Can the library be used and/or the Marathon lot? What types of controls and prohibitions should be implemented that free up spaces. II. Planning Issues The Campus Area Includes five different USCI' groups and ten different parking areas. Provides for a great deal of shared parking. The Church Has two primary doors for ingress and egress (at the west side and southeast corner) and are used for di fTerent functions - approximately a 50/50 split. Most evening or non service events use west door. Peak activities are on Sunday mornings - 9:00 a.m. service and 11:15 a.m . service are both very busy; Sunday mornings require a good deal of parking (over 200 spaces); 10:00 a.m. is peak time. Other activities after services and during week nights are substantially less. Preschool uses entrances on south side of church and drop off occurs in morning - some parents park in the 16 spaces (owned by church) and walk children in. Others form a line of cars (10+) and teachers meet them . Drop offs occur for the two sessions - In the morning between 7:00-9:00 a.m, and between 12:50 a.m . and 1:15 p.Jl1. in the afternoon. Pickups occur between 11:15 a.m . and 11:30 a.m. and also starling at 3:30 p.m, - drivers may stack in drive aisle for a short time generally around 9:00 a.m. and also at 1:00 p.m. (10+/- cars). Schedule is coordinated with Park District preschool program to avoid overlap. The Park District The Park District has an agreement with the church to park in their lot (lot G) during the day . The Park District has an "unofficial" ok to use the village lot (lots D and D-l) during the day. The Park District demand (non-summer) is 25-30. Summer demand could add an additional 20 vehicles. The Park District has various programs and its own lot (B). Its preschool program requires drop offs in the morning around 8:30 a.m. and pickups around 11:15 a.rn. In the afternoon drop offs occur around 12:30 p.m. and pickups occur around 3:00 p.m. Queuing does occur during drop off periods in the drive aisle next to the building leading into the circular drop off pickup area. The Restaurant (Kevin's) Open 6:00 a.m, to 2:00 p.m. Needs parking - current landowner (Taxman parcel) has none.

Could be busy during peak Sunday church services. Currently has no dedicated parking. III. New Plans and Parking Alternatives The Village Green Plan The revised Village Green plan (attached) will contain 75 parking spaces (including 3 accessible) with 15 dedicated to the church and (15) dedicated to the commercial uses along Waukegan Road. The plan will provide for access to the Village Green and the parking areas via limited access along Deerfield Road and full access from Jewett Park Drive - Robert York Road, and also from Waukegan Road via Jewett Park Drive. Direct access from Waukegan Rd via the private drive on the north side of the buildings is removed. The plan reduces the total number of parking spaces in the five key lots from 194 spaces to 75 spaces; however. the peak demand usage on a weekday was only 104 spaces. On a Sunday, during church services, and when the restaurant is busy, the five key areas are virtually full. However. during that time, other parking areas such as the Marathon lot and Park District lots are not heavily used by the public. The reduction in supply will cause a maximum total deficit on a weekday of approximately 29 spaces - during the worst hour. Past surveys show that other morning hours are 10-20% less, and the afternoon hours after 4 :00 p.rn. are up to 50% less. It should be noted that 25 +/- parkers in this area are Park District employees. Additionally, the Park District indicates that during summer months this number could increase by 20 additional employees/parkers. Alternatives for Additional Parkin£!: Parking surveys indicate a need to identify weekday peak hour parking spaces for a maximum of 29 displaced parkers. On a Sunday the peak demand during the busiest service at 10:00 a.m. was 231 occupied spaces in all of the 10 surveyed lots. It can be reasonably assume that at least some of these are not church goers , As previously mentioned, these spaces are accommodated in the adjacent lots that are not heavily used during these times.
