An end to restoration is in sight<br />

Week 113 and counting.<br />
But the end may finally be in sight for<br />
restoration work on Glenmark’s St<br />
Paul’s Anglican Church.<br />
It’s hoped to welcome worshippers<br />
and visitors into the historic church by<br />
the middle of the year.<br />
Restoration was supposed to take a<br />
year, but around every corner some<br />
other detail would emerge, and with it<br />
additional costs.<br />
Friends of Glenmark Church, which<br />
has been united in restoring the church<br />
to its former glory, is still working hard<br />
fundraising to meet abill which has<br />
blown out to around $2.5 million.<br />
Through all the trials and tribulations,<br />
prime project motivator Isobel Whyte,<br />
the Bishops warden on the Vestry, and a<br />
member of the Friends of the Glenmark<br />
Church, has remained stoic the historic<br />
church would reopen, and it will be as<br />
authentic as it was when built, and<br />
consecrated in 1907.<br />
But the kitty is pretty bare, and some<br />
items, which are not compliance issues,<br />
have been put on hold inthemeantime.<br />
‘‘To ensure we open in the first part of<br />
<strong>2023</strong> we have had to cut the cloth.<br />
‘‘Inside plastering and painting has<br />
been kept for alater date, except for the<br />
very high bits which were done while<br />
the extra high scaffolding was up —the<br />
altar and west window.<br />
‘‘We will be fundraising for along<br />
time,’’ Mrs Whyte says.<br />
To help replenish the coffers a<br />
fundraising dinner and auction is<br />
planned at the Omihi Hall on Friday,<br />
May 13. Kendra Cocksedge, the most<br />
capped Black Fern of all time, will<br />
speak at the event, along with Russell<br />
Pitt, of RPC Construction, who will talk<br />
about bringing St Paul’s back to life.<br />
Tickets will go on sale in April.<br />
The project was initially estimated to<br />
cost $1.8 million, but then Covid,<br />
inflation and ashortage of materials all<br />
combined to add to the cost, already<br />
rising due to the ‘extras’ unearthed<br />
along the restoration journey.<br />
Fundraising efforts, grants, two very<br />
generous donations from benefactors,<br />
and other private donations have kept<br />
the project moving.<br />
Morale was given ahuge boost when<br />
the Kate Valley Landfill Community<br />
Trust covered the cost of insurance, and<br />
the cost of Timarubased South Island<br />
Organ Company overhauling the 1906<br />
Norman and Beard organ, from<br />
England.<br />
Mrs Whyte says through it all the RPC<br />
team has remained really enthusiastic.<br />
‘‘They love what they are doing and<br />
seeing it (the church) come back to life.’’<br />
Two of the team —Nigel and Dave —<br />
spent aweek cleaning down beams, and<br />
oiling dry patches, while the scaffolding<br />
was still inside the church.<br />
Meanwhile asmall team of dedicated<br />
volunteers who stripped the church<br />
bare, are now bringing it all back home.<br />
The organ and stained glass windows<br />
will be the last two features to be<br />
installed.<br />
Restoration follows the <strong>Canterbury</strong><br />
2010 earthquake which shook the<br />
church to its foundations. During the<br />
intervening years, while restoration<br />
efforts were being considered, burglars,<br />
vandals, weather, rats, and pigeons all<br />
took their toll.<br />
But undeterred its dedicated team of<br />
loyal supporters never gave up.<br />
It is week 113 —action week.<br />
Trenches are being dug by<br />
electricians for the main reconnection,<br />
the disabled footpath is under way,<br />
Friends’ members, Dave and Chris, are<br />
doing ajigsaw reassembling the Dado's<br />
(wooden side panels) inside the church,<br />
and the lights have been rehung.<br />
Kitty is bare ... The sun beams down on<br />
high scaffolding inside the Glenmark St<br />
Paul’s Anglican Church. It has since been<br />
taken down, with plastering and painting<br />
inside on hold until there is more funds in<br />
the coffers. The very high places, however,<br />

Rainbow police car first in Sth Is<br />

The first South Islandbased Rainbow<br />
police car went on show in Rangiora<br />
over the weekend.<br />
Aspecial guest at the fifth Pride<br />
Picnic outing held at Victoria Park, the<br />
newly adorned police car is the first of<br />
its type to be operational in the <strong>North</strong><br />
<strong>Canterbury</strong> region.<br />
Its creation has been atwoyear<br />
process led by Sergeant Don Munro.<br />
‘‘It has been created to acknowledge<br />
and to celebrate diversity in the Police<br />
force and in the community and will be<br />
operational within the Prevention team<br />
here,’’ he said.<br />
The first Rainbow cars in the Police<br />
fleet were introduced in the <strong>North</strong><br />
Island, in 2018, which now has three in<br />
service.<br />
‘‘They have been very well received in<br />
all the communities there,’’ said Area<br />
Commander Peter Cooper.<br />
‘‘Proposals are now being offered up<br />
for the possibility of another two<br />
rainbow patrol cars to be located in<br />
other districts of the South Island’’.<br />

has driven the brightly painted police<br />
car people have commented favourably<br />
on it.<br />

and the kids absolutely loved the<br />

The public may catch sight of the<br />
rainbow car on duty in <strong>North</strong><br />
<strong>Canterbury</strong> as it will be widely used for<br />
crime prevention duties as well as being<br />
apromotional vehicle similar in<br />
purpose to the wellknown Police<br />
Tractor.<br />

Last week, she was clinging on to life<br />
with all fourpawsand she’s not out of the<br />
woodsyet.<br />
Late on Saturday night, hermum,Rose<br />
McFie, called afriend to rush her and<br />
Flosstothe Rangiora Vet Centre.<br />
Rose should have been at work as her<br />
husband was but it was cleartheir dog<br />
wasn’t well.<br />
For ausually energetic little dog, she<br />
was very lethargic, wouldn’t eat or drink,<br />
and was vomiting.<br />
‘‘It brought back too manymemories, so<br />
Ineeded to get her seen straight away,’’<br />
Rose says.<br />
Aboutayear ago, the family had another<br />
little dog, Zoe, who exhibited similar<br />
symptoms.<br />
They delayed taking her to thevet in the<br />
hope thingsmight come right. Whenher<br />
health continuedtodeteriorate, they were<br />
on the way into Rangiora whenZoe started<br />
convulsing and thenbleeding out.She<br />
couldn’tbesaved.<br />
‘‘I saw the same earlysymptoms in Floss<br />
and acted immediately,’’ saysRose.<br />
‘‘Shewas dehydrated, so the vet put an<br />
IV lineintogive her fluids.<br />
‘‘More importantly, her bloodsshowed<br />
her inflammation markers werehigh,and<br />
her liverreadings were literallyoff the<br />
scale. No matter how muchthey diluted<br />
the sample, theycouldn’tget aresult.’’<br />
Flosswas in acute liver failure.The<br />
questionwas why?<br />
When Zoe died,the theory was she<br />
mighthave eaten baited possum<br />
droppings.<br />
‘‘We’re carefulabout not usingpoisons<br />
around the property, so that’s all we could<br />
thinkof,’’ says Rose.<br />
Again, the vet was sayingFloss must<br />
have ingestedsomething, and that’s when<br />
my husband rememberedtaking herout<br />
and her fossickingaround the base of our<br />
big oak tree.<br />
He went out on Sunday to take alook,<br />

landfill near Oxford.<br />
Environment <strong>Canterbury</strong> (ECan) and the<br />
Waimakariri District Councilwill hold<br />
jointhearings over twoweeks from May <strong>16</strong><br />
at Oxford and Rangiora to consider<br />
consent applicationsfrom Woodstock<br />
Quarries Ltd.<br />
The company has lodged five consent<br />
applications with ECan and aland use<br />
consentwith the WaimakaririDistrict<br />
Counciltoexpandanexisting hardrock<br />
quarry and to develop alandfill at 513 Trig<br />
Rd, ViewHill, northwest of Oxford.<br />
The landfill wouldbefor the disposal of<br />
constructionand demolition waste,<br />
contaminatedsoilsand special wastes.<br />
The two councils issued ajoint<br />
notificationlast yearand it soongained<br />
attention on social media.<br />
Around 400 submissions were received<br />
in response to the resourceconsent<br />
applications.<br />
The hearing will be held beforeapanel<br />
of independent commissioners, and will<br />
include evidence and viewpoints<br />
presentedbythe applicant, submitters,<br />
and reportingofficers.<br />
Hearings willbeheld at the A&P Room<br />
at the Oxford Town Hall fromTuesday to<br />
Friday, May <strong>16</strong> to 19, from 9.30ameach<br />
day. It will then move to Rossburn<br />
Receptions on Sparks Road, Rangiora,<br />
from Monday to Tuesday, May 22 to 23,<br />
with Wednesday, May 24, as areserve day.<br />
Once the hearings are completed, the<br />
commissioners willhave 15 working days<br />

Waipara vineyard owner jailed for tax fraud<br />

Aformerhighflying New York property<br />
developer, who sailed to NewZealand on<br />
aluxuryyachttoopen avineyard, has<br />
been jailed for committing tax fraud to the<br />
tune of $1.3 million.<br />
ColinDavid Rath,59, appeared at the<br />
Christchurch District Court last<br />
Wednesdaywhere he gavehis wifeahug<br />
before he was taken into custody to begin<br />
his sentence.<br />
In December,Rath pleaded guilty to 39<br />
charges of using adocument for a<br />
pecuniary advantage relating to GST<br />
returns, and twocharges of forgery one<br />
relatingtoInland Revenue Department<br />
documentsand the other involving<br />
ImmigrationNew Zealand.<br />
Rath’s lawyer Stephen Lukey said<br />
reports provided to the court showRath<br />
was remorseful andwas making amends<br />
for his offending suchastaking steps to<br />
sell his remaining property.<br />
During the hearing, Rath told his lawyer<br />
therewere anumber of optionsfor<br />
reparationincluding selling his whole<br />
business, however, no reparation has been<br />
paid to date.<br />
The reportssaid Rath acknowledged he<br />
had let his wife and daughters down.<br />
‘‘These are the people Ilove the most,’’<br />
he was recorded as stating.<br />
‘‘I did defraud the system but Ineeded a<br />
way to cover my costs.’’<br />
Paul Saunders, prosecutor for Inland<br />
Revenue, questioned whetherRath’s<br />
display of remorseand willingness to<br />
make amendswas genuine, pointingout<br />
that his saleofaTeslahad benefitedhis<br />
family.<br />
Saunderssaid good character<br />
references provided to thecourt showed<br />
Rath had a‘‘very privileged’’ background,<br />
more so thanmost defendants thatappear<br />
before ajudge.<br />

Judge Quentin Hix saidRath was<br />
supported by his family and wellrespected<br />
in the community, particularly<br />
in America wherehelived for sometime.<br />
It was unfortunate he had ‘‘crossed a<br />
line’’ by engaging in illegal activity and he<br />
had no previous convictions, the judge<br />
said.<br />
Judge Hix gaveRath discountsfor guilty<br />
pleas, remorse, efforts towards reparation,<br />
goodcharacter including his previous<br />
involvement with charitable organisations<br />
and lackofprevious convictions.<br />
Following the credits, Rath was<br />
sentenced to threeyears and seven<br />
months in prison.<br />
But before he was taken into custody, he<br />
embraced his wife andthen asked if he<br />
could have aglass of water.<br />
The Offending<br />
RathsailedtoNew Zealand on aluxury<br />
yacht with his familyin20<strong>16</strong>.<br />
The following year, he started awinery<br />
business in the Waipara winegrowing<br />
regionin<strong>North</strong> <strong>Canterbury</strong>.<br />
His businesses, Waipara Winds Ltd<br />
which tradedasFiddler’s Green<br />
restaurantand vineyard, and New York<br />
GrapeEscape Ltd, struggled.<br />
Rath started doctoring invoices from<br />
differentbusinesses, including builders,<br />
marketing companies and other<br />
professional serviceproviders, to file<br />
falsifiedgoodsand services tax (GST)<br />
returns<br />
Over afouryearspan, through his two<br />
companies,Rath filed 39 false GST<br />
returns.<br />
In support of them, he prepared 85<br />
forgeddocuments.<br />
He also used13forged documents<br />
purporting to be from InlandRevenuein<br />
support of an entrepreneur residency<br />
visa application to Immigration New<br />
Zealand.<br />
InlandRevenue, who brought the<br />
prosecution againstRath,said he was<br />
given just over $1.3m in refunds.<br />
Rath advised Inland Revenue that<br />
Waipara Winds Ltd was renovating and<br />
improvingthe land and property of the<br />
vineyard to begintoproduce more<br />
sustainable income through arestaurant,<br />
bed and breakfast,and new crops to<br />
augment and increasethe grape and wine<br />
production.<br />
He wasadvised the GST affairsofthe<br />
company wereunderauditonMay 6,<br />
2021. The April 2021GST returnrecorded<br />
an expenditure of $1.6m, of which<br />
$967,000relatedtoa‘‘spec house’’,<br />
‘‘subdivision costs’’, and payments for<br />
work on ‘‘B&B’’.<br />
Rath told InlandRevenueinvestigators<br />
he wouldlike to arrangeavisit so he<br />

showed it was ownedbyathird party<br />

Judge John Brandts-Giesen retires<br />

At 3pm on <strong>March</strong> 7Judge John Brandts<br />
Giesentook off his robe, placed it on the<br />
back of his chair, then walked out of<br />
courtroom two of the Invercargill District<br />
Court.<br />
This symbolic act is the last that judges<br />
make when theysit on the benchfor the<br />
final time.<br />
Although he willnot retireuntil next<br />
week, yesterdaywas the lastday Judge<br />
BrandtsGiesen presided over acourt.<br />
Judge BrandtsGiesen's law career<br />
began in 1975, when, after graduating<br />
from <strong>Canterbury</strong> University with a<br />
bachelor of law and mastersofarts, he<br />
joinedRaymond Donnelly.<br />
In 1980 he became apartner at<br />
RonaldsonWylie Averill (latterly known<br />
as Lane Neave Ronaldson) before setting<br />
up law firm BrandtsGiesen McCormick<br />
Lawyers in Rangiora in 1994.<br />
He was sworn in as adistrictcourt<br />
judge in 20<strong>16</strong>and moved to Invercargill<br />
in 2017.<br />
He officially retiredin2020 when he<br />
turned70, but during the past three years<br />
has continuedtotravelthroughout New<br />
Zealand as an acting warranted judge.<br />
Yesterday morning members of the<br />
SouthlandLaw Society gathered at a<br />
special sittinginthe Invercargill District<br />
Court for his farewell.<br />
LawyerJohn Fraser saidJudge<br />
BrandtsGiesen set ahigh standard of<br />
skill,dignity and humility in the role.<br />
‘‘Your gentlemanly and levelheaded<br />
mannerwill be missed,’’ Mr Fraser said.<br />
He thengranted the judge adischarge<br />
without conviction.<br />
‘‘We collectively sentence you to<br />
unencumbered freedom and we wish you<br />
all the very best in your retirement.’’<br />
As police prosecutor Carmen Stewart<br />
read out asummary of facts to those<br />
gathered, Judge BrandtsGiesen shed a<br />

‘‘May the Lord bless you in all of your<br />
days. Know that you helped people<br />
change their ways.’’<br />
His career sentencing thousands of<br />
defendants has not been without<br />
controversy.<br />
In 20<strong>16</strong> he dischargedaman without<br />
conviction for assaultinghis wife and<br />
daughter, saying at the time while anasty<br />
assault,ithad to be seen in context.<br />
The assault cameafter the man read<br />
love texts between his wife and his best<br />
friend.<br />
There wouldbemany peoplewho<br />
would havedone exactly what you did,<br />
even thoughitmay be against the law to<br />
do so.''<br />
On anotheroccasion in he discharged a<br />
man without conviction for videoing a<br />
woman in achanging room.<br />
``Women are probably more sensitive<br />
about that than men are, and that is<br />
something any mature male should<br />
appreciate,'' he said at the time.<br />
Both dischargeswithout conviction<br />
were overturnedafterHigh Court<br />
appeals.<br />
Judge BrandtsGiesen did make<br />
mention of the controversy in his<br />
farewell speechyesterday.<br />
He said he would not be remembered<br />
as agreat judge unfortunately for a<br />
coupleofwords not eloquently spoken,<br />
addingthat he wouldnot retract them.<br />
Crown solicitor MaryJane Thomas<br />
interrupted his speech, rejecting the<br />
comment he made about himself.<br />
‘‘I do not want you to leave this court<br />
sayingthat sir.<br />
‘‘You were one of the few judges that<br />
came downtoour place thatliked it, that<br />
fittedinand didn'ttreat it as somesort of<br />
being sent to the Himalayas or<br />
something.<br />
‘‘You are agood man and agood<br />
judge.’’<br />
In reply JudgeBrandtsGiesen said he<br />
had always had the benchmark set at<br />
what would MaryJane Thomas do?<br />
And that had probably got me into<br />
more troublethan Ishould have.<br />
He congratulatedboth prosecutors,<br />
probation and defence lawyers on<br />
workinghard for justice for both<br />
defendantsand victims.<br />
That is oftenanirreconcilable task and<br />
somehowwehave to achieve it.<br />
He did not think he had made too many<br />
enemiesand had been ajudge the media<br />
had enjoyed covering, he said.<br />
‘‘So Isay to you farewell.<br />
‘‘I now go on as an ordinary citizen and<br />
that to me, in some respects,isarelief.’’<br />

Bluegreens forum<br />
There is only one political party in New<br />
Zealand with an environmental wing:<br />
National Party’s Bluegreens.<br />
Politics is astrange game, it is far easier<br />
to pointout the obvious than to offer<br />
workable solutions,which requires doing<br />
policy homework, challenging beliefs and<br />
at the very leastconsideringother pointsof<br />
view.<br />
The Bluegreens adopted the solutionsbased<br />
approachbyinviting various nongovernmental<br />
organisations (NGOs) to<br />
speak at the BluegreensForum last week<br />
in Marlborough.<br />
This approach is unique in the New<br />
Zealand political landscape, where NGOs<br />
were given an opportunity to attend and<br />
actively participate in the proceedings.<br />
Russel Norman, Executive Director of<br />
Greenpeace, not only attendedthe Forum<br />
but pitchedapolicy that concurs with<br />
Bluegreens unique approachtopolicy<br />
discussions.<br />
Somemay see this as anegative, but I<br />
see it as apositive —after all, no political<br />
party has amonopoly on good ideas.<br />
There were many interesting,thoughtprovoking<br />
presentations,but what grabbed<br />
theheadlines was Christopher Luxons<br />
keynote address where he announced our<br />
Three Waters policy.<br />
Sometime ago, we announcedour plan<br />
to returnthe Three Waters assets to<br />
councils, and eliminate cogovernance and<br />
the four largewater entities.<br />
Sincethen, Simon Watts and our policy<br />
team have been working on areplacement<br />
policy.<br />
Simply put, we will set and enforce strict<br />
water quality standards, and require<br />
councilstoinvest in the ongoing<br />
maintenance and replacement of their<br />
vital water infrastructure while<br />
maintainingcontrol of the assetstheir<br />
ratepayers have paid for.<br />

demonstrate aclear plan to deliver<br />
ongoinginvestment in water<br />
infrastructure,and those plans will need to<br />
be approved by the Minister of Local<br />
Government.<br />
AWater Infrastructure Regulator will be<br />
established withinthe Commerce<br />
Commissiontoset and enforce standards<br />
for longtermwaterinfrastructure<br />
investment,and councils will be required<br />
to ringfence money for water<br />
infrastructure,and not spend it instead on<br />
other services.<br />
These are longlived assets, and it is<br />
therefore appropriate that councilsutilise<br />
longterm borrowing to fundwater<br />
infrastructure.<br />
Neighbouringcouncils may choose to<br />
form Regional Council Controlled<br />
Organisations:weenvisage several<br />
regionalgroups will likely emergeto<br />
deliverbetter water services; but<br />
ultimately, it is up to the councils.<br />
Financial sustainability will inevitably<br />
enable longterm investment in the<br />
infrastructure that will deliverquality<br />
drinking water,cleaner rivers,and<br />
swimmable beaches New Zealanderswant<br />
and expect.<br />
Resilient, wellmaintained, futureproofed,<br />
modern infrastructure will also<br />
enable communities to better cope with<br />
mounting pressures to accommodate<br />
housinggrowth which is currently being<br />
stymiedbyalack of infrastructure, like<br />
wastewater and stormwater services.<br />
What is importantisthat waterassets<br />
stay in localhands, and investment in<br />
water infrastructure is secured, so that<br />
New Zealanderscan be assured their<br />
water is safe and affordable.<br />
Manyhave been calling for the National<br />
Party to announceour policies, and<br />
judging by my inbox,the wait was worth it.<br />

Wouldn't it be nice to have atheatre /stadium in Amberley, that would seat around<br />
say 60 people, like the gold academy picture theatre in The Columbo which is part<br />
of the shopping arcade in Sydenham.<br />
Just anice cosy size, not too small, nor too big.<br />
Something suitable for plays, presentations, talks, lectures, etc.<br />
If it was able to show movies too then that would be the icing on the cake.<br />
However, what Amberley really requires urgently, is asecond medical centre.<br />
The present one is very good but just can't keep up with the rapidly expanding<br />
population here.<br />

New chief executive sought<br />

The Waimakariri District Council is<br />
seeking anew chief executive.<br />
The role has beenfilled by finance and<br />
business support general manager Jeff<br />
Millward, since the previouscouncil boss,<br />
Jim Harland, retired in July last year due<br />
to illhealth.<br />
MayorDan Gordonsaid there were were<br />
some key values the councilwas looking<br />
for in its nextleader.<br />
‘‘We are looking for aleaderwho is<br />
focused, diligent,strategic,has aproven<br />
trackrecord, and understands the value of<br />
community connection.’’<br />
He said Waimakariri was ahighgrowth<br />
district, which emergedfrom the<br />
<strong>Canterbury</strong> earthquakesasone of the most<br />
popular residential destinations in the<br />
<strong>Canterbury</strong> region.<br />
The council was one of only two councils<br />
nationwide with aAArating from Local<br />
Government New Zealand’s excellence<br />
programme.<br />
Standard and Poor’salso recently<br />
confirmed the council had maintainedits<br />
AA/A1+ credit rating.<br />
‘‘There are great opportunities in local<br />
government and Waimakariri District<br />
Council is aleader in the sector,’’ Mr<br />

Iconic bands combine to salute Edinburgh<br />

Two of Rangiora’s long serving iconic<br />
bands, Rangiora RSA Club Brass<br />
(Rangiora Brass Band) and the<br />
McAlpine’s <strong>North</strong> <strong>Canterbury</strong> Pipe<br />
Band are joining together to present A<br />
Salute to Edinburgh at 2pm on<br />
Saturday, April 15.<br />
The bands have played together over<br />
the years, but it will be the first time<br />
they have presented afull concert.<br />
It will be held in the Rangiora Town<br />
Hall Auditorium with the bands<br />
presenting the sounds and dance of<br />
Scotland featuring well known Scottish<br />
music and sounds of the tattoo.<br />
The bands will be led by Musical<br />
Director Dwayne Bloomfield and Pipe<br />
Major Graeme Rusbatch.<br />
Together they have put together a<br />
range of music that will not only<br />
entertain but will be very moving.<br />
Along with the brass and pipe music<br />
the concert will also feature soloists.<br />
The concert will also feature the<br />
Elizabeth Smith School of Dance with a<br />
special performance of highland<br />
dancing.<br />
Rangiora RSA Club Brass was<br />
formed in 1878 and is fast approaching<br />
its 150th anniversary.<br />
The McAlpine’s <strong>North</strong> <strong>Canterbury</strong><br />
Pipe Band was formed in 1928 and is<br />
fast approaching its 100 years<br />
anniversary.<br />
The bands will be led by Musical<br />
Director Dwayne Bloomfield, and Pipe<br />
Major Graeme Rusbatch.<br />
Rangiora is very fortunate to have<br />
two great long serving community<br />
bands.<br />
The bands are looking forward to<br />
performing this special performance.<br />

The question of aMāori ward is a<br />
complex one for Te Rūnanga o<br />
Kaikōura.<br />
Whilethere has been apush<br />
nationallyfor Māori representation on<br />
localcouncils, the issue is notstraight<br />
forward for Kaikōura’s mana whenua<br />
as its takiwā (territory) traverses three<br />
districts Marlborough, Kaikōura and<br />
Hurunui.<br />

Hariata Kahu said the legislation<br />
around Māori wards neededtochange<br />
to make it more workable for South<br />
Island mana whenua.<br />

At present the legislation stated that<br />
anyone on the Māori electoral roll<br />
couldvote in aMāori ward, which<br />
meantanyoneofMāori descent could<br />
standinaMāori ward, she said.<br />
‘‘I think the partnershiphas to occur<br />
between Ngāti Kurī (Kaikōura hapū)<br />
and the threedistrictcouncils and that<br />
will continue regardless of whether<br />
thereisaMāori ward.’’<br />
The Kaikōura District Council was<br />
more straight forward, as Ngāti Kurī<br />
was the only hapū in the district and<br />
was based in the town.<br />
But if the Māori wardwas elected<br />
fromthe Māori electoral roll then<br />
voters would only get to vote for one<br />
councillor, plus the mayor, based on<br />
population, while there would be six<br />
or seven councillors voted at largeon<br />
the general roll.<br />
‘‘Wetalked withthe Kaikōura<br />
District Council during the last<br />
representation review andwedecided<br />
apartnership is something we would<br />
prefer,’’ she said.<br />
In the Hurunui district,there were<br />
two hapū Ngāti Kurī and Ngāi<br />
Tūāhuriri.<br />
Theywere the same iwi, NgāiTahu,<br />
but did not always agree, Ms Kahu<br />
said.<br />
In contrast,inthe Marlborough<br />
district,the Ngāti Kurī takiwā covered<br />
the southern part of the district, while<br />
there wereseveral iwi as mana<br />
whenua to the north.<br />
‘‘Itisprobably more difficultfor the<br />
Marlborough District Councilthan it is<br />
for us,becauseweare very clear with<br />

E-Waste is agrowing trend<br />

screen TVs, consumer printers<br />
and home computers are growing<br />
at transfer stations as demand for<br />
Ewaste continues to grow in the<br />
<strong>North</strong> <strong>Canterbury</strong>.<br />
Waimakariri District Council<br />
solid waste asset manager Kitty<br />
Waghorn says the amount of<br />
Ewaste has been growing<br />
steadily at the Rangiora and<br />
Oxford transfer stations.<br />
‘‘From 2020 to <strong>2023</strong> we have<br />
moved on average over 11 tonnes<br />
of Ewaste each year from the<br />
Southbrook resource recovery<br />
park and Oxford transfer station.<br />
‘‘It was all packaged up on<br />
pallets and sent to Kilmarnock<br />
Enterprises in Wigram,<br />
Christchurch, to be dismantled<br />
and sent away for recycling.’’<br />
Staff at Southbrook say it has<br />
been an eye opener just how<br />
many large sized flat screen TVs<br />
have turned up this year.<br />
Bex Rossiter says many have<br />
come in from people who were<br />
upgrading to smart TVs.<br />
‘‘Some are resold back to<br />
gamers seeking amuch bigger<br />
screen to play their Xbox or<br />
PlayStation games on but many<br />
are sent into Christchurch for<br />
recycling.’’<br />
Statistics show three years ago<br />
people started offloading their<br />
DVD players and CRT television<br />
monitors as new online<br />
streaming media became<br />
popular and DVD movie stores<br />
like Blockbuster closed.<br />
At the same time homebased<br />
PCs fell out of favour due to<br />
portability of lap tops and<br />

tablets, showing up now in the<br />
low numbers due to earlier<br />
recycling. But the growing trend<br />
still appears to be Flat Screen<br />
TVs with nearly 600 disposed of<br />
during the past three years<br />
alongside almost 450 inkjet<br />
printers as the price of inks<br />
continue to rise.<br />
In the Hurunui region EWaste<br />
can also be taken to transfer<br />
stations.<br />
AHurunui District Council<br />
spokesperson says the volumes of<br />
ewaste in Hurunui are not high<br />
compared to other areas. At the<br />
Amberley Transfer Station in the<br />
last 12 months they received 79<br />
items of EWaste (computers,<br />
printers etc) and 68 televisions.<br />
The EWaste is brought back to<br />
the main transfer station in<br />
Amberley where it is dismantled<br />
and the components sorted.<br />
The parts are then sold to a<br />
merchant in Christchurch City<br />
and the income received is put<br />
back into helping to fund transfer<br />
station infrastructure.<br />
Both councils staff remind<br />
people acharge will be made for<br />
most items of electronic waste,<br />
including old CRT monitors and<br />
TV sets.<br />

Greater Christchurch<br />
Partnershipconsultation.<br />
With the population of the<br />
Greater Christchurch area<br />
expected to pass700,000by<br />
2051,and one million over<br />
the ensuing decades, an<br />
efficient and sustainable<br />
transport was essential, Mr<br />
Gordon said.<br />
‘‘An idea I’m quite<br />
attractedtoistrackless<br />
trams, which don’t needa<br />
track. Brisbane has them<br />
and they arequite common<br />
overseas.<br />
‘‘Howweconnect our<br />
districtinto the city centre<br />
is important.’’<br />
Providingmore housing<br />
choices and attracting<br />
business opportunities,<br />
particularly in the city<br />
centre and towncentreswas<br />
another factor, he said.<br />
But one question which<br />
was not on the agenda was<br />
creating a‘‘Super City’’, Mr<br />
Gordonsaid.<br />
‘‘There is aconversation<br />
with comesupabout super<br />
cities, but there is no desire<br />
within the partnership<br />
members for asuper city<br />
because we are working very<br />
well betweenus.<br />
‘‘We are at asizewhere we<br />
are sustainable, but we are<br />
all part of abiggerpicture,<br />
whichisthe Greater<br />
Christchurch area, so it is<br />
important thatwework<br />
together for our shared<br />

When there’s awill, there’s away for the Cheviot community.<br />
Efforts to bring back the Cheviot A&P Show after atwo-year Covid enforced absence were thwarted by recent heavy rain, which left the<br />
showgrounds flooded. But the Cheviot A&P Association and the wider community rallied around and put together amini show on Saturday,<br />
<strong>March</strong> 11. Displays were set up at the Cheviot Area School during the day, before participants retreated to the Cheviot Rugby Clubrooms for<br />

Summerset village on track<br />

The developers of aSummerset<br />
retirement village in Rangiora<br />
say they are happy things are<br />
slowly falling into place<br />
despite the lack of visible<br />
progress on site.<br />
After acouple of years of<br />
almost no visible progress on<br />
the Townsend Road site, a<br />
Summerset spokesperson says<br />
the project remains on track.<br />
‘‘We plan to commence<br />
earthworks in the first half of<br />
<strong>2023</strong>, with permanent<br />
infrastructure to follow<br />
pending consent approvals,’’<br />
the spokesperson says.<br />
When completed the $150<br />
million retirement village on<br />
the corner of South Belt and<br />
Townsend Road is expected to<br />
have more than 300<br />
‘‘independent living’’ style<br />
homes, including two and<br />
threebedroom villas and<br />
serviced apartments.<br />
Developers say they expect<br />
to start building the first units<br />
in 2024, nearly four years since<br />
consent was approved in<br />
October 2020 for Summerset to<br />
build there.<br />
‘‘We are starting to look<br />
forward to getting into the<br />
more active stages of<br />
development,’’ the<br />
spokesperson says.<br />
The much anticipated<br />
project is expected to generate<br />
up to 300 jobs during the<br />
construction phase, and create<br />
60 permanent positions once<br />
completed.<br />
It will also provide resthome<br />
and hospital level care, as well<br />
as stateof theart memory care<br />
apartments for those with<br />
dementia.<br />

Focus on drainage, stockwater rates<br />

The Waimakariri District<br />
Council has formed aworking<br />
partytoinvestigate rating options<br />
for its rural drainage and<br />
stockwater race schemes, as it<br />
looksaheadtonext year’s 2024/34<br />
Long Term Plan (LTP) process.<br />
Council staff have identified<br />
threeoptions, including the<br />
existing targetedrates system, a<br />
modified targetedrate<br />
supplemented by adistrictwide<br />
rate or combining the rural<br />
drainage schemes intoone<br />
universal rate supplementedbya<br />
districtwide rate.<br />
MayorDan Gordonsaid it was<br />
important to get the right balance<br />
when it cametothe district’s<br />
drainage.<br />
‘‘We looked at thislast term,<br />
but it wasn’t the right time to<br />
bringitforward, but now it is.<br />
Everyone benefitswhen the<br />
drainage system is working well,<br />
but downstream people can see<br />
the consequences when it is not<br />
working.’’<br />
Cr Paul Williams said it was<br />
‘‘oneofthe most important<br />
decisions aroundthe council<br />
table’’.<br />
‘‘We needtoget our act<br />
together and manage our<br />
drainage systemsand work out<br />
how to fund it in away that<br />

Construction of Liz and Rob’s new home will start at the beginning of<br />
April. “It has been such afun process and wecan’t wait to get into the<br />
next stage,” Liz says.<br />
The 112sqm three-bedroom home has been designed to maximise<br />
afeeling of spaciousness, with high ceilings, open plan living, and a<br />
stunning glass roof over the kitchen. The property’s well-established<br />
gardens and trees have also been embraced with design that brings<br />
the outdoors inside. “There are floor-to-ceiling windows, sliding doors,<br />
and six-metre high cathedral ceilings,” Liz says. On the outside, the<br />
Lunawood panelling will be painted in astriking black.<br />
Another very important inclusion has been sustainable materials<br />
such as bamboo flooring, thermally broken double glazing, and <strong>16</strong><br />
solar panels. “It will be an energy-efficient home with beautiful design<br />
that makes the most of the space, and it will be really warm and well<br />
insulated,” Liz says.<br />
“The whole process has been adream. Ilove that Build7 use good<br />
project management systems that make everything really transparent<br />
and sophisticated, and you really feel like part ofthe family,” she says.<br />
“Now, if anyone even hints that they are considering building, Isay,<br />

Nth <strong>Canterbury</strong> house prices amixed bag<br />

In contrast to the main centres where<br />
home owners are feelingthe pinch from<br />
the property market downturn, owners<br />
in some smaller South Island centres<br />
have abit more to celebrate.<br />
CoreLogic NZ, in their latest update,<br />
shows Waimakaririand Hurunui<br />
scoredamixed bag of rises and fallsin<br />
medianhouse pricerangedata.<br />
CoreLogic NZ chief property<br />
economist KelvinDavidson says the<br />
rural areas of the South Island contain<br />
many of the bright spots. ‘‘Incomes tend<br />
to be lower in regional areas than in the<br />
main centres. But so too are house<br />
prices, and lower entry pointsinthese<br />
markets may be supporting greater<br />
resilience in values.’’<br />
While Christchurch has held up<br />
better thanother main centreswith<br />
nine suburbs either flatorstill rising in<br />
value over the past year, some <strong>North</strong><br />
<strong>Canterbury</strong> home owners can pin over<br />
$50,000 to theirpropertyvalues,but<br />
others saw adrop of $8000to$32,000.<br />
The biggest increase recorded was in<br />
Kaikourawhereamedian house price<br />
has risen by 9.3 percent to $638,050 for<br />
an increaseof$54,150 in valueover the<br />
past year.<br />
Median house pricesinHanmer<br />
Springs rose by 7% to $810,800, closely<br />
followedbyWaikuku Beach at 5%<br />
($693,000).<br />
Amberleyrose by 3.7% ($677,800)and<br />
neighbouring Leithfield roseslightly<br />
higher at 4.4% ($596.599).<br />
At the other end of the scale the<br />
biggest fallwas in Kaiapoi where<br />
median house prices fell 4.5% to<br />
$650,300.Pegasus fell by 3.8% ($812,850)<br />
and Rangiora by 3.7% ($696,000).<br />
Woodend dropped 2.2% ($689,850)<br />
and so did Woodend Beach 2.5% to<br />
$821,050.<br />
Asubtle rise at Swannanoa by 0.7% to<br />
$1,290,950 and Oxfordalso recorded a<br />
smallrise by 1.7%to$654,450.<br />
Mr Davidson says the property<br />
market still has significant challenges,<br />
including high mortgageratesfor new<br />
borrowers and expensiverepricingfor<br />
existing borrowers.<br />
‘‘Butmany areashave alreadyfallen<br />
significantly, and therefore couldbe<br />
poised to bottomout first as underlying<br />
drivers settle down,’’ says Mr Davidson.<br />
‘‘Overall, even if sales activity and<br />
property values bottomout this year as<br />
is expected, the property marketmay<br />
well remainsubduedinto 2024.’’<br />

Chlorine exemption for Cust water continues<br />

Cust’s water supply is expected to<br />
remain chlorinated for some time.<br />
In preparing aresponse to Taumata<br />
Arowai’s draft residual disinfection<br />
exemption application report, the<br />
Waimakariri District Council accepts it<br />
may not make any difference.<br />
The council applied for chlorination<br />
exemptions last year for its six urban<br />
drinking water supplies.<br />
Taumata Arowai releasing its draft<br />
report in December, recommending the<br />
chlorine exemption in the Cust water<br />
supply be declined.<br />
‘‘We don’t expect this will change the<br />
decision, but we think this information<br />
should be made available to them,’’ the<br />
council’s water asset manager, Colin<br />
Roxburgh said.<br />
He said council staff had been<br />
working constructively with Taumata<br />
Arowai to find away forward.<br />
The council has been chlorinating the<br />
Cust water supply since 2020 as a<br />
precaution after upgrading water tanks.<br />
In its draft report, Taumata Arowai<br />
identified 15 factors which led to its<br />
recommendation to decline the<br />
exemption.<br />
Those factors included issues with the<br />
water source and the council’s<br />
monitoring and modelling were<br />
‘‘insufficient’’.<br />
Mr Roxburgh acknowledged the<br />
council had not provide information on<br />
its understanding of the viruses in the<br />
water supply or how it would treat them.<br />
Taumata Arowai had concluded the<br />
ultra violet (UV) treatment proposed<br />
was ‘‘not afull treatment barrier for<br />
viruses’’.<br />
But the council has highlighted<br />
evidence which it believed suggested<br />
UV treatment could be appropriate in<br />
certain circumstances.<br />
Mayor Dan Gordon said he was<br />
disappointed not to be able to offer<br />
better news for Cust residents.<br />
But said staff would continue to work<br />
on finding solutions to keep<br />
Waimakariri’s drinking water supplies<br />
chlorine free.<br />
‘‘We know our ratepayers do not want<br />
chlorinated water supplies and in our<br />
response we have again reinforced our<br />
commitment to work with Taumata<br />
Arowai to try to prevent that from<br />
happening.’’<br />
Waimakariri MP Matt Doocey said he<br />
was disappointed the council had not<br />
found away to meet Taumata Arowai’s<br />
requirements to remove chlorine from<br />
Cust’s water supply.<br />
‘‘It is clear Taumata Arowai has given<br />
apathway forward and now it is up to<br />
Waimakariri to consult with its<br />
ratepayers on aplan to meet those<br />
requirements.’’<br />
The council also has chlorine<br />
exemption applications for its other<br />
urban water supplies in Kaiapoi,<br />
Woodend /Pegasus, Rangiora, Waikuku<br />
and Oxford.<br />

Therewere 26 tired volunteer<br />
firefighters down on the edge of the<br />
WaimakaririRiver justover aweek<br />
ago, whenthe call went out to bring<br />
some food in to keepthe energy<br />
levels stoked.<br />
It was alongduration callout, and<br />
its usual in such circumstances, to<br />
orderupsupplies to keepthe troops<br />
going, says Cust fire chief Peter<br />
Clements.<br />
It’s what happened next that came<br />
as apleasant surprise.<br />
There was astolen car in the<br />
riverbed that had been torched and<br />
the fire spreadtothe dense<br />
surrounding scrub,hesays.<br />
The Cust,Rangiora,Swannanoa,<br />
West Meltonand Pines Beach<br />
brigades turnedout.<br />
It was abig jobcontainingthe<br />
blaze,before work began on damping<br />
it down.<br />
Auniformed volunteersupport<br />
officer was asked to stop in at Subway<br />
Rangiora to pick up around 20 filled<br />
rolls,adozenbottles of drink, and a<br />
load of cookies.<br />
It was all to be paid for by Fireand<br />
EmergencyNew Zealand.<br />
‘‘As Iunderstand it, it took awhile<br />
to get suchabig order together, and<br />
when our supportofficer went to pay<br />
for it, he got atap on the shoulder,’’<br />
says Peter.<br />
‘‘Thisguy we havenoidea who he<br />
was, just walked up behind him and<br />
told him volunteer firefightersdoa<br />
fabulous job in our country.<br />
He said:‘I’m getting this, and<br />
picked up the wholebill’. ‘‘We get a<br />
lot of communitysupport, but this<br />
was so unexpected.’’<br />

out to Subway and to their unknown<br />
Good Samaritan in the hope he might<br />
see it, and know how much that<br />
gesturemeant to abusy and hungry<br />
team of volunteers.<br />

collaboration to get on top of weed control<br />
in the area.<br />

the weed Spanishheath around the St<br />
James ConservationEstateatHanmer<br />
Springs and into the Clarence WaiauToa<br />
catchment, north of Kaikōura.<br />
Speaking at arecent Kaikōura Zone<br />
Committee, he saidhewas keen to engage<br />
with the DepartmentofConservation (DOC)<br />
<strong>North</strong> <strong>Canterbury</strong> teamtowork in the St<br />
James Estate.<br />
He willalso contact the Hurunui District<br />
Council andplanned to connect with the<br />
Hurunui BiodiversityTrust.<br />
‘‘It looks to be twice as badashas been<br />
mappedand it can be quitehorrific, as if<br />
it’s left it will growtaller thanpretty much<br />
everything else.’’<br />
Spanish heath was abrittle and erect<br />
woody perennial shrubwhich could grow to<br />
two metres in height.<br />
Cr Grant Edge said there needed to be a<br />
conversation between ECan,DOC and<br />
Land Information New Zealand (LINZ) to<br />
address those issues. He said he would<br />
raise it with ECan’sbiosecurity team to see<br />
what couldbedone.<br />
There had been goodcollaboration in the<br />
Clarence WaiauToa catchment between<br />
ECan, DOC, LINZ, Te RūnangaoKaikōura,<br />
the Clarence community and the<br />
Marlborough DistrictCouncil.<br />
But Mr Melville saidefforts to get on top<br />
of weeds in the Clarence WaiauToa<br />
catchmenthad provedtobeachallenge<br />
this summer.<br />
The weeds included old man’s beard,<br />
lupinsand woodyweeds such as gorse and<br />
broom.<br />
‘‘The unsettled, wet weather has thrown<br />
areal spanner in the works and anumber<br />
of landownershave beenincontact.’’<br />
Some of this work was outsidethe zone<br />
committee’s brief,but would be worth the<br />

WaiauToa catchment in partnership with<br />
LINZ, BoffaMiskell andlandowners, had<br />
been successful.Around40predators had<br />
been captured in the trapsover the<br />
summer.<br />
Atrail of dead birds werefound in the<br />
surrounding area,aswell as on the road,<br />
which showed the importanceofthe<br />
trapping.<br />
Arecent count found 450 chicks plus<br />
adult birds at one location, but afollow up<br />
count foundonly 230 birdsincluding<br />
around 150 juveniles.<br />
‘‘It means thatofthe 450 chicks, it could<br />
be anywhere between 150 and 350 actually<br />
fledge,’’ he said.<br />

gull, tara/whitefronted tern, tōrea /<br />
oystercatchers, taranui /caspian tern,<br />
tūturiwhatu /bandeddotterel and poaka/<br />
pied stilt.Traps were constructed by the<br />
Kaikōura Men’s Shedtotargetsouthern<br />
blackbacked gulls,rats, hedgehogs,stoats,<br />
weasels, ferrets and feralcats.<br />

volunteers had worked hard to keep<br />
the event focused for farmers and<br />

This time, Mr Dorman hopesfor even<br />

agricultural innovations, equipment,<br />

agreement as to the high<br />
standard of breedingthat<br />
went into the champion<br />
sheep of the show.<br />
The honour went to asixyearold<br />
Corriedaleewe bred<br />
at James Hoban’s property<br />
Glenafric.<br />
Judge Lex Peddiesays it<br />
was atoughclass to judgeas<br />
there were amany<br />
outstanding animals on show.<br />
‘‘It camedown to this ewe<br />
which showed the finerside<br />
of the Corriedale breedasit<br />
was agood indication of the<br />
futureofthis dual purpose<br />
breed in <strong>North</strong> <strong>Canterbury</strong>.’’<br />

770ha coastal sheepand beef<br />
farm near Waipara, and says<br />
they are good meat sheep<br />
while the Corriedales are<br />
good for both wool and meat.<br />

Food rescuers satisfying agrowing need<br />
It’shard to picture whatfive tonnes of<br />
foodlooks like, but that’s the amount<br />
being diverted awayfrom landfill and<br />
distributed by Satisfy FoodRescue<br />
every week around the <strong>North</strong><br />
<strong>Canterbury</strong> region.<br />
Being afoodrescue organisation,<br />
Satisfy collects, then distributesto<br />
almost 40 different communitygroups,<br />
foodbanks and schools throughout the<br />
<strong>North</strong> <strong>Canterbury</strong> district.<br />
The backbone of the food rescue<br />
operationismade up of avast team of<br />
dedicatedvolunteers.<br />
The operations siteinKaiapoiisa<br />
hiveofactivity with several van loads<br />
of deliveries coming in, and out each<br />
day,that collect from local<br />
supermarkets. Produce grownbylocal<br />
groups and businesses is also<br />
collected.<br />

saysshe has seen aclear shift in<br />
demand, as well as thosewho are<br />
needingtomake use of the service.<br />
‘‘Nowadays we hear fromthe food<br />
banks and community organisations we<br />
supportthat thereisanincreasing<br />
number of working families, people<br />
thatwouldnot havebeen struggling<br />
thismuch previously.<br />
‘‘The cost of everything is goingup,<br />
and evenwith both parentsatwork, it<br />
is difficult to hearthat families are still<br />
finding it hard to put food on the table.’’<br />
As the demandhas grown over the<br />
years, the teamhas expanded to keep<br />
up, and now includestwo food<br />
collection specialists, two coordinators<br />
and more recently a<br />
communicationsand funding<br />
specialist.<br />
Ms Van Meer says futureplansfor the<br />
operationincluded becoming part of a<br />
proposed communityhub,tobebuilton<br />
regeneration land, where othersmall<br />
Food waste ... Over five tonnes of good food would normally be thrown away each week in <strong>North</strong> <strong>Canterbury</strong> and it is now diverted<br />

facilityfor Satisfy and the<br />
Kaiapoi Menzshed, acommunity<br />
centre and green space.<br />
Ms Van Meer says since the 2010and<br />
2011earthquakes devastated parts of<br />
Kaiapoi, therehad not been an<br />
adequate communitycentre for awide<br />
variety of locals and groupstoutilise.<br />
‘‘Itwould createareally welcoming<br />
place for people to come and learn<br />
new skills or sharetheir knowledge,<br />
and we thinkitwill be avaluable asset<br />
for Kaiapoi,’’she says.<br />
The Kaiapoi Community Hub Trust<br />
has been established to develop<br />
fundingavenues for the proposal andis<br />
consulting withthe community on the<br />
communitycentre and greenspace for<br />

Waimakariri District Council seeks new<br />
Chief Executive<br />
Waimakariri District Council has started the hunt<br />
for anew Chief Executive.<br />
The role has been vacant since the retirement of<br />
previous Chief Executive Jim Harland in 2022 due<br />
to ill health. The General Manager of Finance and<br />
Business Support, Jeff Millward, has been Acting<br />
Chief Executive since.<br />
Mayor Dan Gordon says, “We are looking for a<br />
leader who is focused, diligent, strategic, has a<br />
proven track record, and understands the value of<br />
community connection”.<br />
Waimakariri is ahigh-growth district, which<br />
emerged from the <strong>Canterbury</strong> earthquakes as one<br />
of the most popular residential destinations in the<br />
<strong>Canterbury</strong> region. Significant growth has occurred<br />
since and is forecast to continue.<br />
The Council was awarded asecond AA rating from<br />
the Local Government Excellence Programme<br />
independent reviewers CouncilMARK –itisone of<br />
two Councils out of 33 nationwide to achieve this<br />
honour. Standard and Poor’s recently confirmed the<br />
Council would maintain its AA/A-1+ credit rating.<br />
“There are great opportunities in local government<br />
and Waimakariri District Council is aleader in<br />
the sector. We are looking to continue building<br />
afantastic place to live inpartnership with our<br />
community and are seeking aleader who can help<br />
deliver on this vision.”<br />
“The Council has already appointed apanel of<br />
Councillors who have been working through<br />
the process. As part of this we have selected<br />
recruitment agency Sheffield South Island to<br />
help with the process.”<br />
Advertising for the role commences today,<br />
Monday 13 <strong>March</strong> and closes Sunday 2April.<br />
Following this, shortlisted candidates will be<br />
interviewed with the successful candidate<br />
hopefully appointed by mid-May.<br />

Roading Updates<br />
There are anumber of roadworks going on around<br />
the District. Please take care in these areas, follow<br />
directions and we thank you for your patience<br />
during this busy season.<br />
Contractors started resealing between 23 and<br />
91 Revells Road on Monday 13 <strong>March</strong>. This a<br />
continuation of repairs carried out in late 2022<br />
and should take 4–6 weeks to complete, depending<br />
on the weather. Revells Road will be closed and<br />
northbound traffic will detour via SH1 at Pa Road<br />
with southbound traffic detouring via Bramleys<br />
Road. Residents access will be maintained.<br />
On Monday 13 <strong>March</strong> contractors started work<br />
replacing the culvert under White Street, next to<br />
Dudley Park. The new culvert will be able to pass<br />
larger stormwater flows and is part of upgrades<br />
under the stormwater management strategy.<br />
White Street will be closed between Wiltshire Court<br />
andGeddis Street forpartofthe upgrade. Residents<br />
access will be maintained. The work should be<br />
completed by 28 April.<br />
Work on the Butchers Road bridge is continuing.<br />
The road closure will remain in place, with<br />
expected completion by the end of <strong>March</strong>.<br />
Pedestrian and cyclist access will be restricted<br />
during construction.<br />
Work is continuing on theconstruction of aright-turn<br />
bay from Skewbridge Road into Mulcocks Road.<br />
Stop/go will be required at various stages of the<br />
project and will be done between the hours of<br />
8am and 3pm.<br />
