Only disidentified data is used in discussions with third party organisations <strong>and</strong> the confidentiality <strong>of</strong> the reporter<br />

is assured in any contact with an external organisation. No personal details are retained from reports received.<br />

After ensuring that the report contains all relevant information, all personal details are deleted when the report is<br />

closed with an acknowledgement letter sent to the reporter. Each report is allocated unique reference identification.<br />

After the deletion <strong>of</strong> personal details, CHIRP is unable subsequently to contact the reporter. The reporter may, if<br />

he/she wishes, contact the CHIRP <strong>of</strong>fice for additional information by using the report reference identification.<br />

16.6.3 CHIRP FEEDBACK: The newsletter Maritime FEEDBACK is published quarterly by CHIRP Maritime, covering<br />

current topics from disidentified reports, <strong>and</strong> including new report forms, <strong>and</strong> is distributed widely, currently with<br />

a hard copy circulation <strong>of</strong> around 38,000. Some reports are disidentified further (e.g. time <strong>and</strong> place, company,<br />

reporter's gender) before being published in FEEDBACK. FEEDBACK maintains an awareness <strong>of</strong> Human Factors<br />

issues within the broad maritime sector, worldwide, <strong>and</strong> provides a forum for discussion. CHIRP uses Facebook<br />

to comment on current maritime safety issues, particularly those in which confidential reporting <strong>of</strong> hazardous<br />

incidents could contribute to improvement.<br />

16.6.4 Confidential Reporting through CHIRP Maritime: Operators <strong>and</strong> other persons involved with the design,<br />

construction <strong>and</strong> operations <strong>of</strong> <strong>MASS</strong> are encouraged to engage with <strong>and</strong> learn from the CHIRP Maritime<br />

programme. Online copy <strong>of</strong> the CHIRP Maritime FEEDBACK <strong>and</strong> more information about the programme is<br />

available at the CHIRP Maritime programme website: https://www.chirpmaritime.org/<br />

Confidential reports should be submitted to CHIRP Maritime by use <strong>of</strong> the on-line reporting process, at the<br />

following link: https://report.chirpmaritime.org/submit.aspx<br />

The process <strong>of</strong> reporting <strong>and</strong> all guidance necessary is provided as the submission is made. But all persons<br />

making a report should be aware that all information provided is treated by CHIRP Maritime <strong>and</strong> its contributing<br />

pr<strong>of</strong>essionals with the utmost confidentiality.<br />

17 Security<br />

17.1 OBJECTIVE<br />

The objective <strong>of</strong> this Chapter is to provide guidance on the considerations <strong>and</strong> requirements necessary<br />

to meet the provisions <strong>of</strong> the IMO ISPS <strong>Code</strong>.<br />

17.2 SCOPE<br />

17.2.1 The scope <strong>of</strong> this Chapter is to ensure security in the operation <strong>of</strong> <strong>MASS</strong> by, inter alia:<br />

n Ensuring the performance <strong>of</strong> all <strong>MASS</strong> security duties;<br />

n Controlling access to the <strong>MASS</strong> itself <strong>and</strong> to its control station;<br />

n Reducing the risk <strong>of</strong> third-party cyber interception <strong>of</strong> <strong>MASS</strong> communications;<br />

n Controlling the embarkation <strong>of</strong> persons on the <strong>MASS</strong>;<br />

n Monitoring restricted areas <strong>of</strong> the <strong>MASS</strong> control station to ensure that only authorised persons have access;<br />

n Monitoring both the <strong>MASS</strong> <strong>and</strong> the control station;<br />

n Ensuring that security communication is readily available.<br />

17.2.2 The regulation <strong>of</strong> ship security may be found in a number <strong>of</strong> sources including in the Annex to the International<br />

Convention for the Safety <strong>of</strong> Life at Sea, 1974 (as amended), SOLAS Chapter XI-2, as well as the International<br />

Ship & Port Facility Security <strong>Code</strong>, 2003 <strong>and</strong> SOLAS amendments (the ISPS <strong>Code</strong>).<br />

17.2.3 Both SOLAS Chapter XI-2 <strong>and</strong> the m<strong>and</strong>atory obligations found in Part A <strong>of</strong> the ISPS <strong>Code</strong> apply to “ships” <strong>of</strong><br />

500 gross tonnage <strong>and</strong> upwards. Such obligations would only find application to those <strong>MASS</strong> which are registered<br />

as “ships” under international law <strong>and</strong> meet this tonnage threshold.<br />

17.2.4 The Administration may allow a particular ship, or group <strong>of</strong> ships, to implement other security measures equivalent<br />

to those prescribed under both SOLAS Chapter XI-2 <strong>and</strong> in Part A <strong>of</strong> the ISPS <strong>Code</strong>, provided those measures<br />

are at least as effective in ensuring security.<br />

17.2.5 Even outside the direct applicability <strong>of</strong> SOLAS Chapter XI-2 <strong>and</strong> the ISPS <strong>Code</strong> measures should be taken by<br />

<strong>MASS</strong> Operating Companies to ensure security in the operation <strong>of</strong> <strong>MASS</strong>.<br />

17.2.6 <strong>MASS</strong> Owners <strong>and</strong> Operators are responsible for security in the operation <strong>of</strong> their <strong>MASS</strong>. Ensuring <strong>MASS</strong> security<br />

will require technical requirements for the <strong>MASS</strong> itself as well as procedures to be observed by the <strong>MASS</strong><br />

operating company <strong>and</strong> the employment <strong>of</strong> qualified security personnel.<br />

17.3 <strong>MASS</strong> TECHNICAL REQUIREMENTS<br />

17.3.1 <strong>MASS</strong> shall be designed so as to ensure appropriate compliance with the objectives <strong>of</strong> this Chapter.<br />
