George Frisbie Hoar was born in Concord,
Massachusetts. He was a member of an extended
family that was politically prominent in 18th and
19th century New England. Through his mother,
Sarah Sherman, Hoar was a grandson of Roger
Sherman, one of the Founding Father of the United
States, the only person to have signed all four great
state papers: Continental Association, Declaration of
Independence, the Articles of Confederation and the
United States Constitution.
Hoar graduated from Harvard University in 1846, then studied at Harvard Law
School and settled in Worcester, Massachusetts where he practiced law before
entering politics. Initially a member of the Free Soil Party, he joined
the Republican Party shortly after its founding, and was elected to
the Massachusetts House of Representatives in 1852, and the Massachusetts
Senate in1857. He served in the U.S. House of Representatives from 1869 through
1877, and then served in the U.S. Senate from 1879 until his death. He was a
Republican, who generally avoided party partisanship and did not hesitate to
criticize other members of his party whose actions or policies he believed were in
error.
Hoar was long noted as a fighter against political corruption, and campaigned for
the rights of African Americans and Native Americans. He argued in the Senate in
favor of Women’s suffrage as early as 1886. He opposed the Chinese Exclusion
Act of 1882, describing it as “nothing less than the legalization of racial
discrimination.” He voted against all the Chinese Exclusion laws. In fact he was
the only United States Senator to vote against the 1902 extension of the Chinese
Exclusion Act. “I hold that every human soul has its rights, dependent upon
individual personal worth and not dependent up color or race... As this bill
violates that principle, I am bound to record my protest, if I stand alone.” -
Senator George Hoar, April 16, 1902 - The yeas and nays were taken; and
resulted - yeas 76, nays 1; Senator George Frisbie Hoar Stood Alone.
Honorary Hosts
Maj. Gen. Bill Chen served on active duty for 32 years predominately in
missile and missile defense systems acquisition assignments. He served as
the Commanding General, U.S. Army Missile Command and was the
Army’s first program executive officer for missile defense, supervising the
Army’s theater and national missile defense programs. He is a University of
Michigan distinguished alumnus of aerospace engineering. He served in the
defense industry for 18 years in positions as VP & program director, VP for
engineering & product development, and VP & general manager for United
Defense, Inc. and BAE Systems, Inc. He retired in 2011 and resides in
Belmont, Massachusetts.
William Lum - Corporal, U.S. Marine Corps, 2nd Marine Aircraft Wing.
William was born in New York, NY, USA in August of 1927. In the 1940s,
William enlisted in the U.S. Marine Corps. He served in the Cherry Point
Aircraft Wing in North Carolina working on F4U Corsair fighter planes. He
received the World War 2 Victory Medal like other WW2 veterans. His older
brother, George and younger brother Sam both served in the U.S. Army. He
returned to New York after the war and worked as a piping designer. He
married Grace on May 16, 1954. Their first son, William Jr, was born two
years later in 1956. They lived in New York and William worked for a
design/engineering company. Together with Grace they raised 5 sons.
Tony T.D. Moy - Seaman 1st Class, U.S. Navy Pacific Theater. Tony
served from March 15, 1944 through June 19, 1946. He was a
lookout/gunner on the U.S.S. Vicksburg during the invasion of Iwo Jima
and Okinawa. He witnessed, aboard the U.S.S. Vicksburg, the Japanese
execution of the Instrument of Surrender aboard the U.S.S. Missouri on
September 2, 1945. After the war, he worked in restaurants and laundries.
He graduated from Feener Technical School and was a draftsman at Butler
Engineering. He held the position of Senior Mechanical Engineer at Reece
Corporation and at Anderson Nichols. In 1951, he married Josephine Goon
and they raised three children.
Senator George Frisbie Hoar Award 2022
Ed Flynn, Boston City Council President is a resident of District 2, where he has
been involved as a community activist and youth sports coach. Before taking his
seat as a City Councilor, he was a Probation Officer at Suffolk Superior Court.
In addition to being a Boston Public Schools parent at Boston Latin School,
Councilor Flynn is a member of several neighborhood organizations throughout
the city. He served for 24 years in the U.S. Navy and U.S. Navy reserve. He is a
Veteran of Operation ENDURING FREEDOM and helped with disaster relief
efforts in Haiti. Councilor Flynn also served for five years in the U.S.
Department of Labor under President Clinton, where he worked to expand access
to affordable health care and increase the federal minimum wage. Councilor
Flynn and his wife Kristen are raising their children, Caroline and Stephen, in
Boston.
Theresa Mah ,Illinois State Representative is a former professor with a doctorate
in modern American history who taught history, ethnic studies, and Asian
American studies. A San Francisco native and graduate of UC Berkeley,
Representative Mah first came to Illinois for graduate studies at the University of
Chicago more than 30 years ago.
Representative Mah made history in 2016 when she became the first Asian
American elected to serve in the Illinois General Assembly. As a public servant,
Representative. Mah is a constant advocate for working families, seniors, and
immigrant communities. In the state legislature, Rep. Mah is a strong champion of
progressive policies that support economic opportunity, public education,
environmental justice, healthcare access, affordable housing, immigrant rights,
senior services, and consumer protection. Representative Mah is currently the
chair of the Health Care and Licenses Committee and Asian American House
Caucus Whip. She serves on the committees for Housing, Immigration & Human
Rights, and Elementary & Secondary Education Appropriations, among others.
Trailblazer Award 2022
Brigadier General Enoch Woodhouse II served as a member of the Tuskegee
Airmen from 1946 to 1948. When discharged from active duty in 1949, he joined
the Air Force Reserve. He earned his undergraduate degree from Yale in 1952
and then went on to Boston University School of Law. He worked as a trial
lawyer in private practice in Boston and as an attorney in the US State
Department and for the city of Boston for more than 40 years. In 2006, he and
other Tuskegee Airmen received the Congressional Gold Medal, the highest
honor bestowed by the US Congress for distinguished achievements and
contributions. In October 2022, Boston’s Logan Airport dedicated a special mural
featuring Tuskegee Airmen and Enoch Woodhouse. Governor Charlie Baker also
designated Enoch Woodhouse as a Brigadier General in the Massachusetts
Militia.
Leadership Award 2022
Cheryl Lussier Poppe, Secretary of the Department of Veterans’ Services (DVS)
brings to this position 30 years of experience with the Massachusetts National
Guard. She was appointed permanent Secretary of Department of Veterans’
Services in October 2020 after serving in an acting capacity since June 2020. The
Mission of the Department of Veterans’ Service is to be the primary advocate for
over 300,000 Massachusetts Veterans and their Families. She previously served
as the Deputy Secretary for Programs, Services, and Personnel. From November
2014 – June 2020, Poppe served as Superintendent of the Soldiers’ Home in
Chelsea. Cheryl holds a Bachelor of Arts in Elementary Education from the
University of Rhode Island and a Master of Business Administration degree from
Salem State University and is a graduate of the U.S. Army Command and
General Staff College.
Robert Santiago serves as the Commissioner Veterans’ Services, City of Boston.
He joined the City of Boston in 2016 as Deputy Commissioner. He is the first
Puerto Rican and LGBTQ Veterans' Commissioner in the City's history. Before
joining the Mayor's Office of Veterans' Services, Santiago served 20 years in the
Navy in diverse duty stations including sea duty on four warships; and tours in
Belgium, Puerto Rico, Panama, and Japan. Santiago participated in Desert
Shield/Desert Storm, Eastern Exit, Enduring Freedom, and Iraqi Freedom. His
final duty station was in Boston onboard America's Ship of State, the USS
Constitution which is the oldest commissioned warship afloat in the world. He
retired from military service in 2008 while onboard USS Constitution. Santiago
is on the Executive Board of the Massachusetts Veterans Services Officer
Association and is a life member of the Veterans of Foreign Wars and the
American Legion.
Community Impact Award 2022
Eugene Welch arrived at South Cove Community Health Center in 1998 with a
background in finance manufacturing/administration, and had no background in
the medical/healthcare field. Before coming to South Cove, he operated a
manufacturing company for 15 years. He first arrived at South Cove as a
consultant to do a special project for 6 months working directly for the Board of
Directors. After spending several months at South Cove, he was offered the
position of COO, working on re-organizing the health center’s facilities and
systems, and shortly after, assumed the role of Executive Director/CEO. Fast
forward, Eugene has been the Executive Director/CEO for the past 24 years. His
mission is to mentor young people in the organization to assume the responsibility
of someday managing South Cove, which now serves over 38,000 patients with
190,000 visits a year and is true to its mission of serving the underserved Asian
community in Massachusetts in 5 locations.
Spirit of New England Award 2022
The Josiah Quincy Elementary School (JQES) celebrated their 175 th
Anniversary this year. It was founded in 1847 and is consistently ranked among
the top public schools in Massachusetts. JQES draws upon the energy of its
surrounding neighborhoods and the diversity of its students to create a vibrant
center for learning. JQES is a candidate for the International Baccalaureate
Primary Years Programme. It offers a rigorous academic program that
also provides a window into the world. We believe the best way to teach children
is to engage their love of learning by making them partners in their own
education. JQES provides a challenging academic program that gives our
students the means to meet high standards and excel to the best of their abilities.
We foster sound habits and a healthy mind and body and instill in them such
virtues as integrity, respect, and self-discipline. We provide a nurturing

Tiffany Chan is a general assignment reporter for WBZ-TV. Chan joined
WBZ-TV in July 2017 after spending three years at WWLP-TV in Chicopee,
Massachusetts, as their Statehouse Bureau Correspondent and fill-in anchor.
During her time at the Massachusetts Statehouse, she covered political scandals,
statewide elections and controversial legislation.
Chan is a graduate of Suffolk University where she earned a B.S. in broadcast
journalism. As a Chinese American, Chan is a proud member of AAJA (Asian
American Journalists Association).

Major Andrew (AJ) J. Soo Hoo is the grandson of 1LT Henry J. Soo Hoo of the US Army Air Corps
who served in WW2 as a navigator on a B-29 bomber during the conflict in Saipan. Influenced by his
grandfather’s selfless service, Major Soo Hoo commissioned into the US Army as a 2LT prior to
medical school. Following graduation, he completed a six-year residency at Walter Reed National
Military Medical Center where he would hone his skills in combat casualty care by treating those
wounded in the Iraq and Afghanistan wars. His experience at Walter Reed would lead to an interest in
traumatic vascular injury where he would go to Boston to complete an additional two years of
training in vascular surgery at the Brigham and Women’s Hospital, a teaching facility of Harvard
Medical School. Immediately following his fellowship, he was deployed to the Baghdad Diplomatic
Support Hospital in Baghdad, Iraq with the 528 th Field Hospital out of Ft Bragg, NC as a vascular and
trauma surgeon. There he would earn the Army Commendation Medal with a ‘C’ device as he served
as the operational theaters consultant for vascular trauma and as a consultant to the Iraqi Special
Forces medical division to improve host nation response to traumatic injury. After deployment Major
Soo Hoo began his practice and currently sits as the Chief of Vascular Surgery at Dwight D. Eisenhower
Army Medical Center in Augusta, GA.

Obverse and reverse side of the Chinese American
World War II Congressional Gold Medal
The obverse side of the medal has images of servicemen in all branches of the
services and a female nurse to represent the service of Chinese American women
in the armed services. Also inscribed on the obverse side is “Proudly Served as
Americans.” The reverse side shows how Chinese Americans fought in World War
II – on land, sea, and air with images of the Sherman tank, battleship USS Missouri,
and the P-40 fighter of “Flying Tigers” fame; with a 48-star American flag serving as
a backdrop.
The Speaker of the Award Ceremony on December 9, 2020, some 75 years after
the end of World War II, officially awarded the Congressional Gold Medal to
Chinese American World War II Veterans, finally recognizing and honoring Chinese
American World War II Veterans.

The Congressional Gold Medal for
Chinese American World War II Veterans

The Congressional Gold Medal is an award bestowed by the United States
Congress, and is Congress’s highest expression of national appreciation for
distinguished achievements and contributions by individuals or as a group.
On May 4, 2017, bills were introduced in the U.S. House of Representatives and
the U.S. Senate for the award of the Congressional Gold Medal, collectively, to
Chinese American veterans of World War II. Representatives Ed Royce (R-CA) and
Ted Lieu (D-CA) were lead co-sponsors to H.R. 2358 on the House side; and
Senators Tammy Duckworth (D-IL) and Thad Cochran (R-MS) were lead cosponsors
of S. 1050 on the Senate side.
The bills were the result of a campaign organized by the Chinese American Citizens
Alliance to recognize Chinese American servicemen and servicewomen who served
when the Chinese Exclusion Act of 1882 was still in place – they fought for their
country in the face of discrimination and injustice. After passage of the Senate
and House bills by unanimous consent, Public Law 115-337, The Chinese American
World War II Veteran Congressional Gold Medal Act, was enacted on December
20, 2018.
Chinese American World War II Veterans served in every theater of war and in
every branch of the services: Army, Army Air Forces, Marine Corps, Navy, Coast
Guard, and Merchant Marine. In contrast to other minority groups like Japanese
Americans and African Americans, Chinese Americans were predominately
integrated into the U.S. Armed Services. The only all-Chinese American units were
the 14 th Air Service Group and the 987 th Signal Company assigned to the China
Burma India theater.
2020 Rose Parade Float: American Heroes

September 2, 2020 marked the 75 th Anniversary of America’s Victory in World War II. The Chinese
American Heritage Foundation (CAHF) proudly sponsored “American Heroes” a 75 feet long float
which won the “Extraordinaire Award” in the 2020 Rose Parade.
Our float paid homage to the contributions and sacrifices of the men and women of the “Greatest
Generation” who served in the U.S. Army, U.S. Army Air Corps/Air Force, U.S. Navy, U.S. Marine
Corps, U.S. Coast Guard and the U.S. Merchant Marine, and also those on the home front who
worked in factories, shipyards, military industries, farms, etc. Special tribute was paid to our 20,000
Chinese American World War II Veterans who defend and protect America's freedom and democracy.
These veterans join past Congressional Gold Medal recipients: Filipino World War II Veterans, the
Nisei 100th Infantry Battalion and Nisei 442nd Regimental Combat Team, Women Air Force Service
Pilots (WASP), the Tuskegee Airmen, Native American Code Talkers, the Crew of the USS
Indianapolis, the Monuments Men, and the Military Intelligence Service, etc. Our float riders and
walkers were a diverse representation of Congressional Gold Medal recipients and descendents.
