VILLAGE OF DEERFIELD

VILLAGE OF DEERFIELD LAKE AND COOK COUNTIES, ILLINOIS ORDINANCE NO. ------ AN ORDINANCE REZONING PROPERTY AT 1313 AND 1331 WILMOT ROAD (WOODLAND PARK) AS P-1 PUBLIC LANDS DISTRICT AND AUTHORIZING AN AMENDED SPECIAL USE FOR RENOVATIONS TO WOODLAND PARK WHEREAS, the Deerfield Park District (the "Applicant") is the owner of a certain 17.12 acre parcel of property legally described on Exhibit A attached hereto (the Subject Property) and commonly known as 1313 and 1331 Wilmot is located in the Village of Deerfield which is currently zoned in the R-1 Single-Family Residence District; and, WHEREAS, the Applicant has petitioned the Village of Deerfield to rezone the Subject Property as P-1 Public Lands District, for the vacation of a portion of the northern portion of Crabtree Lane within Woodland Park, and for approval of an amendment to the Special Use for the Subject Property in the P-1 Public Lands District to permit certain renovations and improvements to Woodland Park including: (i) the razing of a 36,000 square foot former school building to provide open green space; (ii) the addition of a new picnic shelter with restroom facilities; (iii) an enlarged parking lot; (iv) the replacement of playground equipment; (v) relocation of the basketball court; (vi) savannah restoration; and (vii) the extension of walking trails and bicycle paths (collectively referred to herein as the "Woodland Park Renovations"); and, WHEREAS, the Plan Commission of the Village of Deerfield held a public hearing on May 6, 2010 to consider said application for rezoning the Subject Property to the P-1 Public Lands District, for the vacation of the northern portion of Crabtree Lane within Woodland Park, and for approval of an amendment to the previously approved Special Use for the Subject

Property in the P-l Public Lands District to permit Woodland Park Renovations, said hearing being held pursuant to public notice duly given and published as required by statute and conforming in all respects, in both manner and form, with the requirements of the statutes of the State of Illinois and the Zoning Ordinance ofthe Village ofDeerfield; and, WHEREAS, the Plan Commission of the Village of Deerfield, after considering the testimony, documentary evidence and supporting materials offered at said public hearing, filed its report with the President and Board of Trustees containing its written findings of fact and recommendation to rezone the Subject Property from the R-l Single-Family Residence District to the P-l Public Lands District, to vacate the northern portion of Crabtree Lane within Woodland Park, and to authorize an amended Special Use pursuant to Article 7.02-B, Paragraph 4 and Article 13.11 of the Zoning Ordinance of the Village of Deerfield to permit the Woodland Park Renovations as an amendment to the previously approved Special Use for the Subject Property in the P-l Public Lands District, all in accordance with the plans and supporting materials submitted by the Applicant which are incorporated herein and made a part hereof by this reference; and, WHEREAS, the President and Board of Trustees of the Village of Deerfield have determined that the best interests of the Village will be served by amending the Zoning Map of the Village of Deerfield to change the zoning classification of the Subject Property from the R-l Single-Family Residence District to the P-l Public Lands District; and, WHEREAS, the President and Board of Trustees ofthe Village of Deerfield have further determined that part ofthe northern portion of Crabtree Lane within Woodland Park is no longer needed for public street purposes and can be vacated pursuant to Applicant's request and in accordance with a plat ofvacation to be prepared and approved by a separate ordinance; and WHEREAS, the President and Board of Trustees ofthe Village ofDeerfield have further
