THE COST of by-elections has<br />

resurfaced, with calls for law<br />

changes to ease the burden on<br />

ratepayers.<br />

It comes after Reuben Davidson<br />

was selected as Labour’s<br />

Christchurch East candidate for<br />

October’s general election - just<br />

months after he was re-elected<br />

to the Te Pātaka o Rākaihautū<br />

Banks Peninsula Community<br />

Board. He also chairs the board.<br />

Seventeen days after Shreejana<br />

Chhetri was elected to<br />

the Waipapa Papanui-Innes-<br />

Central Community Board in<br />

October last year, she resigned.<br />

Chhetri told media at the time<br />

she had to balance a passion<br />

to serve her community with<br />

maintaining a job to support<br />

her family.<br />

<strong>The</strong> subsequent by-election,<br />

which saw Ali Jones return to<br />

local body politics, cost ratepayers<br />

$75,000. Questions were<br />

asked at the time why Chhetri<br />

had stood in the first place.<br />

Both Davidson and Chhetri<br />

stood for <strong>The</strong> People’s Choice<br />

political grouping aligned to<br />

Labour.<br />

City councillor Sam MacDonald,<br />

who chairs the city council’s<br />

finance and performance committee,<br />

said yesterday legislation<br />

needs to change.<br />

Under the Local Electoral<br />

Act 2001, if a vacancy occurs in<br />

the office of an elected member<br />

of a local board or community<br />

board more than 12 months<br />

before the next triennial general<br />

election, the vacancy must be<br />

filled by an election.<br />

ON OCTOBER 20 1862, the<br />

Albion Cricket Club wrote to the<br />

city council expressing outrage<br />

about a young man who insisted<br />

on riding his horse through<br />

cricket games in Latimer Square.<br />

Meanwhile on July 5, 1862,<br />

Officer of Customs W G Carver<br />

wrote to the city council<br />

wanting to step down from<br />

his responsibility for firing the<br />

signal gun every Saturday at<br />

2pm for the regulation of time<br />

for the public.<br />

<strong>The</strong>se and many more of<br />

our most vulnerable, fragile<br />

and fascinating early records<br />

from the city council archives<br />

collection are now being<br />

digitised.<br />

“We have a very interesting<br />

collection that isn’t very well<br />

known and we’re slowly working<br />

on digitising some of these to<br />

make them more accessible to<br />

the public,” said city council<br />

archivist Annabel Armstrong-<br />

Clarke.<br />

“<strong>The</strong>y make for a wonderful<br />

glimpse into what life must have<br />

been like in the very early days<br />

of Christchurch.”<br />

<strong>The</strong> most recent digitised<br />

item from the collection to be<br />

published is the first volume of<br />

inward correspondence to the<br />

city council from May 1862 to<br />

<strong>March</strong> 1863.<br />

“We’ve also recently digitised<br />

the Christchurch Municipal<br />

Council minutes and city<br />

surveyor reports from 1862, as<br />

well as a very interesting set of<br />

reports and correspondence<br />

from the Inspector of Nuisances<br />

between 1862 and 1864,”<br />

Armstrong-Clarke said.<br />

“<strong>The</strong> inspector was appointed<br />

by the council sanitary committee<br />

in 1862 to report ‘nuisances’<br />

relating to rubbish, sewerage,<br />

drainage, health, traffic and<br />

roads. It didn’t seem like a great<br />

job as in 1863 they went through<br />

three inspectors alone.”<br />

<strong>The</strong> next five items to be<br />

published digitally will include<br />

the city surveyor records from<br />

1864 to 1865 and the Inspector<br />

of Nuisances from 1864.<br />

<strong>The</strong> archives collection is<br />

governed by the parameters of<br />

the Public Records Act 2005.<br />

Under the act the city council is<br />

required to preserve corporate<br />

records deemed as having<br />

long-term interest, to both aid<br />

accountability and enhance<br />

and promote the historical and<br />

cultural heritage of the city.<br />

Digitising frail archives that<br />

would not otherwise be publicly<br />

accessible fulfils part of those<br />

requirements.<br />

TRANSPOWER came very close<br />

to power cuts in Christchurch on<br />

Tuesday night – but says it won’t<br />

have to repeat its call to conserve<br />

electricity.<br />

<strong>The</strong> national grid operator put<br />

out the request to residents in<br />

the city, Rangiora and Kaiapoi<br />

about 6pm, as power use spiked<br />

due to the cold snap and one of<br />

its substation transformers was<br />

being repaired.<br />

“About five o’clock we got the<br />

call from the system operator that<br />

load was peaking<br />

higher than had<br />

been forecast,”<br />

to the limits of one of the<br />

transformers when the action was<br />

taken.”<br />

Ryall said the repairs were<br />

ongoing but the operator would<br />

be able to manage demand.<br />

“We actually made some<br />

changes in the network to<br />

enable them to make changes<br />

automatically if the same thing<br />

happens again this morning so<br />

there should be no issue.”<br />

Ryall was confident the<br />

situation was under control and<br />

Cantabrians did not need to<br />

worry about further threats of<br />

power cuts.<br />

<strong>The</strong> third transformer would<br />

be back online tomorrow, and<br />

a fourth would be added in a<br />

couple of months, so the problem<br />

shouldn’t happen again, he said.<br />

without having to have a byelection.<br />

Another way to alleviate the<br />

cost to ratepayers could be for<br />

the person who has resigned to<br />

pay for the by-election, if it was<br />

not for medical or similar type<br />

reasons.<br />

“(In the result of community<br />

board resignations) the person<br />

who came second would be<br />

elected . . . that’s my preference,”<br />

he said.<br />

“Or the person who resigns<br />

pays for it . . . unless the<br />

individual is under extenuating<br />

circumstances.”<br />

MacDonald said the cost of byelections<br />

should not be borne by<br />

ratepayers.<br />

“<strong>The</strong>y’re a hugely expensive<br />

exercise and actually they don’t<br />

generate a lot of public interest.<br />

I don’t think that is a cost that<br />

should be paid by the ratepayer.”<br />

“At the moment we’re looking<br />

at a hundred grand in by-election<br />

costs that ratepayers will never<br />

see value from.”<br />

MacDonald said that these<br />

were workable solutions and that<br />

the legislation change was not a<br />

council decision, and would have<br />

to come from the Local Electoral<br />

Act.<br />

“I think it’s a discussion worth<br />

having,” MacDonald said.<br />

Davidson says he will donate<br />

his community board fees to the<br />

Mayoral Relief fund.<br />

He would not say when asked<br />

by <strong>The</strong> <strong>Star</strong> yesterday if he would<br />

have resigned had <strong>The</strong> People’s<br />

Choice or he had to pay for the<br />

by-election.<br />

Homeless man<br />

jailed for attacking<br />

disabled woman<br />

A DISABLED woman who let<br />

a homeless man sleep on her<br />

couch was repaid by getting<br />

“thrown around” and sexually<br />

violated in an attack that led to<br />

her sleeping with a bat under<br />

her bed.<br />

Tyler Timu, who prefers the<br />

last name Wotton-Kerr, was<br />

sentenced at the district court<br />

yesterday for his attack on<br />

the woman. He also stole the<br />

woman’s phone and Kiwi Access<br />

Card.<br />

<strong>The</strong> woman’s victim impact<br />

statement, read by a support<br />

person, outlined how the attack<br />

left her fearing for her safety<br />

and feeling “trapped” inside her<br />

own home.<br />

She told Timu she had been<br />

assaulted by men in the past,<br />

so was wary of letting him into<br />

her home but he assured her she<br />

was safe with him.<br />

<strong>The</strong> victim, whose name is<br />

suppressed, said she now sleeps<br />

with a bat under her bed. She<br />

rarely goes out and is constantly<br />

looking over her shoulder.<br />

Judge Tom Gilbert said<br />

Timu’s “undoubtedly serious”<br />

offending had a huge impact<br />

on his victim, who now suffers<br />

from post-traumatic stress disorder<br />

and anxiety.<br />

He acknowledged Timu’s<br />

difficult upbringing, which<br />

included abuse and led him to<br />

being homeless for most of his<br />

adult life.<br />

Judge Gilbert gave Timu<br />

discounts for his early guilty<br />

pleas, difficult background and<br />

remorse, arriving at an end<br />

sentence of three years and 10<br />

months’ imprisonment.<br />

Chance to catch burglar missed<br />

after van tip-off not acted on<br />

A BURGLAR using a distinctive<br />

white van appears to have<br />

slipped through police hands at<br />

the weekend.<br />

<strong>The</strong> <strong>Star</strong> reported last week the<br />

van, with registration KPD-407,<br />

was involved in two burglaries.<br />

<strong>The</strong> first was Boxing Day, when<br />

$50,000 in goods and a $<strong>30</strong>,000<br />

car were stolen from a Tai Tapu<br />

address.<br />

<strong>The</strong> van was captured on<br />

CCTV leaving the scene.<br />

<strong>The</strong> second was on <strong>March</strong> 9,<br />

when a Burnham homeowner<br />

surprised the burglar, tussled<br />

with him, and took a photo of<br />

the van as the offender escaped<br />

and drove off.<br />

Police told the <strong>The</strong> <strong>Star</strong><br />

they have identified a suspect<br />

in relation to the Burnham<br />

burglary, but are still trying to<br />

find him.<br />

<strong>The</strong>y have not confirmed<br />

whether the van has been sighted<br />

at any other burglaries.<br />

A Woolston resident who saw<br />

<strong>The</strong> <strong>Star</strong> article called police<br />

on Friday morning, saying the<br />

vehicle, a Mercedes campervan,<br />

was regularly parked at a<br />

Police told him to call 111<br />

when the van returned.<br />

He did that on Friday<br />

afternoon, but believed police<br />

did not respond.<br />

<strong>The</strong> van was also there over<br />

the weekend and on Monday<br />

night.<br />

<strong>The</strong> description of the<br />

driver of the van matched an<br />

identification given to police by<br />

the Burnham householder, he<br />

said.<br />

<strong>The</strong> identification was<br />

made when police showed<br />

the Burnham man a mug shot<br />

which he confirmed was the<br />

man he tussled with in his<br />

house.<br />

<strong>The</strong> Woolston resident said<br />

the man was aged in his mid to<br />

late 50s, of stocky build, about<br />

175cm tall, with heavily tattooed<br />

arms and legs.<br />

A police media spokesperson<br />

did not respond to a question<br />

from <strong>The</strong> <strong>Star</strong> about whether<br />

police were aware of the van<br />

sightings in Christchurch.<br />

Last week, before the<br />

Christchurch sighting, police<br />

said they had conducted<br />

inquiries at the van owner’s<br />

registered address, which had<br />

“proved negative.”<br />

AN independent Corrections<br />

review has dismissed the Parole<br />

Board’s allegations of a “serious<br />

failure” around the release of<br />

the man who murdered Juliana<br />

Bonilla Herrera in her Addington<br />

home just 72 days after getting<br />

out of prison.<br />

Joseph James Brider was<br />

sentenced to life in prison and<br />

preventive detention last month<br />

for the murder of the Colombian<br />

native in her Grove Rd flat – described<br />

by Justice Jonathan Eaton<br />

as brutal, cruel, callous, depraved<br />

and sadistic.<br />

At sentencing, Brider was<br />

described as a psychopathic<br />

offender who lacked any remorse<br />

or empathy and was undoubtedly<br />

a significant and “very real”<br />

danger to women. Brider had<br />

been released on parole – after<br />

being refused five times – with<br />

strict conditions including GPS<br />

monitoring and a curfew.<br />

He moved into a flat adjoining<br />

Herrera’s and within days<br />

became obsessed with her.<br />

<strong>The</strong> Parole Board had refused<br />

to release Brider on multiple<br />

occasions and only agreed to do<br />

so – shortly before his sentence<br />

end date – so they could impose<br />

conditions and put monitoring<br />

in place.<br />

That monitoring – including<br />

After last month’s sentencing<br />

Parole Board chairman Sir Ron<br />

Young released a statement<br />

highly critical of Corrections’<br />

management of Brider.<br />

His comments came after<br />

an independent report from<br />

Professor Devon Polaschek into<br />

the Parole Board’s decision in<br />

October 2021 to release Brider on<br />

parole.<br />

Polaschek had concluded the<br />

Parole Board’s decision to release<br />

Brider was reasonable based on<br />

the information available to it.<br />

Young said the board’s<br />

preferred address for Brider was<br />

the Salisbury Street Foundation.<br />

He said the address was<br />

“discussed extensively” at his<br />

parole hearing.<br />

However, the board was unable<br />

to release Brider there because<br />

there was no room for him.<br />

”I now believe the information<br />

provided to the Board by<br />

Corrections that there was no<br />

room available at the Salisbury<br />

Street Foundation for a release on<br />

parole was not correct.<br />

“It is my understanding<br />

that after the June 2021 parole<br />

hearing, where it was clearly<br />

intended that Mr Brider would<br />

be released to the Salisbury<br />

Street Foundation, Corrections<br />

contacted the Foundation and<br />

cancelled the referral. This<br />

occurred in August of 2021.<br />

“<strong>The</strong> Parole Board was not<br />

made aware of this significant<br />

change in the release plan by<br />

Corrections at any time before<br />

Mr Brider’s release on parole.”<br />

Juliana Bonilla-Herrera was<br />

murdered by her neighbour,<br />

Joseph Brider while he was on<br />

parole for rape.<br />

Young said the Salisbury<br />

Street Foundation had now<br />

told the Parole Board it had a<br />

bed available for Brider “if he<br />

had been released in June” and<br />

“would have still made a room<br />

available for him following the<br />

October parole hearing”.<br />

“Given the Board’s clear<br />

commitment to releasing Mr<br />

Brider to the Salisbury Street<br />

Foundation, as shown in the<br />

Board’s hearing decision of June<br />

2021, this was a very serious<br />

failure by Corrections to tell the<br />

Board of the cancellation,” Young<br />

blasted.<br />

“It is the Parole Board and not<br />

Corrections that decides where<br />

an offender may be released to<br />

on parole. To do that effectively<br />

the board relies on accurate<br />

information from Corrections.<br />

Review refutes Parole Board claims<br />

“Corrections had no authority<br />

application to the Salisbury Street<br />

Foundation when it was aware<br />

that was the board’s preferred address<br />

and that a bed was available<br />

for Mr Brider.<br />

“It is clear to me that Corrections’<br />

failure to provide this vital<br />

information compromised the<br />

board’s decision-making.<br />

”<strong>The</strong> Board would most definitely<br />

have released Mr Brider to<br />

the Salisbury Street Foundation if<br />

it had known the correct facts.”<br />

Corrections launched an independent<br />

review into the claims.<br />

That was released on Wednesday,<br />

undertaken by Victoria<br />

Heine KC.<br />

Corrections chief executive<br />

Jeremy Lightfoot said he accepted<br />

the findings of the report – and<br />

its two recommendations.<br />

“<strong>The</strong> review found that Corrections<br />

did not provide incorrect<br />

information to the Parole Board<br />

ahead of Mr Brider’s final parole<br />

hearing, and that Corrections<br />

was entitled to form the view,<br />

based on the information our<br />

staff had, that there was no<br />

guarantee of a bed being available<br />

for Mr Brider on his release<br />

date with (the Salisbury Street<br />

Foundation).<br />

“I remain confident that my<br />

staff were focused on securing an<br />

appropriate placement for him<br />

in advance of his parole date and<br />

worked within available guidance<br />

to do so.”<br />

Lightfoot said information<br />

provided by Corrections to the<br />

Parole Board for the October<br />

2021 hearing outlined that it had<br />

pursued an alternative release<br />

address for Brider with another<br />

support service for a number of<br />

reasons.<br />

“<strong>The</strong>se included that there was<br />

no guaranteed bed at (Salisbury<br />

St), concerns around Mr Brider’s<br />

ability to engage with (its) longterm<br />

intensive reintegration programme<br />

due to the short period<br />

of time he would be on parole,<br />

and to continue his engagement<br />

with (another provider) in the<br />

community.<br />

“However, the review also<br />

found that the Parole Board<br />

would have benefited from being<br />

explicitly advised that we had<br />

cancelled the referral to (SSF)<br />

due to the uncertainty around<br />

whether or not a bed would be<br />

available in time for release.<br />

“I take this finding seriously<br />

and am fully committed to ensuring<br />

the Parole Board has all<br />

the information it needs to make<br />

an informed decision in cases<br />

involving high-risk offenders.”<br />

Lightfoot said he and Young<br />

“agree that Corrections’ current<br />

guidance to our frontline staff<br />

could be clearer” in terms of<br />

what information is shared with<br />

the Parole Board in high-risk<br />

cases to “ensure different release<br />

proposals can be fully explored<br />

before deciding to grant someone<br />

parole”.<br />

“<strong>The</strong> chair of the Parole Board<br />

and I have agreed to work<br />

together on strengthening our<br />

information-sharing processes.<br />

“As part of this, we will be issuing<br />

updated guidance to frontline<br />

staff on what information to<br />

include in parole assessment reports.<br />

This will include guidance<br />

on when staff should include<br />

additional information about any<br />

changes to a release proposal that<br />

is different to the proposal put<br />

forward in a previous hearing.”<br />

Lightfoot said he also accepted<br />

the review’s recommendation<br />

that where a referral to a provider<br />

has gone through Corrections’<br />

internal panels, any proposals to<br />

withdraw such referrals “must go<br />

back through the same panel to<br />

ensure additional oversight into<br />

this decision-making”.<br />

“<strong>The</strong> review also recommended<br />

working with our accommodation<br />

service providers to improve<br />

the processes for confirming<br />

whether or not a bed is available<br />

for people released from prison,<br />

and the timeframe for this confirmation,”<br />

he explained.<br />

“I have accepted this recommendation<br />

we will be working<br />

with our providers on how we<br />

can achieve this.<br />

“Once again, we must always<br />

learn from any case where a person<br />

has reoffended in the most<br />

horrific way.”<br />

Lightfoot said Herrera’s murder<br />

was “tragic”.<br />

“And our thoughts remain with<br />

Juliana’s family and loved ones,”<br />

he said.<br />

“Corrections manages the<br />

most complex, dangerous people<br />

in New Zealand and we must<br />

always learn from any case where<br />

a person has re-offended in the<br />

most horrific way.”<br />

million – more than $200,000<br />

above its reserve.<br />

<strong>The</strong> auction for the<br />

Shrewsbury St property in<br />

Merivale was brought forward<br />

after an acceptable offer was<br />

made within a week-and-a-half<br />

of it going on the market.<br />

Of the six registered bidders,<br />

only three battled it out after the<br />

auction opened at $3.7 million.<br />

finishing this weekend, the<br />

tsunami warning sirens along<br />

the coastline will be tested on<br />

Sunday at 11am.<br />

<strong>The</strong> 45 sirens between Taylors<br />

Mistake and Brooklands will<br />

sound for up to three minutes.<br />

“Residents living near the<br />

coast don’t need to evacuate<br />

or be alarmed. This is just a<br />

test to make sure the system is<br />

working,” said city council civil<br />

defence and emergency manager<br />

Brenden Winder.<br />

<strong>The</strong> tsunami sirens are tested<br />

each year at the beginning and<br />

end of daylight saving time.<br />

<strong>The</strong>y will sound pre-recorded<br />

voice messages. For this test you<br />

should hear a tone, followed<br />

by ‘This is a test of the tsunami<br />

warning sirens. Do not be<br />

alarmed. This is only a test.’<br />

Fulton Hogan’s Roydon Quarry<br />

site are expected to be released<br />

within the next week.<br />

Woods, who was among a large<br />

number of people opposed to<br />

the original quarry plans, sent a<br />

complaint to the Selwyn District<br />

Council in late<br />

February, citing<br />

numerous alleged<br />

breaches by<br />

Fulton Hogan.<br />

a 170ha quarry close to State<br />

Highway 1 between Templeton<br />

• <strong>The</strong> excavation of gravel from<br />

the new loading and weighing<br />

area in section one was extracted<br />

without valid consent.<br />

• Construction taking place<br />

before the bund completion.<br />

• <strong>The</strong> removal of saleable<br />

material before the completion<br />

construction on the Roydon Quarry started before the<br />

“I followed a truck from the<br />

quarry, where I didn’t see any<br />

evidence of the wheels being<br />

washed and I followed it to their<br />

Pound Rd facility,” Woods said.<br />

He is calling on the district<br />

council to serve the quarry with<br />

an abatement notice to stop<br />

construction until any breaches<br />

are resolved. “An abatement<br />

notice must be served on them<br />

immediately as any delay will be<br />

seen as condoning the actions<br />

of the applicant by the (district<br />

council),” Woods said in the<br />

official complaint. “<strong>The</strong>re have<br />

been public statements made by<br />

the applicant (Fulton Hogan) to<br />

become an exemplar quarry with<br />

intentions to become a model for<br />

others to follow.<br />

“This statement has now<br />

become a joke.”<br />

Woods alleges the district<br />

council failed to monitor the<br />

construction of the quarry and,<br />

if it had, the alleged breaches<br />

would have been picked up.<br />

“<strong>The</strong> (district council) has<br />

failed the responsibility of<br />

monitoring this consent, which<br />

is now apparent from the volume<br />

of non-compliance that is taking<br />

place,” Woods said in the official<br />

complaint.<br />

District council regulatory<br />

manager Susan Atherton said<br />

the compliance team has been<br />

making enquires and is due<br />

to report back within the next<br />

week.<br />

“<strong>The</strong> compliance team<br />

have visited the site and met<br />

with the quarry operators as<br />

part of the review of those<br />

conditions and to investigate the<br />

allegations.”<br />

Christchurch’s housing and business development rules are changing<br />

Ōtautahi Christchurch’s population is growing. Over the next <strong>30</strong> years, it’s predicted we’ll need more than 40,000<br />

new houses to ensure everyone has a place to live, and Christchurch City Council is planning for that now.<br />

Our growth challenge<br />

We need to provide for the growth of housing and<br />

business in the best locations in Christchurch, to<br />

help address issues like climate change and housing<br />

shortage. This means more houses where there’s good<br />

access to shops, services, work, school, public transport<br />

networks and infrastructure.<br />

Where there’s good reason, we also need to ensure<br />

development remains restricted or limited to protect<br />

and maintain areas of value.<br />

<strong>The</strong>se changes won’t happen overnight. Over time the<br />

look and feel of the city will change, and we want to plan<br />

for that and keep what people value.<br />

A new direction in urban planning<br />

<strong>The</strong> planning rules have changed for New Zealand’s main urban areas. We need to<br />

follow the new national direction to allow greater housing and business development<br />

within Christchurch’s existing urban footprint.<br />

<strong>The</strong>re are new national standards for multi-unit housing developments called the<br />

Medium-Density Residential Standards (MDRS). <strong>The</strong>se aim to make it easier for denser<br />

housing developments to happen. Once they come into effect, up to three dwellings<br />

of up to three storeys can be developed on a property in Christchurch without needing<br />

to apply for a resource consent, as long as all other rules have been met.<br />

Not all parts of Christchurch are suitable for the MDRS, so we’re proposing special<br />

rules, called Qualifying Matters, apply to recognise heritage and cultural features, to<br />

protect major utility, infrastructure, and people in areas vulnerable to natural hazards,<br />

among other things.<br />

What we’re proposing<br />

We’re proposing important changes to the city’s planning rulebook, the District Plan, via two plan changes – the Housing and Business Choice<br />

Plan Change (Plan Change 14), and the Heritage Plan Change (Plan Change 13). Both plan changes were formally notified on 17 <strong>March</strong> <strong>2023</strong>.<br />

Replacing some existing residential zones in<br />

the city with two new ones – a Medium-Density<br />

Residential Zone and a High-Density Residential<br />

Zone. <strong>The</strong> Medium-Density zone is the baseline for<br />

increasing housing in our city. <strong>The</strong> High-Density<br />

zone would allow apartment buildings and multistorey<br />

flats in the central city.<br />

Increased height limits for residential and<br />

commercial buildings in and around the<br />

central city, suburban centres and along public<br />

transport routes, as well as enabling residential<br />

development in some industrial areas around the<br />

central city and larger suburban centres.<br />

Special rules (Qualifying Matters) to limit greater<br />

development of housing and business under<br />

the MDRS, in order to better reflect our city’s<br />

environment and climate. One proposes changing<br />

recession planes to increase sunlight access from<br />

what would be possible under the MDRS. This<br />

applies citywide and means the MDRS won’t come<br />

into effect for Christchurch until 2024, when Plan<br />

Change 14 is decided on.<br />

Heritage that should be protected, with a number<br />

of new buildings, items and interiors added to<br />

the Schedule of Significant Historic Heritage.<br />

Stolen Lego kits may be sold online<br />

A CHARITY is desperate to<br />

recover about $15,000 in Lego<br />

products stolen from one of its<br />

parked vans.<br />

<strong>The</strong> Imagination Station van<br />

was broken into at the weekend<br />

while in a Wilson car park on<br />

Gloucester St overnight. It was<br />

parked near Tūranga library,<br />

where Imagination Station<br />

operates.<br />

Westaway said it was clear the<br />

theft was premeditated. She said<br />

the front lock had been broken<br />

and the thieves then smashed the<br />

back window and took several<br />

Lego kits.<br />

<strong>The</strong> kits varied in value.<br />

Westaway said the Lego<br />

taken would fill seven six-litre<br />

containers and some of the<br />

stolen products were no longer<br />

available on the market.<br />

kits.<br />

“<strong>The</strong>re were specialised kits,<br />

which cost around $250 each,<br />

and some equipment isn’t made<br />

by Lego any more, like the WeDo<br />

kits. So we can’t replace them<br />

like-for-like,” Westaway said.<br />

“We’re putting an asset list<br />

together of what was taken.”<br />

the Wilson spot by the car park<br />

company as the charity was<br />

having difficulty finding a park<br />

near the library.<br />

accessibility, which is why it<br />

bought a charity van to transport<br />

the Lego products to different<br />

locations across the city.<br />

“(It’s) for schools and places<br />

where potentially some students<br />

can’t afford to make it to the<br />

library or where parking is an<br />

issue,” said Westaway.<br />

“So coming to them makes<br />

it easier for them to use our<br />

equipment.”<br />

Police have been notified<br />

of the theft. Westaway said it<br />

was unfortunate there were no<br />

CCTV cameras in the area.<br />

“From our perspective, we had<br />

great support from Wilson and<br />

felt really safe there for the last<br />

three years.<br />

“So it’s unfortunate somebody<br />

took it upon themselves to steal<br />

from a charity.”<br />

Westaway hopes somebody<br />

will notice the Lego products<br />

for sale. <strong>The</strong> rarity of certain<br />

products should make it easy to<br />

identify the stolen Lego if the<br />

thieves try to sell them online.<br />

“<strong>The</strong> suspicion is that they<br />

were stolen for resale,” said<br />

Westaway.<br />

“<strong>The</strong>re is the potential they’ll<br />

try to sell in bulk, either through<br />

Lego or other channels online,<br />

so we want people to keep<br />

an eye out and let us know if<br />

they see anything suspicious –<br />

particularly in terms of<br />

volume.<br />

in war-torn Ukraine has had a<br />

final scientific research paper<br />

published posthumously, which<br />

has been hailed a breakthrough<br />

discovery in the field of DNA<br />

research.<br />

Dr Andrew Bagshaw, 47, was<br />

killed alongside British volunteer<br />

Christopher Parry, 28, while trying<br />

to rescue an elderly woman<br />

in an area of intense military<br />

action in Soledar, when their car<br />

was hit by an artillery shell in<br />

January.<br />

Now, just weeks after his<br />

death, a new study the geneticist<br />

led during his time as a researcher<br />

within Otago University’s<br />

Department of Anatomy has<br />

been published in the prestigious<br />

journal Nucleic Acids Research.<br />

<strong>The</strong> study breaks new ground<br />

in showing that DNA sequences<br />

bend and twist in ways which<br />

were previously unknown.<br />

Bagshaw’s paper was supervised<br />

by the Department<br />

of Anatomy’s Professor Neil<br />

Gemmell, who said the findings<br />

are an important technical<br />

discovery, spanning the fields<br />

of genetics, biochemistry and<br />

biophysics, with the potential to<br />

benefit human health in future<br />

years.<br />

arise and how they can be<br />

treated,” he said.<br />

“It also opens up new avenues<br />

for research into the mechanics of<br />

DNA and could ultimately lead to<br />

the development of new technologies<br />

for manipulating DNA.”<br />

He said the paper reflects<br />

the work of someone who was<br />

“exceptionally talented”, able to<br />

synthesise a great deal of information<br />

from subdisciplines and<br />

disciplines that “don’t always<br />

connect as directly as you might<br />

imagine”, to address how DNA<br />

bends and changes, in a new and<br />

innovative way.<br />

“Andrew possessed extremely<br />

strong analytical skills and was<br />

easily one of the most extraordinary<br />

students I have trained,”<br />

Gemmell said.<br />

“This, his final body of work,<br />

is a lasting legacy to a scientist of<br />

immense promise and ability.”<br />

Gemmell says Bagshaw’s work<br />

reveals that DNA is bending in a<br />

way nobody knew about before.<br />

“This new insight is important<br />

because DNA ‘secondary structures’<br />

can affect how genes are<br />

turned on and off, and the way<br />

a DNA sequence is bent influences<br />

its propensity to change or<br />

‘mutate’.”<br />

<strong>The</strong> paper reveals that DNA<br />

sequences bend more in regions<br />

that are rich in the nucleotides<br />

cytosine and guanine, and bending<br />

is particularly pronounced<br />

at the start of a sequence, the<br />

so-called 5’ end.<br />

Bagshaw also observed where<br />

sequences are predicted to bend<br />

the most is where changes or<br />

“mutations” in the DNA are<br />

more likely to happen. <strong>The</strong> findings<br />

help establish how DNA<br />

functions, how it changes over<br />

time, how it folds, and how it is<br />

packaged into cells.<br />

Bagshaw, whose death was<br />

confirmed in late January, had<br />

been working as a volunteer in<br />

Ukraine since April last year.<br />

He had completed a PhD in genetics<br />

at Canterbury University<br />

before joining Otago University<br />

Christchurch’s Department of<br />

Pathology and Biomedical Science<br />

in 2008.<br />

His parents Dame Sue and<br />

Professor Phil Bagshaw said they<br />

were “immensely proud” of their<br />

son’s achievements.<br />

But they have been left feeling<br />

that his death is an enormous<br />

loss to the scientific community.<br />

“He was an outstandingly<br />

intelligent fellow and his life was<br />

cut short, which is sad,” said<br />

Phil.<br />

“He was a very gifted person,<br />

very highly intelligent and<br />

very committed to this area of<br />

research.”<br />

behind an initiative to collect funds for Cyclone Gabrielle<br />

Peaceful message from the College<br />

College Leaders Momo Seino (International Leader) and Isla<br />

Kelliher (Mercy Ambassador) recently met with Imq Idris at<br />

Masjeed An Nur to present the Islamic Community with a book of<br />

peaceful messages that utilised different languages found within<br />

the College. Each house incorporated another language into their<br />

messages to provide An Nur with words of peace, hope and love.<br />

Thank you very much Momo for organising and leading such a<br />

beautiful expression of solidarity, faith and hope with our brothers<br />

and sisters at Masjeed An Nur.<br />

<strong>2023</strong> Canterbury Polyfest<br />

Villa Maria College students took part in the Canterbury Polyfest<br />

recently. <strong>The</strong> event is a celebration of Pasifika culture and provides<br />

an opportunity for secondary school students to showcase<br />

traditional dance, music and customs.<br />

role). <strong>The</strong> Taupou is a<br />

very special role to be<br />

given, and in this case<br />

reflects Nia’s closeness<br />

to her culture, positive<br />

attitude and highperformance<br />

ability.<br />

Nia and her aunty,<br />

brought Nia’s grandmother onto the stage in a wheelchair. This<br />

represented the passing down of culture and honours those<br />

important women in Nia’s life. Villa’s entire polyfest performance<br />

showcased an acknowledgement of the relationships between the<br />

students and key women in their lives.<br />

Under 15 Canterbury Pride Futsal<br />

wins Nationals<br />

Addison was selected for Under 15 Canterbury Futsal<br />

Nationals, in the positions of target or flanker. In mid-<br />

December, the team played two games a day in a four-day<br />

tournament in Wellington. <strong>The</strong> final against Capital Wellington<br />

ended with a 5-3 win to the Canterbury team, placing them at<br />

the top of their game nationally. Congratulations to the team<br />

and Go Addison!<br />

Perseverance reaps rewards<br />

Challenging conditions did not deter the Villa Maria equestrian team in the<br />

Inter-secondary School Show Jumping Competition, held at McLeans Island<br />

recently. Despite the rain, the girls showed perseverance, each obtaining a<br />

personal ‘win’. It was awesome to see Ruby and Chilli riding smoothly and<br />

taking the jumps in their stride and getting a 6th in the two phase 105cm.<br />

Congratulations too to Molly and Jimmy. Jimmy loves to jump and earned a<br />

3rd in the 85cm ISO with a beautiful round. <strong>The</strong>re was super work from Lilia<br />

and Pumba. Pumba is developing a nice rhythm and building his confidence<br />

in the ring. Thank you to the mums and dads who supported the girls in the<br />

pouring rain; the sport wouldn’t happen without them.<br />

Based on the popular comic strip, Annie tells the<br />

extraordinary story of a little orphan who ends up in<br />

Warbucks. Unlike most of the other children at Miss<br />

Hannigan’s orphanage, spunky Annie believes that<br />

her parents are still alive and will one day return to<br />

claim her. So, when Mr. Warbucks offers to adopt her,<br />

she asks the most powerful man in America to help<br />

find her real mom and dad instead, and he agrees.<br />

Warbucks’ whopping reward for Annie’s parents<br />

attracts the attention of con artists Rooster, Lily and<br />

the wicked Miss Hannigan, who hatch a plot to<br />

kidnap Annie and take the $50,000 reward.<br />

Will Annie ever find her parents? Maybe. Will Miss<br />

Hannigan ever find a man and escape the clutches<br />

of Little Girls? Will Rooster and Lily ever live on Easy<br />

Street? Will President Roosevelt provide a ‘New Deal’<br />

Hard-Knock life? Only one thing is for certain…<br />

You can bet your bottom dollar that the sun will<br />

come out tomorrow.<br />

<strong>The</strong> group performed a Siva Samoa. <strong>The</strong> song was written by one<br />

of the tutors, Seira Ale. Through the song lyrics the girls formally<br />

introduced themselves and stated they were from Villa Maria<br />

College.<br />

Raquel Tikolevu, Year 8, dressed in the black, white and brown<br />

costume, had a special role singing and leading the Fijian song<br />

“Noqu Masu”. Earlier in the performance she was also brought out<br />

by her mother when Noqu Masu was sung.<br />

Well done to all our students who took part, delivering such<br />

beautiful performances.<br />

On Wednesday 15th February, our Senior French class went to<br />

La Maison de Crêpe to bond over a French meal and conversation.<br />

another. We celebrated an<br />

early Mardi Gras in a relaxed<br />

and warm atmosphere.<br />

dollar redevelopment<br />

are about to be installed.<br />

<strong>The</strong> city council is making<br />

alterations to the Rolleston Ave<br />

and Park Tce shared path to<br />

accommodate containers and<br />

fencing for the museum work.<br />

“<strong>The</strong> changes are being<br />

made to safely move people<br />

through the area over the fiveyear<br />

redevelopment period,”<br />

city council transport operations<br />

manager Stephen Wright<br />

says.<br />

A temporary two way<br />

on-road cycleway from<br />

the Antigua Boatsheds to<br />

Salisbury St will be installed.<br />

<strong>The</strong>re will also be P3 school<br />

pick-up and drop-off car<br />

parks on Gloucester St, while<br />

coach parking will move from<br />

outside the Botanic Gardens.<br />

Traffic calming will be<br />

installed to help lower speeds<br />

in locations where there are<br />

lots of people travelling in<br />

different ways.<br />

“<strong>The</strong> use of temporary<br />

materials means there will be<br />

limited construction impacts,<br />

and we can easily make<br />

any tweaks to the layout if<br />

something isn’t working well,”<br />

Wright said.<br />

<strong>The</strong> current entrance to the<br />

Botanic Gardens adjacent<br />

to the museum as well as<br />

the pedestrian crossing at<br />

Worcester Boulevard will also<br />

be relocated to align with the<br />

peacock fountain and the Arts<br />

THE LARGEST, ugliest and most perfect<br />

will be on show at Little River on Sunday.<br />

It’s the township’s annual pumpkin<br />

festival, a regular event for nearly <strong>30</strong> years<br />

that focuses on the prize for the biggest<br />

pumpkin – a record held by Mike Rask,<br />

who produced a 250kg monster in 2019.<br />

<strong>The</strong> first festival was in 1996.<br />

Seedlings germinated in spring have<br />

travelled from all over the country to be<br />

carefully nurtured, fed and watered in an<br />

attempt to win the ultimate “big boy” accolade,<br />

said festival marketing leader Sandra<br />

Tuckwell.<br />

<strong>The</strong> big ones don’t taste too good, but<br />

they pull in the crowds.<br />

Pumpkins of all kinds can win prizes,<br />

including the widest, smallest and best<br />

dressed, Tuckwell said.<br />

Thousands of visitors come from all<br />

around the South Island to enjoy the event,<br />

she said.<br />

<strong>The</strong> festival also features music and<br />

dance, country stalls, sideshows and the<br />

famous Little River pumpkin soup.<br />

<strong>The</strong> rules are simple: all pumpkins<br />

entered must be pumpkins, no steroids can<br />

be used, and any pumpkin weighing over<br />

600kg must have its own truck.<br />

<strong>The</strong> winning ‘big boy’ pumpkin will be<br />

displayed outside the Little River Cafe for<br />

the next three weeks.<br />

Our New Home: <strong>The</strong> Campaign for Marian College launched<br />

A campaign to raise $4 million<br />

towards the new Marian<br />

College on Lydia Street has been<br />

launched.<br />

<strong>The</strong> new school is expected to be<br />

finished in September- 12 years<br />

after students lost their school in<br />

the Christchurch earthquake.<br />

Our New Home – <strong>The</strong><br />

Campaign for Marian College<br />

– is a community-based<br />

fundraising campaign which<br />

seeks to raise $4 million towards<br />

the $50 million cost of the new<br />

school.<br />

<strong>The</strong> campaign has already raised<br />

more than $1.2 million thanks<br />

to donations from the Marian<br />

Foundation and the Lottery Grants<br />

Board.<br />

Now the school<br />

community and<br />

general public have<br />

the opportunity<br />

to support the<br />

school to reach its<br />

$4 million target<br />

by contributing<br />

towards six projects within the new<br />

school.<br />

“Our ākonga, staff and whānau<br />

are very excited and we appreciate<br />

the support of our own past pupils<br />

and families, and that of the wider<br />

community,” Marian College Principal<br />

Mary-Lou Davidson said.<br />

Among the projects people can<br />

donate to are: the Sports Precinct;<br />

the Performing Arts facility; the Art,<br />

Textiles and Technology Centre;<br />

the Science Block; the Library, and<br />

a whare which will be built at the<br />

entrance of the school.<br />

“Our New Home will be for<br />

Marian College, our whānau<br />

and will be shared with the<br />

local and wider communities.<br />

As a school, our students<br />

will have excellent facilities<br />

and in our tradition of<br />

social justice, we will also be<br />

able to share these with the<br />

community.<br />

“<strong>The</strong>re are many opportunities<br />

in this remarkable new<br />

design for others to use,<br />

such as meetings, functions,<br />

performance spaces and<br />

sporting facilities. We are fully<br />

supportive of the campaign to<br />

support the fundraising target<br />

which will allow these facilities<br />

for present and future use,”<br />

Recently the Year 10s’ went to an Encounter day run by<br />

the National Evangelisation Team (NET). <strong>The</strong> theme was<br />

‘Brave’ with a focus on self-acceptance and self-worth.<br />

Beth Andrew shares her experience:<br />

“My biggest takeaway was from the video we watched<br />

about Keala Settle (<strong>The</strong> Bearded lady from <strong>The</strong> Greatest<br />

Showman). In the video, she was singing a song and had<br />

zero confidence.<br />

“As the song progressed she became more confident in<br />

herself and by the end, she was putting her whole heart<br />

into the song. It really made me think about how hard it<br />

can be sometimes to have confidence in ourselves.<br />

“My favourite part was when we made costumes out of<br />

newspaper that an ideal woman would be stereotyped<br />

to wear. On the costume, we had to write adjectives to<br />

describe how a woman is perceived by society to be/act.<br />

Some of the words that came up were that women have to<br />

be ‘smart, pretty, thin, talented, multitaskers’ making us<br />

aware of how society puts pressure on us as girls.<br />

“We also learned about how God has us on Earth for<br />

a reason and how everyone will end up in their unique<br />

place at some point in their life. <strong>The</strong> day ended with Father<br />

Edwin celebrating Mass with us.<br />

Overall I really enjoyed the day and appreciated NET for<br />

running such an organised fun day.”<br />

At our recent Athletics Day, Mya Phillips broke a<br />

Marian College discus record set in 1984 by past<br />

student and NZ representative Elizabeth Ryan.<br />

Mya threw 36.<strong>30</strong>m to beat the previous distance<br />

of 36.06m.<br />

Mya then took the Senior Javelin record throwing<br />

33.10m surpassing the previous record of 32.10m<br />

which was set by Kate Taylor in 2020.<br />

celebrate culture and we are so proud of their<br />

Candy Corner’s detractors<br />

(<strong>The</strong> <strong>Star</strong>, <strong>March</strong> 23) ought<br />

consider the alternative – more<br />

of the brown, black and white<br />

pointed roof barracks, which<br />

have sprung up like dull fungi<br />

in all of our suburbs in recent<br />

times. Realistically, there is no<br />

third option in that price range.<br />

As Brooksfield’s director<br />

Vinny Holloway says, his<br />

trade is changing the face of<br />

Christchurch. We who live here<br />

must like or lump it, as local and<br />

central government has given the<br />

proliferation carte blanche.<br />

Brooksfield at least has listened<br />

to our conversations about<br />

aesthetics and the importance<br />

of colour and greenery in a<br />

future Christchurch. <strong>The</strong>y’ve<br />

acknowledged our concerns<br />

about the rampant, dominant,<br />

same-same, characterless,<br />

featureless ugliness which will<br />

be the legacy of the young and<br />

ambitious developers, who will<br />

never have to live in such a<br />

home.<br />

Eyes will not be offended when<br />

we drive past Candy Corner<br />

in 50 years’ time. It may be repainted<br />

an overall classic colour,<br />

and more trees can only improve<br />

it. Brooksfield’s families will be<br />

able to hold their heads high. I<br />

wouldn’t want to be a descendent<br />

of any of the others.<br />

not what I would have called it.<br />

<strong>The</strong> article brought back so<br />

many memories of times gone by.<br />

Selwyn St was a hub of shops<br />

of all descriptions and local<br />

residents frequented them.<br />

In 1952, our family moved<br />

from Lismore (west of<br />

Ashburton) to Simeon St,<br />

Spreydon.<br />

We unknowingly lived in<br />

the cottage that was originally<br />

owned by a Mr Simeon who<br />

owned and farmed all the<br />

surrounding land. Apparently he<br />

migrated from England, caused<br />

a flurry when he arrived with<br />

his family entourage at Lyttelton<br />

and then made his mark in<br />

Christchurch.<br />

But Candy Corner? Not what I<br />

would have named it.<br />

What will local government look like?<br />

IT’S EASY to be swayed by the<br />

view that bigger is better, and that<br />

larger organisations can use their<br />

size to generate savings, create<br />

efficiencies and reduce costs.<br />

But being bigger doesn’t necessarily<br />

mean a better outcome,<br />

especially if you’re merging<br />

organisations with very different<br />

responsibilities, values and skill<br />

sets – particularly where one of<br />

those organisations is there to<br />

regulate the other.<br />

<strong>The</strong> role, function and performance<br />

of local and regional<br />

government is always topical<br />

– for good reason. We collect<br />

your money to deliver local and<br />

regional services – which not<br />

everyone sees as critical to them,<br />

but we are required to do by law.<br />

<strong>The</strong>se matters have been magnified<br />

recently by public debate<br />

on Three Waters, as well as the<br />

Government’s Future for Local<br />

Government review, which could<br />

have far-reaching consequences<br />

for who does what, what gets<br />

prioritised, and how everything<br />

is funded.<br />

Some have also suggested a<br />

unitary authority for Greater<br />

Christchurch, or a super-city<br />

model – but what is this? Will it<br />

be better than the status quo –<br />

particularly when we consider<br />

the challenges we face in relation<br />

to climate change, water and<br />

biodiversity degradation, as<br />

well as upholding the Treaty of<br />

Waitangi?<br />

As the regional government,<br />

Environment Canterbury manages<br />

air quality, land and water<br />

use, biodiversity and region-wide<br />

planning. We’re also responsible<br />

for public transport services<br />

(bus and ferry networks), the<br />

Harbourmaster’s Office, protection<br />

from flooding and river<br />

management, environmental<br />

incident response and regional<br />

Civil Defence Emergency Management.<br />

This work is long-term,<br />

geographically diverse, and focused<br />

on ensuring the protection<br />

of our unique natural resources.<br />

Local councils manage things<br />

like roading, building consents,<br />

subdivision, land use and<br />

development and community<br />

facilities, including libraries.<br />

REVIEW: <strong>The</strong> Future for Local Government review is<br />

exploring all aspects of what local and regional councils do.<br />

Like Three Waters, it could have far-reaching consequences.<br />

<strong>The</strong>y also manage supply of<br />

drinking water and wastewater<br />

services. This work is more<br />

people-focused and provides the<br />

facilities and services needed for<br />

communities.<br />

A unitary authority would<br />

have all the responsibilities set<br />

out above – and while this may<br />

seem attractive – we should consider<br />

what this may mean, what<br />

could be lost and whether alternatives<br />

may, in fact, be better.<br />

For example, regional councils<br />

currently administer consents<br />

to local councils – providing an<br />

important stewardship role as<br />

well as providing clear separation<br />

between the use and management<br />

of our precious natural<br />

resources.<br />

Environment Canterbury<br />

provides the regional perspective<br />

and planning across Waitaha<br />

Canterbury, assisting with collaboration,<br />

alignment and benefits<br />

– for example, regional land<br />

transport, river and catchment<br />

management, coastal marine<br />

issues, and biodiversity and<br />

biosecurity programmes where<br />

city and district boundaries don’t<br />

always take into account key<br />

environmental factors.<br />

Regional government has also<br />

led the way in building stronger<br />

and more meaningful relationships<br />

with mana whenua, largely<br />

due to the shared interests in<br />

natural resource and environmental<br />

management that iwi and<br />

hapū hold along with the responsibilities<br />

of regional councils.<br />

<strong>The</strong>se relationships are vital for<br />

our future and will enable us to<br />

confront the key environmental<br />

challenges we face.<br />

<strong>The</strong>re will be change, that’s for<br />

certain. <strong>The</strong> review is exploring<br />

all aspects of what local and<br />

regional councils do, including<br />

funding, how we give effect to<br />

te Tiriti o Waitangi areas of responsibility,<br />

and involvement of<br />

the community in decisions.<br />

It’s important there is full understanding<br />

of exactly what any<br />

new form and function for local<br />

government actually means. Ultimately,<br />

it must deliver a healthy<br />

and thriving environment and<br />

one where Waitaha Canterbury<br />

remains a fantastic place to live,<br />

work and enjoy.<br />

We need to ensure we design<br />

a system that our grandchildren<br />

will thank us for, one that is able<br />

to confront the key challenges we<br />

are facing. This is what Environment<br />

Canterbury is committed<br />

to and we look forward to working<br />

with our communities, Ngāi<br />

Tahu, central government and all<br />

our local councils to achieve.<br />

Scoop Dog is a Dunedin-based company<br />

that has made big waves with dog-lovers<br />

across the country. When launching in<br />

2011, owners Jono & Aleisha set out with<br />

started with the first New Zealand-made,<br />

It’s time to get silverbeet planted<br />

As autumn intensifies,<br />

it’s time to get planting<br />

hardy greens – as well<br />

as colourful bulbs<br />

Vegetables<br />

Cabbage, cauliflower and<br />

silverbeet stalks should be<br />

cleared from the ground once<br />

the plants have been harvested.<br />

Left in, they will deplete the<br />

soil and, more seriously, make<br />

excellent shelter for insect pests<br />

such as grey aphids.<br />

Spinach, lettuce and turnips<br />

can still be sown – the latter in a<br />

warm, sheltered place.<br />

Onions need to be lifted soon.<br />

If the foliage is still growing,<br />

bend over the tops to hasten bulb<br />

maturity. If onions are already<br />

being used, dig those with thick,<br />

soft stems first, as they will not<br />

keep well.<br />

Cabbage, cauliflower and leek<br />

crops need to be kept cultivated<br />

and weed-free. Control moth<br />

and caterpillar attacks with<br />

derris dust. A pesticide spray<br />

may be needed to combat grey<br />

aphid infestations.<br />

Parsley can still be sown. <strong>The</strong><br />

hardy herb will stand the winter<br />

without harm, but seed can be<br />

slow to germinate. Soaking in<br />

water overnight can help, but<br />

more important is using fresh<br />

seed to ensure good germination.<br />

Young parsley plants respond to<br />

good soil and an abundance of<br />

nitrogen.<br />

Silverbeet grows well in cool<br />

conditions and, in most areas,<br />

a late-<strong>March</strong> sowing still gives<br />

enough time for plants to<br />

become established before cold<br />

weather stops growth.<br />

Mixing lime (280g per sq m)<br />

and a similar quantity of blood<br />

and bone will help the crop.<br />

Alternatively, apply a good<br />

general fertiliser.<br />

Sow silverbeet seed 1cm deep<br />

in rows 0.5m apart. Water the<br />

ground well if conditions are dry.<br />

Being coastal in origin,<br />

silverbeet also responds to<br />

some salt in the soil. Place some<br />

seaweed <strong>30</strong>cm below where the<br />

seeds are to be sown, cover with<br />

soil, then put in the seeds. This<br />

leafy vegetable also responds<br />

to a plentiful supply of organic<br />

material.<br />

Flowers<br />

Carnation layers pegged<br />

down in late January should be<br />

ready for separating from the<br />

old plants. Scrape a little of the<br />

soil away and see how rooting is<br />

proceeding.<br />

Carnation blooms can be<br />

improved if manure is added,<br />

<strong>30</strong>cm or more below the surface,<br />

and carnations also like plenty<br />

of lime and bone meal added<br />

to the soil. If it is light and<br />

sandy, improve it by mixing<br />

in rotted turf, straw or garden<br />

compost.<br />

When planting rooted<br />

carnation layers, set 40cm apart<br />

and try not to disturb the ball<br />

of young roots. Do not plant<br />

too deeply. <strong>The</strong> upper roots<br />

should be just below the<br />

surface.<br />

Lilies can be planted in rich,<br />

well-drained, lime-free soil,<br />

giving the bulbs a chance to<br />

settle down before winter.<br />

Lilium regale is popular in home<br />

gardens, being easy to grow and<br />

less sensitive to soils containing<br />

lime.<br />

Most tolerant of lime is the<br />

Madonna (Lilium candidum).<br />

<strong>The</strong> other main difference is<br />

that Madonna lilies, which have<br />

no dormant period, should be<br />

planted in a hot, dry spot with<br />

a-third of the bulb above the<br />

soil.<br />

Other lilies need plenty of leaf<br />

mould or peat to maintain the<br />

acidity in which they thrive.<br />

Most lilies like to have shade<br />

over their roots and look good<br />

beside azaleas, rhododendrons<br />

and kalmias.<br />

In heavy soils, drainage can be<br />

improved by sitting the bulb on a<br />

layer of river sand.<br />

Stem-rooting lilies should be<br />

planted 8cm-10cm deep, basalrooting<br />

15cm or more deep.<br />

Fruit<br />

Loganberries, boysenberries,<br />

tayberries and cultivated<br />

blackberries need to be pruned<br />

after fruiting.<br />

Cut from the base of the plant<br />

all canes which have fruited and<br />

train young canes in their place.<br />

If there are not enough of those<br />

to replace the fruit-bearing ones,<br />

the plant has been starved.<br />

Mulch with stable manure or<br />

garden compost, at least half a<br />

metre out, around all sides of the<br />

stems.<br />

Raspberry bushes can be<br />

cleaned up by tying the canes<br />

into place, removing all weeds<br />

and any suckers that have<br />

appeared.<br />

Leave seven or eight newlygrown<br />

canes to each plant and<br />

remove old ones which bore fruit<br />

this season.<br />

A mulch of half-rotted manure<br />

or compost will help the plants<br />

develop.<br />

535: <strong>The</strong> number of runs<br />

scored in the one-day format by<br />

BJ Jacobs. <strong>The</strong> batting records<br />

over the past season have been<br />

dominated by Jacobs, who plays<br />

for Sydenham’s men’s premier<br />

side. He scored 535 from eight<br />

one-day innings throughout the<br />

season, breaking Scott Pawson’s<br />

long-standing record of 475<br />

in the 2000/01 season. Jacobs<br />

scored three hundreds and now<br />

holds the record for the highest<br />

score in a Christchurch premier<br />

one-day match after his 178<br />

against Old Boys Collegians.<br />

Jacobs also hit the most<br />

boundaries, with 112 fours and<br />

54 sixes.<br />

371: <strong>The</strong> largest team total<br />

of the season, which was set by<br />

Burnside West. In this year’s<br />

two-day competition, scores<br />

over <strong>30</strong>0 were vast. But Burnside<br />

West’s 371 was the highest total<br />

in any format and they got their<br />

in just 51.4 overs at a run rate of<br />

7.2. Matthew Hay, Scott Janett,<br />

and David Zohrab dominated<br />

Riccarton with strike rates of<br />

more than 100 in the innings.<br />

However, it was vice-captain<br />

Carl Huyser who blitzed the<br />

Riccarton bowlers to take<br />

Burnside West’s score well and<br />

truly over 350. Huyser finished<br />

on 60 from 24 with a strike rate<br />

of 250.<br />

2: <strong>The</strong> amount of titles won<br />

by the Sydenham premier<br />

women and OBC men this<br />

season. OBC were dominant<br />

in the white ball formats of the<br />

men’s premiership. In December,<br />

a strong batting display saw<br />

them finish on 249/6. Former<br />

White Ferns spin bowler Frankie<br />

Jack Lewis’ score in the men’s<br />

one-day final. With OBC 7/3<br />

chasing 219 in the final in<br />

February, Burnside West looked<br />

like they would easily continue<br />

their two-year unbeaten streak.<br />

However, Lewis quite literally led<br />

his team to their second title of<br />

the season. He smashed 10 fours<br />

and three sixes to finish on 109<br />

not out. He also hit the winning<br />

runs to claim the team’s second<br />

title. <strong>The</strong> innings was Lewis’<br />

maiden century at premier level.<br />

It was also his first season as<br />

captain.<br />

<strong>30</strong>7: <strong>The</strong> number of<br />

wickets taken in the 23-game<br />

women’s one-day competition.<br />

<strong>The</strong> bowling calibre of women’s<br />

cricket in Christchurch is no<br />

doubt the talking point of the<br />

premier grade. Across 12 rounds<br />

of the one-day format, <strong>30</strong>7<br />

wickets were taken. This works<br />

out to be at an average of 13.3<br />

wickets a game. Of the 46 oneday<br />

innings played, 20 of them<br />

saw a team bowled out.<br />

8/20: <strong>The</strong> best bowling<br />

figures out of all three formats<br />

played by the premier men’s<br />

team. Heathcote’s Tyler Lortan<br />

swept through Riccarton in<br />

a two-day match earlier this<br />

month to finish with the best<br />

bowling figures of the three<br />

competitions this season. He<br />

took the eight wickets in just 7.3<br />

overs and bowled one maiden.<br />

changes to how it operates.<br />

<strong>The</strong> premiership has six teams<br />

this season, Linwood Keas,<br />

Hornby Panthers, Eastern Eagles,<br />

Halswell Hornets, Northern<br />

Bulldogs and Riccarton Knights,<br />

after the Papanui Tigers and<br />

Celebration Lions couldn’t field<br />

premier teams.<br />

<strong>The</strong> clubs will face each other<br />

three times across 15 rounds.<br />

Triple round-robin play finishes<br />

on July 22.<br />

Humm: “Four Massetti Cup<br />

rounds in May and June will<br />

feature a Friday night match<br />

under lights at Ngā Puna Wai.<br />

time since 2019. All teams retain<br />

round-robin and, following the<br />

split, will play each team in their<br />

last Saturday after rain twice<br />

thwarted players’ attempts to<br />

has been brought forward to<br />

the morning due to Cashmere’s<br />

centenary celebrations at its club<br />

on Saturday afternoon.<br />

at the Elmwood courts,<br />

however the Wilding<br />

Fuel-friendly and clean Skoda Kamiq<br />

I’m of the firm opinion that<br />

development of the internal<br />

combustion engine is far from<br />

over, especially in terms of fuel<br />

efficiencies.<br />

Sure, the world is viewing<br />

electric vehicles as the way forward<br />

to combat climate change and our<br />

reliance on fossil fuel, but there<br />

are many petrol engines in today’s<br />

market that run on the smell of<br />

an oily rag and are clean to the<br />

environment.<br />

One such engine is Skoda’s 1-litre<br />

turbocharged three-cylinder unit<br />

that is rated with a 5.8l/100km<br />

combined cycle average and emits<br />

just 131g/km of CO2. As such,<br />

it qualifies for a New Zealand<br />

Government Clear Car Program<br />

rebate of $1870. If you take that<br />

amount off the purchase price –<br />

$38,990 – you are getting a quality<br />

car and one that won’t bite you<br />

much in the way of day-to-day<br />

running costs.<br />

Of course, this engine comes<br />

courtesy of Skoda’s incorporation<br />

into the Volkswagen Group, and it<br />

is one of many fuel-friendly units<br />

that are constantly being placed in<br />

production. I see it as an alternative<br />

to electric power and, what’s more,<br />

it is very traditional in the way<br />

it operates and very much suits<br />

its placement in Skoda’s Kamiq<br />

Scoutline.<br />

<strong>The</strong> Kamiq’s body shape puts the<br />

vehicle most definitely in the SUV<br />

category, but I’d label it more of a<br />

crossover vehicle. That’s because<br />

it is just a two-wheel-drive (front)<br />

model only, and although the<br />

suspension is raised to give it more<br />

wheel travel and freedom it can’t be<br />

described as anything other than<br />

an all-road vehicle.<br />

<strong>The</strong> Kamiq is not new to the New<br />

Zealand market, but it has just had<br />

a major refresh with distinctive<br />

styling cues giving it a bolder but<br />

fresh appearance.<br />

Major specification items include<br />

push-button ignition, cruise<br />

control, touch screen display and<br />

safety systems which count towards<br />

a five-star Euro NCAP rating.<br />

What I like about the Kamiq is<br />

its practicality. It is a compact car<br />

at just 4.24m, but it has good space<br />

inside and great load space. Skoda<br />

claims a cargo carrying area of<br />

400-litres extending to 1395-litres<br />

with the rear seats folded down.<br />

At the other end sits the wee<br />

gem of an engine. Developing<br />

85kW and 200Nm, it has healthy<br />

outputs for its 999 cubic capacity.<br />

<strong>The</strong> turbo isn’t overly boosted so<br />

there is no great rush of power,<br />

but it does have a solid flow of<br />

energy right through the power<br />

band. That’s attributable to where<br />

the power outputs are developed,<br />

peak power is available from just<br />

5000rpm, while maximum torque<br />

spreads from 2000 to 3500rpm.<br />

<strong>The</strong>se figures result in low down<br />

energy, and that is what you want<br />

in an engine, it churns away with a<br />

characteristic three-cylinder growl,<br />

it is well muffled but there’s no<br />

denying the harmonics associated<br />

with this design.<br />

Drive is channelled through a<br />

seven-speed direct shift gearbox,<br />

this is the Volkswagen group’s<br />

preferred choice of transmission<br />

and it stands out for quick, clean<br />

and smooth shifts.<br />

In terms of acceleration, it will<br />

lunge through a highway overtake<br />

(80 to 120km/h) in 7sec, while<br />

Skoda claims a 9.9sec run from a<br />

standstill to 100km/h, and a top<br />

speed of 191km/h. All of these<br />

figures are remarkable for an<br />

engine that is just under 1-litre.<br />

I took the evaluation car on a<br />

long highway loop taking in the<br />

high country roads and home<br />

through Burnham and Lincoln.<br />

When presented with a handling<br />

challenge the Kamiq steers with<br />

accuracy and there is good<br />

feedback through the steering<br />

wheel.<br />

sitting on 17in wheels, but there<br />

is solid grip to be found, and even<br />

with the limitation of tube beam<br />

rear axle, suspension movement is<br />

flexible and the spring and damper<br />

rates are just firmed enough to<br />

contain any gravitational force of<br />

the body over the suspension.<br />

More importantly, ride comfort<br />

in relation to quick cornering isn’t<br />

compromised, the suspension<br />

settings make for an almost perfect<br />

balance, and that’s important on<br />

Christchurch’s mixture of road<br />

surfaces, bumps and ruts are<br />

absorbed beautifully without any<br />

in-cabin shock.<br />

During my time in the<br />

Scoutline the fuel usage readout<br />

was constantly showing around<br />

6.6l/100km with an amazing<br />

4.8l/100km usage at 100km/h,<br />

the engine working over slowly at<br />

just 2250rpm – right in the area of<br />

maximum torque.<br />

I’ve long been a fan of threecylinder<br />

engines, and the Kamiq<br />

in this form really appealed to me.<br />

However, I do realise that some of<br />

the harmonics and driving feel may<br />

not appeal to everyone. That being<br />

the case, there is a four-cylinder<br />

offering in the form of the Kamiq<br />

Monte Carlo, the 1.5-litre unit adds<br />

an extra $9k but it also reaps the<br />

rewards of its efficiency and it is<br />

eligible for an extra $100 from the<br />

Government, its clean car rebate<br />

amounts to $1970.<br />

I’ve experienced this engine<br />

previously and can also report it is<br />

a cracker with its 5.7l/100km fuel<br />

usage average and healthy power<br />

outputs (110kW and 250Nm).<br />

Skoda is also entering the<br />

electric vehicle market with its<br />

Enyaq SUV due to land in New<br />

Zealand soon, but with a foot<br />

in each camp it’s fair to say the<br />

company still sees a future with<br />

internal combustion engines,<br />

and I’ll go as far as to say you can<br />

expect plenty more to arrive that<br />

are as equally or more efficient in<br />

the years to come.<br />
