STEVEN BUSBY

PRINCIPAL/FOUNDER

Mr. Busby has 22 years in the industry with a diversified

background in Computer Science, Civil Engineering,

Land Surveying, Real Estate and Construction. His civil

engineering record includes 20 years of managing all

phases of civil engineering on residential, industrial,

commercial, and institutional land development projects.

After 10 years in private development as a surveyor,

designer, and a project manager on 300 plus land development

projects. Mr. Busby co- founded PBLA Engineering,

Inc., which is a Planning, Architectural, Civil Engineering

and Landscape Architectural firm with a diversified

portfolio of institutional and private developments. In

2014 he co-founded PBLA Surveying, Inc. which

specializes in Professional Land Surveying for Engineers,

Planners, Architects and Utility Engineers. Using his

background in Computer Science, Mr. Busby has

established an internal infrastructure that brings all of

PBLA’s disciplines together to meet client specific needs.

Mr. Levisee, a Registered Civil Engineer with 36 years of

experience in the Civil Engineering industry. Since

completing his education in 1986, he has consistently and

successfully designed and managed many residential,

commercial, retail and industrial projects for both private

developers and government agencies. After 24 years of

Civil Engineering service, Mr. Levisee co-founded PBLA

Engineering, Inc. in 2010 and currently acts as the firm’s

resident expert in civil engineering. In 2014, along with

Mr. Busby he co-founded PBLA Surveying, Inc. and with

his Civil Engineering background, he gives PBLA

Surveying, Inc. the continuity between Land Surveying

and Civil Engineering.

Mr. Ureña has 24 years of experience working in the Land

Surveying industry. In 1998 he started working in the

utility industry as an office surveyor for 6 years. He then

went to the private sector as a field Surveyor. In 2010 he

started a utility survey group for large linear transmission

power projects. He is a registered Land Surveyor in the

states of California, Nevada, Arizona, Washington and is

a certified Federal Surveyor. In 2014 Mr. Ureña took his

knowledge within the industry and co-founded PBLA

Surveying, Inc. He offers Professional Land Surveying

services for many commercial, industrial and utility

projects. This support includes Utility surveys, Aerial

Control, Topographic Maps, Tentative and Final Maps,

Lot Line Adjustments, Boundary Surveys, ALTA’s, Legal

Descriptions and Construction Staking. Mr. Ureña has a

thorough understanding of the map preparation process,

the Subdivision Map Act and surveying procedures. Mr.

Ureña provides complete survey support to every aspect

of the company’s Land Surveying needs.

CARLOS UREÑA

PRINCIPAL/FOUNDER

Mr. Weilbacher has 22 years of experience in Land

Surveying. He started working for The Gas Company and

Sempra Energy assisting with the pipeline integrity

program, along with numerous transmission and distribution

line re-locations. In 2017 he joined PBLA Surveying,

Inc., as the Director of Surveying. In 2021, Mr. Weilbacher

became PBLA Surveying’s newest principal. Using his

experience in surveying and project management, Mr.

Weilbacher currently oversees and manages numerous

projects throughout California, Arizona, Nevada, Utah,

Washington, and Oregon, specializing in ALTAs,

topographic surveys and subdivision mapping.

RYAN HOAK

DIRECTOR OF OPERATIONS

Mr. Hoak has over 21 years of experience working in the

Civil Engineering and Land Surveying industries. He

worked for 11 years for two multi-disciplined firms as a

surveyor before he started at PBLA Surveying, Inc. in

2012. Mr. Hoak’s background in Civil Engineering

includes grading quantities, 3D modeling and profiling.

His knowledge of surveying practices helps make PBLA a

leader in the industry with full office and field support for

their clients. Mr. Hoak has extensive survey experience in

staking, ALTAs, corner records, and electrical base

mapping for Edison, PG&E, SDG&E and Bear Valley

Electric. He also has experience and knowledge using

multiple surveying programs including AutoCAD LDD,

Civil 3D, Pix 4D, 3D Survey, Carlson photo capture, and

Leica Infinity.

Mr. Houston has worked in the Land Surveying industry

for 12 years, starting his career in 2011 where he obtained

experience both in the field and in the office. In 2017 he

joined PBLA Surveying, Inc. where his broad knowledge

base and experience became the catalyst for his varied

responsibilities. Mr. Houston received his license as a

Professional Land Surveyor for the State of California in

2022. Currently, Mr. Houston plays a vital role in

managing the processes of topographical surveys, ADA

surveys, boundaries, and ensuring all aspects of the map

creation and filing process are performed to meet both

client and government standards.

Mr. Anhorn began his surveying career in 1976, bringing

together 46 years of experience in all phases of surveying,

involving thousands of projects throughout the

Southwestern United States. He served as a Union Party

Chief for 22 years before becoming a Professional

Licensed Surveyor in 1995. Mr. Anhorn partnered with a

California and Colorado Land Surveying company and he

served as the Director of Field Services for 16 years before

starting his own company in 2010. In 2019 PBLA

Surveying, Inc. acquired Mr. Anhorn’s surveying

company where he currently acts as the Director of

Quality Control. Mr. Anhorn has taken the lead of Utility

Safety and Training of all field crews, setting construction

standards, and has authored 3 training manuals. He

manages teams that are developing quality control

methods to increase productivity. He also plays a critical

role as a client liaison to ensure communication between

office, field, and client to meet all project expectations,

deadlines, and budgets.

Mr. Hoak has been in the Land Surveying industry for 21

years. In 2001 he began his land surveying career as a

chainman. He has worked on numerous construction

staking projects for residential, commercial and industrial

developments. In 2004 he expanded his construction

staking experience to include high rise structures and in

2005 he became a party chief. In 2015 he joined PBLA

Surveying, Inc. to use his experience and knowledge

within the company to meet the demand in construction

staking services. His current role at PBLA Surveying, Inc.

includes the scheduling of survey field crews while

facilitating the needs of the client to complete a project on

time.

Mr. Delgado started with PBLA Surveying, Inc. in 2017,

where he has accumulated 5 years of Civil Engineering

and surveying experience. Mr. Delgado excels with new

technology, bringing survey grade reality capture using

drones and scanners. He also provides complete Utility

Mapping support to every aspect of the company’s

Mapping needs, including planimetric topographic

surveys, drone photography, pole-to-pole profiles, and 3D

surface creation. Mr. Delgado also has knowledge in a

variety of software programs, including CADD Programs:

Civil 3D, 3D Survey, Leica Infinity, Leica Register 360,

Carlson Photo Capture, Autodesk Recap, and Autodesk

3DS Max.

Mrs. Elkin started with PBLA Surveying in 2018. She

arrived with an extensive 20-year background in logistics.

Over the past 4 years she has assumed responsibility for

PBLA Surveying, Inc.’s Research and Utility Look Up

Department. During her time with PBLA Surveying, Inc.,

Mrs. Elkin has connected with and built ongoing relationships

with a multitude of municipalities, counties and

telecommunication companies all over the western United

States. This enables her to deliver expedited and quality

research to all PBLA clients. Mrs. Elkin works closely

with PBLA’s Utility Mapping Department to meet client’s

needs in providing as-built plans and maps which

establish the pre-existing utility locations as recorded.

Mrs. Elkin’s support with utility look up is an essential

service to plan for any future developments.

Mr. Flores started at PBLA Surveying, Inc. in 2015

through an Engineering program at his High School that

led him to experience an internship at PBLA. He was

hired as a Junior Drafter and has worked to become the

Director of Utility Mapping. Mr. Flores has a vast

knowledge of all aspects of Utility Mapping including

topographic reduction, 3D modeling and profiling. He

also provides complete survey support to every aspect of

the company’s Land Surveying needs. This support

includes SCE, SDG&E, PG&E Base Mapping, Survey

Mapping, Sections, Profiles and Pole Details. Mr. Flores

also has knowledge in a variety of surveying software

programs, including CADD Programs: AutoCAD LDD,

Civil 3D, and APS Software.

UTILITY MAPPING

Mr. Korta has 8 years of experience in the Land Surveying

industry. After earning a Bachelor of Science degree in

Mathematics he began working as a field surveyor in

2014. In January of 2020 he joined PBLA Surveying, Inc.,

taking a key role in providing training for the next

generation of surveyors in the field. In 2020 he received

his license as a Professional Land Surveyor in the State of

California. He has worked in the field performing profile

surveys for high voltage transmission and distribution

lines, power pole profiles, and providing surveying

services across all industries. Mr. Korta currently assists in

coordinating, scheduling and training PBLA’s field crews.

SPECIALTY SERVICES

Utility Vault Scanning

PBLA Surveying Inc. uses an inverted tripod

with a survey grade reality capture scanner

giving precise measurements, thermal

imaging, photo ID of cables, conduits,

structures and hazards. PBLA Surveying

methodology provides a safer alternative to

access vaults and record critical data for

future design and inventorying. PBLA

Surveying’s post processing of the end

product allows third party users to view

vaults in 3D, review thermal imaging, and

identify and measure physical features

within the office.

Drone Survey

The PBLA Surveying, Inc. drone

program was specifically developed for

aerial and utility mapping. Using

traditional aerial photometric standards

and modern drone technology, PBLA

Surveying Inc., can produce aerial

topography, aerial photographs, thermal

imaging, photo identification, and 3D

point clouds. PBLA Surveying Inc.’s post

processing process uses multiple

software programs to facilitate specific

client needs based on project

requirements, including 3D point cloud

classification and conversion to

PLS-CAD. The processes established at

PBLA Surveying Inc. increase accuracies

and reduces time from traditional aerial

photogrammetry.

SPECIALTY SERVICES

Pole Scanning

PBLA Surveying Inc., has created innovative

solutions based on client needs using

multiple software programs, aerial LiDAR,

drones, survey grade scanners, multi-stations,

and total stations. These solutions

accommodate ground line profiles from pole

to pole, inaccessible pole scanning, thermal

imaging, and photo imaging with the end

product showing a digital representation of

the field conditions. Once the planner and/or

engineer are complete with design PBLA

Surveying Inc., can provide construction

staking for grading, pole location, and SAG

layout.

Ground Penetrating Radar (GPR)

PBLA Surveying Inc. utilizes the newest

technology in Ground Penetrating Radar

(GPR), used to map subsurface features

including sewer, water, storm drain, gas

and electric utilities. Field crews deploy

instrumentation equipped with Equalized

Scrambled Technology (EST) which

combines low and high frequency

electromagnetic waves for an extended

range of depth at ultra-high resolution for

an accurate depiction of subsurface

structures. PBLA Surveying Inc., uses

post processing software on a geodetic

network to display utility locations in

CAD format. This in house process

provides greater efficiency, accuracy, and

reductions in cost.

PAR West/QUES (Edison Base Mapping)

PBLA Surveying, Inc. first contract with PAR

Electric in 2014 supports Southern California

Edison’s Tech Planning contract for the last 8

years. We have provided both office and field

surveying support. Typical workload includes

overlaying existing underground and overhead

utility records with field surveyed information

into a final drawing depicting an accurate land

base to be used during the planning/engineering

design process. Projects range from a few

hundred feet to several miles in size with

complex networks of underground and

overhead facilities. PBLA Surveying, Inc. has

to convert proposed developments projects into

usable AutoCAD Base Maps for APS design

purposes. Using APS templates PBLA Surveying,

Inc’s drafting staff is able to convert drawings via

templates and software designed specifically for

APS. PBLA Surveying, Inc. ability to adapt to

client specific needs, led to the success of this

contract.

QUES (APS Vault Scanning and

Modeling)

Arizona Public Service, Service Region

PBLA Surveying, Inc. has provided survey grade

reality capture within underground vaults, using

inverted Leica scanners, and post processing

software for thermal inspection, 3D modeling and

inventory assessment. PBLA Surveying, Inc. has

developed hardware to accommodate not entering

the vault to reduce safety concerns and its own

software to georeference previously scanned

projects.
