Group calls for cat bylaw
By ROBYN BRISTOW
Cats are endangering braided
river birds, and need to be
controlled, says aNorth
Canterbury rivercare group.
The AshleyRakahuriRivercare
group (ARRG) is calling for the
registration, microchipping,
desexing, and limiting numbers of
cats per household,inabid to
protect the birds, and other
inhabitants of the riverbed.
It saysacat control bylaw is
urgently required.
ARRG has called on
WaimakaririMayorDan Gordon
to take heed of its plea for action,
with the group’s operation’s
manager presenting him with
photographic evidence of cats at
nests, and at predatortraps the
grouphas set.
The trapsare not for cats.
The groupsays catsare the
second worst predatorof
endangered braided river birds
on the river—Norway rats being
the worst.
In aletter to Mr Gordon, ARRG
says cats have even swum the
riveronoccasion to get to the
islands whereendangered birds
nest.
‘‘We do this on behalfofall
riverinhabitants, particularly
braided river birds, and to
prevent continued cruelty to cats,
whichare often abandoned to
lead aprecarious existence in the
wild,’’ ARRGsays.
It urges Mr Gordon to promote
goingfurther than aSelwyn
DistrictCouncil bylaw, which
requiresregistration and
microchippingofcats.
During arecent three month
trialonbaits for traps, there were
79 visits by cats, the most of any
predator.
ARRG sayscontrolswould add
alayer of protection for
endangered birds, giving the
various species achancetobreed
successfully. The number of
unwanted litters of kittenswould
also reduce,the group says.
‘‘Bylaws to control cats will, in
the long term, lead to fewer cats
beingdumped and breeding in
the wild,’’ agroup spokesperson
says.
‘‘We know fromexperiencein
Canterbury thatferal cat
populationsare huge, and not
easily controlled.’’
Business confidence
drops in Waimakariri
By ROBYN BRISTOW
NorthCanterbury business
confidence has dropped
markedly thisyear,despite
positive figurescoming out of
the latest Waimakariri
economic report.
Both the North Canterbury
Business OpinionSurvey and
the Quarterly Economic
Monitor for the Waimakariri
District were released last
week,showing amixedbag of
low confidence and steady
growth.
The Business Opinion
Survey, released twice ayear
by Enterprise North
Canterbury (ENC), saw a
staggering 40 percentdrop in
confidence in the New
Zealand economic situation
sincethe last survey in
October 2022.
Localbusiness confidence
in the New Zealand economy
sits at net52%, whichisthe
lowest ever recorded outside
of the Covid19 lockdown.
Survey coordinatorMiles
Dalton says the drop is
unsurprising.
‘‘A good part of thisoutlook
will be down to inflation,
whichiscausing profitsto
drop.
‘‘In general, sales are
actually up, but increased
costsare eating into the
benefitsofthat forour local
businesses.
‘‘We are seeing more
pressure on businesses as
they work on their end of year
accounts,’’ he says.
Despite this,the survey
showsthat North Canterbury
businessesfeel more
confident aboutthe national
economy than New Zealand
businessesoverall,which is
sittingatnet 61% confidence.
Local businesses are also
more confident about their
own business situation than
they weresix months ago —
up 11% on the last survey.
The Waimakariri Quarterly
Economic Monitor (QEM)
from Infometricspaintsa
more positive picture, with
local GDP up 3.7% for the
year to Marchplacing
Waimakaririinthe top 11
growth regionsinthe country.
This reportalso highlights
increases in consumer
spending, tourism, house
values and employment
figures, as wellasnonresidentialconsents
which
have increased by a
whopping 58% compared to
just 11% nationally.
‘‘The QEM showsusthat
money is still flowing freely in
Waimakariri and although
some of thisincrease can be
put downtoinflation, we also
have some underlying
strengths here,’’ Mr Dalton
says.
‘‘Specifically, our
population is still growing,
local tourismisbouncing
back, and adiversified
economygives us the ability
to better rollwith the
punches, which we’ve seen
time and again in recent
years.’’
However, Mr Dalton says
thingsare likely to get worse.
‘‘For many, the negative
effects of high inflationhave
still not kicked in fully.
Unfortunately, thingsare
likelytoget worsebeforethey
get better for some of our
local businesses, so the axiom
of ‘prepare for the worst but
hope for the best’has never
been truer.’’
Conspiracy claims dismissed
By DAVID HILL,
Local DemocracyReporter
Waimakariri Mayor Dan Gordon says
there is ‘‘no conspiracy’’ with the United
Nations.
The Mayor was speaking in response
to submissions to the draft 2023/24
annual plan, as the council resumed its
deliberations on Tuesday morning (May
30).
Several of the 61 submissions
expressed objections to references to
the United Nations’ 2030 Agenda for
Sustainable Development.
‘‘We are not controlled by the United
Nations and the people we answer to are
our ratepayers,’’ Mr Gordon said.
The Mayor’s comments prompted an
outburst from the public gallery ,with
one woman speaking up before exiting
the meeting.
Mr Gordon said councillors had
listened to the points made and would
be responding to them.
Several councillors expressed a
desire to respond directly to those
submissions, but Mr Gordon advised
restraint.
Cr Al Blackie questioned the wording
of the motion ‘‘accepting’’ the
submissions, ‘‘if we know something is
demonstrably incorrect’’.
Council staff agreed to change the
wording to ‘‘receive’’ the submissions.
Mr Gordon said the best time to
address whether the UN’s 2030 Agenda
was relevant to the council’s planning
would be during next year’s 2024/34
Long Term Plan (LTP).
Chief executive Jeff Millward said the
council was on track for an average rates
rise of 5.97 percent for the 2023/24
financial year, ‘‘barring any additions
from the submissions’’.
‘‘It was one we didn’t have to consult
on because there are no major changes,
but we did anyway, so there has been
very little change coming through the
submissions.’’
The main projects in the annual plan
were roading, cycle trails and
community facilities to accommodate
growth.
The council was bringing forward its
ultra violet treatment programme to
enhance its case with Taumata Arowai
for chlorine exemptions for its main
urban water supplies.
Mr Millward said work had begun on
the 2024/34 LTP and the council was
forecasting an average rates rise of 5.2%
for the 2024/25 financial year.
‘‘But that is under pressure.
‘‘We have ongoing inflation which is
going on for longer than was predicted
by the economists.’’
The council’s deliberations were
scheduled to continue today and
tomorrow (May 30 and 31).
Entries steady for NC Business Awards
By ROBYN BRISTOW
Waimakariri businesses are leading the
charge when it comes to North
Canterbury Business Awards entries.
Entries to the biannual event opened
earlier this month and organisers say
they’re pleased with the steady stream
of entries so far, but are hoping to attract
many more.
Business Awards organiser, Guy
Graham of Enterprise North Canterbury
(ENC), says the most entries have come
from businesses in the Waimakariri
District, followed by Hurunui and
Kaikoura, who have an equal number.
‘‘We’re hoping more businesses in all
districts will consider entering, as this is
afantastic opportunity to get some welldeserved
recognition for all the hard
work that has gone into your business.’’
The 2023 Awards offer atotal of nine
categories.
One category winner will go on to be
crowned the MainPower Supreme
Award winner.
Each entrant can also opt to compete
in the North Canterbury News People’s
Choice Award.
‘‘We would love to see more entries in
the MADE NORTH CANTERBURY
Food &Beverage Award, as well as the
CoolSpaces Sustainability Award,” says
Guy.
‘‘The Food &Beverage Award is pretty
self explanatory.
‘‘We have so many incredible food and
beverage producers in our region who
we wholeheartedly encourage to enter.
‘‘The Sustainability Award on the
other hand, can go to any type of
business in any industry, so long as
they’re making positive changes to
Awinning business ... Laura and James Malcolm of Natural New Zealand Honey, the
winners of the Sustainability Award at the 2021 North Canterbury Business Awards.
improve their contribution towards the
climate or environment.
‘‘We know there are alot of businesses
in North Canterbury who are making
great efforts towards reducing their
carbon, or implementing staff training
around better environmental practices,
for example.
‘‘These are the types of businesses
we’d love to see entering the CoolSpaces
Sustainability Award,’’ says Mr Graham.
Businesses considering entering the
awards are encouraged to read all of the
entry information before starting their
application.
Mr Graham says entrants should give
themselves plenty of time to complete it.
‘‘The entry form is very
comprehensive –that’s intentional on
our part –and it’s followed by afull
review and interview with our judges.
‘‘The process is thorough but all the
feedback we get from entrants is that it’s
truly rewarding.’’
Truck safety brought to the school gate
By JOHN COSGROVE
Truck safety education has returned to
Woodend School.
Canterbury Waste Services (CWS)
fleet supervisor Andrew Cleland says
it’s great to be back at Woodend School,
after acouple of years break, holding
oneday sessions for the children on how
to be safe around truck and trailer units.
‘‘Our relationship with Woodend
School started back in 2005, and was
part of acompany sponsored initiative
to help children at the school
understand the dangers of being around
the truck and trailers we use every day
to move waste to Kate Valley.
‘‘Now we are back after aCovid break
to re energise the programme, and keep
it fresh in the children’s minds as our
drivers continue to engage with them
every time they pass the school.’’
Woodend School and landfill owner,
Transwaste Canterbury, along with the
police entered into agood will
agreement in August 2005 to work
together to enhance road safety, with a
special focus on the safety of Woodend
children and adults, around trucks.
Andrew says the children see the CWS
trucks every day when they walk to and
from school, as SH1 goes right past their
gate.
‘‘We wanted to create asafety
orientated relationship between the
children and our drivers.’’
CWS drivers going to and from the
Kate Valley landfill sound their horns
whenever they see Woodend students.
The students in turn give the drivers
the ‘‘thumbs up’’ to show they have
spotted them.
‘‘We come along to the school each
year and show the children how they
appear to the drivers.’’
He says it is about showing them
around the trucks, getting them up into
the cabs to show them where are the
drivers blind spots are and to
demonstrate how they can easily
disappear from atruck drivers vision.
Now the emphasis is on helping them
understand the dangers of wind blasts
when alarge truck and trailer unit goes
past.
The initial programme was so
successful John Bond, the regional
adviser for Transporting NZ Ia Ara
Aotearoa, adopted the programme in
2013 and took it to 17 other schools in the
South Island as part of an industrywide
good will and safety programme.
‘‘It’s been agreat idea and everyone
loves it, we have so many trucking
companies of all sizes involved now in
educating children about being safe
around trucks.
‘‘It’s about seeing the driver and him
or her seeing the children,’’ John says.
One other area of interest for the
children at Woodend School is the
adoption of the back of the trailers for
safety messages penned and designed by
the children.
Andrew Cleland says they will be
continuing with the tradition of inviting
school children to design asafety
message to be painted onto the back of
the trailers.
‘‘There are 14 units in operation and
once the entries are judged by the
board, they get painted on and the
children start looking out for their
special trucks.’’
KORU NUTRITION
As she enters her seventh
decade, journalist and former
become aware that society’s
attitudes towards older people
need, in her words, ‘arev up.’
“Once you pass 65, people
tend to think it’s a downhill
slide to the Zimmer frame.
But that’s far from the truth.”
“Many of us remain
physically
active,
paddleboarding, cycling, and
even tramping well into our
70s.”
With population of older
adults expected to double
over the next 20 years, Judy
is teaming up with Koru
As part ofthe project, Judy
alongside the Koru Nutrition
team to bring the latest
On why she chose to work
with Koru Nutrition, Judy had
this tosay:
“I love Koru Nutrition
because it’s family-owned
New Zealand company whose
“They makequalityproducts
with the best ingredients and
promote a holistic approach
to ageing. Ibelieve that if you
can age naturally, that’s all for
the better.”
“I live an active lifestyle,
and as I get older, I would
hate to have walks with the
Spotlight on speed
By DAVID HILL,
Local Democracy Reporter
An Amberley Beach resident is getting
fed up with speeding drivers.
Luis Arevalo says he is at his ‘‘wits
end’’ after three years of trying to get
action over drivers consistently
exceeding the 30kph speed limit in the
Amberley Beach village.
‘‘Cars race past our homes at well
over that speed, some so fast Icannot
get their make /model or number
plate.
‘‘I would estimate close to 80 to
100kph.’’
Mr Arevalo has raised his concerns
with local police and the Hurunui
District Council.
He would like the council to install
another speed hump on Grierson
Avenue and suggested speed cameras
be installed.
Hurunui District Council chief
operations officer Dan Harris said
staff were aware of Mr Arevalo’s
concerns.
He said community support would
be needed to implement more
speeding restrictions, such as an extra
speed hump.
‘‘Hence we suggested he work
through the community channels,
namely the Amberley Beach
Residents and Ratepayers Committee
and then the South Ward committee.’’
Mr Harris said next year’s 2024/34
Long Term Plan was the best place to
consider it and he suggested Mr
Arevalo make asubmission.
Road safety coordinator Dean
Eades said Amberley Beach Road and
the village had speeds set based on
Waka Kotahi New Transport Agency
guidelines.
‘‘The mean or free flow speed for
this area is being controlled [kept
down] on the roads.’’
Mr Eades said Grierson Avenue had
amean operating speed of 32kph,
while neighbouring Chamberlain
Avenue had amean operating speed of
26kph.
Apolice spokesperson said North
Canterbury police were aware of
reports of speeding at Amberley
Beach.
‘‘If you travel above the posted
speed limit, you can expect to be
stopped and subjected to intervention
such as engagement, education and
enforcement.’’
The public were encouraged to
report dangerous driving so it could be
investigated, by calling 111 if it was
happening now or 105 after the fact.
Details including the vehicle’s
registration number were helpful, the
spokesperson said.
Concerned residents could also
contact Crimestoppers on 0800 555111
anonymously.
OPINION
6 The North Canterbury News, June 1, 2023
Mayor Marie Black
Uncertainty reigns
Given our councilhas just completeda
round of consultation regardingthe Draft
AnnualPlan, Iwould like to acknowledge
members of our community who attended
the sessions.
Thepast 12 months have been riddled
with uncertainty.
Interest rates and living costs are
significantly on the rise, taking atoll on our
economy, supply chains and service
delivery, which are impacting on our
households and businesses.
The annual plan is dedicated to
‘‘stickingtothe game plan’’ to achieve its
community outcomes and priorities.
However, the unavoidable impact of
inflationand rising costs to council means
we are facing an average growth adjusted
rate increase of 7.49%,which is above what
we forecast in our Long Term Plan.
Evenamidst the challenges, we continue
to deliver anumber of servicesand
projects to bringbenefittoour community
now, and into the future.
Already, council officers and elected
membersare focusedonthe long term
plan (LTP), as this is akey planning tool for
councils.
It describesthe council activitiesand
the community outcomes it aspires to
achieve.
This is ahigh level planning framework,
and will be ready for full consultation
during 2024.
Lastweek Cr Ross Barnesand I
attended the LGNZ conference for two
days in Wellington,which included
MainPower Stadium home to basketball
MainPower Stadium is apopular venue
for many sporting codes.
The indoor Stadium is not yet twoyearsold,
but is already becoming a
venue of choice for avariety of sports
teams for national and regional
tournaments, club games and other
programmes on offer.
Run by the North Canterbury Sport
and Recreation Trust, its four fullsized
courts, supporting fitness centre, which
offers facilities for individuals, teams
and group training, along with other
facilities, are attracting astrong
following.
Those working in the complex are now
hard at work to ensure it continues to
focus on being agreat onestop shop for
those who hire it.
Last week, MainPower Stadium was
on show when Raelene Castle, Group
Executive of Sport NZ, visited the venue
to find out more about the North
Canterbury Sport and Recreation Trust
and it’s programmes.
Ms Castle was impressed with the
opportunities available to adiverse
range of age groups, including walking
netball, primary school basketball and
pickleball.
She took time to chat to participants
and staff.
This weekend the Aon Under 19
National basketball tournament is being
held from Friday, June 2until Monday,
June 5.
Over 260 young basketballers will
compete at the tournament hosted by
Basketball New Zealand, in conjunction
with the North Canterbury Basketball
Association.
It will feature North Canterbury and
Canterbury Basketball teams,
competing against other strong
basketball regions such as Waikato and
Harbour.
Games start at 9am each day, and run
into the evening, with last games at
7.30pm. Everyone is welcome, and entry
is free.
There are 16 men’s teams competing,
in four pools of four, while 10 women’s
teams will battle it out in two pools of
five.
Meanwhile, on Saturday, July 8and
Sunday, July 9, round two of the
National Wheelchair Basketball
League, will be held at the stadium.
The stadium is the home venue for the
Canterbury Rollas —which make up
three teams including North Canterbury
—who use the stadium for practice, and
league games.
It is the Rollas venue of choice due to
the disabled parking right out front,
excellent toilet and shower facilities,
and the first class courts.
Five of the Rollas members live in the
Rangiora area.
The Canterbury Ateam won round 1,
in Whangarei recently, beating
Auckland 56 to 45 in the final.
HDC NEWS...
RECYCLING -DOITONCE, DO IT PROPERLY
The recycling system atGreta Valley Tavern is all about doing your bit to make the next person’s job easier.
Glass, cardboard, cans and plastic containers are separated, and glass is divided into colours. Lids are
collected and dropped off at Hurunui Memorial Library inAmberley where they’re used for local recycling
projects. Anorganic waste bucket isdonated to alocal farmer. Evidence of the Tavern's good progress is
clear during staff member Annika Jablolonski's weekly visits toAmberley Transfer Station, where staff there
appreciate the hard work that is happening. If you want to tell us your thoughts on the draft Waste
Management and Minimisation Plan, please visit Alerts/Consultations on the Council's website.
Reinstatement works inCulverden, including the
full width renewal of the eastern footpath.
WORKS UPDATES
Culverden -pipeline replacement
Works to replace the existing pipeline network along SH7 through Culverden have been progressing very
well. To everyone who's properties have been affected by the water shutdowns, thank you for your
cooperation. Reinstatement work has included the full width-renewal of the eastern footpath.
Hanmer Springs -courtesy pedestrian crossings
The two new raised courtesy pedestrian crossings onAmuri Avenue are complete. Thank you everyone for
your patience and cooperation while these works took place.
Hurunui 1scheme
Earthworks have commenced onsite - the realignment of the access track and excavation works for the
engineered reinforced reservoir tank slab are underway. Hurunui 1 is the District's largest drinking water
scheme. The plant is being moved toahigher elevation -removing the risk of flooding from the Hurunui
River, to maintain national Drinking Water Standards, and tokeep up with the District’s growth.
Lake Sumner Road
The road is open to all vehicles to travel across new concrete ford. Rock work and culvert replacements are
now complete on the downstream side, and the reno mattress has been constructed. Cutting and shaping
embankments and hauling remaining rock to stockpile, removing temporary culverts onthe upstream side of
the ford, and channelling water tolow-flow culverts positioned under the existing concrete ford are all works
that are now taking place.
BE SAFE -BESEEN.
Leithfield School students taking part in the BE
SAFE BE SEEN initiative last week.
Safe cycling –BESAFE BE SEEN isacollaboration between AA Canterbury, Hurunui District Council, West
Coast District Council, and the New Zealand Police. Last Friday Leithfield School children received aset of
USB rechargeable white and red (front and back) LED lights touse on their bikes and scooters. HDC's Road
Safety Coordinator Dean Eades believes the good habits children learn now will help prepare them for the
future. Broomfield School also received avisit last Friday, agreat opportunity to listen and learn about how to
get safely toand from school. BESAFE BESEEN will be making its way around the District to other schools.
On average across New Zealand, there is18m of road per person. But here in the Hurunui District, there is
120m of road per person -which means our District has alarge road network -1600km of roads intotal!
Theend of thelineisnighfor theNorth
Canterbury Model Railway Club.
At the beginning, sixmonths became six
years, for the clubinits present home, but
nowthe fork in the track has comefor
Rangiora’s model train enthusiasts.
Oneway is to expand their club's
facilities intoamore permanent location
in Rangiora, while downthe other track is
thevery real prospect of having to pack
allthe trainsawayinboxes and putthem
underthe bed.
North CanterburyModelRailway Club
hassevenmonths to vacateits premises at
13 Blake Street.
‘‘To be fair, it wasonly ever loaned to us
by the council as atemporary venue for
sixmonths, six years ago. But nowwedo
have to move out because they wantto
knock downthisold building andturnit
into acar park,’’ saysclubsecretary Kevin
Ching.
Sincethey wereasked to move on, the
club hasbeen workingcloselywiththe
Waimakariri District Council to find
another locationtoexpand theclub’s
facilities.
Thecouncil hasoffered it someland.
‘‘All we havetodoisfindasuitable
building of more than 350sqmtofit allour
Kevin says theBlakeStreet base is
around288square metres, andcontains
sixlayoutswith thebiggest –Desert Creek
13m long.
Theclubhas 13 active members, and50
online, who are mainly of pensioners,
whohave thetime and thepassion for
building model trains, scenery and track
layoutsand automatingtheirrailway
lines and rolling stock.
‘‘It’s notlimited to us men, we welcome
says Kevin,who hasfostered an interest
‘‘Mydad bought aHornby train setfor
my brother andmeasaChristmas
him to lose interest in playingwith it
beforehefinally gaveittous.’’
The club was incorporatedin2016,
after threeyears of sharing aspaceata
‘‘Wewouldbringour tracksalonginthe
backofour carsorontrailers, setthem
up, tinker withthem,thenhave to break
themdowneach night,’’ says Kevin.
‘‘Thankstothe generosity of the WDC,
they offered us this buildingasa
temporary home in 2017.’’
Therethe clubhas establishedmany
intricatelydetailed model train tracks,
each built withloveand care by members.
‘‘All here haveheldalatent love for
trainsall their lives andnow theyhave
thetime to resurrect their passion and
have fun,’’says Kevin.
Nowall the clubhas to do is find the
moneytoeithermove an old classroom or
similarsizedstructureonto theirnew
site or erect anew purposebuilt multiusefacility
there.
Club presidentOwen Patchettsays they
are lookingatall optionsand are
continuingtoapply forfundingwhile
seekingassistance fromother interested
community organisationsalsosearching
for somewherepermanenttobe based.
Owensays the proposed facility could
mirror the new Rangiora MenzShed
facility, which is shared by other
community groups.
‘‘Sofar we haveraised about halfof
Rachel Vogan considers five
timely tasks for June.
Manage winter vegetables
Aim to getgarlic in the ground around
the shortestday. Cold soilsand winter
chills activate thedevelopment of
cloves.
Check winter crops for signs of rot
and deterioration, especially with
winterlettuce, as too muchwater can
cause themtorot.
Remove afew lowerleaves if they
are touching the ground to improveair
movement around the baseofthe
plant.
Celeriac, the fat boycousin of celery,
willbefattening up as it doesover the
coldmonths.
Harvestasrequired.
Hardyleafy greens like silverbeet
andkale canbeplanted out thismonth.
Rotate houseplants
Rotatinghouseplantsafew times a
year is alwaysagood idea. It’saneasy
gardening task to do overwinter.
Agentlehalf twistwillpreventthe
plant from becoming lopsidedand
developing abare patch on oneside of
theplant.
Dust the leaves andcheckfor pests
andany sign of disease at thesame
time.Indoor plants require less water
in winter.
Do aseed inventory
Idon’t know about you,but Ioften
forget what seeds Ihaveonhand.
Agood jobtodooverwinter is to do
astocktake on seeds to createan
inventoryofwhat you haveonhand.
This task canlimitthe risk of
doublinguponseeds that youalready
have,and may even allow thebudgetto
stretchfor afew morespecialty seeds.
At the sametime, checkonany seeds
that you may have saved yourself;
checkthat seeds aredry, in an airtight
containerand that theyare clearly
labelled.
Open packets of seeds do deteriorate
over time,soifyou findapacket afew
years oldthat is open, the chancesof
allthe seeds germinatingwill be
reduced.
Plant polys for wintercolour
Thereissomething wonderfulabout
thebright cheerful bloomsPolyanthus
provides from autumn through winter
untilthe endofspring.
Theirperennial flowers are very
easy to growand last in the garden for
Top crop ... Time to get garlic in the
ground as the shortest day approaches.
Pumpkins are beststored in adry place,
away from rain and up off the ground. In
the garage, awoodshed or porch are all
good places. While the skinsare tough and
will cope outside, the harvest will keep
longerifthey are out of the elements.
Birds and mice can nibble away at them
too, so it paystokeep an eye on them.
Top crop: Garlic
The shortest day occurringthis month
servesasatimely remindertoget garlic in
the ground. Winter chills and short days
are exactly whatgarlic needs to activate
its growingprocess.
Garlicisgrownbyplanting individual
clovesinthe ground. For those of you who
saved yourown seed garlic, well done –
remember to onlyplant the biggest and
best cloves and use the rest in the kitchen,
Discard anything with blemishes on the
clove.Seedgrade garlic is in garden
centres now and available online through
various seed and bulb companies.
How to plantgarlic
Garlicrequires full sun;itisnot acrop
that willflourish in the shade.Itneeds a
warm soiltohelp fatten theclovesfrom
late springinto the summer growing
season.
Avoid planting garlicinthe same
position in the garden, especially if rust
was aproblem last season. Aim for the soil
to be loose and fertile.
Dig the ground overwithafork before
planting and blend compost, chicken
manureorother organic matterpriorto
planting. Nourish the ground with blood
and bone or aseaweed plantfood before
planting.
Only plantthe fattest cloves. Plantthem
5cm deep, withthe pointyend of the clove
facingup. The pointshould be 1015cm
apart to ensure eachplant is not
competing with its neighbour’sfood and
water andhas roomtodevelopthe biggest
crop. Alayer of mulcharound garlic helps
keep the weeds away, anditinsulates the
groundatthe same time.
Harvesting
Garlicisalongterm crop,whichtakessix
Cabbage choy sum
Speedy Asian greens areperfect for
winter meals. Ispottedafrosthardychoy
sum at Oderings in the vegetable section.
The name suggests it forms ahead likea
cabbage,but it doesn’t. Instead, it
producesmultiple stems of stalks with
rounddarkgreen leaves, alittle like a
largespinach but faster growing. Looks
like it willbeaniceaddition to stir fries,
curries, salads or in awrap. After asneaky
quicknibble on aleaf,ittickedthe flavour
box for me, so it’sgot aspotinmy raised
vegetable gardenbythe house. It is
available as seeds too in the Yatesseed
range. As the plant matures, stemsof
yellow flowers appear.
Spinach from seed
Packed with nutrients, spinach is one crop
that prefers to grow in the cooler months
of the year.
It never really thrives as amainstream
warm seasoncrop, as hot periodsoften
cause it to bolt and run to seed.
It happily growsinatunnel house or
outside.
It is awonderfulcrop forthe vegepod.
Outside, if given alittle protection, the
growth rate willalmostdouble. Sowing
seedsinwinter works, they take acouple
of weeks to germinate. Alternatively, plant
out readygrown seedlings instead.
Bare patch
If for whateverreason the vegetable patch
will be emptyorvacant over winter, take
the opportunitytoadd layersofcompost
or manure to the soil.
This willbreak downinto the soil over
the next few monthstoadd valuable
nutrients and goodness to the ground.
Wormswill love it and in afew months
the ground willbereadyfrom spring
planting. Adding alayer of mulch will
keep the area neat, tidy and weedfree
untilspringplantingtime comes around.
By DAVID HILL
Local Democracy Reporter
Waimakariri Mayor Dan Gordon is hailing
the earlysuccess of the Mayor’s Taskforce
for Jobs (MTFJ) programme.
Mr Gordon says he is thrilled to hear
three young people had been placed in
employment in the first twomonths of the
scheme.
The Waimakariri District Council joined
the programme thisyear on asix month
trial,with Elizabeth Trevathanbeing
appointed as MTFJ programme facilitator
just two months ago.
‘‘In two short months our MTFJ
programme is already starting to prove its
worth as ameans to supportand empower
local young people toward apositive
future,’’ Mr Gordon said.
‘‘Recentlythe teamhave been involved
in aprogramme with localhigh schools and
are making further connections in the
communityeach week. I’m excited to see
the positive impact this will have on young
peopleinthe district.’’
Ms Trevathansaid the MTFJprogramme
allowed communities for find‘‘local
solutionsfor local people’’.
‘‘We can be more agile in setting up
supportsand arranging courses to help
prepare our young people for
employment.’’
The aim is to achieve 12 job placements
for localpeople not already in education,
employment or training.
While the initiative is aimed at 16 to
24yearolds, Ms Trevathan saidthe
programme could work witholder
jobseekers provided they met set criteria.
‘‘We are workingtoaddress the barriers
to young peopleinfindingemployment and
we are workingwith local employers so
they can see the value young people can
add to theirbusiness.’’
She said the programme had connected
with 27 young peoplesofar, with onetoone
mentoring to help prepare themfor the
The Lakes farm near
Cheviot recognised
By JOHN COSGROVE
The KellyDaly family property, at
Cheviot, has been recognised as aNew
Zealand Century Farmat agala function
held in Lawrence, the family
representatives gathered to accept the
bronze 100 years plaque.
They were one of three North
Canterbury properties recognised.
Today Josh Daly and Lauren Nimmo,
farm ‘The Lakes’ in partnership with
Josh’s parents Vince and Faye Daly.
Josh is fifth generation of the Kelly
Daly family farming The Lakes farm
situated at the south end of the Cheviot
basin.
The story of the farm began in 1893
when the Cheviot estate was purchased
by the then Government following the
death of 'Ready money' Robinson, as his
next generation disputed paying death
duties.
The estate purchased was divided for
settlement by small farmers.
Some were sold but most were drawn
in aballot under aLease In Perpetuity
scheme.
James Edward Kelly drew the block,
but as he was aminor, the lease was
transferred to his father William Kelly.
In March 1895. William established
‘The Lakes' farm.
It was bare land with no
accommodation and fences had still to
be erected.
The Kelly’s initially lived in atent
until asmall twobedroom workers
cottage was built.
Cattle were the principal source of
income in the first years and by 1899 the
Kelly's were sowing wheat for sale.
In 1901 the first sheep were reported.
There was no easy way to send
produce to market as the railway didn’t
arrive until 1907.
William transferred the lease to his
eldest son Frank on 15th September
1903 following Franks marriage to Maud
Winter, (Josh Daly’s great grandmother).
Anew house was built over the cottage
with four bedrooms, lounge, bathroom,
kitchen, an outside toilet and wash
house.
Wheat, oats, chaff and wool became
the mainstays of the farm income.
Sadly Frank Kelly died aged 42, in
1912, from hydatids.
Maud was widowed with five children
under 10.
She employed Jeremiah Daly (Josh’s
great grandfather), to help on the farm.
Maud and Jeremiah were married on
September 1913 and they had two more
children: John (Josh’s grandfather) and
Patrick.
In 1920 an additional 50 acres was
added on the eastern boundary and in
1939 the family acquired the 'Killarney'
block on the northern boundary of The
Lakes.
John and Pat stayed and worked on
the farm through the war years.
When Jeremiah died in 1952 John
Daly inherited The Lakes lease.
John Daly and his wife Molly had five
children and continued to develop The
Lakes and refurbished the homestead
once again.
When their son Vincent married Faye
Groters in 1982 ,the young couple
purchased ‘The Lakes' LIP lease from
John and Molly who had moved to a
retirement block on nearby Homeview
Rd.
Vincent and Faye freeholded The
Lakes in 1989.
Development continued and in 1998
Vince and Faye reinstated the lake,
which had silted up over the years, using
the opportunity of an extensive drought
which led to the ability to irrigate.
In 2003 the farm was awarded a
Ballance farm environment merit
certificate ‘‘for water harvesting and
developing an innovative water storage
system’’.
The Lakes is still run as amixed
cropping farm with some dairy support.
Vincent’s elder brother, Tony, has
completed ashort book detailing the
history of the family farm, gathering
together the stories passed down by
generations.
Southernproved atenacious opponent
with acompetent forward pack,
especially at scrumtime, and awellorganised
defensive back pattern.
Despite that, Kaiapoialwayslooked
the morecompleteside, even though it
conceded far too many penalties,
especially early in the match, and left
many points out on the paddock as a
result of some inaccurate passing and
poor handling.
The matchwas won at the breakdown
whereKaiapoiflanker, Jarred Gilmore
ruledthe roost. He gainedstrong support
from his fellow loosies, Connor Smith
and Jacob Hurring.
They delivered an amplesupplyofball
The second half followedasimilar
Ashley vDarfield
Ashley ran in eight triesina5119hiding
of its closestrival Darfield on apleasant
afternoon at the Loburn Domain.
Three of the tries were scored by
Paddy Skerten, who, in his first premier
game start, turnedonan80minute
performance he will never forget. He was
prominent at the breakdown and his
tries well executed.
Darfield had its chances in the opening
exchanges, but Ashley struck first with a
try to Matt Kippenberger, who was
celebrating his 100th game,followinga
maul that started 10 metres fromthe
Darfield line.
Loosehead prop JackSherriff scored
Darfield finally posted pointswith a
Ashley’s seal on the match was
Darfield followed with its second try,but
Skerten’s second try followed when he
NEWS
The North Canterbury News, June 1, 2023
Oxford farm seeks to eliminate methane
Craigmore Sustainables is trialling
breakthrough technology to reduce
methane in afirst for the New Zealand
dairy industry.
Craigmore’s 400hectare dairy farm
Glen Eyre in Oxford, North Canterbury,
is the first commercial dairy farm in New
Zealand to adopt EcoPond, an effluent
treatment system that removes virtually
all methane emitted from effluent ponds
with an additive normally used in the
treatment of drinking water.
The cuttingedge technology at the
farm, which milks 1100 cows, is the result
of acollaboration between Ravensdown
and Lincoln University.
Craigmore general manager farming,
Stuart Taylor, says Craigmore is striving
to be aleader in the trial and adoption of
new technology.
‘‘Craigmore recognises farming plays
an important role in both contributing to
and mitigating climate change and we
have an ambition to materially exceed
the targets set by the Climate Change
Commission through land use change
and changes to existing operations.’’
EcoPond could play akey role in
supporting farmers to reduce methane
and help New Zealand meet its climate
change targets, he says.
‘‘EcoPond is an important trial for us
because we are keen to apply innovative
ways to the reduction of emissions and
minimise environmental impacts.’’
Iron sulphate treatment is highly
effective in reducing methane emissions
due to increased microbial competition
for organic matter substrate due to the
addition of sulphate and ferric ions.
This restricts the growth of the
methane producing micro organisms
known as methanogens.
Initial tests in May tested the effluent
from the effluent pond after it had been
treated with iron sulphate through
EcoPond.
This showed a95percent reduction in
CH4 (methane) which is highly
significant.
This technology is another example of
New Zealand's primary sector leading
the world in reducing emissions and
playing its part in addressing climate
change, says Mr Taylor.
‘‘We have several sustainability
programmes in place to ensure we strike
abalance between respecting the
environment and running asustainable
and profitable rural operation.’’
Research is improving the
understanding of how dairy farmers can
reduce their greenhouse gas emissions
and by continually improving, dairy
farmers are producing 20% fewer
emissions per kilogram of milk solids
than they did in 2000.
In 2020, an AgResearch study
confirmed New Zealand dairy farmers
have the world's lowest carbon footprint
for onfarm milk production.
Earlier this year, EcoPond became
part of the newly established
Ravensdown entity, Agnition.
Agnition’s mission is to get innovations
on farm faster.
EcoPond is an important part of the
entity’s growing arsenal of technology
and innovations that will help quickly
deliver practical and sustainable onfarm
solutions for New Zealand farmers
and growers, says Agnition chief
executive Jasper van Halder.
‘‘It’s great to see Craigmore take a
leadership role and demonstrate what
can be achieved with EcoPond
technology.
‘‘Partnerships and innovation are
required in the sector.
‘‘It is hard to beat practical onfarm use
to really demonstrate the EcoPond
advantage and partners like Craigmore
Land Purchase for Future Wetland and
Recreation Reserve
The Council is excited to announce it has purchased
aproperty with significant potential for ecological
and recreational development between Kaiapoi
and Rangiora.
The newlyacquired land is an 85ha blockbetween
Linesideand Revells Roadswhich is prone to flooding.
Followingheavyrain, water becomes trapped in the
basin like landand foryearsithas beencolloquially
referred to by locals as “Lake Lineside”.
Now under Council ownership, it is hoped a
proportion of the land could be retired from
commercial operation and reverted to ephemeral
wetland (an area that is periodically awetland, and
dry other times) in the future.
Over thenext one to twoyears, while investigations are
underway to determine thebest use of thesite, Council
intendstooffset therunning costsbygenerating
revenuefrom thelandthrough alease or license. This
means it will havelittletonocost to ratepayers.
Mayor Dan Gordon says itisvery early days, but the
unique opportunity the land provided was too good
to pass up.
“Blocks of land likethis do notcomeupvery oen so
when it didCouncilseized theopportunity to purchase it.”
In last year’s Council Customer Satisfaction Survey
more than 70 percent of respondents said it was
important for the Council to be active inresponding
to climate change.
Council also received feedback in the survey
calling for more green areas, larger parks, and
recreational areas. Residents called for Council
to show leadership by prioritising climate change,
sustainability, and environmental protection.
“Reverting the site from operational farming land to
wetland in the future, will help reduce the sediment
getting into the Kaiapoi River and improve the water
quality of the river.
“As our District grows, it could also create a
wonderful, natural recreational area in the District,”
Mayor Gordon says.
“I was approached by passionate members of the
Waimakariri Water Zone Committee. Former Chair
Michael Blackwell, who was unwell and in hospital,
phoned me and other elected members toask that
we seriously look at obtaining this land.
“Following this Council did investigate. Michael was
delighted to learn that the Council had purchased
the land. Sadly, Michael passed away recently. It
is afitting tribute to someone who gave somuch
to his community and was passionate about the
environment that Council was able to purchase this
land and investigate its potential as apossible future
wetland and recreation reserve.”
Mapping information provided by Environment
Canterbury shows there are remnant wetlands
already on site.
Council ecologist Dr Bex Dollery says under Council
ownership, there would an opportunity to further
enhance these.
“This parcel of land is aglimmer of hope for
something that could be quite amazing for the
Waimakariri District in the future,” Dr Dollery says.
“We have the opportunity to increase biodiversity,
mitigate the impacts of climate change and provide
better recreation for our residents.”
Dr Bex Dollery says purchasing the 85ha of land
on one of the main arterial routes into Rangiora
provides an opportunity for the land to be anatural
reserve inahighly visible location. She says it will
also be significantly beneficial to the vegetation and
fauna in the area.
General Manager for Community and Recreation
Chris Brown says the Council will consult and work
with the wider community as well as partners
Ngāi Tūāhuriri and Environment Canterbury to
work out the best possible use for this land.
Biodiversity values restored
Biodiversity values along the Waipara
River are being restored thanks to
teamwork between the Hurunui District
Council and Environment Canterbury
(ECan).
At this month’s Hurunui District
Council strategy and community
committee meeting, ECan Zone Manager
Andrew Arps said 47 hectares of woody
weed, such as willow and other exotic
trees, are in the process of being
removed from the Waipara River
following the aerial spraying of the trees
in February.
Hurunui District Mayor Marie Black
says the visual impact of the clearance of
the fallen trees in the fairway was
already generating positive feedback
from residents travelling on State
Highway 1.
The project. which is being funded by
Braided River Revival —
Whakahaumanui Ngā Awa ā Pākihi, was
initiated after the two councils got
together following community concerns.
Funding had taken three years to
secure, Mr Arps says.
Hurunui District Council’s water and
land coordinator Rima Herber has been
assisting ECan’s river engineers ahead of
the willow control work, organising three
field trips with ECan staff to assess the
unique challenges in the river.
These include the extent of the willow
invasion, the amount of gravel buildup,
and the large, permanent islands that the
trees have created in the fairway of the
river.
‘‘At the bridge on Double Corner Road,
Andrew Arps
mature willows had established right
across the river, leaving gaps of only a
few metres between each tree.
‘‘There had been alarge buildup of
gravel in this area, due to the willows
preventing the flow of gravel
downstream in highwater events.
‘‘This site, particularly, showed the
extent of the problem willows were
causing in the river,” Ms Herber says.
Mr Arps says the project’s aim is to
restore amore natural braiding pattern
for the Waipara River and Weka Creek to
reduce flood and erosion risk, and to
improve habitat for native flora and
fauna.
