8.12.8 Specific techniques ensure that mistakes <strong>and</strong> errors are avoided across the entire life-cycle. Errors introduced<br />

anywhere from the initial concept, risk analysis, specification, design, installation, maintenance <strong>and</strong> through to<br />

disposal could undermine even the most reliable protection. IEC 61508 specifies techniques that should be used<br />

for each phase <strong>of</strong> the life-cycle. The seven parts <strong>of</strong> the first edition <strong>of</strong> IEC 61508 were published in 1998 <strong>and</strong><br />

2000. The second edition was published in 2010.<br />

8.13 <strong>MASS</strong> DISPOSAL<br />

9.1 OBJECTIVE<br />

8.13.1 <strong>MASS</strong>, for the purposes <strong>of</strong> this <strong>Code</strong>, will follow the existing legal policies <strong>and</strong> practices already in place for<br />

manned ships when an owner decides to dispose <strong>of</strong> its <strong>MASS</strong>.<br />

The objective <strong>of</strong> this Chapter is to provide guidance on the lights, shapes <strong>and</strong> sound signals required<br />

by <strong>MASS</strong>.<br />

8.13.2 Disposal will take two forms. These are:<br />

n Disposal by sale to new owner;<br />

n Disposal by sale to a ship breaker as a <strong>MASS</strong> end <strong>of</strong> life activity, which is known as Recycling..<br />

8.13.3 Disposal by Sale. <strong>MASS</strong> owners will follow the existing maritime ship sale processes as agreed in maritime law.<br />

This may include the use <strong>of</strong> a ship broker to facilitate the sale to a third party. The selling process usually involves<br />

three stages. These are:<br />

n Negotiations <strong>and</strong> Contracts Stage;<br />

n Inspection Stage;<br />

n Completion Stage.<br />

8.13.4 Memor<strong>and</strong>um <strong>of</strong> Agreement (MOA) will be drawn up by the shipbroker on behalf <strong>of</strong> the <strong>MASS</strong> owner. The MOA<br />

is the formal contract <strong>of</strong> sale <strong>of</strong> the <strong>MASS</strong>. <strong>MASS</strong> owners will, where possible, take advantage <strong>of</strong> the existing<br />

st<strong>and</strong>ard forms <strong>of</strong> MOA contract, one example being the Norwegian Sale Form (NSF). For a <strong>UK</strong> Registered<br />

<strong>MASS</strong>, the sale must be accompanied by an MCA Bill <strong>of</strong> Sale document, or similar for overseas nations.<br />

8.13.5 Disposal by Recycling. <strong>MASS</strong> owners will follow the current recycling process <strong>and</strong> procedures as laid out in<br />

National, Regional <strong>and</strong> International law.<br />

9.2 SCOPE<br />

9.2.1 If it can be demonstrated that, for a particular <strong>MASS</strong>, full compliance with the regulations is impracticable, then<br />

application can be made to the Administration where considered necessary, via the RO, for consideration <strong>of</strong><br />

exemptions <strong>and</strong> equivalent arrangements, taking into account the class <strong>and</strong> nature <strong>of</strong> the operation <strong>of</strong> the <strong>MASS</strong><br />

concerned.<br />

9.3 LIGHTS, SIGNALS & SHAPES<br />

9.3.1 A <strong>MASS</strong> should comply with the requirements <strong>of</strong> the International Regulations for Preventing Collisions at Sea,<br />

1972, as amended (COLREG). With regard to Part C, a <strong>MASS</strong> which operates only between sunrise <strong>and</strong> sunset,<br />

<strong>and</strong> in favourable weather, is not required to carry navigation lights.<br />

9.3.2 Table 9-1 is a summary table <strong>of</strong> navigation lights appliances for <strong>MASS</strong>. This Table is for guidance only <strong>and</strong> does<br />

not cover all possible operations. Reference should be made to the regulations stated in Paragraph 9.3.1 for all<br />

operations not covered.<br />

8.13.6 <strong>MASS</strong> ship builders will ensure that each vessel is supplied with an Inventory <strong>of</strong> Hazardous Materials (IHM).<br />

8.13.7 <strong>MASS</strong> owners will ensure that the IHM is maintained during the period that they own the <strong>MASS</strong> platform.<br />

8.13.8 <strong>MASS</strong> owners when disposing <strong>of</strong> a <strong>MASS</strong> platform for recycling will ensure that the IHM is up to date.<br />

8.13.9 There are a number <strong>of</strong> guides on the recycling <strong>of</strong> ships that are applicable for application to the recycling <strong>of</strong><br />

redundant <strong>MASS</strong>. The following is one example.<br />
