On March 9 the Bishop Ready Silver
Knights boys basketball team took on
Zanesville Maysville for the regional
semi-final game at the Convocation
Center in Athens. Ready extended their
record to 27-0 with a 61-38 win. Their
record was 28-0 after the following game
with a win of 48-33 over Lancaster
Fairfield Union. Bishop Ready was
defeated for the first time this season in
the OHSAA state semi-final game on
March 17 against Akron Buchtel with a
final score of 60-50. The game was
The Columbus City Schools board of
education removed a ballot initiative last
year that would have asked voters to
approve a bond issue and a permanent
improvement levy in order to find a new
elementary, middle, and high school build
project in collaboration with the state.
Among the new schools that were slated to
be built in one of the first phases of the
project was Eakin Elementary.
The initial facilities master plan called
for the demolition of the former middle
school building located adjacent from the
elementary school site; the construction of
the new elementary school on those
parcels; and the former Eakin Elementary
building to be used as a location for swingspace
as the district continued with its new
build project.
EAKIN ELEMENTARY
Continued from page 1
According to district officials, there were no longterm
plans put in place for the site beyond the temporary
housing of students.
The lack of long-term planning for the 6.5 acre property
concerned area residents and members of the local
area commission who worried that it could become
“another vacant eyesore” within the community.
Believing that there could be better uses for the
property, the Greater Hilltop Area Commission asked
city and school officials to meet with its human services
and education committee to discuss how the space
could be better utilized to serve the entire community.
The first in what could be a continued series of conversations
over the potential uses of the Eakin
Elementary site took place on March 15.
During the meeting, commissioner James White
shared with city and school officials some of the ideas
the advisory board and the local residents have envisioned
for the property should voters approve a new
school build project in the immediate future.
According to White, they would like to see the building
reconfigured in such a way that multiple services
could be operated out of the one location. For instance,
he mentioned they would like to see recreation space
be made available for children and adults while another
area of the building could be used to house educational
or safety services such as another library branch
or a police substation.
“There is a real opportunity here to serve our most
vulnerable community and we can do that by getting
some of these services right here in our own backyard,”
he said.
In attendance were representatives with the city’s
department of public safety and the Columbus
Metropolitan Library. Dan Giangardella, the deputy
director of the department of public safety, said it
might be difficult to build and operate a police substation
within that location as it costs millions of dollars
to do so, but added they “never say no to solutions and
new ideas.”
Donna Zuiderweg, the chief community engagement
officer for CML, said there are no immediate
plans in the short-term or even the long-term to build
a new library in the Hilltop. She added that they would
be interested in providing more community programming
in order to better serve the 17,000 children and
adults who live near the school site.
“The idea of another library location is probably a
little further out of reach, but I think there still could
be a lot of opportunities here,” said Zuiderweg.
Ultimately, the final decision on what could be
located within the Eakin Elementary School building
or housed on the property lies with the local school district
who owns the building and the land. White said
while the commission and the committee did not want
to “overstep” with the school district in regard to their
own ideas for the potential uses for the property, they
Hilltop Legal Clinic
The Legal Aid Society of Columbus will host a
Hilltop Legal Clinic every Monday from 4 to 6 p.m. at
the Columbus Metropolitan Library Hilltop Branch,
511 S. Hague Ave. in Columbus. A legal aid attorney
will be available to answer questions regarding landlord
and tenant issues, public benefits, consumer debt,
and family law. To receive free advice, you must have
a gross household income below 200 percent of the
Federal Poverty Level. For more information, call
Legal Aid at 614-241-2001.
also felt that they needed to add their voice in future
discussions for the site at 4774 Eakin Road.
“It’s just one of those things where we’re trying to
get in front of it now and not have it done to us or take
that risk of ‘We didn’t say anything quick enough,’” he
said. “We just really do not want to be left behind (in
the discussion on potential future uses of the property).”
School officials said they understood the rationale
and thanked the commission for reaching out to
request the meeting in the first place.
“Thank you for being proactive as a community and
really thinking through what it is your neighborhood
needs,” said Jennifer Adair, president of the CCS
board of education. “I think the board and the district
share the same spirit in the way we are evaluating all
of our properties and we really believe that we have
the opportunity to work with our sister governments to
try to provide space, facilities, and places of community
where these kinds of shared service models can
occur on our property.”
She said that while it could be possible for the district
to open up the space to the recreation and parks
department or other city and county entities, there can
be no cementation of plans until a bond issue and permanent
operating levy is placed on the ballot and
approved by voters.
“In order for any of these plans to happen,
Columbus City Schools needs to be able to do something
with this property,” said Adair. “And we cannot
move on anything until we decide to put something on
the ballot. That is our goal. We want to do that.”
She reiterated that in the aftermath of a ballot initiative
being approved by the voters, the site would be
used as swing-space for other schools nearby. She said
although they may be limited in what they can offer
afterward due to state law, they will continue to keep
open the line of communication with the commission,
the city and the county, potential business partners,
and the greater Hilltop community.
“We know that these spaces are great for academics
and community and it just makes sense (for it to be utilized
to benefit the entire community when it no longer
operates as a school),” she said. “We want to be able to
bring other aspects to the area because we want to be
a great partner.”
She said that in her opinion, the location would be
perfect for an educational or recreational facility that
also houses a community health clinic.
She added that the district is not interested in selling
the property.
“We are not going to divest ourselves of a lot of our
property,” she said. “But we want to be better community
asset holders and create spaces that support the
whole child because we know that when they are supported
in the community they do better in the classroom.”

South-Western to reduce pay-to-participate fees
By Dedra Cordle
Staff Writer
South-Western City School officials
have agreed to make additional modifications
to the pay-to-participate fee schedule
for the 2023-2024 school year.
At its meeting on March 13, the board of
education approved a motion that called for
the current pay-to-participate fee schedule
to be reduced by 25 percent.
Although some members of the board
said that while they would have liked to
have seen the participation fees for athletics
and other extracurricular activities
eliminated outright, they called this unanimous
decision “a compromise” on a promise
the board made to the community more
than a decade ago.
“I would like to get rid of them all the
way,” said board member Chris Boso, “but
I think as a board we came together to talk
about this issue and came to the solution
that it should be cut in half.”
The pay-to-participate fees were established
in 2009 when the board approved a
ballot initiative for a 7.4-mill continuous
operating levy. As an assurance to use tax
dollars wisely, the board said a pay-to-participate
fee schedule would be created to
offset some of the operational costs
incurred through athletic and extracurricular
programs.
Initially, the pay-to-participate fee
schedule was set as followed: families with
children who participated in middle school
and high school athletics would pay $75
and $150 per sport, per student, respectively,
and families whose children participated
in the high school marching band and
clubs would pay $100 per year and $10 per
club, respectively. The family pay-to-participate
cap was set at $500.
During the 2020-2021 school year, those
fees were reduced by 50 percent due to lost
competitive opportunities caused by the
introduction of the novel coronavirus and
the financial impact that was felt by most
families due to the introduction of the coronavirus.
As most families are still feeling the
financial impact caused by the pandemic,
the board has agreed to keep the 50 percent
pay-to-participate fee reduction in place
three times. Their decision to further
reduce those prices means the board will
have reduced the pay-to-participate fees by
75 percent since the start of the pandemic.
Under the newly modified pay-to-participate
fee schedule, families with children
who participate in athletics at the middle
school and high school level will pay $18.75
and $37.50 per sport, per student, respectively,
and families whose children participate
in the high school marching band and
clubs would pay $25 per year and $2.50 per
club, respectively. The family pay-to-participate
cap is set at $125.
Board member Cathy Johnson said that
families who are struggling to pay the fees
can seek scholarships from Success Beyond
the Classroom for additional financial
assistance. Families are encouraged to contact
their schools for more information on
scholarship opportunities.
The board of education also agreed to
keep in place the student fee schedule for
the 2023-2024 school year. These fees were
also reduced at the start of the pandemic.
Under the reduced student fee schedule,
the instructional fee will be set at $10
rather than the typical $20. Other fee
reductions for courses include the arts, the
sciences, and several career technical elective
programs. Art courses offering one
credit lab courses will be $17.50 plus the
cost of personal items and projects; halfcredit
courses are set at $10 plus the cost of
personal items and projects; and science
fees are set at $5. Students who are taking
family and consumer science courses, such
as principles of food , culinary fundamentals,
global foods, textiles and interior
design, and textiles and construction and
maintenance will be charged $10.
Students who are seeking courses or
actively enrolled in the career-technical
program will be sent literature listing lab
fees and uniform expenses.
High school students looking to reserve
a space in their school’s parking lot will be
assessed a fee of $25. That fee will be
waived, however, if a parking pass was
purchased at Columbus State Community
College for on-campus courses. Students
must show proof of the existence of their
current pass in order to have the parking
fee waived.
On Tuesdays, the Westland Area Library welcomes dozens of children for their
popular program, Music and Movement Storytime. For close to 45 minutes, the
youth services librarian leads the pre-school aged children through a song and
dance routine and then reads a number of interactive books to spark their curiosity
while burning off some extra energy. Occasionally, the activity-filled program
will welcome a few special guests that slither and hop and make other kinds of
noises that are sometimes heard at the event even without featured stars in place.
At the March 14 Music and Movement Storytime, the children and library staff welcomed
a 5-year-old black Labrador Retriever named Mia and a 7-year-old
Newfoundland named Theo to their festivities. In addition to encouraging the
youngsters to read books – especially the reading material about them! – they also
lapped up the affection and attention everyone lavished upon them during their
first foray at the event. Here, westside resident Jade Miller snuggles up with Theo
after the program. Theo’s humans, Denise and Roger Mengerink from Galloway,
said he would soon be re-energized after he gobbled down a few chicken nuggets
that were waiting for him.
Messenger photo by Sarah Slayman
Ester Flores, founder of 1DivineLine2Health, poses with AJ Vanderelli, owner of the Vanderelli Room, in front of their donation based
Art Gallery to raise funds for anti-trafficking efforts.
Raising funds for victims of human trafficking
By Sarah Slayman
Staff Writer
Esther Flores began
1DivineLine2Health in 2021 with the hope
of providing safe spaces for victims of
human trafficking to heal, particularly in
the Hilltop. It is a registered non-profit
that provides two safe homes and one dropin
center that is the only site open in
Columbus at night. This accessibility
draws a lot of traffic, and Flores provides
holistic care.
Flores is quick to remember that these
people are someone’s child and defines this
demographic not as prostitutes, but as
“destitute people who lack love.”
Flores herself grew up in a traumatizing
environment in the Bronx and witnessed
drug abuse, prostitution, and domestic violence.
Because of this, she now has the
desire to let the power of love help heal victims
of human trafficking who are exposed
to the same things. She sees their craving
for a purpose-driven life and brings attention
to the need for compassionate people
who can help redirect them.
This March, Flores has partnered with
AJ Vanderelli, owner of a long-standing
South Central Spring Cleanup
The 21st annual South Central Hilltop
Block Watch Spring Cleanup will be held
from 11 a.m. to 1 p.m. May 6. Participants
community events
gallery and event space, the Vanderelli
Room, to host an art gallery fundraiser for
the organization. Together they’ve curated
a gallery featuring 94 donated pieces to
help raise funds for 1DivineLine2Health.
According to the US Department of
Justice, human trafficking is “the recruitment,
harboring, transportation, provision,
or obtaining of a person for labor or services,
through the use of force, fraud, or coercion
for the purpose of subjection to involuntary
servitude, peonage, debt bondage,
or slavery.” At any age a person can be
exploited in different forms by being forced
into prostitution while being drugged in
the process.
Ohio nationally ranks fourth for human
trafficking and second for opiate overdoses,
and the Hilltop exemplifies both of these
issues.
“The new ‘pimp’ is the dope man,” said
Flores. “When you don’t have a place to
heal, you are hopeless and stuck in a dead
cycle.”
The non-profit 1DivineLine2Health
believes that you need a safe place to call
home in order to heal, and tends to these
women’s trauma with a holistic approach.
They provide tangible needs such as clothing,
hygiene products, medical supplies,
Narcan, and food, but also meet them emotionally.
Flores sees the power in simply giving
them a safe space to belong and heal. They
develop friendships and participate in simple
healing activities such as art therapy,
cooking, exercise, etc. Flores sees how
these things all emit a sustainable and
healthy dopamine response, which is what
these women are seeking after all.
“As dirty and dark as this is, we’ve got
some hope,” said Flores.
The team has witnessed countless stories
of grateful women who are now sober
and out of their destructive environments.
One single mom was struggling with addiction
and trying to make ends meet. Flores’
team equipped her with the support and
resources she needed to obtain sorority and
build to what is now a profitable jewelry
making business. A common effect of
humanizing these people is sobriety and a
healthier life built elsewhere.
Vanderelli said that, “You watch the
light return to their eyes.”
House District Companies
Eye Expansion;
Funds Approved for
Westland Shopping Center
Demolition
Three Grove City companies here in our Ohio
House District are emerging as worldwide leaders
in their respective industries. Collectively raising
over $500 million in venture financing, the
combined companies intend to add well over
1000 jobs to our community over the next couple
years.
Forge Biologics, started in 2020, is establishing itself
as the leader in gene therapy development.
It manufactures therapeutics and pharmaceuticals
to treat rare diseases and conditions. It currently
is installing equipment that will allow it to
manufacture at a capacity unmatched anywhere
in the word. It will triple its employment levels
over the next three years.
Tosoh Ohio, a division of the Japanese parent
company Tosoh, manufacturers the specialty
metals wafers that comprise the computer chips
made by Intel and Samsung. Its manufacturing
process includes precision machining and superpure
common and rare metals like aluminum
(common) and titanium and scandium (both
relatively rare). Because of the success of the
current enterprise and the anticipated Intel facility
in Licking County, the parent company recently
committed the resources to triple its
manufacturing capacity. Local management
already is hiring machinists capable of training to
work with state-of-the-art equipment.
American Nitrile has just opened four additional
lines to manufacture PPE gloves for medical,
research, and industrial applications. Soon it will
open six more lines to bring its capacity to
approximately 3.5 billion gloves annually. With
its modern equipment and cutting-edge
processes, the company is bringing back highpaying
manufacturing jobs to the US—and, most
importantly, here to our community.
All three companies are characterized by forward-thinking,
action-oriented senior managers
who work to create growth opportunities for
their businesses as well as their associates.
The Ohio Department of Development (ODD) has
approved the allocation of $7.2 million for the
demolition of the Westland Shopping Center site.
ODD is assisting communities throughout the
state to prepare sites for future business development.
The 77-acre Westland site is considered
an ideal location for commercial and/or manufacturing
development because of its proximity to
I-270, city utility infrastructure, mass transit lines,
and residential areas with a ready and able workforce.
A fence already has begun to be erected
around the perimeter of the former shopping
center buildings.
Active Lifestyles
A bi-monthly feature celebrating the
wisdom, experience and contributions of our community’s senior citizens
Outdoor activities that are perfect for seniors
According to researchers with the U.S.
Department of Agriculture’s Forest
Service, human beings benefit both physically
and psychologically from spending
time in nature. Such experiences can
reduce stress and help lower heart rates,
potentially decreasing individuals’ risk for
cardiovascular disease. In addition, the
Forest Service notes that spending time
outside in green spaces has been linked to
a lower risk of depression.
Seniors who are retired or even aging
empty nesters who are still in the workforce
can make great use of their free time
by venturing into the great outdoors. The
following are a handful of senior-friendly
outdoor activities that provide a great reason
to get off the couch and take in all that
Mother Nature has to offer.
• Hiking: Hiking provides a great workout
and an ideal opportunity to spend time
in an idyllic setting. The U.S. National
Park Service notes that hiking helps individuals
build stronger muscles and bones,
improves their sense of balance, has a positive
effect on heart health, and can
decrease the risk of certain respiratory
problems. Hiking is an especially attractive
outdoor activity for seniors, as many parks
feature trails with varying degrees of difficulty,
ensuring there’s a trail for seniors
whether they’re seasoned or novice hikers.
• Water aerobics: The Centers for
Disease Control and Prevention notes that
water-based exercises can be especially
helpful individuals with chronic diseases, a
category many seniors fall into. The CDC
notes that one study published in the journal
Arthritis & Rheumatology found that
improves the use of joints affected by
arthritis without worsening symptoms.
The U.S. Department of Health and
Human Services also notes that swimming
can lead to improved health for people with
diabetes and heart disease. Seniors can
reap these benefits by going for a dip in
their own backyard pools or a local body of
water, such as a lake or ocean. Many swim
clubs also offer discounted memberships to
seniors, making these another great and
affordable way to reap the benefits of swimming.
• Fishing: Of course not all outdoor
activities need to make seniors huff and
puff. Fishing provides a great reason to get
outdoors, and many individuals devoted to
fishing report feeling less stressed after a
day spent casting for their favorite fish.
• Volunteering: Local environmental
groups often sponsor cleanups at parks and
waterfront attractions like beaches and
lakes. Volunteering with such organizations
is a great way to get outside and give
back, and working with like-minded individuals
can be a great way for seniors to
meet new people.
Pre-planning your final wishes:
A healing gift to your family
Losing a loved one is a crushing experience. It
knocks the wind out of you so much it’s hard to
think. It’s ironic that when we are grief stricken
and overwhelmed, we must make some of the
most difficult decisions like how to honor our
loved one, one final time.
Writing an obituary, planning a service, and
choosing a monument can seem unwieldy in those
moments. What if you never discussed those
things? What if you are not sure what they’d like,
or your family members disagree? What if the
costs are not within your budget? These challenges
could be eliminated by preplanning.
According to the National Funeral Directors
Association, the median cost of a traditional
funeral today is $7,640, before cemetery and
headstone costs. Inclusive of them, it can be a
$10,000 investment or more.
Hello, I’m here to help you Navigate the world
of Medicare.
Let me sit down with you and compare your
plan with Humana’s plans and see what is best for
you. Let’s make sure you are getting everything
that is out there for you to get. Lots of new things
for 2023 across the world of Medicare Advantage,
I am here to help you with this.
There is no obligation for me to come out and
Making final plans is a wonderful gift to a
family. It not only protects loved ones from
unplanned expenses, it takes the guesswork and
stress out of making important decisions during
an emotional time. Today, it is possible to plan,
design, and pay for everything up front from the
service, burial, and headstone. In fact, companies
like Modlich Monument Company can produce a
headstone in advance, adding final touches at the
passing of a loved one.
Pre-planning gives the family time to research
options, talk and include personal details that ads
a special touch. Pre-planning also locks in the
cost and removes the financial burden from survivors,
a gift they will truly appreciate.
A license to drive has long been symbolic of independence.
Teenage drivers long for the day they earn
their licenses and can take to the road without mom or
dad riding shotgun, while aging drivers want to keep
driving as long as possible so they can come and go as
they please in their golden years.
There’s no formula drivers and their families can
employ to determine when it’s time to take the car
keys away from senior citizens. Thankfully, fatal collisions
involving older drivers have declined considerably
in recent decades. According to the Insurance
Institute for Highway Safety, collision-related fatalities
among drivers ages 70 and older declined by 15
percent between 1997 and 2018. A host of factors have
contributed to that decline, including lane-assist technology
and forward collision warning systems that
have become standard offerings on many modern vehicles.
As much as technology has helped make driving
safer for everyone, aging drivers should still keep an
eye out for certain signs that may indicate their skills
behind the wheel are diminishing and potentially compromising
their ability to drive safely. According to
AARP, the following are warning signs of unsafe driving.
• Delayed response to unexpected situations:
Frequent close calls and narrowly avoiding collisions
when other drivers stop suddenly indicate reduced
response time that can put aging drivers at an elevated
risk of being involved in an accident.
• Becoming easily distracted while driving:
Distracted driving has become a significant concern in
Active Lifestyles
Signs of unsafe driving in older citizens
recent decades, but it’s often associated with young
drivers. However, aging drivers who are easily distracted
also pose a safety risk to themselves and other
motorists.
• Decrease in confidence while driving: Only drivers
will know if they feel confident enough to drive
safely, and it’s vital that aging drivers be honest with
themselves when assessing how they feel when driving.
• Having difficulty moving into or maintaining the
correct lane of traffic: Lane-assist technology can help
drivers recognize how often they’re staying in the correct
lane of traffic. When the warning bell goes off frequently,
it might be time for older drivers to reconsider
if it’s safe for them to be behind the wheel.
• Hitting curbs when making right turns or backing
up: Hitting curbs when turning or backing up indicates
drivers may be having difficulty controlling their
vehicles and/or seeing the road, both of which indicate
it’s no longer safe for drivers to get behind the wheel.
• Getting scrapes or dents on car, garage or mailbox:
These signs also indicate drivers are having trouble
controlling their vehicles.
• Driving too fast or too slow for road conditions:
This indicates drivers are not as alert to their surroundings
as they need to be to stay safe on the road.
It’s not easy for aging drivers to relinquish their
drivers’ licenses. Learning to recognize potential warning
signs of unsafe driving can help aging drivers
make the safest decisions for themselves, their passengers
and their fellow motorists.
Franklin County Board of Commissioners: President John O’Grady • Commissioner Kevin L. Boyce, and Commissioner Erica C. Crawley
The Franklin County Board of Commissioners and The Franklin County Office on Aging join with the Messenger Newspaper in providing this update on aging issues in Franklin County.
Play Ball! Office on Aging Day with the
Columbus Clippers Scheduled for June 8
For the past 21 years, the Franklin County Office on Aging has partnered
with the Columbus Clippers to host their annual Office on Aging Day at
the award-winning Huntington Park. Office on Aging Day with the
Columbus Clippers provides seniors aged 60 and older a chance to gather
with their family and friends for a fun-filled day at the ballpark through
discounted ticket prices.
This year’s Office on Aging Day with the Columbus Clippers is scheduled
for Thursday, June 8, 2023 at 12:05 p.m. in which the Columbus Clippers
will go head-to-head with the Louisville Bats. Ticket prices for seniors
will be $5.00 for bleacher seating and $6.00 for reserved seating, and the
ticket price also includes a boxed lunch as well as a chance to win a variety
of raffle prizes. Seniors who have a group of 10 or more can also
request free transportation through the Office on Aging by calling (614)
525-8832 by no later than Monday, May 8.
This event also provides seniors the chance to connect with community
organizations that provide resources to older adults. In the past, seniors
have been able to get connected to resources regarding tax preparation,
kinship support, mental health and other valuable services that make
aging in place possible. This year seniors and their families will once
again be able to connect to a variety of resources from community providers
that help support aging in place, including Mid-Ohio Food Collective,
the Franklin County Auditor’s Office, and the Veterans Service Commission
among others. Franklin County’s Health & Human Services mobile
unit will also be in attendance, which includes representatives from the
Office on Aging, Job and Family Services, Justice Policy & Programs, and
Child Support Enforcement Agency. The mobile unit helps residents get
the assistance they need all in one place, including help with food assistance,
Medicaid, rental assistance, employment opportunities, child
support, re-entry support and more.
Lastly, the day will also include pre-ceremonial activities including a
warm welcome from the Franklin County Board of Commissioners’ President,
John O’Grady, as well as a ceremonial first pitch. Past local celebrities
for the first pitch include former 10TV Anchor, Jerry Revish, Professional
Baseball Player, Allan Lee Anderson, and Community Leader and
Civil Rights Activist, Don Elder. This year fans can expect to see the
Office on Aging’s first African American female director, Chanda Wingo,
to throw out the ceremonial first pitch.
Franklin County seniors who are interested in attending the game can
purchase tickets several ways. They can mail the order form found in the
Columbus Messenger to:
Columbus Clippers
ATTN: Spencer Harrison
330 Huntington Park Lane
Seniors can also order tickets by calling the Columbus Clippers at (614)
Office on Aging at (614) 525-8832 by no later than Monday, May 8.

CFD gains gold
standard status
The Columbus Division of Fire (CFD)
has once again achieved Accredited Agency
status with the Commission on Fire
Accreditation International (CFAI), the
gold standard for measuring the quality of
fire and emergency services. Last week,
CFD representatives traveled to Orlando
where the agency was recommended for
reaccreditation. This process requires
extensive self-assessment and documentation
of not only what the division is doing,
but why the division is doing it. Though
voluntary, the Columbus Division of Fire
deems this proof of performance to be a
valuable public accountability tool.
Accreditation is important as it ensures
Columbus Fire is utilizing industry best
practices when determining community
risks and safety needs, evaluating performance
against its peers, and improving
its operations. Additionally, it can help
CFD with its Insurance Services Office
(ISO) rating, a score reflecting how well a
fire department can protect its community.
A strong ISO rating has the potential to
impact homeowners by lowering property
insurance costs. The better equipped a fire
department is to put out fires, the less likely
your home will be destroyed by fire,
making it less expensive to insure.
Currently, CFD has an ISO Class-1 rating,
representing the highest level of protection.
“We are very proud to achieve reaccreditation
because it demonstrates the
Columbus Division of Fire’s commitment
to providing the highest quality of service
to our residents,” said Fire Chief Jeffrey
Happ. “The accreditation model helps
ensure we maintain this standard of excellence
by continuously evaluating what we
are doing well, what we can do better, and
how we can make Columbus a safer city for
all people.”
The commission first granted the
Columbus Division of Fire international
accreditation in February of 2007. This
was a significant milestone in the division’s
history. At the time, the Division of
Fire became the second-largest fire department
in the United States to achieve
accreditation. Today, only 12 percent of the
U.S. population is protected by an accredited
agency according to the Center for
Public Safety Excellence.
STATE REPRESENTATIVE
News from the
Statehouse
The General Assembly begins every even
year taking up Ohio’s 2-year budget. The
Federal Government has yearly budgets.
Ohio’s 2-year budget is around $45 billion
every year, but the federal government
spends about $1.8 trillion. Of Ohio’s $45 billion
budget, about 1/3 of the funding comes
from the federal government mostly in the
form of grants.
While there is some debate as to who first
stated “budgets are moral documents”, the
phrase, made popular by Dr. Martin Luther
King, is still true today. The two highest expenditures
in the budget (HB 33) are K-12
education ($10 billion) and Medicaid ($21
billion). And, much of the Medicaid spending
is mandated matching funds required
by the federal government. The 3rd and 4th
largest expenditures are on higher education
($3.2 billion) and corrections ($2.6 billion).
The fact that we spend about the same
on higher education as we do on prisons
should trouble every Ohioan. Budgets are
moral documents indeed.
Some of the items are encouraging, but the
4300 page bill it is not all good. We need
more money for affordable housing and
mental health. We need greater investment
in public education and programs that help
our most vulnerable find employment in
high need industries.
I am also very disappointed by the failure to
restore veterans service organization funding
which was quietly cut in previous years.
I will do my utmost to restore funding to
Veteran's organizations. They provide essential
services to those who have served our
country.
I urge you to go to www.ohiohouse.gov and
review the budget for yourself. Come downtown
and testify before the Committees
taking up the budget. It is important that
our legislators know budgets are about
people; not numbers. Your advocacy from
social media to testifying is vital for each
member of the General Assembly is a key
component to the budget process.
The budget is due to the Governor for signature
by the end of June.
READ US ONLINE: www.columbusmessenger.com
I do not often watch animated movies but when I do
I tell myself afterward that I really should watch more
animated movies. Not only do I find the art design
extremely pleasing to the eye, but they almost always
feature a story with an uplifting message that I need
to hear — or that I need to remember.
Because I do not usually heed my own advice, I
often neglect my vow to watch more animated movies
when I have the chance and I frequently pass over the
opportunity to review them in favor of a live-action
(read: more adult, allegedly) option. But I have to
admit that out of all of the new theatrical releases that
were presented to me this weekend, there was just
something about “The Magician’s Elephant” that I just
could not say no to.
As someone whose interaction with children is limited
to work assignments at libraries and schools, I had
not heard of the beloved 2009 novel by Kate DiCamillo
on which this film is based but the promotional trailers
attached to the material made it look warm and inviting
for people of all ages — even the ones without little
humans running around the house.
Although the tale within and the way it is written
and depicted on screen by scribe Martin Hynes and
director Wendy Rogers is quite simple, the movie as a
whole is enchantingly endearing and one cannot help
but fall under its spell of sweetness.
The film is set in a vaguely European town called
Baltese where the aftermath of a recent war has
brought despair and stagnation to a community and a
people that was once lively and robust and full of
promise and hope. Then one day, a young orphan boy
by the name of Peter (voiced by Noah Jupe) finds a
mysterious tent in the middle of the town square with
a sign attached that says it will give an honest answer
to a hard question for anyone who dares to ask. When
Peter enters the tent, he finds a fortune teller (voiced
by Natasia Demetriou, who also narrates the story)
who speaks in riddles but tells him that the sister he
thought to be dead is still alive. In order to find her,
she says, all he has to do is “follow the elephant and
she will lead you there.”
Since Baltese is a town without a zoo — it doesn’t
even have sunshine thanks to strange and ominous
clouds that hang overhead —
Peter is not sure where exactly
to begin looking for this mythical
elephant but he recognizes
that he has started to feel something
he had not felt in quite
some time; pure, unadulterated
hope.
As Peter’s guardian, a strict former soldier named
Vilna (Mandy Patinkin), tries to dissuade his charge
from living with such a dangerous emotion, a terrible
magician (voiced by Benedict Wong) performing across
town accidentally conjures an elephant out of thin air.
This disturbance in the force, if you will, not only takes
Peter on an adventure filled with once-thought impossible
tasks to find his long lost sister, but it also
inspires the people living in the town to start shedding
the hollowness that has been inside of them since the
start of the war.
Although the movie can sometimes feel a bit overbaked
with sentimentality, there is more mature content
within the tale — mostly revolving around the elephant
which had been pulled from its herd in a faraway
land — it manages to balance out the saccharine
message that sometimes tries to overtake “The
Magician’s Elephant.”
With a rich visual design that is brought to life with
dynamic and varied human characters and animals,
“The Magician’s Elephant” is a warm and engaging
movie about trying to believe in the impossible and
being brave enough to take a step forward to find
something that brings you happiness.
Participants wanted for neighborhood survey
The Franklin County Auditor’s office is conducting
a Neighborhood Survey, where residents are encouraged
to tell the office about their neighborhood to help
assign more accurate home valuations.
The Neighborhood Survey, which closes on March
31, gives residents the opportunity to provide additional
information about their neighborhood to the auditor’s
office. This information will then be used to help
the auditor’s office establish the most accurate and
equitable property values possible as part of the
upcoming 2023 mass reappraisal.
“The Neighborhood Survey takes about 30 seconds
to complete and is a great opportunity for all county
residents to have their voices heard,” said Franklin
County Auditor Michael Stinziano. “No one understands
a neighborhood better than the people who live
in it, and resident input on the data will help ensure
accuracy in our property value reappraisal this year.”
As required by state law, this year the Franklin
County auditor must complete a property value reappraisal
of all properties in Franklin County. A variety
of data-driven techniques are used by Franklin County
auditor’s office appraisers to determine property values.
The results from the Neighborhood Survey will be
used in conjunction with this data, to help illustrate
the information gathered from these sources.
In August, when the initial reappraisal is complete,
a letter will be sent to all property owners in Franklin
County with a notice of their proposed property value.
This will be followed by property value reviews and
then final property values issued in December by the
Ohio Department of Taxation.
The survey can be found online at
This undated postcard features the
Nurses’ Home at the then-named
Columbus State Hospital (ultimately,
the Central Ohio Psychiatric Hospital)
located at 1601 West Broad St. The hospital
was founded in 1838, then rebuilt
in 1877 after a fire destroyed most of
the property in 1868. This hospital was
the largest building under one roof in
the United States until the Pentagon
was completed in 1943. The hospital
closed in the late 1980s and the buildings
were demolished. New office
buildings constructed shortly thereafter
now house the Ohio Department
of Transportation and the Ohio
Department of Public Safety. If you have
