Not Injurious to the Character of the C-1 District as the Retail Center The Plan Commission believes the proposed clean-up plan will not be injurious to the character of the C-1 Village Center District as a retail center. The property currently serves as a public parking lot for the Village and will continue to be utilized as such. The Plan Commission believes the proposed clean-up plan provides for improved circulation and safety in the lot through restriping, and provides for improved aesthetics through the new landscape buffer along Deerfield Road. The improved parking lot will be a benefit to the existing commercial users along Waukegan Road. The Plan Commission believes it is appropriate to allow small delivery trucks to access the Waukegan Road commercial business through the parking lot and that larger delivery trucks should have designated loading hours on Waukegan Road so that they are not blocking traffic during rush hour. RECOMMENDATION Accordingly, it is the recommendation of the Plan Commission that the Village of Deerfield’s request for a Special Use to allow changes to the Village owned public parking lots at 750, 758, and 800 Deerfield Road for restriping and landscaping, be approved. The Plan Commission recommends parking lot restriping Option C, with the recommendation that small trucks be encouraged to use the parking lot and that larger trucks have designated hours for loading on Waukegan Road as determined by the Village. The Plan Commission recommends landscaping Option 1 along Deerfield Road. PLAN COMMISSION VILLAGE OF DEERFIELD APPROVED The Plan Commission of the Village of Deerfield held a Public Hearing at 7:30 P.M. on August 12, 2010 at the Village Hall, 850 Waukegan Road, Deerfield, Illinois. Chairman Swartz called the hearing to order. Present were: Michael Swartz, Chairman Larry Berg Elaine Jacoby Stuart Shayman Norton Wasserman Absent: Dan Shapiro Also present: Kathleen Von Ohlen, Associate Planner Public hearing on the request for a Special Use to allow changes to the Village owned public parking lots at 750, 758 and 800 of Deerfield Road for restriping and landscaping. Mr. Kent Street, Village Manager, Village of Deerfield, 850 Waukegan Road, explained the Village is presenting some striping and landscaping plans for consideration for implementation in the Village owned parking lots along Deerfield Road. On June 21, 2010 the Board directed that the lot striping and landscaping plan for the Village owned properties be presented for Special Use consideration. The Village has hired Tim Doron as a parking consultant and Phil Rosborough as a landscaping consultant. Mr. Street said that the main considerations are safety, truck access, vehicle access, parking lot striping, aesthetics and landscaping. He said the Village Board would like to complete the improvements this calendar year. Mr. Tim Doron, Director of Transportation Planning, Gewalt Hamilton Associates, Inc., 850 Forest Edge, Vernon Hills, indicated that he has created striping options for the site. He said he has met with Village staff, has reviewed the 2009 parking demand study, spoken with Mr. Kevin Quigley of Kevin’s Place and Mr. Ray Craig of the First Presbyterian Church. He explained that Option C maximizes parking with 130 spaces, focusing on 90 degree parking spaces. Option D has 110 parking spaces, mostly angled. The VCDC met on August 4 and recommended the angled parking plan with some changes. In response to the VCDC’s recommendation, Mr. Doron has created Option E with 101 spaces. Mr. Doron said they observed Kevin’s deliveries on Friday, August 6 and Tuesday, August 10 from 6 a.m. to noon. On Friday, one 18 foot truck was observed and on Tuesday, one UPS truck was observed making a delivery to the bike shop. Village staff has recently observed larger trucks pulling into the parking lot. Mr. Doron said the Village’s goals include improving safety and efficiency, utilizing the existing access points, shifting the Waukegan Road deliveries into the parking lot,
