For more than <strong>50</strong> years, Gwin, Dobson & Foreman, Inc. has been<br />

LEWIS L. GWIN, P.E.<br />

<strong>Years</strong> Of Service 1954-1997<br />

A 1928 civil engineering graduate <strong>of</strong> Penn State University, Lew Gwin<br />

began a private engineering practice in 1937. Following service in World<br />

War II, he returned to consulting while also serving as Altoona City<br />

Engineer. He later founded GD&F’s predecessor firm <strong>of</strong> Lewis L. Gwin,<br />

Consulting Engineers (1954). Gwin also became president and CEO <strong>of</strong><br />

Gwin, Dobson & Foreman, Inc. Gwin died in 1997 having given over sixty<br />

years <strong>of</strong> continuous service to the civil engineering pr<strong>of</strong>ession and the<br />

community at large.<br />

RICHARD T. DOBSON, P.E.<br />

<strong>Years</strong> Of Service 1954-1984<br />

Having served in various executive positions with the firm, Dick<br />

Dobson became president <strong>of</strong> GD&F in 1971. Specializing in<br />

sanitary engineering, he represented some <strong>of</strong> GD&F’s largest<br />

clients in Altoona, Bellefonte, Tyrone and Lewistown. He retired<br />

from the firm in 1983 after a thirty year career.<br />

JOHN W. FOREMAN, P.E.<br />

<strong>Years</strong> Of Service 1956-1985<br />

Jack Foreman joined the firm in 1956 and later became a partner. A 1948<br />

mining engineering graduate <strong>of</strong> Penn State University, Foreman was head <strong>of</strong><br />

the firm’s mineral industry division for 30 years. Considered one <strong>of</strong> the state’s<br />

foremost mining engineers, he was a pioneer in mine drainage abatement and<br />

land reclamation technology. Foreman retired as Executive Vice-President <strong>of</strong><br />

Gwin, Dobson & Foreman, Inc. in 1985.<br />

JAMES L. SOYSTER, P.E.<br />

<strong>Years</strong> Of Service 1956-1968<br />

Recognizing the virtues <strong>of</strong> hard work and perseverance, Jim Soyster<br />

graduated as a civil engineer from the International Correspondence<br />

School, became affiliated with the firm and later became partner. A<br />

legendary figure at the company, this former Army combat engineer was<br />

Chief <strong>of</strong> the Municipal Services Department. His crowning achievement<br />

was as chief designer <strong>of</strong> the 135-ft. Laurel Creek Dam near Lewistown.<br />

JOHN K. HITE, P.E.<br />

<strong>Years</strong> Of Service 1965-1984<br />

Jack Hite joined the firm after working as an electrical engineer<br />

for Penelec. A Penn State University graduate, he joined the firm<br />

in the mid-1960’s. Hite was the firm’s representative to Roaring<br />

Spring, Bellwood and Martinsburg Boroughs, and the Altoona City<br />

Authority. He joined the Board <strong>of</strong> Directors in 1971 and served as<br />

Secretary-Treasurer.<br />

JAMES M. WARD, P.E., P.G.<br />

<strong>Years</strong> Of Service 1968-1978<br />

A geology graduate <strong>of</strong> Colorado College, Jim Ward joined GD&F after<br />

working for mining and steel companies throughout the world. He was the<br />

manager <strong>of</strong> the Clarion <strong>of</strong>fice for many years, specializing in mine drainage<br />

abatement/reclamation projects and watershed studies. Ward was<br />

appointed to the Board <strong>of</strong> Directors in 1971.<br />

KENNETH A. YOUNG, P.E.<br />

<strong>Years</strong> Of Service 1961-1982<br />

A civil engineering graduate from the Indiana Institute <strong>of</strong> Technology,<br />

Ken Young was a key structural and foundation engineer for the firm. His<br />

design accomplishments included the Tyrone, Philipsburg, Houtzdale<br />

and Altoona treatment plants. Knowledgeable in dam design, he helped<br />

engineer the Laurel Creek and Straight Run dams and upgrade <strong>of</strong> the<br />

Altoona Horseshoe Curve reservoir complex. Young joined the Board <strong>of</strong><br />

Directors in 1974.<br />

ARTHUR P. HARSHBARGER, P.L.S.<br />

<strong>Years</strong> Of Service 1954-1984<br />

Art Harshbarger was one <strong>of</strong> the original employees <strong>of</strong> the firm.<br />

Starting out as an apprentice draftsman and survey party chief,<br />

he progressed from chief-<strong>of</strong>-surveys to the firm’s administrative<br />

manager. He joined the Board <strong>of</strong> Directors in 1971.<br />

RICHARD H. BULGER, JR., P.E.<br />

<strong>Years</strong> Of Service 1965-1982<br />

In 1965, Dick Bulger began work after graduating with a civil<br />

engineering degree from Penn State University. Specializing in sanitary<br />

engineering, he represented numerous municipal clients including the<br />

Moshannon Valley Joint Sewer Authority, Northern Blair County Sewer Authority,<br />

Central Blair County Sanitary Authority, Houtzdale Borough Sewer Authority and<br />

Tyrone Borough Sewer Authority. Bulger joined the GD&F Board <strong>of</strong> Directors in<br />

1971 and served as Assistant Secretary-Treasurer.<br />

DONALD F. CARLIN, P.E.<br />

<strong>Years</strong> Of Service 1969-1982<br />

A 1960 graduate <strong>of</strong> West Virginia University, Don Carlin was a<br />

mining engineer for Gwin, Dobson & Foreman, Inc., specializing in<br />

surface mining engineering. He joined the GD&F Board <strong>of</strong><br />

Directors in 1978.<br />

DENNIS P. LINGENFELTER, P.E.<br />

<strong>Years</strong> Of Service 1973-1991<br />

A Penn State University graduate with a master’s degree from Oklahoma State<br />

University (1973), Denny Lingenfelter was a GD&F environmental engineer<br />

specializing in wastewater treatment and process design. He joined the Board <strong>of</strong><br />

Directors in 1984 and served as Vice President and President.<br />

JOHN G. FOREMAN, P.G.<br />

<strong>Years</strong> Of Service 1981-1987<br />

John Foreman joined the Mineral Industries Division in 1981. A geology graduate <strong>of</strong><br />

Edinboro University, he specialized in mine drainage abatement, deep mine<br />

closures and specialized hydrogeology projects for clients throughout the United States.<br />

Foreman joined the Board <strong>of</strong> Directors in 1985 and served as Secretary-Treasurer.<br />

MARK GLENN, P.E.<br />

<strong>Years</strong> Of Service 1977-Present<br />

A 1977 graduate <strong>of</strong> the University <strong>of</strong> Pittsburgh, Mark Glenn started his<br />

engineering career in the GD&F Clarion <strong>of</strong>fice. He has been president and<br />

CEO since 1985. During his tenure, GD&F broadened its capabilities into<br />

transportation, structural and architectural engineering and construction<br />

management. The firm expanded its regional client base to include large<br />

projects throughout Pennsylvania, Maryland and West Virginia. Glenn has<br />

also overseen some <strong>of</strong> the largest engineering projects in the firm’s history.<br />

JAMES L. BUTLER<br />

<strong>Years</strong> Of Service 1968-1996<br />

An expert in industrial waste treatment and process design, Jim<br />

Butler joined the firm in 1968. A 1958 biology graduate <strong>of</strong> Juniata<br />

College, he is credited with many innovative project solutions<br />

including the pioneering Altoona water and wastewater treatment<br />

facilities. He also performed many stream quality evaluations for acid<br />

mine drainage, CSO and treated effluent discharges. Butler retired<br />

as Executive Vice-President in 1996.<br />

GERALD S. WAGNER, JR.<br />

<strong>Years</strong> Of Service 1971-1996<br />

Steve Wagner began his GD&F career as an electrical<br />

engineer in 1971. Known for his practical, “hands-on”<br />

troubleshooting abilities, he was pr<strong>of</strong>icient in hydraulic<br />

engineering and mechanical systems design. Wagner<br />

later became Secretary-Treasurer in 1991.<br />

<strong>Years</strong> Of Service 1990-Present<br />

In 1990, Jim Balliet started his GD&F career as an environmental<br />

scientist under the tutelage <strong>of</strong> Jim Butler. Holder <strong>of</strong> undergraduate and<br />

graduate degrees from Penn State University, he is a recognized expert<br />

in advanced water treatment design, operations and process chemistry.<br />

Balliet joined the GD&F Board <strong>of</strong> Directors in 1996 as Secretary. He is<br />

also the firm’s facilities planning director and personnel manager.<br />

ANDREW H. JOHNSON, P.E.<br />

<strong>Years</strong> Of Service 1989-Present<br />

A Penn State electrical engineering graduate, Andy Johnson<br />

worked for Virginia Power before joining GD&F in 1989. He has<br />

designed numerous electrical systems for treatment plants and<br />

large mechanical systems. Johnson is also expert in process<br />

control, instrumentation systems and computer control<br />

s<strong>of</strong>tware systems. Johnson joined the GD&F Board <strong>of</strong> Directors<br />

as Treasurer in 1998.<br />

THOMAS E. BOLAND, P.E.<br />

<strong>Years</strong> Of Service 1991-Present<br />

Tim Boland is a 1973 architectural engineering graduate <strong>of</strong> Penn State<br />

University. After previous experience in construction management, industrial<br />

chimney design and design engineering, he joined GD&F in 1991. His<br />

accomplishments include more than $1<strong>50</strong> million in water treatment plant<br />

designs and institutional/building projects. Boland joined the Board <strong>of</strong> Directors<br />

in 2001 as Assistant Secretary-Treasurer. He also is the firm’s engineering<br />

manager in charge <strong>of</strong> all design work.<br />
