enough to generate
100 per cent battery capacity. The
domestic cable also has decent
length at 6m, easily manageable in
the situation at my home.
The Octavia wagon iV is priced
at $65,990 in standard form
(150kW), the evaluation car was a
high-spec RS version that adds $7k;
however, both easily qualify for the
Government’s clean car rebate, a
discount of $5750 will be refunded
after purchase.
The Octavia wagon came at an
opportune time for me, lengthy
items were needed to continue a
home improvement project I’m
working on and they easily loaded
into the wagon section.
It’s that sort of everyday usage
that wagons offer, and they are
popular amidst a wide crosssection
of buyers who, like me,
relate to their purpose.
RESOURCE MANAGEMENT ACT 1991
CHRISTCHURCH DISTRICT PLAN
HOUSING BOTTOM LINES
NATIONAL POLICY STATEMENT FOR
URBAN DEVELOPMENT
Christchurch City Council has inserted Housing Bottom Lines in the
Christchurch District Plan in accordance with section 55(3) of the Resource
Management Act 1991 (RMA) and Clause 3.6(2)(b) of the National Policy
Statement on Urban Development 2020 (NPS-UD).
What has changed?
Changes made through this process seek to:
• Give effect to the National Policy Statement on Urban Development
• Clarify what the minimum housing needs are for Christchurch for the
long term
• Update existing housing demand figures in the District Plan to the results
of the 2021 Greater Christchurch Housing Capacity Assessment
More information
The NPS-UD requires Tier 1 and 2 local authorities to set housing bottom lines
for the short-medium term (next 10 years) and the long term (10 to 30 years) in
their regional policy statements and district plans.
The housing bottom lines represent the amount of development capacity
required to meet expected housing demand in Greater Christchurch over
the next 30 years plus an additional 15 to 20 per cent to allow a margin for
competitive land markets. The housing bottom lines are based on information
in the 2021 Greater Christchurch Housing Capacity Assessment.
The Canterbury Regional Policy Statement (CRPS) has also been amended
by deleting the existing Objective 6.2.1a Targets for Sufficient, Feasible
Development Capacity for Housing and replacing it with Objective 6.2.1a
Housing Bottom Lines, as set out below:
Housing bottom lines (number of dwellings) for the Greater Christchurch
urban environment, 2021-2051
process, as per section 55(2A) of the Resource Management Act 1991.
No submissions or other public participation is therefore required.
