Big boats coming back<br />

EXPECT SOME hubbub about<br />

Lyttleton this Thursday, with<br />

the return of large cruise ships<br />

to the harbour.<br />

Lyttelton will welcome the<br />

first of more than 100 cruise<br />

ships to visit Christchurch and<br />

Banks Peninsula over the coming<br />

months, when the Celebrity<br />

Eclipse docks at the port’s new<br />

cruise ship berth. The Celebrity<br />

Eclipse can carry up to 2400<br />

passengers.<br />

The return of cruise ships is<br />

expected to bring more than<br />

2000,000 tourists and staff this<br />

season. With it comes a projected<br />

$<strong>26</strong>0 million boost to the<br />

local economy.<br />

Centre have been working<br />

closely to manage the cruise<br />

ship visits, to ensure passengers<br />

Ambassador programme.<br />

centres, and helping guests navigate<br />

their way from the port to<br />

visit Lyttelton and Christchurch<br />

and its attractions.<br />

Cruise ships may have affected dolphins<br />

CRUISE SHIPS visiting Akaroa<br />

<strong>Harbour</strong> may be responsible<br />

for a change in the behaviour of<br />

Hector’s dolphins in the area,<br />

new research suggests.<br />

Hector’s dolphins are one of<br />

the world’s smallest dolphins,<br />

measuring about 1.5m long.<br />

Classified as nationally vulnerable,<br />

there are about 15,700 in<br />

New Zealand’s waters, primarily<br />

around the South Island.<br />

20 years of dolphin survey data<br />

to determine which parts of<br />

Akaroa <strong>Harbour</strong> dolphins were<br />

being seen in and compared it to<br />

trends in cruise ship and dolphin<br />

tourism.<br />

Almost 370 surveys, recording<br />

2335 dolphin encounters from<br />

8732km of boating, were analysed.<br />

The research showed a clear<br />

shift, with dolphins now less<br />

likely to be seen in the inner<br />

harbour, as cruise ship numbers<br />

increased.<br />

While the research did not<br />

prove exactly what caused the<br />

distribution change, it suggested<br />

disturbance from cruise ships<br />

was the most likely explanation.<br />

In summer 2009/10, Akaroa<br />

hosted seven ships and 6222<br />

passengers. By summer 2011/12,<br />

there were 77 ships visiting the<br />

harbour, bringing in 127,341<br />

passengers. Large numbers<br />

continued to visit until Covid-19<br />

restrictions began in 2020.<br />

Akaroa <strong>Harbour</strong> is valuable<br />

habitat for the dolphin, which<br />

are a drawcard in the marine<br />

tourism industry.<br />

Carome said the correlation<br />

between more cruise ships<br />

visiting and changes in Hector’s<br />

dolphins’ distribution did not<br />

necessarily mean cruise ships<br />

were the cause of the changes.<br />

Other potential drivers, such<br />

as changes in sea temperature<br />

or prey distribution, could have<br />

played a role in the shift.<br />

“However, there are several<br />

impacts associated with cruise<br />

ships that are likely to influence<br />

dolphin habitat preference,<br />

including increased noise,<br />

increased vessel traffic, and<br />

damage to the seafloor that may<br />

The Covid-19 pandemic provided<br />

a remarkable opportunity<br />

to give marine life short-term<br />

relief from some human impacts,<br />

he said.<br />

“With the future of cruise ship<br />

tourism changing, our findings<br />

suggest the future development<br />

of this industry should follow a<br />

precautionary approach.”<br />

Andy Thompson said the department<br />

was working alongside<br />

Ōnuku Rūnanga, Environment<br />

Canterbury, tour operators, researchers,<br />

and the community to<br />

protect the dolphins and reduce<br />

potential impacts of cruise ships,<br />

dolphin tour vessels, and general<br />

vessel traffic.<br />

“The Hector’s dolphins are an<br />

important part of Akaroa and<br />

the people who live here feel<br />

a strong connection to them,”<br />

Thompson said.<br />

“We want to work with local<br />

people to find solutions that<br />

benefit everyone and are also<br />

focused on the well-being of the<br />

dolphins.”<br />

In 2010, research highlighted<br />

Akaroa’s Hector’s dolphin population<br />

had been exposed to some<br />

of the highest tourism pressure<br />

in New Zealand and the activity<br />

was shown to significantly<br />

change their behaviour.<br />

In 2016, DOC placed a 10-year<br />

moratorium on the issuing of<br />

any new marine mammal tourism<br />

permits in Akaroa <strong>Harbour</strong><br />

and commissioned the University<br />

of Otago to conduct additional<br />

research to fill knowledge gaps<br />

and inform further permit/vessel<br />

traffic management decisions.<br />

This new research was paid for<br />

by a research levy collected from<br />

the operators.<br />

expects from his team<br />

AN HONEST day’s work from<br />

his councillors. That will make<br />

Mayor Phil Mauger happy.<br />

And he includes himself in that<br />

mantra.<br />

“Pulling the rope in the<br />

same direction for the good of<br />

Christchurch, that’s the most important<br />

thing in my view,” he said.<br />

“The mayor thing at the moment<br />

is probably doing me 65<br />

hours a week, I imagine, a good<br />

60 anyway.<br />

“I’m up three o’clock most<br />

mornings because I can’t sleep<br />

and I’ll look at my emails and<br />

stuff like that and I’ll get tired<br />

and go back to sleep . . . I don’t<br />

get it off my mind, but there is a<br />

lot of work that you have to do.”<br />

He no longer has any involvement<br />

in Maugers Contracting, a<br />

company he led for many years.<br />

Mauger said what councillors<br />

were paid wasn’t “high high,” for<br />

the amount of work they did.<br />

As Burwood Ward councillor<br />

from 2019-<strong>2022</strong>, what the hourly<br />

rate worked out to wasn’t very<br />

high for “working morning,<br />

noon and night”.<br />

“At an absolutely minimum<br />

it’s 40 hours a week, an absolute<br />

minimum.”<br />

Councillors could be assigned<br />

to committees or as directors of<br />

council external companies on<br />

top of their role as a representative<br />

of the community.<br />

“You could immerse yourself<br />

into council life so much that<br />

you would never come up for<br />

air,” Mauger said.<br />

When asked whether or not he<br />

agreed a city councillor could get<br />

their work done in less than 40<br />

hours, or balance other commitments,<br />

Mauger said the younger<br />

ones were capable of multi-tasking<br />

more than himself.<br />

“It might take me a long time<br />

to get stuff through . . . I watch<br />

some of the younger ones . . . you<br />

can probably do two or three<br />

things at once, I can do one, oneand-a-half<br />

at once because my<br />

silly old brain won’t take it in.”<br />

Mauger had one-on-ones with<br />

the city councillors last week and<br />

he said he was “heartened” by<br />

the strengths they had.<br />

He sought to foster a “working<br />

together, collaborative environment”<br />

and did not want an “A<br />

team and B team.”<br />

If someone was not doing what<br />

they should, Mauger said he<br />

would sit them down and “have a<br />

bit of a yarn with them.”<br />

But from his time in council,<br />

he said he had not seen anyone<br />

who wasn’t pulling their weight<br />

as much as they should.<br />

Who Mauger has chosen as<br />

deputy mayor won’t be officially<br />

known until the new council is<br />

sworn in.<br />

“You’ve got to look at the<br />

experience (some of them) have.<br />

I think it would be unfair to<br />

throw someone with no council<br />

experience whatsoever into a job<br />

like that, because a deputy mayor<br />

is an extension of my arm,” he<br />

said.<br />

Inside of his council would<br />

be seven councillors of those<br />

he endorsed: Kelly Barber, Tim<br />

Scandrett, James Gough, Aaron<br />

Keown, Mark Peters, Victoria<br />

Henstock, and Sam McDonald.<br />

Mauger would face six The<br />

People’s Choice councillors:<br />

Tyrone Fields, Jake McLennan,<br />

Pauline Cotter, Yani Johanson,<br />

Tyla Harrison-Hunt, and Pauline<br />

Cotter. But Cotter’s seat is still in<br />

question after Ali Jones filed for<br />

a recount last Tuesday.<br />

A city council spokesperson<br />

said: “Regardless of Ali Jones’<br />

application for a recount, Cotter<br />

can still be sworn in with the<br />

others on <strong>October</strong> 25. Her win<br />

stands unless the court decides<br />

there are grounds to proceed<br />

with a recount, which might not<br />

be known for two weeks.”<br />

The mayor wasn’t worried<br />

about possible disagreements.<br />

“Every councillor wants what’s<br />

best for Christchurch and what’s<br />

best for their ward. It’s up to me<br />

to harness that strength,” he said.<br />

“There’ll always be a couple of<br />

councillors who won’t agree with<br />

it and that’s democracy.”<br />

Free oral antiviral medicines are available for people at risk of becoming<br />

very unwell from COVID, and free RATs are available for everyone.<br />

Benefits of antiviral medicines<br />

Antiviral medicine can help people be less sick and stay out of hospital. The medicine must be<br />

taken within the first 5 days of having COVID symptoms to reduce the amount of virus in the body.<br />

Who can get antiviral medicines<br />

Eligible people include:<br />

• Māori or Pacific people aged 50 years or older<br />

• everyone aged 65 years and older<br />

• anyone aged 50 years or older who has had<br />

less than two COVID vaccinations<br />

• anyone with a severely weakened immune system,<br />

Down syndrome, sickle cell anaemia, or were previously<br />

in critical or high dependency hospital care from COVID.<br />

• anyone with three or more high-risk medical conditions.<br />

When to get antiviral medications<br />

To get the COVID antiviral medicines, all of these must apply:<br />

can tell you if you are eligible and may provide you with<br />

How to get antiviral medications<br />

If you have COVID you must isolate for 7 days. You can<br />

arrange to have medicines delivered by friends or whānau.<br />

If needed, pharmacies that provide COVID antiviral medicine<br />

can have them delivered to you, for free.<br />

Free RATs<br />

Free rapid antigen tests (RATs) are available for everyone, and you do not need to have COVID to get them.<br />

You can order them online at RequestRATS.Covid19.health.nz and collect them at community providers,<br />

for one<br />

Serves 1<br />

Ingredients<br />

2 tsp tice bran oil<br />

1 chicken breast, skinless, sliced<br />

1 small onion, sliced<br />

2 tsp Thai green curry paste<br />

2 tbsp water<br />

165gm coconut milk, or coconut<br />

cream<br />

1 to serve lime, halved<br />

Directions<br />

Heat a frying pan, add oil and<br />

pan-fry skinless chicken breast,<br />

trimmed and sliced for 5min to<br />

brown on both sides. Remove to<br />

one side.<br />

Add sliced onion to the pan<br />

and stir-fry to lightly brown. Add<br />

curry paste and gently fry for<br />

1min to release flavours.<br />

Add water and mix until<br />

smooth, then stir in the coconut<br />

milk or cream.<br />

Return chicken to the pan and<br />

simmer very gently (do not allow<br />

to boil) for 5min, stirring often.<br />

Stir in fresh coriander and<br />

serve with lime wedges on the<br />

side to squeeze over.<br />

The curry should not need any<br />

salt and pepper as the curry paste<br />

is full of strong flavours.<br />

Don’t allow the mixture to boil<br />

once the coconut milk has been<br />

added or the sauce may separate.<br />

Steak with whisky<br />

mushroom sauce<br />

Serves 1<br />

Ingredients<br />

1 beef steak, thick eye fillet or<br />

scotch fillet<br />

½ tbsp olive oil<br />

2 Spring onions, finely chopped<br />

100g button mushrooms, finely<br />

sliced<br />

1 tbsp whisky, scotch<br />

1 Oxo cube dissolved in<br />

¼ cup water<br />

1 tbsp cream<br />

Sprinkle thyme<br />

Directions<br />

Bring the steak to room temperature<br />

well before cooking<br />

and sprinkle with a little salt and<br />

pepper.<br />

Heat a heavy frying pan, then<br />

add the oil. Once it starts smoking,<br />

add the steak and cook<br />

for 2-3 minutes on each side.<br />

Remove them to a plate and cover<br />

with foil.<br />

Reduce the heat and add the<br />

onion, stirring to lift any meat<br />

residue off the bottom of the pan.<br />

Toss them around for a minute<br />

or two, then add the mushrooms<br />

and thyme.<br />

Once the mushrooms soften,<br />

add the whisky. The alcohol may<br />

ignite and flare up, but it will<br />

quickly subside.<br />

Add the stock and allow the<br />

sauce to bubble and thicken.<br />

Finally, stir in the cream, then<br />

return the steaks to the pan and<br />

cook for another minute.<br />

Serve on heated plate, spooning<br />

sauce over each steak. Accompany<br />

with steamed baby carrots<br />

and snow peas and a few sprigs of<br />

chervil.<br />

Lamb & brown rice salad<br />

Serves 1<br />

Ingredients<br />

1 courgette, sliced<br />

½ cup brown rice<br />

1 red capsicums, deseeded and<br />

chopped<br />

4 asparagus spears, chopped<br />

150gm lamb, back straps<br />

½ tbsp olive oil<br />

1 salt and freshly ground pepper,<br />

to season<br />

Dressing<br />

¼ tbsp lemon juice<br />

¼ tsp Harissa paste<br />

¼ tsp Dijon mustard<br />

pinch sea sal<br />

1 tbsp olive oil<br />

Directions<br />

Place rice in a saucepan with 2<br />

cups of lightly salted water.<br />

Bring to the boil, immediately<br />

cover and reduce heat to as low as<br />

possible and simmer for 25 to 30<br />

minutes until water is absorbed<br />

and rice is cooked.<br />

Alternatively, cook rice according<br />

to packet instructions. Turn<br />

rice out onto a shallow dish to<br />

cool.<br />

Meanwhile, heat a griddle or<br />

barbecue grill, toss courgettes,<br />

capsicum and asparagus with a<br />

little oil and cook until just tender.<br />

Set aside.<br />

Brush the lamb with oil and<br />

season with salt and pepper.<br />

Cook the lamb over a high heat<br />

on the griddle or barbecue for 3<br />

minutes each side, or more if you<br />

like. Set lamb aside to rest.<br />

Combine the lemon juice,<br />

harissa, mustard, salt and olive oil<br />

in a bowl. Roughly chop asparagus,<br />

then mix vegetables with<br />

rice.<br />

Slice lamb into 1cm thick slices<br />

and either combine with salad<br />

or arrange on top. Drizzle with<br />

dressing and serve.<br />

Pea, ham and sour<br />

cream fettuccine<br />

Serves 1<br />

Ingredients<br />

120gm fettuccine, or spaghetti<br />

90gm Champagne ham, diced<br />

1 cup frozen peas, defrosted<br />

60gm sour cream, or creme<br />

Bring a large pot of salted water<br />

to the boil. Add pasta, stir and<br />

cook for 6-8min or until al dente.<br />

Stir pasta a few times while<br />

cooking to prevent it sticking<br />

Drain pasta, then add back to<br />

the pot along with the ham, peas,<br />

sour cream and lemon juice.<br />

Toss everything together and<br />

warm through on low heat.<br />

Season to taste with a little salt (if<br />

needed) and freshly ground black<br />

pepper.<br />

A few torn basil leaves on top<br />

will add extra flavour. Eat while<br />

Pancakes<br />

Serves 1<br />

Ingredients<br />

½ cup trimmed mung bean<br />

sprouts<br />

1 medium carrot, julienned<br />

2 spring onions<br />

1 x 4cm chilli, seeds in<br />

½ cup water<br />

2 large eggs, lightly beaten<br />

¼ tsp sesame oil<br />

2 tbsp self-raising flour<br />

1 clove garlic, crushed<br />

1-2 tbsp rice bran oil<br />

Directions<br />

Wash bean sprouts under cold<br />

water and drain well.<br />

Julienne the carrot to make<br />

about ½ cup. Halve spring onions<br />

lengthwise, then cut into 5cm<br />

lengths. Cut chilli into 5mm<br />

rounds.<br />

Whisk water, eggs, sesame<br />

oil and flour together in a large<br />

bowl, until smooth. Add vegetables,<br />

chilli and garlic. Mix<br />

well. Heat half the rice bran oil in<br />

a non-stick frying pan. Add half<br />

the vege mixture and pat down<br />

evenly.<br />

Loosely cover and cook on<br />

medium heat for about 2min,<br />

until the underside is golden.<br />

Flip pancake.<br />

Continue cooking until veges<br />

are crisp-tender, about 3min.<br />

Place on a warm plate and keep<br />

warm while preparing the second<br />

pancake.<br />

Great served drizzled with<br />

a sauce prepared from 1 tbsp<br />

of soy sauce and 1 tsp of rice<br />

vinegar.<br />

e Rotary club of Ferrymead<br />

has been assisting the local<br />

community since 1993, by<br />

raising funds from various<br />

sources and channelling the<br />

proceeds back into the<br />

community. is year will see<br />

the rst of what we trust will<br />

become an annual event – e<br />

Ferrymead Rotary Art Show.<br />

Over 30 local artists are<br />

contributing over 250 works of<br />

art for the event, with Colin<br />

MacLaren being the feature<br />

artist. ese will consist mainly<br />

of paintings, but also glass<br />

works, sculpture and other<br />

medium. e event will be held<br />

at Club Redcliffs.<br />

In addition to providing items<br />

for sale, seven of the artists have<br />

supplied art works for auction<br />

on Friday evening (open from<br />

6.00pm to 9.00pm, auction<br />

commences 7.30pm). e<br />

evening promises to be a festive<br />

occasion, with wine and nibbles<br />

provided for the low $10<br />

admission fee.<br />

e following Saturday and<br />

Sunday, between the hours of<br />

9.00am and 3.00pm, the public<br />

is invited to view and purchase<br />

the displayed works (gold coin<br />

admission). Purchased art works<br />

will be available for collection<br />

aer 2.00pm Sunday.<br />

Rotary Club to undertake<br />

Programme”, whereby Year 7 &<br />

8 students are supported to build<br />

empathy and generally improve<br />

their personal resilience and<br />

lifestyle.<br />

● Supporting young adults to<br />

attend RYLA – Rotary Young<br />

Leader Awards – where those<br />

attending will experience growth<br />

and development as a leader and<br />

how to inspire others, develop<br />

their own personal skills and<br />

strengths, interact with and learn<br />

from inspirational business and<br />

community leaders and advance<br />

their ability to operate and<br />

communicate effectively in a<br />

team environment<br />

● Supporting high school<br />

students to attend the National<br />

Science and Technology Forum,<br />

which is designed to assist<br />

students intending to pursue<br />

studies in Science, Mathematics<br />

and/or Technology courses at<br />

New Zealand Tertiary<br />

Institutions.<br />

● Providing teaching<br />

materials for the House of<br />

Science educational programme,<br />

which promotes scientic<br />

learning to students in an<br />

enjoyable and highly functional<br />

manner.<br />

● Providing meals for<br />

families at Ronald McDonald<br />

House.<br />

● Providing funds to assist<br />

the Estuary Fest.<br />

To be able to undertake these<br />

and other projects, the Rotary<br />

Club sources funds from the<br />

community and benefactors<br />

(such as the Art Show sponsors),<br />

with all funds channelled back<br />

into the community. e Club<br />

looks forward to being able to<br />

continue undertaking this work<br />

Award-winning painter and onetime Mt Pleasant resident Colin MacLaren has been conrmed<br />

as the feature artist for the debut Ferrymead Rotary Art Show in Redcliffs in November.<br />

MacLaren, a former Ferrymead Rotary member now based in Central Otago, won the top art<br />

award at the Alexandra Blossom Festival in late September. He was also recognised for the<br />

overall quality of the four paintings he entered in the Central Otago Art Society exhibition. is<br />

was the rst time these two awards have gone to the same artist.<br />

Twelve of his paintings, including his recent winners, will be on display and on the market at<br />

the Ferrymead Rotary show at Club Redcliffs from November 4-6. ese will include: his awardwinning<br />

work for the Christchurch telephone directory cover; various Christchurch landmarks<br />

(including an historical view of Moncks <strong>Bay</strong>); vineyard and autumn scenes; and Italian scenes.<br />

Artists on show<br />

More than 30 artists, many of them with a local link, have been conrmed<br />

for the Rotary show, and all up, they will contribute over 250 works. And<br />

while most of works on display will be paintings, there will also be glass<br />

works, sculptures and works in other mediums.<br />

Bob ayer, who chairs the organising committee, says the show has<br />

two main aims – to encourage and recognise local artists, and to raise<br />

funds for the Rotary club to channel back into community work and<br />

activities. e aim is to make the show an annual event.<br />

In addition to providing items for sale, seven of the artists have offered<br />

works for an auction at the November 4 evening opening. e show will<br />

open from 6pm to 9pm, with the auction starting at 7.30pm. It promises<br />

to be a festive occasion, with wine and nibbles part of the deal for the $10<br />

admission fee.<br />

On the Saturday and Sunday (November 5-6), between 9am and 3pm,<br />

the public will be able to view and buy displayed works (gold coin<br />

admission). Purchased art works will be available for collection aer 2pm<br />

Sunday. Buyers can pay for works by cash or card. Should you wish to pay<br />

by credit cards a 2% surcharge is payable.<br />

Since its inception 30 years ago Ferrymead Rotary has concentrated on<br />

supporting its local (Sumner/Redcliffs/Ferrymead) communities, raising<br />

funds by various means and working to enhance local facilities and<br />

activities.<br />

Funds raised from this year’s art show will go towards meeting<br />

community needs and supporting community projects.<br />

Sumner-Ferrymead Foundation trustee stands down<br />

ONE OF THE original trustees<br />

of the Sumner-Ferrymead<br />

Foundation has stepped down.<br />

Well-known 50-year resident<br />

of Sumner, Julie Cunningham<br />

was one of the original trustees<br />

when the foundation was started<br />

in 1993.<br />

Julie had a career in radio and<br />

television starting in the early<br />

1960s and became especially<br />

well known on early television in<br />

New Zealand.<br />

She was one of New Zealand’s<br />

first woman announcers when<br />

television in New Zealand<br />

started. There will be plenty of<br />

people who still remember Julie<br />

nightly on CHTV3 (although as<br />

a woman, she had to do battle<br />

with management to be allowed<br />

in front of a camera.)<br />

After a career as a broadcaster,<br />

Julie was in business and then<br />

became a prominent real estate<br />

agent in Sumner and surrounds.<br />

In 1990, she was living in<br />

Sumner when Dora Grut<br />

(nee Neville) came back to<br />

Christchurch for a visit.<br />

Dora loved Sumner but<br />

had lived most of her life in<br />

Vancouver. There she had seen<br />

first-hand the help that trusts<br />

could give communities and at<br />

the end of her Christchurch visit,<br />

she made a $10,000 donation<br />

to the people of Sumner. A<br />

few years later, Dora died and<br />

bequeathed a further $50,000 to<br />

the people of Sumner.<br />

Clem Paterson was<br />

instrumental in establishing<br />

the trust and he was helped<br />

by many members of Sumner<br />

Lodge. Julie was invited<br />

to become a trustee on<br />

establishment in 1993 and she<br />

has remained in that position<br />

up until a couple of months<br />

ago.<br />

The Sumner Foundation<br />

extended its area to Redcliffs,<br />

Mt Pleasant, Heathcote and<br />

Brookhaven. The name is<br />

now the Sumner-Ferrymead<br />

Foundation.<br />

Julie Cunningham has stepped down as a Sumner-Ferrymead Foundation<br />

trustee. She is pictured above during her time as a television announcer.<br />

Over the nearly 30 years of<br />

its existence, the foundation<br />

has helped local people in their<br />

sporting, artistic and education<br />

pursuits. It has also helped<br />

fund environmental and other<br />

projects. Over the 30 years, the<br />

foundation has helped a huge<br />

number of people.<br />

Our recently developed<br />

scholarship programme looks<br />

like it could become one of our<br />

more significant initiatives.<br />

The SFF is still in good<br />

financial health; we have<br />

nearly $300,000 in funds, and<br />

as some long-standing trustees<br />

have recently retired, we<br />

have been delighted to appoint<br />

some excellent replacement<br />

trustees.<br />

The SFF will miss Julie, she<br />

is very well connected to the<br />

communities she has served,<br />

and we will now be without<br />

her institutional and local<br />

knowledge.<br />

As the last original trustee<br />

to step down, we hope that<br />

Julie will be pleased to see new<br />

trustees set out to build on her<br />

work of 30 years.<br />

Skoda expands hybrid range<br />

IN THIS DAY and age of sport<br />

utility vehicles it may come as some<br />

surprise to know that Skoda’s best<br />

selling model is actually a station<br />

wagon.<br />

I’m delighted by that, I’ve long<br />

adored wagons for their practicality<br />

and sedan-like feel.<br />

I’m no stranger to the Octavia<br />

wagon, over the years several have<br />

come my way for evaluation and<br />

I’ve never yet found one I don’t like.<br />

That’s still the case, there is a<br />

new Octavia wagon in the Skoda<br />

fleet and it is a departure from the<br />

normal. Well, that’s not so radical<br />

in today’s age because the Octavia<br />

iV is a hybrid, what’s more it is<br />

a plug-in hybrid and it is part of<br />

a line-up that is creeping more<br />

and more towards the benefits of<br />

electrical propulsion.<br />

Regular readers will recall my<br />

Superb iV evaluation in May, the<br />

Octavia wagon actually has much<br />

the same driveline as that car and<br />

it is better for it, less weight means<br />

greater performance and it has<br />

similar economy and distance to<br />

travel figures.<br />

The Octavia wagon iV has a<br />

1.4-litre four-cylinder petrol engine<br />

and that is the catalyst of the hybrid<br />

system, it works in conjunction<br />

with an electric motor to provide<br />

drive.<br />

The supercharged and<br />

turbocharged system is rated at<br />

180kW, 110kW coming from the<br />

petrol engine, the rest coming<br />

from electric energy. There’s also<br />

a healthy 400Nm of torque that is<br />

available from just 1550rpm, which<br />

means a substantial amount of low<br />

down impetus.<br />

Drive is channelled through a<br />

direct shift transmission, there<br />

are six gearing points resulting<br />

in quick-changing, fluid shifts.<br />

Incorporated into the system are<br />

traditional drive mode options –<br />

economy, sport and normal, and<br />

if you want to manipulate the<br />

gearing, that can be done through<br />

steering wheel-mounted paddles.<br />

Each of the drive modes work<br />

quite differently, it is a complex<br />

system, but in essence it operates<br />

with the driver completely unaware<br />

of its operation. Put simply, when<br />

using e-mode the Octavia will<br />

drive purely on electricity up to a<br />

distance of 60km. In sport mode,<br />

both the electric motor and petrol<br />

engine are engaged to provide a<br />

more dynamic feel. Hybrid-mode<br />

switches between both the motor<br />

and engine depending on need.<br />

As with all hybrid systems,<br />

fuel economy is the benefactor,<br />

especially in e-mode. The TSi<br />

engine has come from the wider<br />

Volkswagen group and it has<br />

thrifty fuel use as a manufacturing<br />

priority, and when you add the<br />

benefits of electric power it merely<br />

sips fuel, the driveline is rated with<br />

a spectacular 1.6-litre per 100km<br />

combined cycle average. Those<br />

figures are at best possible usage,<br />

even driving with fuel economy<br />

in mind I couldn’t replicate them,<br />

but I did see the readout sitting<br />

at a combined cycle average<br />

of 4.6l/100km on a couple of<br />

occasions. At 100km/h on the open<br />

road the instantaneous readout<br />

sits at 3.4l/100km with the engine<br />

pulling just 2000rpm.<br />

Other figures of relative<br />

importance are a lively 7sec<br />

standstill to 100km/h acceleration<br />

time, and 5.8sec for a highway<br />

overtake (80-120km/h). Mid-range<br />

response is quite rewarding, the<br />

energy created through electrical<br />

energy is certainly beneficial.<br />

I took the evaluation car on<br />

much of my normal high country<br />

run. On the open road it sits quietly<br />

and dispenses the kilometres with<br />

ease. You can feel the hybrid system<br />

changing modes as it determines<br />

what is necessary to promote<br />

drive, but it is not invasive and you<br />

quickly become disconnected to its<br />

operation.<br />

When it comes to handling<br />

those tricky inland bends the<br />

Octavia iV has direct steerage and<br />

precise corner turn-in. Low profile<br />

Bridgestone Turanza tyres (225/45<br />

x 18in) and firmish suspension<br />

settings aid grip immensely and<br />

combine to provide a very sporty<br />

handling balance.<br />

Not only does the Octavia<br />

wagon have optimal spring and<br />

damper rates, the entire suspension<br />

structure is one of engineering<br />

quality. Given that drive is directed<br />

out of the front wheels, Skoda<br />

could well have engineered a single<br />

tube beam torsion axle across the<br />

rear, and the argument for that<br />

would have been to better adapt<br />

for load carrying. However, there’s<br />

a wonderful independent strut<br />

arrangement and it controls rear<br />

wheel movement wonderfully,<br />

bumps and ruts are absorbed<br />

quietly while occupant comfort is<br />

maintained to a high level.<br />

Like most plug-in electric<br />

vehicles the Octavia iV comes<br />

with two charging cables, one for<br />

domestic supply and a type 2 for<br />

quick charging at a designated<br />

charging station. I never used the<br />

latter instead opting to charge from<br />

my garage on a regular basis. After<br />

a week in my care it just became a<br />

matter of routine to plug in after a<br />

journey. I found that an overnight<br />

plug-in was enough to generate<br />

100 per cent battery capacity. The<br />

domestic cable also has decent<br />

length at 6m, easily manageable in<br />

the situation at my home.<br />

The Octavia wagon iV is priced<br />

at $65,990 in standard form<br />

(150kW), the evaluation car was a<br />

high-spec RS version that adds $7k;<br />

however, both easily qualify for the<br />

Government’s clean car rebate, a<br />

discount of $5750 will be refunded<br />

after purchase.<br />

The Octavia wagon came at an<br />

opportune time for me, lengthy<br />

items were needed to continue a<br />

home improvement project I’m<br />

working on and they easily loaded<br />

into the wagon section.<br />

It’s that sort of everyday usage<br />

that wagons offer, and they are<br />

popular amidst a wide crosssection<br />

of buyers who, like me,<br />

relate to their purpose.<br />

HOUSING BOTTOM LINES<br />

NATIONAL POLICY STATEMENT FOR<br />

URBAN DEVELOPMENT<br />

Christchurch City Council has inserted Housing Bottom Lines in the<br />

Christchurch District Plan in accordance with section 55(3) of the Resource<br />

Management Act 1991 (RMA) and Clause 3.6(2)(b) of the National Policy<br />

Statement on Urban Development 2020 (NPS-UD).<br />

What has changed?<br />

Changes made through this process seek to:<br />

• Give effect to the National Policy Statement on Urban Development<br />

• Clarify what the minimum housing needs are for Christchurch for the<br />

long term<br />

• Update existing housing demand figures in the District Plan to the results<br />

of the 2021 Greater Christchurch Housing Capacity Assessment<br />

More information<br />

The NPS-UD requires Tier 1 and 2 local authorities to set housing bottom lines<br />

for the short-medium term (next 10 years) and the long term (10 to 30 years) in<br />

their regional policy statements and district plans.<br />

The housing bottom lines represent the amount of development capacity<br />

required to meet expected housing demand in Greater Christchurch over<br />

the next 30 years plus an additional 15 to 20 per cent to allow a margin for<br />

competitive land markets. The housing bottom lines are based on information<br />

in the 2021 Greater Christchurch Housing Capacity Assessment.<br />

The Canterbury Regional Policy Statement (CRPS) has also been amended<br />

by deleting the existing Objective 6.2.1a Targets for Sufficient, Feasible<br />

Development Capacity for Housing and replacing it with Objective 6.2.1a<br />

Housing Bottom Lines, as set out below:<br />
