PRESIDENT’S LETTER
Invest in good governing behaviors when a legislator is young,
and there will be positive ripple effects for generations.
I am amazed by the passion, empathy, and leadership of our team, our legislators, our
partners, and our community of changemakers.
After a 2021 mostly limited to virtual interactions, 2022 was a welcome boom of new
opportunities. The staff at Millennial Action Project funneled their creativity into supporting
legislators who were suddenly convening in person again. Our incredible partners catalyzed a
wave of innovative policy discussions. And MAP legislators showed up with the resilience and
resolve that gives me new hope for our generation.
In my heart of hearts, I believe young leaders are best positioned to change the norms and
behaviors that hold our country back. Without that change, toxic polarization will continue
to stymie progress on the greatest problems facing our country. Through our work, MAP is
creating a space and permission structure for young policymakers to come together and
disrupt this negative cycle.
In our first nine years, we reached 1,600 young legislators. This year nearly 200 legislators
took active leadership roles in our organization, working to meaningfully include their
colleagues in the bridge building work of our Future Caucus network. Thirteen percent of all
young legislators in the entire United States participated in our programming this year —
and we’re harnessing the convening power of our organization to leverage a culture-change
among the rising generation of lawmakers. As we look towards the future, and as more and
more Millennials and Gen Zers step into public office, we feel the need for MAP more than ever.
We envision a diverse democracy where the political culture is grounded in empathy and leaders
pursue innovative policy solutions. I believe the most effective policymakers are the ones who
know how to build coalitions and work well with others. A more empathic politics is a more
effective politics. We’re proud of MAP’s role in building the muscle of collaborative governance.
This is an historic moment. Our divided culture requires the time and attention of a
plethora of organizations pursuing a pathwork of solutions. Our network of lawmakers need
the support and resources from our network of partners all committed to advancing a more
functional democracy. Conversely, I am proud of how MAP has become a trusted and reliable
resource for our partners looking to inject the voices and perspectives of young, bipartisan
leaders into their work. There is no silver bullet, and it will take all of us to seed a stronger
democracy.
I am excited by the progress that has been made, and I look forward to continuing our work
in the coming year.
Onward,
YOUNG
LEGISLATORS
Millennial Action Project has served 1,600 Millennial legislators to date. We
know that our leadership development fellowships, skills-based trainings, policy resources,
and Future Caucuses are constantly expanding the pipeline of young legislators who feel
equipped to reach across the partisan divide.
In 2022, we began to include in our programming the nearly 75 Gen Z legislators who
won their election this year, a 170% increase of Gen Z representation in statehouses. MAP
remains committed to empowering the youngest legislators of each new generation.
We are seeding a civic infrastructure of lawmakers unafraid to collaborate with political
opponents to find the best policy solutions for rising generations.
“I do want to say that this [Arkansas Future Caucus] is just an absolutely
profound culture change from the legislature… I’m a dinosaur. I started
covering the legislature full-time 20 years ago. But the idea that there
could be a group of relatively young, assertive people who could
actually have some legislative influence would have been a completely
foreign concept a quarter century ago.”
leaders embracing good ideas, no matter where they come from.
The work of the Arkansas Future Caucus and others that seek out
DRIVING CULTURE
Millennial Action Project has always been a leader in the work of
transcending political polarization. We’re not just equipping young
legislators with the tools to bridge the partisan divide, we are changing
culture—culture that says governing is a bare knuckle fight against
political opponents. Our initiatives and partnerships help shift hearts
and minds, showing the power of young leaders to transform American
politics through collaborative governance.
A NEW APPROACH TO GOVERNING IN CONGRESS
Four millennial Members of Congress participated in a new learning cohort through MAP.
Inspired largely by the work of the Select Committee on the Modernization of Congress to bring
civility back to politics, the Pluribus Fellowship helped a bipartisan group of lawmakers develop
the skills needed to overcome political polarization.
YOUNG LEADERS IMPACTING POLICY AT SCALE
Millennial Action Project represented young voices in several high level policy discussions
throughout the year— including a roundtable with U.S. Secretary of Labor Marty Walsh. We
launched three nationwide, bipartisan advisory councils where young legislators across the
country and the aisle came together to share best practices and innovative policy ideas. The
advisory council topics include: criminal justice reform, energy and the environment, the future of
work, and strengthening democracy.
A COMMUNITY FOR CHANGE MAKERS
As one of our legislators says, “We don’t stop being humans when we win office.” We help
young policymakers find mentors, build stronger working relationships, and find support among
peers in the legislature. We hosted over 40 events this year including happy hours, book
clubs, entrepreneur roundtables, networking events, and dinners so lawmakers could build the
relationships and trust needed to pass impactful legislation.
CHANGE
ON THE RISE TOUR: YOUNG LEADERS SWEEP IN THE
2022 ELECTIONS
The midterm elections saw a wave of young candidates
run for — and win — public office across the country. MAP
launched a nationwide tour to celebrate the big ideas
young people are bringing to their statehouses and connect
this new generation of leadership to the Future Caucus
Network. Each tour stop energizes legislators to co-create
policy agendas for the 2023 legislative sessions and features
community-based events to connect lawmakers to other
young people in their states.
CELEBRATING EMPATHY IN POLITICAL LEADERS
Different political tribes reward leaders for different reasons.
What traits do we celebrate, and how does this recognition
influence the society we’re creating? MAP hosted its 5th
Annual Rising Star Awards to put a spotlight on young
leaders who practice empathy in the political sphere. We
reward lawmakers for their willingness to build relationships
with the other side that produce effective policy outcomes.
TELLING THE STORY OF YOUNG LEGISLATORS IN
SURPRISING PLACES
From Teen Vogue to Instagram, MAP lifted up positive
examples of collaborative governance to encourage
rising generations to stay civically engaged and support
young problem-solvers.
A MEGAPHONE FOR GOOD GOVERNANCE
Imagine the culture shift when voters see bridge-building
and real policy change. We placed over 200 op-eds, news
mentions, and media profiles for our network of legislators
this year. The media monitoring tool Meltwater calculates
MAP’s efforts generated 7.5 billion units of news reach for
legislators whose stories often go untold.
Young Americans have a vastly different
perspective of our world that’s been missing
from government for too long. We’ve grown
up in the shadow of the Forever Wars, school
shootings, several once-in-a-generation
economic crises, and the looming threat
of climate change – but we’ve also refused
to accept the status quo. That’s why it’s so
important that we recruit, encourage, and
support the next generation of leaders to
run for office. We need their leadership and
STATE
FUTURE
CAUCUS
NETWORK
Gen Z and Millennials are bringing a new style of
leadership to halls of power. While young people didn’t
create the problems we’re facing, we’re idealistic enough
to believe we can solve them and pragmatic enough to
know that building coalitions is a necessary step to creating
effective change.
We continue to develop programming to help young
lawmakers build deeper relationships with their colleagues
across the aisle. One half of Members of Congress previously
served as state legislators, so this impact has a ripple effect
across all levels of government.
OUR LEADERS ARE DOING INCREDIBLE WORK
1
After co-founding the Iowa State Future Caucus,
now-Congressman Zach Nunn (R-IA) won a tight
race this November – positioning his effective
work as a young state lawmaker to become one of
the newest members of Congress.
2
As co-chair of the Arkansas Future Caucus, Rep.
Jamie Scott gets dinner with a new member
of the opposite party every week the state
legislature is in session, resulting in over two
dozen successful bipartisan bills.
3
Elected at the age of 23, Rep. Daniel Pae has been
a key player in several bipartisan criminal justice
reform bills in his state, including a harm reduction
initiative that saved thousands of lives in 2022.
4
Founder of the Georgia Future Caucus, Rep.
Dar’shun Kendrick has worked across the aisle
to encourage the growth of small businesses,
specifically owned by young BIPOC, across Georgia.
Strengthening Democracy Advisory Council
As a variety of approaches to reform gain traction in Congress and state legislatures across
the country, the Millennial Action Project identified the need to create a bipartisan space for
young legislators across state and party lines to convene and discuss state level approaches
to revitalizing American democracy. This group of policymakers was tasked with sharing their
individual expertise and generating prospective solutions to make the government more
accountable, participatory, and representative of America. Through a series of peer-to-peer
dialogues among over a dozen state legislators, the bipartisan council positioned itself on the
front lines of millennial leadership to democracy reform. Some spotlights include:
These sessions created a space for attendees to share their policy
wins, challenges, and best practices to ensure that their colleagues
across the country could be even more productive.
I’m excited about the
work Millennial Action
Project does to bring
people together… This
is exactly what we need
across the country...
Really realizing that we
are not the enemies of
one another and we have
to work together.
EQUITY & ACCESSIBILITY
According to the 2020 Legislator Compensation tracker, the average
pay of a state legislator was $33,000 a year. As young people who are
still trying to land on their feet financially, this is often a huge obstacle
in running for public office. This year, Millennial Action Project was
proud to cover the majority of travel and lodging costs for our
legislators. We hope to do even more next year with the support of
our generous donors.
The 2022 Future Summit was made possible by the help of our
sponsors. We were able to garner the support of 11 funders
specifically for the event. We highlighted these funders all throughout
the weekend by spotlighting them in printed materials, signage, email
marketing, and social media posts. Help catalyze the next generation
of bridge builders by supporting Future Summit 2023!
My sense of the room and the people at the
Future Summit… We all felt a calling and we
wanted to serve. And seeing that genuine
desire to make our states a better place, to
make our country a better place, to make
the world a better place is inspiring.
ACCELERATING
THE CIVIC FLYWHEEL
We lift up positive stories of young legislators transcending polarization because stories matter.
Each cross-partisan win builds on the next. We’re creating a healthy civic flywheel between
young people and the young elected leaders working on their behalf. As we show more cases
of young elected leaders achieving tangible results for the next generation, we can inspire more
young people to participate in the civic ecosystem. This leads to diversifying the electorate,
strengthening the incentives for legislators to pursue good governance and reinforcing the bonds
between the next generation of civic participants.
