TO: FROM: Date: Subject: INTERDEPARTMENTAL MEMORANDUM Mayor Rosenthal and Board ofTrustees Kent Street, Village Manager June 17,2010 Temporary Village Parking (Lindemann Properties) Clean Up Plan Introduction Following the Board's discussion ofthe proposed clean-up plan for the Village parking lots in the NW Quadrant along Deerfield Road at the last meeting, staff has coordinated the removal of guard rails and unnecessary curbing, provided pavement patching and seal-coating ofthe parking lots will be completed next week. As decided June i h , the Board agreed to consider temporary parking lot striping at its June 21, 2010 meeting. Conceptual Temporary Striping Plans Two temporary parking lot striping plans are attached and provided for your information and consideration. The first concept plan (A) was developed to reflect input from resident Larry Dondanville (one-way aisles, angled parking spaces and truck loading) and an enhanced landscape buffer along Deerfield Road as suggested by the VCDC. The second concept plan (B) is an evolution ofthe previous staff developed plan to include improved huck turning and loading opportunities and maintain approximately the same number ofparking spaces as in the current lot configuration. A summary comparison of the two concept plans is provided below: Temporary Striping Plan # of Spaces Deerfield Road Landscape buffer # ofDisabled Spaces # ofBike racks Project Cost Estimate 87 18 feet wide 4 o $51,700 140 5 feet wide 4 2 $40,000 Plan Commission and VCDC Comments At its meeting on June 10,2010, the Plan Commission discussed the two concept plans at the preliminary design stage and agreed that Plan A was clearly a substantial change from the current parking lots and should go through the public hearing process to amend the special use. The Plan Commission also agreed that Concept Plan B, although close in number to the existing parking space count, should go through the Special Use public hearing process as well since the parking lot traffic pattern would be changed. As the VCDC did not have a meeting between the 6/7 and 6/21 Board meetings, the concept plans were forwarded to the VCDC members and their comments are provided as attachment C.
