Showcommitment recognised<br />

When Philip Worthington told his wife,<br />

Kay, he wantedtolink with Rangiora High<br />

School to have students trainand lead<br />

theircattle at A&Pshows,she was<br />

sceptical.<br />

‘‘Youwant to take someone else’s<br />

children and young cattle into apublic<br />

space?<br />

‘‘What could possiblygowrong?’’ asked<br />

Kay.<br />

However, 13 years on, and manyshows<br />

later, the Worthingtons and their<br />

Woolstone Park Lowlines stud near<br />

Rangiora have introducedmany young<br />

people to the showing movement and<br />

giventhem the chance to learn about<br />

handling cattle.<br />

At the recent NZ Agricultural Showin<br />

Christchurch theywere recognised for<br />

theirencouragement of youth, and<br />

commitment to the showing movement.<br />

Each received aRoyalAgricultural<br />

Society Medal presented in the cattlering<br />

by the RASpresident, RachelWalker,<br />

during the show’s premier beef cattle<br />

event, the Meat and Wool Cup.<br />

The Worthingtons were themselves<br />

helped to learn the craft by other New<br />

Zealand and Australianexhibitors.<br />

The transtasmanlink is still strong, with<br />

youngQueenslander Meggie Riethmuller<br />

also helping with theirteam of kids and<br />

cattle.<br />

They met Meggiewhen she was a<br />

15­year­old winner of an exchange<br />

scholarshipand spent aweek staying with<br />

them and judging at thethen Christchurch<br />

Show.<br />

She has returned to assist at the shows<br />

and teach her youngaudiencethe craft of<br />

clipping and presenting cattlefor the last<br />

sevenyears.<br />

Philip said, on receiving the surprise<br />

medal, that he definitely gets more back<br />

from working with the young people than<br />

he putsin.<br />

Theirenthusiasm and passion keephim<br />

young, he says.<br />

Kay says the mostrewarding part is<br />

seeing the handlers growinconfidence<br />

and knowledge as theygain experience.<br />

careers in agriculture for their young<br />

charges.<br />

‘Quite afew have gone on to jobs in the<br />

industry –dairy farming, withfirms such<br />

as Ravensdown, Balance or Gallaghers as<br />

saleand field representatives, vet<br />

technicians, and associated primary<br />

produceroles suchasinhoneyand<br />

beeswax, and contracting.<br />

‘‘Some would have gonedownthose<br />

paths anyway,but for otherscattle<br />

handling introduced them to those<br />

opportunities, and that’s aneat outcome.<br />

‘‘For someit’s the team experience,and<br />

respectand knowledge for animals.’’<br />

Philip learned of Queensland and New<br />

South Walesschools’ use of Lowlines in<br />

the curriculum, andregular outings on the<br />

show circuit there, and wanted to<br />

replicate thathere.Hence the approach to<br />

the Rangiora High School’s Rural Studies<br />

department.<br />

For the last 12 years teacher Gillian<br />

Kosterhas been astalwart supporterof<br />

the cattlehandling programme, andsome<br />

students have been awardedtheir school<br />

colours for cattlehandling.<br />

The Woolstone studgave Rangiora High<br />

adozen heifers lastyear and the school –<br />

which now has the first registeredschool<br />

Lowline stud outsideAustralia –got nine<br />

calvesthis year.<br />

‘‘Who knows–hopefully theschool<br />

mightbreak in thosecalvesand start its<br />

own showing programme. That would be<br />

the perfectresult,’’ says Philip.<br />

He has been agreat advocatefor theNZ<br />

AG Show developing youth competition<br />

and competitors, includingaschool teams<br />

paraders class –and, at 75, is probably the<br />

oldest memberofayouth sub­committee<br />

anywhere in thecountry.<br />

He is also on the <strong>Canterbury</strong><br />

Agricultural and Pastoral Association’s<br />

general committee andcattle committee,<br />

the financeand show committeesofthe<br />

<strong>North</strong>ern A&P AssociationinRangiora,<br />

and is aCentral Districtscouncillor for the<br />

Royal Agricultural Society.<br />

Proposed RMA reform ‘stuns’<br />

ManagementAct (RMA) reformwill take<br />

away local decisionmaking.<br />

EnvironmentMinister David Parker<br />

announced the introduction of the Natural<br />

and Built Environments andSpatial<br />

PlanningBillstoParliamentonTuesday<br />

afternoon.<br />

Amongthe proposed changes is the<br />

scrappingof100 districtand regional<br />

plansand regional policy statements,<br />

whichwouldbereplaced by 15 regional<br />

plans.<br />

Athird piece of legislation,the Climate<br />

AdaptationBill is due to be announced<br />

next year.<br />

Waimakariri Mayor Dan Gordon and<br />

MarieBlack, MayorofHurunui,said they<br />

had not had achance to review the<br />

proposed legislation, but Kaikōura Mayor<br />

CraigMacklesaid he was‘‘stunned’’ by the<br />

announcement.<br />

‘‘I am justseeing moreand more‘big<br />

brother knows best’coming from the<br />

Government,’’ Mr Macklesaid. ‘‘We have<br />

looked at amalgamation beforeand this<br />

lookslike amalgamation by stealth.’’<br />

Hurunui District Councilchief<br />

executive Hamish Dobbie said the reform<br />

proposal would lead to aloss of local<br />

decision making.<br />

The recent report on the future of local<br />

governmenthintedatmoving to more<br />

regional governance,including the<br />

possibility of aregional unitary authority.<br />

‘‘It is pretty early days, but we know we<br />

have agovernment which is regionalising<br />

services, if you lookatthe polytechs and<br />

Three Waters,’’ Mr Dobbiesaid.<br />

Kaikōura District Councilchief<br />

executive WillDoughty expressed concern<br />

at the speed and timingofthe<br />

government’s reformagenda and the<br />

pressure it placed on small councils ‘‘to<br />

have meaningful input’’.<br />

He saiddiscussionshad beenheldto<br />

consider whether <strong>Canterbury</strong> could be a<br />

‘‘testcase’’ for aregionalplan, but more<br />

information was beingsought fromthe<br />

Ministry for the Environment.<br />

Mr Gordon said his council will be<br />

looking at the billclosely, and would be<br />

makingasubmission.<br />

Mr Parker saidthe reforms would<br />

simplify the consenting process and<br />

reducecosts, with estimatedsavings of<br />

about $10 billion over 30 years.Hesaid it<br />

would improve housing affordability by<br />

freeing up landfor building and through<br />

fasterand cheaperconsenting.<br />

‘‘Developers,infrastructure providers<br />

and businesseswill see the largest cost<br />

savings as consent volumes and costs<br />

decrease, savinghundreds of millions of<br />

dollarsayear.<br />

But National’s Housing, Infrastructure<br />

and Acting Environment Spokesperson<br />

Chris Bishop saiditwould have the<br />

opposite effect.<br />

‘‘The new Billswill add yet more<br />

bureaucracy,add morecomplexitytothe<br />

system, introduce significantlegal<br />

uncertainty and riskrepeating the<br />

mistakes of the past.’’<br />

Green Party EnvironmentSpokesperson<br />

EugenieSage saidthe proposed<br />

legislation missed the mark whenitcame<br />

to the environment.‘‘TheGovernment<br />

seems to have bought into the outdated<br />

ideathat there is atrade­off between<br />

qualityinfrastructure and good<br />

environmental outcomes. This just isn’t<br />

true.’’<br />

Armistice Day was remembered by over<br />

150 members of the Rangiora RSA,<br />

families and supporters at the Rangiora<br />

cenotaph, last Friday morning —onthe<br />

11th hour, of the 11th day, of the 11th<br />

month.<br />

Two scale WW2 fighter planes flew a<br />

salute overhead while Padre Bill Peck<br />

read the details about the last day of the<br />

war to end all wars in 1918. RSA veteran<br />

Ian Caldwell recited the ode while<br />

Padre Beck played the last post.<br />

Waimakariri District Council Mayor<br />

Dan Gordon, RSA members and the<br />

public laid wreaths and poppies at the<br />

base of the cenotaph which was guarded<br />

by cadets from the NZ Cadet Forces Air<br />

Training Corps 88 Squadron District of<br />

Waimakariri.<br />

Following the ceremony<br />

commemorating Armistice Day, the end<br />

of World War One at 11am on <strong>November</strong><br />

11, 1918, RSA members and supporters<br />

retired to the RSA’s Spitfire restaurant<br />

for aluncheon.<br />

Reform package fails to impress<br />

Proposed changes to the Government’s<br />

Three Waters reformpackage are<br />

‘‘cosmetic’’,say three<strong>North</strong> <strong>Canterbury</strong><br />

council leaders.<br />

Parliament’s finance and expenditure<br />

committee has recommended amix of<br />

rural,provincial and metropolitan<br />

councils be represented on the four<br />

entities, which would hold annual<br />

shareholders' meetings.<br />

Stronger accountability measures and<br />

increasedaudit scrutiny have also been<br />

recommended.<br />

The reforms aim to put New Zealand's<br />

drinking water,wastewater and<br />

stormwaterinto four regional entities,<br />

but councils around the country fearthey<br />

will losecontrol.<br />

<strong>North</strong> <strong>Canterbury</strong>’s councils say the<br />

proposalsdolittletoease their concerns.<br />

‘‘Theproposedchanges are cosmetic<br />

and it doesn’trepresentthe strong<br />

feedback in the 80,000 submissions,’’ says<br />

WaimakaririMayorDan Gordon.<br />

Hurunui Mayor Marie Black described<br />

the select committee’s recommendations<br />

as ‘‘somewhat underwhelming’’.<br />

‘‘Therecommendations have made<br />

little change to the overall contextofthe<br />

reform.’’<br />

which Mr Gordonisdeputy chair,has<br />

joined forceswith the Mayors of<br />

Aucklandand Christchurchtopromotea<br />

model of regional ownership,where<br />

local councils collaborate and can apply<br />

National and the Greens support our<br />

recommendations and it seems even the<br />

Maori Party is leaning towards our<br />

apieceoflegislation as important as this<br />

ideallyneeds cross­party support.<br />

National Party Local Government<br />

SpokespersonSimon Watts says the<br />

select committee feedback showsthe<br />

governmentisstill not listening.<br />

‘‘Itshows that Jacinda Ardern and<br />

Nanaia Mahuta's promise of<br />

consideration and dialogue with mayors<br />

and localcommunities about the<br />

alternatives is just talk.’’<br />

Green Party Three Waters<br />

SpokespersonEugenie Sage says the<br />

model lacksastrong connection to<br />

regional communities and long­term<br />

fundingcertainty.<br />

She says the Green Partyprefers a<br />

seven entitymodel with local councils<br />

havinggreater oversight of the entities.<br />

Under this scenario the <strong>Canterbury</strong><br />

councils could potentially work together,<br />

which is more workablethan an entity<br />

incorporating most of the South Island,<br />

Mr Doughtysays.<br />

‘‘Whateverhappens therewould need<br />

to be further engagement with NgāiTahu<br />

and what it meansfor the Takiwā.<br />

‘‘One of the challenges of the four<br />

entities model is you’ve got such a<br />

diversity of councils and regions, so it<br />

would be verydifficult to get some<br />

consensus.’’<br />

While the tide seems to be turning<br />

against the government, the election is<br />

still ayear away and Mr Doughy fearsthe<br />

legislation could be too advanced to be<br />

repealed.<br />

‘‘I do wonderwith the timeframes,if<br />

they are committedwith these billsand<br />

with the National transition programme<br />

already drafting employmentcontracts,<br />

you wonderhow harditwill be to<br />

unpick.’’<br />

Mr Doughtysays he remains open to<br />

the possibility there may be benefits<br />

from the reform, but if there is ‘‘it needs<br />

to be better articulated’’.<br />

Quilters Quarters to close doors<br />

Rangiora’sQuilters Quarters,which<br />

started as the Bernina Shop 40 years ago,<br />

is closing.<br />

The craft business now in Rangiora’s<br />

former DistrictCourt building, was<br />

formerlyat9High St, next to The<br />

WarehouseRangiora.<br />

West Eyreton’sPauline Forrest has<br />

owneditfor the last14years.<br />

She bought the business after retiring<br />

from a35­year nursingcareer and moved<br />

the shop from HighStreet to the Court<br />

building in Percival Street justover two<br />

yearsago.<br />

Now she is planning to retire fromwork,<br />

and is looking forward to spending more<br />

time withher grandchildren.<br />

Pauline and her husband Grant ownthe<br />

historic Rangiora Court house building<br />

whichopened in 1893. It was given<br />

Landmarks status in 2003 and has a<br />

Historic Places Category II registration.<br />

Courtsignage on the exterior of the<br />

building had to stay, whichcaused<br />

confusion at times for someofPauline’s<br />

customerswho could not understand why<br />

the signageremainedwhen it was no<br />

longer used as acourt house.<br />

‘‘I have hadtotell themIam notallowed<br />

to remove thesign because of the<br />

building's heritage listing,’’ Pauline says.<br />

The building was closed in 2011 for<br />

earthquake strengthening, and in 2014 the<br />

embroiderist, says she will miss Pauline’s<br />

expertise and friendly service.<br />

December 16 is the last day of trading.<br />

Rural Lookout crime app popular<br />

Amobile phoneapp is helping put the<br />

brakesoncrime in <strong>North</strong> <strong>Canterbury</strong>.<br />

The Rural Lookout app was launched<br />

in May, and Police says it is not just<br />

helping targetareas being hit by<br />

criminals, but is also being appreciated<br />

by peoplebecause it is aquick and easy<br />

way to report acrime, or suspicious<br />

behaviour to the police.<br />

The app, whichcan be downloaded on<br />

to asmartphone, allows users to alert<br />

Policeimmediately.<br />

It is still in its trialphase in the pilot<br />

districts of Hurunui and Waimakariri,<br />

where therehave been 2651 downloads<br />

and 190 reports, of which 51 were in the<br />

Hurunui District.<br />

Rangiora Policesays nearly half of the<br />

reportsinthe Hurunui Districtwere<br />

relatedtoacar, or person acting<br />

suspiciously.<br />

‘‘From these reports we have been<br />

able to provideinformationtothe<br />

public,and plan where and when to<br />

increase our presence and patrols.’’<br />

Burglary and theft from outside areas<br />

like yards and garages targetingitems<br />

such as trailers, fuel, tools and firewood<br />

were also reported, as well as unlawful<br />

huntingincluding the slaughterofstock<br />

on privateproperty,and illegal street<br />

racing including burnouts.<br />

‘‘Otherreports we’ve had include<br />

wilful damage to letter boxesand gates<br />

on privateproperty,theft of livestock<br />

and traffic incidents,’’says Constable<br />

Maw.<br />

He saysPolice have beenvery happy<br />

withthe feedback received fromusers<br />

which includes an increased<br />

confidence in police, and appreciation<br />

of receiving afollow up phone call to<br />

any alerts made on the app.<br />

Avisit to Sir Ed’shut<br />

Getting apeek inside Sir Edmund<br />

Hillary’s preserved Antarctic hut was<br />

once considered an impossibility for just<br />

about everyone. Now it’s been made<br />

possible for many through the use of the<br />

latest Virtual Reality technology.<br />

The Antarctic Heritage Trust’s Sir Ed’s<br />

Antarctic hut roadshow visited the<br />

libraries at Amberley and Hanmer<br />

Springs last week to share the<br />

experience with residents as part of a<br />

national tour to showcase the work<br />

undertaken by the trust in Antarctica.<br />

The new virtual reality experience<br />

allows users to explore the hut with<br />

additional interactive features,<br />

including archival audio of Sir Ed and<br />

other members of his team (thanks to the<br />

RNZ collection at Ngā Taonga Sound &<br />

Vision).<br />

The presentation also includes photo<br />

galleries showing historic images of the<br />

experiences, science, landscapes and<br />

wildlife, and contemporary images of<br />

the conserved building and its artefacts<br />

today.<br />

Avisitor to the Amberley library<br />

presentation, Coralee Scott, said she<br />

found the whole experience ‘‘amazing<br />

and so immersive’’as she felt she was<br />

actually there.<br />

Auckland University of Technology and<br />

Staples VR, the virtual reality (VR)<br />

time for Scott Base's 60th anniversary<br />

held in 20<strong>17</strong>.<br />

Using VR, participants can tour the<br />

five rooms of the building, viewing<br />

hundreds of artefacts from the early<br />

years of New Zealand’s Antarctic<br />

programme, while learning more about<br />

New Zealand’s first presence in<br />

Antarctica.<br />

Historic Hurunui homestead opens its doors<br />

An historic Hurunuihomestead will open<br />

its doorsonSunday, December 4, to allow<br />

people to experienceits grandeur, and the<br />

careful restoration work under way.<br />

The Lyndon homestead, owned by Jude<br />

Flintoft and Steve Smith since 2018, is<br />

beingrestored to its former glory after it<br />

was extensively damagedinthe 2016<br />

Waiau/Kaikōura earthquake.<br />

The open day is beinghosted by the<br />

Amuri Historical Society along with Jude<br />

and Steve.<br />

The stunning building,painted in<br />

original red brick and white trim colours,<br />

is set on aslight rise against abackdrop of<br />

trees.<br />

Scottishimmigrant John Tinline<br />

(1859­1884), owned the original Lyndon<br />

run. The 16,000hectare farmwas bought<br />

for $120,000 by the Macfarlanebrothers,<br />

Duncanand Alec in 1884.Theymoved<br />

from Coldstream,onthe outskirts of<br />

Rangiora.<br />

Duncan, aged 24, positioned his 21­room<br />

house carefullywith shelterfrom the<br />

Nor’west windsand access to areliable<br />

water source. The cost of the substantial<br />

kauri and plasterhouseonconcrete<br />

foundations was 837 pounds and 15<br />

shillings. He moved into the home, which<br />

was slightlywest of the site of Tinlines<br />

dwelling, in May 1890.<br />

Mainselectricity was installed in 1957.<br />

Priortothat it manufactured its own gas<br />

supply, thenran an electricitygenerator.<br />

Over successiveyears the original<br />

runholding decreased in size due to<br />

various government Acts such as, the 1915<br />

Discharged Soldiers Settlement Act.The<br />

government could see the need for closer<br />

settlement on existing large farms (runs)<br />

and this brought increased food<br />

production for localconsumptionand<br />

export.<br />

As transportation to markets was in its<br />

Lyndon homestead ... Visitors will be able to experience its grandeur and the restoration work under way.<br />

infancy, and largepastoralrunswere in<br />

remote locations, the Act was passed and<br />

gavethe Governmentauthority to<br />

purchase suitable land, ensuring the<br />

survivalofsupply towns such as Waiau.<br />

The Runholder had the right to retain<br />

any part of his farmthat constituted an<br />

economic unit, as well as the homestead<br />

block. The remaining landwas sold by<br />

ballot.<br />

Duncan Macfarlane remained at<br />

Lyndon and his brother Alec wentto<br />

Achray, Rotherham. Duncanmarried<br />

MaryFrances Newtonin1893. They had<br />

fivechildren.<br />

Duncan died in 1914and the farm was<br />

carriedonasanestate. Of the four sons, it<br />

was James (Jim) thateventuallyfarmed at<br />

Lyndon.Hereturned to the homestead<br />

block in 1926. For the previous 12 years<br />

Lyndon had been well managed by<br />

Duncan McLean, grandfather of current<br />

owner, Jude Flintoft.<br />

Prior to Jim’smarriage in 1929 to<br />

Adrienne Acland, he attended Christs<br />

College and readLaw at Cambridge<br />

University.This marriage produced seven<br />

children,six daughtersand oneson.<br />

Adrienne passed away in 1950 and Jim<br />

remarried in 1952.Eileen, his second wife,<br />

had come to Lyndontolook afterJim’s<br />

young daughters.<br />

She had travelledfrom England and<br />

intended staying for afew months, but<br />

ended up being the third Macfarlane<br />

woman to run Lyndoninits Macfarlane<br />

ownership of 134 years.<br />

Jim died in 1962.Eileen and their two<br />

children Kate and Jim remained at<br />

Lyndon. Eileen died justpriortothe 2016<br />

Waiau/Kaikōura earthquake.<br />

Jude and Steve have no set time frame<br />

for completingLyndon’s restoration. The<br />

emphasis is on enjoying the process and<br />

honouring and preserving the original<br />

builders workmanship, and recapturingas<br />

muchofthe property’s history as possible.<br />

As part of the restoration phasethe<br />

homestead has been painted in aspecially<br />

mixed paint Homestead Red to recreate<br />

the original house colour.<br />

The grounds were designed by Alfred<br />

Buxton, aprominentLandscape designer<br />

of the 1920s. The formal grounds included<br />

awidedriveway,numerous flower beds,a<br />

sunken tennis court and acroquetlawn.<br />

The post First World War period was one<br />

of pastoral affluenceand aBuxton<br />

landscapebecame asymbolofthat<br />

affluence.<br />

Judeand Steve encourage visitors to<br />

enjoy the house and surrounding grounds<br />

by staying awhile, and relaxing.<br />

The prospect of rain has delayed<br />

plans for resealing work to be<br />

water supplies.<br />

Taumata Arowai took over<br />

responsibility for regulating drinking<br />

water from the MinistryofHealth in<br />

<strong>November</strong> 2021, via the Water Services<br />

Act.<br />

The Act requires all registeredwater<br />

supplies to introducearesidual<br />

disinfectant,such as chlorine, unless<br />

awarded an exemption.<br />

The chlorine requirement cameinto<br />

effect on <strong>November</strong> 15.<br />

Waimakariri DistrictCouncil has<br />

submittedsix applications to Taumata<br />

Arowai, seekingexemptions from<br />

having to use chlorine in urbanwater<br />

Overthe coming weeks councilstaff<br />

will work with Taumata Arowai to agree<br />

atimetable for the assessment of our<br />

chlorineexemption applications.<br />

We expect thefirst decision in the<br />

coming months.<br />

Councilhas decided to continue to<br />

operateour unchlorinatedsupplies as<br />

we bring forwardwork alreadyplanned,<br />

such as UV disinfection,arigorous<br />

testing regime, and retain the option of<br />

emergency chlorination at short notice<br />

if required.This is an importanttool in<br />

allowing us to operate non­chlorinated<br />

schemes over thelong term. Councilhas<br />

invested over$100m in water<br />

infrastructureand has budgeted for 30<br />

years ahead of planned upgrades.<br />

of avery high standard.<br />

with their community.<br />

Aprogramme focusedonlife skills is<br />

keeping their College studentsproactive in<br />

the community.<br />

Funded by the Ministry of Education,<br />

the programme Kia Pakari, meaning<br />

‘strong and sturdy’,involvesagroup of<br />

Year 9and 10 students engagingin<br />

physical activity, well being development,<br />

and creating strong communicationskills,<br />

with an overall goal to raise achievement<br />

and engagement.<br />

Studentsare also encouraged to suggest<br />

community­based projects,their most<br />

recentbeing abeach clean up at<br />

Ashworths, Amberley and Leithfield<br />

Beaches.<br />

Course leader Lee Copplestone says the<br />

projects are about character building and<br />

learningtobecome good membersof<br />

society.<br />

‘‘It was great to have them do aproject<br />

focused on the impact our actions can have<br />

<strong>North</strong> <strong>Canterbury</strong> murals take centre stage<br />

Three murals adorning playgrounds<br />

and school buildingsin<strong>North</strong><br />

<strong>Canterbury</strong> have won awards in this<br />

year’sKeep New Zealand Beautiful<br />

Wall Worthy competitionsponsored by<br />

Resene.<br />

Rangiora Playcentre, Rangiora’s<br />

Ashgrove School,and Woodend School<br />

were three of 10 winners in the<br />

competition.<br />

From all the submissionsreceived, 15<br />

designs were chosen as finalists for<br />

their strong and creative<br />

environmental message, and the<br />

enhancementthey wouldmake to the<br />

local community.<br />

They were then put to apublic vote<br />

via social media to determinethe top 10<br />

murals, with winning submissions<br />

receiving a$750 Resene paint voucher,<br />

drop cloth and high vis vests, as well a<br />

$500 donation if the mural is completed<br />

by the end of the <strong>2022</strong> schoolyear.<br />

Museum built on apassion for history<br />

What started as an interest in collecting<br />

glassmilk bottles has grown intoatruly<br />

eclectic private museum collection,<br />

reflecting the social history of the<br />

Waimakariri region from the 1800s to<br />

modern times.<br />

Retired Rangiora dairyfarmer<br />

turned museum curator Richard Spark,<br />

says his uniquemuseum at <strong>North</strong>brook,<br />

is full of the bitspeoplewantedtothrow<br />

away and he was lucky enoughtobe<br />

theretocatch them.<br />

‘‘Theycome from everywhere. I’m<br />

always lookingfor interesting bits to<br />

add to my collection,’’ he says.<br />

Mr Sparkisopening his museum up<br />

this Sunday, <strong>November</strong> 20,to help raise<br />

awareness of, and funds for, Dementia<br />

<strong>Canterbury</strong>.<br />

He says he and his latewife Dawn<br />

used to love travelling all around the<br />

world lookingfor historical items.<br />

‘‘Whenshe passedlast year suffering<br />

from Dementia, Idecided to hold a<br />

special day to commemorate her<br />

passion for life and to also celebrate 20<br />

years since we added the Rossburn<br />

Receptions Convention Centretothe<br />

<strong>North</strong>brook Museum.<br />

When they opened the centre 20 years<br />

ago, Mr Sparksays theydidn'thave a<br />

clue it would becomesuch abusy place<br />

for family events,weddings, funerals<br />

and birthdays.<br />

‘‘We started the museumin1985 with<br />

just one shedfull of bits and pieces, it<br />

had avery small kitchenand visitors<br />

eithersat inside in the foyeroroutside<br />

when they wanted acuppa. ‘‘Over the<br />

years Icollectedmany more pieces and<br />

brought in my latebrother Johns<br />

extensive tractor collection so we<br />

eventually addedanother three bigger<br />

sections to the museum,itwas then we<br />

decided we needed abigger kitchen/<br />

numbers of peoplevisiting.<br />

‘‘ Dawn and Ibuilt areception centre<br />

‘‘Very quickly people started ringing,<br />

enquiring if they coulduse it for<br />

funerals or weddings.<br />

‘‘When we both retired20years ago,<br />

Dawnfrom her passion for teaching as<br />

akindergarten teacherand me as a<br />

dairy farmer,weboth became<br />

caterers.”<br />

In 2010 the couple built achapel<br />

because theywanted to separate the<br />

servicesfrom the catering operation.<br />

‘‘Wehad to be very quietinthe<br />

kitchens during funeral and wedding<br />

services, it justmade sensetobuild a<br />

chapel on­site.”<br />

The doorsofthe chapel and the<br />

museum bothcame from the Blenheim<br />

Methodist Churchwhere Mr Spark’s<br />

parentsMargaretand Harold Spark<br />

where married in 1926.<br />

‘‘I put up one set as the front door of<br />

the museumin1988 and stored the<br />

other set until we built the chapel, it’s a<br />

great linkwith my motherand father,”<br />

he says.<br />

Mr Spark says the popularityofthe<br />

centre grew quickly, and he estimates<br />

they have hosted over 400 weddings, 800<br />

funeralsand thousandsofother<br />

functions on­site in the past 20 years.<br />

He alsogets the satisfaction of<br />

working withhis childrenand grandchildren<br />

who continuetohelp out with<br />

To celebrate the 20 years, he has<br />

planned afree openday for the pubic to<br />

look through the <strong>North</strong>brook Museum,<br />

and the centre, along with free<br />

afternoon tea.<br />

Court ruling may have<br />

significant impact<br />

An Employment Court ruling around<br />

teacher working hours could have major<br />

implications, <strong>North</strong> <strong>Canterbury</strong> schools<br />

say.<br />

The New Zealand Post Primary<br />

Teachers’ Association successfully<br />

argued that aschool is ‘‘not open for<br />

instruction’’ during weekends, public<br />

holidays, vacations and outside of<br />

8.30am to 4.30pm on school days, in a<br />

recent Employment Court hearing in the<br />

<strong>North</strong> Island.<br />

But principals say there needs to be<br />

flexibility in ateacher’s day to ensure<br />

work/life balance and being available for<br />

meeting with parents.<br />

Rangiora High School board of<br />

trustees chairperson Simon Green was<br />

unaware of the ruling, but says it would<br />

be ‘‘disappointing’’ if it became binding.<br />

The teaching day is structured from<br />

9am to 3pm and then it is ‘‘flexible’’,<br />

Rangiora High School principal Bruce<br />

Kearney says.<br />

To accommodate the Employment<br />

Court ruling, Mr Kearney changed the<br />

start time for staff meetings from 8.20am<br />

to 8.30am, ‘‘but you can’t put rigidities<br />

around the end time’’.<br />

Some teachers may choose to start<br />

earlier or to remain at school after 3pm,<br />

while others may wish to go and pick up<br />

their children after school and take<br />

home marking to do later in the evening.<br />

Schools also rely on teachers being<br />

available to run cultural activities and<br />

coach sports teams outside of teaching<br />

hours.<br />

back’’ clause, which gives provision for<br />

attending evening meetings, such as<br />

those with parents, or for staff training<br />

during term breaks.<br />

‘‘Employment law is the guiding<br />

document, but we have to remember<br />

there are 12 weeks in acalendar year<br />

where we don’t expect teachers to do an<br />

eight hour day.<br />

‘‘It is achoice, where teachers can<br />

work out what is best for their work/life<br />

balance.<br />

‘‘Some may choose to work longer<br />

hours during term time and take abreak,<br />

while others choose to work aconsistent<br />

number of hours throughout the year.’’<br />

Kaiapoi High School principal Jason<br />

Reid says many teachers work long<br />

hours with burnout aconcern,<br />

particularly for new teachers.<br />

He says his advise for new teachers is<br />

to ‘‘pace yourself’’ in the first two years.<br />

‘‘The challenges of doing this job are<br />

incredibly complex and it will absorb as<br />

much time as you will throw into it.’’<br />

The Leithfield Gardenand Art Trail<br />

returns on <strong>November</strong> 26 and 27, <strong>2022</strong>.<br />

The trail,now in its second year, is a<br />

fundraiserfor the LeithfieldCommunity<br />

Centre and the Leithfield Public Library.<br />

‘‘It’s afun event that is unique because<br />

we have14gardensand <strong>17</strong> artists' studios<br />

to visit, all within three small defined<br />

areas.<br />

‘‘They are in the main Leithfield Village,<br />

the Leithfield Beacharea and on the<br />

nearby Ashworthscorner,’’she says.<br />

Lindasays there will be lots and lots of<br />

new gardens and studios to visit and it’sall<br />

for justone priceof$25.<br />

‘‘This getsyou intoall the venues and the<br />

proceeds go towards helping our<br />

community in several ways,’’ she says.<br />

‘‘Some of the gardens are wonderful,<br />

such as Ken and Mike’s down at Leithfield<br />

Beach.<br />

‘‘Then there is the historic Hanna<br />

House, the Sanctuary of Fourviereand<br />

Mike and Holly’srambling garden in which<br />

they have spent abit of time and effort<br />

keeping the many historic trees and shrubs<br />

rarely seen today, all in good order.’’<br />

Many <strong>North</strong> Cantabrians were on parade<br />

Remembering those who served ... Malaysian/Borneo conflict veteran John (Jack) Hall and his daughter Angela<br />

Hall sit beside the poppies during the Remembrance Day service held last Friday at the Rangiora cenotaph. Mr Hall<br />

served with the Royal New Zealand Air Force as anavigator, flying for more than 5000 hours aboard the RNZAF<br />

Bristol Freighters. His job was to guide the big freighters to drop zones over the jungles of Malaysia and Borneo<br />

in the 1950s and 60s. Air dropping essential supplies to groups of special forces on missions and national<br />

servicemen troops patrolling through the dense jungles below.<br />

home in Australia, sits with Lindsay Jones during the service at the<br />

Cenotaph. He found the parade very interesting and helpful as he<br />

discovered more about his own uncles’ service.<br />

over the long and pleasant show weekend<br />

This was the fifth time the group of friends had entered the competition.<br />

took part in afashion parade to pick the best dressed team.<br />

Club co­ordinator MarieChilds says they<br />

need extra paddlers to help make up<br />

numbers in the boats they have.<br />

‘‘Each boat has acrew of 20, includinga<br />

sweepand acaller.<br />

‘‘We havetwo mixed teams— the<br />

Waimak Attack and theWaimak Vibe —<br />

and we need acouple of extrapaddlers to<br />

help us out this season.’’<br />

She saysall the paddlerscommit to<br />

trainingonce aweek untilChristmas, then<br />

twiceaweek in January until theseason<br />

finishes at the endofMarch.<br />

Theirfirst race is this Sunday,<br />

<strong>November</strong> 20, at Kerrs Reach,and the<br />

crewswill continue to trainand race in<br />

Akaroa and Christchurch in the new year<br />

as they build up for the nationalsbeing<br />

held in Easter.<br />

‘‘It’s goodfun and helps to keepyou fit,’’<br />

she said.<br />

Many of theteam hasbeen withthe club<br />

for morethan five years andMariesays<br />

they all enjoy the fun they have and the<br />

camaraderie.<br />

‘‘There are 22 peopleinthe boat with<br />

you, up closeand personal, so you quickly<br />

make new friends, and our crew ranges in<br />

age from 20 to 81.’’<br />

Paul and Julie Blackler<br />

have long dreamt of<br />

owning a gym. So when<br />

the opportunity arose<br />

Forthe avid gym-goers,<br />

Thecouple areacutely<br />

aware of the health<br />

benefitsofexercise: Paul hasbattled with his weight<br />

sincehis youth, andJulie wasregularlyhospitalizedas<br />

achild with chronic asthma. While Julie outgrew her<br />

asthma over time and maintains her fitness and lung<br />

health through regular exercise, Paul’s journey was a<br />

lotdifferent. Aftersigning up to Rangiora’sBiggest Loser<br />

weight-loss challenge in 2016 Paul noticed something<br />

wasamiss during a gymsession. Upon further<br />

investigation, his doctor discoveredoneof Paul’smain<br />

arteries was95%blocked. Astent was put in,Paul made<br />

arapid recovery and went on to winthe Biggest Loser<br />

competition. Paul’s surgeon said going to the gym had<br />

highlightedtheissue,potentially saving Paul’slife,and<br />

that his fitnesscontributed to his speedy recovery.Paul’s<br />

journey hasmade him fully understand the importance<br />

ofkeeping fit and has established akinshipwith people<br />

from all walksoflifelooking to increase their health<br />

andfitness.<br />

journey through vineyards, and into the<br />

picturesquehillsofthe Waipara region,<br />

with sweeping views of the Pegasus Bay<br />

to ahalf marathon, helping thoseheading<br />

Roading quandary<br />

How to fund rural roads and make them<br />

resilient is an ongoing challenge for the<br />

Hurunui District Council.<br />

The council maintains one of the<br />

largest roading networks per capita in<br />

the country with 1460km of local roads,<br />

excluding State Highways 1and 7, with a<br />

relatively small ratepayer base.<br />

The population is around 13,000,<br />

meaning there is 120 metres of road per<br />

person.<br />

Hurunui District Council chief<br />

executive Hamish Dobbie says the roads<br />

were designed for an earlier time and<br />

are not equipped to cope with today’s<br />

heavier vehicles and more frequent rain<br />

events.<br />

Roading is funded 52 percent from<br />

Waka Kotahi New Zealand Transport<br />

Agency’s One Network Fund (ONF), but<br />

when there is afunding shortfall<br />

ratepayers are left to pick up the full<br />

cost.<br />

The funding is largely for<br />

maintenance, though the council can<br />

apply for emergency funding after<br />

severe weather events.<br />

‘‘Hurunui roads have been rated lowly<br />

in the ONF and historically we have had<br />

low maintenance costs due to being adry<br />

weather district,’’ Mr Dobbie says.<br />

‘‘But with more frequent weather<br />

events, our resilience is being impacted.<br />

Our network is not designed for those<br />

events, so it needs capital works rather<br />

than maintenance.’’<br />

Mayor Marie Black says larger<br />

vehicles, such as stock trucks and milk<br />

tankers, provide economic value to the<br />

country, but the council does not always<br />

get the funding support it needs.<br />

‘‘We are stuck in the bind of not being<br />

able to meet the needs and expectations<br />

of our community.’’<br />

While the push is to low emission<br />

vehicles, Mr Dobbie says those options<br />

do not work as well in rural areas due to<br />

the distance, the nature of the rural<br />

sector and vehicle design.<br />

‘‘Small vehicles are designed for<br />

urban roads, so rural communities are<br />

pushed more to SUVs and four­wheel<br />

drives.’’<br />

Incentives for moving to electric<br />

vehicles were introduced under the<br />

previous National government and<br />

Waimakariri MP Matt Doocey says it is<br />

time rethink how roading is funded.<br />

‘‘As we move to Net Zero (emissions)<br />

by 2050, we’ve got to make sure we<br />

maintain our roading network.<br />

‘‘The whole thing needs to be looked<br />

at, including the settings around small<br />

councils with alow ratepayer base and<br />

high kilometres to fund.’’<br />

Aspokesperson for Transport Minister<br />

Michael Wood says the government has<br />

increased investment in low emission<br />

transport choices, including walking and<br />

cycling, public transport and electric<br />

vehicles, as well as infrastructure.<br />

Atotal of $1.2 billion is forecast to be<br />

invested in <strong>Canterbury</strong> in the 2021–24<br />

National Land Transport Programme<br />

(NLTP).<br />

AWaka Kotahi spokesperson said the<br />

agency is developing aClimate Change<br />

Adaptation Plan in the wake of climate<br />

change and increased severe weather<br />

events.<br />

It hopes to release the plan by the end<br />

of the year, before developing aseparate<br />

implementation plan.<br />

Plans key to winter grazing management<br />

An intensive winter grazing<br />

management plan is the key for farmers<br />

to make sure they are getting the best<br />

environmental outcome with ahigh­risk<br />

activity.<br />

New intensive winter grazing rules<br />

came into force on <strong>November</strong> 1aspart<br />

of the Government’s Essential<br />

Freshwater package.<br />

Under these rules, intensive winter<br />

grazing (IWG) can be practised as a<br />

permitted activity only if certain<br />

criteria around land area, slope,<br />

distance from water ways and critical<br />

source areas are met.<br />

Farmers who are unable to meet these<br />

criteria will need to apply for resource<br />

consent, with May 1, 2023, the deadline<br />

to lodge an intensive winter grazing<br />

resource consent application.<br />

If an application is submitted by May,<br />

the IWG activity will be considered<br />

compliant in 2023 if the applicant<br />

follows what was proposed in the<br />

application and ensures environmental<br />

risks are appropriately managed<br />

according to their IWG management<br />

plan.<br />

services general manager Judith Earl­<br />

Goulet said <strong>Canterbury</strong> farmers are<br />

working hard to reduce their impact on<br />

water ways.<br />

‘‘We’re really happy to see that<br />

farmers have made huge strides in<br />

improving winter grazing practices over<br />

the past 10 years,’’ Earl­Goulet said.<br />

‘‘We acknowledge that getting the<br />

paperwork right can add to the stress of<br />

running afarming business and we want<br />

to try to make this process as<br />

straightforward as possible, so farmers<br />

can spend their time on­farm working to<br />

make improvements.<br />

‘‘We understand getting resource<br />

consent can be along process. To make<br />

it as easy and efficient as possible, we’ve<br />

created an IWG resource consent<br />

application form which explains all the<br />

information needed to complete an<br />

application.’’<br />

RAN questions emission ‘tax’<br />

The Hurunui-based Rural Advocacy Network is concerned for rural communities following the<br />

Government’s recently announced proposal to reduce agricultural emissions. It questions the impact on<br />

rural communities in the article below, calling the Government’s proposal ‘‘nonsensical’’.<br />

What is going to happentoour small<br />

rural towns –Cheviot, Culverden,<br />

Hawarden?<br />

And the bigger towns Amberley,<br />

Rangiora, Kaikoura even<br />

Christchurchcity –will they be<br />

affectedtoo?<br />

Whatare theimpacts on businesses,<br />

schools, and employment?<br />

These are all questions to askin<br />

relation to the Government’s proposal<br />

to tax farmers foremissions.<br />

Takethe Cheviot areafor example.<br />

There are around 130 farms, and<br />

based on theestimated tax thatwill<br />

mean $1 million gone from the Cheviot<br />

area in thefirst year, increasing every<br />

yearafter that.<br />

Farmers frustrated and worn down<br />

withthe avalanche of unworkable<br />

regulationsare already exiting the<br />

industry, and this will accelerate with<br />

the introduction of the emissions tax.<br />

Landuse change will see more food<br />

producing land converted to pines as<br />

corporatesand multinationals chase<br />

the carbonoffset market.<br />

Landuse change is constant, but<br />

when it is driven by poorpolicyitcan<br />

have disastrous consequences.<br />

Farmers who don’t or can’t selltheir<br />

farms will be forcedtosignificantly<br />

reducespending on rural servicing<br />

and local businesses.<br />

Big machinerysuppliers are already<br />

noticingadropoff in spend, but many<br />

of the discretionary spenditemswill<br />

suffer too–cafes, retail shops, and<br />

tourism relatedbusinesses.<br />

Environmental spend will take a<br />

massive hitand the environment will<br />

be worse off as aresult.<br />

Farming families have avital role in<br />

providing volunteers for St Johns,<br />

ruralfire, andcivil defence as well as<br />

nurses,teachers, doctors.<br />

If the predicted 20%fewer farms<br />

eventuates,what will it meanfor these<br />

vitalservices?<br />

This possible scenario has come<br />

aboutbecause the New Zealand<br />

Government hasdecidedthe easiest<br />

way for it to achieveits climate change<br />

targets is to hit the ruralsector.<br />

Taxing agriculture emissions<br />

deliversmultiple perverse outcomes<br />

to thedetriment of our rural<br />

communities, our environment, and<br />

our country.<br />

Taxing anddecreasing food<br />

production of the world’s most<br />

emissions efficient farmersdefies<br />

logic–whywould agovernmentdothis<br />

to its owncountry?<br />

All our main farmingadvocacy<br />

organisations have capitulated to the<br />

Governments’dictate to emissions tax<br />

agriculture, much to the dismay of<br />

grassrootsfarmers.<br />

Howdoes Beef+LambNZagree to<br />

policy that has adisproportionateand<br />

devastating impact on theirown<br />

sector?<br />

Andhow do they,alongwith<br />

DairyNZand Federated Farmers<br />

agreetoapolicythat is notsupported<br />

by their ownmembers?<br />

However, there is hope.<br />

Groundswell NZ is gaining<br />

increasingpublicsupportinstanding<br />

up againstunworkable regulations<br />

with nowover 90,000 supporters.Some<br />

Federated Farmer provinces have<br />

broken ranks to standwith<br />

Groundswell NZinopposing the<br />

emissionstax.<br />

Manyurban people are now<br />

supporting the Groundswell NZ<br />

campaignastheyrecognise the<br />

Government’s agriculture emissions<br />

tax proposal is nonsensical and will<br />

hit them in the back pocketatthe<br />

supermarket counter.<br />

Arecent Curia poll found the<br />

majority of New Zealanders (57%) did<br />

notsupportthe Government leading<br />

the world in taxing farmersfor<br />

emissions.<br />

Groundswell NZ are not against<br />

change, or theneed to address<br />

environmental issues, andare calling<br />

for solutionsthat focus on actions and<br />

delivering positive outcomes.<br />

The millions of dollars being wasted<br />

on atax and associated bureaucracy<br />

wouldbemuchbetterspent helping<br />

people and communities on the<br />

groundtoaddress andadapt to<br />

environmental challengesfreshwater,<br />

indigenousbiodiversity,<br />

natural events and aconstantly<br />

changing climate.<br />

South <strong>Canterbury</strong> councillorPeter<br />

Scott was electedchairpersonbythe<br />

narrowest of margins last monthwhen<br />

his namewas drawn out of acontainer,<br />

after tying eightvotes apiece with Cr<br />

Craig Pauling.<br />

‘‘We have an outstanding organisation<br />

with outstandingstaff and we needto<br />

supportthem morethan we do,’’CrScott<br />

says.<br />

He saysECan needs to be ready for<br />

change,with pendinglocal government,<br />

environmentaland fresh water<br />

legislation on thehorizon.<br />

Improving relationships with<br />

<strong>Canterbury</strong>’s districts councilsand with<br />

NgāiTahu are priorities for this term.<br />

He saysthe Otago,Southland and West<br />

Coast regional councilsare lookingto<br />

ECan to helpimproverelationships with<br />

NgāiTahu and he welcomed the<br />

appointment of two ManaWhenua<br />

representatives with full votingrights.<br />

‘‘The big challengeisworkingwith<br />

NgāiTahu.Some see it as athreat and<br />

some see it as amassiveenabler, so<br />

we’ve got to work through that.’’<br />

Cr Scott served four years as deputy<br />

chairperson, withhis namealsobeing<br />

drawn from acontainer after atie with<br />

Cr Claire McKay in 2019.<br />

Cr Paulingwas elected unopposedas<br />

deputy chairperson.<br />

Kaikōura ready for summer<br />

Kaikōura tourist operators are gearing<br />

up for abusy summer.<br />

The international border is open,<br />

cruise ship visits are scheduled and<br />

overseas tourists are starting to trickle<br />

back into town.<br />

All Kaikōura needs now is anormal<br />

summer and plenty of sunshine, says<br />

Destination Kaikōura chairperson<br />

Lynette Buurman<br />

‘‘We are feeling optimistic. We have got<br />

alot to be excited about as acommunity,’’<br />

she says.<br />

‘‘There is asteady increase in bookings<br />

coming through and it is really good to<br />

see that interest still exists around<br />

Kaikōura as adestination.’’<br />

Destination Kaikōura manager Lisa<br />

Bond says the town is starting to see<br />

visitors from Australia, Singapore, the<br />

United States, United Kingdom and<br />

Europe.<br />

But there no Chinese tourists yet, with<br />

China’s border remaining closed.<br />

‘‘We are starting to build up numbers<br />

again,’’ Ms Buurman says.<br />

‘‘It is not amass increase, but people’s<br />

confidence to travel is returning. Alot<br />

has happened in the last few years and<br />

everyone has lost something.<br />

‘‘But we can’t wait to welcome tourists<br />

back this summer.’’<br />

While cruise ship schedules are<br />

subject to change, Kaikōura could expect<br />

to see arecord number, with 16<br />

scheduled to visit at this stage.<br />

The first visit, Westerdam, was due to<br />

arrive on Tuesday (<strong>November</strong> 14).<br />

While the Westerdam can carry up to<br />

1916 passengers and 8<strong>17</strong> crew, Ms Bond<br />

says the cruise ships are not expected to<br />

be full.<br />

‘‘We are looking forward to it and we<br />

have (Mayor) Craig (Mackle) already<br />

lined up to greet the cruise ships,’’ she<br />

says.<br />

‘‘He hasn’t had achance to do it yet, but<br />

(former Mayor) Winston (Gray) did it<br />

before him.’’<br />

The ‘‘soft opening’’ of the new Sudima<br />

Hotel last week is ‘‘a game changer’’ for<br />

the town, Ms Bond says.<br />

‘‘The fact they have committed to it is<br />

such apositive for the town,’’ says Ms<br />

Buurman, who is also co­owner of<br />

Encounter Kaikōura.<br />

‘‘Other businesses can look at them and<br />

think ‘wow!’ If they know the timing is<br />

right to open with this size and<br />

significance, it gives us all confidence.’’<br />

For now the Kaikōura iSite remains in<br />

hibernation while Destination Kaikōura<br />

reviews its future.<br />

For Katherine Thorpe art is a<br />

journey that keeps hergrowing.<br />

The journey has led the Rangiora<br />

artist to Katherine Thorpe:<br />

Peregrination(as Islowly meander<br />

through life),anexhibition of her<br />

work at Rangiora’sChamber Gallery.<br />

The exhibition is amix aoffine art<br />

photographs printed on<br />

Hahnemuhle Germanetching paper<br />

usingarchival inks,and ceramics.<br />

Kathygraduatedwith aBachelor<br />

of VisualArts from the Universityof<br />

Aucklandin2008, but lacked the<br />

confidence then to start her own<br />

business, preferring insteadtowork<br />

as an assistant to an established<br />

professional photographer and doing<br />

some freelance work on the side.<br />

However, that changed in 2012 when<br />

Kathyand herhusband, Ryan,‘‘a<br />

very talentedgraphicdesigner’’,<br />

established theirown company<br />

called TheZoo, specialisingin<br />

photography, branding and design<br />

work.<br />

During the early days of their<br />

business Kathyalso directed some<br />

short films, commercialsand events<br />

for afew companieswho knewshe<br />

enjoyed doing more than just<br />

photography.<br />

Afew years later she began<br />

experimenting with different<br />

mediums, creating pieces that were<br />

moreofwhat she wanted to make,<br />

rather than what others had askedof<br />

her.<br />

At thistime she found inspiration<br />

fromher first ‘‘proper’’ homeand<br />

garden.<br />

‘‘I felt likeIwas on ajourney with<br />

the plantsand flowers around me,’’<br />

she says. Then, afterthe first Covid­<br />

19 pandemiclockdown she decided<br />

to give pottery ago.<br />

She has been experimenting with<br />

all kinds of objects and ideas, but<br />

recently created aseries of hanging<br />

vases for dried flora and some of<br />

these are included in thisexhibition.<br />

According to the latest <strong>2022</strong> Neilsen readership<br />

report, readership has grown<br />

by a further 3000 this year, to 54,000.<br />

The survey results are testament to a great team reporting news to<br />

readers that is engaging and trustworthy, says Star Media regional<br />

manager Steve McCaughan. This is backed by advertisers keen to<br />

grow their sales and profits by using <strong>North</strong> <strong>Canterbury</strong>’s best read<br />

newspaper.<br />

The <strong>North</strong> <strong>Canterbury</strong> <strong>News</strong> team is local, fiercely parochial and<br />

passionate about its product, says managing editor Robyn Bristow.<br />

‘‘I thank all our readers as we strive to deliver an informative weekly<br />

newspaper across the region, connecting communities and their<br />

people. It is really encouraging to see the readership of the <strong>North</strong><br />

<strong>Canterbury</strong> <strong>News</strong> grow, offering our advertisers top value,’’ she says.<br />

Several Star Media titles have also experienced growth.<br />

In the Christchurch urban area The Star is now 96,000, up 33<br />

percent, while the Bay Harbour <strong>News</strong> has increased to 12,000, up<br />

3000 on last year, and Selwyn Times has increased to 48,000 —up<br />

3000 on last year.<br />

‘‘It was very pleasing to see our titles are now read 210,000 times a<br />

What’s happening inyour<br />

community…<br />

Latest Update on<strong>North</strong> Kaiapoi Water<br />

<strong>North</strong> Kaiapoi residents may have seen news from<br />

the Council that our currently unchlorinated schemes<br />

have been allowed tocontinue without chlorine while<br />

exemption applications are being processed by new<br />

drinking water regulator, Taumata Arowai.<br />

This is to allow time for processing, despite new<br />

legislation regarding chlorine coming into effect on<br />

15 <strong>November</strong>.<br />

Unfortunately, this change isnot applicable to<strong>North</strong><br />

Kaiapoi –where chlorine will remain switched on for<br />

now asatemporary measure.<br />

Council has proposed, as part of its chlorine<br />

exemption application for Kaiapoi, to install<br />

continuous microbiological monitoring equipment in<br />

the network. This would allow the water quality to<br />

monitored very closely, and hopefully, allow ustoturn<br />

off chlorine in <strong>North</strong> Kaiapoi.<br />

We had hoped to have sourced and installed this<br />

specialist equipment around this time. However, due<br />

to the specialised nature of the equipment –ithas<br />

not yet been used in New Zealand for this purpose<br />

–and general supply chain challenges, we may not<br />

be able to get and install the equipment for another<br />

three tofour months.<br />

Once this equipmentisoperational, we will then be<br />

abletoagreeaplan with Taumata Arowai to turnoff<br />

chlorine,while maintaining thesafetyofthe water.<br />

We understand that chlorine has been in place foralot<br />

longerthanexpected thatthis is frustrating forresidents.<br />

We are currently navigating new regulations and<br />

working to deliver chlorine free water. Waimakariri<br />

District Council is one of only three councils<br />

throughout the country pursuing this path.<br />

For this reason, we need tobecareful about any<br />

decisions to remove chlorine, and this adds to the<br />

time taken tomanage these issues.<br />

ATonne of Rubbish and aTanning Bed<br />

In just afour-hour clean-up of the northern bank of<br />

the Ashley-Rakahuri River more than 980 kilograms<br />

of rubbish was collected.<br />

The recent clean-up was organised bythe Waimakariri<br />

District Youth Council inconjunction with Waimakariri<br />

District Council, ECan Rangers, Ashley Rakahuri<br />

Rivercare Group and several volunteer groups.<br />

Alarge onsite skip was filled with couches, mattresses,<br />

and other unwanted furniture and as one volunteer<br />

noted –enough abandoned parts tobuild acar.<br />

The most interesting item retrieved on the day was a<br />

tanning bed!<br />

Waimakariri District Council Solid Waste Asset<br />

Manager Kitty Waghorn says it’s disappointing so<br />

much isdumped at the river when there are other<br />

options available to people.<br />

“Someofthis stuff being dumped is actuallyworth money<br />

to people or has the option to be reused or recycled.”<br />

Kitty says there are several scrap metal dealers in<br />

the District, many who pay if you bring it in to their<br />

yard, and some who will come and pick up unwanted<br />

scrap from properties free of charge.<br />

She says still-useable unwanted furniture can be sold<br />

or donated to charity shops or taken to the ReSale<br />

Store atCouncil’s Southbrook resource recovery park.<br />

“Things like tyres are also relatively cheap todispose<br />

of they start at$6.50 for acar tyre atthe transfer<br />

station. Next year the upfront cost all new tyres will<br />

include the recycling fee and disposing ofthose tyres<br />

will end up being free. This is something that is long<br />

overdue but will hopefully make abig difference.”<br />

Kitty says she has been really impressed with the<br />

leadership of the Youth Council on this project.<br />

“Last year they were involved inthe event, but this<br />

year they have stepped up and taken ownership of it.<br />

Ithink they have done anexcellent job and I’m really<br />

proud of them.”<br />

Chloe Betony from the Waimakariri Youth Council<br />

says they would like to look at more ways to educate<br />

people about the environmental harm of dumping<br />

rubbish at the river.<br />

“I feel sorry for the wildlife, particularly the different<br />

species of braided river birds. They have adifficult<br />

enough time as it is without the risk posed to them,<br />

from not just the rubbish itself, but the vehicles<br />

driving in there todump it.<br />

“There was so much polystyrene dumped as well, this<br />

is something that is easy toberecycled at any of the<br />

transfer stations. It’s areal shame to see things like<br />

this end up in the river.”<br />
