PRESIDENT’S LETTER<br />
Invest in good governing behaviors when a legislator is young,<br />
and there will be positive ripple effects for generations.<br />
I am amazed by the passion, empathy, and leadership of our team, our legislators, our<br />
partners, and our community of changemakers.<br />
After a 2021 mostly limited to virtual interactions, <strong>2022</strong> was a welcome boom of new<br />
opportunities. The staff at Millennial Action Project funneled their creativity into supporting<br />
legislators who were suddenly convening in person again. Our incredible partners catalyzed a<br />
wave of innovative policy discussions. And <strong>MAP</strong> legislators showed up with the resilience and<br />
resolve that gives me new hope for our generation.<br />
In my heart of hearts, I believe young leaders are best positioned to change the norms and<br />
behaviors that hold our country back. Without that change, toxic polarization will continue<br />
to stymie progress on the greatest problems facing our country. Through our work, <strong>MAP</strong> is<br />
creating a space and permission structure for young policymakers to come together and<br />
disrupt this negative cycle.<br />
In our first nine years, we reached 1,600 young legislators. This year nearly 200 legislators<br />
took active leadership roles in our organization, working to meaningfully include their<br />
colleagues in the bridge building work of our Future Caucus network. Thirteen percent of all<br />
young legislators in the entire United States participated in our programming this year —<br />
and we’re harnessing the convening power of our organization to leverage a culture-change<br />
among the rising generation of lawmakers. As we look towards the future, and as more and<br />
more Millennials and Gen Zers step into public office, we feel the need for <strong>MAP</strong> more than ever.<br />
We envision a diverse democracy where the political culture is grounded in empathy and leaders<br />
pursue innovative policy solutions. I believe the most effective policymakers are the ones who<br />
know how to build coalitions and work well with others. A more empathic politics is a more<br />
effective politics. We’re proud of <strong>MAP</strong>’s role in building the muscle of collaborative governance.<br />
This is an historic moment. Our divided culture requires the time and attention of a<br />
plethora of organizations pursuing a pathwork of solutions. Our network of lawmakers need<br />
the support and resources from our network of partners all committed to advancing a more<br />
functional democracy. Conversely, I am proud of how <strong>MAP</strong> has become a trusted and reliable<br />
resource for our partners looking to inject the voices and perspectives of young, bipartisan<br />
leaders into their work. There is no silver bullet, and it will take all of us to seed a stronger<br />
democracy.<br />
I am excited by the progress that has been made, and I look forward to continuing our work<br />

Millennial Action Project has served 1,600 Millennial legislators to date. We<br />
know that our leadership development fellowships, skills-based trainings, policy resources,<br />
and Future Caucuses are constantly expanding the pipeline of young legislators who feel<br />
equipped to reach across the partisan divide.<br />
In <strong>2022</strong>, we began to include in our programming the nearly 75 Gen Z legislators who<br />
won their election this year, a 170% increase of Gen Z representation in statehouses. <strong>MAP</strong><br />
remains committed to empowering the youngest legislators of each new generation.<br />
We are seeding a civic infrastructure of lawmakers unafraid to collaborate with political<br />
opponents to find the best policy solutions for rising generations.<br />

DRIVING CULTURE<br />
Millennial Action Project has always been a leader in the work of<br />
transcending political polarization. We’re not just equipping young<br />
legislators with the tools to bridge the partisan divide, we are changing<br />
culture—culture that says governing is a bare knuckle fight against<br />
political opponents. Our initiatives and partnerships help shift hearts<br />
and minds, showing the power of young leaders to transform American<br />
politics through collaborative governance.<br />
A NEW APPROACH TO GOVERNING IN CONGRESS<br />
Four millennial Members of Congress participated in a new learning cohort through <strong>MAP</strong>.<br />
Inspired largely by the work of the Select Committee on the Modernization of Congress to bring<br />
civility back to politics, the Pluribus Fellowship helped a bipartisan group of lawmakers develop<br />
the skills needed to overcome political polarization.<br />
YOUNG LEADERS IMPACTING POLICY AT SCALE<br />
Millennial Action Project represented young voices in several high level policy discussions<br />
throughout the year— including a roundtable with U.S. Secretary of Labor Marty Walsh. We<br />
launched three nationwide, bipartisan advisory councils where young legislators across the<br />
country and the aisle came together to share best practices and innovative policy ideas. The<br />
advisory council topics include: criminal justice reform, energy and the environment, the future of<br />
work, and strengthening democracy.<br />
A COMMUNITY FOR CHANGE MAKERS<br />
As one of our legislators says, “We don’t stop being humans when we win office.” We help<br />
young policymakers find mentors, build stronger working relationships, and find support among<br />
peers in the legislature. We hosted over 40 events this year including happy hours, book<br />
clubs, entrepreneur roundtables, networking events, and dinners so lawmakers could build the<br />
relationships and trust needed to pass impactful legislation.<br />

CHANGE<br />
ON THE RISE TOUR: YOUNG LEADERS SWEEP IN THE<br />
<strong>2022</strong> ELECTIONS<br />
The midterm elections saw a wave of young candidates<br />
run for — and win — public office across the country. <strong>MAP</strong><br />
launched a nationwide tour to celebrate the big ideas<br />
young people are bringing to their statehouses and connect<br />
this new generation of leadership to the Future Caucus<br />
Network. Each tour stop energizes legislators to co-create<br />
policy agendas for the 2023 legislative sessions and features<br />
community-based events to connect lawmakers to other<br />
young people in their states.<br />
CELEBRATING EMPATHY IN POLITICAL LEADERS<br />
Different political tribes reward leaders for different reasons.<br />
What traits do we celebrate, and how does this recognition<br />
influence the society we’re creating? <strong>MAP</strong> hosted its 5th<br />
Annual Rising Star Awards to put a spotlight on young<br />
leaders who practice empathy in the political sphere. We<br />
reward lawmakers for their willingness to build relationships<br />
with the other side that produce effective policy outcomes.<br />
TELLING THE STORY OF YOUNG LEGISLATORS IN<br />
SURPRISING PLACES<br />
From Teen Vogue to Instagram, <strong>MAP</strong> lifted up positive<br />
examples of collaborative governance to encourage<br />
rising generations to stay civically engaged and support<br />
young problem-solvers.<br />
A MEGAPHONE FOR GOOD GOVERNANCE<br />
Imagine the culture shift when voters see bridge-building<br />
and real policy change. We placed over 200 op-eds, news<br />
mentions, and media profiles for our network of legislators<br />
this year. The media monitoring tool Meltwater calculates<br />
<strong>MAP</strong>’s efforts generated 7.5 billion units of news reach for<br />
legislators whose stories often go untold.<br />

from government for too long. We’ve grown<br />
up in the shadow of the Forever Wars, school<br />
shootings, several once-in-a-generation<br />
economic crises, and the looming threat<br />
of climate change – but we’ve also refused<br />
to accept the status quo. That’s why it’s so<br />
important that we recruit, encourage, and<br />
support the next generation of leaders to<br />
run for office. We need their leadership and<br />
innovative ideas more than ever to solve our<br />

Gen Z and Millennials are bringing a new style of<br />
leadership to halls of power. While young people didn’t<br />
create the problems we’re facing, we’re idealistic enough<br />
to believe we can solve them and pragmatic enough to<br />
know that building coalitions is a necessary step to creating<br />
effective change.<br />
We continue to develop programming to help young<br />
lawmakers build deeper relationships with their colleagues<br />
across the aisle. One half of Members of Congress previously<br />
served as state legislators, so this impact has a ripple effect<br />
across all levels of government.<br />
OUR LEADERS ARE DOING INCREDIBLE WORK<br />

After co-founding the Iowa State Future Caucus,<br />
now-Congressman Zach Nunn (R-IA) won a tight<br />
race this November – positioning his effective<br />
work as a young state lawmaker to become one of<br />
the newest members of Congress.<br />

As co-chair of the Arkansas Future Caucus, Rep.<br />
Jamie Scott gets dinner with a new member<br />
of the opposite party every week the state<br />
legislature is in session, resulting in over two<br />
dozen successful bipartisan bills.<br />

Elected at the age of 23, Rep. Daniel Pae has been<br />
a key player in several bipartisan criminal justice<br />
reform bills in his state, including a harm reduction<br />
initiative that saved thousands of lives in <strong>2022</strong>.<br />

As a variety of approaches to reform gain traction in Congress and state legislatures across<br />
the country, the Millennial Action Project identified the need to create a bipartisan space for<br />
young legislators across state and party lines to convene and discuss state level approaches<br />
to revitalizing American democracy. This group of policymakers was tasked with sharing their<br />
individual expertise and generating prospective solutions to make the government more<br />
accountable, participatory, and representative of America. Through a series of peer-to-peer<br />

Limits admissibility of evidence obtained in an interrogation of a child under 16 years of age<br />
unless interrogation is conducted in the presence of the child’s parent or guardian.<br />

Revises occupational license restrictions for those formerly convicted of a crime.<br />
VA HB1053<br />
Creates a working group to review and make recommendations regarding the reduction or<br />
elimination of fees charged to inmates in local or regional correctional facility.<br />

Creates a fund to allow the Department of Services for Children, Youth, and their Families to<br />
award competitive grants for the targeted provision of services that have been proven effective<br />
in helping juveniles avoid contact with the criminal justice system.<br />

To reduce carbon emissions by expanding public and private utilization of electric vehicles in<br />

Creates the Illinois Thirty-By-Thirty Conservation Task Force. Provides that the Task Force shall<br />
review and make recommendations to the General Assembly regarding conservation of Illinois<br />
land and implementation of strategies to conserve and protect 30% of land in Illinois by 2030.<br />
MI HB6019<br />
Creates a public service commission with the goal of investigating the feasibility of nuclear power<br />
generation within Michigan’s borders, including economic and environmental impact.<br />
GA HB 1355<br />
Updates state guidelines regarding safe lead exposure levels, revises provisions for abatement of<br />
lead poisoning hazards, and expands written advertisement requirements for lead hazards.<br />

The bill requires certain state labor, employment, and education departments to provide<br />
incentives to eligible employers to create high-quality, work-based learning opportunities for<br />
adults and youth.<br />

Grants a non-recurring lump sum payment to certain eligible retirees from state employment for<br />
any retiree who is at least 60 years of age on June 30, <strong>2022</strong>.<br />
CO HB22<br />
Voids the legality of restrictive employment agreements or covenants not to compete, with<br />
certain exceptions. Exceptions include high-salaried earners or restrictions meant for the<br />
protection of trade secrets.<br />
STRENGTHENING DEMOCRACY<br />

Establishes open primaries for all partisan primary elections within the state.<br />
OR HB2323<br />
Prohibits knowingly communicating materially false statements, including by electronic or<br />
telephonic means, with intent to mislead electors about date of election, deadline for delivering<br />
ballot, voter registration deadline, method of registering to vote, locations at which elector may<br />
deposit ballot.<br />
VA SB 3<br />
Requires election results from absentee ballots to be reported according to precinct. The bill<br />
also requires general registrars to report to the Department of Elections the number and results<br />
of absentee ballots cast by voters assigned to each precinct in the registrar’s locality.<br />
ME LD 1821<br />
Designates intentional interference with an election official, municipal clerk, or registrar a Class<br />
C crime. Requires de-escalation training for election officials and training on how to report<br />
interference to the Secretary of State’s office.<br />

TRAINING<br />
<strong>MAP</strong> provides a suite of trainings, workshops, fellowships, and<br />
leadership development experiences to Gen Z and Millennial legislators.<br />
We tailor each session to the unique challenges and opportunities faced<br />
by young people in elected office.<br />
In <strong>2022</strong>, we took steps to develop leadership curriculum and workshops<br />
tailored to the needs of young legislators. We will launch a suite of training<br />
programs in 2023 to further support our network of change-makers.<br />

leadership, and social change model of leadership.<br />
These leadership development theories focus on<br />
the development of the individual as a leader,<br />
the development of relationships that allow for<br />
effective leadership, and cultivation of skills to lead<br />
at all levels to positively impact social change.<br />

Hosted by legislators for legislators, these<br />
workshops highlight a legislator in the <strong>MAP</strong><br />
network who exemplifies a skill that could be<br />
modeled as a best practice for others.<br />
STATE FUTURE CAUCUS NETWORK LEADERSHIP<br />
DEVELOPMENT<br />
To support the ability of our co-chairs to organize,<br />
manage, and lead their caucuses, <strong>MAP</strong> offers<br />
bespoke trainings on topics including emotional<br />
intelligence, decision making, strategic planning,<br />
conflict management, and more.<br />

FUTURE-FOCUSED POLICYMAKING<br />
Legislators attended policy breakout sessions on future-focused<br />
issues relevant to young people. Legislators could choose between<br />
four policy area tracks and each session was co-led by bipartisan<br />
legislators with experience on the issue, as well as a policy expert.<br />
These sessions created a space for attendees to share their policy<br />
wins, challenges, and best practices to ensure that their colleagues<br />
across the country could be even more productive.<br />

According to the 2020 Legislator Compensation tracker, the average<br />
pay of a state legislator was $33,000 a year. As young people who are<br />
still trying to land on their feet financially, this is often a huge obstacle<br />
in running for public office. This year, Millennial Action Project was<br />
proud to cover the majority of travel and lodging costs for our<br />
legislators. We hope to do even more next year with the support of<br />
our generous donors.<br />
The <strong>2022</strong> Future Summit was made possible by the help of our<br />

specifically for the event. We highlighted these funders all throughout<br />
the weekend by spotlighting them in printed materials, signage, email<br />

Each cross-partisan win builds on the next. We’re creating a healthy civic flywheel between<br />
young people and the young elected leaders working on their behalf. As we show more cases<br />
of young elected leaders achieving tangible results for the next generation, we can inspire more<br />
young people to participate in the civic ecosystem. This leads to diversifying the electorate,<br />
strengthening the incentives for legislators to pursue good governance and reinforcing the bonds<br />
