TO: Mayor and Board of Trustees FROM: Plan Commission DATE: August 12, 2010 RECOMMENDATION APPROVED RE: Request for a Special Use to allow changes to the Village owned public parking lots at 750, 758, and 800 Deerfield Road for restriping and landscaping (Village of Deerfield). We transmit for your consideration a recommendation adopted by the Plan Commission of the Village of Deerfield on the request of the petitioners for a Special Use to allow changes to the Village owned parking lots along Deerfield Road. The Plan Commission held a public hearing on August 12, 2010. At that public hearing, the petitioners presented testimony and documentary evidence in support of the request. A copy of the public hearing and workshop minutes are attached. In support of its request, the Plan Commission makes the following findings of fact and conclusions: Subject Properties FINDINGS OF FACT The subject properties are the Village owned parking lots along Deerfield Road at 750 Deerfield Road (former Bank One property), 758 Deerfield Road (former Lindemann property), and 800 of Deerfield Road (former Peterson Lane). The Village acquired the former Lindemann property in 2003, the former Bank One property in 2001, and the former Peterson Lane in the 1980s. These properties total 1.67 acres in size. The subject properties are located west of the commercial properties located at 800-816 Waukegan Road, and east of the AT&T building (812 Deerfield Road). The 750 and 758 Deerfield Road properties are zoned C-1 Village Center District, and 800 Deerfield Road (former Peterson Lane property at the west side) is zoned P-1 Public Lands District. The Village owned parking lots have a 3 hour parking time limit. The former Bank One property was developed in the 1970s by a building permit and was a private parking lot until the Village acquired the property in 2001 and the property then became a public parking lot. The Village acquired this property in 2001 for “public use as a municipal parking lot and for redevelopment purposes” according to ordinance 0-01-12 that authorized the acquisition of the property. The former Lindemann’s Pharmacy property was previously developed as a pharmacy (a permitted use). The property was a private building and private parking lot until the Village acquired the property in 2003. The Village then removed the two-story building on the property and added spaces to the parking lot where the building was removed, and the property
