Vlada Pashchenko wins the<br />

National Legion Poster contest for her<br />

colour poster. The poster will be displayed<br />

at the Canadian War Museum<br />

in Ottawa for one year before being<br />

returned to her. She is also awarded<br />

$1000 and is invited to Ottawa, accompanied<br />

by a parent, at the expense of<br />

the Legion National Foundation to<br />

represent Canada’s youth at the<br />

National Remembrance Day<br />

Ceremony on November 11, <strong>2023</strong>.<br />

“I’ve drawn all my life,” said<br />

Pashchenko in an interview on Fri.<br />

May 19 at the Altario Public School in<br />

Altario, Alberta, a small community<br />

near the border in east central Alberta<br />

where she attended school in 2022<br />

before moving to<br />

Provost, Alberta for<br />

Grade 11, having<br />

moved to Altario from<br />

Ukraine.<br />

When asked when<br />

her interest is<br />

drawing began,<br />

Pashchenko<br />

explained “all my life<br />

but professionally<br />

since she was about<br />

10 years old. I’ve had<br />

relatives who were<br />

artists in Ukraine<br />

and have taken lessons<br />

at their<br />

private art school.<br />

“Home is my<br />

inspiration,” she<br />

said.<br />

She does professional<br />

portraits,<br />

landscapes, prize<br />

animals such as<br />

steers for people.<br />

When she<br />

graduates from<br />

high school she<br />

expressed<br />

interest in<br />

architect which<br />

she said is connected<br />

to<br />

drawing.<br />

Besides the awards, the Castor<br />

Legion provides assistance to Veterans<br />

and donates to the Our Lady of the<br />

Ken Jackson of the Castor Legion Branch #119 presented the National First Place Colour Poster<br />

award and the school plague to student, Vlada Pashchenko on Fri. May 19. The award includes<br />

a $1000 cheque and an expense paid trip to the Remembrance Day ceremonies in Ottawa in<br />

November. She also holds her poster, black/white which placed second at the Provincial level.<br />

Lyn Holloway, Castor Legion president presented several awards to students for posters, essays<br />

and poems in this year’s Poster and Literary Contest.<br />

The Town of Stettler decided<br />

a vacant lot on Main Street will<br />

be renovated to become a<br />

Japanese park and pedestrian<br />

walkway linking the business<br />

zone with a nearby parking lot.<br />

The decision was made at the<br />

May 16 regular meeting of<br />

council.<br />

Councillors read a report<br />

from Manager of Planning and<br />

Development Leann Graham<br />

describing the odyssey of 4915<br />

50th Street, located immediately<br />

beside Tom’s Boots, and efforts<br />

to honour Stettler’s twin city in<br />

Japan.<br />

“In late 2020 the Town of<br />

Stettler acquired the property<br />

located at 4915 50 Street following<br />

compliance enforcement<br />

resulting in the demolition of a<br />

derelict building leaving the<br />

vacant parcel as it is today,”<br />

stated Graham’s report.<br />

“The property has been for<br />

sale by the town since early<br />

2021.<br />

“The economic development<br />

subcommittee as well as the<br />

downtown improvement committee<br />

identified a need to<br />

improve the former Hub<br />

parking lot which has resulted<br />

in the rebrand to Okoppe<br />

parking lot with improvements<br />

done to date.<br />

A large part of this discussion<br />

included creating connection<br />

from Main Street to the Okoppe<br />

parking lot.<br />

“Original discussions<br />

regarding the property at 4915<br />

50 Street as a connection point<br />

involved retaining a walkway<br />

and continuing to market the<br />

remainder property however in<br />

order to construct and maintain<br />

a functional and appealing<br />

walkway it was quickly determined<br />

that the remaining lands<br />

would not be suitable for development<br />

as the parcel would be<br />

far too narrow.”<br />

Graham described the lot as<br />

25 feet by 120 feet and about<br />

3,000 feet square. It’s currently<br />

zoned commercial and its<br />

assessed value is $42,840.<br />

Coun. Gord Lawlor stated he<br />

felt the twin city relationship<br />

with Okoppe, Japan is very<br />

much embraced but at the same<br />

time dormant in Stettler and<br />

the effort of naming a parking<br />

lot after Okoppe didn’t seem<br />

adequate enough.<br />

Along with conceptual art for<br />

the proposed park and walkway<br />

Graham also included photos of<br />

Okoppe’s park dedicated to<br />

Stettler which appears to<br />

include full-size train cars.<br />

Lawlor pointed out the proposed<br />

Okoppe park would be a<br />

pleasant place for residents and<br />

visitors to rest, eat a meal or<br />

socialize.<br />

“It really is a step in the right<br />

direction,” said Lawlor.<br />

Coun. Scott Pfeiffer stated<br />

features that attract people to<br />

Main Street are important.<br />

“I think this would be a great<br />

addition to our Main Street,”<br />

said Pfeiffer.<br />

Coun. Travis Randell noted<br />

the town’s relationship with<br />

Okoppe was approaching its<br />

35th anniversary, “...and all we<br />

had was a parking lot.” Randell<br />

added he feels the park and<br />

walkway will be popular with<br />

people.<br />

Mayor Sean Nolls pointed out<br />

the practical aspects of the<br />

project, including making the<br />

Okoppe parking lot much easier<br />

to access from Main Street, thus<br />

addressing demand for parking<br />

in the downtown core. Coun.<br />

Wayne Smith agreed with the<br />

mayor.<br />

Committee’s recommendation<br />

that the Town of Stettler<br />

approve the designation and<br />

retention of 4915 50 Street to be<br />

developed as “Okoppe Way” and<br />

further direct administration to<br />

proceed with initial designs and<br />

budget considerations.<br />

United Conservative Party<br />

(UCP) wins majority government<br />

Although the United Conservative<br />

Party (UCP) only won the popular vote<br />

by approximately eight per cent the<br />

UCP dominated in the Drumheller-<br />

Stettler riding.<br />

The UCP won with 926,918 votes,<br />

while the New Democrat Party (NDP)<br />

got 776,188 votes. The UCP dominated<br />

rural communities, and the NDP won<br />

the popular vote in Edmonton, Banff-<br />

Kananaskis and parts of Calgary.<br />

In the Drumheller-Stettler riding,<br />

UCP candidate Nathan Horner was<br />

elected with 15,274 votes. Juliet<br />

Franklin with the NDP got 2,684 votes,<br />

Carolina Evers with the The Solidarity<br />

Movement of Alberta (SM) got 104<br />

votes, Shannon Packham with the<br />

Independence Party of Alberta (TIP)<br />

got 383 votes and Hanna Vein<br />

Wildrose Loyalty Coalition (WLC) got<br />

149 votes.<br />

In the Camrose riding, UCP candidate<br />

Jackie Lovely was elected with<br />

12,900 votes.<br />

Richard Bruneau with the NDP got<br />

5,582 votes, Pamela Henson with the<br />

WLC got 2<strong>06</strong> votes and Bob Blayone as<br />

an Independent candidate (IND) got<br />

1,740 votes.<br />

In the Lacombe-Ponoka riding, UCP<br />

candidate Jennifer Johnson was<br />

elected with 14,218 votes.<br />

Contract for much-needed lagoon work<br />

Alix village council approved a contractor<br />

for much-needed work on the<br />

municipal lagoon after estimates for<br />

the work continued to skyrocket over<br />

the past few years. The decision was<br />

made at the May 17 regular meeting of<br />

council.<br />

After the meeting village Chief<br />

Administrative Officer (CAO) Michelle<br />

White provided the <strong>ECA</strong> <strong>Review</strong> with<br />

the tender information and resolution<br />

passed by council.<br />

The tender was prepared by MPE<br />

Engineering and it was noted in a May<br />

17 memo the tender included work on<br />

sewage lagoon cells 5 and 6.<br />

Three offers were received by the<br />

village, including Nu Edge<br />

Construction ($2,718,477.25), Bettenson<br />

Sand and Gravel ($3,496,379.75) and<br />

Boom Construction ($6,336,885.55).<br />

MPE noted in its memo Nu Edge, the<br />

low bidder, provided the proper<br />

bonding, insurance and safety qualifications<br />

so the engineering firm<br />

recommended that company be<br />

awarded the work.<br />

that the Alix lagoon upgrade project be<br />

awarded to Nu<br />

Edge<br />

Construction Ltd.<br />

in the amount of<br />

$2,718,477.25.<br />

Over the past<br />

few years the village<br />

council was<br />

stymied by its<br />

efforts to upgrade<br />

the lagoon as<br />

inflation caused<br />

some estimates to<br />

grow by millions<br />

of dollars.<br />

When contacted<br />

May 18 about the<br />

tender award,<br />

said it was “great<br />

news” to see the<br />

much-needed<br />

project proceed at<br />

last.<br />

amount<br />

that on at<br />

least three occasions<br />

the municipality<br />

will let residents<br />

know a minimum<br />

tax levy is coming to the Village of<br />

Alix in 2024. Such a levy is a minimum<br />

property tax bill regardless of the<br />

assessed value of a property.<br />

It was noted in the agenda memo<br />

that introducing a minimum property<br />

tax bill of $400 would affect about 8.5<br />

per cent of local taxpayers.<br />

Fehr stated councillors want staff to<br />

get information on the levy out to residents<br />

as soon as possible through<br />

multiple methods.<br />

Visitors to the lake<br />

Councillors passed a resolution to<br />

have a QR code designed which would<br />

link to a document which would be<br />

sent to an active email of choice, and<br />

which would be posted publicly on signage<br />

around Alix Lake.<br />

The idea was brought up at a previous<br />

council meeting that having a<br />

QR code that can be scanned by cell<br />

phones would allow visitors to the village<br />

to give feedback on their Alix<br />

Lake experience while letting the village<br />

know more about who is visiting<br />

the attraction.<br />

Mayor Fehr noted a written logbook<br />

is also going to be installed.<br />

Fehr stated councillors reviewed the<br />

Jake Maher was one of several Bull Riders Canada athletes who<br />

competed at the Clive Bull-a-rama May 26 at the village arena.<br />

The Australian bull rider must have been happy to see a standing<br />

Committee aims to preserve and showcase<br />

the Town of Stettler’s history.<br />

of those who are critical in the<br />

The Backstrom family was recognized<br />

for “Pioneering in Major<br />

Construction Projects.” Roy and<br />

Charles Willis were acknowledged for<br />

“Pioneering in Media.”<br />

The Backstrom family was known<br />

for projects, including the Ransom<br />

School and the Stettler Courthouse.<br />

“So they [the Backstrom family]<br />

were true community stellar<br />

community builders, and we’re<br />

thrilled to honour them today,”<br />

Malcolm Fisher said.<br />

Charles and Roy Willis owned the<br />

Stettler Independent for over three<br />

generations. They came to Stettler<br />

right before the fire and, following it,<br />

had a chance to reinvent the newspaper<br />

and keep it running, said Carson<br />

Ellis, who wrote the biographies.<br />

“It’s interesting to see two very<br />

active and steady people that spent<br />

decades pushing for the well being of<br />

this town,” Ellis said when speaking<br />

about Charles and Roy Willis.<br />

The monuments now stand as<br />

lasting tributes to the Backstrom family’s<br />

significant construction legacy and<br />

the enduring impact of Charles and<br />

Roy Willis on Stettler’s media<br />

landscape.<br />

These commemorative installations<br />

in Pioneer Park will serve as<br />

reminders of the town’s rich history<br />

and the remarkable individuals who<br />

played pivotal roles in its development.<br />

Clive village council responded to a<br />

delegation of residents who complained<br />

about the municipality spending too<br />

much money. The delegation appeared<br />

at the May 23 regular meeting of<br />

council, held one day later than usual<br />

because of the May long weekend.<br />

A group of Clive residents was led by<br />

A. Sayers who requested to appear at<br />

the meeting to discuss concerns that<br />

the village was spending too much<br />

money, especially on things the village<br />

might “want” as opposed to things the<br />

village “needs.”<br />

Sayers named a number of recent<br />

decisions the village council made,<br />

including two new flagpoles with a<br />

price tag of about $10,000, a project<br />

near the public library involving an<br />

outdoor piano with a village contribution<br />

of $4,000, the ongoing delays of<br />

hooking the village up to the Hwy.<br />

#12/21 Water Commission and recent<br />

discolouration of the village’s drinking<br />

water.<br />

Council of the day decided to engage<br />

in truth and reconciliation with First<br />

Nations and Metis people by displaying<br />

their flags in Clive; the flags required<br />

two new flagpoles.<br />

Henry stated municipalities received<br />

a call to action on this issue and the<br />

Clive council also quotes a land<br />

acknowledgment at the beginning of<br />

every meeting for the same purpose.<br />

Henry stated the flagpole project<br />

was originally priced at about $7,500<br />

but inflation bumped it up to about<br />

$10,000.<br />

When asked if the flagpole project<br />

was a necessity for Clive, Henry stated<br />

council discussed the project again in<br />

2021 and 2022 and decided to uphold<br />

the commitment the previous council<br />

made.<br />

Coun. Norma Penney stated she supported<br />

the flagpole project because<br />

truth and reconciliation is a valuable<br />

initiative and acknowledged it was a<br />

shame the project took so long because<br />

costs have climbed during that time.<br />

The outdoor piano project was a volunteer<br />

appreciation project that is<br />

partially funded by grants.<br />

When asked about a council pay<br />

raise, it was pointed out the seven per<br />

cent cost of living increase applies only<br />

to village staff, not the elected<br />

councillors.<br />

Other members of Sayers’ delegation<br />

stated that with the constant inflation<br />

in the economy many Clive residents<br />

are having a tough time making ends<br />

meet and they were asking councillors<br />

to remember this when they’re<br />

spending tax dollars.<br />

delays to hooking up to the Hwy.<br />

The County of Stettler Municipal<br />

Planning Commission (MPC) granted<br />

a variance for buildings that didn’t<br />

meet the exact setbacks. The decision<br />

was made at the May 24 regular<br />

meeting of the MPC.<br />

Board members read an application<br />

for variance, which asked to allow two<br />

buildings to remain where they are<br />

despite not meeting certain setback<br />

distances.<br />

The mayor stated the water commission’s<br />

rates were known to be higher<br />

than village residents were accustomed<br />

to and the village council didn’t<br />

want residents to get a large shock<br />

Clive hook-up last winter but the village<br />

requested it wait until summer<br />

appears that date is completely<br />

reliable.<br />

Lastly, Mayor Henry addressed the<br />

discoloured drinking water. Henry<br />

stated that according to Alberta<br />

Environment regulations the village,<br />

which has multiple water wells, is<br />

required to switch between them at<br />

certain times, which it recently did.<br />

The switching of the wells apparently<br />

is related to the discoloured<br />

water which poses no health risk,<br />

while it was also pointed out not every<br />

resident of Clive has observed the discoloured<br />

water.<br />

Coronation town council has agreed<br />

to open 10 campsites to those who have<br />

been evacuated due to the wildfires.<br />

The council recognized that people<br />

within the community have been<br />

affected by the fires as they may have<br />

family or friends who could need help.<br />

Administration will provide the relevant<br />

information to Alberta<br />

Emergency Management Agency<br />

(AEMA), allowing them to notify the<br />

affected communities about the availability<br />

of the sites.<br />

Proof of residency will be required<br />

to get the campsite at no cost.<br />

Trailer rental agreement<br />

Council started discussions around<br />

their trailer rental agreement for the<br />

food trailer.<br />

During their regular council<br />

meeting on May 23 the council opened<br />

discussion on what they should do for<br />

their trailer rental agreement.<br />

The proposal reads “the agreement<br />

outlines the terms and conditions<br />

under which the trailer can be rented<br />

by individuals or organizations for the<br />

purpose of selling food and beverages.”<br />

When people want to rent the trailer<br />

out they will have to have insurance of<br />

a specific amount and provide proof of<br />

insurance and food service permit<br />

certificate.<br />

There will be inspections before and<br />

after the trailer is rented to ensure<br />

that everything is in proper functioning<br />

condition and to ensure that<br />

nothing is damaged or missing. If<br />

there are any items missing or<br />

damaged the renter will be responsible<br />

for replacing or repairing the item at<br />

their own cost.<br />

Council is still discussing what they<br />

are going to do for delivery fees within<br />

the town of Coronation and how far out<br />

of town they are going to allow the<br />

trailer.<br />

The council discussed getting staff<br />

to deliver the trailer if it is needed in<br />

town but they determined that for further<br />

out of town if they allow it, the<br />

renter would have to pick up the<br />

trailer.<br />

Council is continuing discussions<br />

around the food trailer and the rental<br />

agreement.<br />

Rising break and enter crimes<br />

Council received their quarterly<br />

Community Policing Report which<br />

covers Jan. 1 to March 31, <strong>2023</strong>.<br />

“This information serves to provide<br />

a quarterly snapshot of the human<br />

resources, financial data and crime<br />

statistics for the Coronation RCMP,”<br />

said Sgt. John Pike, detachment commander<br />

of the Coronation RCMP in a<br />

letter to CAO Quinton Flint.<br />

“The sharing of quarterly reports<br />

demonstrates our ongoing commitment<br />

to transparency while delivering<br />

the high level of policing services that<br />

you, and the citizens you represent,<br />

have come to expect from the Alberta<br />

RCMP.”<br />

Coronation council discussed how<br />

the Coronation RCMP would still have<br />

a lot of work to do regarding property<br />

crime and traffic violations.<br />

There has been a 900 per cent<br />

increase in break and enter crimes<br />

during this quarter compared to 2<strong>01</strong>9.<br />

From Jan. 1 till March 31, 2<strong>01</strong>9 there<br />

were two break and enter crimes and<br />

from Jan. 1 till March 31 <strong>2023</strong> there<br />

have been 20 break and enter crimes<br />

committed.<br />

There has been a downward trend in<br />

the theft of motor vehicles during the<br />

<br />

The children in Castor are receiving<br />

certificates from the RCMP when they<br />

are seen riding their bikes with helmets<br />

on.<br />

During the regular council meeting<br />

on May 23 the Town of Castor council<br />

discussed seeing an increased amount<br />

of RCMP presence in the town.<br />

They have noticed that the RCMP<br />

has been pulling over children on their<br />

bikes and handing out certificates if<br />

they have a helmet on.<br />

“They pulled over two little dudes<br />

right on my driveway. Their eyes were<br />

getting pretty big and then he handed<br />

them the certificates,” said Mayor<br />

Richard Elhard.<br />

The council agreed that they have<br />

seen most of the children around town<br />

wearing helmets while riding their<br />

bikes.<br />

There was also a RCMP Bike Safety<br />

Rodeo on May 29 in front of the Castor<br />

RCSS building. This event is to promote<br />

bike safety and to teach children<br />

the proper way to follow the rules<br />

quarter in 2022 there were 17 crimes<br />

and this year there have only been<br />

four crimes committed.<br />

Memorial bench<br />

Castor town council approved a<br />

request from Kay Brown to place a<br />

memorial bench between the Town<br />

Office and the library.<br />

This request was brought to the<br />

council during their regular meeting<br />

on May 23.<br />

The bench would be similar to the<br />

other ones that are placed around the<br />

town and would be paid for by Brown.<br />

“It’s in memory of the Houser family<br />

and that was Kay’s parents who used<br />

to live on a farm outside of Castor,”<br />

Elhard said.<br />

Elhard said that the family was a<br />

longtime pioneer family and that<br />

Brown wanted to do something to recognize<br />

them.<br />

Council agreed that the memorial<br />

bench would be nice to have as long as<br />

it was similar to the other memorial<br />

benches.

The M.D. of Provost No. 52 is currently seeking a qualified individual to fill the position of<br />

Assistant Development Officer.<br />

Reporting directly to the Development/Utilities Officer, this position is responsible for<br />

the oversight and management of all aspects of the municipality’s land use planning and<br />

Geographic Information System (GIS), including, but not limited to, the following duties:<br />

• Maintain GIS Data such as updating parcel and attribute database (new<br />

Family and horses, a big part of her life<br />

Verleen Joan Spady<br />

(Housch)<br />

1935 – <strong>2023</strong><br />

Verleen Joan (Housch)<br />

Spady was born on Sept. 9,<br />

1935, Verleen was the third<br />

child of five to John and Ella<br />

Housch.<br />

Growing up near Spondin,<br />

Alta. she and her siblings<br />

spent many hours playing in<br />

the barn, climbing<br />

hay bales and<br />

playing with kittens.<br />

Verleen always preferred<br />

working<br />

outside to being in<br />

the house.<br />

She attended<br />

Grand Ridge School<br />

until Grade 8. From<br />

Grade 8 to 10, she<br />

attended school in Spady<br />

Spondin. In Grade 11,<br />

she left home to<br />

attend Hanna High School<br />

where she boarded in a<br />

home which she had to help<br />

with household chores to<br />

pay her keep. To graduate<br />

high school, she moved to a<br />

private boarding school,<br />

Canadian Union College in<br />

Lacombe, Alta.<br />

After high school, she<br />

attended the University of<br />

Alberta to earn her teaching<br />

degree.<br />

Her first teaching job was<br />

in Dorothy, Alta. followed by<br />

Halkirk, Alta. This is where<br />

she would meet the love of<br />

her life, Harold Spady.<br />

Harold and Verleen married<br />

on Sept. 12, 1959.<br />

Settling in the Battle River<br />

Valley near Alliance, Alta.<br />

they would welcome three<br />

sons Jack, Travis and Brian.<br />

In the early days of their<br />

marriage, Harold and<br />

Verleen raced thoroughbred<br />

horses across North<br />

America. This meant<br />

raising three busy boys on<br />

the road as well as managing<br />

the ranch at home.<br />

Spending summers in hotel<br />

rooms and eight-foot snub<br />

nose campers was not for<br />

the faint of heart, but<br />

Verleen always managed to<br />

balance both, while maintaining<br />

a bountiful garden<br />

and beautiful flowers.<br />

In 1976, they decided the<br />

racetrack was no place to<br />

raise their boys and turned<br />

to ranching full-time.<br />

Verleen returned to<br />

teaching kindergarten at the<br />

Alliance School as well as<br />

the Southbend Colony.<br />

She was very active in the<br />

community, through the<br />

Women’s Institute and various<br />

boards and committees.<br />

She was instrumental in<br />

creating the first 4-H Horse<br />

Club in Alliance and led the<br />

club for several years.<br />

Verleen would spend her<br />

winters curling and hauling<br />

her boys to sporting events.<br />

About the same time,<br />

Harold and<br />

Verleen built one<br />

of the first outdoor<br />

team<br />

roping arenas in<br />

the area, and the<br />

family’s passion<br />

for rodeo began.<br />

In 1983, they<br />

built an indoor<br />

arena and would<br />

host weekly rope nights and<br />

monthly team roping<br />

jackpots.<br />

There were always socials<br />

to follow these events and<br />

Verleen ensured no one left<br />

without being fed and<br />

watered.<br />

Verleen spent many years<br />

supporting Harold and her<br />

boys going down the road to<br />

rodeos. Rodeos<br />

captured two of<br />

her favourite<br />

things – travelling<br />

and visiting.<br />

This included<br />

trips to Yakima,<br />

Washington,<br />

Douglas,<br />

Wyoming, … and<br />

spending winters<br />

in Arizona.<br />

When Harold<br />

began Senior<br />

Pro Rodeo, he convinced<br />

Verleen to enter the ribbon<br />

roping. Thus began her competitive<br />

career as a ribbon<br />

roping runner. Through<br />

their years in rodeo, they<br />

made many life-long friends.<br />

In 1998, Harold and<br />

Verleen returned to the<br />

racetrack in Edmonton. You<br />

could always tell where they<br />

were stabled because of the<br />

magnificent flowers Verleen<br />

kept. She cleaned stalls, hotwalked<br />

horses and kept the<br />

cleanest alley in the barn.<br />

Verleen always had the<br />

coffee on, and she welcomed<br />

anyone who wished to stop<br />

for a visit or some motherly<br />

advice.<br />

Verleen’s life was shattered<br />

in June of 20<strong>06</strong> when<br />

she lost the love of her life,<br />

Harold. Still with a stable<br />

full of horses, Verleen<br />

returned to the track just<br />

three weeks later to finish<br />

the job her and Harold had<br />

started.<br />

At 70 years old, she earned<br />

a trainers license, and with<br />

the help of family and<br />

friends, she continued<br />

Harold’s legacy for two more<br />

seasons. With a stable of<br />

seven horses, she earned six<br />

wins and various placings.<br />

Verleen loved to travel.<br />

Whenever opportunity<br />

arose, she took advantage of<br />

seeing the world. Prior to<br />

leaving she’d often ponder<br />

why she was going, only to<br />

return claiming it was the<br />

best trip ever. She never<br />

missed a niece or nephew’s<br />

destination wedding, though<br />

her favourite was her<br />

grandson Cole’s wedding in<br />

Jamaica.<br />

The highlight of each trip<br />

was spending time with her<br />

family and friends.<br />

For many years the<br />

Spady’s summer vacation<br />

was a horse-back trip into<br />

the mountains. Verleen<br />

always looked forward to the<br />

raw beauty 3” wide of nature versionthat<br />

only the mountains possess and<br />

could always find a wildflower<br />

to admire.<br />

Cooking over an open fire and<br />

washing her hands and<br />

brushing her teeth straight out<br />

of a cold mountain stream, were<br />

things she cherished. At 85<br />

years old, with family and<br />

friends, she rode a wagon 20<br />

miles into the Clearwater to<br />

enjoy the camaraderie of a<br />

mountain trip once again.<br />

Coffee time was everyday at<br />

10:30 a.m., the work stopped and<br />

the family (and sometimes<br />

friends) gathered around<br />

Verleen’s kitchen table. Most<br />

days there were homemade<br />

sweets to enjoy. She cherished<br />

this time with everyone as she<br />

listened to the updates and<br />

plans of what everyone had<br />

going on.<br />

There were often laughs,<br />

attempts to solve world problems<br />

and the odd scolding for<br />

gates left open. If you were late<br />

or missed it, she always called<br />

wondering where you were at.<br />

Saturdays were set aside for<br />

church, as faith<br />

was very important<br />

to Verleen.<br />

She spent her<br />

days reading, gardening<br />

and was<br />

always up for a<br />

game of cards.<br />

She especially<br />

loved bridge as<br />

well as the people<br />

who she played<br />

with and spent<br />

many afternoons<br />

entertaining this<br />

hobby. After the<br />

games were done,<br />

the fun wasn’t as<br />

she usually<br />

stopped for a sip of<br />

wine or bite to eat<br />

with one of her<br />

many friends.<br />

Verleen held a<br />

special place in<br />

her heart for her<br />

grandchildren.<br />

The bond she<br />

shared with each<br />

of them was<br />

immeasurable.<br />

Always a listening<br />

ear and a caring<br />

heart, making<br />

each of them feel<br />

special in their<br />

own way. Her great-grandchildren<br />

brought a twinkle to her<br />

eye.<br />

She had the ability to make<br />

everyone around her want to be<br />

a better person, she will be<br />

greatly missed by all who knew<br />

her and loved her.<br />

She passed away peacefully at<br />

Our Lady of Rosary Hospital<br />

May 24 in Castor.<br />

Timothy Bullick<br />

Timothy William Bullick was born June 17,<br />

1958 in Coronation and passed away on May 20,<br />

<strong>2023</strong> in Alix at the age of 64 years.<br />

Tim was a loving husband, father, grandfather,<br />

and friend to so many. He was a Charolais<br />

enthusiast who would sit down anytime to<br />

talk cattle. He loved spending time with his<br />

family and friends creating fun adventures for<br />

everyone. Tim spent so much time at his land at<br />

Alix setting up a zip line and Timmy’s Tree Top<br />

adventure in anticipation of all the kids coming<br />

for a weekend in the summer. Tim’s favourite<br />

times were spent watching all the kids run<br />

around and listening to the sounds of laughter.<br />

Tim will be sadly missed by his loving wife Wanda; son Tyler (Justine) and<br />

granddaughters Indy and Scarlet; and his daughter Tanisha. Tim also leaves<br />

to mourn his parents Bill and Bubbles; brothers Ron (Deb) and Dan; sisters<br />

Leanne (Al) and Shelley (Randy); brothers-in-law Brian (Jean), Kenny<br />

(Linda), Arnie, and Archie (Wanda); sister-in-law Sanna; as well as numerous<br />

nieces, nephews, family, and friends.<br />

A Celebration of Tim’s Life was held in Red Deer on May 27, <strong>2023</strong>.<br />

It is with heavy hearts and many<br />

tears we mark the passing of Don on<br />

May 25, <strong>2023</strong> at the Stettler Hospital.<br />

Many thanks to the kind nurses and<br />

staff who attended to Don’s needs.<br />

Don leaves behind to mourn, his<br />

wife Margaret, his sister Darlene (Ron<br />

Fetterley) of North Carolina, U.S. and<br />

his children Jim, Douglas, Gordon<br />

(Joanne Wiechnik) and Donna<br />

(Cooper).<br />

He also leaves behind his extended<br />

family, Sharon (Andrew Kailan), Neil<br />

Chambers (Donna Langille), Kimberly<br />

(Jim Donaghy), and Tracee Chambers<br />

(David Winter).<br />

Don will also be missed by his<br />

grandchildren Adrian, Angela, Jessie,<br />

Daly, Torrance, Carson, Quinlan,<br />

The County of Stettler Municipal<br />

Planning Commission (MPC) gave its<br />

approval to a property owner’s private<br />

campground after it was found the site<br />

originally didn’t have a development<br />

permit or a certified sewer system. The<br />

decision was made at the May 24 regular<br />

meeting of the MPC.<br />

The MPC is comprised of county<br />

council and chaired by Coun. James<br />

Nibourg.<br />

County Planner Rich Fitzgerald presented<br />

the development permit<br />

application from Steven Chahley for a<br />

5.84 acre parcel of land at NW-7-40-<br />

20-W4 to allow a recreational vehicle<br />

(RV) as a dwelling unit along with a<br />

variance to allow a second RV as a<br />

dwelling unit on the same parcel.<br />

According to staff the RVs and septic<br />

tank were already there.<br />

Fitzgerald noted the land is currently<br />

zoned agriculture.<br />

“During site inspections last fall,<br />

planning staff<br />

noted that two<br />

RVs were present<br />

on the property,<br />

and appeared to<br />

be in use,” stated<br />

Fitzgerald’s<br />

report.<br />

“Planning staff<br />

advised the landowner<br />

that a<br />

development<br />

permit was<br />

required to continue<br />

using the<br />

RV’s on the<br />

property.”<br />

Fitzgerald<br />

noted the property<br />

owner<br />

submitted an<br />

application in<br />

spring but wasn’t complete, missing<br />

information about wastewater<br />

disposal.<br />

“Planning staff advised the applicant<br />

at that time that the RVs would be<br />

required to be connected to a certified<br />

wastewater system and their site plan<br />

needed to indicate what type of system<br />

was going to be used, and where it<br />

would be located,” stated the planner’s<br />

report.<br />

“Planning staff then became aware<br />

that earthworks was taking place on<br />

the property. The landowner was contacted<br />

at that time and advised a stop<br />

order may be issued for the property if<br />

the landowner continued to develop<br />

the lot without the benefit of a permit.”<br />

Fitzgerald reported the property<br />

owner then submitted a site plan that<br />

included the location of a septic tank<br />

and it was later revealed after a site<br />

inspection that the property owner<br />

already installed the septic tank himself,<br />

“...and was unable to provide the<br />

certification for the system.<br />

Fitzgerald pointed out the<br />

impromptu campground also required<br />

a roadside development permit from<br />

the Alberta government because the<br />

site was within 300 metres of a provincial<br />

highway. Apparently the property<br />

owner has applied for this but has yet<br />

to receive it.<br />

The applicant Chahley attended the<br />

MPC meeting by phone, and the chair<br />

explained to him that the first RV<br />

required a development permit, the<br />

second one required a variance, the<br />

septic tank required installation by<br />

properly certified people and the roadside<br />

development permit was needed,<br />

to all of which Chahley stated he<br />

understood.<br />

Fitzgerald noted that among the<br />

many conditions included in a possible<br />

approval one of the biggest was the<br />

wastewater tank that’s already buried<br />

on the site must be inspected by a certified<br />

contractor.<br />

There are several wetlands to the west<br />

in the road allowance, so future construction<br />

would be difficult to do. The<br />

County of Stettler currently has no<br />

intentions to expand this section of<br />

road.”<br />

Fitzgerald stated the application was<br />

sent to the rest of the County of<br />

Stettler’s departments and there were<br />

no concerns. It was noted at the<br />

meeting the region is zoned agriculture<br />

and does not lie in any<br />

intermunicipal development plan.<br />

Fitzgerald explained setbacks are<br />

calculated using a formula but the<br />

MPC has the authority to issue a variance<br />

and permit the buildings to stay<br />

where they are if they, “...do not cause<br />

unreasonable hardship and would not<br />

unduly interfere with the amenities of<br />

the neighbourhood or materially interfere<br />

with or affect the use, enjoyment<br />

or value of adjacent parcel of land.”<br />

“It is in the opinion of the development<br />

authority that the location of the<br />

dwelling and the ancillary building<br />

pose no issues with neighbouring<br />

lands and do not interfere with the use<br />

or enjoyment of any adjacent lands,”<br />

stated the planner in his report. He<br />

pointed out when the buildings were<br />

built they met the standards of the<br />

time.<br />

Fitzgerald added that if the variance<br />

was granted, it would apply only to the<br />

existing buildings and if any additions,<br />

expansions or new structures were<br />

proposed a new development permit<br />

would be needed.<br />

Chair Nibourg stated that<br />

the County of Stettler has<br />

had issues with campgrounds<br />

over the years and<br />

there has been a public<br />

backlash against such<br />

developments.<br />

Board members eventually<br />

voted 5 to 2 in favour of<br />

approving Chahley’s development<br />

permit application<br />

including the variance but<br />

with a number of conditions<br />

including that the site can’t<br />

be occupied until the wastewater<br />

and roadside<br />

development permit are<br />
