<strong>Groveport</strong> Police arrest<br />

suspect in grocery thefts<br />

<strong>Groveport</strong> Police arrested a 32-year-old<br />

Lancaster woman in connection to thefts<br />

involving the online ordering and delivery<br />

of grocery items.<br />

According to <strong>Groveport</strong> Police Detective<br />

Josh Gilbert, from August to November the<br />

woman - who was working for an online<br />

grocery delivery service - allegedly stole<br />

more than $100,000 worth of grocery goods<br />

from several central Ohio Kroger stores.<br />

“It adds up very quick,” said Gilbert.<br />

Gilbert said thefts occurred in more than<br />

100 separate incidents. He said the suspect<br />

allegedly took items such as food, cookware,<br />

coffee makers, toys, pet supplies, and more<br />

from the stores. He said the suspect would<br />

take the items and then sell them on the<br />

street in Columbus for cash. For example,<br />

in one incident the suspect received an<br />

online order for $78 worth of groceries but<br />

charged $1,800 on the client’s credit card<br />

and then resold the items she took.<br />

“In just one day involving three victims<br />

in <strong>Groveport</strong> she (allegedly) took $4,000<br />

worth,” said Gilbert.<br />

He said the suspect used two juveniles<br />

to help her fill grocery carts.<br />

“Video shows her taking out four to five<br />

cart fulls of groceries at a time,” said<br />

Gilbert.<br />

<strong>Groveport</strong> Police tracked down the suspect’s<br />

actions digitally because she used<br />

her cell phone in the acts.<br />

The suspect, who Gilbert said was cooperative<br />

in the investigation, was charged<br />

with felony counts of theft, misuse of credit<br />

cards, and telecommunications fraud. He<br />

said the suspect said she had lost her job<br />

and needed the money.<br />

Gilbert emphasized that people who use<br />

online service apps should always heed<br />

alert notifications and monitor their<br />

accounts and deliveries. He said victims<br />

should always report thefts even if companies<br />

refund them for their losses.<br />

“One victim who did not originally report<br />

the theft ended up being a key piece in aiding<br />

our investigation,” said Gilbert. “Even if<br />

you get your money back, report it.”<br />

Police seek grant money<br />

The <strong>Groveport</strong> Police are seeking grants<br />

to fulfill some equipment needs.<br />

Police Chief Casey Adams said grant<br />

applications for funding were submitted to:<br />

the American Rescue Plan, Fire House<br />

Subs Foundation, Gary Sinise Foundation,<br />

Harbor Freight and Tools Foundation, and<br />

Spirit of Blue Foundation.<br />

“Harbor Freight and Tool Foundation<br />

provided our detective bureau with $300 in<br />

gift cards to purchase equipment for use in<br />

investigations,” said Adams. “A previous<br />

American Rescue Plan application has<br />

been approved and we are awaiting the<br />

final certificate for $69,000 in funding for<br />

surveillance camera equipment that can be<br />

deployed throughout the city.”<br />

Adams said the surveillance camera<br />

equipment should arrive in about a month.<br />

He said two cameras will be mounted on a<br />

mobile trailer that can be moved about the<br />

city. An additional three cameras will be<br />

placed on poles at State Route 317 and<br />

<strong>Groveport</strong> Road, State Route 317 and Old<br />

Hamilton Road, and near the Main Street<br />

and Wirt Road intersection.<br />

According to Adams, the cameras will<br />

aid officers in determining the direction of<br />

travel of suspects, provide visual evidence<br />

in vehicle crash areas, and more.<br />

“The cameras help us to gather a variety<br />

of information on suspects,” said Adams.<br />

Adams said the department also<br />

thought it would receive a donation of<br />

three ballistic shields from the Spirit of<br />

Blue Foundation, but the foundation withdrew<br />

the offer.<br />

“They felt there are other agencies with<br />

bigger needs than ours,” said Adams.<br />

“They expressed regret in the premature<br />

award notification and that our application<br />

would remain in the 2023 process. I am<br />

holding out hope that we will eventually<br />

receive the equipment that could prepare<br />

our officers for active shooter scenarios.”<br />

GM Schools outline safety enhancements<br />

<strong>Groveport</strong> Madison Schools officials are<br />

working to improve safety and security in<br />

the district’s schools.<br />

In a letter to district residents posted at<br />

gocruisers.org and dated Nov. 22,<br />

<strong>Groveport</strong> Madison Superintendent Jamie<br />

Grube wrote, “Each one of us in <strong>Groveport</strong><br />

Madison Schools cares deeply about the<br />

safety and security of our students and<br />

staff members.”<br />

Grube noted recent events - including<br />

two students arrested for possession of<br />

guns at the high school and a fight between<br />

four students that resulted in the use of<br />

pepper spray to disperse the crowd - that<br />

raised concerns among students, staff,<br />

parents, the community, the <strong>Groveport</strong><br />

Madison school board and the school<br />

administration.<br />

“We already have plans and systems in<br />

place to keep our students safe,” wrote<br />

Grube. “We will continue to work with law<br />

enforcement officials, school safety and<br />

security experts, and our many stakeholders<br />

to ensure we are providing a school<br />

environment where students feel safe, welcomed,<br />

and productive.”<br />

Grube said schools are “a microcosm or<br />

reflection of the communities they serve”<br />

and that there’s “no magic pill” to resolve<br />

safety concerns that often begin “in the<br />

neighborhood or at one’s doorstep.”<br />

“We are committed to working with our<br />

students, staff, parents, and interested<br />

community members to address this challenge,”<br />

wrote Grube.<br />

<strong>Groveport</strong> Police Chief Casey Adams<br />

said, “Lt. Josh Short and I remain in close<br />

contact with <strong>Groveport</strong> Madison officials<br />

regarding weapons and violence issues.”<br />

<strong>Groveport</strong> Madison Communications<br />

Director Jeff Warner said district officials<br />

are gathering information and pricing on<br />

metal detectors. He said officials will visit<br />

other locations to “see the equipment, the<br />

operations, and implications” of metal<br />

detectors.<br />

Grube said both wand style metal detectors<br />

and walk through detectors are being<br />

reviewed.<br />

Elementary) looked 70 years ago. Note<br />

how small the young trees were compared<br />

to the large, magnificent trees<br />

they have become over the years. There<br />

were fewer trees growing in the lawn in<br />

those days. A low hedge once bordered<br />

the driveway. The school’s fountain, built<br />

in the late 1920s, was the dominant feature<br />

in the school’s front lawn.<br />

is proceeding with the creation of student<br />

advisory and parent advisory safety committees<br />

to advise the board of education.<br />

Other safety improvements being<br />

reviewed include: increasing security<br />

staffing at the high school and increasing<br />

recruiting efforts to attract female security<br />

staff candidates; adding school safety staff;<br />

more student support/mental health staff;<br />

additional school resource officers; use of<br />

detection/emotional support dogs; and evaluating<br />

adding an off-site alternative program<br />

to serve students with behavioral<br />

issues or other needs.<br />

Safety plans, systems, and<br />

supports already in place<br />

Grube said each <strong>Groveport</strong> Madison<br />

location has a School Safety Plan drafted in<br />

coordination with <strong>Groveport</strong> Police and<br />

Madison Township Police and Fire officials.<br />

Safety and supports include:<br />

•The high school threat assessment<br />

team that identifies students of concern,<br />

assesses risk for engaging in violence or<br />

other harmful activities, and develops<br />

intervention strategies to manage risk.<br />

•Crisis prevention intervention training.<br />

•A school-wide, data-driven, proactive<br />

framework for improving learning and<br />

behavioral outcomes for all students.<br />

•A positive behavior intervention and<br />

support system to improve social-emotional<br />

competence, academic success, and school<br />

climate.<br />

•Counseling and mental health support.<br />

•An area at the high school, overseen by<br />

the counselors and a social worker, where<br />

students can go to relieve anxiety, address<br />

anger issues, or talk to someone about their<br />

concerns. The school also has a calming<br />

room where students can practice self-regulating<br />

skills when feeling stressed.<br />

•Positive reinforcement programs for<br />

students including Lead the Way, Stepping<br />

Off to College, and Mapping Your Future.<br />

•Class meetings to discuss behavior<br />

expectations and the consequences for violations<br />

of the Student Code of Conduct.<br />

•Discontinuing student access to “Guest<br />

WIFI” to limit student cell phone use for<br />

non-academic purposes in class.<br />

•Implementing student I.D. cards with<br />

a magnetic strip and break-a-way lanyard.<br />

•Assign an individual to staff the security<br />

cameras throughout the school day.<br />

•Revise dismissal procedures to reduce<br />

the number of students in transition at the<br />

same time.<br />

•Increase staff presence during class<br />

changes, around restrooms, and before and<br />

after school.<br />

•Implement an emergency phone tree<br />

using Remind App.<br />

•Ordering 20 more walkie-talkies to be<br />

distributed to select staff members bringing<br />

the total to 40.<br />

•Increasing promotion of the “See<br />

Something, Say Something” campaign to<br />

encourage students to report concerns to a<br />

trusted adult at the school.<br />

•Increasing promotion of the<br />

SaferSchools Ohio tip line.<br />

•Creating more opportunities for positive<br />

student leadership and development.<br />

Short range actions (1-2 months)<br />

•Develop and conduct a safety survey of<br />

high school students and parents for feedback<br />

on safety strategies.<br />

•Evaluate prohibiting the use of student<br />

backpacks. The high school needs an<br />

additional 500 student lockers to implement<br />

a “No Backpack” policy (which would<br />

be a long range action of seven months).<br />

•Assess and adjust the sensitivity of<br />

Vape detectors to ensure the administrative<br />

team and security staff are alerted to<br />

issues and concerns.<br />

•Explore the possibility of assigning<br />

teachers and other staff to assist in covering<br />

restrooms throughout the school day.<br />

•The high school’s student leadership<br />

groups and staff advisors are looking at<br />

additional fun activities that can be implemented<br />

to promote a positive atmosphere<br />

at the school (events, intramural sports,<br />

and team-building opportunities).<br />

Medium range actions (3-6 months)<br />

•Public School Works has a de-escalation<br />

training module for staff. Look into<br />

how to expand de-escalation training for<br />

students.

Township trustees will have vacancy to fill<br />

Dog license renewal season<br />

There will be a new face on the Madison<br />

Township board of trustees in January.<br />

Madison Township Trustee Chair Michele<br />

Reynolds received notification that the<br />

Franklin County Board of Elections certified<br />

her victory in the Nov. 8 election for the<br />

District 3 State Senate seat. She will begin<br />

her term as a state senator in January.<br />

Once Reynolds officially vacates her<br />

township position at the end of the year, a<br />

30 day countdown begins for Madison<br />

Township trustees Katherine Chipps and<br />

John Pritchard to complete the search for<br />

Reynolds’ replacement.<br />

Chipps and Pritchard can then<br />

announce their process or appointment<br />

decision and hold a meeting to appoint a<br />

new trustee. Once appointed, the new<br />

trustee must run for election in November<br />

2023 to retain the seat for the next term.<br />

“I strongly suggest the existing board<br />

not meet with persons one-on-one interested<br />

in the position,” said Madison Township<br />

Administrator Susan Brobst, who expects<br />

the board to ask for resumes from interested<br />

residents, but cannot accept them until<br />

the replacement process officially begins.<br />

“It’s been very exciting,” said Reynolds,<br />

“and it’s been an honor to serve the citizens<br />

of the township.”<br />

Pritchard said filling the trustee position<br />

will be a robust process.<br />

“We want to make sure we have someone<br />

qualified to serve the township,” said<br />

Pritchard.<br />

Township Police and GM Schools<br />

Madison Township Police Chief Gary<br />

York responded to questions from the<br />

<strong>Messenger</strong> regarding the township’s school<br />

resource officer (SRO) serving <strong>Groveport</strong><br />

Madison Schools and ongoing problems at<br />

<strong>Groveport</strong> Madison High School.<br />

“The Madison Township SRO assigned<br />

to the <strong>Groveport</strong> Madison School District is<br />

at the high school at the beginning and end<br />

of the day as well as covering lunches,” said<br />

York. “In between those times, provided<br />

there is no need for SRO to remain at the<br />

high school, our SRO visits Middle School<br />

North daily as well as four elementary<br />

buildings on a rotating basis. The contract<br />

does not mandate the amount of time spent<br />

in each building within the district. The<br />

daily schedule for the Madison Township<br />

SRO is determined by the commanding<br />

officer and/or the SRO and the school<br />

administrators.”<br />

According to York, normally the<br />

Madison Township SRO follows their regular<br />

schedule at the high school unless activities<br />

warrant more officer presence in the<br />

building.<br />

York also said his department is anticipating<br />

hiring three additional full time officers<br />

early next year.<br />

Seeking better natural gas rates<br />

Madison Township is on the hunt for<br />

lower natural gas rates in 2023 and Scott<br />

Belcastro of Trebel, LLC is providing township<br />

officials with a money-saving aggregation<br />

option.<br />

Belcastro said that a new .747 Ccf rate<br />

was locked in for residents from January<br />

2023 through April 2024.<br />

“Right now, it looks like we’re in the<br />

good and conceptually save residents with<br />

the fixed rate,” he said.<br />

Brobst said postcards, in addition to optout<br />

mailers, were sent to residents to<br />

inform them of the new gas agreement. She<br />

said there is no cost to join the program<br />

and no cost to leave the program.<br />

Madison Township Fire Dept. news<br />

While attending the final inspection for<br />

a new engine for station 183, Madison<br />

Township Fire Chief Derek Robinson<br />

learned build times for future apparatus<br />

could take as long as three years and costs<br />

are increasing exponentially multiple<br />

times throughout the year.<br />

Facing growth in the residential and<br />

commercial sector and a potential $1 million-plus<br />

price tag for a new front line<br />

engine, Robinson suggested the township<br />

explore the option of ordering another vehicle<br />

as early as the end of <strong>2022</strong>, prior to<br />

another anticipated increase.<br />

Stinziano announced the dog license<br />

renewal period begins Dec. 1 and runs<br />

through March 31. The renewal period<br />

deadline, which is normally Jan. 31, was<br />

extended two months.<br />

Licenses may be purchased online at<br />

doglicense.franklincountyohio.gov or at<br />

the auditor’s office license counter, 373 S.<br />

High St., 21st floor in downtown<br />

Columbus. The counter is open Monday<br />

through Friday, from 8 a.m. to 4 p.m. The<br />

office also offers licensing at expanded<br />

locations across the county, including at<br />

pet vaccination clinics, the Franklin<br />

County Dog Shelter, and at other community<br />

events.<br />

Owners can change addresses, download<br />

forms, and update dog information<br />

via the online licensing system.<br />

One-year, three-year and permanent<br />

dog licenses can be purchased without<br />

penalty through March 31. After the deadline,<br />

the cost to purchase a license doubles.<br />

In addition to being required by state<br />

law, dog licensing ensures that any lost<br />

dog is returned quickly to their owners.<br />

License fees help support the Franklin<br />

County Dog Shelter and Adoption Center.<br />

The joy of vintage toys<br />

As a kid I had a fondness for vintage metal<br />

toys and today I maintain an appreciation for<br />

these toys’ combination of art, functionality,<br />

and fun.<br />

cars and other toy<br />

vehicles up until the<br />

late 20th century. I<br />

also have a couple of<br />

Midgetoy die cast toy<br />

cars.<br />

I proudly display all<br />

of them on the shelf of<br />

one of my bookcases.<br />

As a youth in the<br />

1960s I occasionally took some nickels and<br />

dimes to Ackerman’s drug store on<br />

<strong>Groveport</strong>’s Main Street and picked out some<br />

small TootsieToy die cast cars. I played with<br />

these cars frequently both indoors and outdoors.<br />

My boyhood home had a stone front<br />

walkway where the mortar separating the<br />

flat stones created the look of a streetscape<br />

with the mortar being the roads and the<br />

stones being imaginary buildings. I’d play<br />

with the cars there or out in the yard in the<br />

dirt or on the interior floors of our house.<br />

These die cast metal cars seemed indestructible.<br />

The metal gave them heft and<br />

their rubber tires allowed them to roll<br />

smoothly. They were also beautiful with<br />

brightly colored paint and tremendous detail<br />

on the grill work and car’s body. Today much<br />

of the paint is worn off of them because I<br />

played with them so much.<br />

I had not seen any other of these style of<br />

toy cars in recent years. Old toys, like many<br />

things, fade away.<br />

Then I went on a recent trip to the<br />

restored Ohio and Erie Canal town known as<br />

Roscoe Village near Coshocton. There I came<br />

upon a wondrous collection of vintage metal<br />

toys of all kinds tucked into the lower level of<br />

one of the town’s historic buildings.<br />

I was amazed at what I saw.<br />

The Toy Cellar, operated by Richard<br />

Hoover, has vintage metal toys he has collected<br />

dating from the 19th century to the mid-<br />

20th century. All sorts and sizes of brightly<br />

painted metal cars, trucks, airplanes, spinning<br />

gizmos such as carousels and ferris<br />

wheels, doll houses, toy kitchens, toy guns,<br />

pedal cars, and more. Plus there are all sorts<br />

of wooden toys.<br />

A great thing about it is that most of the<br />

toys there look a bit worn, which means that<br />

they once provided hours of fun for some<br />

happy kids back in the day.<br />

Hoover happily demonstrated many of the<br />

toys and answered the many questions I had<br />

about toys that caught my eye. The engineering<br />

of these toys is masterful and the fact<br />

that the mechanisms on them still function<br />

perfectly is a testament to those who made<br />

them. Plus the detailed appearance of the<br />

toys looks beautiful. They are works of joyous<br />

functional art. These toys are simple, yet<br />

intricate.<br />

Standing in the middle of the museum<br />

among all the whirring, clanking, and<br />

buzzing of the metal toys gives one a bit of<br />

sensory overload.<br />

But then I was transported from the<br />

reverie of it all when I spotted something.<br />

There, on a nearby shelf were a collection of<br />

mid-20th century TootsieToy die cast cars,<br />

two of which were the same models that I<br />

have in my collection.<br />

Plus there were a couple of TootsieToy die<br />

cast metal airplanes like I used to have and<br />

wished I still had.<br />

It made me happy to see those<br />

TootsieToys there and know that other kids<br />

had enjoyed these toys like I had in those<br />

days of our youth.<br />

Golden Cruiser Club<br />

<strong>Groveport</strong> Madison Schools invites senior<br />

residents of the district to attend athletic<br />

and performing arts programs showcasing<br />

the talents of its students. The<br />

Golden Cruiser Club is a free program for<br />

residents of the <strong>Groveport</strong> Madison School<br />

District who are age 60 and older. Club<br />

membership provides free access to all<br />

school and district sponsored athletic contests,<br />

plays, concerts, and other events. To<br />

become a member of the Golden Cruiser<br />
