The Town of Stettler decided
a vacant lot on Main Street will
be renovated to become a
Japanese park and pedestrian
walkway linking the business
zone with a nearby parking lot.
The decision was made at the
May 16 regular meeting of
council.
Councillors read a report
from Manager of Planning and
Development Leann Graham
describing the odyssey of 4915
50th Street, located immediately
beside Tom’s Boots, and efforts
to honour Stettler’s twin city in
Japan.
“In late 2020 the Town of
Stettler acquired the property
located at 4915 50 Street following
compliance enforcement
resulting in the demolition of a
derelict building leaving the
vacant parcel as it is today,”
stated Graham’s report.
“The property has been for
sale by the town since early
2021.
“The economic development
subcommittee as well as the
downtown improvement committee
identified a need to
improve the former Hub
parking lot which has resulted
in the rebrand to Okoppe
parking lot with improvements
done to date.
A large part of this discussion
included creating connection
from Main Street to the Okoppe
parking lot.
“Original discussions
regarding the property at 4915
50 Street as a connection point
involved retaining a walkway
and continuing to market the
remainder property however in
order to construct and maintain
a functional and appealing
walkway it was quickly determined
that the remaining lands
would not be suitable for development
as the parcel would be
far too narrow.”
Graham described the lot as
25 feet by 120 feet and about
3,000 feet square. It’s currently
zoned commercial and its
assessed value is $42,840.
Coun. Gord Lawlor stated he
felt the twin city relationship
with Okoppe, Japan is very
much embraced but at the same
time dormant in Stettler and
the effort of naming a parking
lot after Okoppe didn’t seem
adequate enough.
Along with conceptual art for
the proposed park and walkway
Graham also included photos of
Okoppe’s park dedicated to
Stettler which appears to
include full-size train cars.
Lawlor pointed out the proposed
Okoppe park would be a
pleasant place for residents and
visitors to rest, eat a meal or
socialize.
“It really is a step in the right
direction,” said Lawlor.
Coun. Scott Pfeiffer stated
features that attract people to
Main Street are important.
“I think this would be a great
addition to our Main Street,”
said Pfeiffer.
Coun. Travis Randell noted
the town’s relationship with
Okoppe was approaching its
35th anniversary, “...and all we
had was a parking lot.” Randell
added he feels the park and
walkway will be popular with
people.
Mayor Sean Nolls pointed out
the practical aspects of the
project, including making the
Okoppe parking lot much easier
to access from Main Street, thus
addressing demand for parking
in the downtown core. Coun.
Wayne Smith agreed with the
mayor.
Councillors unanimously
approved by resolution The
Economic Development Sub-
Committee’s recommendation
that the Town of Stettler
approve the designation and
retention of 4915 50 Street to be
developed as “Okoppe Way” and
further direct administration to
proceed with initial designs and
budget considerations.
ALIX COUNCIL
Contract for much-needed lagoon work
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
Alix village council approved a contractor
for much-needed work on the
municipal lagoon after estimates for
the work continued to skyrocket over
the past few years. The decision was
made at the May 17 regular meeting of
council.
After the meeting village Chief
Administrative Officer (CAO) Michelle
White provided the ECA Review with
the tender information and resolution
passed by council.
The tender was prepared by MPE
Engineering and it was noted in a May
17 memo the tender included work on
sewage lagoon cells 5 and 6.
Three offers were received by the
village, including Nu Edge
Construction ($2,718,477.25), Bettenson
Sand and Gravel ($3,496,379.75) and
Boom Construction ($6,336,885.55).
MPE noted in its memo Nu Edge, the
low bidder, provided the proper
bonding, insurance and safety qualifications
so the engineering firm
recommended that company be
awarded the work.
Councillors unanimously resolved
that the Alix lagoon upgrade project be
awarded to Nu
Edge
Construction Ltd.
in the amount of
$2,718,477.25.
Over the past
few years the village
council was
stymied by its
efforts to upgrade
the lagoon as
inflation caused
some estimates to
grow by millions
of dollars.
When contacted
May 18 about the
tender award,
Mayor Rob Fehr
said it was “great
news” to see the
much-needed
project proceed at
last.
Police
commander
Councillors
hosted newly
appointed
Bashaw RCMP
commander Sgt.
Trent Clevland at
the meeting. Fehr
said Clevland
seems to be a
communityminded
guy and
councillors were
impressed with
him.
“He’s very
invested, loves
the area,” said
Fehr. Bashaw had
been waiting for a
new full-time
commander since
S/Sgt. Bruce
Holiday took over
the Stettler
detachment.
The minimum
amount
Councillors
passed a resolution
that on at
least three occasions
this year
the municipality
will let residents
know a minimum
tax levy is coming to the Village of
Alix in 2024. Such a levy is a minimum
property tax bill regardless of the
assessed value of a property.
It was noted in the agenda memo
that introducing a minimum property
tax bill of $400 would affect about 8.5
per cent of local taxpayers.
Fehr stated councillors want staff to
get information on the levy out to residents
as soon as possible through
multiple methods.
Visitors to the lake
Councillors passed a resolution to
have a QR code designed which would
link to a document which would be
sent to an active email of choice, and
which would be posted publicly on signage
around Alix Lake.
The idea was brought up at a previous
council meeting that having a
QR code that can be scanned by cell
phones would allow visitors to the village
to give feedback on their Alix
Lake experience while letting the village
know more about who is visiting
the attraction.
Mayor Fehr noted a written logbook
is also going to be installed.
For the record...
Fehr stated councillors reviewed the
Jake Maher was one of several Bull Riders Canada athletes who
competed at the Clive Bull-a-rama May 26 at the village arena.
The Australian bull rider must have been happy to see a standing
room only crowd for the event. ECA Review/S.Salkeld
village’s electronic recording of
council meetings policy and decided to
leave it in effect without change.
The mayor stated councillors discussed
whether or not the policy
which allows the village to record
council meetings was necessary.
Councillors agreed the public
should be informed council meetings
may be recorded although he pointed
CLIVE COUNCIL
Response to resident complaints about spending
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
Clive village council responded to a
delegation of residents who complained
about the municipality spending too
much money. The delegation appeared
at the May 23 regular meeting of
council, held one day later than usual
because of the May long weekend.
A group of Clive residents was led by
A. Sayers who requested to appear at
the meeting to discuss concerns that
the village was spending too much
money, especially on things the village
might “want” as opposed to things the
village “needs.”
Sayers named a number of recent
decisions the village council made,
including two new flagpoles with a
price tag of about $10,000, a project
near the public library involving an
outdoor piano with a village contribution
of $4,000, the ongoing delays of
hooking the village up to the Hwy.
#12/21 Water Commission and recent
discolouration of the village’s drinking
water.
Council of the day decided to engage
in truth and reconciliation with First
Nations and Metis people by displaying
their flags in Clive; the flags required
two new flagpoles.
Henry stated municipalities received
a call to action on this issue and the
Clive council also quotes a land
acknowledgment at the beginning of
every meeting for the same purpose.
Henry stated the flagpole project
was originally priced at about $7,500
but inflation bumped it up to about
$10,000.
When asked if the flagpole project
was a necessity for Clive, Henry stated
council discussed the project again in
2021 and 2022 and decided to uphold
the commitment the previous council
made.
Coun. Norma Penney stated she supported
the flagpole project because
truth and reconciliation is a valuable
initiative and acknowledged it was a
shame the project took so long because
costs have climbed during that time.
The outdoor piano project was a volunteer
appreciation project that is
partially funded by grants.
When asked about a council pay
raise, it was pointed out the seven per
cent cost of living increase applies only
to village staff, not the elected
councillors.
Other members of Sayers’ delegation
stated that with the constant inflation
in the economy many Clive residents
are having a tough time making ends
meet and they were asking councillors
to remember this when they’re
spending tax dollars.
Mayor Henry then addressed the
delays to hooking up to the Hwy.
#12/21 Water Commission, acknowledging
that the Village of Clive had
STETTLER COUNTY COUNCIL
Variance to yard set back
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
The County of Stettler Municipal
Planning Commission (MPC) granted
a variance for buildings that didn’t
meet the exact setbacks. The decision
was made at the May 24 regular
meeting of the MPC.
Board members read an application
for variance, which asked to allow two
buildings to remain where they are
despite not meeting certain setback
distances.
County Planner Rich Fitzgerald presented
the application from property
owners Thomas
and Lindsay
Nibourg for the
property located
at Lot 1 Block 1
Plan 072 0433.
“The applicant
is proposing to
bring the subject
property into
compliance by
applying for a 16
per cent variance
to the front yard
setback for the
dwelling (109 feet
instead of 125
feet) and a 38 per
cent variance for
the ancillary
building (78 feet
instead of 125
feet),” stated
Fitzgerald’s
report to the
board.
“The subject
property is
located adjacent
to Hwy. 56 on the
SE-17-40-20-W4.
The subject
parcel was created
by
subdivision in
2007, and at that time access to the
parcel was from an approach directly
off of Hwy. 56.
“A condition of subdivision was that
the undeveloped road allowance for
Twp Rd 40-2 be constructed to county
standard and that access to the parcel
was to be constructed off of that road
allowance. By doing so, the front yard
was now measured off of the Twp Rd
and not Hwy. 56, and now the buildings
that were in compliance do not meet
the required setbacks.
“The section of Twp Rd 40-2 that
passes the subject property ends
almost directly in front of the property.
been raising water rates modestly
every year for the past few years to
prepare residents for the hook up.
The mayor stated the water commission’s
rates were known to be higher
than village residents were accustomed
to and the village council didn’t
want residents to get a large shock
when commission rates came into
effect.
The CAO explained the commission
may have been able to complete the
Clive hook-up last winter but the village
requested it wait until summer
weather which would pose fewer challenges
for village staff.
Mayor Henry noted the water
Clive’s hook-up in mid-June and it
appears that date is completely
Lastly, Mayor Henry addressed the
discoloured drinking water. Henry
stated that according to Alberta
Environment regulations the village,
which has multiple water wells, is
required to switch between them at
certain times, which it recently did.
The switching of the wells apparently
is related to the discoloured
water which poses no health risk,
while it was also pointed out not every
resident of Clive has observed the discoloured
water.
Coronation town council has agreed
to open 10 campsites to those who have
been evacuated due to the wildfires.
The council recognized that people
within the community have been
affected by the fires as they may have
family or friends who could need help.
Administration will provide the relevant
information to Alberta
Emergency Management Agency
(AEMA), allowing them to notify the
affected communities about the availability
of the sites.
Proof of residency will be required
to get the campsite at no cost.
Trailer rental agreement
Council started discussions around
their trailer rental agreement for the
food trailer.
During their regular council
meeting on May 23 the council opened
discussion on what they should do for
their trailer rental agreement.
The proposal reads “the agreement
outlines the terms and conditions
under which the trailer can be rented
by individuals or organizations for the
purpose of selling food and beverages.”
When people want to rent the trailer
out they will have to have insurance of
a specific amount and provide proof of
insurance and food service permit
certificate.
There will be inspections before and
after the trailer is rented to ensure
that everything is in proper functioning
condition and to ensure that
nothing is damaged or missing. If
there are any items missing or
damaged the renter will be responsible
for replacing or repairing the item at
their own cost.
Council is still discussing what they
are going to do for delivery fees within
the town of Coronation and how far out
of town they are going to allow the
trailer.
The council discussed getting staff
to deliver the trailer if it is needed in
town but they determined that for further
out of town if they allow it, the
renter would have to pick up the
trailer.
Council is continuing discussions
around the food trailer and the rental
agreement.
Rising break and enter crimes
Council received their quarterly
Community Policing Report which
covers Jan. 1 to March 31, 2023.
“This information serves to provide
a quarterly snapshot of the human
resources, financial data and crime
statistics for the Coronation RCMP,”
said Sgt. John Pike, detachment commander
of the Coronation RCMP in a
letter to CAO Quinton Flint.
“The sharing of quarterly reports
demonstrates our ongoing commitment
to transparency while delivering
the high level of policing services that
you, and the citizens you represent,
have come to expect from the Alberta
RCMP.”
Coronation council discussed how
the Coronation RCMP would still have
a lot of work to do regarding property
crime and traffic violations.
There has been a 900 per cent
increase in break and enter crimes
during this quarter compared to 2019.
From Jan. 1 till March 31, 2019 there
were two break and enter crimes and
from Jan. 1 till March 31 2023 there
have been 20 break and enter crimes
committed.
There has been a downward trend in
the theft of motor vehicles during the
ECA Review
The children in Castor are receiving
certificates from the RCMP when they
are seen riding their bikes with helmets
on.
During the regular council meeting
on May 23 the Town of Castor council
discussed seeing an increased amount
of RCMP presence in the town.
They have noticed that the RCMP
has been pulling over children on their
bikes and handing out certificates if
they have a helmet on.
“They pulled over two little dudes
right on my driveway. Their eyes were
getting pretty big and then he handed
them the certificates,” said Mayor
Richard Elhard.
The council agreed that they have
seen most of the children around town
wearing helmets while riding their
bikes.
There was also a RCMP Bike Safety
Rodeo on May 29 in front of the Castor
RCSS building. This event is to promote
bike safety and to teach children
the proper way to follow the rules
quarter in 2022 there were 17 crimes
and this year there have only been
Memorial bench
Castor town council approved a
request from Kay Brown to place a
memorial bench between the Town
Office and the library.
This request was brought to the
council during their regular meeting
on May 23.
The bench would be similar to the
other ones that are placed around the
town and would be paid for by Brown.
“It’s in memory of the Houser family
and that was Kay’s parents who used
to live on a farm outside of Castor,”
Elhard said.
Elhard said that the family was a
longtime pioneer family and that
Brown wanted to do something to recognize
them.
Council agreed that the memorial
bench would be nice to have as long as
it was similar to the other memorial
benches.

OBITUARY
Family and horses, a big part of her life
Verleen Joan Spady
(Housch)
1935 – 2023
Verleen Joan (Housch)
Spady was born on Sept. 9,
1935, Verleen was the third
child of five to John and Ella
Housch.
Growing up near Spondin,
Alta. she and her siblings
spent many hours playing in
the barn, climbing
hay bales and
playing with kittens.
Verleen always preferred
working
outside to being in
the house.
She attended
Grand Ridge School
until Grade 8. From
Grade 8 to 10, she
attended school in Spady
Spondin. In Grade 11,
she left home to
attend Hanna High School
where she boarded in a
home which she had to help
with household chores to
pay her keep. To graduate
high school, she moved to a
private boarding school,
Canadian Union College in
Lacombe, Alta.
After high school, she
attended the University of
Alberta to earn her teaching
degree.
Her first teaching job was
in Dorothy, Alta. followed by
Halkirk, Alta. This is where
she would meet the love of
her life, Harold Spady.
Harold and Verleen married
on Sept. 12, 1959.
Settling in the Battle River
Valley near Alliance, Alta.
they would welcome three
sons Jack, Travis and Brian.
In the early days of their
marriage, Harold and
Verleen raced thoroughbred
horses across North
America. This meant
raising three busy boys on
the road as well as managing
the ranch at home.
Spending summers in hotel
rooms and eight-foot snub
nose campers was not for
the faint of heart, but
Verleen always managed to
balance both, while maintaining
a bountiful garden
and beautiful flowers.
In 1976, they decided the
racetrack was no place to
raise their boys and turned
to ranching full-time.
Verleen returned to
teaching kindergarten at the
Alliance School as well as
the Southbend Colony.
She was very active in the
community, through the
Women’s Institute and various
boards and committees.
She was instrumental in
creating the first 4-H Horse
Club in Alliance and led the
club for several years.
Verleen would spend her
winters curling and hauling
her boys to sporting events.
About the same time,
Harold and
Verleen built one
of the first outdoor
team
roping arenas in
the area, and the
family’s passion
for rodeo began.
In 1983, they
built an indoor
arena and would
Squeeze
host weekly rope nights and
monthly team roping
jackpots.
There were always socials
to follow these events and
Verleen ensured no one left
without being fed and
watered.
Verleen spent many years
supporting Harold and her
boys going down the road to
rodeos. Rodeos
captured two of
her favourite
things – travelling
and visiting.
This included
trips to Yakima,
Washington,
Douglas,
Wyoming, … and
spending winters
in Arizona.
When Harold
began Senior
Pro Rodeo, he convinced
Verleen to enter the ribbon
roping. Thus began her competitive
career as a ribbon
roping runner. Through
their years in rodeo, they
made many life-long friends.
In 1998, Harold and
Verleen returned to the
racetrack in Edmonton. You
could always tell where they
were stabled because of the
magnificent flowers Verleen
kept. She cleaned stalls, hotwalked
horses and kept the
cleanest alley in the barn.
Verleen always had the
coffee on, and she welcomed
anyone who wished to stop
for a visit or some motherly
advice.
Verleen’s life was shattered
in June of 2006 when
she lost the love of her life,
Harold. Still with a stable
full of horses, Verleen
returned to the track just
three weeks later to finish
the job her and Harold had
started.
At 70 years old, she earned
a trainers license, and with
the help of family and
friends, she continued
Harold’s legacy for two more
seasons. With a stable of
seven horses, she earned six
wins and various placings.
Verleen loved to travel.
Whenever opportunity
arose, she took advantage of
seeing the world. Prior to
leaving she’d often ponder
why she was going, only to
return claiming it was the
best trip ever. She never
missed a niece or nephew’s
destination wedding, though
her favourite was her
grandson Cole’s wedding in
Jamaica.
The highlight of each trip
was spending time with her
family and friends.
For many years the
Spady’s summer vacation
was a horse-back trip into
the mountains. Verleen
always looked forward to the
only the mountains possess and
could always find a wildflower
to admire.
Cooking over an open fire and
washing her hands and
brushing her teeth straight out
of a cold mountain stream, were
things she cherished. At 85
years old, with family and
friends, she rode a wagon 20
miles into the Clearwater to
enjoy the camaraderie of a
mountain trip once again.
Coffee time was everyday at
10:30 a.m., the work stopped and
the family (and sometimes
friends) gathered around
Verleen’s kitchen table. Most
days there were homemade
sweets to enjoy. She cherished
this time with everyone as she
listened to the updates and
plans of what everyone had
going on.
There were often laughs,
attempts to solve world problems
and the odd scolding for
gates left open. If you were late
or missed it, she always called
wondering where you were at.
Saturdays were set aside for
church, as faith
was very important
to Verleen.
She spent her
days reading, gardening
and was
always up for a
game of cards.
She especially
loved bridge as
well as the people
who she played
with and spent
many afternoons
entertaining this
hobby. After the
games were done,
the fun wasn’t as
she usually
stopped for a sip of
wine or bite to eat
with one of her
many friends.
Verleen held a
special place in
her heart for her
grandchildren.
The bond she
shared with each
of them was
immeasurable.
Always a listening
ear and a caring
heart, making
each of them feel
special in their
own way. Her great-grandchildren
brought a twinkle to her
eye.
She had the ability to make
everyone around her want to be
a better person, she will be
greatly missed by all who knew
her and loved her.
She passed away peacefully at
Our Lady of Rosary Hospital
May 24 in Castor.
She leaves behind her loving
family, son Jack (Melody)
Spady, granddaughter in-law
Timothy William Bullick was born June 17,
1958 in Coronation and passed away on May 20,
2023 in Alix at the age of 64 years.
Tim was a loving husband, father, grandfather,
and friend to so many. He was a Charolais
enthusiast who would sit down anytime to
talk cattle. He loved spending time with his
family and friends creating fun adventures for
everyone. Tim spent so much time at his land at
Alix setting up a zip line and Timmy’s Tree Top
adventure in anticipation of all the kids coming
for a weekend in the summer. Tim’s favourite
times were spent watching all the kids run
around and listening to the sounds of laughter.
Tim will be sadly missed by his loving wife Wanda; son Tyler (Justine) and
granddaughters Indy and Scarlet; and his daughter Tanisha. Tim also leaves
STETTLER COUNCIL
County gives nod
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
The County of Stettler Municipal
Planning Commission (MPC) gave its
approval to a property owner’s private
campground after it was found the site
originally didn’t have a development
permit or a certified sewer system. The
decision was made at the May 24 regular
meeting of the MPC.
The MPC is comprised of county
council and chaired by Coun. James
Nibourg.
County Planner Rich Fitzgerald presented
the development permit
application from Steven Chahley for a
5.84 acre parcel of land at NW-7-40-
20-W4 to allow a recreational vehicle
(RV) as a dwelling unit along with a
variance to allow a second RV as a
dwelling unit on the same parcel.
According to staff the RVs and septic
tank were already there.
Fitzgerald noted the land is currently
zoned agriculture.
“During site inspections last fall,
planning staff
noted that two
RVs were present
on the property,
and appeared to
be in use,” stated
Fitzgerald’s
report.
“Planning staff
advised the landowner
that a
development
permit was
required to continue
using the
RV’s on the
property.”
Fitzgerald
noted the property
owner
submitted an
application in
spring but wasn’t complete, missing
information about wastewater
disposal.
“Planning staff advised the applicant
at that time that the RVs would be
required to be connected to a certified
wastewater system and their site plan
needed to indicate what type of system
was going to be used, and where it
would be located,” stated the planner’s
report.
“Planning staff then became aware
that earthworks was taking place on
the property. The landowner was contacted
at that time and advised a stop
order may be issued for the property if
the landowner continued to develop
the lot without the benefit of a permit.”
Fitzgerald reported the property
owner then submitted a site plan that
included the location of a septic tank
and it was later revealed after a site
inspection that the property owner
already installed the septic tank himself,
“...and was unable to provide the
certification for the system.
AGRICULTURE
Roadside development permit needed
Cont’d from Pg 11
Fitzgerald pointed out the
impromptu campground also required
a roadside development permit from
the Alberta government because the
site was within 300 metres of a provincial
highway. Apparently the property
owner has applied for this but has yet
to receive it.
The applicant Chahley attended the
MPC meeting by phone, and the chair
explained to him that the first RV
required a development permit, the
second one required a variance, the
septic tank required installation by
properly certified people and the roadside
development permit was needed,
to all of which Chahley stated he
understood.
Fitzgerald noted that among the
many conditions included in a possible
approval one of the biggest was the
wastewater tank that’s already buried
on the site must be inspected by a certified
contractor.
Coun. Justin Stevens asked if the
Variance
approved
Cont’d from Pg 5
There are several wetlands to the west
in the road allowance, so future construction
would be difficult to do. The
County of Stettler currently has no
intentions to expand this section of
road.”
Fitzgerald stated the application was
sent to the rest of the County of
Stettler’s departments and there were
no concerns. It was noted at the
meeting the region is zoned agriculture
and does not lie in any
intermunicipal development plan.
Fitzgerald explained setbacks are
calculated using a formula but the
MPC has the authority to issue a variance
and permit the buildings to stay
where they are if they, “...do not cause
unreasonable hardship and would not
unduly interfere with the amenities of
the neighbourhood or materially interfere
with or affect the use, enjoyment
or value of adjacent parcel of land.”
“It is in the opinion of the development
authority that the location of the
dwelling and the ancillary building
pose no issues with neighbouring
lands and do not interfere with the use
or enjoyment of any adjacent lands,”
stated the planner in his report. He
pointed out when the buildings were
built they met the standards of the
time.
Fitzgerald added that if the variance
was granted, it would apply only to the
existing buildings and if any additions,
expansions or new structures were
proposed a new development permit
would be needed.
Board members unanimously
approved the application for variance.
approach into the parcel
needs work. Fitzgerald
answered the approach is
fine as it was built by the
county at the parcel’s
creation.
During discussion it was
pointed out the parcel in
question is inside the
Buffalo Lake Intermunicipal
Development Plan but outside
the growth node.
Coun. Les Stulberg asked
if Chahley plans to build a
house on the site and
Chahley answered no, the
parcel was purchased to be
used as a summer campground
for he and his
family.
Chahley added other
family members may visit
the site over summer as
well.
Chair Nibourg stated that
the County of Stettler has
had issues with campgrounds
over the years and
there has been a public
backlash against such
developments.
Board members eventually
voted 5 to 2 in favour of
approving Chahley’s development
permit application
including the variance but
with a number of conditions
including that the site can’t
be occupied until the wastewater
and roadside
development permit are
straightened out.
