We transmit for your consideration a recommendation adopted by the Village Center Development Commission on the request for approval of a Special Use to allow changes to the Village owned public parking lots at 750, 758, and 800 Deerfield Road for restriping and landscaping (Village of Deerfield). The Village Center Development Commission held workshop meetings on August 4 and August 16, 2010. A copy of the workshop minutes is attached. In order to avoid repetition, the Plan Commission’s report contains the information on the proposal. Parking Lot Restriping and Layout CONCLUSIONS At the August 4 meeting, the VCDC considered the parking lot restriping and layout options. The VCDC preferred the angled parking in Option D, with certain changes. The 9 parallel parking spaces on the south side of the site along the landscape buffer should be removed. Truck traffic should be restricted to single unit commercial vehicles. Trucks should be permitted in the parking lot during certain hours as determined by the Village in order to avoid conflict with the preschool’s drop-off and pick-up times. In response to the VCDC’s recommendation, restriping Option E was created which addresses the VCDC’s concerns. Landscaping Along Deerfield Road At the August 4 meeting, the VCDC considered landscaping buffer Options 1 and 2. The VCDC members discussed their desire to see a berm with an evergreen hedge planted on top, with additional landscaping facing Deerfield Road to the south to add interest and variety, and simple/basic landscaping facing the interior of the parking lot to the north. In response to the VCDC’s discussion, landscape Option 3 was developed and presented at the August 16 meeting. Option 3 features an 18” berm with a 4’ evergreen

2 APPROVED hedge planted on top. This will provide landscape screening coverage of approximately 66” in height. Stacked dry stone walls will retain the soil for the grade changes at the pedestrian paths. The landscaping emphasis is on the south side of the berm, facing Deerfield Road, with perennials and flowering shrubs. The plan shows that the north side of the berm will be simple, with perennials and turf. The existing ash trees onsite will be transplanted to fit with the landscape plan. The VCDC believes that Option 3 is a good plan, which addresses all their concerns, and they suggest that the turf on the north side of the berm be replaced with ground cover. RECOMMENDATION Accordingly, it is the recommendation of the Village Center Development Commission that restriping Option D be approved, with the elimination of the nine parallel parking spaces on the south side of the lot. Trucks should be restricted to single-unit commercial vehicles during times as determined by the Village to avoid conflict with the preschool drop off and pick up.
