Bins, charity boxes part of
rubbish system review
KERBSIDE BIN sizes and
issues caused by dumping
rubbish outside of charity boxes
are under review.
Consultation opened this
week on the proposed Draft
Waste Management and
Minimisation Bylaw 2023
bylaw, which allows regulation
of all waste collection services
and operations.
Currently the city council
has two waste bylaws – the
Waste Management Bylaw 2009
and the Cleanfill and Waste
Handling Operations Bylaw
2015.
City council resource recovery
manager Ross Trotter said the
current bylaws were legally due
for review in 2025.
“However, we decided to
review them sooner to ensure
they remain fit for purpose.
Following the review we
decided to replace the two
existing bylaws with the
proposed new one,” he said.
“The new bylaw is consistent
with recent changes to
regulations under the Waste
Minimisation Act and our
climate resilience strategy. It
will also assist in achieving
our Waste Management and
Minimisation Plan 2020,
including the goal to move
towards zero waste.”
Trotter said the proposed
changes will provide greater
flexibility. “Some of the
proposed changes will legally
enable us to adapt our services
easier in the future.”
Garden pantry comes to life
THE ST ALBANS community
garden pantry Pataka Kai has
been completed.
Resident Mark Wilson,
who has been a key figure in
the project, said it had been a
journey to get it the pantry built,
painted and stocked with food.
Much of the food comes
from the local residents and the
community garden itself, with
more vegetable beds planned.
“A community pantry is
exactly that, a pantry for
everyone, with a mantra of:
‘Take what you need’ and
‘share when you can’,” said
Wilson.
The pantry is built from
timber Wilson salvaged from
replaced fences and donated
off-cuts and the paint came
from the community and other
community gardens.
“Essentially it cost nothing
to build, just the time and
dedication to construct it. Seeing
all the children painting it and
it now being functional in front
of the St Albans Community
Centre was definitely a
worthwhile undertaking,” said
Wilson.
He was hopeful the
community garden, called
Kohinga Mara, would have
a good harvest of summer
vegetables in the coming weeks
and months.
“From humble beginnings of
an empty site of building rubble
UP-AND-RUNNING: Mark Wilson puts the finishing touches on the St Albans community
garden pantry Pataka Kai.
and overgrown weeds, our
garden has produced everything
from broccoli to beetroot,
cucumbers to corn,” Wilson
said.
“Euan Johnston, our CEG
(chief executive gardener), is
hard at work in the five raised
garden beds, herb beds and
strawberry patch most days
of the week. The bees in the
secure bee enclosure down at the
garden are also doing very well.
“We we started with a hive of
two boxes, now we are up to five.
They are thriving.
“We should have a decent
amount of local honey from
local gardens to partially fund
future developments at the
community garden, with
space yet for more garden beds
and plans for making the space
more accessible to all, including
wheel chairs and walking
frames.”
Wilson said attracting more
people to the garden, holding
gardening workshops and
continuing to promote more
sustainable food practices and
healthy community spaces
throughout our neighbourhoods
is the plan for this year.
Working bees are also held
once a month, usually on a
Sunday.
The main changes in the new
bylaw could include:
collection services in certain
circumstances.
•More flexible rules for kerbside
collection services.
waste management plans in
some circumstances so waste
is managed more effectively,
including for multi-unit residential
developments, demolition and
construction activities, and large
scale events.
•New rules to address the problems
caused by unaddressed mail
For a Safer,
Greener Innes
My principal
residence is NOT
within the Innes
Ward area.
As a long-time
St Albans resident and previous
member of your community
board, I have been a strong advocate
for Innes. I helped lead and
secure significant funding for the
Edgeware Pool, St Albans Community
Centre and 10 Shirley Rd
site.
We’ve achieved so much, but
there’s still work to do. Innes
residents are clear that they want
safer, greener communities with
better tree protection, increased
tree canopy and cleaner waterways.
Residents want children to
get to school and home again
safely; for our local shops to be
supported, our communities to
be strong and our environment
healthy. Housing intensification,
localised flooding and the impact
of traffic on local streets need to
be addressed and our communities
need to be resilient to climate
change.
My experience and good relationships
with existing community
board members will ensure
this work is prioritised.
Moazzem
Hossain
My principal
residence is within
the Innes Ward
area.
I have been living
in this ward for
20 years with my wife, daughter,
mother and brothers. I am
involved in community work as
a Justice of the Peace, neighbourhood
support, residence group,
crime watch and Civil Defence.
Christchurch City Council has
awarded me (a civic award) in recognition
of my voluntary work.
I have studied law at the
University of Canterbury and
am now working as a committee
member for the council. The
Innes Ward’s roads, streets,
footpaths, playgrounds, reserves,
and community facilities need
a makeover. I am interested in
contributing more for the communities
at large within the scope
of the community board. I will
maintain openness, impartiality,
commitment, compassion and
politeness in decision making
processes.
Nga Mihi, warm regards.
Ali Jones
Independent
My principal
residence is within
the Innes Ward
area.
I am standing
for the Community Board Innes
seat because our area needs a
strong, local voice and I understand
the things in our area that
need addressing.
Traffic (both the volume and
flow), increased housing density,
pavements and roads still broken
and in disrepair, ongoing issues
with surface flooding and local
crime – these are the issues I have
been contacted most regularly
about.
Having lived in the Innes
Ward for many years and seeing
what still needs to be done, I
will be a positive and clear voice
for residents and those who
work in the Innes Ward. Being
local and knowing the issues, are
both absolutely critical to this
role. I have represented Innes
for the last nine years as a city
councillor and a community
board member. My passion for
local politics and wanting to
make a positive difference for
residents and businesses remains
strong.
Meet the seven candidates standing
They have not been represented
in our decision-making bodies or
in their outcomes: transport, infrastructure,
climate change, and
the cost of living. The impact is
one of hardship and social deconstruction
that disproportionately
affect our younger generations,
who are lacking the support
mechanisms and programmes
that other generations had in the
face of major challenges.
I have over seven years of
experience in youth charities
including senior governance. I
recently graduated the University
of Canterbury and will train to
become a teacher, and I stood
in the previous local elections.
I reside in St Albans in the
Papanui Ward, but the Innes
Ward’s community forms a core
part of my upbringing and is
the community where I feel
at home. A vote for youth is a
future.
If elected I
will do my best
to promote the interests of the
residents in the community. I
have helped residents in my area
when approached. I served in the
New Zealand Armed Forces for
22.5 years. During this time I was
trained in leadership, managing a
warehouse and being an effective
member of the Armed Forces.
I received the Long Service and
Good Conduct Medal and the
New Zealand Service Defence
Medal. I ran a scout troop for
three years and was a budget
advisor for five years.
After leaving the army I
operated a commercial cleaning
service for approximately 16
years and then managed a
commercial cleaning service, as
manager, for three years before
retiring in March 2020.
and am a proud community
member. My teenage years were
spent living in the area as I had
attended Papanui High, graduating
in 2015. I work locally at an
organisation named VOYCE
Whakarongo Mai – the national
independent advocacy agency for
children and young people in the
State Care System.
My job is largely making sure
that the voices of our young
people in state care are heard by
amplifying their voices. So rest
assured, I have a lot of experiencing
advocating for others as I’d
now advocate for the community
voice on the board!
Although a lot of my life is
spent in the local ward and
community, I currently reside in
Waimairi Beach.
Mark Wilson
Independent
Voice for Innes
My principal
residence is within
the Innes Ward
area.
Committed,
active and a true local, I am asking
for your vote to our Innes
Community Board.
I am focused on giving honest
and truthful representation of
our community. As an invested
Innes resident I am motivated
to see real pragmatic action on
issues where our needs have
been ignored or sidelined, some
examples being storm water
drains, the rebuild of the Shirley
Community Centre, and the
ongoing prioritising of commuting
traffic over all aspects of our
community’s safety. Now more
than ever with increased financial
pressures on the horizon for
Christchurch, we must prioritise
funding for projects that actually
benefit our community and stop
wasting resources on bureaucracy.
I continue to be involved
in numerous community groups
and committees, ranging from
work place representation to
community activation, empowerment
and sustainability.
I’d appreciate your support
for election onto the community
board, delivering for Innes.
Using less water encouraged during heatwave
PEOPLE ARE being urged to
reduce their water use with hot
and dry conditions forecast for
the coming weeks.
Water demand in Christchurch
is increasing, and at peak times
there’s already pressure on the
water supply network.
Said city
council head
of three
waters Helen
Beaumont: “In
previous
Helen
Beaumont
years we’ve
seen extreme
pressure on the
Christchurch
water supplies when
temperatures have increased,
and we’re expecting that could
happen again in the coming days
and weeks.
“To help ease the burden on
our water supply network we’re
asking residents to be extra
mindful of their water use as
temperatures increase.”
She said irrigation systems and
unsupervised sprinklers use a lot
of water.
“To reduce your outdoor water
use we suggest watering for three
to five minutes every second day
with a hose or watering can.
“This is enough to keep plants
in good condition throughout
the hottest months. Watering
early in the morning or after
9pm means the water is absorbed
by the soil instead of evaporated
by the heat.”
HELPING HAND: Conserve water on hot days with these
top tips, including watering the garden in the morning
and doing fast washes.
PHOTOS: GETTY
Beaumont said if water
restrictions are needed later in
the summer, it won’t be because
of the risk of running out of
water; it’ll be to ease the pressure
on the water supply network.
“During hot weather demand
increases dramatically and we
struggle to get enough water
through the pipes and into our
reservoirs. If we can’t keep the
reservoirs filled, water pressure
drops across the network,” she
said.
“Having enough water in the
reservoirs is also essential for
fire-fighting, so pressure on the
water supply network can put us
at risk in emergency situations.
“We’re doing our best to lead
by example and have a leak
detection programme underway
to reduce the amount of wasted
water leaking from council
pipes.
“We’re also working directly
with commercial and residential
customers with leaks to help get
them sorted and avoid excess
water use charges.”
TOP TIPS
Hold your hoses - Using a
handheld hose to water your
garden gives you more control
and uses a lot less water.
Morning time? Watering
the garden is fine - Plants need
less water when the sun’s not
out and the wind’s died down.
Shorten your shower - Keep
your showers short and sweet.
Use a timer or match the
length of your shower with
your favourite song.
Slow the flow - Older showerheads
often use a lot more
water than needed. Replacing
it with a modern, low flow
showerhead is an easy cost saving
exercise, and you won’t lose
out on water pressure!
Seek the leak - Dripping
taps, showerheads, toilets and
leaky pipes can waste a lot of
water.Seek the leak and read
your water meter.
Be a one-load wonder -
Washing a full load of laundry
is the most water-efficient way
to do your laundry.
Contain the rain -Installing
a rainwater tank is a simple
process and provides another
water source.
It’s written in the starrating
- When buying
appliances, look for those with
the most stars from WELS
(Water Efficiency Labelling
Scheme).
Diversely delicious Buddha bowls
To have a healthy body we
need a diet of different
foods. Hagar Ozri gets
creative with Buddha
bowls, an easy way to
bring your ingredients
together for a taste delight
Job’s tears, shiitake and
tofu Buddha bowl with
tamari and ginger sauce
Ingredients
1 cup Job’s tears
200g block of tofu (firm or soft,
but not silky tofu)
1 packet of sliced dried shiitake
or 8 whole fresh — sliced, (2
mushrooms per serve)
1 broccoli, divided into florets
3cm finger of fresh ginger
Fresh coriander
Tamari (wheat-free naturally
brewed soy sauce)
Sprouts (Mung bean, alfalfa,
broccoli or pea sprouts)
Chilli (optional)
Directions
To cook Job’s tears, place in a
medium-sized pot, rinse in cold
water then toast the grains in the
pan, top up with water at least
1cm above the grains and bring
to the boil with the lid on.
Once boiling, turn heat to
med/low (check that it is not too
low, so the grain is still cooking).
Continue to cook on low for 40-
ORGANIC: To prepare the Buddha bowls, cook and chop
all the different components and ingredients in advance
then put it all together. PHOTOS: GERARD O’BRIEN
50 minutes until the grains are al
dente.
To prepare the tofu, take the
tofu out of its packet, drain the
water, wrap in a tea towel and set
aside.
Prepare the marinade by
combining ⅓ cup of water, ⅓
cup tamari soy sauce, 4 slices of
fresh ginger and 1 clove garlic.
Cut the tofu into cubes and
shallow-fry in a hot pan. When
crispy on all sides pop tofu into
the marinade while still hot.
Drain the shiitake, conserving
the water, and place in the pan
you used for the tofu. Add the
soak-water a little at a time,
keeping the mushrooms covered.
Cook until tender and set aside.
Prepare the sauce by using the
marinade from the tofu, whisk it
with a little sesame oil.
Dry-roast sunflower seeds,
pumpkin seeds and sesame seeds
for toppings.
Cut the broccoli into
individual florets, steam, and set
aside.
Now assemble the Buddha
bowl. First place the grain on
the bottom of the bowl and pile
it a little more in one half of the
bowl so it is visible when all
other ingredients are added.
Place the broccoli next to
the mound of grain, then place
the tofu and shiitake. Top with
sprouts and the seeds, drizzle
with some sauce, saving some
extra to top-up as you eat at the
table.
Broad bean and millet
Buddha bowl with harissa
tahini sauce
Ingredients
1 cup hulled millet
⅔ cup broad beans – shelled
and steamed
⅔ cup steamed edamame
⅛ cup olive oil
1 tomato cubed, 1 avocado
peeled and cubed, ½ red onion
thinly sliced. Mix and season
with olive oil, salt and pepper.
2 Tbsp tahini
1 Tbsp of lemon juice
½ tsp salt
1 tsp harissa
Some fresh basil, chopped
Directions
Cook the millet: Place in a
medium sized saucepan, cover
with water (1cm over the grain)
and bring to the boil. Turn the
heat down and simmer with the
lid tilted until water has been
soaked up. Turn heat off, place
the lid on and set aside for 10
minutes.
Mix the edamame and broad
beans with a little olive oil and
salt and pepper.
To make the sauce, place
tahini and lemon juice and
salt in a small bowl, add ⅛ cup
water and whisk to make a
paste. Keep adding spoonfuls of
water to create a smooth sauce
consistency.
Add the harissa and taste –
add salt if needed.
Assemble the bowl, starting
with the millet. Add the beans
on one side and the avocado and
tomato salad on the other. Top
with tahini sauce and sprinkle
with fresh basil.
