Winter Hike Series participants are invited
to look for custom wooden ornaments at
certain parks in January and February.
Metro Parks is celebrating five decades
of encouraging folks to explore nature when
temperatures are low.
“When Metro Parks first started the
Winter Hike Series in 1974, it was really
just a way to get people out in the parks in
winter when usually they hibernate and
don’t get out,” said Jill Snyder, the park system’s
visitor engagement manager.
“In the early 2000s, when I started working
here, if we had 100 people come out for
one of the winter hikes, it was a good day.
Then something clicked, word got out, and
we started having over a thousand people
showing up at some of the hikes.”
The format of the winter hike series has
changed over the years. Initially, Metro
Parks staffers led guided hikes for a few
dozen visitors on certain days. When participation
numbers exploded, the parks offered
a combination of guided and unguided hikes
on certain days in January and February.
Since the pandemic, the hike series has expanded
to more parks in the system, takes
place over three months instead of two, and
offers a looser structure.

London city council is considering placing a levy request on the
May 2 ballot for a 0.25 percent increase in the city income tax to
provide additional funding for the fire and EMS department. This
would mark the city’s third attempt in a year to pass a levy for additional
fire/EMS funding.
The first attempt came in May 2022 when the city requested a
0.5 percent income tax increase for additional funding for fire/EMS
and to build new police facilities and a new community center. The
second attempt came in November
2022 when the city requested a 0.4
percent income tax increase (0.25
percent for fire/EMS and 0.15 percent
for police facilities). Both levy
requests failed.

fire/EMS. On Dec. 15, city council held first readings on legislation
to place a 0.25 percent income tax increase on the ballot. The deadline
to file a levy request with the Madison County Board of Elections
for the May 2 ballot is Feb. 1.
“The fire department, we know, is going to be short on funds.
There’s no ifs, ands, or buts about it,” said council member Greg
Eades, sponsor of the new levy legislation. “I’m happy to sponsor
this because I don’t want to see the fire department not able to operate.”
The estimated expenses for fire/EMS in 2023 are $3.7 million,
however, without additional funding, the department’s revenues
will fall short by an estimated $800,000.
Currently, the city’s income tax stands at 1.5 percent. Of that,
0.5 percent is earmarked for fire/EMS. The 0.5 percent generates
approximately $2.4 million per year and is the primary source of
funding for fire/EMS. The department also brings in roughly
$500,000 per year from billing to insurance companies for patient
transports.
The department operated in a deficit in 2022. To help cover the
shortfall, the city used $900,000 it received in American Rescue
Plan (ARP) money to help cover fire/EMS expenses. ARP funds are
federal COVID relief funds. The city does not anticipate receiving
such funding in 2023, said Rex Castle, London's safety service director.
If passed, the 0.25 percent income tax increase would generate
an estimated $1.2 million per year in additional funding for
fire/EMS. The additional funding would cover the deficit, set up the
department to cover increasing expenses for equipment and maintenance,
cover contracted salary increases, and allow the department
to keep up with the needs of a growing population, Castle said.
“It should keep that fund pretty stable. We just have to stop the
bleeding,” he said.
If the 0.25 percent income tax increase does not pass in May, “There
would have to be budget reductions,” Mayor Patrick Closser said.
City council plans to hold two more readings before voting on the
legislation to put the 0.25 percent income tax levy on the ballot.
Those readings are scheduled to take place at council’s Jan. 5 and
Jan. 19 meetings, both set for 6:30 p.m. at city hall.

No to new gym; yes to demolition of old gym

The city of London will not be building a
new gymnasium for youth sports but is moving
forward with demolition of the building
currently used for those programs.
City administrators opened bids for the
demolition on Dec. 14. From the seven bids
submitted, they chose to contract with International
Excavating of Ohio. The Canfield,
Ohio, company’s bid was $419,500.
In early 2022, the Ohio Department of
Development awarded the city a $461,400
grant to tear down the gymnasium, the former
school attached to the gym, and the accompanying
boiler building. Plaster is falling
from the gym’s interior walls, bricks are
falling from the building’s exterior walls,
and the school has sat vacant for years.
According to Rex Henry, London’s safety
service director, the city will hold a pre-demolition
planning meeting with International
Excavating in early January.
Demolition is slated to start on Jan. 31. Per
the contract, the work will be done by April
1. The grant requires the work to be done by
May 1. In addition to the building demolition,
the city will have the sidewalks around
the building removed and replaced at an
added expense.
The city’s youth basketball program will
finish out its 2022-23 season in the old gym.
The season wraps up on Jan. 14 with championship
games, after which the gym will no
longer be used.
Background
In May 2022, London voters turned down
a levy request that included funds for construction
of a new community center. With
increased participation in youth sports and
ongoing decay of the current gym, city administrators
proposed issuing a $3 million
bond to finance construction of a steel building
for a new city gym.

In the time since the gym proposal was announced
in September, much discussion has
taken place among city officials and residents.
Mayor Patrick Closser pushed for the new
gym as a way to continue youth basketaball
and volleyball programs in a safe environment.
He wanted to get the ball rolling
quickly in order to take advantage of the
Ohio Department of Development demolition
grant before the May 1, 2023, deadline.
At recent council meetings,
residents spoke out
for and against the gym
proposal. E-mails and letters
from concerned individuals
were read at the
meetings, as well.
Many of those who
spoke in favor of building
the gym said youth sports
provide children with a
way to socialize with other children and
build confidence, skills, and relationships
with positive role models.
“London’s children need to socialize, be
active, receive organized physical education,
exercise regularly, and learn to compete to
be successful in life,” wrote resident Juliet
Wendler in an email read at the Dec. 1 council
meeting. London needs recreational facilities
to promote children’s growth and
growth of the community, she added.
Stephanie Mack, a lifelong London resident,
participated in youth sports as a child
and has a daughter who now does the same.
In an email to Closser, she said overcrowding
is already an issue for London’s youth
sports programs and that the city might one
day need multiple facilities to house indoor
programs. She urged council to move forward
with the gym proposal.
As for other needs in the city, Mack
stated, “I believe the city of London is capable
of addressing multiple challenges
around the town at the same time.”
Many of those who spoke against the
gym proposal said the city has more pressing
issues to attend to and spend money on,
including funding the fire/EMS department,
fixing water and stormwater issues, and
building new police facilities.
Andrea Dillion, a London resident and
realtor, spoke at several council meetings,
stating she is 100 percent in favor of a new
recreation center that offers a wide array of
programs and services, but priority should
be given to the city’s infrastructure issues.
“How much more can the citizens of London
be asked to finance? We are in a recession,
inflation is at its highest in 15 years,
people are getting laid off work, and 2023
isn’t looking much better,” she said at the
Dec. 15 meeting.
“What is being presented and voted on
tonight is not a rec center. It is a gymnasium
at a cost much too high considering the
more immediate needs,” she said.
Council President Henry Comer said residents
deserve more than “a pole barn with
basketball hoops in it.” He’d rather see the
city take one or two years to put together a
plan for a community center with more
amenities, such as a pool, and then put the
proposal to the voters.
Gym proposal voted down
In the end, on Dec. 15, council voted 4-2
against each of two resolutions that would
have moved the gym project forward. One
involved the city partnering with Madison
County Future Inc., the county’s non-profit
community improvement corporation (CIC).

said. The other resolution
called for issuance of a $3
million bond to finance
the project. Council members
Greg Eades, Rich
Hays, Joshua Peters, and John Stahl voted
“no” on both resolutions. Council members
Andy Hitt and Bryan Robinson voted “yes”
on both resolutions.
“I want a rec center as much as anybody
does,” Hays said after the votes. “Kids are
the future, but... you gotta have sewer,
water, police, and fire. If you have that, then
things will come.”
Robinson said he was disappointed that
the gym isn’t going to happen, but said he
understands others’ reservations about it.
“Just, hopefully, it doesn’t put us back
too far,” he said.
Finding gym time
Closser said he respected council’s decision
and holds no ill will toward anyone regarding
the issue.
“The biggest thing is we need to figure
out how to keep these sports going. I am
asking (council) to help us with that
process,” he said. “This is going to be kind of
an all-hands-on-deck to get this thing figured
out for the future. My focus is on the
kids and the youth... and where they’re
going to play. I have no probem with you not
liking my plan, but I want to give kids the
outlet they need.”
The city’s parks and recreation director,
Landon McKenzie, has been in touch with
London City Schools about using their gym
space for city youth sports programs. Residents
have suggested the city also reach out
to St. Patrick School and local churches that
have gym space.
Closser said such partnerships would be
great, but they come with challenges. The
parks and recreation department employs
two people; overseeing practices at multiple
locations would require more staffing. Gym
time would not be guaranteed as priority
would go to the gym host’s teams. Practice
time also could be later in the evening than
is desirable to work around the host’s schedule,
he said.
“We are continuing to look at different
avenues and different partnerships to make
sure we can keep youth athletics going in
London,” Closser said, adding that city leaders
are always looking for grant opportunities,
as well.

A new apartment complex is in the works
for London.
Developer Mark Seimer looks to bring
Keny Station Apartments to Keny Boulevard
on land located between the Madison
County Chamber of Commerce office and
The Tire Shop & Lube.
The plan is for 55 apartments renting for
$1,200 per month. A pool and clubhouse are
part of the layout. The complex will not include
Section 8 or subsidized housing, according
to Rich Hays, London city council
member.
Seimer’s original plan called for 61 apartments
and two entrances to the complex,
but London’s planning commission requested
a reduction to 55 apartments and
one entrance. One of the entrances in the
original plan sat across from an entrance to
the London Condominiums. That entrance
has been eliminated from the plan due to
concerns about traffic trouble.
Seimer is seeking a zoning change for the
land from residential to planned unit development
(PUD). The city’s planning commission
has approved the change. The request
now goes to city council.
Council plans to hold the first reading on
the legislation at their Jan. 5 meeting. Second
and third readings are slated for council’s
Jan. 19 and Feb. 5 meetings. A public
hearing will take place at the Feb. 5 meeting
prior to council’s vote.
Pulte Group project
In other housing news, Mayor Patrick
Closser reported that Pulte Group is still interested
in building a housing development
in London. The company applied for a conditional
use permit in May, asking that land
known as the Heath property be rezoned to
PUD.

The 50th Annual Winter Hike Series is
well under way. More than 1,000 hikers
showed up at the kickoff at Inniswood Metro
Gardens in early December. The program
runs through the end of February. Participants
can enjoy refreshments when they
hike certain parks at certain times, or they
can simply get out to any park anytime.
Those who visit at least seven parks in
the series earn a Metro Parks Winter Hikes
patch. Those who visit all 20 parks in the series
and sign up to be a Friend of the Metro
Parks earn a walking stick and medallion.
Participants can pick up a hike series card
at park nature centers or print one from
www.metroparks.net/winter-hikes/. Staff
members at each park can stamp the card.

located in Madison County—Battelle
Darby Creek near West Jefferson, Glacier

Pulte wants to build 236 single-family homes on 73 acres located
east of Richmond Avenue, between Lafayette Street and East High
Street.
Pulte has worked through issues with the Environmental Protection
Agency. The company plans to reduce its number of homes
from 236 to 235 to work around wetlands on the property.
Closser met with a Pulte representative on Dec. 14. The representative
said Pulte plans to come back to the city with small
changes to its PUD zoning request, including the reduction in number
of homes. Closser also said the developer hopes to finalize the
contract with the landowner soon.
“They are still very much interested in this project and working

To wrap up the series, Metro Parks will host a Winter Hike celebration
on Feb. 26, 11 a.m.-3 p.m., at Blacklick Golf Course. Hikers
are invited to walk along the paths of the Audubon Sanctuary Golf
Course, search for wooden ornaments along the trail, collect their
Winter Hike patch or Friends of Metro Parks hiking stick and medallion,
enjoy hot chocolate, and warm up around the fire.

KREKEL
Melvin “Mel” Krekel, 73, of Galloway,
Ohio, went to be with the Lord on Dec. 13,
2022. He lived life like a warrior, fighting
health issues with incredible strength and
fortitude, including a courageous battle with
cancer. Through it all, he maintained the
same clever sense of humor he was known
for by family and friends.
Mel was predeceased by: his father and
mother, Forrest Krekel and Audrey (Brockmiller)
Krekel; his mother-in-law and father-in-law,
James Milton Peters II and
Vernice (Greer) Peters; and his brother-inlaw,
James Milton Peters III.
He is survived by: his wife of 35 years,
Rebecca Peters Krekel of Galloway, Ohio;
his brother, Mike (Kathy) Krekel of Grand
Rapids, S.D.; his sister, Susan Krekel of Waterloo,
Ill.; his sister, Sandy Krekel of Firestone,
Colo.; his son, Brian (Jamie) Krekel
of Valmeyer, Ill.; his daughter, Kristie
(Bobby) Staggs of Florence, Ala.; grandchildren,
Jake, Jayna, and Violet Krekel,

Mel was born on Aug. 18, 1949, in St.
Louis, Mo. He graduated from Cahokia Senior
High School, Cahokia Ill., in 1967. He
served 15 years as a police officer for Carbondale
Police Department, Carbondale, Ill.
Once in Ohio, he began a career with AT&T,
retiring in 2017.
Mel had a passion for hunting and fishing.
With his son, Brian, he hunted bear in
Canada, wild boar in Tennessee, deer in
Ohio and Illinois, and marlin fishing in
Cabo San Lucas. He also salmon fished in
Alaska, deep sea fished in the Atlantic, and
walleye fished in Lake Erie. Locally, he
never missed goose or duck season.
Mel also loved to travel. He traveled with
his wife to Alaska many times but enjoyed
other adventures, as well, including exploring
the beauty of Smoky Mountain National
Park, fishing at Lake Milakokia, Mich., and
watching the sunset in Key West, Fla. He
also enjoyed camping throughout Ohio.
Mel left behind his four-legged guardians
and companions—Sparky, Ruby, and
Beanie—who never left his side in this life
and will gather around him in the next,
along with all the beloved pets of his lifetime.
A celebration of life will be held in his
honor in spring 2023. The date and time of
this event is to be determined.

Russell Marvin Walls, 90, of London,
Ohio, died on Dec. 15, 2022, in the Bluebird
Retirement Community, London.
Born on March 27, 1932, in London, he
was a son of Charles H. “Happy” Walls and
Marie (Bennett) Walls-Stultz.
Russell was an amazing athlete growing
up, excelling in baseball and basketball as
a high school standout. After graduation, he
went on to co-found Thomas & Walls Hardware,
worked for F&R Lazarus & Co. in
Columbus and International Harvester in
Springfield before later turning to real estate.
Russell spent the best part of his career
working as a realtor and co-founded
Walls & Bennett Realty Inc. in London,
along with his long-term business partner,
Rodney (Karen) Bennett. He was a member
of First Presbyterian Church of London,
London Lions Club, Chandler Lodge 138
F&AM, London city council, and Odd Fellows.
Russell also loved to fish, particularly
in Canada whenever he could sneak away.
He is survived by: his daughter and sonin-law,
Deb (Davidson) and Dennis Sykes;
daughter-in-law, Susan Davidson; grandchildren,
Thomas “Rusty” Hill (Kristen
Vance), Hollie (Mike) Kinney, Craig (Zaida)
Sykes, Scott (Jennifer) Davidson, Samantha

p.m., at Brennan Loft, 158 S. Main St., London.

GRAY
Jerry Lee Gray, 63, of London died on
Dec. 20, 2022, in his residence. Born on May
8, 1959, in Dayton, he was a son of Robert
Donald and Florence Zetta (Neidhamer)
Gray.
Jerry retired from the U.S. Army as a
sergeant first class and had also worked as
a corrections officer at London Correctional
Institution. He loved his family and riding
his motorcycle.
Survivors include: his wife of 40 years,
Joann (Francis) Gray; children, Danielle
(Shane) Casto, Bryan Gray, Justin Gray
and Kari-Sue Gray; grandchildren,
Hayleigh “Ray,” Kaden, Ember, Jayce, Eli
and Sophia; brother, Warren Gray; sister,
Beverly Gray; several nieces and nephews;
and brother-in-law, Michael H. Francis, Jr.
He was preceded in death by his parents.

James B. Williams (Jim), 85, of Mount
Sterling passed unexpectedly on Dec. 20,
2022, at Mount Carmel Grove City.
In addition to his parents, he was preceded
in death by: his wife of 49 years, Betty
Williams; sons, Lee George, Steve George,
and Bobby Miller; brother, Earl; and sister,
Barb. He is survived by: sister, Betty, and
brother, Rick; son, Erick George; daughter,
Cheryl Dwyer; grandchildren, Joey George,
JoLeigh George, Jamison George, Heather
George, Sara Dwyer, Erick George, Kate Osborne,
and Haley Miller; great-grandchildren,
Gaze, Gwen, Jaysa, Anthoney, Kali,
Serena, Layla, Sebastion, Maddox, Adlee,
Cade, Nolan, and Aliyah; and many nieces
and nephews.
Jim served in the Navy and National
Guard for a total of 12 years. He spent many
years working for Showa Aluminum Corp.
and Kinnear. In his earlier years, he enjoyed
working on his John Deere tractor and
attending steam threshers. Jim spent most
of his time with his grandchildren and
great-grandchildren and enjoyed every moment.
He was very loved and will be missed
by many.

BUTCHER
Gary “Richard” Butcher, 74, went home
to be with the Good Lord on Dec. 22, 2022,
after a long battle with cancer. He was born
on Dec. 27, 1947. He grew up in Delbarton,
W.Va., and was the youngest of nine children.
He is survived by: his wife of 29 years,
Mrs. Katherine Raynell (Helterbran)
Butcher, Grove City, Ohio. He also leaves
behind the mother of his daughters, Rebecca
R. Cooney, Jacksboro, Tenn.
He was preceded in death by: his parents,
Andrew and Eula (Murphy) Butcher,
and siblings, Ida Mae Errigo, Minnie “Ailene”
Jeffrey, Wanda Jean Delong, Judy
Hall, Susie Butcher Copley, Thomas
“Macky” Butcher, and Linda Kay Fletcher.

Tory, Nikolas, Mathew, Stephen, Tristan,
Dalton, Deilon, Ashton, and Mason; granddaughters,
Lindsay, Lauren, Kaylie, Haley;
and great-grandchildren, Memory, Tobi,
Hunter, Madeline, Olivia, and Ryder. He
also leaves behind many nieces, nephews
and cousins who all loved “Richard” dearly
and many friends and colleagues he met
throughout his life. Gary loved all of his
family and friends with his entire heart,
and anyone who knew him loved him
dearly, too. He will be greatly missed by all.
Gary was a corrections officer for the
State of Ohio Department of Corrections for
over 30 years. He worked at the old Ohio
Penitentiary in Columbus, Ohio, until it
closed in 1984. He also worked at the Lucasville
Prison, Orient Correctional Institution,
and he retired from Madison County
Correctional Institution in London, Ohio.
He was named Corrections Officer of the
Year two different times and made many
long-time friendships with the officers he
worked with over the years.
Gary loved to go camping with family
when he was a younger man, cookouts and
get-togethers, dancing, and always looked
forward to going “Down Home” to visit his
family in West Virigina. He loved watching
football, especially The Ohio State Buckeyes.
He would always root for the Ohio
teams, including the Browns and the Bengals,
but he also had a love for the Dallas
Cowboys.
Visitation was held on Dec. 28 and a funeral
service on Dec. 29, both at Eberle
Fisher Funeral Home, London. Pastor John
Meade Jr. officiated the service. A graveside
service followed at Sunset Cemetery, Galloway.

Julie Hackett of Huber Heights, Ohio,
passed away at her home on Dec. 22, 2022.
She was born on June 14, 1956, the daughter
of Paul E and Helen K. Hackett.
Julie retired after working 30 years for
the State of Ohio, the last 10 years at BCI
as a fiscal officer.
Julie is survived by: her loving daughter,
Clair Hackett, who has been her caregiver.
She also leaves behind her four cats whom
she loved dearly. She is also survived by:
her brother, Stephen Hackett, and sisters,
Susan Ott, Diane Pickens, and Carol White,
along with numerous nieces, nephews, and
close family friends.
She was preceded in death by: her parents;
sister, Linda Wolf; and nephew, Trevor
Hackett.

Charles Rogers Hutchins III, 39, of London
died in Columbus, Ohio, on Dec. 22,
2022. Born on Dec. 15, 1983, in London,
Ohio, he was the son of Charles Roger
Hutchins II and Tammy Lee (Pollard)
Hicks.
He loved his family, his daughter being
the light of his life, and loved his nieces and
nephews. He liked to joke around and make
people laugh and enjoyed fixing things.
He is survived by: his father, Charles
Roger (Bonnie) Hutchins II; mother,
Tammy (Jerry) Hicks; daughter, Trista Lee
Hutchins; sisters, Arianna (Jason) Frisby,
Arica Hutchins, Miranda Hutchins; stepsister,
Gerin Tillberry; step-brother, Jason
Hicks; numerous nieces and nephews and
aunts and uncles.
He was preceded in death by: his maternal
grandparents, Jack and Velma Pollard;
paternal grandparents, Charles I and Maxine

WINTERS
Linda L. Winters, 78, of West Jefferson,
Ohio, passed away on Dec. 23, 2022. She
was born in Portsmouth, Ohio, to the late
Paul E. Frasher and Myrtle P. (Bias)
Frasher.
She graduated from Jefferson High
School in Ashtabula County, Class of 1962.
Linda earned an accounting associates degree
from Clark State College. She took a
yearly trip to Shawnee Hills State Park for
family reunions and yearly trips to Ocean
City, Md. Linda enjoyed traveling, was very
active in the West Jefferson community,
and was a lifetime Auxiliary member of
V.F.W. Post 7005 in West Jefferson. She volunteered
with Hurt/Battelle Memorial Library
and the West Jefferson Community
Association, helping to plan many Ox Roast
activities. She was a member of the West
Jefferson Jaycees and helped with planning
and raising money for the West Jefferson
Streetfest to ensure the community enjoyed
fireworks for the 4th of July every year.
She was preceded in death by: her loving
husband of 55 years, David E. Winters
(2020); parents, Paul and Myrtle (Bias)
Frasher; and sister, Ellen Stafford.
Linda is survived by: her children, Rebecca
(Bruce) Baker, David (Maria) Winters
Jr., Katrina Winters, and Pam (Coy)
Adams; grandchildren, Kenzie (Walid)

Georgena Harsh, 90, of London died on
Dec. 24, 2022, in Hilliard Assisted Living
and Memory Care. Born on Aug. 24, 1932,
in Clark County, Ohio, she was a daughter
of Lee and Loretta (Hunt) Zimmerman.
Georgena had many hobbies she was
passionate about, including crocheting, fishing,
and gardening, but her greatest passion
and favorite pastime was spending time
with her grandchildren.
She is survived by: children, Connie
(Darrell) Eades, David (Teresa) Harsh, and
Ty (Robin) Harsh; grandchildren, Annie
(Bryce) Hamilton, Derek (Emily) Eades,

No raises for elected
and appointed officials

London city council voted down a measure
calling for a 12 percent raise for elected
and appointed city official positions. Had
the measure passed, the raise would have
gone into effect Jan. 1, 2024.
On Dec. 15, council members Greg
Eades, Rich Hays, Joshua Peters, and John
Stahl voted against the raise. Bryan Robinson
voted for the raise, and Andy Hitt abstained.
Hitt’s wife, Jennifer Hitt, serves as
the city’s law director.
“It’s not the right time,” said council
President Henry Comer, adding that people
who hold elected office aren’t in it for the
money. He said 12 percent would have
amounted to a huge raise.
Prior to the vote, Kenna Combs, the city’s
auditor, urged council and the public to look
at the big picture. The last time raises were
passed for elected and appointed city official
positions was January 2020. While 12 percent
sounds like a lot, she said, it amounts
to 3 percent per year over four years.
Raises for these positions can only be considered
every four years. This timeline prevents
council members from voting on raises
for themselves or other elected or appointed
officials while they are in office. By the next
time raises are considered in 2027, these positions
will have gone without salary increases
for eight years.
The positions include: mayor, auditor,
law director, treasurer, council president,
council clerk, council members, Board of
Public Utilities members, Civil Service
chairperson, and Civil Service member.
Combs noted that her original proposal to
the city’s finance committee was for raises for
full-time officials only.
Grass mowing fees
Council unanimously approved a change
to its enforcement of grass mowing.
When lawns grow to more than 10 inches
high, the city can issue a notice to offending
property owners, giving them five to seven
days to mow the grass. If the property
owner does not comply, the city makes
arrangements to mow the grass, then
charges the property owner for the mowing.

With the change to the legislation, the
city will now charge a $75 inspection fee to
property owners who don’t heed the notice
to mow. This is in addition to the charge to
cover the city’s expense to do the mowing.
The inspection fee is designed to cover the
city’s cost to send personnel out to follow up
on high-grass issues and make arrangements
to fix them.
Additionally, repeat offenders will not receive
a notice. On the second offense and
any others thereafter, the city will automatically
send crews out to mow. Offenders will
not get a grace period to take care of the
problem themselves. They will be charged
for the mowing and assessed the $75 inspection
fee on each repeat offense.
The city has had trouble with repeat offenders
who don’t seem to mind paying the
city to take care of their high grass. The
hope, said Rex Castle, London’s safety service
director, is that the additional inspection
fee will help to cut down on repeat offenses.
2023 budget
Council passed the 2023 budget 5-1 with
Eades casting the lone “no” vote. The overall
budget for the year is $21.8 million. Within
that amount, the general fund stands at
$6.7 million for the year. Eades’s “no” vote
came after he expressed a desire to first see
how the votes went on legislation related to
the proposal to construct a new gym for
parks and recreation use. The budget included
money for debt payment on bonds for
the proposed gym. Council moved forward
with the budget vote and later voted down
the gym proposal.
Ward 3 vacancy
At their Jan. 5 meeting, council is scheduled
to appoint a replacement for Anthony
Smith who vacated his Ward 3 council seat
in November. Residents of Ward 3 who were
interested in the position had until Dec. 31
to send a resume to Henry Comer. While
Smith was a Republican, candidates did not
need to have a particular party affiliation.
The appointee will fill out the remainder of
Smith’s term which expires at the end of
2023. If that person wants the opportunity
to retain the seat past 2023, he or she must
file to run in the May 2023 primary election.
