More safety money for JA
Ohio Governor Mike DeWine announced
on Feb. 2 that 945 additional schools will receive
state funding support for physical
safety and security upgrades as part of the
fourth round of Ohio’s K-12 School Safety
Grant Program. A fifth round will be announced
in coming weeks.
Canaan Middle School in the Jonathan
Alder School District is receiving $90,000 in
this round. The district’s other four buildings—the
high school, junior high, Monroe
Elementary, and Plain City Elementary—received
$370,000 in the program’s third
round. That makes for a total of $460,000
the district has received via the grant program.
“One philosophy about effective teaching
and learning is that the safer one feels in
our welcoming buildings, the more opportunity
to expand on one’s learning and
growth,” Jonathan Alder Superintendent
James Miller stated in a recent letter to students
and families. “Therefore, we will begin
our work and put to use the awarded state
dollars toward the safety and security of our
schools.”
Miller stated the funds will be used for
improvements to communication tools,
physical enhancements for facilities, surveillance,
and security technology and software.
As part of House Bill 45, which DeWine
signed last month, the Ohio General Assembly
allocated a total of $112 million for the
fourth and fifth rounds of the grant program.
The investment more than doubles
the initial allotment of $105 million for the
program provided by Ohio’s operating
budget and the American Rescue Plan Act.
“When we created the K-12 School Safety
Grant Program, we expected that the need
for funding would far exceed the amount of
money available, but I vowed to go back to
the legislature and ask for more,” DeWine
said. “Now, with the generous support of the
Ohio General Assembly, I’m proud to announce
that every single qualifying school
that applied for a grant will receive funding.”
So far, a total of $173 million has been
awarded to 2,374 Ohio K-12 schools to help
pay for physical security expenses such as
new security cameras, public address systems,
automatic door locks, visitor badging
systems, and exterior lighting. Eligible
schools could receive as much as $100,000
per building.
The piece shown here and other works by Galloway area artist Ken Madden will be
New attractions added to fair entertainment
By Kristy Zurbrick
Madison Editor
A pig scramble, a pedal
pull for adults, and autocross
are new additions to
this year’s Madison County
Fair entertainment. Many favorite attractions are
back, as well, from dirt drags to the demolition
derby.
Fair week is set for July 8-15. The following is
the schedule of evening entertainment as it stands
at this time. Everything listed comes with the price
of admission to the fair which is $10. Pit passes cost
extra, and the cost varies by event.
Saturday, July 8
Broken Horn Rodeo is making its fourth appearance
at the Madison County Fair. The Ripley, Ohio,
outfit puts on a full lineup of events—saddle bronc
riding, tie-down calf roping, bull riding, and more.
Local amateur cowboys and cowgirls are encouraged
to compete alongside the professionals.
“We’re also encouraging local participation in the
shoot-dogging event. We didn’t have it last year, but
we are bringing it back this year,” said Quinton
Keeran, chair of the fairboard’s entertainment and
experience committee.
Shoot dogging is an event just for
amateurs. Participants can sign up the
night of the rodeo. The concept is pretty
straightforward: rodeo organizers let a
steer out of the shoot, and entrants try
to catch it.
Sunday, July 9
It’s been a long, long time since the fair last
hosted a pig scramble, so the fairboard decided to
resurrect the event. It’s the same idea as the shoot
dogging event mentioned above: pigs are let loose in
a ring, and entrants try to catch them. There will be
age divisions. The rest of the details are being
worked out, Keeran said.
The always popular kiddie tractor pull will take
place on Sunday. This time around, the adults get
to show off their might, too.
“We saw at the Ohio Fair Managers Convention
that they have adult tractors. We thought we’d be
missing out if we didn’t have an opportunity for the
big kids to play, too,” Keeran said. “It will be something
fun to have out in front of the entertainment
pavilion.”
Also in the works for Sunday night is musical entertainment.
Monday, July 10
KOI Drag Racing out of Owenton, Ky., is returning
to Madison County to put on dirt drag races.
Anything goes—trucks, four-wheelers, SUVs, cars,
lawnmowers—you name it, you bring it, you race it.
Races will go on rain or shine.
“If we get rain, we’ll continue to use the track;
we’ll just make it a mud run instead,” Keeran said.
Tuesday, July 11
Paulina Jayne will be back for her second appearance
at the fair. The country music artist hails
from Nashville, Tenn. Her latest single, “Big Hair
Bigger Dreams,” was released at the end of last
year.
Wednesday, July 12
The Ohio State Tractor Pullers Association, celebrating
its 60th anniversary in 2023, is putting on
this year’s truck pull at the fair. They will have several
classes that will be attention getters, Keeran
said.
“We’re hoping for vastly increased participation.
We revamped the event and are working with the
leading pulling company in the area,” he continued.
Refer to checklist when prepping tax returns
The Internal Revenue Service offers a checklist of reminders for
taxpayers as they prepare to file their 2022 returns:
1. Gather all tax paperwork and records before preparing a return.
This helps with filing a complete and accurate tax return and
helps to prevent missed deductions or credits. Errors and omissions
slow down tax processing, including refund times.
Some of the information taxpayers need before they begin includes:
• Social Security numbers for everyone listed on the tax return;
• bank account and routing numbers;
• various tax forms such as W-2s, 1099s, 1098s and other income
documents or records of digital asset transactions;
• Form 1095-A, Health Insurance Marketplace statement; and
• any IRS letters citing an amount received for a certain tax deduction
or credit.
2. Remember to report all types of income on the tax return.
This is important to avoid receiving a notice or a bill from the
IRS. Don’t forget to include income from:
• goods created and sold on online platforms;
Most tax return preparers are professional, honest, YouTube videos, or following the IRS on Twitter, Facebook,
dishonest tax return preparers who file false income tax on tax changes, scam alerts, initiatives, products, and
Get refund by direct deposit
Receiving a tax refund is happy news to
any taxpayer. Getting it quickly is even better.
Direct deposit is the safest and most
convenient way to receive a tax refund. The
IRS encourages taxpayers to file when they
are ready and choose direct deposit to receive
any refund they may be owed.
Benefits of choosing IRS direct deposit:
• It’s fast. The fastest way for taxpayers
to get their refund is to file electronically
and choose direct deposit. Taxpayers who
file a paper return can also choose direct deposit,
but it will take longer to process the
return and get a refund.
• It’s secure. Since refunds are electronically
deposited, there’s no risk of having a
paper check stolen or lost in the mail.
• It’s easy. Taxpayers can simply follow
the instructions when selecting direct deposit
as a refund method and enter their account information
as directed. They must enter the correct account
and routing numbers when they file.
• It provides options. Taxpayers can split a refund
into several financial accounts. These include checking,
savings, health, education, and certain retirement accounts.
They should use IRS Form 8888, Allocation of
Refund, Including Savings Bond Purchases to deposit a
refund in up to three accounts. This form cannot be used
to designate part of a refund to pay tax preparers.
Taxpayers should deposit refunds into U.S. bank accounts
in their own name, their spouse’s name, or both.
They should avoid making a deposit into accounts
owned by others. Some banks require both spouses’
names on the account to deposit a tax refund from a
joint return. Taxpayers should check with their bank
for direct deposit rules.
Get a bank account
Taxpayers who don’t have a bank account can visit
the FDIC website for information on banks that let
them open an account online and how to choose the
right account. Veterans can use the Veterans Benefits
Banking Program for access to financial services at participating
banks.
Mobile apps may be an option
Some mobile apps and prepaid debit cards allow for
direct deposit of tax refunds. They must have routing
and account numbers associated with them that can be
entered on a tax return. Taxpayers should check with
the mobile app provider or financial institution to confirm
which numbers to use.
Taxpayers must have their routing and account
numbers for direct deposit available when they are
ready to file. The IRS can’t accept this information after
a return is filed.
There is a limit of three direct deposit refunds made
into a single financial account or prepaid debit card.

New signing day tradition
The London City Schools athletics department
has launched a new tradition of
recognizing student-athletes who have accepted
opportunities to compete in sports at
the college level. The recognition takes place
in front of the entire student body.
The district held its first all-school signing
ceremony on Feb. 1. The event coincided
with the National Collegiate Athletic Association
(NCAA) signing period. Additional
signings will take place throughout the
school year, coinciding with the NCAA signing
calendar.
Eight London high school seniors signed
letters of intent accepting college athletic offers
during the Feb. 1 event:
• Alana Kramer—The Ohio State University,
rowing;
• Natalie Zabloudil—William Patterson
University, volleyball;
• Allie Moore—Ohio Christian University,
volleyball;
• Raighen Combs—Clark State Community
College, volleyball;
• Alonte Hewston—Ohio Dominican University,
football;
• Sean Johns—Ashland University, football;
• Elijah Mitchell—Ashland University,
football; and
• David Stukey—University of Tennessee-Martin,
track and cross country.
The new tradition is related to the district’s
goal of helping all students achieve individual
success. The district plans to hold its
next all-school signing ceremony on April 14.
State of the City: Looking back, moving forward
By Kristy Zurbrick
Madison Editor
London Mayor Patrick Closser took a look back at the past year
and a look forward to the year ahead in his state of the city address
delivered at the Feb. 2 city council meeting.
“2022 was another difficult year for many. We never expected
the economy to decline, but I am proud to say the city has not
slowed down,” he said. “We will continue to improve and make London
an even better place to live, work, play, and raise a family.”
Closser covered accomplishments in 2022 and goals for 2023 for
each department.
Streets
2022—The street department repaired multiple storm sewers and
catch basins, added new storm sewer lines to Mound Street, Graceland
Avenue, and across Main Street, and purchased a sewer camera
to assess sanitary sewer issues. ODOT completed its State
Route 56 and State Route 38 paving project.
2023—The to-do list includes replacing a storm sewer line on
Olive Street and adding a line to Mariemont Avenue, building a new
ditch on Andrew Court, repairing streets with a micro sealing
process, and continue work on the storm water system throughout
the city.
Police
2022—Police patrols increased traffic enforcement, resulting in a
significant decrease in crashes. The department also started a
school resource officer program at London City Schools and a Safety
Town event for children.
2023—The department aims to increase enforcement of impaired
driving by 10 percent and update and obtain items such as duty
handguns and a license plate camera system. Plans also include creation
of a police chaplaincy program to improve officer wellness and
response to community crises.
With two failed levy attempts last year to raise funds for a new
police station, the department is looking to remodel its current
space to make work flow more efficient and increase usable office
space.
Fire and EMS
2022—Calls to fire/EMS were up 4 percent over 2021. The department
responded to a total of 2,720 calls—18 percent for fire and 82
percent for EMS. Average response time within the city was 3:10.
Crews responded to 54 fires and 137 motor vehicle crashes.
The department conducted 20 CPR/First Aid classes, provided
fire prevention materials and presentations to students in grades
PRESIDENT'S DAY
2023
This coming Monday, February 20, 2023 is
President's Day here in America—a day set aside to
honor two of our most famous Presidents: George
Washington, “The Father of Our Country,” and Abraham
Lincoln, “The Great Emancipator.” Let’s take time on
that day to be thankful not only for these two truly great
Americans, but for all of our leaders who have helped to
make our Nation what it is today.
by Madison County Job and Family Services.
2023—Fire/EMS plans to increase its CPR programs
and implement a home risk reduction program covering
trip hazards, smoke detectors, and general life safety
initiatives. The department is awaiting delivery of a
new fire engine.
Parks and Recreation
2022—Hundreds of children participated in volleyball
and basketball leagues put on by the parks and recreation
department. The department upgraded lighting at
the pool, allowing for after-hours rentals. Merri-Mac
Park is now home to new playground equipment, and
electrical upgrades were completed at Cowling Park.
2023—Plans for this year include revitalizing the
baseball diamonds at Merri Mac Park and Park Avenue,
creating a sand volleyball league, bringing back adult
softball leagues, installing outdoor pickleball courts at
Cowling Park, and resurfacing and painting the swimming
pool.
“The youth programs will continue to grow, and we
need to grow with them,” Closser said. “We expect the
three programs to have upwards of 600 participants,
and we need to work on a long-term solution to host
these programs.”
For safety reasons, the city is currently demolishing
the old school facilities that housed some of the youth
sports. Early last year, a levy request failed for funds to
build a new gym. For now, the parks and recreation department
is partnering with London City Schools for
gym time.
Board of Public Utilities office
2022—The office staff processed 1,605 cellular meters
into the city’s billing software. In October, they entered
into a contract with Invoice Cloud, a new online payment
solution for monthly water, sewer, and sanitation
bills. The office will go live with the new system this
month, providing new options for paying bills online, including
pay by text, PayPal, Apply Pay, Google Pay, and
Venmo.
2023—The board’s goal is to process the remaining
cellular meters as they are installed, encourage customers
to sign up for e-bills, and send quarterly flyers
with updates about the sanitation, wastewater, and
water departments.
Sanitation
2022—The sanitation department continued to see
the benefits of going automated in 2020 with new trash
trucks. The vehicles have allowed the department to
stay on schedule with residential and commercial accounts
and reduce Bureau of Workers Compensation
claims.
“We have seen a large increase of trash and recycle
pickups in the past years,” Closser added.
2023—Rumpke is providing a new trash compactor
for the transfer station this year. Also, the department
SAFETY
Continued from page 1
will work on getting rear load customers converted to
front load customers.
Wastewater
2022—Among the tasks the wastewater department
completed last year were installation of a new sewer
line on East Second Street to replace a deteriorated
main line. They also began preliminary engineering for
the east side trunk sewer design.
2023—This year’s projects include construction of a
screw press for sludge, sewer lining on East Lincoln Avenue
and South Walnut Street, and identification and
reduction of odor sources at the wastewater treatment
plant.
Water
2022—Closser described 2022 as “a year of challenges
with progress on the horizon” for the water department.
The big challenge has been the east water treatment
plant which has sat idle for years due to high levels of
ammonia in the water.
“This was one of the toughest issues I’ve had to
tackle when becoming mayor,” Closser said. “We have
made much progress, and the finish line looks in sight.
With funding, we hope to have that water plant up and
producing by the end of the year.”
Also last year, the department repaired and replaced
a contact tank bearing, replaced or repaired all of the
fire hydrants that needed attention, and installed 1,605
cellular meters.
About the fire hydrants, Closser said, “This was a
large focus of ours this past year. I am proud of all departments
that helped make this happen.”
2023—Goals for this year are installation of the remaining
2,062 cellular meters, continued effort on the
east water treatment plant, upgrades to the current
plant, upgrades to water mains, and a stricter valve
turning program.
Building and Zoning
2022—The building department issued 359 permits,
35 of which were for dwellings. Council increased the
zoning officer position from 10 hours per week to 20
hours per week, making the department more efficient
and able to address more violations.
“The amount of dwelling permits is great, but I see
it really rising over the next two years with the
Brooksedge expansion and the Pulte project,” Closser
said.
Auditor
2022—The auditor’s office put new technology in place
to protect city funds and started the vendor payment
process.
Closser said the city’s finances were good in 2022 despite
the uncertain economy. Overall, the city brought
in $20.7 million. Expenses totaled $19.5 million.
“I am proud to say that in the seven years I have
been mayor, the city has never spent more money than
it received and has continued to stay in the black,”
Closser said.
Since taking office in 2019, DeWine has led several
initiatives to support school safety, including the creation
of the Ohio School Safety Center, which works to
assist local schools, colleges, universities, and law enforcement
agencies to prevent, prepare for, and respond
to threats and acts of violence, including self-harm,
through a holistic, solutions-based approach to improving
school safety.
DeWine also created the Student Wellness and Success
Fund, a $1.2 billion investment that is now a part
of the school funding formula, to provide wraparound
services to students. Wraparound services are programming
and supports meant to build skills and fulfill a student
or familial need. To date, this funding has
launched 1,300 mental health programs and trained
6,500 educators and school professionals.
As part of his executive budget proposal presented to
the Ohio General Assembly in early February, DeWine
is also requesting funding to help schools with the cost
of staffing a school resource officer.

‘Fictional Reality’
show opens Feb. 16
The first exhibit of
the year at the London
Arts Center will
showcase the work of
Ken Madden. The exhibit
runs Feb. 16-
March 19.
A native of Belfast,
Northern Ireland,
Madden moved to the
United States in
1971. He has lived in
the Galloway area
just outside of West
Jefferson for the past 47 years. Recently retired, he
spent most of his career working as a designer.
When it comes to art, Madden is self-taught with
the exception of one year of study at the Columbus
College of Art & Design. He said he draws to confront
the manmade confusion in life.
“In my art, I seek peace, tranquility, and shelter
from the storm,” he said. “The purpose of my work
is to express feelings and emotions that are
shrouded by darkness. For me, words are never
enough. Reality cannot justify the things I see, so I
create my own fictional reality.”
“Fictional Reality” is the title of Madden’s show.
The exhibit will feature approximately 30 pieces, most
of which Madden completed in the past five years. He
works primarily in graphite and charcoal but also creates
works using watercolors, pastels, oil pastels,
acrylics, and other media. This marks the first time
he has shown his personal artwork publicly.
An opening reception is scheduled for 5-8 p.m.
Feb. 24 and is free and open to the public. Refreshments
will be served.
The London Arts Center is located at 121 E. First
St., London. Regular gallery hours are: Thursday
and Sunday, 11 a.m.-2 p.m.; Saturday, 10 a.m.-2
p.m.
“We hope to provide a show that’s entertaining for those
who are interested in pro truck pulling and those just
checking it out for the first time.”
Thursday, July 13
The track has been reserved on Thursday for the
third annual Mason Cordell Memorial Motocross Race,
coordinated by FastTraxx. Mason, son of Matt and
Amanda Cordell, was a Madison-Plains High School
student who passed away in 2019 as the result of a fall
from his motocross bike.
The fairboard also is working on slating a musical
act for Thursday night.
Friday, July 14
Autocross is new to the entertainment lineup and another
opportunity for local residents to actively participate
in the fair. The event is a timed racing competition.
Drivers navigate a dirt course filled with hills and
turns. All sorts of vehicles are eligible to race; entrants
are placed in classes based on their vehicle types.
“We will have our course and class information set in
the next couples of weeks, and rules and information will
be on our website,” said Frances Hejduk of Derbydog
Inc., the Mason, Ohio, business putting on the event.
The fairboard is “very sincerely” asking for community
participation in this event, Keeran said. Watch for
details at http://www.derbydogdemo.com.
Saturday, July 15
In addition to putting on the autocross races, Derbydog
is heading up the demolition derby, the event
that brings fair week to a close each year.
“Demolition derby is a mainstay at almost every
fair,” Hejduk said. “We will have four or five classes,
including full-size, compact, and minivans. We will
have powerwheels for the kids 3 to 9 years of age.”
Derbydog runs shows for county fairs in Ohio, Pennsylvania,
and New York.
Other
With most of the evening entertainment firmed up,
the fairboard is turning its attention to daytime and
midway entertainment.
“We have a significant budget put together for that,”
Keeran said. “Plans are being made for improved and
enhanced midway entertainment. There will be folks
exhibiting all kinds of crafts and talents.”
Games are planned, too. Some will be traditional
fair fare and some will be new, he said.
“We are also actively seeking out new food vendors
to bring variety,” Keeran stated.
The fairboard has already secured a ride company
which will be on site July 10-15.

Longtime magician ready to pass along his tricks
By Kristy Zurbrick
Madison Editor
For 76 of his 88 years on this planet,
Dr. Jack Starr has held dear a love for
entertaining others through magic. In
those seven decades, he has accumulated
quite a collection of tricks, props,
and equipment. Now, he is looking to
pass along part or all of his collection to
someone who’s eyes twinkle as brightly
as his do at the thought of making people
wonder and laugh.
The retired doctor from London invites
anyone with a serious interest in
performing magic to sit down and talk
with him at 10:30 a.m. Feb. 18 at London
Public Library.
“This isn’t going to be a show. Anyone
who comes, we’ll just sit and talk about
their interest in magic. I’ll share some
stories and my philosophy of magic,”
Starr said. “I want to find someone who
is really interested to give some of my
collection to.”
Starr’s foray into magic dates back to
his eighth-grade year. At the time,
“Catholic Boy” magazine published a
magic trick of the month. Hooked instantly,
Starr quenched his thirst to
learn more by checking out books from
the library. He also ordered catalogues
from ads in the comic books he read.
“I knew those catalogues front to
back,” he said. “I had a paper route,
making $5 a week. I would put aside a
little of it each week to buy tricks. I
spent hours in my bedroom practicing.”
Starr’s father encouraged his son’s interest
by taking him to Columbus to purchase
tricks created by U.F. Grant, a
magic dealer and inventor who got his
start in Massachusetts, later moved to
New York City, then settled in Ohio and
established U.F. Grant Magic.
Before long, Starr was performing
tricks for his family and friends. Sometimes,
those performances went well;
sometimes, they did not.
“I had this trick where you break an
egg into a newspaper and the egg disappears,”
Starr recalled. “My mom had
friends over. She had just cleaned the
carpet. Well, I turned the trick the
wrong way. Let’s just say, my mom tolerated
a lot.”
As Starr got the hang of things, he
picked up paying gigs. Most of the time,
he made about $10 and, on rare occasions,
$50. Even as a teenager, it wasn’t
about the money for him.
“It was all about entertaining people,”
he said.
In the years since then, Starr’s interest
in magic has never waned. He has
performed at countless birthday parties,
school assemblies, and civic organization
meetings. He once shared the stage with
Flippo the Clown of local television fame
at a Madison-Plains Local Schools variety
show. He never failed to perform a
magic trick for the young patients he
saw at his family medical practice.
Ten years ago, Starr suffered a stroke
that brought his performing days to an
end, but he has remained connected to
the scene, attending magic conventions
to see what’s new with his fellow enthusiasts.
“I like to see how other magicians
present their tricks. Sometimes, I know
how they do them; sometimes, I don’t.
But, for me, it’s more about how they
present them,” he said.
Starr said he is forever grateful for
what magic has brought to his life. It
pulled him out of his shell as a shy
teenager. He enjoyed lots of good experiences
and met lots of good people. And it
gave him the opportunity to make people
smile.
