District could be
dark sky reserve
By DAVID HILL,
Local Democracy Reporter
The Waimakariri district could
become adark sky community.
Oxford Area School
Observatory volunteer Raul
EliasDrago told the Canterbury
Astronomical Society's Stardate
South Island 2023 camp at
Staveley in MidCanterbury last
weekend, the observatory
committee is exploring the
possibility of creating an Oxford
dark sky community.
After hearing apresentation
about the Wairarapa Dark Sky
Reserve, Mr EliasDrago now
wonders if the committee
should thinking, across the
whole Waimakariri District.
‘‘The Wairarapa example has
been very important for us to
learn, as it shows we can have a
Waimakariri district where not
every part of the district is
exactly the same or subject to
the same rules.”
He says the committee is keen
to develop the accreditation for
Oxford, and the Oxford area,
and believes it is important to
draw people in —not only for
the astronomy.
‘‘By bringing people to the
observatory, we hope they will
come again and it will benefit
the businesses in the area.’’
But the Wairarapa Dark Sky
model was appealing.
The Wairarapa Dark Sky
Reserve gained accreditation
from the International Dark Sky
Association in December, after
afiveyear journey. The reserve
encompassed two districts,
including the South Wairarapa
and Carterton District Councils.
It comprised acore area to the
south, which consisted of the
Aorangi Forest Park,
administered by the
Department of Conservation.
The main towns to the north
made up the “periphery”, which
were not subject to the same
standards and lighting
restrictions, but were still part
of the reserve.
Protecting the dark sky had
benefits of bringing in
astrotourism, protecting human
health and animal welfare, and
training the astronomers and
astronauts of tomorrow, Mr
EliasDrago said.
Retired Canterbury
University academic Professor
John Hearnshaw has launched
apetition calling for national
legislation to limit light
pollution and promote dark
skies, with the ultimate goal of
New Zealand becoming adark
sky nation.
Former Waimakariri Youth
Council member and science
student Sasha Crawford, who
was also at the camp, said
wildlife needed the stars to
navigate.
‘‘A lot of birds use the stars to
migrate, so not being able to see
them can be catastrophic, as the
circadian rhythm doesn't
activate so they can't perform
their natural functions and
John Hearnshaw talks about it
in his book (on dark skies).’’
Science communicator
Hartina Mogosanu, who was
involved in establishing the
Wairarapa reserve, said it was
time to ‘‘normalise’’ the
conversation around dark skies.
An exhibition was held in
Carterton over the summer to
help people to understand what
adark sky reserve means.
Spotlight on housing standards
By DAVID HILL,
Local Democracy Reporter
Adecisiononwhether Woodendand
Pegasus will be included in new
housing standards, may ultimatelybe
decided by an independent
commissioner.
Therehas beensome confusion
whether the new medium density
residential standards, which allow for
subdividing for up to three housing
unitsorbuilding up to three storeyson
asingleproperty, apply to Woodend
and Pegasus.
WaimakaririDistrict Council
development planning manager Matt
Baconsays the legislationisopen to
interpretation and he expects the
planning processwill ultimately
define how the new rulesapplied to
the district.
‘‘We have certainly had some
submissions which dealwith that
particular issue,and the independent
commissioner willconsider those in
making adecision.
‘‘I don’t thinkthere is anywrong
interpretation and it has to be thatway
because it is legislation whichhas to
be applied nationally.
‘‘There is always goingtobeareas of
variation around the country, so that’s
why the submission process is so
important.’’
Initiative fills gap
From Page 1
Brigetteand Brad are both
retired rugby playerswho
coached agirls Under 7ripper
rugbyteam afew years ago.
Brad says they always
wanted to see the age gap filled
wheregirls dropaway from
rugbygame when they turn
eight.
‘‘Boys generallybecome
more physical than most girls
by 10 and with no other
avenues until the U13 girls
grade, there’sa(dead zone)and
we feelrugby is losing these
girlstoother sports.’’
When they heard the
Canterbury RugbyFootball
Union(CRFU) were startingan
U11 midweek metro girls
tournament, they decided to
put the feelers out and see if
they could round up aenough
girlstoenter aNorth
Canterbury team.
‘‘At that point we werea
standalone venture,’’ says
Brad,‘‘Lots of keen and eager
players but no uniforms, no
ballsand no home.’’
The new housing rules, announced
by theGovernmentinOctober2021, set
the new standardsasthe default
position for townsinhigh growth
areas, such as Greater Christchurch.
The WaimakaririDistrict Council
(WDC) notified variations to the
proposedDistrict Plan in August last
yeartoapply the new standardsto
Feedback fromEnvironment
Minister David Parker and
WaimakaririMPMattDoocey
indicatedthe Governmentand the
Opposition,who bothsupported the
legislation, never intended Woodend
and Pegasus to be included.
But the Canterbury RegionalPolicy
Statement identified Woodend,
Pegasus and Ravenswood as one
urban arearatherthanseparate
towns.
The ChristchurchCity Council
recentlyannounced avariation to its
PlanChange 14, whichwouldapply
the new standardsprimarily to the
central city.
Mr Baconsays his teamwill be
looking at the Christchurch
interpretationclosely to see how it
might apply to Waimakariri.
Decision reinforces concerns
By DAVID HILL,
Local Democracy Reporter
Waimakariri Mayor Dan Gordonsays a
High Court decision vindicateshis
council’s concerns aboutthe loss of
democratic decision making.
The High Court issued its decision on
Tuesday, confirming the government
planned to ‘‘confiscate’’ councils’ Three
Waters assetsunder its proposed
legislation.
But said the question of compensation
rested with Parliament.
‘‘This decision reinforces the concerns
the community hasshared with us,’’ Mr
Gordon says.‘‘Peoplewant asay about the
waterthey drink, and they don’t want their
assets taken away from them.’’
The Waimakariri District Council
joined forces withthe Timaruand
Whangarei councils in seeking a
declaration fromthe High Court on the
rights and interestsofproperty ownership.
But Justice Jillian Mallonwas unable to
grant the specific declarationssought by
the councils.
‘‘I accept thatthe Three Waters reforms
involved aform of expropriation for which
compensation couldbegiven, but whether
it is, is ultimately amatter for Parliament.’’
She noted the government had not
directly acknowledged localcouncils
would losethe abilitytocontrol the use of
their assets nor the lossofdemocratic
accountability.
‘‘It doesnot follow that the government,
and in turnParliament, is unaware of
this.’’
JusticeMallonsaid the proposals aimed
3
to develop anew modelfor delivering
Three Waters services in response to‘‘
significant infrastructure challenges’’.
‘‘The governmenthas proposed a
funding package, but has deliberately
decidedthat this is not intended to
compensate local councils for the value of
theirassets.’’
Mr Gordon said the mayors hoped to
build on the momentum of the decision
and continuetopush for changes to
proposed legislation.
‘‘We are calling on the new Prime
Minister to take afresh look at amodel for
waterreform that works,toreengage with
the sector and let’s work together towards
successful water reform thatbuilds
consensus.’’
The park realises akey componentof
will make it come to life.’’
Apump track is aloopedsequence of
rollers and banked berms designed for
bike riders and skaters using their
Mrs Ellis says it willbeaplacefor the
youngpeople of the district to meetand
townshipthat is in need of attention.
‘‘We are already planning for anumber
‘‘Everyonehas got behindthe project
and the ideas are flowingfast.’’
She saysshe has been approachedby
one interestedparty who has awooden
members of the community.
Otherideasmooted by the LBRA
The idea for the pump park came from
the visionofLeithfieldBeach residents
Christineand Paul James who wanted to
create afun activity at the Reserve in
memory of their son Aaron, who died in a
motor vehicle accident in Waikuku in
2014.
Christinesays Aaron was akeen BMX
rider and skater and ‘‘If it had wheels, he
was into it.’’
She says the family has lived in the area
for over 40 years and Aaron was well
known for guidingyoungcyclists to enjoy
riding and skating.
Mrs Ellis says along with the James
family donation of $5000, the small
communityhas already raised $19,034 in
weekend.
‘‘Wewere soldout and everyone
enjoyed the cheeky creative natureof
dinner, whichwas served by local waiters
suitably attired for theoccasion.’’ .
She says it proved so popular they are
planningsomemore in the future. Mrs
James saysthe goal is to have thepump
OPINION
6 North Canterbury News, February 23, 2023
Around the electorate with
STUART SMITH MP FOR KAIKOURA
Co-governance debate
Cogovernance has become amajortalking
pointinNew Zealand over the last two
years, and it will almost certainly continue
through to the election.
National has been open and very clear
on its viewofcogovernance.
We do notsupport the cogovernance of
New Zealander’s publicassets or public
services.
Thereare, of course, examples of where
cogovernance has worked well,and they
were done in accordancewith Article Two
of the Treaty of Waitangi.
New Zealanders can be justifiably proud
that successive Governments have
deliveredfair andequitable treaty
settlements,somethingfew if any other
nations have managed to do.
National has always been fully
supportive of treatysettlements. Under the
guidanceofChristopher Finlayson, the
last National Government settled 59 Treaty
claims —significantly more than any
other.
The Three Waters legislation has quite
rightly upset many New Zealanderswho
have seen their waterinfrastructure assets
takenfrom them. Theyhave been bundled
into one of the fournew water entities, and
not onlyhave we lost ownershipofthem,
but also any meaningful say in their
management.
Kiwis have paid for thisinfrastructure
and now it is being turned overtothese
megaentities run by six councillors and
six Iwi representatives, who willown and
operate the ThreeWaters infrastructure
on behalf of local authorities.
Publicinfrastructure belongstoall New
Zealanders,and the managementoflocal
assetsshould stay with local,
democratically electedrepresentatives.
The Māori Health Authorityisanother
example of adivided system—one for
those with Māori heritage and another for
everyone else.
The deliveryofpublic services
particularly healthcare should be for
everyone and on the basisofneed, not
ethnicity. That is not to say that we don’t
need to focus on those Māori in need, but
we can do thatwithin the one system, with
the likes of Whānau Ora and other
community providerswho can providea
‘by Māori for Māori’ approach.
But afractured,divided and ultimately
separate system thatseeks to split New
Zealand, will inevitablylead to inequities.
KAIKŌURA VIEWS
MAYOR CRAIG MACKLE
Council relief fund
Cyclone Gabrielle has left havoc and
devastation in the North Island, on a
scale second to none, that will have far
reaching implications for the whole
country.
But for now there are many
communities up there thatneed all
the help we can give.
If you would like to help, recovery
teams on the ground are asking for
financial donations instead of donated
goods.
As acouncil we have setupa
Cyclone ReliefBankAccount to coordinate
financial contributions on
behalf of the district.
All funds will be redistributed in
the effected regions oncethey are able
to get their own funds up and running.
Information on how to donate is now
available on the kaikoura.govt.nz
home page.
We ourselves dodged abullet.
While therewas over 300mm of rain,
it mainly fell in the ranges, and our
infrastructure held up well around the
district.
On ahappiernote,Ihadthe
pleasure of presenting four new Kiwis
with citizen certificates at the Council
Chambers last week.
Will and Ithen attended the opening
of the newly renovated Kekerengu
Community Hall.
It really is acredit to all involved, as
the end resultisquite stunning.
While there we presented Sue
Murray with awelldeserved
Community Services Medal.
Notonly was she the main drive
behind the hall achievement, but it
was alsotoacknowledge her many
years of dedicatedservice to the
community.
Good on you Sue.
It’s good to see the townisstill busy
with lots of people about.
We have done 10.1km of resealing
around the district and I'm happy to
say we are on track withdelivering
what we said we would do in the longterm
plan.
Iamlooking forward to the
Looking back,tolook
Dear Editor,
The climate weather bomb that hit the
NorthIsland bringsback memories of
July 13, 1945—Iwas 7.
During the evening ahowling
Nor’West gale wroughthavoc,felling
trees,blockingroads andbringingdown
powerlines.
Next morning we awoke to absolute
silence, only to look out on 18 inches of
snow that hadfallen post midnight.
Theonly sound was snowladen
branches, cracking off trees.
Thenit froze for two weeks, followed
by amassive flood someweeksafter.
We had acoal/wood stove that alsokept
the water hot,and the immediate living
area warm, and the all important water
supplywas from rainwater tanksthat
collected roof water.Outsidepiping was
all lagged.
The power generatingwindmill in the
back yard was useless, as all through the
freeze there was no wind. Alittle petrol
motor kept the batteries toppedup.
So Ihave to ask these questionsgiven
that manyare of the opinion thatassolar
and windare being promoted as some
sort of panacea to guarantee the future
powersupplies.
Solarpanels covered in frozensnow?
Freezingtemperatures, equals no
wind.
Comeon climate experts, answer
please.
It is reported thatAntarctic
temperatures are currentlyupto–20deg
below normalfor this timeof year,so
what happens whenabubble of that subzeroair
rushes up throughthe moisture
laden atmospheretoNewZealand this
winter?
IknowI’ve some candles in adrawer,
somewhere, so if my standby gas runs out
I’ll be able to see.
Thewatersupplyisgravity—till the
pipes freeze up,but at least the ol’ Weka
Creek will keep flowing.
ECan rates could rise 10%
By DAVID HILL,
Local Demcoracy Reporter
Environment Canterbury is
recommending an average rates
rise of 10 percent.
Councillors adopted the draft
2023/24 annual plan at acouncil
meeting on Wednesday,
February 15, but some were wary
of arates rise amid achallenging
economic environment.
The proposed rates rise was
more than double the 4.6% rates
rise projected in the 2021/31
Long Term Plan.
Chairperson Cr Peter Scott
said a10% rates rise was not
ideal, but it was necessary to
enable the council to deliver on
its work programme in ahigh
inflation environment.
‘‘We are mindful of the
pressures on ratepayers. We take
this seriously and we are up for
the challenge.’’
Deputy chairperson Cr Craig
Pauling said the draft annual
plan was underpinned by public
transport, funding flood recovery
and replenishing the council’s
general resource, which were
committed to in last year’s
2022/23 annual plan.
‘‘It is great to see the support
around the room and we
acknowledge 10% is abig rise.
‘‘In our last Long Term Plan we
introduced anumber of
significant initiatives and that is
still happening in the work that
we are doing.’’
Cr Claire McKay said she
supported adopting the draft
annual plan, but was
‘‘uncomfortable’’ with a10%
rates rise.
Forward planning ... Environment
Canterbury met earlier this month to
adopt its draft 2023/24 annual plan.
PHOTO:DAVID HILL
She said she looked forward to
hearing submissions from the
community.
Cr Grant Edge said the council
had taken ‘‘a socially responsible
position’’ in developing its draft
annual plan with a10% rates rise
as ‘‘a starting point for
community discussion’’.
‘‘Right now New Zealand is
being impacted by the
unprecedented impacts of
climate change and Iwill be
interested in what people will
think about our response.’’
Cr Ian Mackenzie said he
supported the intention of the
annual plan, but he noted the
frustrations of Selwyn farmers
having to wait for flood
prevention work to be carried
out.
‘‘Several rating districts have
been badly impacted by flooding
and landowners have expressed
frustrations at seeing that work
being held back, so there will be
some momentum for change
when we come to do the next
Long Term Plan.’’
Cr Vicky Southworth said while
a10% rates rise was ‘‘going to be
tough for our community’’, the
council was ‘‘chasing our tail’’
when responding to climate
events such as flooding.
‘‘It feels like we need abetter
mechanism for funding flood
prevention work. We need to
work closely with our community
around how we can involve rates
and understanding how targeted
rates work.’’
Cr Tutehounuke Korako said
the council needed to engage
with landowners /mana whenua,
who were the ratepayers, as well
as engaging with Papatipu
Runanga.
Cr John Sunckell
congratulated staff on keeping
the rates rise at 10% in a
challenging environment,
including the recent flood events
and amid 7.2% inflation.
The draft annual plan will be
out for public consultation from
February 27 to April 3.
Councillors also passed a
motion from Cr Joe Davies asking
staff to present areport to the
March 22 council meeting on the
logistics of livestreaming council
meetings to make them more
accessible to the general public.
Colourful cabinet in Woodend
By JOHN COSGROVE
Colourful renditions of Kowhai and
Heron, Kingfisher and flax adorn the
sides of telephone circuit cabinets in
Kaiapoi and Woodend.
Woodend artist Angela Doig has been
working on the second of two cabinets
she is painting as part of the Chorus
Cabinet Art Programme.
Chorus called for submissions from
artists, professional or amateur, to
colour over 11,000 telecommunications
cabinets across New Zealand.
They were looking for budding artists
to showcase their skills and bring some
colour to their neighbourhoods.
Mrs Doig says she applied for three of
the four positions under offer in the
Waimakariri District and got two
cabinets to paint.
‘‘It takes acouple of days to paint each
Gently does it ... Woodend artist Angela Doig works on the second Chorus telephone
cabinet she has undertaken to paint in the district.
The Eldernet Group is encouraging all
New Zealanders to take part in the 2023
Census.
It says inaction could have significant
consequences for people and those they
love.
Eldernet warns as the population
grows older, it is crucial for the
Government to understand key issues
around ageing.
Knowing the types of challenges faced
by people, such as housing, mobility
issues, and health factors, helps provide
the Government with ablueprint for how
to keep people ageing well, it says.
‘‘It’s important every older person has
their voice heard in this year’s census to
ensure that the information available to
Government is fully representative,’’ the
group says.
People are urged to take part, even if
they felt excluded last Census because
the impetus for the 2018 model was on
going digital.
Statistics New Zealand has pledged to
have twice as many census collectors —
which will bring the numbers of
collectors closer to that of pre2018
levels.
Paper forms will be easier to access,
and more community events, where
people can dropin and get help with the
census, have been organised across the
country.
The organisation has also partnered
with Age Concern and SeniorNet to
provide more support for older New
Zealanders.
This will include handson assistance
from volunteers to fill out forms (either
online or paper) and help accessing
additional resources, such as large print
census forms and information in te reo
Māori and other languages.
Local decisions best
By ROBYN BRISTOW
Submissions close on the review into the
Future For Local Government at the end
of February.
Hurunui District’s Mayor Marie Black
says this review serves as an opportunity
to rebuild the trust and confidence in
what local councils deliver, and creates
aclear and positive pathway for
communities for the future.
Promoting decision making at local
level, creating and maintaining the
sense of belonging in local communities,
and seeking secure and equitable
funding, are key points discussed by the
Mayor and councillors at arecent
workshop at the council.
Mrs Black says building astronger and
more resilient relationship between
local government and central
government is vital, which will continue
to strengthen the stance for local
government to champion the wellbeing
of its community.
Tapping into some government
funding to build affordable houses, as an
example, supports the growth of
communities as employment
opportunities exist and communities are
welcoming.
‘‘Housing stock is the issue, therefore
allowing local government to initiate
this would help sustain our rural
communities.’’
Mayor Black says the future sits
around the idea of subsidiarity —
decisions being made at community
level.
‘‘The focus needs to be around citizenled
democracy.
‘‘In Hurunui we have had the long held
belief and advocacy for community
decision making, and would support this
to continue beyond the reform.
‘‘We have learned through local
disasters that localled will always bring
the best outcomes,’’ she says.
Mrs Black says for this reason she, her
fellow councillors, are opposed to one of
the proposals in the draft review.
‘‘Communities must be able to retain
their identity and sense of belonging.’’
In the submission to government, Mrs
Black and her councillors are requesting
apause on the Three Waters Reform
proposal, until the review for Future for
Local Government is complete and local
councils can redesign their future first.
‘‘How can we get excited about this
massive opportunity to design our
future, when for adistrict like ours, we
are very focused on retaining the
opportunity to deliver to the community
the services they deserve, like good
water?”
Communityled democracy and being
on the ground to serve its own people
will remain the focus for Hurunui
District Council. In addition, astrong
relationship with agovernment creates
confidence in funding streams and will
certainly help.
‘‘We have always managed and we
always will, but I’m sure we could do
things better if we had greater equity of
funding to do that.’’
The organisers of the competition,
sponsored by BGBeaven Builders Ltd,
The award for the best young
achiever will be presented at the
Amuri Show on Saturday March 4.
Coorganiser and past president of
the Amuri A& PAssociation Don
McLean says it’s agreat way to thank
the many young people who work
tirelessly in the community.
‘‘We are looking for those aged under
30 who are community minded, and
who do volunteer work for
organisations such as St John, sporting
clubs, youth groups or those working to
help others in their community.’’
He says it is actually very hard each
year to pick awinner as there are so
many wonderful young people working
without seeking accolades.
‘‘It is away to acknowledge their
contribution to our communities in the
district, their efforts at helping others
and their commitment to staying in the
community and continuing to help
where they can.’’
Mr McLean says the Young
RURAL LIFE
North Canterbury News, February 23, 2023
RMA reform needs to stop and be reworked
Beef +Lamb New Zealand (B+LNZ)
supports the need for reforming the
Resource Management Act 1991 (RMA),
but opposes the proposed new Bills in
their current form.
It is calling on the Government to halt
the introduction of any new rules,
including the RMA reform.
B+LNZ made its submission on the
Governments RMA reform consultation
last Friday.
It agrees reform is needed to improve
efficiency and effectiveness, but calls on
the Government to withdraw and rework
the proposed Bills.
B+LNZ chief executive Sam McIvor
says B+LNZ has worked with awide
range of sector groups as his
organisation has developed its
submission, and the groups all have
similar concerns.
Any reform of New Zealand's resource
management system will impact the way
sheep and beef farmers will be able to
farm.
‘‘It is therefore critical that such a
substantial reform process is well
thoughtout and will lead to positive
change.
‘‘Significant concern has been
expressed across the sector, and
beyond, about the process to date, and
the resulting proposed Bills. Put simply,
the Government has not got it right yet.
‘‘It has been very difficult to assess
and provide comprehensive feedback
on the Bills within the limited
timeframe of the consultation period,
and with incomplete information.
‘‘It’s yet another example of the
Government trying to do too much, too
fast.
‘‘They need to hit pause and take the
time to get this right, and work with the
people this will affect to ensure we all
get the best outcomes,’’ Mr McIvor says.
Farmers are already grappling with
too much change, he says.
They were overwhelmed with the
environmentrelated policy changes
that have already come their way, on top
of labour shortages and high onfarm
inflation.
‘‘For some they’re also now faced with
‘‘We hope to get people with new
Mr Green says Rangiorahas alot of
Mr Green says last years show went
dealing with rebuilding their businesses
after severe weather events.’’
The Government announced its
intention to replace the RMA through
three bills in February 2021.
Two bills are now at the select
committee stage —the Natural and
Built Environment Bill (NBE Bill) and
the Spatial Planning Bill (SP Bill).
The NBE Bill would provide for a
National Planning Framework (NPF),
which is yet to be released, that would
replace existing pieces of national
direction.
‘‘Without that detail, it’s impossible to
provide afull analysis of the direction
and implementation of the new bills,
and therefore the impact on farmers.’’
Happy Campers set for Kaiapoi
The New Zealand Motor Caravan Association has
this week opened its new motor caravan park in
the Red Zone area of Kaiapoi East.
The caravan park realises akey component of the
Kaiapoi Town Centre Plan which was adopted by
the Waimakariri District Council in 2018. Council’s
vision was to ensure the future of Kaiapoi as New
Zealand’s best rivertown.
As well as establishing the now thriving Marine
Precinct inKaiapoi, there was also the aim of
developing amotor caravan site within the Red
Zone Kaiapoi East area of the town centre.
Waimakariri District Council’s Senior Business and
Centre’s Advisor Vanessa Thompson says Council is
pleased to welcome the NZCMA to Kaiapoi through
the opening of its new motor caravan park.
“The NZMCA has worked incredibly hard over
the past year, overcoming some challenges and
considerations inthe development process to
realise its vision for the park, and we congratulate
them on reaching this important milestone.”
James Imlach, NZMCA National Manager -Property
&Policy says NZMCA is excited to be able to offer a
great new camping option toits members.
“The NZMCA isextremely grateful tothe council
and local community for this opportunity to
provide our members with asafe and convenient
place to stay, while visiting Kaiapoi.”
“Members are looking forward toshopping and
eating out in town, while making the most of
Kaiapoi’s bike trails, walking tracks, and familyfriendly
activities.”
Vanessa Thompson says Council hopes the motor
caravan park will be agreat catalyst for further
development inthe Mixed-Use Business areas of
Kaiapoi, as well as bringing aneconomic boost to
the town.
“We look forward to the additional town centre
vibrancy and custom NZMCA members will bring to
Kaiapoi businesses, retail, and hospitality outlets,
particularly over the summer months.”
THE RESURRECTION
The first century believers believed in the hope of the
resurrection. The Lord Jesus confirmed this belief when
speaking to His friend Martha, whenher brother Lazarus had
died, “Jesus saidunto her, Thy brother shall riseagain. Martha
saidtoHim, Iknow that he shall rise againinthe resurrection
at the last day. Jesus said toher, Iamthe resurrection and
the life, hethatbelievesinme, though he weredead, yetshall
he live”.
