Astronomical Society's Stardate<br />
South Island 20<strong>23</strong> camp at<br />
Staveley in Mid<strong>Canterbury</strong> last<br />
weekend, the observatory<br />
committee is exploring the<br />
possibility of creating an Oxford<br />
dark sky community.<br />
After hearing apresentation<br />
about the Wairarapa Dark Sky<br />
Reserve, Mr EliasDrago now<br />
wonders if the committee<br />
should thinking, across the<br />
whole Waimakariri District.<br />
‘‘The Wairarapa example has<br />
been very important for us to<br />
learn, as it shows we can have a<br />
Waimakariri district where not<br />
every part of the district is<br />
exactly the same or subject to<br />
the same rules.”<br />
He says the committee is keen<br />
to develop the accreditation for<br />
Oxford, and the Oxford area,<br />
and believes it is important to<br />
draw people in —not only for<br />
the astronomy.<br />
‘‘By bringing people to the<br />
observatory, we hope they will<br />
come again and it will benefit<br />
the businesses in the area.’’<br />
But the Wairarapa Dark Sky<br />
model was appealing.<br />
The Wairarapa Dark Sky<br />
Reserve gained accreditation<br />
from the International Dark Sky<br />
Association in December, after<br />
afiveyear journey. The reserve<br />
encompassed two districts,<br />
including the South Wairarapa<br />
and Carterton District Councils.<br />
It comprised acore area to the<br />
south, which consisted of the<br />
Aorangi Forest Park,<br />
administered by the<br />
Department of Conservation.<br />
The main towns to the north<br />
made up the “periphery”, which<br />
were not subject to the same<br />
standards and lighting<br />
restrictions, but were still part<br />
of the reserve.<br />
Protecting the dark sky had<br />
benefits of bringing in<br />
astrotourism, protecting human<br />
health and animal welfare, and<br />
training the astronomers and<br />
astronauts of tomorrow, Mr<br />
EliasDrago said.<br />

legislation to limit light<br />
pollution and promote dark<br />
skies, with the ultimate goal of<br />
New Zealand becoming adark<br />
sky nation.<br />

Council member and science<br />
student Sasha Crawford, who<br />
was also at the camp, said<br />
wildlife needed the stars to<br />
navigate.<br />
‘‘A lot of birds use the stars to<br />
migrate, so not being able to see<br />
them can be catastrophic, as the<br />
circadian rhythm doesn't<br />
activate so they can't perform<br />
their natural functions and<br />

Science communicator<br />
Hartina Mogosanu, who was<br />
involved in establishing the<br />
Wairarapa reserve, said it was<br />
time to ‘‘normalise’’ the<br />
conversation around dark skies.<br />
An exhibition was held in<br />
Carterton over the summer to<br />
help people to understand what<br />
adark sky reserve means.<br />

Newpathway for girls<br />

Girls under 11 rugbyteamshave been<br />
established in the WaimakaririDistrict and<br />
the Kaiapoi Rugby Club(KRFC) junior<br />
capitan PhilSleemanisvery excited to<br />
support the new venture.<br />
‘‘The club is excited at beingable to<br />
support anew pathway for young girlsas<br />
theylook forward to theirlong term<br />
participation in the sport,’’ he says.<br />
The first training session for 36 young<br />
players was held on Sundaymorningatthe<br />
clubs grounds in Kaiapoi.<br />
Some had travelled fromasfar afield as<br />
Kaikoura to be part of the two new teams.<br />
Under the guidance of coaches Brigette<br />
Higinbottomand Brad Thorpe, they donned<br />
their new strips.<br />
‘‘We were onlyexpecting only 10 girls to<br />
show when we put the callout lastyear, but<br />
we have been astounded with the response,’’<br />
says Brad.<br />
‘‘Enough young playershave now signed<br />
and this will allow us to run two under11<br />
girls rugby teams Kaiapoiinyellow and<br />
Rakahuri in red.’’<br />

The new housing rules, announced<br />
by theGovernmentinOctober2021, set<br />

(WDC) notified variations to the<br />
proposedDistrict Plan in August last<br />
yeartoapply the new standardsto<br />

Pegasus.<br />

Decision reinforces concerns<br />

Waimakariri Mayor Dan Gordonsays a<br />
High Court decision vindicateshis<br />
council’s concerns aboutthe loss of<br />
democratic decision making.<br />
The High Court issued its decision on<br />
Tuesday, confirming the government<br />
planned to ‘‘confiscate’’ councils’ Three<br />
Waters assetsunder its proposed<br />
legislation.<br />
But said the question of compensation<br />
rested with Parliament.<br />
‘‘This decision reinforces the concerns<br />
the community hasshared with us,’’ Mr<br />
Gordon says.‘‘Peoplewant asay about the<br />
waterthey drink, and they don’t want their<br />
assets taken away from them.’’<br />
The Waimakariri District Council<br />
joined forces withthe Timaruand<br />
Whangarei councils in seeking a<br />
declaration fromthe High Court on the<br />
rights and interestsofproperty ownership.<br />
But Justice Jillian Mallonwas unable to<br />
grant the specific declarationssought by<br />
the councils.<br />
‘‘I accept thatthe Three Waters reforms<br />
involved aform of expropriation for which<br />
compensation couldbegiven, but whether<br />
it is, is ultimately amatter for Parliament.’’<br />
She noted the government had not<br />
directly acknowledged localcouncils<br />
would losethe abilitytocontrol the use of<br />
their assets nor the lossofdemocratic<br />
accountability.<br />
‘‘It doesnot follow that the government,<br />
and in turnParliament, is unaware of<br />
this.’’<br />
JusticeMallonsaid the proposals aimed<br />

to develop anew modelfor delivering<br />
Three Waters services in response to‘‘<br />
significant infrastructure challenges’’.<br />
‘‘The governmenthas proposed a<br />
funding package, but has deliberately<br />
decidedthat this is not intended to<br />
compensate local councils for the value of<br />
theirassets.’’<br />
Mr Gordon said the mayors hoped to<br />
build on the momentum of the decision<br />
and continuetopush for changes to<br />
proposed legislation.<br />
‘‘We are calling on the new Prime<br />
Minister to take afresh look at amodel for<br />
waterreform that works,toreengage with<br />
the sector and let’s work together towards<br />
successful water reform thatbuilds<br />
consensus.’’<br />

provedpopular withtravellers.<br />
The new motor caravan park built in the<br />
Red Zone area of Kaiapoi East, opened<br />
last week.<br />
CamperTeresa Bartrum says she and<br />
her husband spotted the newsite several<br />
weeks ago when they werepassing<br />
through the town, and couldn’t wait for it<br />
to officially open, to get in and set up their<br />
house bus.<br />
‘‘We have been on the road10years now<br />
and this new campsite looks amazing<br />
compared to some others in the region.’’<br />
Levin residentsRobin and Jenny<br />
Bentonare currently touring the South<br />
Islandand say theyhave stayedatmany of<br />
the NZMCA parks and Park over Property<br />
scheme(POP) sites.<br />
‘‘We love the newsite, it’s muchbetter<br />
than some others locally, we especially<br />
like the one way ringroad access andthe<br />
combination of hard standings alongside<br />
grass parking.<br />
The couple say every camp siteis<br />
different and all have somethingtooffer.<br />
‘‘Thisnew one is close to amenities,has<br />
many trees onsiteand has agood layout.’’<br />
With five sitesalready occupied,<br />
Tauranga couple Andy and ToniBaker<br />
were someofthe seven coupleswho<br />
arrived onsite before noon lastThursday.<br />
They tried the new sitebecause it<br />
allowed them access to the many<br />
amenities nearby, and the cycle tracksin<br />
and aroundKaiapoi.<br />
‘‘We love biking, hikingand fishing and<br />
there is plenty to see and do here.’’<br />
The couple havetakenastep back from<br />
their busylives and have beentravelling<br />
aroundthe upper half of the South Island.<br />
Toni says they love the parklikesetting<br />
the new siteoffers.<br />

The camping community are very<br />
transient, they say, but the new circular<br />
siteisnot too big and it allowsthem to<br />
meetlike mindedpeopleasthey travel<br />
around.<br />
Waimakariri District Council’s senior<br />
business and centre’s adviser Vanessa<br />
Thompsonsays Council is pleasedto<br />
welcome the NZCMA to Kaiapoi.‘‘The<br />
NZMCA has worked incrediblyhard over<br />
the past year,overcomingsome challenges<br />
and considerations in the development<br />
processtorealise its visionfor the park,<br />
and we congratulatethem on reaching this<br />
importantmilestone.’’<br />
The park realises akey componentof<br />
the Kaiapoi Town Centre Plan which was<br />
adopted by the Waimakariri District<br />
Council in 2018. Ms Thompsonsays it is<br />
now part of the thriving MarinePrecinct in<br />
Kaiapoi,and councilhopes it will be a<br />
catalyst for further development in the<br />
mixeduse business areas of Kaiapoi, and<br />
bringaneconomic boost to the town.<br />

the clubwas impressed withthe<br />
response andishopingtorun theevent<br />
on an annual basis.<br />
Dog of allshapesand sizes were<br />
entered by adoringowners, from a<br />
miniature Chihuahua, to Labs and full<br />
bloodedentire huntaways who gave it<br />
their best whencommanded to speak.<br />
Theywere entered in four categories<br />
—individual huntaway, terriers, teams<br />
of three and novelty.<br />
All provided alot of noisy<br />

Pump track in memory of aloved son<br />

LeithfieldBeach Reserve’s new pump<br />
trackison schedule andmany in the small<br />
ruraltownship say its awelcomeaddition<br />
to their community.<br />
LeithfieldBeach Residents Association<br />
(LBRA), chairperson Jacky Ellis says she<br />
is particularlyproud of the hard workby<br />
everyone so far.<br />
‘‘It is fantastic to have the whole<br />
community behind it.<br />
‘‘It will be agood addition to the<br />
community and the support we havehere<br />
will make it come to life.’’<br />
Apump track is aloopedsequence of<br />
rollers and banked berms designed for<br />
bike riders and skaters using their<br />
momentumtonavigate the course.<br />
Mrs Ellis says it willbeaplacefor the<br />
youngpeople of the district to meetand<br />
socialise and bring life to acorner of the<br />
townshipthat is in need of attention.<br />
‘‘We are already planning for anumber<br />
of events to be heldonce it is built,<br />
‘‘Everyonehas got behindthe project<br />
and the ideas are flowingfast.’’<br />
She saysshe has been approachedby<br />
one interestedparty who has awooden<br />
half pipeand is keentodonate it to the<br />
project and then conductclasseson<br />
cycling and skateboardingfor the younger<br />
members of the community.<br />
Otherideasmooted by the LBRA<br />
include workshopsonbike maintenance,<br />
riding skills and road safety.<br />
The idea for the pump park came from<br />
the visionofLeithfieldBeach residents<br />
Christineand Paul James who wanted to<br />
create afun activity at the Reserve in<br />
memory of their son Aaron, who died in a<br />
motor vehicle accident in Waikuku in<br />
2014.<br />
Christinesays Aaron was akeen BMX<br />
rider and skater and ‘‘If it had wheels, he<br />
was into it.’’<br />
She says the family has lived in the area<br />
for over 40 years and Aaron was well<br />
known for guidingyoungcyclists to enjoy<br />
riding and skating.<br />
Mrs Ellis says along with the James<br />
family donation of $5000, the small<br />
communityhas already raised $19,034 in<br />
the past 12 months through garage sales,<br />
donations fromthe Leithfield Hotel and<br />
Leithfield Lions, abig community raffle<br />
and theirlatest venture arude food<br />
dinner proved very successfuloverthe<br />
weekend.<br />
‘‘Wewere soldout and everyone<br />
enjoyed the cheeky creative natureof<br />
dinner, whichwas served by local waiters<br />
suitably attired for theoccasion.’’ .<br />
She says it proved so popular they are<br />
planningsomemore in the future. Mrs<br />
James saysthe goal is to have thepump<br />
trackinplacebefore winter,depending on<br />
therising prices of roading materials.<br />

Around the electorate with<br />
STUART SMITH MP FOR KAIKOURA<br />
Co-governance debate<br />
Cogovernance has become amajortalking<br />
pointinNew Zealand over the last two<br />
years, and it will almost certainly continue<br />
through to the election.<br />
National has been open and very clear<br />
on its viewofcogovernance.<br />
We do notsupport the cogovernance of<br />
New Zealander’s publicassets or public<br />
services.<br />
Thereare, of course, examples of where<br />
cogovernance has worked well,and they<br />
were done in accordancewith Article Two<br />
of the Treaty of Waitangi.<br />
New Zealanders can be justifiably proud<br />
that successive Governments have<br />
deliveredfair andequitable treaty<br />
settlements,somethingfew if any other<br />
nations have managed to do.<br />
National has always been fully<br />
supportive of treatysettlements. Under the<br />
guidanceofChristopher Finlayson, the<br />
last National Government settled 59 Treaty<br />
claims —significantly more than any<br />
other.<br />
The Three Waters legislation has quite<br />
rightly upset many New Zealanderswho<br />
have seen their waterinfrastructure assets<br />
takenfrom them. Theyhave been bundled<br />
into one of the fournew water entities, and<br />
not onlyhave we lost ownershipofthem,<br />
but also any meaningful say in their<br />
management.<br />
Kiwis have paid for thisinfrastructure<br />
and now it is being turned overtothese<br />
megaentities run by six councillors and<br />
six Iwi representatives, who willown and<br />
operate the ThreeWaters infrastructure<br />
on behalf of local authorities.<br />
Publicinfrastructure belongstoall New<br />
Zealanders,and the managementoflocal<br />
assetsshould stay with local,<br />
democratically electedrepresentatives.<br />
The Māori Health Authorityisanother<br />
example of adivided system—one for<br />
those with Māori heritage and another for<br />
everyone else.<br />
The deliveryofpublic services<br />
particularly healthcare should be for<br />
everyone and on the basisofneed, not<br />
ethnicity. That is not to say that we don’t<br />
need to focus on those Māori in need, but<br />
we can do thatwithin the one system, with<br />
the likes of Whānau Ora and other<br />
community providerswho can providea<br />
‘by Māori for Māori’ approach.<br />
But afractured,divided and ultimately<br />
separate system thatseeks to split New<br />
Zealand, will inevitablylead to inequities.<br />

Council relief fund<br />
Cyclone Gabrielle has left havoc and<br />
devastation in the <strong>North</strong> Island, on a<br />
scale second to none, that will have far<br />
reaching implications for the whole<br />
country.<br />
But for now there are many<br />
communities up there thatneed all<br />
the help we can give.<br />
If you would like to help, recovery<br />
teams on the ground are asking for<br />
financial donations instead of donated<br />
goods.<br />
As acouncil we have setupa<br />
Cyclone ReliefBankAccount to coordinate<br />
financial contributions on<br />
behalf of the district.<br />
All funds will be redistributed in<br />
the effected regions oncethey are able<br />
to get their own funds up and running.<br />

We ourselves dodged abullet.<br />
While therewas over 300mm of rain,<br />
it mainly fell in the ranges, and our<br />
infrastructure held up well around the<br />
district.<br />
On ahappiernote,Ihadthe<br />
pleasure of presenting four new Kiwis<br />
with citizen certificates at the Council<br />
Chambers last week.<br />
Will and Ithen attended the opening<br />
of the newly renovated Kekerengu<br />
Community Hall.<br />
It really is acredit to all involved, as<br />
the end resultisquite stunning.<br />
While there we presented Sue<br />
Murray with awelldeserved<br />
Community Services Medal.<br />
Notonly was she the main drive<br />
behind the hall achievement, but it<br />
was alsotoacknowledge her many<br />
years of dedicatedservice to the<br />
community.<br />
Good on you Sue.<br />
It’s good to see the townisstill busy<br />
with lots of people about.<br />
We have done 10.1km of resealing<br />
around the district and I'm happy to<br />
say we are on track withdelivering<br />
what we said we would do in the longterm<br />
plan.<br />

The climate weather bomb that hit the<br />
<strong>North</strong>Island bringsback memories of<br />
July 13, 1945—Iwas 7.<br />
During the evening ahowling<br />
Nor’West gale wroughthavoc,felling<br />
trees,blockingroads andbringingdown<br />
powerlines.<br />
Next morning we awoke to absolute<br />
silence, only to look out on 18 inches of<br />
snow that hadfallen post midnight.<br />
Theonly sound was snowladen<br />
branches, cracking off trees.<br />
Thenit froze for two weeks, followed<br />
by amassive flood someweeksafter.<br />
We had acoal/wood stove that alsokept<br />
the water hot,and the immediate living<br />
area warm,and the all important water<br />
supplywas from rainwater tanksthat<br />
collected roof water.Outsidepiping was<br />
all lagged.<br />
The power generatingwindmill in the<br />
back yard was useless, as all through the<br />
freeze there was no wind. Alittle petrol<br />
motor kept the batteries toppedup.<br />
So Ihave to ask these questionsgiven<br />
that manyare of the opinion thatassolar<br />
and windare being promoted as some<br />
sort of panacea to guarantee the future<br />
powersupplies.<br />

ECan rates could rise 10%<br />

Environment <strong>Canterbury</strong> is<br />
recommending an average rates<br />
rise of 10 percent.<br />
Councillors adopted the draft<br />
20<strong>23</strong>/24 annual plan at acouncil<br />
meeting on Wednesday,<br />
<strong>February</strong> 15, but some were wary<br />
of arates rise amid achallenging<br />
economic environment.<br />
The proposed rates rise was<br />
more than double the 4.6% rates<br />
rise projected in the 2021/31<br />
Long Term Plan.<br />
Chairperson Cr Peter Scott<br />
said a10% rates rise was not<br />
ideal, but it was necessary to<br />
enable the council to deliver on<br />
its work programme in ahigh<br />
inflation environment.<br />
‘‘We are mindful of the<br />
pressures on ratepayers. We take<br />
this seriously and we are up for<br />
the challenge.’’<br />
Deputy chairperson Cr Craig<br />
Pauling said the draft annual<br />
plan was underpinned by public<br />
transport, funding flood recovery<br />
and replenishing the council’s<br />
general resource, which were<br />
committed to in last year’s<br />
2022/<strong>23</strong> annual plan.<br />
‘‘It is great to see the support<br />
around the room and we<br />
acknowledge 10% is abig rise.<br />
‘‘In our last Long Term Plan we<br />
introduced anumber of<br />
significant initiatives and that is<br />
still happening in the work that<br />
we are doing.’’<br />
Cr Claire McKay said she<br />
supported adopting the draft<br />
annual plan, but was<br />
‘‘uncomfortable’’ with a10%<br />
rates rise.<br />

<strong>Canterbury</strong> met earlier this month to<br />
adopt its draft 20<strong>23</strong>/24 annual plan.<br />

She said she looked forward to<br />
hearing submissions from the<br />
community.<br />
Cr Grant Edge said the council<br />
had taken ‘‘a socially responsible<br />
position’’ in developing its draft<br />
annual plan with a10% rates rise<br />
as ‘‘a starting point for<br />
community discussion’’.<br />
‘‘Right now New Zealand is<br />
being impacted by the<br />
unprecedented impacts of<br />
climate change and Iwill be<br />
interested in what people will<br />
think about our response.’’<br />
Cr Ian Mackenzie said he<br />
supported the intention of the<br />
annual plan, but he noted the<br />
frustrations of Selwyn farmers<br />
having to wait for flood<br />
prevention work to be carried<br />
out.<br />
‘‘Several rating districts have<br />
been badly impacted by flooding<br />
and landowners have expressed<br />
frustrations at seeing that work<br />
being held back, so there will be<br />
some momentum for change<br />
when we come to do the next<br />
Long Term Plan.’’<br />
Cr Vicky Southworth said while<br />
a10% rates rise was ‘‘going to be<br />
tough for our community’’, the<br />
council was ‘‘chasing our tail’’<br />
when responding to climate<br />
events such as flooding.<br />
‘‘It feels like we need abetter<br />
mechanism for funding flood<br />
prevention work. We need to<br />
work closely with our community<br />
around how we can involve rates<br />
and understanding how targeted<br />
rates work.’’<br />
Cr Tutehounuke Korako said<br />
the council needed to engage<br />
with landowners /mana whenua,<br />
who were the ratepayers, as well<br />
as engaging with Papatipu<br />
Runanga.<br />
Cr John Sunckell<br />
congratulated staff on keeping<br />
the rates rise at 10% in a<br />
challenging environment,<br />
including the recent flood events<br />
and amid 7.2% inflation.<br />
The draft annual plan will be<br />
out for public consultation from<br />
<strong>February</strong> 27 to April 3.<br />
Councillors also passed a<br />
motion from Cr Joe Davies asking<br />
staff to present areport to the<br />
March 22 council meeting on the<br />
logistics of livestreaming council<br />
meetings to make them more<br />
accessible to the general public.<br />

Colourful renditions of Kowhai and<br />
Heron, Kingfisher and flax adorn the<br />
sides of telephone circuit cabinets in<br />
Kaiapoi and Woodend.<br />
Woodend artist Angela Doig has been<br />
working on the second of two cabinets<br />
she is painting as part of the Chorus<br />
Cabinet Art Programme.<br />
Chorus called for submissions from<br />
artists, professional or amateur, to<br />
colour over 11,000 telecommunications<br />
cabinets across New Zealand.<br />
They were looking for budding artists<br />
to showcase their skills and bring some<br />
colour to their neighbourhoods.<br />
Mrs Doig says she applied for three of<br />
the four positions under offer in the<br />
Waimakariri District and got two<br />
cabinets to paint.<br />

The Chorus cabinet art initiative<br />
began in 2010 with atest pilot in<br />
Auckland as away to reduce the amount<br />
of vandalism to their<br />
telecommunications cabinets.<br />
It proved so successful they have<br />
extended it throughout the country and<br />
now complete on average 100 murals a<br />
year.<br />

The Eldernet Group is encouraging all<br />
New Zealanders to take part in the 20<strong>23</strong><br />
Census.<br />
It says inaction could have significant<br />
consequences for people and those they<br />

Eldernet warns as the population<br />
grows older, it is crucial for the<br />
Government to understand key issues<br />
around ageing.<br />
Knowing the types of challenges faced<br />
by people, such as housing, mobility<br />
issues, and health factors, helps provide<br />
the Government with ablueprint for how<br />
to keep people ageing well, it says.<br />
‘‘It’s important every older person has<br />
their voice heard in this year’s census to<br />
ensure that the information available to<br />
Government is fully representative,’’ the<br />
group says.<br />
People are urged to take part, even if<br />
they felt excluded last Census because<br />
the impetus for the 2018 model was on<br />
going digital.<br />
Statistics New Zealand has pledged to<br />
have twice as many census collectors —<br />
which will bring the numbers of<br />
collectors closer to that of pre2018<br />
levels.<br />
Paper forms will be easier to access,<br />
and more community events, where<br />
people can dropin and get help with the<br />
census, have been organised across the<br />
country.<br />
The organisation has also partnered<br />
with Age Concern and SeniorNet to<br />
provide more support for older New<br />
Zealanders.<br />
This will include handson assistance<br />
from volunteers to fill out forms (either<br />
online or paper) and help accessing<br />
additional resources, such as large print<br />
census forms and information in te reo<br />
Māori and other languages.<br />

Submissions close on the review into the<br />
Future For Local Government at the end<br />
of <strong>February</strong>.<br />
Hurunui District’s Mayor Marie Black<br />
says this review serves as an opportunity<br />
to rebuild the trust and confidence in<br />
what local councils deliver, and creates<br />
aclear and positive pathway for<br />
communities for the future.<br />
Promoting decision making at local<br />
level, creating and maintaining the<br />
sense of belonging in local communities,<br />
and seeking secure and equitable<br />
funding, are key points discussed by the<br />
Mayor and councillors at arecent<br />
workshop at the council.<br />
Mrs Black says building astronger and<br />
more resilient relationship between<br />
local government and central<br />
government is vital, which will continue<br />
to strengthen the stance for local<br />
government to champion the wellbeing<br />
of its community.<br />
Tapping into some government<br />
funding to build affordable houses, as an<br />
example, supports the growth of<br />
communities as employment<br />
opportunities exist and communities are<br />
welcoming.<br />
‘‘Housing stock is the issue, therefore<br />
allowing local government to initiate<br />
this would help sustain our rural<br />
communities.’’<br />
Mayor Black says the future sits<br />
around the idea of subsidiarity —<br />
decisions being made at community<br />
level.<br />
‘‘The focus needs to be around citizenled<br />
democracy.<br />
‘‘In Hurunui we have had the long held<br />
belief and advocacy for community<br />
decision making, and would support this<br />
to continue beyond the reform.<br />
‘‘We have learned through local<br />
disasters that localled will always bring<br />
the best outcomes,’’ she says.<br />
Mrs Black says for this reason she, her<br />
fellow councillors, are opposed to one of<br />
the proposals in the draft review.<br />
‘‘Communities must be able to retain<br />
their identity and sense of belonging.’’<br />
In the submission to government, Mrs<br />
Black and her councillors are requesting<br />
apause on the Three Waters Reform<br />
proposal, until the review for Future for<br />
Local Government is complete and local<br />
councils can redesign their future first.<br />
‘‘How can we get excited about this<br />

The Waimakariri District Council plans<br />
to notify its summary of submissions on the<br />
private plan change request from<br />
RollestonIndustrialDevelopmentsLtd to<br />
builda155 hectare, 850 home subdivision<br />
at Ohoka on Saturday,<strong>February</strong>18.<br />
Around 630 submissions were received<br />
by the council.<br />
Development planning manager Matt<br />
Baconsaid it had taken some timeto<br />
process the submissions.<br />
Amongthe concerns raised by<br />
submitters included the lossofproductive<br />
farming land,flooding issues, traffic<br />
congestion and the lack of public of<br />
transport in the area.<br />
Submissions will be open for 10 working<br />
days untilMarch 3toofferfeedback,<br />
indicatingeithersupport or opposition to<br />
the points raisedinthe submissions.<br />

The KaiapoiTuahiwi Community<br />
Boardhas given its seal of approval to<br />
the establishment of aninehole disc<br />
golf course in the Kaiapoi Domain.<br />
The decision followed community<br />
consultation.<br />
ChairpersonJackieWatson saidthe<br />
boardwas ‘‘thrilled’’ to give its<br />
support afteran‘‘overwhelmingly<br />
positive’’ response from the<br />

dishes, some with aKiwi twist, while<br />
Queenies Delightfrom Oxford will offer up<br />
some tempting cakes, cookies, donutsand<br />

Adam Askinwill feature venison, and<br />
Marg’s Little CupofJoywill satisfy the<br />
discerningcoffeedrinker.<br />
Real Fruit icecream,and snowcones<br />
will keepthe little and notsolittle people<br />
satisfied.<br />

inside of the ring all day, including plenty<br />

The Wearable Arts Show will feature<br />

creating fashion garments by sewing,<br />
constructing, glueing, painting, riveting,<br />

Materials can be recycled objects,<br />
naturalfibres, industrial off cuts, or what<br />
ever substance can be sculptured, coaxed,<br />
or bent by the will and imaginationofthe<br />
artist.<br />

sweetcorn fundraiserisback.<br />
The school is again planning its<br />
annual sweetcornsale,with the<br />
proceeds going towards employing an<br />
extrateacher.<br />
School Parent Teacher Association<br />
(PTA)president TashThomas says<br />
anticipation is building as the<br />
‘‘delicious and sprayfree’’ corn cobs<br />
begintoripen.<br />
‘‘I was out therethe other day and<br />
they look so beautiful,they are really<br />
big and lookalmost ready to eat.<br />
‘‘Butthe people minding thecrop<br />
say theyare stillnot ripe enough to<br />
pick just yet.’’<br />

‘‘We checked their condition and<br />
foundthem suitable for use again this<br />

She saysinconsideration of the<br />
recent weatherthe PTAand parents<br />
were planningonstarting the harvest<br />
earlyinMarch oncethe cobs ripen.<br />
It is expected to take three weeks to<br />
pick all the corn and shesaysitwill be<br />
tighttogatherenough in time for the<br />
the Amuri A&P Show on March4—<br />
provided the weather is kind.<br />
‘‘We will have to playitbyear as the<br />
weather hasn’tbeen good recently.’’<br />
The PTA is extremelygrateful for all<br />
the helpthey get each yearfrom the<br />
parentsofchildren at the school to<br />
pick the cobs.<br />
‘‘It’s alot of hard workbut we make<br />
it fun and entertaining,’’she says.<br />
The corn willalso be on sale at the<br />
next three Hanmer Springs markets .<br />
Last year the school pickedand sold<br />
9000 cobs of cornmakingjust over<br />
$7500 for the school.<br />
She says the small ruralschool with<br />
aroll of 35 children, willhave asales<br />
counter set up outside of their location<br />
on George Street, in Rotherham.<br />
‘‘Last year we took ordersthrough<br />
our Facebook page because of Covid.<br />
‘‘This yearifpeople want orders<br />
then please contactusthrough<br />
Facebook and we will seehow to<br />
arrange transportation of those orders<br />
with friendsgoing past them.’’<br />
Mrs Thomas saysthe proceeds will<br />
help pay for athird teacher who was<br />
employed last year to look afterthe<br />
growing junior class.<br />

for the Amuri A&P Association Young<br />
Achievers Award.<br />
The organisers of the competition,<br />
sponsored by BGBeaven Builders Ltd,<br />
are looking for residents under the age<br />
of 30 who are working in and<br />
contributing to the growth of the Amuri<br />
community.<br />
The award for the best young<br />
achiever will be presented at the<br />
Amuri Show on Saturday March 4.<br />

the Amuri A& PAssociation Don<br />
McLean says it’s agreat way to thank<br />
the many young people who work<br />
tirelessly in the community.<br />
‘‘We are looking for those aged under<br />
30 who are community minded, and<br />
who do volunteer work for<br />
organisations such as St John, sporting<br />
clubs, youth groups or those working to<br />
help others in their community.’’<br />
He says it is actually very hard each<br />
year to pick awinner as there are so<br />
many wonderful young people working<br />

RMA reform needs to stop and be reworked<br />
Beef +Lamb New Zealand (B+LNZ)<br />
supports the need for reforming the<br />
Resource Management Act 1991 (RMA),<br />
but opposes the proposed new Bills in<br />
their current form.<br />
It is calling on the Government to halt<br />
the introduction of any new rules,<br />
including the RMA reform.<br />
B+LNZ made its submission on the<br />
Governments RMA reform consultation<br />
last Friday.<br />
It agrees reform is needed to improve<br />
efficiency and effectiveness, but calls on<br />
the Government to withdraw and rework<br />
the proposed Bills.<br />
B+LNZ chief executive Sam McIvor<br />
says B+LNZ has worked with awide<br />
range of sector groups as his<br />
organisation has developed its<br />
submission, and the groups all have<br />
similar concerns.<br />
Any reform of New Zealand's resource<br />
management system will impact the way<br />
sheep and beef farmers will be able to<br />
farm.<br />
‘‘It is therefore critical that such a<br />
substantial reform process is well<br />
thoughtout and will lead to positive<br />
change.<br />
‘‘Significant concern has been<br />
expressed across the sector, and<br />
beyond, about the process to date, and<br />
the resulting proposed Bills. Put simply,<br />
the Government has not got it right yet.<br />
‘‘It has been very difficult to assess<br />
and provide comprehensive feedback<br />
on the Bills within the limited<br />
timeframe of the consultation period,<br />
and with incomplete information.<br />
‘‘It’s yet another example of the<br />
Government trying to do too much, too<br />
fast.<br />
‘‘They need to hit pause and take the<br />
time to get this right, and work with the<br />
people this will affect to ensure we all<br />
get the best outcomes,’’ Mr McIvor says.<br />
Farmers are already grappling with<br />
too much change, he says.<br />
They were overwhelmed with the<br />
environmentrelated policy changes<br />
that have already come their way, on top<br />
of labour shortages and high onfarm<br />
inflation.<br />
‘‘For some they’re also now faced with<br />

car shows, includingMuscle Car<br />
Madness.<br />
Mr Green says last years show went<br />
well financially,and attendancewise.<br />

The Government announced its<br />
intention to replace the RMA through<br />
three bills in <strong>February</strong> 2021.<br />
Two bills are now at the select<br />
committee stage —the Natural and<br />
Built Environment Bill (NBE Bill) and<br />
the Spatial Planning Bill (SP Bill).<br />
The NBE Bill would provide for a<br />
National Planning Framework (NPF),<br />
which is yet to be released, that would<br />
replace existing pieces of national<br />
direction.<br />
‘‘Without that detail, it’s impossible to<br />
provide afull analysis of the direction<br />
and implementation of the new bills,<br />
and therefore the impact on farmers.’’<br />

Milestone celebrated at harness meet<br />

The sun shone, the fashionflowed,<br />
the horsesperformed, betswere won<br />
and lost and acake was cut: it wasall<br />
part of the RangioraHarnessRacing<br />
Club’s75th jubilee meeting.<br />
Held at the Rangiora RaceCourse,<br />
club president Greg Wright said it<br />
was agreat day for the fans, club<br />
members, drivers, trainers and<br />
owners.<br />
‘‘We had abrilliantly goodday,<br />
with good racing and agood crowd in<br />
attendance.’’<br />
In his opening remarksMrWright<br />
said their club is one of the top seven<br />
harness racing clubs in the country.<br />
‘‘We are also one of the prime<br />
training locations for harness racing<br />
in the country, and that’s something<br />
we are very proud of.’’<br />
He said their long history was<br />
reflected in the large amountof<br />
volunteerwork done by the club<br />
members to grow and support the<br />
ownersand trainers in the <strong>North</strong><br />
<strong>Canterbury</strong> region.<br />
‘‘We have grown from aone day<br />
racingclub in the1950s, to now<br />
offering 10 race days ayear with<br />
stakesexceeding amillion dollars.<br />
‘‘Thatisall thanks to the great work<br />
done by mostlyvolunteers over the<br />
years.’’<br />
He said the day was one for<br />
celebration and to acknowledgethe<br />
achievementsofthe clubwhich were<br />

Kaiapoi Town Centre Plan which was adopted by<br />
the Waimakariri District Council in 2018. Council’s<br />
vision was to ensure the future of Kaiapoi as New<br />
Zealand’s best rivertown.<br />
As well as establishing the now thriving Marine<br />
Precinct inKaiapoi, there was also the aim of<br />
developing amotor caravan site within the Red<br />
Zone Kaiapoi East area of the town centre.<br />
Waimakariri District Council’s Senior Business and<br />
Centre’s Advisor Vanessa Thompson says Council is<br />
pleased to welcome the NZCMA to Kaiapoi through<br />
the opening of its new motor caravan park.<br />
“The NZMCA has worked incredibly hard over<br />
the past year, overcoming some challenges and<br />
considerations inthe development process to<br />
realise its vision for the park, and we congratulate<br />
them on reaching this important milestone.”<br />

Vanessa Thompson says Council hopes the motor<br />

Kaiapoi, as well as bringing aneconomic boost to<br />

20<strong>23</strong> Census is coming<br />
The next census will be held in early 20<strong>23</strong>. Census<br />
Day will be Tuesday 7March 20<strong>23</strong>.<br />
The census is anationwide survey that happens<br />
every five years. Every person who is in the country<br />
on the night of Tuesday 7March 20<strong>23</strong> will need to<br />
do the census.<br />
By taking part in the census, you help create a<br />
better understanding ofyour community and<br />
what itneeds. People’s responses are combined<br />
to produce statistics that provide apicture of life<br />
in Aotearoa New Zealand and how itischanging.<br />
Your identity is kept private and confidential.<br />
Iwi, community groups, local and central<br />
government, and businesses use this census<br />
information to make decisions about funding and<br />
providing services that affect you, your whānau,<br />
and your community.<br />
Stats NZ is doing some things differently for the<br />
20<strong>23</strong> Census. There will be more census collectors<br />
and more assistance for people who want help<br />
to fill out their census forms. You will have more<br />
choice about how you take part too. You will be<br />
able to fill out census forms either online or on<br />
paper, and there will be more alternate formats to<br />
support disabled people.<br />
Stats NZ will deliver instructions about how to<br />
do the 20<strong>23</strong> Census to every place where people<br />
live orstay. Look out for these instructions from<br />
<strong>February</strong> 20<strong>23</strong>.<br />
