Consultation opened this<br />

week on the proposed Draft<br />

Waste Management and<br />

Minimisation Bylaw 2<strong>02</strong>3<br />

bylaw, which allows regulation<br />

of all waste collection services<br />

and operations.<br />

Currently the city council<br />

has two waste bylaws – the<br />

Waste Management Bylaw 2009<br />

and the Cleanfill and Waste<br />

Handling Operations Bylaw<br />

2015.<br />

City council resource recovery<br />

manager Ross Trotter said the<br />

current bylaws were legally due<br />

for review in 2<strong>02</strong>5.<br />

“However, we decided to<br />

review them sooner to ensure<br />

they remain fit for purpose.<br />

Following the review we<br />

decided to replace the two<br />

existing bylaws with the<br />

proposed new one,” he said.<br />

“The new bylaw is consistent<br />

with recent changes to<br />

regulations under the Waste<br />

Minimisation Act and our<br />

climate resilience strategy. It<br />

will also assist in achieving<br />

our Waste Management and<br />

Minimisation Plan 2<strong>02</strong>0,<br />

including the goal to move<br />

towards zero waste.”<br />

Trotter said the proposed<br />

changes will provide greater<br />

flexibility. “Some of the<br />

proposed changes will legally<br />

enable us to adapt our services<br />

easier in the future.”<br />

Garden pantry comes to life<br />

THE ST ALBANS community<br />

garden pantry Pataka Kai has<br />

been completed.<br />

Resident Mark Wilson,<br />

who has been a key figure in<br />

the project, said it had been a<br />

journey to get it the pantry built,<br />

painted and stocked with food.<br />

Much of the food comes<br />

from the local residents and the<br />

community garden itself, with<br />

more vegetable beds planned.<br />

“A community pantry is<br />

exactly that, a pantry for<br />

everyone, with a mantra of:<br />

‘Take what you need’ and<br />

‘share when you can’,” said<br />

Wilson.<br />

The pantry is built from<br />

timber Wilson salvaged from<br />

replaced fences and donated<br />

off-cuts and the paint came<br />

from the community and other<br />

community gardens.<br />

“Essentially it cost nothing<br />

to build, just the time and<br />

dedication to construct it. Seeing<br />

all the children painting it and<br />

it now being functional in front<br />

of the St Albans Community<br />

Centre was definitely a<br />

worthwhile undertaking,” said<br />

Wilson.<br />

He was hopeful the<br />

community garden, called<br />

Kohinga Mara, would have<br />

a good harvest of summer<br />

vegetables in the coming weeks<br />

and months.<br />

and overgrown weeds, our<br />

garden has produced everything<br />

from broccoli to beetroot,<br />

cucumbers to corn,” Wilson<br />

said.<br />

“Euan Johnston, our CEG<br />

(chief executive gardener), is<br />

hard at work in the five raised<br />

garden beds, herb beds and<br />

strawberry patch most days<br />

of the week. The bees in the<br />

secure bee enclosure down at the<br />

garden are also doing very well.<br />

“We we started with a hive of<br />

two boxes, now we are up to five.<br />

They are thriving.<br />

“We should have a decent<br />

amount of local honey from<br />

local gardens to partially fund<br />

future developments at the<br />

community garden, with<br />

space yet for more garden beds<br />

and plans for making the space<br />

more accessible to all, including<br />

wheel chairs and walking<br />

frames.”<br />

Wilson said attracting more<br />

people to the garden, holding<br />

gardening workshops and<br />

continuing to promote more<br />

sustainable food practices and<br />

healthy community spaces<br />

throughout our neighbourhoods<br />

is the plan for this year.<br />

once a month, usually on a<br />

opt out and not pay for kerbside<br />

collection services in certain<br />

•More flexible rules for kerbside<br />

•New requirements for<br />

waste management plans in<br />

some circumstances so waste<br />

is managed more effectively,<br />

including for multi-unit residential<br />

developments, demolition and<br />

construction activities, and large<br />

scale events.<br />

•New rules to address the problems<br />

caused by unaddressed mail<br />

and advertising material and deal<br />

with nuisance from litter, including<br />

litter around donation boxes for<br />

clothing and household goods.<br />

•Allowing the city council to set<br />

standards for the collection points<br />

for recycling and diverted materials.<br />

•Revised provisions to support<br />

the diversion of materials<br />

from landfill and ensure all<br />

waste materials are disposed of<br />

appropriately.<br />

•Amendments to the licensing<br />

Innes Ward by-election voting open;<br />

VOTING IS underway in the<br />

by-election to find someone to<br />

represent the Innes Ward on the<br />

Waipapa Papanui-Innes-Central<br />

Community Board.<br />

The vacancy was created after<br />

the successful candidate in the<br />

October local body elections,<br />

Shreejana Chhetri, resigned a<br />

week after she was elected.<br />

The by-election will be a<br />

postal ballot and voting papers<br />

were sent out last week.<br />

Voting closes at noon on Friday,<br />

<strong>February</strong> 17, and the progress<br />

results will be announced<br />

soon after.<br />

for Innes. I helped lead and<br />

secure significant funding for the<br />

Edgeware Pool, St Albans Community<br />

Centre and 10 Shirley Rd<br />

site.<br />

We’ve achieved so much, but<br />

there’s still work to do. Innes<br />

residents are clear that they want<br />

safer, greener communities with<br />

better tree protection, increased<br />

tree canopy and cleaner waterways.<br />

Residents want children to<br />

get to school and home again<br />

safely; for our local shops to be<br />

supported, our communities to<br />

be strong and our environment<br />

healthy. Housing intensification,<br />

localised flooding and the impact<br />

of traffic on local streets need to<br />

be addressed and our communities<br />

need to be resilient to climate<br />

change.<br />

Meet the seven candidates standing<br />

They have not been represented<br />

in our decision-making bodies or<br />

in their outcomes: transport, infrastructure,<br />

climate change, and<br />

the cost of living. The impact is<br />

one of hardship and social deconstruction<br />

that disproportionately<br />

affect our younger generations,<br />

who are lacking the support<br />

mechanisms and programmes<br />

that other generations had in the<br />

face of major challenges.<br />

I have over seven years of<br />

experience in youth charities<br />

including senior governance. I<br />

recently graduated the University<br />

of Canterbury and will train to<br />

become a teacher, and I stood<br />

in the previous local elections.<br />

I reside in St Albans in the<br />

Papanui Ward, but the Innes<br />

Ward’s community forms a core<br />

part of my upbringing and is<br />

the community where I feel<br />

at home. A vote for youth is a<br />

vote to secure our community’s<br />

future.<br />

My name is Mahlon Saumalu.<br />

I am grateful to be one of your<br />

Board in the Innes Ward here<br />

in Ōtautahi/Christchurch. I was<br />

born and raised here in Christchurch<br />

and am a proud community<br />

member. My teenage years were<br />

spent living in the area as I had<br />

attended Papanui High, graduating<br />

in 2015. I work locally at an<br />

organisation named VOYCE<br />

Whakarongo Mai – the national<br />

independent advocacy agency for<br />

children and young people in the<br />

State Care System.<br />

My job is largely making sure<br />

that the voices of our young<br />

people in state care are heard by<br />

amplifying their voices. So rest<br />

assured, I have a lot of experiencing<br />

advocating for others as I’d<br />

now advocate for the community<br />

voice on the board!<br />

spent in the local ward and<br />

community, I currently reside in<br />

Waimairi Beach.<br />

and dry conditions forecast for<br />

the coming weeks.<br />

unsupervised sprinklers use a lot<br />

of water.<br />

“To reduce your outdoor water<br />

use we suggest watering for three<br />

to five minutes every second day<br />

with a hose or watering can.<br />

“This is enough to keep plants<br />

in good condition throughout<br />

the hottest months. Watering<br />

early in the morning or after<br />

9pm means the water is absorbed<br />

by the soil instead of evaporated<br />

by the heat.”<br />

restrictions are needed later in<br />

the summer, it won’t be because<br />

of the risk of running out of<br />

water; it’ll be to ease the pressure<br />

on the water supply network.<br />

“During hot weather demand<br />

increases dramatically and we<br />

struggle to get enough water<br />

through the pipes and into our<br />

reservoirs. If we can’t keep the<br />

reservoirs filled, water pressure<br />

drops across the network,” she<br />

said.<br />

“Having enough water in the<br />

reservoirs is also essential for<br />

fire-fighting, so pressure on the<br />

water supply network can put us<br />

at risk in emergency situations.<br />

“We’re doing our best to lead<br />

by example and have a leak<br />

detection programme underway<br />

to reduce the amount of wasted<br />

water leaking from council<br />

pipes.<br />

“We’re also working directly<br />

with commercial and residential<br />

customers with leaks to help get<br />

them sorted and avoid excess<br />

water use charges.”<br />

bowls, an easy way to<br />

bring your ingredients<br />

together for a taste delight<br />

Job’s tears, shiitake and<br />

tofu Buddha bowl with<br />

tamari and ginger sauce<br />

Ingredients<br />

1 cup Job’s tears<br />

200g block of tofu (firm or soft,<br />

but not silky tofu)<br />

1 packet of sliced dried shiitake<br />

or 8 whole fresh — sliced, (2<br />

mushrooms per serve)<br />

1 broccoli, divided into florets<br />

3cm finger of fresh ginger<br />

Fresh coriander<br />

Tamari (wheat-free naturally<br />

brewed soy sauce)<br />

Sprouts (Mung bean, alfalfa,<br />

broccoli or pea sprouts)<br />

Chilli (optional)<br />

Directions<br />

To cook Job’s tears, place in a<br />

medium-sized pot, rinse in cold<br />

water then toast the grains in the<br />

pan, top up with water at least<br />

1cm above the grains and bring<br />

to the boil with the lid on.<br />

Once boiling, turn heat to<br />

med/low (check that it is not too<br />

low, so the grain is still cooking).<br />

Continue to cook on low for 40-<br />

ORGANIC: To prepare the Buddha bowls, cook and chop<br />

all the different components and ingredients in advance<br />

dente.<br />

To prepare the tofu, take the<br />

tofu out of its packet, drain the<br />

water, wrap in a tea towel and set<br />

aside.<br />

Prepare the marinade by<br />

combining ⅓ cup of water, ⅓<br />

cup tamari soy sauce, 4 slices of<br />

fresh ginger and 1 clove garlic.<br />

Cut the tofu into cubes and<br />

shallow-fry in a hot pan. When<br />

crispy on all sides pop tofu into<br />

the marinade while still hot.<br />

Drain the shiitake, conserving<br />

the water, and place in the pan<br />

you used for the tofu. Add the<br />

soak-water a little at a time,<br />

keeping the mushrooms covered.<br />

Cook until tender and set aside.<br />

Prepare the sauce by using the<br />

marinade from the tofu, whisk it<br />

with a little sesame oil.<br />

Dry-roast sunflower seeds,<br />

pumpkin seeds and sesame seeds<br />

for toppings.<br />

Cut the broccoli into<br />

individual florets, steam, and set<br />

aside.<br />

Now assemble the Buddha<br />

bowl. First place the grain on<br />

the bottom of the bowl and pile<br />

it a little more in one half of the<br />

bowl so it is visible when all<br />

other ingredients are added.<br />

Place the broccoli next to<br />

the mound of grain, then place<br />

the tofu and shiitake. Top with<br />

sprouts and the seeds, drizzle<br />

with some sauce, saving some<br />

extra to top-up as you eat at the<br />

table.<br />

Broad bean and millet<br />

Buddha bowl with harissa<br />

tahini sauce<br />

Ingredients<br />

1 cup hulled millet<br />

⅔ cup broad beans – shelled<br />

and steamed<br />

⅔ cup steamed edamame<br />

⅛ cup olive oil<br />

1 tomato cubed, 1 avocado<br />

peeled and cubed, ½ red onion<br />

thinly sliced. Mix and season<br />

with olive oil, salt and pepper.<br />

2 Tbsp tahini<br />

1 Tbsp of lemon juice<br />

½ tsp salt<br />

1 tsp harissa<br />

Some fresh basil, chopped<br />

Directions<br />

Cook the millet: Place in a<br />

medium sized saucepan, cover<br />

with water (1cm over the grain)<br />

and bring to the boil. Turn the<br />

heat down and simmer with the<br />

lid tilted until water has been<br />

soaked up. Turn heat off, place<br />

the lid on and set aside for 10<br />

minutes.<br />

Mix the edamame and broad<br />

beans with a little olive oil and<br />

salt and pepper.<br />

To make the sauce, place<br />

tahini and lemon juice and<br />

salt in a small bowl, add ⅛ cup<br />

water and whisk to make a<br />

paste. Keep adding spoonfuls of<br />

water to create a smooth sauce<br />

consistency.<br />

Add the harissa and taste –<br />

add salt if needed.<br />

Assemble the bowl, starting<br />

with the millet. Add the beans<br />

on one side and the avocado and<br />

tomato salad on the other. Top<br />

with tahini sauce and sprinkle<br />

with fresh basil.<br />
