Troubles at State Route 317 and Groveport Road
By Rick Palsgrove
Groveport Editor
A severe accident recently closed down
part of a busy road in Groveport.
According to the Groveport Police, on
Feb. 7 around 10:30 a.m., an injury accident
involving a flatbed semi-truck and
two cars occurred at the intersection of
State Route 317 and Groveport Road. The
accident resulted in the temporary closing
of Groveport Road between State Route
317 and Greenpointe Drive.
“Upon arrival, we found the road
blocked by a load of steel pipes lost from a
flatbed semi-truck and one of the cars on
fire,” said Groveport Police Lt. Josh Short.
Short said a passerby pulled the female
driver from the burning vehicle and she
was later transported to the hospital in
stable condition. The Madison Township
Fire Department confirmed that one driver
had minor injuries and was treated on the
scene while another driver was transported
to a local hospital in stable condition.
“The person who pulled the woman from
the car made a selfless and brave decision
to pull the victim from her car while it was
on fire,” said Madison Township Fire Chief
Derek Robinson. “His actions made a difference
and put her in a position not to sustain
any more injuries or potentially death.
At this time, we do not have that individual’s
name.”
“The Madison Township Fire
Department was very quick to the scene to
put out the car fire and treat injured drivers,”
Short said, adding that Groveport
Road was closed from State Route 317 to
Greenpointe Drive for three hours while
crews from Long’s Towing helped get the
road cleared.
The accident remains under investigation.
Fire department takes action
Robinson said one of the Madison
Township Fire Department crews (Engine
181) was at a nearby grocery store and saw
the police response and smoke at the intersection.
“They responded over to the scene to
investigate even before they were officially
dispatched,” said Robinson. “Their being in
the area, as opposed to the fire station
located off Hamilton Road, allowed personnel
to quickly mitigate the situation by
extinguishing the auto fire and providing
medical care for the injured driver. They
did not encounter any challenges outside of
the normal ones that our first responders
face on a motor vehicle crash scene.”
A busy intersection
Groveport Police Chief Casey Adams
said the area near the intersection of State
Route 317 and Groveport Road has been
the scene of some other recent accidents,
including a couple resulting in fatalities.
One was when a driver from Hamilton
Township lost control of their vehicle on
State Route 317 south of Groveport Road
another was when a Columbus man was
killed during a failure to yield accident at
the intersection of State Route 317 and
Groveport Road.
According to the Groveport Police, in
2022 there were 22 non-injury auto accidents
and seven injury auto accidents in
the State Route 317 at Groveport Road corridor.
This includes the intersections of
Groveport Road and State Route 317,
Groveport Road at Greenpointe Drive, and
the traffic light in front of the Groveport
Kroger Plaza.
Adams said the most common citations
for accidents at or near the intersection of
State Route 317 and Groveport Road are
City shares wealth with schools
By Rick Palsgrove
Groveport Editor
The city of Groveport continues to share
the wealth with Groveport Madison
Schools.
At Groveport City Council’s Feb. 13
meeting, Mayor Lance Westcamp and
council presented Groveport Madison
Schools officials with an income tax revenue
sharing check for $1.1 million.
“We started this partnership between
the Groveport community and Groveport
Madison Schools many years ago,” said
Westcamp. “It’s a great partnership and it
helps the schools.”
Groveport Finance Director Jason Carr
said the income tax revenue sharing agreement
between the city and Groveport
Madison began in 2005 and since its inception
the city has shared more than $21 million
with the school district.
According to Carr, the check is generated
from income tax withholdings for companies
that may operate within the city’s
Community Reinvestment Area (CRA) #1-5.
City of Groveport officials presented Groveport Madison Schools officials with a $1.1 million income tax revenue
sharing check at Groveport City Council’s Feb. 13 meeting. Pictured here, from left to right, are:
Groveport Madison Superintendent Jamie Grube; City Council President Jean Ann Hilbert; Groveport
Madison Treasurer Felicia Drummey; Groveport Madison Board of Education President LaToya Dowdell-
Burger; Groveport Madison Board of Education Vice President Seth Bower; Mayor Lance Westcamp; City
Councilman Scott Lockett; City Councilwoman Becky Hutson; City Councilman Jack Rupp; Groveport
Madison Deputy Superintendent Paul Smathers; City Councilman Shawn Cleary; and City Councilman Ed
Dildine.
He said the city issues income tax revenue sharing
checks to Groveport Madison Schools once per year.
Per the Ohio Department of Development, a CRA is
“an economic development tool administered by
municipal and county government that provides real
property tax exemptions for property owners who renovate
existing or construct new buildings. Community
Reinvestment Areas are areas of land in which property
owners can receive tax incentives for investing in
real property improvements.”
Groveport Madison Schools Treasurer Felicia
Drummey said the money from the income tax revenue
sharing agreement will go into the school district’s
general fund and that there are no restrictions on its
use.
“This money is important because when property
taxes are abated the school loses that tax revenue,”
said Drummey. “As the city tax base grows from the
resulting new development, it receives income taxes
from the new workers and city revenue grows. So
TROUBLES
when the city generously shares their growth in
income tax with the school district it replaces the real
estate tax revenue lost from abatement without placing
any additional tax burden on property owners. It
helps balance things out.”
Groveport Madison Superintendent Jamie Grube
said the district is appreciative of the district’s partnership
with the city.
“It helps support what we do,” said Grube. “We all
work together.”
Groveport Madison Board of Education President
LaToya Dowdell-Burger added, “The income tax sharing
agreement with the city of Groveport helps to protect
the school district from a loss of revenue due to
negotiated tax abatements between the city and the
developers. We appreciate that, as our city leaders are
looking to attract new commercial development opportunities,
they also are looking out for the best interest
of the school district.”
“Drivers being in a hurry and driver inattention
are factors.”
- Casey Adams
Groveport Police chief
Continued from page 1
assured clear distance (drivers not allowing enough
space between them and the car in front of them) and
failure to yield on left hand turns.
“Drivers being in a hurry and driver inattention are
factors,” said Adams. “Also, people are not gauging the
speed of oncoming traffic well on left hand turns.
Vehicles in traffic are moving faster than drivers think
they are.”
Adams noted that recently, on the over night shift
in two separate incidents, Groveport Police officers
cited two drivers on State Route 317 for traveling at a
high speed.
“One was going 120 mph and the other was going
110 mph, that’s twice the speed limit for the road,”
said Adams. “When stopped, the drivers said they had
just gotten off work and were in a hurry to get home.”
Adams said high traffic volume in the area is also a
factor, especially at shift change for the nearby warehouses
between 3:30 and 5:30 p.m.
According to Groveport City Engineer Steve Farst,
“Based on data from MORPC, taken back in 2018, and
then factoring in a reasonable traffic growth factor, it
appears about 27,000 vehicles per day enter/leave the
intersection from all directions.”
Adams said drivers can safely get through the intersection
by slowing down, allowing for the proper distance
between vehicles (a standard is two car lengths
between you and the car in front of you), and paying
attention.

Traffic in area could get a bit crazy this summer
By Rick Palsgrove
Groveport Editor
Three events this summer and fall in
and near Groveport could cause some traffic
tangles.
Big stuff coming through
Groveport Police Chief Casey Adams
said, from late summer to the end of the
year, huge pieces of equipment and infrastructure
headed to the big Intel project in
Licking County will pass through the area
on local roads. He said the items - which
can be 23 feet high, the length of half a
football field, and weigh a million pounds -
will be trucked from Manchester on the
Ohio River and up through central Ohio to
Licking County.
“They’ll be massive,” said Adams.
He said the big items cannot use freeways
because they will not fit under the
overpasses, so side roads will be used. This
will involve raising traffic signals and electric
lines to allow the humongous items to
pass under them.
“It’ll be like when someone moves a
house on the roads,” said Groveport City
Councilman Ed Dildine.
Groveport City Administrator B.J. King
said there are concerns that the huge
weight of the items being trucked could
damage area roads. He said the city should
secure a bond from the developers to
ensure the city is reimbursed for potential
road damage.
Adams said the exact route and roads
the massive items will pass through the
area on have not yet been determined.
The Air Show and Pelotonia
According to Adams, the Air Show at
Rickenbacker Airport from June 16-18 and
the Pelotonia bicycle tour on Aug. 5 “will
create heavy traffic congestion in and
around Groveport.” He said the events will
also increase pedestrian foot traffic and
more bicycle traffic.
“This will require our police department
to devote resources to expedite and block
traffic flow in Groveport,” said Adams.
He said Air Show organizers are looking
at ways to bring vehicles and spectators
into Rickenbacker Airport quickly as well
as dispersing traffic efficiently and limiting
wait times. He said the city’s GREAT
Transportation system and COTA buses
dropping off passengers (primarily workers
from the area’s warehouses) at the
Marathon gas station at State Route 317
and Alum Creek Drive will be impacted by
traffic from the event.
Regarding the Pelotonia bicycle tour,
Motts Military Museum
recently received
a 1969 Vietnam
Army Ambulance that
was restored by Dan
Boots Longenette
(shown here driving
the ambulance) and
his associates. According
to Motts
Military Museum officials,
the restoration took many hours to complete. Most of the materials were
donated and the museum was not charged for the labor. “What a great job they
did,” said Motts Military Museum Director Warren Motts. “With the help of volunteer
Annie Gillen, we hooked up her trailer in the freezing cold which we needed to
go pick up the ambulance. We loaded it, tied it down, and transported it back to the
museum. We unloaded it and, with the help of volunteer Denny Badgerow, we
moved vehicles around and placed the ambulance in safe storage.” It took five and
a half hours to complete the mission. “Thanks to Boots for the restoration and the
volunteers Annie and Denny for making this happen,” said Motts. “Watch for us in
parades, we hope to have it with us and our vehicles soon.” Motts Military Museum
is located at 5075 S. Hamilton Road in Groveport. For information visit mottsmilitarymuseuminc.com
or call 614-836-1500.
which is a fund raising event for cancer
research, Adams said that Bixby Road and
Groveport’s Cruiser Park are along the
bike tour route. He added set up for the
event could affect the city’s First Thursday
event on Aug. 3 in Cruiser Park.
Adams asked Pelotonia organizers to
include the Groveport Police in their planning
sessions so the officers know what
times the bicyclists will be passing through
the area on Aug. 5 and how many special
duty officers would be needed.
and the mowing deck assembly that goes
with it costs $65,474. The equipment will
be used for roadside mowing and other
tasks as needed, according to city officials.
“The tractor replaces a 1986 model tractor
that is becoming increasingly unreliable
and difficult to repair,” said King.
The mowing deck assembly has a boom
The joy of school recess
When you’re a kid in elementary school, few sounds are as welcome
as the bell ringing for recess.
I recall as a kid attending Groveport Elementary in 1960s that
when that bell sounded we were off and running and bounding out
the doors to get outside
to the playground. We
had two short recesses
of about 15 minutes -
one mid-morning and
one mid-afternoon - and then a long recess at
lunch time of about 45 minutes or so. We
gulped down the food that tumbled out of our
lunch boxes as fast as we could so we could get
outside and maximize the amount of fun we
could squeeze out of that noon time recess.
We would go outside no matter the weather
(except if it was pouring down rain.) It could be
hot, cold, drizzling, snowing, or wonderfully
pleasant. We were not to be deterred from
expending our crazy kid energy. Once outside
we had lots of things to choose from to do.
There were two sets of monkey bars on the
playground - one that was rounded and that I
thought looked a bit like an abstract spaceship;
and other one shaped like a cube. On both you had to be aware of the
various crossbars so you would not bang your head while playing tag
on the monkey bars.
Swings, with wooden seats and hung with heavy chains, were popular
as were the tall metal slides. On a hot day one had to be careful
not to get burned by the sun heated metal slide.
Teeter-totters were plentiful, but be wary of getting on one with
someone who was bigger than yourself because, just for fun, they
might sit there and use their weight to leave you stranded up high.
There were also two of what some of us
called “merry-go-rounds.” One was wooden
Pecking order dictated that the kids in the higher grades used the big
metal one. Kids would spin these contraptions so fast that riders
would fly off them. Sometimes there would be battles to see which
group of kids could control the big metal merry-go-round and claim it
as their territory.
On a day winter’s day when snow blanketed the playground, some
of us town kids would go behind the former grocery store on
Groveport’s Main Street on our way to school and grab discarded
cardboard boxes from the store’s trash bin. We then stashed the boxes
on the playground until recess. Once recess came we flattened the
boxes into cardboard “sleds” that we rode down the small hill and the
asphalt ramp by the school (there was no fence there in those days).
Up and down the hill we would go until we packed the snow into an
icy slope. The more we slid down it, the slicker and faster it became.
Good stuff.
The playground also had a good basketball court as well as ball
fields for football and baseball. Depending on the season, before I left
for school in the morning I would either stuff my basketball into my
bicycle frame or put my baseball glove in the bike basket for the
games at recess. (Side note: I had a beautiful black cowhide baseball
glove that my parents got me from Bolenbaugh Hardware in Canal
Winchester. It was a great glove. When it came to Bolenbaugh’s, my
dad always said, “If Bolenbaugh’s doesn’t have it nobody does.”)
The grassy playing fields also were the scene of occasional “chicken
fights” where bigger kids would carry smaller kids piggyback and
then we would all try to knock each other down. Why they were called
chicken fights I do not know.
Through all this there was a melding of sounds of kids laughing,
yelling, and talking that formed one big puff of chatter sound that
wafted through the nearby neighborhoods.
During the noon recess we knew when we heard the noon siren
sounding in the distance from the firehouse that recess was almost
over. The bells would ring at the end of our recesses and, after exercising
our bodies, we’d scramble back to our classrooms to exercise our
brains.
It was all so joyous.
Badge One transfers
By Linda Dillman
Staff Writer
Firefighter Larry Baugess runs in
marathons, but his days of running into
fires and saving lives is coming to an end
following his retirement from the Madison
Township Fire Department.
At the Madison Township trustees’ Feb.
9 meeting, Baugess handed over Badge
One–worn by the most senior member of
the department–to Firefighter Ed Dildine,
who became the longest serving active duty
member of the department following
Baugess’ departure.
“We all have badge numbers,” said Fire
Chief Derek Robinson. “This (wearing of
Badge One) was started years ago. His
father (Ed Dildine, Sr.) was the first one to
receive Badge One.”
Baugess stepped down after a 33.5 year
career, but he is not slowing down. The
avid distance runner is pursuing a distinction
many fellow runners can appreciate.
“He is about to complete his second
round of running marathons in every state,”
said Robinson. “He’s like a free blockwatch
because he’s always out running.”
Dildine started as a volunteer with the
Madison Township Fire Department in
1990 and was hired on a full time in 1994.
He also serves on Groveport City Council.
Alum Creek Drive project
Brad Foster, chief deputy of operations
for the Franklin County Engineer’s office,
reported on a proposed project improving
Alum Creek Drive from State Route 317 to
Groveport Road, with a projected construction
time frame of 2028 to 2029.
The estimated cost is $58.5 million, with
80 percent covered by federal dollars and
the remaining 20 percent from $11.5 million
in local money, including public and
private funds.
Arrest made by MTPD
According to the Madison Township
Police, on Feb. 10 at 9 a.m., Madison
Township Police Officer Kranz was flagged
down by the guardian of a 12-year-old
Groveport Madison Middle School North
student who said the juvenile female was
coerced by an adult male to enter his white
Chevy pickup truck as she walked to
school.
According to Madison Township Police
Chief Gary York, MTPD officers immediately
canvassed the area for the vehicle.
Franklin County Sheriff’s detectives and
Madison Township officers conducted
interviews and collected surveillance video
of the crime. Images of the suspect’s truck
were posted on MTPD’s social media pages
seeking the public’s assistance in identifying
or locating the individual. Thanks to
the tips received, Joseph Ennemoser, 48, of
Sugar Grove, Ohio, was identified as a
potential suspect due to similarities to the
events uncovered in a recent Hilliard
Police Department arrest of the same individual
for felony child enticement.
According to a statement from the
Madison Township Police, through this
joint investigatory effort, Madison
Township Police and Franklin County
Sheriff’s detectives arrested and charged
Ennemoser with kidnapping and importuning
The Groveport Madison High School Competition Cheerleading Team won the Ohio Capital Conference
Buckeye Division varsity championship this season. “The strength of our squad is the girls’ perseverance
through many set backs,” said Head Coach Krena Kouns-Hubner.” She praised the team for working hard
as well as the work of the assistant coaches. “Lexi and Logan bring a fresh perspective to our team like
a calm before a storm for all of us,” she said. “Roni adds love and nurturing to us all as well. We have found
who we surround ourselves with brings us the biggest benefits from tumbling to practice to choreography.
It all plays a huge role in the grand scheme of things.” She said the support from families, the athletics
department, school, school board, and community were positive factors. “Nothing pushes you harder
than knowing you have so much support and love from everyone,” she said. The squad’s coaches are:
Krena Kouns-Hubner, Lexi Lindic, Roni Leport, and Logan Hubner. Team members are: Braylan James,
Rayanna Thierry, Saniya Buck, Jada Hubbard, Modesty Cunningham, Olivia Williams, Dalajia Lindsey,
Eastland-Fairfield superintendent retires
After a 30-plus year
career in public education,
Eastland-Fairfield Career
& Technical Schools
Superintendent and CEO,
Dr. Kimberly Pietsch
Miller, announced her
intent to retire effective
July 31, 2023.
The Eastland-Fairfield
Board of Education accepted
her resignation for the
purpose of retirement at
the district’s Board meeting
held on Jan. 11. She
will continue to serve in
her role as superintendent
and CEO through the
duration of her contract,
which expires at the end of
July.
“I am so grateful to have
had the opportunity to
KIMBERLY PIETSCH MILLER
work with the students, staff, and families of Eastland-Fairfield as
well as our partner school districts and business partners,” said
Miller. “The accomplishments of our district over the past three
years are many, and I am thankful to the board of education for
their support, their visionary leadership, and their partnership.
The work of our public schools is paramount to our success as a
nation, state, and in our communities. It has been my honor to
serve students, staff, and communities in Ohio for more than 30
years.”
Miller said events in her personal life have led her and her my
husband to determine it is time to return to their family in
Cincinnati.
“Columbus has provided both professional and personal successes
over the past nine years, but I miss my family,” said Miller.
“I look forward to continuing to serve our district and communities
through the remainder of my contract.”
Miller was hired to lead Eastland-Fairfield in September 2020
and took the reins on Jan. 1, 2021. Under her leadership,
Eastland-Fairfield built and instituted a new five-year strategic
plan that will continue to guide the district’s work. More programming
has been made available to high school students through the
introduction of Robotics & Automation, Firefighting, STNA, and
Sports Medicine programs. Multiple programs have experienced
expansion with the creation of additional sections including
Teaching Professions, Employability Prep, and Pre-Nursing.
Beyond the student lab experience, the EFCTS academic curriculum
has been reimagined to tap into students’ interests by
including more inquiry-based learning opportunities. This work
plus an effort to improve the EFCTS student experience has led to
more high school students being presented with an opportunity to
receive a career-technical education experience, as seen through
the district’s record enrollment numbers entering the 2022 school
year.
Adult Workforce Development programming also experienced
growth with the addition of two new opportunities in the trades,
Plumbing and Facilities Maintenance. The vision has been set to
offer State Tested Nursing Assistant and Licensed Practical
Nursing programs in Fall 2023 as part of an adult medical pathway,
as well as an Industrial Automation program in 2024.
Miller’s focus on community engagement has resulted in a dramatic
increase in business partnerships, work-based learning
opportunities for students, and an elevation in the school’s profile
around Ohio.
In addition, Eastland-Fairfield successfully completed a district-wide
rebranding effort that highlights its strategic plan, new
logo, colors, and image.
At the Feb. 9 board of education meeting, the board voted to
retain the services of the Ohio School Board Association to help
conduct the search for the next superintendent/CEO of Eastland-
Fairfield Career & Technical Schools.

Blacklick Park and the flag
Thank you to Rick Palsgrove for his
interesting article, “Groveport’s first city
park,” published in the Feb. 12 Groveport
Messenger about the history of Groveport’s
Blacklick Park and for including Mack
Harris’s efforts to have a flag there. It
brought sweet memories of his raising and
lowering the flag and folding it precisely
often with the help of grandchildren. That
lead to the city’s parks commission
installing lighted flagpoles in all of parks.
Never too late to be great
I have stage four kidney disease. I go to
dialysis three times a week. My pancreas
stopped working in November 2022. I wear
a insulin pump every day. I need both a
kidney and pancreas. I was once very
involved in my southside community by
being a educator and a recreation leader. I
had to quit due to my health condition. I
want to find a match for me, but to do so I
must find someone who has become a
organ donor. I encourage every one to
become a organ donor. So many can be
saved or preserved by doing so. Blood,
marrow, living organs are always needed.
It’s never to late to be great. By donating
life through organs you will be great.
