FTE base figures Time

FTE base figures Time Unit Full Time Equivalent Hours per week 14 36.4 Weeks per annum 15 48 Hours per annum 1,747.2 Days per annum 240 In order to convert the union representatives’ time into remuneration for 2009-2010 we used the median gross annual public sector salary in 2008-09, which is £22,405.16 At the time of writing, figures for 2009-10 were not available. Employer Pension Contributions of 14 per cent 17 and employer National Insurance Contributions of 9.1 per cent (12.8 per cent Employers’ secondary Class 1 rate above secondary threshold minus 3.7 per cent Employers’ contracted-out rebate, salary-related schemes) 18 were added to the salary to give a total of £27,083.69. We believe this is a conservative estimate, as there will be other costs not included here such as office space attached to employing each worker. This median remuneration was then multiplied by the total number of Full Time Equivalent union representatives in 2008-09 and 2009-10. Some organisations could only provide information for calendar years rather than the financial years requested. Where calendar years were provided we used 2008 for 2008-09, and 2009 for 2009-10. The organisations that provided information in calendar years are identified in the tables. A number of organisations stated that union representatives were entitled to paid time off for union duties and activities however this time was not recorded. A significant proportion of these responses stated that “reasonable time off” was afforded to union representatives, these responses are denoted with 20 in the note column of the tables. We have used a number of acronyms in the following tables below. Below is a glossary for reference: 14 This is based on the average public sector employee weekly working hours as laid out in the ONS ASHE survey: http://www.statistics.gov.uk/downloads/theme_labour/ASHE-2009/2009_pps.pdf 15 Number of weeks is calculated based on holidays being 4 weeks per annum. 16 Sourced from Office for National Statistics, Annual Survey of Hours and Earnings, 2009 - http://www.statistics.gov.uk/downloads/theme_labour/ASHE-2009/2009_pps.pdf 17 Based on the Public Sector Pensions Commission Report, ‘Reforming Public Sector Pensions Solutions to a growing challenge, July 2010, p. 24. 18 See HMRC http://www.hmrc.gov.uk/rates/nic.htm 55 Tufton Street, London, SW1P 3QL www.taxpayersalliance.com 0845 330 9554 (office hours) 07795 084 113 (24 hours) 10
