Chamber’s Bell Ringer award goes to Darlington 

Each year, the Madison County Chamber 

of Commerce presents its Bell Ringer Award 

to a person who truly cares about the community 

and strives to make it better. This 

year’s honoree is Marci Darlington of Mount 

Sterling. 

A lifelong resident of Madison County, 

Darlington has worked and volunteered 

throughout the county for most of her life. 

She served as a Chamber board member 

once before and currently represents the village 

of Mount Sterling in her third year as 

mayor. Last year, she served as third vice 

president of the Chamber’s executive board. 

Darlington enjoys organizing and participating 

in fundraising events. She helps to 

connect people in need with Madison County 

agencies and organizations that can help. 

Darlington serves on the Mental Health 

Recovery Board for Clark, Greene, and 

Madison Counties. After she spoke at a 

board retreat about how she has been dealing 

with depression, many other groups 

have asked her to speak. She is open to 

share her story with others. 

“I think it is so very important to share 

experiences, especially when we are trying 

to break through the stigma surrounding 

mental health and those who are afraid to 

ask for help,” Darlington said. “I feel this 

talk would be a strong message for staff 

working in mental health settings, but also

for any group of employees as a way to make

Darlington has been involved in many 

different organizations in the county and 

has been a business owner in a couple of 

arenas. She was part of the Lions Club in 

West Jefferson and the West Jefferson Business 

Association. Through the business association, 

she helped with West Jefferson’s 

farmers market. She was a West Jefferson 

food pantry board member and volunteered 

at the Farm Science Review and the Chamber’s 

golf outing. She has volunteered at 

London’s Rhythm & Rib Fest and provided 

facepainting and balloon animals at the 

West Jefferson Ox Roast. 

Darlington has been a vital part of Make

Rotary honors Peart with Joe Yoder Award

The London Rotary Club celebrates contributions 

in agriculture with their annual 

Rural Urban Day Breakfast. One of the 

highlights is presentation of the Joe Yoder 

Award. This year’s recipient is Dave Peart. 

The breakfast took place on March 30 at 

the Madison County Senior Center. The 

public was invited at no charge to enjoy 

breakfast, a speaker, and the award presentation. 

The award’s namesake was a lifelong 

farmer and strong advocate for farmers in 

the community. He also was a member of 

the Rotary Club and dedicated to the ideal 

of “Service Above Self.” Since his death in 

2008, the club has presented the Joe Yoder 

Award to a deserving member of the agricultural 

community: 

• who has made a significant contribution 

to agriculture in Madison County; 

• who has preservation of the land for 

the future as an ultimate goal; 

• who has a strong reputation in the 

agricultural community; and 

• who has agriculture as a significant 

source of their livelihood. 

David Peart, this year’s winer, has spent 

his life in service to the city of London and 

to Madison County. He and his brothers 

grew up farming the family land and incorporated 

as Peart Farms in 2001. He has 

been instrumental in increasing crop production 

and maximizing revenue in the 

county through proper irrigation, drainage, 

and streamlined harvesting procedures. 

Peart graduated from Madison-Plains 

High School in 1976 and immediately began 

working for the United States Postal Service 

in London, as well as continuing on the 

farm. He and his wife, Cheri, raised their 

family in Madison County where their girls 

attended Madison-Plains. 

After nearly 40 years, Peart retired from 

the postal service to spend more time with 

his family and concentrate on the farm. He 

has proven himself to be an exceptional 

steward of the land.

The Madison County Chamber of Commerce’s 

annual meeting is not only a time to 

reflect on the previous year in business and 

new things to come, but also to recognize the 

achievements and service of outstanding

resident who has helped to further Chamber 

programs and services. Pamela Wurster of 

London is the first recipient of this new 

award. 

Last summer, Wurster stopped by the 

Chamber to introduce herself and rave 

about Stanley Park which is located on the 

Chamber grounds on Keny Boulevard in 

London. She said the park’s walking trail is 

the best kept secret in Madison County. 

Wurster asked if she could do some research 

to see if grant funding is available to 

pave the walking trail to make it handicap 

accessible. In the process, she learned that 

grant funding is available to purchase handicap 

accessible picnic tables and to refurbish 

the existing tables in the shelter house. 

With support from the London Community 

Foundation, Wurster has submitted applications 

for both grants. If the grants are 

improved, individuals with mobility issues 

will be better able to enjoy the park and its 

amenities. 

Wurster also has volunteered many 

hours to helping the Chamber at the Farm 

Science Review, Bonanza, the annual meeting, 

and the annual golf outing. 

Chamber Member of the Year: Amy Rees 

The Chamber created the Chamber 

Member of the Year Award to honor individuals 

who raise the bar for what it means to 

be a Chamber member. Amy Rees of London 

is the first recipient of this new award. 

Rees has spent countless hours helping 

with preparations for the Chamber’s Bonanza, 

and is the first person to offer a hand 

one every project the Chamber pursues. 

She offered her talents and knowledge to 

new Chamber staff members hired in 2022— 

Jon McKanna, executive director, and Ashley 

Wheeler, community relations director. 

Rees used her graphic design skills to created 

framed listings for silent auction item’s 

at last year’s Bonanza. She also organized 

the ducks for the 2023 Duck Raffle. She developed 

and created the Chamber’s event 

calendar insert for this year’s annual meeting. 

She is serving her second term as the 

Chamber’s first vice president and chairs the 

new community outreach committee. 

Volunteer of the Year: Rita Fitch 

Rita Fitch was born in Columbus and attended 

St. Francis of Assisi Grade School

and Bishop Watterson High School. She 

graduated in 1963, went to work for Grange 

Mutual Insurance, and attended Franklin 

University where she earned a degree in accounting. 

She also enrolled at Ohio State 

University (OSU) and began working on 

coursework to become a certified public accountant. 

During her studies at OSU, Fitch went to 

work for Haydocy Automotive as a part-time 

accounting clerk and never left. The company 

was sold to Mark Wahlberg Automotive 

in 2020. She continues to work 

part-time. 

A resident of West Jefferson, Fitch is a 

past member of the Madison County 

Women’s Republican Club and State Central 

Committee. She has volunteered at numerous 

fundraisers, including golf outings 

and Octoberfest, and is still active in helping 

the London Kiwanis Club during the 

Farm Science Review. 

Fitch attends Sts. Simon and Judge 

Catholic Church in West Jefferson where 

she is treasurer of the women’s group and 

active in various ministries. 

“I do believe my association with the 

Madison County Chamber of Commerce has 

been the most satisfying, other than 

church,” she said. 

Initially, the Chamber approached Fitch 

to help with Bonanza, the Chamber’s large 

fundraiser. Fitch also helps with the organization’s 

golf outing. 

“It’s been a pleasure, and I hope I can remain 

healthy and stay busy volunteering at 

the Chamber because it has been very rewarding,” 

she said. 

Volunteer of the Year: Charlene Saul 

West Jefferson resident Charlene Saul 

grew up in Perry County and graduated 

from St. Aloysius Academy High School in 

New Lexington, Ohio. She came to Colum-

bus for a job and to further her education. 

Saul went to work for the State of Ohio Defense Construction 

Supply Center where she met her husband, 

Cliff, and had a son. The couple has five great-grandchildren. 

Saul’s career path took her to Deere & Co. in Columbus. 

She retired from John Deere in 1999. After retirement, 

she volunteered for Loving Care Hospice in 

London for 20 years. 

Saul attends Sts. Simon and Jude Catholic Church 

in West Jefferson where she serves as a lector, Eucharistic 

minister, and alter server. She also helps with 

the church’s women’s group projects. 

Other volunteer roles for Saul have included membership 

in the Madison County Republican Women’s 

Club and Madison County Republican Committee. Associated 

activities have included Octoberfest and the 

Lincoln Day Dinner. 

For many years, Saul helped the London Kiwanis 

Club staff a food tent at Farm Science Review. She has 

prepared book bags for London City Schools and, for 

years, has volunteered at the Chamber’s Bonanza and 

golf outing. 

“I am blessed and grateful for all the opportunities 

and to still be able to help where needed,” Saul said. 

Commercial/Service Award: Jay-Car Construction 

Co. Inc. 

Jay-Car Construction in Mount Sterling was founded 

in 1967 by Carlos Joslin and Jay Joslin, a father-son 

team. Among their first projects was construction of the 

Kroger grocery warehouse in Columbus. The upstart 

business has grown into a multimillion-dollar general 

contracting and construction management firm serving 

a large portion of Ohio and, on occasion, interstate customers. 

The fourth generation of the Joslin family is now 

part of the business. The leadership team includes 

David Joslin, president, and his son, Nick Joslin, vice 

president, along with Mike Gordon, treasurer. 

Over the past two decades, Jay-Car has donated time 

and services to the Chamber of Commerce, hooking up 

electric to power the Chamber’s food vendors at the 

Farm Science Review. This year, the company removed 

four large power poles from the Review site, then hauled 

them to the Chamber grounds on Keny Boulevard in 

London where they were used to improve the trailhead

LLC 

For nearly 31 years, Boyd Garage Doors & Openers 

in London has strived to provide personalized services 

at affordable prices in Madison and surrounding counties. 

Led by Jeff Boyd, the company’s team has been a 

vital part of helping families and businesses in Madison 

County. They have provided services to the Madison 

County Board of Developmental Disabilities and the 

Madison County Senior Services population. 

Industrial Award: Jefferson Industries 

Since breaking ground in West Jefferson in 1988, 

Jefferson Industries has succeeded in becoming a world 

leader in auto parts manufacturing. The foundation of 

that success is great people, efficient processes, and 

high quality service. 

Over the years, the company has experienced growth 

and, at the same time, furthered its community involvement, 

providing incentives for employees to get involved 

in individual and group philanthropic endeavors.

manager, connected with Manufacturing Extension 

Partnership at Columbus State University to expose 

Madison County high school students to careers in manufacturing.

Non-Profit Award: Junior Achievement of Mad River 

Region 

Junior Achievement provides lessons in financial literacy, 

work and career readiness, and entrepreneurship 

to students in grades K-12. Volunteers from the local 

community help to teach those lessons and serve as role 

models, emphasizing the importance of education and 

critical life skills. 

Junior Achievement of Mad River Region is providing 

44 programs this school year, 20 more than were completed 

in 2021-22. Programs are taking place at London 

City Schools, Jefferson Local Schools, St. Patrick School, 

and Tolles Career and Technical Center. 

Mad River Region’s leadership staff includes Crystal 

Steiner, president, and Robin Louden-Henry, program 

manager.

Market opens on 

South Main Street 

London residents Rebecca and Rodney Rucker cut the ribbon on 

their new business, London Farm Fresh Market, on April 3. The 

store is located at 119 S. Main St. in the space formerly occupied 

by the Procter Store. 

Like its predecessor, London Farm Fresh Market is essentially 

an indoor farmers market offering a wide array of fresh produce, 

meats, baked goods, and more. 

“We carry a lot of vendors that come in with their products,” Rebecca 

said. 

Several area farmers drop off fresh fruits and vegetables that 

will change by the season. Honey, garlic, herbs, jam, salsa, noodles, 

and fresh-baked bread are among the offerings, as are soap in pump 

and bar form, candles, earrings, magnets, and healthy, homemade 

dog treats. 

Fat Hen Farmhouse out of the South Charleston area stocks the 

store with fish, bison, and other meats. Watch for the strawberry 

jam bratwurst from Lehnert’s Meats of London. Main Street Deli 

in West Jefferson is supplying wrapped sub sandwiches, lunch 

meats, and cheeses. M&M Diner of London offers up homebaked 

pies and carrot cakes. And the list goes on. 

Many of the vendors are carryovers from the Procter Store, including 

the Procter Conference Center & Farm which supplies the 

store with meat, eggs, and produce. The store also serves as a 

dropoff point for Procter’s CSA bags (community supported agriculture). 

The Ruckers themselves will help to stock the shelves with fresh 

vegetables. Rebecca is an avid gardener, and Rodney is a farmer. 

Both Rodney and Rebecca were born and raised in Madison 

County—Rodney in West Jefferson and Rebecca in London. Rebecca 

said she is excited to serve the community but especially the neighborhood 

in which she grew up. 

“It feels good to be giving people on this end of town more choices 

for shopping and fresh products,” she said. 

In the future, the market plans to offer delivery. 

London Farm Fresh Market is open 11 a.m.-5 p.m. Monday-Friday

Quilter was elected to the Clark 

County Senior Fair Board and was 

responsible for the Junior Fair program. 

She co-founded the Clark 

County Farm Bureau Youth Group 

and was a member of the Southeastern 

High School FFA Alumni. 

In 2013, the Clark County and 

Madison County Farm Service 

Agency offices combined to make 

one office. Madison County’s FSA 

serves all of Clark and Madison 

counties and half of Franklin 

County

SMITH 

Patsy “Pat” Lee Smith, 87, of Mount Sterling died on 

March 29, 2023, at her home with her son and daughter 

by her side. She was born on Nov. 25, 1935, in London, 

Ohio. She was the daughter of the late Hobert White 

and Bertha (Chamberlain) Sanders. 

Pat graduated from Mount Sterling High School and 

served many decades in Pythian Sisters and Eastern 

Star, recently receiving her 50-year member pin. She 

was a long-standing member of the local community 

and, most of all, loved by her family and friends. 

She was preceded in death by: her husband, Jim 

Smith; daughter, Brenda (Smith) Lafuse; and son-inlaw, 

Roger Johnson. 

She is survived by: son, David (Kathy) Smith; daughter, 

Kim Johnson; four grandchildren, Brittany (Lafuse) 

(Chris) Rogers, Parker Lafuse, Ryan Smith, and Ashley 

(Johnson) (Bryan) Sockol; son-in-law, Jeff Lafuse; three 

great-grandsons, Kayden Rogers, Noah Rogers, and 

Holden Rogers; and a host of friends who she considered 

her family. 

Visitation was held on April 2 and a funeral service 

was held on April 3, both at Porter-Tidd Funeral Home, 

Mount Sterling. Interment followed in Pleasant Cemetery.

VIRTS 

Steven “Steve” Wayne Virts, 67, of London, Ohio, 

died unexpectedly on March 31, 2023, in Ohio Health 

Doctors Hospital, Columbus. Born on Nov. 25, 1955, in 

Springfield, he was a son of George and Elizabeth 

(Inskeep) Virts. 

Steve was a graduate of Northeastern High School. 

After high school he went on to work for Yellow Freight 

and as a mobile mechanic in and around Madison 

County. He was a member of the Teamsters Union and

Virts; a host of nieces and nephews; and many, many 

good friends.

EVANS 

William “Willie” Reece Evans, 78, of London Ohio, 

passed away peacefully at home with family by his side. 

Willie was born on Nov. 11, 1944, in Columbus, Ohio, 

the son of William and Mary (Harper) Evans. 

After graduating from London High School, Willie 

joined the Navy with a little help from “Coach 

Cochran.” He enjoyed his time in the Navy, and he was 

very proud of it. He was assigned to the U.S.S. Little 

Rock, and his home port was on the French Riviera. He 

visited a total of 31 ports in the Mediterranean Sea during 

his two years of service. He was honorably discharged 

on Dec. 24, 1964. Shortly after, he began his 

employment at International Harvester in Springfield, 

Ohio, which later became Navistar International, where 

he worked for 38 years. 

His hobbies included water skiing, fishing, and 

pheasant and rabbit hunting. At one time, he was a 

three-state champion in competitive trap shooting. He 

loved being on the water, and he owned several different 

boats over the years. He loved Lake Erie and taking his 

boat there to fish for walleye. After a successful trip, he 

would invite family and friends over for a fish fry. He 

was a dedicated husband and father and worked hard 

to provide for his immediate and extended family. 

Willie is survived by: his children, Tonya (Evans) 

Stroup and Lance (Tina) Evans; grandchildren, Ethan 

Stroup, Shane Stroup, Carrington (Matt) Hill, Jared 

Flowers, and Hailey Evans; sisters, Virginia (Francis) 

Murray and Beverly Fink; nieces and nephews, Julie 

(Bill) Lanesey, Janet Murray, Tina Troche, Troy Fink, 

and Tricia Bradham. 

He was preceded in death by: his parents; loving 

wife, Vivian (Fout) Evans; and brother, David Evans. 

A graveside service was held April 6 at Somerford 

Township Cemetery, London. Willie’s services were entrusted

Joyce Ann Robertson, 88, of London, Ohio, died 

peacefully on April 4, 2023, in Bluebird Retirement 

Community, London, surrounded by her loving family. 

Born on Jan. 9, 1935, in Strawberry Plains, Tenn., 

she was a daughter of Lonzo and Myrtle (Witt) 

Finchum. 

Joyce was a graduate of Madison Rural High School 

in the Class of 1954. She was a member of Newport 

United Methodist Church where she was very involved 

in the UMW group and was a longtime organizer of the 

church’s annual fall dinner. Joyce’s love for her family 

was unmatched, and her children were always the highlight 

of her life, along with her church family. 

She leaves behind: four children, Lisa (Harold) Howerton, 

Kevin (Kerie) Robertson, Jason (Leeann) Robertson, 

Victor (Suzanne) Robertson; grandchildren, Bart 

(Heidi) Howerton, Seth (Amanda) Howerton, Sidney

London Correctional Institution, 1580

person’s living area, the recreation 

yard, and the food service building. The tour 

will conclude with a question-and-answer 

session and a PowerPoint presentation 

about the facility.

inevitable, and I hope to help facilitate that 

growth. However, the improvement of our 

infrastructure is paramount in order to realize 

our full potential within the city. We 

have several important issues to address, 

such as police facilities and fire/EMS funding. 

We will need to prioritize these in addition 

to other top issues facing our growing

DIVISION OF POLICE 

The City of London, Ohio, is accepting applications for the position of 

Police Officer. The London Division of Police serves a population of over 

10,000 and is responsible for an area of 9 square miles. The department 

has an authorized strength of 21 sworn officers. The citizens of London are 

seeking candidates who possess the personal character and professional 

skills necessary to serve in a position of public trust. Applications will be 

accepted from individuals who are at least 21 years of age and possess a 

valid Ohio driver’s license. The City of London offers an excellent employee 

benefit package and a starting annual salary of $24.44 an hour, shift differential, 

uniform allowance, paid vacation after the first year, personal 

days, health insurance, educational allowance and other benefits. 

Entry level applicants (those not currently employed full time as a 

peace officer) must complete a written test through the National Testing 

Network (NTN), Inc. To fill out the NTN application and schedule a 

test, go to www.nationaltestingnetwork.com, select Law Enforcement 

and sign up for the London Police Department. 

The following adjustment shall be made to the score of applicants on 

the condition that they pass the entry level examination with a raw 

score of 70% or greater. Additional credit shall be awarded to a 

maximum of 20% of the raw score. The London Civil Service Commission 

will not accept documentation for credit unless received by 4:00PM on 

April 21, 2023 at the City of London Administrative Office. 

1. Veteran’s credit – 20% additional credit shall be granted to Ohio 

residents who are honorably discharged from the United States Armed 

Forces. (Must submit copy of DD214, including block 24 with the 

application). 

National Testing Network does not replace the London Police Division’s 

responsibility and decision making in the testing process. All candidate 

results are provided to the London Police Division where the final decisions 

are made. 

Lateral applicants (those currently employed full time as a peace officer in 

Ohio) are not required to complete the written NTN test. Lateral applicants 

are required to complete other stages of the hiring process to be considered 

for employment with the City of London. If selected, prior full-time 

service will be taken into consideration when determining starting pay and 

leave benefits.

the London City Administration Office located at 20 S. Walnut Street, Suite

With his big ears, 

big paws, and an 

even bigger heart, 

Shadow is a 7-yearold 

German shepherd 

looking for a 

place to call his own. 

He weighs about 68 

pounds, walks well 

on a leash, and knows how to shake with 

both paws, sit, lie down, and roll over. 

He loves to go on walks. He would do just 

fine in a home with kids who are respectful 

of dogs. He even does well when meeting 

other dogs. He was a little socially awkward 

but also responded well when given social 

cues from other canine friends. He was a 

scaredy cat when it came to his visit in the 

cat room. He would probably do fine in a 

home with dog-friendly cats with slow and 

proper introductions. 

Adoption fees for dogs vary: shelter dogs 

are $180, prison dogs are $250, puppies are 

$300, and popular pure-breeds are $400. 

The price includes: a Home Again microchip, 

set of shots, deworming, heartworm 

testing (if old enough), spay or neuter, and 

a one-year rabies shot (if old enough). All 

dogs adopted must leave with a county license 

at an additional cost of $17; this fee is 

cash only. Adoption fees can be paid by cash 

or credit card. 

Kitten

brother came to the 

shelter after their 

owner passed away. 

Kitten is about 5 

years. She is doing a 

very good job of adjusting 

to life at the 

shelter, but she would love to be back in a 

home. She is on the shy side, but she warms 

up quickly and loves attention and pets. She 

has such a sweet and expressive face, too. 

She is acclimated to living with another 

kitty, so she would be fine in a home with 

other kitties or dogs, as long as they are 

slowly and properly introduced. She would 

do well with kids who allow her to have her 

space. She would make a great companion 

for a single person or a family. 

The adoption fee is $100 for kittens up to 

6 months old and $80 for cats 7 months and 

older. It includes: a FeLV/FIV test (if old 

enough), spay or neuter, set of shots, deworming, 

and a one-year rabies shot (if old 

enough). Fees can be paid by cash or credit
