daysago, theTeKōhaka oTūhaitara<br />

Trust was looking foranewgeneral<br />

manager to helpdevelop and<br />

administerthe 10.5km of coastal, thenwasteland,betweenthe<br />

Waimakariri<br />

and Ashley rivers that fellunder its<br />

protection.<br />

Two well­qualified candidates for<br />

the job madethe shortlist.<br />

One seemedashoe­in; the other was<br />

described to thetrustees as ‘‘a fully<br />

fuelled rocketwith no guidance<br />

system’’.<br />

He got thejob.His name is Greg<br />

Byrnesand, after more than adecade<br />

in therole, he resigned from thepostat<br />

the end of last month.<br />

Stepping downfrom thejob follows<br />

his electionasanEnvironment<br />

<strong>Canterbury</strong> councillor lastyear.<br />

‘‘I startedatthe TūhaitaraCoastal<br />

Parkonmy50th birthday.<br />

‘‘Atthat time, it was justastripof<br />

pines and dunesthatwas basically<br />

treated as somewherefor people to<br />

dumptheirrubbish,’’he says.<br />

‘‘Today, it is widely recognised<br />

nationally,and among ourresearch<br />

partners overseas,asasignificant<br />

environmental, recreational, and<br />

cultural asset.And that comes down to<br />

the community thathas pitchedinto<br />

createwhat you see heretoday.’’<br />

WhenGregjoined the project, he<br />

says, there was already aclearpath<br />

forwardthat justwas just waiting to be<br />

implemented by someonewitha<br />

passion for people, communication,<br />

and education.<br />

‘‘The trusteeshad developeda<br />

200­yearvision to restore the land. Key<br />

to thiswas ahigh level of enthusiastic<br />

publicengagement, so that everyone<br />

involved had–and stillhas ­avested<br />

interest in its success.’’<br />

nature hands­on and fun, it seems to<br />

‘‘I’mnot sayingwe’re totally<br />

responsiblefor young people’scareer<br />

choices, butIhear fromalot of<br />

studentswho camehere with their<br />

primaryschool classes every few<br />

weeks,and who are now studying<br />

science and environmental ecologyat<br />

university.<br />

‘We alsohave uni summer volunteers<br />

who are now on our part­time pay roll<br />

as ajumping­offpoint fortheircareers.<br />

Every one of thesepeople arepart of<br />

the journey of this beautiful place.’’<br />

Initially, Greg says he thought he’d<br />

be at thepark until lifestarted to wind<br />

downabit at 65. However, he’s now<br />

moving on to his newrole at ECan.<br />

‘‘I havehugeconfidence in the<br />

Tūhaitarateam and theirenergy,so<br />

I’m comfortableinthe decisionto<br />

moveon,’’hesays.<br />

‘‘I’m the new chairofthe ECan<br />

RegionalBiosecurity and Biodiversity<br />

committee,sothis is my chance to get<br />

involved in developing environmental<br />

policy for the region. And I’m known<br />

for being outspoken, so it could be an<br />

interesting ride.’’<br />

ECan calls<br />

for changes<br />

Environment <strong>Canterbury</strong> (ECan) is<br />

calling for changes to the draft<br />

legislation to replace the Resource<br />

ManagementAct to deliver better<br />

environmental outcomes.<br />

The regional council has released<br />

its submission to the Natural and Built<br />

Environments Bill and the Spatial<br />

PlanningBill,which were released at<br />

the endoflast year.<br />

The submission is calling for better<br />

environmental protections and a<br />

stronger local voice.<br />

‘‘We don’t dispute theneed for<br />

change,’’ chairperson Peter Scottsaid.<br />

We think the current system is<br />

overdue for reform because it isn’t<br />

delivering better environmental<br />

outcomes.<br />

‘‘It has also ledtoconfusion and<br />

costly processes.’’<br />

The reformprocess wasa‘‘once­ina­generation<br />

opportunity’’ to shape<br />

how communities and natural<br />

environments adapted to future<br />

challenges.<br />

But he had serious concerns about<br />

the direction and detail of the<br />

legislation.<br />

‘‘It needs work if it is goingto<br />

balance the tension between<br />

development and environmental<br />

protection. We operateatthe coalface<br />

of delivery and our submission on the<br />

billsdraws heavily on three decades of<br />

experience developing and<br />

implementing policy.’’<br />

Cr Scottsaid ECanadministered the<br />

largest region in the country by area,<br />

and had demonstrated the ability to<br />

innovate in developing its freshwater<br />

policy.<br />

The new freshwater policy had a<br />

planning framework, developed<br />

through community collaboration,<br />

introduced good management practice<br />

and farm environment plans,hesaid.<br />

As mostteenagers todayfamiliarise<br />

themselves withthe rulesofthe road, the<br />

air cadets at No 88 Squadron(District of<br />

Waimakariri) have set theireyes<br />

skywards.<br />

Duringthe summer holidays, three local<br />

cadetsattended anationwide flying<br />

exercise at RNZAF Base Woodbourne,<br />

focusing on the principles of aviation,run<br />

by the New Zealand Cadet Forces.<br />

Lourens Kriel spent 10 days learning<br />

how to pilot an aircraft.<br />

His consistent effort throughout the<br />

courseallowed him to achieve his first<br />

solo flight while on the course–a<br />

remarkable achievement.<br />

Meanwhile Daniel Belland Hamish<br />

Lawsonspent the10days learningthe<br />

theoryofaeronautical navigation, they<br />

applied theirnew skills in areal time<br />

scenario by successfully navigating their<br />

way across the SouthIsland.<br />

At 88 Squadron cadetsare encouraged<br />

and mentored to achieve the highest of<br />

their abilities.<br />

While not only teaching several extracurricular<br />

skillssuch as Bushcraft skills,<br />

Aviation Skills, Firearms Safety and<br />

Marksmanship, Self Disciplineand much<br />

more, cadetsare given the opportunity to<br />

attendboth local activities and nationwide<br />

courses, allowingthem to learn and apply<br />

Community needs to be the heart of recovery<br />

former WaimakaririMayorDavidAyers.<br />

Mr Ayersled theWaimakariri districtin<br />

its recovery fromthe 2010and 2011<br />

<strong>Canterbury</strong> earthquakesand he had some<br />

advicefor <strong>North</strong>Island mayors<br />

recoveringfromCyclone Gabrielle.<br />

‘‘Gettingthe community together is<br />

extremelyimportant.The physicaland<br />

social recovery needtogohand­in­hand,’’<br />

he said.<br />

‘‘Myadvice would be to make sure<br />

community groups getbackupand<br />

runningasquicklyaspossibleand to<br />

identify where thereare gaps.’’<br />

Gettingshops open again was important<br />

for social cohesion and helping thewider<br />

community to recover.<br />

Bringing theagencies together intoa<br />

community hub in Kaiapoi had made it<br />

easierfor individualstoaccess the<br />

supportthey needed, Mr Ayers said.<br />

‘‘Having building inspectors, insurers,<br />

social welfare agencies and various<br />

organisations, including councilstaff, in<br />

one place is reallyhelpful because people<br />

get tiredvery quickly, if they feellike they<br />

are getting the run around.<br />

‘‘Given thescale of the disaster in the<br />

<strong>North</strong> Island, youmay need anumberof<br />

essential for councils to step in and<br />

providethe basic day­to­day information<br />

peopleneeded, he said.<br />

‘‘Peopleneed to knowwheretheycan<br />

get bottled water and what to do if your<br />

toiletisnot working.’’<br />

Getting services reconnected, suchas<br />

drinkingwater and ‘‘taking sewage away’’,<br />

was important forpeople’smorale,as<br />

wellasgetting communities back on<br />

track, he said.<br />

The council, community organisations<br />

and governmentagenciessuch as Waka<br />

Kotahi New Zealand TransportAgency<br />

and CivilDefence all neededtobeapart<br />

of the mixwhenorganisingpublic<br />

meetings, he said.<br />

Insurance companies should also be<br />

invitedtokeep peopleinformed.<br />

major event was also importantfor the<br />

wellbeingofchildren.<br />

‘‘InSeptember 2010 we had beenusing<br />

Cheviot A&P Show cancelled<br />

The Mt Beautiful Cheviot A&P Showhas<br />

beencancelled.<br />

Organisers made the‘‘awfuldecision’’<br />

on Mondaynighttocancel the showfor a<br />

secondyear in arow.<br />

AssociationPresidentLynda Dickson<br />

saysgroundsconditions at the Cheviot<br />

Showgrounds were too wet due to recent<br />

heavy rain.<br />

‘‘Unfortunately with Sunday’srain, on<br />

top of an already verywet ground,itisnot<br />

safefor us to moveforward.<br />

‘‘This is not adecision we madelightly,<br />

but onewefelt was madeinthe best<br />

interestsofall involved.<br />

‘‘The grounds werenever going to dryin<br />

time, or to be safe enoughtodoany prep<br />

workonsite, so we madethatawful, awful<br />

decisiontocancel.’’<br />

She saystheyare workingonacouple<br />

of thingstotry to organise an alternative<br />

event.<br />

The organisingcommittee spent the<br />

next24hours hurriedly contactingall the<br />

event sponsors, stall holders and<br />

supportersinforming them of the<br />

decision andseekingideasand<br />

‘‘Last year we had to pull the pin early,<br />

before Christmas, because we knew of the<br />

Covidcrowd restrictionsin2022, butwe<br />

hadbeenlucky the twoprevious years.’’<br />

‘‘In 2020 we hadthe show before<br />

lockdowns cameintoeffect. andin2021<br />

lockdowns luckilyfinished in timefor us<br />

to hold the show.’’<br />

She says thelasttime the show was<br />

cancelled because of therain was in 1997<br />

when Helen Ensor was present.<br />

‘‘It was quite gutting for everybody,but<br />

in thename of safety foreverybody and<br />

theanimals, particularlythe horses we<br />

hadtomake adecision.’’<br />

Shesaysthereissomuch water still<br />

lying aroundonthe site, and with no<br />

drying weather lately, it compoundedthe<br />

alreadywet ground conditions remaining<br />

from the largeamounts of rain whichfell<br />

during thepastcouple of weeks.<br />

districtall recorded between 45mmto<br />

59mm falling on Sunday.<br />

Relief for Fernside milk vendor<br />

Almost six weeks after the Oxford Road<br />

was closed between Swannanoa and<br />

Lilly roads, the main route from Cust to<br />

Rangiora reopened at the beginning of<br />

last week.<br />

The news came as agreat relief to<br />

Peter Hansen and his business,<br />

Fernside Fresh Milk.<br />

‘‘We started the business in mid­<br />

November, then got aletter just before<br />

Christmas saying the road was going to<br />

be closed for resealing.<br />

‘‘That was it –short notice and no<br />

consultation at all for us or the lifestyle<br />

irrigation company over the road.<br />

‘‘We were just beginning to get some<br />

traction with agreat product, and then<br />

that happened amonth or so after we<br />

opened,’’ he says.<br />

Peter’s family have been breeding<br />

Jersey cows since 1936.<br />

Today, he runs asmall herd in<br />

Fernside and is apassionate advocate of<br />

the health benefits –especially for the<br />

lactose intolerant –ofthe vitamin and<br />

mineral­rich raw milk his cows produce<br />

daily.<br />

Looking back at the knock his milk<br />

business has taken, though, he does<br />

question the Waimakariri District<br />

Council’s planning for the road repair.<br />

‘‘The whole project could have been<br />

handled quite differently. Why not do<br />

half aside at atime, or leave that first<br />

50m for the first few weeks to let us find<br />

Fixed? ... Apothole has appeared just days after the Oxford Road was opened, after part<br />

of it was closed for six weeks.<br />

‘‘We ended up 30­50 percent down on<br />

where our earnings should have been,<br />

and we’re still only operating at athird<br />

of our capacity as we try to build the<br />

business back up.<br />

‘‘We are so thankful to our loyal<br />

customers who did come through the<br />

road cones to find us, but Iwonder how<br />

the council guys would feel about losing<br />

half their wage for three months.’’<br />

He feels the lessons for next time are<br />

to do it faster, plan it better, and talk to<br />

the businesses due to be affected.<br />

However, the ultimate irony is there is<br />

adeep pothole almost outside his<br />

driveway, less than aweek after the road<br />

‘‘We all bringdifferent skills to the<br />

group.’’<br />

The pair are part of ateam of 10 to 12<br />

volunteers who come each weekend to<br />

the Waipara train workshops to workon<br />

the historicrailway stock.<br />

They maintain the carriages, heritage<br />

diesellocomotivesand rollingstock<br />

used by the railway.<br />

Steve is avehicle safety inspector and<br />

loves the uniqueness of the work and<br />

the camaraderie of working there.<br />

‘‘Manylike me come from the<br />

Woodend areaand we love pottering<br />

aroundeach weekenddoing what we<br />

can to make these old trains work<br />

again.’’<br />

One of theirlatest projectsis<br />

repainting one of their 1956 DG Class<br />

dieselelectric locomotives.<br />

‘‘We have already strippedthe body<br />

work right backtometal and in some<br />

parts had to replace sections that were<br />

too rusty.<br />

‘‘Soonwewill sprayonthe basecoat,<br />

we will sand it backagain by hand, then<br />

paint it red and black likeour other<br />

engines,’’ Mr Jullsaid.<br />

The diesel electric locomotive the<br />

pair were working on was builtbythe<br />

English Electric Company’s Vulcan<br />

works in England and introducedinto<br />

New Zealand Railways service in 1956,<br />

spending it’sworking life moving<br />

freight on both sidesofthe South<br />

Island.<br />

In 1984 amemberofthe Weka Pass<br />

railway charitable societypurchased it<br />

for the historic railway to use hauling<br />

some of the 15,000passengers they have<br />

Drift divers check NC waterways<br />

Trout waterways will be under scrutiny<br />

by divers over the next five to six weeks.<br />

Fish &Game has launched adiving<br />

programme to monitor New Zealand’s<br />

trout populations, and assess the health<br />

of the nation’s waterways.<br />

Fish &Game staff equipped with<br />

diving gear will drift and glide down<br />

hundreds of kilometres of rivers across<br />

the country, including <strong>North</strong><br />

<strong>Canterbury</strong>, recording water clarity and<br />

temperature, assessing instream fish<br />

habitats, the number of native fish, algal<br />

growth and the various instream insects<br />

present.<br />

Divers will explore well over 250km of<br />

waterways, covering around 100<br />

different rivers throughout the country.<br />

The information from the trout<br />

population surveys will be used to help<br />

set catch limits for anglers.<br />

of monitoring of our waterways than<br />

Fish &Game,’’ says Ms Jordan.<br />

‘‘It will give us unique insights into the<br />

interactions between trout and some of<br />

our native fish, such as eels, which coexist<br />

quite happily.<br />

‘‘In fact, it’s not uncommon for divers<br />

to see trout being eaten by eels, or trout<br />

with bite marks on them, which shows<br />

trout have become an important<br />

component of the food chain in many<br />

New Zealand rivers.’’<br />

The drift dive programme is expected<br />

to run until early April.<br />

Fish &Game is anon­profit<br />

organisation that receives no<br />

government or taxpayer money.<br />

It is funded solely from the purchase<br />

of licences to fish for trout and salmon<br />

and hunt game birds.<br />

The reform for the Future for Local<br />

Government speaks about retaining the<br />

local voice, makingcertain that we look<br />

after the grassroots, and the importance<br />

of keeping ourselves anchoredwith the<br />

focus on our place of belonging.<br />

The future proposals that look<br />

towards largeentity models, to achieve<br />

scope and scale, will remove much of<br />

The <strong>North</strong> <strong>Canterbury</strong> Wineand Food<br />

Festival had the misfortune of avery<br />

wet day.<br />

May Ipublicly congratulate the<br />

organisers of this event,despite the day<br />

being miserable and wet, agood number<br />

of people arrived and enjoyed the<br />

festiveatmosphere created—<br />

umbrellas, gummies and jackets were<br />

the most acceptable clothing of choice.<br />

She saidthe district’s stormwater<br />

network and mixed­use ruralwater<br />

supplies was not compatibleinthe<br />

proposed model.<br />

underthe WaterServices Legislation<br />

Bill.<br />

They said Hurunui was alarge rural<br />

district withaboutadozen small<br />

townships with astormwater network<br />

running continuously betweenurban<br />

and rural areas.<br />

The council alsomanaged aroading<br />

stormwater network, which was akey<br />

infrastructure component.<br />

Underthe proposed legislation,Mrs<br />

Blacksaid the council would be left to<br />

administer ‘‘the most extensive and<br />

difficultparts of the stormwater’’, while<br />

the bulk of the stormwaterassets, plant,<br />

personneland consents would pass to<br />

the newwater entity.<br />

‘‘Weare promoting aneed for a<br />

comprehensive management<br />

system,’’she said.<br />

The rural water supplies weremore<br />

complicated, as arural property may be<br />

one­line or multiple tanks and<br />

sometimes serving anumber of houses<br />

and stock.<br />

Mrs Black said the government’s<br />

proposed requirement of an 85 percent<br />

thresholdofagricultural use was too<br />

highand it could not be calculated<br />

accurately.<br />

‘‘There is no realscientific basis for<br />

thisthreshold, anditdoes not appear to<br />

fit real world situations.’’<br />

Other concerns included potential<br />

conflict between the waterregulator<br />

Taumata Arowaiand the Commerce<br />

Commission,both of which would<br />

controlaspects of the waterregulation.<br />

‘‘This createsanopportunity for<br />

regulatorstotrip over each other,’’Mrs<br />

Black said. The HurunuiDistrict<br />

European wwoofers.<br />

World Wide Opportunities on Organic<br />

Farms (WWOOF) is an international<br />

organisation which connects hosts who<br />

practice organic, permaculture, biodynamics<br />

or sustainable farming and<br />

growing with people who want to have<br />

hands on educational experience.<br />

Travellers from many countries<br />

interested in the programmes offered<br />

have started to return to the region and<br />

for Island Hill Station tourism manager<br />

Shaun Monk he says it’s ‘‘great to have<br />

them back’’.<br />

‘‘We used to have alot passing through<br />

and staying with us, helping out, but<br />

Covid stopped that for the last couple of<br />

years.<br />

‘‘But they are here again and we<br />

welcome their help around the farm.’’<br />

Danish and one English visitor to the<br />

Amuri A&P Association’s annual show at<br />

Rotherham.<br />

The Danish visitors were from a<br />

university in Aarhus, Denmark, and they<br />

were all friends who are studying<br />

engineering and bio technology.<br />

Alberte Sommer says they decided as<br />

friends to escape the <strong>North</strong>ern<br />

European winter this year and come to<br />

New Zealand to learn more about the<br />

country and how farms work here.<br />

‘‘We are having abreak from our<br />

studies and left home where it is<br />

snowing and ­1deg at the moment and<br />

have had an amazing trip down here.<br />

‘‘We cannot believe how different the<br />

two islands are and the beautiful nature<br />

you have.’’<br />

The young students say they have<br />

found the people and country so nice as<br />

they travel and are very interested in<br />

looking at what farmers do here<br />

‘‘It’s so interesting and very different<br />

from back at home,’’ says Simone<br />

Laursen.<br />

Mr Monk says the girls will be staying<br />

on the station for about aweek and ahalf<br />

helping with track maintenance, and<br />

building new tracks before they head<br />

south to continue their journey of<br />

discovery in New Zealand.<br />

Kaikōura students are hoping to play their<br />

part in constructing new housing<br />

developmentsplannedfor the town.<br />

Anew tradesacademy has been<br />

launched at Kaikōura High School thisyear<br />

in partnershipwith the Mayor’sTaskforce<br />

for Jobs (MTFJ) programme and Te Hā o<br />

Mātauranga(the Kaikōura Education<br />

Trust).<br />

The academy got under way in term one<br />

with the first intakeof15year 11 and 12<br />

pupils, who hoped to be ready to start work<br />

on the Vicarage Views housing<br />

development when work got under way.<br />

Kaikōura MTFJ manager Sean Madden<br />

says the focus of term one was getting the<br />

pupils familiar withhealth and safetyand<br />

preparing themfor the worksite.<br />

In termtwo the pupils will build some<br />

sleep­outsasaprojecttoearnsome NCEA<br />

credits.<br />

‘‘It is just baby steps, but ideally it would<br />

be nicefor themtobebuilding homesand<br />

be participating in the new development.’’<br />

Aresource consent application for the<br />

Vicarage Views development has been<br />

notified by the Kaikōura DistrictCouncil,<br />

whilemore developmentinthe Ocean<br />

Ridgesub­division wasalso in the pipeline.<br />

Both developments received Kainga Ora<br />

funding last year to assist with the costs of<br />

infrastructure.<br />

Mr Maddensays the academy was based<br />

on an initiative startedatHastings Boys’<br />

High School, which has helpedtoproduce<br />

labour for Kainga Ora funded<br />

developmentsinthe area.<br />

carpentryskillswhile continuing with their<br />

AKaikōura school is breaking down<br />

barriers to education, one full tummy at<br />

atime.<br />

Te Kura oHāpuku joined the Ministry<br />

of Education’s Ka Ora, Ka Ako /Healthy<br />

School Lunches programme nearly<br />

three years ago and tumuaki /principal<br />

Ripeka Tamepo says it has boosted<br />

attendance and tamariki engagement.<br />

‘‘We had whānau who wouldn’t send<br />

their tamariki if they didn’t have kai and<br />

some of the food that was being sent<br />

wasn’t very nutritious, so it has removed<br />

those barriers.<br />

‘‘We have afew single parents and<br />

parents with four or five children, so we<br />

are helping to alleviate some of those<br />

stresses.’’<br />

Lunches were prepared each day for<br />

the 16 tamariki and six staff by Ms<br />

Tamepo’s partner Te Otane (Tane)<br />

Taitapanui, who was also the school’s<br />

caretaker.<br />

‘‘We all have the same food and being<br />

asmall school we can learn what they<br />

like and don’t like, and Tane can<br />

prepare it specific to their needs,’’ she<br />

said.<br />

‘‘It is alot of work and as we are the<br />

only school in Kaikōura (in the<br />

programme) we had to do an internal<br />

model with the funding to make it work.’’<br />

Mr Taitapanui also prepares breakfast<br />

and morning teas, as well as afruit and<br />

milk break in the afternoons.<br />

‘‘Most of them catch the bus and the<br />

first bus comes at 8.10am and by the time<br />

they get home it is 4.30pm, so it is<br />

important to make sure they have plenty<br />

to eat.’’<br />

Being abilingual kura /school, Ms<br />

Tamepo said Mr Taitapanui had some<br />

regular ‘‘boil ups’’ of traditional kai,<br />

while hangis were prepared for special<br />

occasions.<br />

Cakes were made to celebrate<br />

birthdays and tamariki even helped in<br />

the kitchen.<br />

Ministry of Education operations and<br />

integration Hautū (leader) Sean Teddy<br />

said the programme targeted schools<br />

facing the greatest socio­economic<br />

barriers.<br />

‘‘Around amillion lunches are<br />

provided each week through the Ka Ora,<br />

Ka Ako programme.<br />

‘‘The programme aims to reduce food<br />

insecurity by providing access to a<br />

nutritious lunch in school every day.’’<br />

Other <strong>North</strong> <strong>Canterbury</strong> schools in the<br />

programme included Karanga Mai<br />

Young Parents College in Kaiapoi and<br />

Te Kura oTuahiwi.<br />

Kaiapoi Borough School has also<br />

joined the programme this year.<br />

While there were no Hurunui schools<br />

in the Ka Ora, Ka Ako programme, a<br />

snacks in schools initiative was set to be<br />

rolled out in term two.<br />

and there is still sickness around, so<br />

putting food on the table is achallenge.’’<br />

The new initiative was being rolled<br />

out to Hurunui College, Amuri Area<br />

School and Cheviot Area School, with<br />

support from Satisfy Food Rescue and<br />

local funding providers.<br />

A ‘Sheepish Affair’ at Hawarden<br />

The Hawarden A&P Association was established in 1906. The community organisation is run by volunteers<br />

and their families.The Committee has about 50 members who meet regularly throughout the year to organise<br />

the event. This year’s show is on <strong>March</strong> 18. Robyn Bristow reports.<br />

It will be ‘A Sheepish Affair’ at the<br />

HawardenA&P Showon<strong>March</strong> 18.<br />

The theme will be reflected in most<br />

classes at the show, as town and country<br />

combine to celebrateand show off the<br />

uniqueness of the Hurunuicommunity,<br />

and all things sheep.<br />

Thereare plentyofprizes to be won and<br />

classes for everyone —from soft toys to<br />

patchworkquilts,large wool craftssuch as<br />

spinning, art, yarnsand dyed wool, felting,<br />

crochet,knitting and anything else made<br />

of wool.<br />

AYoung Grower of the Year will be<br />

celebrated in the Fruitand Vegetable<br />

section while children and adults can<br />

entersingle cut flowersinthe Flower<br />

section,and creative arrangements<br />

reflectingthe SheepishAffair theme.<br />

Therewill be aclash of bakers in the<br />

Home Produce section, and playing on the<br />

themeonce more, entrants in the<br />

Presidents Choiceclassare askedtoshare<br />

theirbest lamb or hoggethamburger.<br />

The Lego sectionhas the theme:<br />

‘‘Where’s Sheepy?’’<br />

Entrants are encouraged to be<br />

expressive with the legoand create<br />

whatever theywish provided thereisa<br />

sheepsomewhere—abit like Where’s<br />

Wally.<br />

Children andadultsare encouraged to<br />

showcase theirart. Art can be sold on the<br />

day withnocommission.Just dropitoff by<br />

Tobacco in spotlight<br />

Waimakariri’scouncillors have vented<br />

their frustration at the speed of<br />

implementingnew smoking and vaping<br />

legislation.<br />

Councillors agreed to make a<br />

submission on proposals for the new<br />

smokedtobacco regulatory regimeat<br />

Tuesday’s (<strong>March</strong> 7) council meeting.<br />

But expressed frustration at the<br />

timeframe for submissions, which<br />

prevented the council from consulting<br />

with the community.<br />

Councils haveuntil <strong>March</strong> 15 to<br />

submitonproposalsfor implementing<br />

the Smokefree Environments and<br />

Regulated Products (Smoked Tobacco)<br />

AmendmentAct, whichcame into force<br />

in January.<br />

The legislation is set to make<br />

sweeping changes, including reducing<br />

the number of retailstores selling<br />

tobacco from 6000to600 nationwide.<br />

This wouldmean reducing from 30 to<br />

seven tobaccoretailersin<br />

Waimakariri’surban areas,with a<br />

handful of otherretailersin‘‘rural<br />

areas’’.<br />

But the legislationdid not restrict the<br />

numberofoutletsselling vapeproducts.<br />

Several councillors expressed<br />

concern about how thiswouldimpacton<br />

small businesses, already struggling in<br />

the present economic climate.<br />

DeputyMayor Atkinson expressedhis<br />

dismayatapolicy‘‘picking six winners<br />

and losers’’.<br />

He suggested the retailers abletosell<br />

cigarettes would reapthe benefits,<br />

while others would struggle.<br />

But he noted the longterm impact of<br />

banning smoking in pubs had been<br />

positive.<br />

‘‘Whenthey stopped smoking in<br />

hotelsthey said they wereall going to<br />

close, but how many hotelshave we got<br />

now?’’<br />

Cr Tim Fulton said councillors‘‘owe<br />

it to our kids’’ to make asubmission.<br />

He suggested a‘‘sinking lid policy’’ on<br />

tobaccoretailers, similar to reducing<br />

gamingmachines, would be fairer than<br />

amandatoryreduction in retailers.<br />

Cr Philip Redmondsaid it was ‘‘a<br />

waste of time’’reducingthe number of<br />

tobaccoretailers.<br />

‘‘You eitherhave it or you don’t.<br />

‘‘It is like drink driving, it has taken a<br />

long time for people to finally get the<br />

message.’’<br />

Cr Niki Mealings said smokefree<br />

legislation had been in the pipelinefor<br />

decades.<br />

‘‘If yourbusiness is dependent on<br />

sellingcigarettes to survive, then you<br />

need to re­look at your business model<br />

becauseyou’ve had 23 years to prepare<br />

for this.’’<br />

But she was concerned about the lack<br />

of regulation around vaping and<br />

particularlythe targeting of young<br />

people who had no historyofsmoking<br />

tobacco.<br />

‘‘Social serviceagenciesare asking<br />

what are councilsdoing about vape<br />

shops and the answer is nothing<br />

becausewedon’t have the tools,sowe<br />

need to do something about it.’’<br />

She noted the legislationdid have<br />

clausestomake vape products less<br />

attractive.<br />

Cr Redmondsaid vaping was the<br />

‘‘elephant in the room’’, as it needed to<br />

be restricted and regulated. ‘‘The<br />

government needs to protect our youth<br />

becauseithas already become trendy.’’<br />

Cr Atkinson said whilethe<br />

government had made it illegal to sell<br />

vape to under­18s,‘‘who is enforcing<br />

it?’’<br />

The WaimakaririSailing Club (WSC) is<br />

gearing up for some majorevents<br />

leading up to the SailGP racing kicking<br />

off in Lyttelton in afew weeks.<br />

As partofgetting localfans closer to<br />

the SailGP teams, eachlocal sailing<br />

club has been adopted by aSailGP<br />

team and their environmentalimpact<br />

league partners.<br />

WaimakaririSailing Club, has been<br />

adopted by the CanadianSailGP and<br />

its impact league partner, Ocean Wise.<br />

‘‘TheSailGP is the epitome of yacht<br />

racing on the edge,’’says Sam Jones,<br />

WaimakaririSailing Club Commodore.<br />

‘‘With nine teams racing at speeds of<br />

almost 100kmph around atight course<br />

on foils it is exciting, heart stopping<br />

and so good to watch.<br />

‘‘Every team wantstowin so they<br />

throweverything at it, and Lyttelton is<br />

such agreat amphitheatre to holdsuch<br />

agreat event.’’<br />

SailGP isn't all about racing, it is also<br />

aboutlocal inclusion,community<br />

events, inspiring young people and<br />

environmental sustainability, which<br />

the <strong>North</strong><strong>Canterbury</strong> community can<br />

be part of.<br />

Othercommunity partnerswill be<br />

involved including the <strong>North</strong><br />

<strong>Canterbury</strong> Coast Guard.<br />

On <strong>March</strong> 12, the WSC willbehosting<br />

Canadianenvironmental organisation,<br />

OceanWise,who will be supporting a<br />

shoreline rubbish collectionfrom<br />

Kairaki Beachnorth up to Waikuku,<br />

and the banks of the Waimakariri<br />

River.<br />

It willalso work with the Te Kohaka<br />

oTūhaitara Trusttoplant as many<br />

treesaspossible along the coastal<br />

pathway near where fire destroyed a<br />

largesection in November lastyear.<br />

Businesses say the Government’s plan to<br />

increase the minimum wages will have an<br />

impact on costs.<br />

Recently the Government announceda<br />

plan to increase the minimum wage by<br />

$1.50anhour.<br />

PrimeMinister Chris Hipkins<br />

announced the move to anew rate of<br />

$22.70 per hour from April 1aspart of a<br />

raft of changesasthe Governmentresets<br />

its agenda heading into the general<br />

election in October.<br />

Hospitality Association Otagobranch<br />

presidentMark Scully, owner of Speight’s<br />

Ale House said: ‘‘It was anothercost<br />

associated with business’’.<br />

He said his business paid above<br />

minimum wage, butthe Government’s<br />

plan to increase the benchmark would<br />

provide some gainsfor those who earned<br />

at that pay rate.<br />

He said all the costs for running a<br />

business such as materials, goods,rent and<br />

wageswere going up and had an impacton<br />

the profitability andmargins of all<br />

businesses.<br />

It was difficulttofindspecialised<br />

workers such as chefs but Dunedin had a<br />

good student market, which helpedin<br />

filling jobssuch as kitchen hands, Mr<br />

Scully said.<br />

MotelAssociation president Pete Firns<br />

said the wage hikes wereexpected and<br />

need to be complied with.<br />

The Great KingMoteloperator said it<br />

wouldaffect thecost of running abusiness.<br />

Retailers said it was becoming harder to<br />

maintain pay relativitiesfor staff with<br />

continued increases to the minimum<br />

wage.<br />

The hike is in linewith inflation but still<br />

trails the livingwage, whichis$23.65.<br />

Retail NZ chief executive GregHarford<br />

said retailerswere disappointed by the<br />

move.<br />

‘‘Acrossthe retail sector workersare, on<br />

Minimum wage to increase by $1.50<br />

Wellington:The minimum wage is set to<br />

increaseby$1.50 an hour, with the<br />

Government saying the impact on<br />

inflation will be ‘‘negligible’’.<br />

Prime MinisterChris Hipkinshas<br />

announcedthe move to anew rate of<br />

$22.70 per hour from April 1, as part of a<br />

raft of changes as the Government resets<br />

its agenda headinginto the general<br />

election.<br />

The Starting­out and Training<br />

minimum wage rates will be maintained<br />

at 80% of the adult minimum wage.<br />

‘‘I do understand that anumber of<br />

small businesses will have concerns<br />

about this decision, however in acost­ofliving<br />

crisis we can’t leave thoseonthe<br />

lowest incomes behind,’’ Mr Hipkins said<br />

at amedia briefing.<br />

‘‘An inflation­adjustedlift to the<br />

minimumwage will mean that thousands<br />

of New Zealanders don’t go backwards.’’<br />

He said past experiences with<br />

minimumwage increases showed people<br />

were unlikely to lose their jobs as a<br />

result.<br />

‘‘Those concerns have been raised<br />

every time the minimum wage has been<br />

increasedand we’ve got recordlow<br />

unemployment.’’<br />

Mr Hipkinssaid when first taking over<br />

the role he had promised to do more to<br />

Erin has been apodiatrist since 2005, and movedto<br />

the Waimakariri District inMay 2010, and has two<br />

young daughters.<br />

Before opening her ownbusiness in Rangiora in<br />

January 2020, she worked for podiatrists in Riccarton.<br />

NC Mayors call for more powers<br />

Government New Zealand (LGNZ)<br />

for more powerstobegiven to local<br />

leaders.<br />

LGNZsays Cyclone Gabriellehas<br />

exposedthe enormouschallenges<br />

facing theregions and it wants a<br />

radicalrethinkofhow public<br />

services are delivered.<br />

The Hurunui, Waimakariri and<br />

Kaikōura councils have made<br />

submissionstothe draft future for<br />

local government report, which<br />

closedonFebruary 28.<br />

LGNZpresidentStuartCrosby<br />

saidcouncils were calling fora<br />

reboot of the relationshipbetween<br />

central andlocalgovernment.<br />

He said NewZealandwas one of<br />

the most centralised countriesin<br />

the OECD,with90percentof<br />

taxationgoingtocentral<br />

government.<br />

manyofthe pressingissuesthat<br />

havebeen bubblingawayover<br />

Farmer field days<br />

Mahinga kai, biodiversity and<br />

wetlands are the focus of onfarm<br />

field days in <strong>North</strong><br />

<strong>Canterbury</strong> next week.<br />

Culverden farmer John<br />

Faulkner is hosting afield day<br />

with Environment <strong>Canterbury</strong><br />

(ECan) on Wednesday, <strong>March</strong><br />

15, focusing on mahinga kai<br />

and biodiversity.<br />

ECan has also joining forces<br />

with multiple organisations to<br />

organise atwo­day ‘‘wetlands<br />

on farm’’ tour in the Kaikōura<br />

district, on Thursday and<br />

Friday.<br />

Mr Faulkner will be joined<br />

by ECan mahinga kai<br />

facilitator Makarini Rupene.<br />

The pair will share their<br />

knowledge of mahinga kai<br />

within the Hurunui context.<br />

The field day is achance to<br />

learn how mahinga kai and<br />

biodiversity benefits on farm<br />

and participants will see<br />

efforts to support mahinga kai<br />

in action.<br />

The event is open to both<br />

adults and children, as rocks<br />

will be turned over to discover<br />

insects and invertebrates and<br />

to look for tuna /eels and other<br />

creatures in the water ways.<br />

The ‘‘wetlands on farm’’ tour<br />

will visit Inland Road farms<br />

on Thursday to see how<br />

farmers manage wetland pests<br />

and weed control.<br />

participants will visit the<br />

‘‘managing wetlands as farm<br />

assets’’ site in Kaikōura<br />

species, the staff said.<br />

District Council waterenvironment<br />

advisor AngelaBurton provided updates<br />

on their respective council’sspraying<br />

programmes at Monday’sWaimakariri<br />

Zone Committeemeeting.<br />

Mr Kidnersaid targeted spraying of<br />

weeds helped<strong>Canterbury</strong>’sbraided<br />

rivers to performtheir natural functions,<br />

whichimprovedflood protection.<br />

ECan used glyphosateand herbicides<br />

to targetweedssuch as ivy,hops,lupins,<br />

gorse, broomand willows.<br />

‘‘Lupinsare less of aproblem than<br />

gorseand broom or willows.<br />

‘‘It is amatter of scale,’’ Mr Kidner says.<br />

‘‘If it is starting to pushwaterin<br />

different directionsthenweneed to<br />

respond.’’<br />

Abuild­upofwillows on an island,<br />

couldpreventthe river frombraiding<br />

and, when in flood,itcould divert water<br />

to riverbanks,causing erosion.<br />

Responding to aquestion fromthe<br />

floor,MrKidner saysECanhas conducted<br />

trialsusingbulldozers as an alternative,<br />

butfounditwas not cost­effectiveand the<br />

bulldozers werenot able to access all<br />

areas.<br />

Mr Kidnersays by clearingthe<br />

‘‘fairways’’ in rivers, council staff could<br />

then manage weeds through spot spraying<br />

to allownative speciestothrive.<br />

Birdshad returned to nest in areas<br />

whereECanhad successfully completed<br />

sprayingprogrammes, he said.<br />

Sometimesflooding could cleanupthe<br />

rivers, butitwas difficulttopredictwhen<br />

floodswouldoccur.<br />

ECan also sprayed river berms and<br />

stopbanks to stop weeds getting outof<br />

control.<br />

Buthesays the council is facing a<br />

constant battle.<br />

‘‘Unfortunately not everyonedoes<br />

biosecurity checks on their vehicles, so<br />

we couldget theriverslooking pristine,<br />

but seeds can be spreadbyvehicles and<br />

by othermeans, so it is stillgoing to be an<br />

ongoingproblem.’’<br />

Ms Burton saysthe Waimakariri<br />

District Councilconductedspraying for<br />

roadside maintenance, planting<br />

maintenance and aroundwaterways,<br />

drainage and waterraces.<br />

But ‘‘non­chemical methods’’were<br />

preferred,especially for drains.<br />

Property owners couldapply to have<br />

their streetfrontageaddedtothe ‘‘no<br />

spray register’’.<br />

‘‘Landowners areactively encouraged<br />

to not use spray on the landnear gutters,<br />

but unfortunatelyitisnot something we<br />

can enforce.’’<br />

Ms Burton included areport prepared<br />

by the<strong>Canterbury</strong>Waterway<br />

Rehabilitation Experiment (CAREX), a<br />

University of <strong>Canterbury</strong>initiative, in her<br />

presentation.<br />

The report considered theecological<br />

consequences of usingglyphosateto<br />

controlaquatic weedsinlowland<br />

waterways near Rangiora.<br />

It found the‘‘speciesrichnessof<br />

invertebrates andfishare notaffectedby<br />

theuse of glyphosate’’ in the water ways,<br />

butMsBurton acknowledgesitisnot a<br />

largeenough sample size.<br />

As glyphosate sprayinghas been used<br />

foranumber of years,any speciesfound<br />

in the sample waterwayswouldhave<br />

some resistance,meaningthe study may<br />

need to be compared withwaterways<br />

withoutahistory of spraying before<br />

drawing any conclusions.<br />

WRESTLING<br />

The Rangiora Wrestling Club won<br />

the Smales­Humpheries Shield as<br />

the Champion Senior division<br />

wrestling club in New Zealand for<br />

2022.<br />

The 2022 Nationals were held in<br />

Gore and covered Greco­Roman as<br />

well as Freestyle Wrestling.<br />

It allowed for four age groups —<br />

10­13, 14­16, 17­20 (Junior), and 21<br />

and over (Senior).<br />

The Senior team was led by coach,<br />

Stephen Hill, and 2022<br />

Commonwealth Games<br />

representative, Matthew Oxenham.<br />

Matthew was awarded the HM<br />

Allan Cup as the Most Scientific<br />

Senior competitor at the National<br />

Championships. He is the third club<br />

member to gain selection for a<br />

Commonwealth Games team.<br />

Other members performed<br />

admirably and the club was unlucky<br />

not to win the overall club champion<br />

trophy.<br />

Rangiora also hosted the 2022<br />

<strong>Canterbury</strong> Championships at the<br />

Mainpower Stadium, and attended<br />

the South Island Championships in<br />

Otago.<br />

Its successes come at atime as the<br />

club recovers from ahuge loss of<br />

members due to Covid.<br />

The 2022 year, however, was a<br />

good year taking into account the<br />

setbacks of the previous two years or<br />

so.<br />

Training has now started for <strong>2023</strong><br />

at the club’s premises in the<br />

Rangiora Racecourse. The main aim<br />

is gaining selection in the New<br />

Zealand teams to compete at the<br />

Oceania Championships in Sydney<br />

during June.<br />

Afew members qualified because<br />

of good results at the Nationals, but<br />

will have to overcome afinal<br />

selection by the National Body and<br />

selection panel.<br />

Asense of normality returns<br />

Afterthree years of Covid­19 disruption,<br />

schools are abletoget backtodoing the<br />

things they used to do ­like field trips,<br />

school camps,sports, school assemblies<br />

and parent­teacher interviews.<br />

‘‘We are re­focusing away fromwellbeing<br />

and getting back into teaching and<br />

learning,’’MrKearneysaid.<br />

‘‘Forthree years we were focused on<br />

whether teachers were well enoughto<br />

come to school and whether students were<br />

well enough to learn.<br />

‘‘We wereliterally sitting in school and<br />

thinking, ‘crikey, are we going to be able to<br />

open tomorrow’.’’<br />

The ever present threatofstaff and<br />

student illness and government<br />

interventions now seemedtobeinthe past,<br />

he said.<br />

Participation numbersinsport was high<br />

and Rangiora Pasefika students had joined<br />

forces with Kaiapoi High School to<br />

compete in Polyfest.<br />

Rangiora High School now had 50<br />

international students from seven<br />

countries,with its international<br />

programme back in full swing.<br />

‘‘I’mnot saying Covidhas gone,but we<br />

are changing the way we dealwith it,’’ Mr<br />

Kearney said.<br />

‘‘Andweare seeing the change with our<br />

youngpeople.<br />

‘‘They are far more optimistic, which is<br />

important becausethey have so much going<br />

on in theirlives like social mediaand<br />

facing climate change.<br />

‘‘If you ask the kidswhat they want, it is<br />

sports tournaments, school balls and stage<br />

competitions like ShowQuest and the<br />

Sheilah Winn ShakespeareFestival.’’<br />

All of these things are back in <strong>2023</strong>, while<br />

aschool production was also planned.<br />

For the vastmajority of young people,<br />

school was the onlytime they gotto<br />

experience those things,MrKearney said.<br />

The schoolwas also busy conducting a<br />

review of its teaching and learningand its<br />

largeopen learning space,the Rakahuri<br />

building.<br />

Mr Kearneysaid areport wasdue to<br />

come out at the end of theterm.<br />

Asecond review was being conducted of<br />

the school farm, with astocktake of the<br />

farm being completed thisterm.<br />

The stocktakewould helptoinform some<br />

recommendationsofwhat the farm could<br />

become in the future.<br />

Mr Kearneysaid the farm had shearing<br />

shedswhich were not being used for<br />

shearing, so it opened up thepossibility of<br />

offering ashearing course. Alternatively,<br />

the school may decidenot to have animals<br />

on the farm.<br />

‘‘We are facing some pressureas<br />

residentialhousing is startingtoclose in on<br />

us and people buying propertiesonour<br />

fenceline may not want to go to sleep at<br />

nighttothe noise of farm animals. But Iwill<br />

not be the principalwho sells the farm.’’<br />

Fundraising co­ordinator Zanny Scholes<br />

says she is lookingforward to the fourth<br />

fundraising trek.<br />

‘‘It will be awonderful opportunity to<br />

experiencetrekking through some<br />

beautifullyscenic countryside.<br />

‘‘Thetrek is suitable for ridersofall ages<br />

and levelstobring theirown horses along<br />

for ariding adventure. No stress, justeasy<br />

riding through wonderful scenery,’’ she<br />

says.<br />

across the OkukuRiverwhile the trail<br />

riding is over private land notopen to the<br />

public .<br />

‘‘From the easy to ride­on trails you can<br />

get amazing views of the countryside,’’ Mrs<br />

‘‘It is not asteep ride,just anice ride over<br />

low hills, aroundtree plantations and on<br />

formed tracks on Mt Lawryand around the<br />

OkukuRiver.’’<br />

The <strong>North</strong> <strong>Canterbury</strong>RDA is a<br />

voluntary, not­for­profit organisation that<br />

providesopportunities for anyonewith a<br />

disabilitytoenjoy safe, healthy,<br />

stimulating, therapeutichorse ridingand<br />

horse­related activities.<br />

Mrs Scholes says 50 riders joined the last<br />

trek and anumberofenquirieshave been<br />

made already.<br />

‘‘We will set off at 9.30am, have anice<br />

supplied morning tea break,then ride up to<br />

the river crossingarea where people can<br />

havealunch break.<br />

‘‘After lunch and crossing the riverwe<br />

willride for another couple of hoursbefore<br />

we return around 3.30pm for afternoon tea<br />

which we are also supplying.’’<br />

Mayors welcome National Party<br />

announcement onwater reform<br />

Mayors have welcomed the recent announcement of<br />

awater reform policy that better protects property<br />

rights and local voice.<br />

Helen Worboys and Waimakariri Mayor Dan Gordon<br />

welcomed the announcement of the National Party’s<br />

policy for water reform by Leader of the Opposition,<br />

Christopher Luxon.<br />

“Although we will carry out amore detailed<br />

review in conjunction with C4LD members, at<br />

first look, National’s policy appears to meet all<br />

of our requirements for common sense water<br />

infrastructure reform that can gain broad support,”<br />

said Mayor Worboys<br />

“In particular it retains local ownership and avoids<br />

the confiscation of local assets and stripping of<br />

local influence at the core of the Government’s<br />

present policy.<br />

“Recently the High Court confirmed that the<br />

Government’s policy expropriates, without<br />

compensation, community assets. This makes a<br />

nonsense of claims that communities will retain<br />

ownership of these assets.”<br />

Mayor Gordon said that on the face of it, the plan<br />

aligns with our position on placing local control<br />

and voice back at the centre of community water<br />

services and puts the right measures in place to<br />

ensure overall accountability.<br />

“We feel there is sufficient rigour in the proposed<br />

regulatory regime, and with Taumata Arowai now<br />

in place, to ensure that council water services<br />

will meet the needs of their communities and can<br />

evolve tomeet the challenges of climate change in<br />

an affordable manner,” he said.<br />

“At first glance, this seems asensible and<br />

appropriate response to genuine concerns about<br />

the state of water infrastructure in New Zealand.<br />

“It recognises that different areas are in different<br />

positions and it encourages regional collaboration<br />

to address these differing needs. This approach<br />

ensures that local knowledge ofcomplex systems<br />

is valued, rather than the ‘Wellington knows best’<br />

system being proposed.<br />

“Theannouncementbythe opposition is in line with the<br />

strong communitysupportfor ownership,influence<br />

andeffectivecontrol staying withtheirlocal Council.<br />

“On reform as important as this is it would be ideal<br />

for there to be cross-party support, and we are<br />

encouraged by the Government’s recent call to take<br />

afresh look at their model.<br />

“Our hope is that party politics can be put aside<br />

and we can work together to get apragmatic,<br />

workable solution.<br />

“Our door is always open to work together on a<br />

sensible plan that builds consensus and works<br />
