Group calls for cat bylaw<br />

Cats are endangering braided<br />
river birds, and need to be<br />
controlled, says a<strong>North</strong><br />
<strong>Canterbury</strong> rivercare group.<br />
The AshleyRakahuriRivercare<br />
group (ARRG) is calling for the<br />
registration, microchipping,<br />
desexing, and limiting numbers of<br />
cats per household,inabid to<br />
protect the birds, and other<br />
inhabitants of the riverbed.<br />
It saysacat control bylaw is<br />
urgently required.<br />
ARRG has called on<br />
WaimakaririMayorDan Gordon<br />
to take heed of its plea for action,<br />
with the group’s operation’s<br />
manager presenting him with<br />
photographic evidence of cats at<br />
nests, and at predatortraps the<br />
grouphas set.<br />

In aletter to Mr Gordon, ARRG<br />
says cats have even swum the<br />
riveronoccasion to get to the<br />

‘‘We do this on behalfofall<br />
riverinhabitants, particularly<br />
braided river birds, and to<br />
prevent continued cruelty to cats,<br />
whichare often abandoned to<br />
lead aprecarious existence in the<br />
wild,’’ ARRGsays.<br />
It urges Mr Gordon to promote<br />
goingfurther than aSelwyn<br />
DistrictCouncil bylaw, which<br />
requiresregistration and<br />
microchippingofcats.<br />
During arecent three month<br />
trialonbaits for traps, there were<br />
79 visits by cats, the most of any<br />
predator.<br />
ARRG sayscontrolswould add<br />
alayer of protection for<br />
endangered birds, giving the<br />
various species achancetobreed<br />
successfully. The number of<br />
unwanted litters of kittenswould<br />
also reduce,the group says.<br />
‘‘Bylaws to control cats will, in<br />
the long term, lead to fewer cats<br />
beingdumped and breeding in<br />
the wild,’’ agroup spokesperson<br />
says.<br />
‘‘We know fromexperiencein<br />
<strong>Canterbury</strong> thatferal cat<br />
populationsare huge, and not<br />
easily controlled.’’<br />
Business confidence<br />
drops in Waimakariri<br />

confidence has dropped<br />
markedly thisyear,despite<br />
positive figurescoming out of<br />
the latest Waimakariri<br />
economic report.<br />
Both the <strong>North</strong> <strong>Canterbury</strong><br />
Business OpinionSurvey and<br />
the Quarterly Economic<br />
Monitor for the Waimakariri<br />
District were released last<br />
week,showing amixedbag of<br />
low confidence and steady<br />
growth.<br />
The Business Opinion<br />
Survey, released twice ayear<br />
by Enterprise <strong>North</strong><br />
<strong>Canterbury</strong> (ENC), saw a<br />
staggering 40 percentdrop in<br />
confidence in the New<br />
Zealand economic situation<br />
sincethe last survey in<br />
October 2022.<br />
Localbusiness confidence<br />
in the New Zealand economy<br />
sits at net52%, whichisthe<br />
lowest ever recorded outside<br />
of the Covid19 lockdown.<br />

‘‘A good part of thisoutlook<br />
will be down to inflation,<br />
whichiscausing profitsto<br />
drop.<br />
‘‘In general, sales are<br />
actually up, but increased<br />
costsare eating into the<br />
benefitsofthat forour local<br />
businesses.<br />
‘‘We are seeing more<br />
pressure on businesses as<br />
they work on their end of year<br />
accounts,’’ he says.<br />
Despite this,the survey<br />
showsthat <strong>North</strong> <strong>Canterbury</strong><br />
businessesfeel more<br />
confident aboutthe national<br />
economy than New Zealand<br />
businessesoverall,which is<br />
sittingatnet 61% confidence.<br />
Local businesses are also<br />
more confident about their<br />
own business situation than<br />
they weresix months ago —<br />
up 11% on the last survey.<br />

Economic Monitor (QEM)<br />
from Infometricspaintsa<br />
more positive picture, with<br />
local GDP up 3.7% for the<br />
year to Marchplacing<br />
Waimakaririinthe top 11<br />
growth regionsinthe country.<br />
This reportalso highlights<br />
increases in consumer<br />
spending, tourism, house<br />
values and employment<br />
figures, as wellasnonresidentialconsents<br />
which<br />
have increased by a<br />
whopping 58% compared to<br />
just 11% nationally.<br />
‘‘The QEM showsusthat<br />
money is still flowing freely in<br />
Waimakariri and although<br />
some of thisincrease can be<br />
put downtoinflation, we also<br />
have some underlying<br />
strengths here,’’ Mr Dalton<br />
says.<br />
‘‘Specifically, our<br />
population is still growing,<br />
local tourismisbouncing<br />
back, and adiversified<br />
economygives us the ability<br />
to better rollwith the<br />
punches, which we’ve seen<br />
time and again in recent<br />
years.’’<br />
However, Mr Dalton says<br />
thingsare likely to get worse.<br />
‘‘For many, the negative<br />
effects of high inflationhave<br />
still not kicked in fully.<br />
Unfortunately, thingsare<br />
likelytoget worsebeforethey<br />
get better for some of our<br />
local businesses, so the axiom<br />
of ‘prepare for the worst but<br />
hope for the best’has never<br />

Conspiracy claims dismissed<br />

Waimakariri Mayor Dan Gordon says<br />
there is ‘‘no conspiracy’’ with the United<br />
Nations.<br />
The Mayor was speaking in response<br />
to submissions to the draft <strong>2023</strong>/24<br />
annual plan, as the council resumed its<br />
deliberations on Tuesday morning (May<br />
30).<br />
Several of the 61 submissions<br />
expressed objections to references to<br />
the United Nations’ 2030 Agenda for<br />
Sustainable Development.<br />
‘‘We are not controlled by the United<br />
Nations and the people we answer to are<br />
our ratepayers,’’ Mr Gordon said.<br />
The Mayor’s comments prompted an<br />
outburst from the public gallery ,with<br />
one woman speaking up before exiting<br />
the meeting.<br />
Mr Gordon said councillors had<br />
listened to the points made and would<br />
be responding to them.<br />
Several councillors expressed a<br />
desire to respond directly to those<br />
submissions, but Mr Gordon advised<br />
restraint.<br />
Cr Al Blackie questioned the wording<br />
of the motion ‘‘accepting’’ the<br />
submissions, ‘‘if we know something is<br />
demonstrably incorrect’’.<br />
Council staff agreed to change the<br />
wording to ‘‘receive’’ the submissions.<br />
Mr Gordon said the best time to<br />
address whether the UN’s 2030 Agenda<br />
was relevant to the council’s planning<br />
would be during next year’s 2024/34<br />
Long Term Plan (LTP).<br />
Chief executive Jeff Millward said the<br />
council was on track for an average rates<br />
rise of 5.97 percent for the <strong>2023</strong>/24<br />
financial year, ‘‘barring any additions<br />
from the submissions’’.<br />
‘‘It was one we didn’t have to consult<br />
on because there are no major changes,<br />
but we did anyway, so there has been<br />
very little change coming through the<br />
submissions.’’<br />
The main projects in the annual plan<br />
were roading, cycle trails and<br />
community facilities to accommodate<br />
growth.<br />
The council was bringing forward its<br />
ultra violet treatment programme to<br />
enhance its case with Taumata Arowai<br />
for chlorine exemptions for its main<br />
urban water supplies.<br />
Mr Millward said work had begun on<br />
the 2024/34 LTP and the council was<br />
forecasting an average rates rise of 5.2%<br />
for the 2024/25 financial year.<br />
‘‘But that is under pressure.<br />
‘‘We have ongoing inflation which is<br />
going on for longer than was predicted<br />
by the economists.’’<br />
The council’s deliberations were<br />
scheduled to continue today and<br />
tomorrow (May 30 and 31).<br />

Waimakariri businesses are leading the<br />
charge when it comes to <strong>North</strong><br />
<strong>Canterbury</strong> Business Awards entries.<br />
Entries to the biannual event opened<br />
earlier this month and organisers say<br />
they’re pleased with the steady stream<br />
of entries so far, but are hoping to attract<br />
many more.<br />

Graham of Enterprise <strong>North</strong> <strong>Canterbury</strong><br />
(ENC), says the most entries have come<br />
from businesses in the Waimakariri<br />
District, followed by Hurunui and<br />
Kaikoura, who have an equal number.<br />
‘‘We’re hoping more businesses in all<br />
districts will consider entering, as this is<br />
afantastic opportunity to get some welldeserved<br />
recognition for all the hard<br />
work that has gone into your business.’’<br />
The <strong>2023</strong> Awards offer atotal of nine<br />
categories.<br />
One category winner will go on to be<br />
crowned the MainPower Supreme<br />
Award winner.<br />
Each entrant can also opt to compete<br />
in the <strong>North</strong> <strong>Canterbury</strong> <strong>News</strong> People’s<br />
Choice Award.<br />
‘‘We would love to see more entries in<br />
the MADE NORTH CANTERBURY<br />
Food &Beverage Award, as well as the<br />
CoolSpaces Sustainability Award,” says<br />
Guy.<br />
‘‘The Food &Beverage Award is pretty<br />
self explanatory.<br />
‘‘We have so many incredible food and<br />
beverage producers in our region who<br />
we wholeheartedly encourage to enter.<br />
‘‘The Sustainability Award on the<br />
other hand, can go to any type of<br />
business in any industry, so long as<br />
they’re making positive changes to<br />

in <strong>North</strong> <strong>Canterbury</strong> who are making<br />
great efforts towards reducing their<br />
carbon, or implementing staff training<br />
around better environmental practices,<br />
for example.<br />
‘‘These are the types of businesses<br />
we’d love to see entering the CoolSpaces<br />
Sustainability Award,’’ says Mr Graham.<br />
Businesses considering entering the<br />
awards are encouraged to read all of the<br />
entry information before starting their<br />
application.<br />
Mr Graham says entrants should give<br />
themselves plenty of time to complete it.<br />
‘‘The entry form is very<br />
comprehensive –that’s intentional on<br />
our part –and it’s followed by afull<br />
review and interview with our judges.<br />
‘‘The process is thorough but all the<br />
feedback we get from entrants is that it’s<br />
truly rewarding.’’<br />

While the Woodend/Pegasusarea was<br />
expected to top10,000 by 2053,the wider<br />
Waikuku,Pegasus, Woodend andPegasus<br />
Bayareawas expected to reach 12,500<br />
peopleby2033 and15,000 peopleby2043.<br />

Truck safety brought to the school gate<br />

Truck safety education has returned to<br />
Woodend School.<br />
<strong>Canterbury</strong> Waste Services (CWS)<br />
fleet supervisor Andrew Cleland says<br />
it’s great to be back at Woodend School,<br />
after acouple of years break, holding<br />
oneday sessions for the children on how<br />
to be safe around truck and trailer units.<br />
‘‘Our relationship with Woodend<br />
School started back in 2005, and was<br />
part of acompany sponsored initiative<br />
to help children at the school<br />
understand the dangers of being around<br />
the truck and trailers we use every day<br />
to move waste to Kate Valley.<br />
‘‘Now we are back after aCovid break<br />
to re energise the programme, and keep<br />
it fresh in the children’s minds as our<br />
drivers continue to engage with them<br />
every time they pass the school.’’<br />
Woodend School and landfill owner,<br />
Transwaste <strong>Canterbury</strong>, along with the<br />
police entered into agood will<br />
agreement in August 2005 to work<br />
together to enhance road safety, with a<br />
special focus on the safety of Woodend<br />
children and adults, around trucks.<br />
Andrew says the children see the CWS<br />
trucks every day when they walk to and<br />
from school, as SH1 goes right past their<br />
gate.<br />
‘‘We wanted to create asafety<br />
orientated relationship between the<br />
children and our drivers.’’<br />
CWS drivers going to and from the<br />
Kate Valley landfill sound their horns<br />
whenever they see Woodend students.<br />
The students in turn give the drivers<br />
the ‘‘thumbs up’’ to show they have<br />
spotted them.<br />
‘‘We come along to the school each<br />
year and show the children how they<br />
appear to the drivers.’’<br />
He says it is about showing them<br />
around the trucks, getting them up into<br />
the cabs to show them where are the<br />
drivers blind spots are and to<br />
demonstrate how they can easily<br />
disappear from atruck drivers vision.<br />
Now the emphasis is on helping them<br />
understand the dangers of wind blasts<br />
when alarge truck and trailer unit goes<br />
past.<br />
The initial programme was so<br />
successful John Bond, the regional<br />
adviser for Transporting NZ Ia Ara<br />
Aotearoa, adopted the programme in<br />
2<strong>01</strong>3 and took it to 17 other schools in the<br />
South Island as part of an industrywide<br />
good will and safety programme.<br />
‘‘It’s been agreat idea and everyone<br />
loves it, we have so many trucking<br />
companies of all sizes involved now in<br />
educating children about being safe<br />
around trucks.<br />
‘‘It’s about seeing the driver and him<br />
or her seeing the children,’’ John says.<br />
One other area of interest for the<br />
children at Woodend School is the<br />
adoption of the back of the trailers for<br />
safety messages penned and designed by<br />
the children.<br />
Andrew Cleland says they will be<br />
continuing with the tradition of inviting<br />
school children to design asafety<br />
message to be painted onto the back of<br />
the trailers.<br />
‘‘There are 14 units in operation and<br />
once the entries are judged by the<br />
board, they get painted on and the<br />
children start looking out for their<br />
special trucks.’’<br />

Spotlight on speed<br />

An Amberley Beach resident is getting<br />
fed up with speeding drivers.<br />
Luis Arevalo says he is at his ‘‘wits<br />
end’’ after three years of trying to get<br />
action over drivers consistently<br />
exceeding the 30kph speed limit in the<br />
Amberley Beach village.<br />
‘‘Cars race past our homes at well<br />
over that speed, some so fast Icannot<br />
get their make /model or number<br />
plate.<br />
‘‘I would estimate close to 80 to<br />
100kph.’’<br />
Mr Arevalo has raised his concerns<br />
with local police and the Hurunui<br />
District Council.<br />
He would like the council to install<br />
another speed hump on Grierson<br />
Avenue and suggested speed cameras<br />
be installed.<br />
Hurunui District Council chief<br />
operations officer Dan Harris said<br />
staff were aware of Mr Arevalo’s<br />
concerns.<br />
He said community support would<br />
be needed to implement more<br />
speeding restrictions, such as an extra<br />
speed hump.<br />
‘‘Hence we suggested he work<br />
through the community channels,<br />
namely the Amberley Beach<br />
Residents and Ratepayers Committee<br />
and then the South Ward committee.’’<br />
Mr Harris said next year’s 2024/34<br />
Long Term Plan was the best place to<br />
consider it and he suggested Mr<br />
Arevalo make asubmission.<br />
Road safety coordinator Dean<br />
Eades said Amberley Beach Road and<br />
the village had speeds set based on<br />
Waka Kotahi New Transport Agency<br />
guidelines.<br />
‘‘The mean or free flow speed for<br />
this area is being controlled [kept<br />
down] on the roads.’’<br />
Mr Eades said Grierson Avenue had<br />
amean operating speed of 32kph,<br />
while neighbouring Chamberlain<br />
Avenue had amean operating speed of<br />
26kph.<br />
Apolice spokesperson said <strong>North</strong><br />
<strong>Canterbury</strong> police were aware of<br />
reports of speeding at Amberley<br />
Beach.<br />
‘‘If you travel above the posted<br />
speed limit, you can expect to be<br />
stopped and subjected to intervention<br />
such as engagement, education and<br />
enforcement.’’<br />
The public were encouraged to<br />
report dangerous driving so it could be<br />
investigated, by calling 111 if it was<br />
happening now or 105 after the fact.<br />
Details including the vehicle’s<br />
registration number were helpful, the<br />
spokesperson said.<br />

Heather Hartsays she was really<br />

So she set to work to make some<br />
improvements.<br />
She rallied the troops,and through<br />
her determination she has 17 special<br />
boxes made especially to accommodate<br />
the meals.<br />

time making the boxes,McAlpines,<br />
Rangiora, donated two sheets of 12 ply,<br />
ITM Rangioradonatedthe handlesand<br />
Red Cross helped with signage.<br />
‘‘Theycan be apermanent thingfor<br />

them they can go back to the Rangiora<br />
Hospital,’’<br />
Red Cross supplies the meals out of<br />
the hospital,and there are four rounds,<br />

Uncertainty reigns<br />
Given our councilhas just completeda<br />
round of consultation regardingthe Draft<br />
AnnualPlan, Iwould like to acknowledge<br />
members of our community who attended<br />
the sessions.<br />
Thepast 12 months have been riddled<br />
with uncertainty.<br />
Interest rates and living costs are<br />
significantly on the rise,taking atoll on our<br />
economy, supply chains and service<br />
delivery, which are impacting on our<br />
households and businesses.<br />
The annual plan is dedicated to<br />
‘‘stickingtothe game plan’’ to achieve its<br />
community outcomes and priorities.<br />
However, the unavoidable impact of<br />
inflationand rising costs to council means<br />
we are facing an average growth adjusted<br />
rate increase of 7.49%,which is above what<br />
we forecast in our Long Term Plan.<br />
Evenamidst the challenges, we continue<br />
to deliver anumber of servicesand<br />
projects to bringbenefittoour community<br />
now, and into the future.<br />
Already, council officers and elected<br />
membersare focusedonthe long term<br />
plan (LTP), as this is akey planning tool for<br />
councils.<br />
It describesthe council activitiesand<br />
the community outcomes it aspires to<br />
achieve.<br />
This is ahigh level planning framework,<br />
and will be ready for full consultation<br />
during 2024.<br />

reconnect with Napier Mayor Kirsten<br />
Wise and Wairoa Mayor Craig Little, who<br />
have both had significant impact in their<br />
districtsfrom Cyclone Gabrielle.<br />
Donations that have been made through<br />
the specialfund set up at HurunuiDistrict<br />
Council will be used specifically to support<br />
rural people and to aid their recovery.<br />
The totalof$6700 has been forwarded,<br />
with $5000 of this being donated by<br />
Hawarden Waikari Lionsgroup and the<br />
remainder from individual or group<br />
donations.<br />
Mayor Kirsten and MayorCraig are<br />
extremely grateful for this generous<br />
donation and expressedtheir gratitude.<br />

aresidential subdivision at Ohoka,<br />
near Rangiora.<br />
It willtake place from August 3to16,<br />
with the independent hearings panel<br />
consider 648 primary submissions and<br />

Rolleston Industrial Developments<br />
Ltd is proposing to build a155 hectare,<br />
850 home subdivision at Ohoka.<br />
The WaimakaririDistrictCouncil<br />
has madeasubmission opposing the<br />
proposed plan change. Concerns<br />
raisedincludethe loss of productive<br />
farming land, flooding issues, traffic<br />
congestionand the lack of public of<br />
transport in the area.<br />

MainPower Stadium home to basketball<br />
MainPower Stadium is apopular venue<br />
for many sporting codes.<br />
The indoor Stadium is not yet twoyearsold,<br />
but is already becoming a<br />
venue of choice for avariety of sports<br />
teams for national and regional<br />
tournaments, club games and other<br />
programmes on offer.<br />
Run by the <strong>North</strong> <strong>Canterbury</strong> Sport<br />
and Recreation Trust, its four fullsized<br />
courts, supporting fitness centre, which<br />
offers facilities for individuals, teams<br />
and group training, along with other<br />
facilities, are attracting astrong<br />
following.<br />
Those working in the complex are now<br />
hard at work to ensure it continues to<br />
focus on being agreat onestop shop for<br />
those who hire it.<br />
Last week, MainPower Stadium was<br />
on show when Raelene Castle, Group<br />
Executive of Sport NZ, visited the venue<br />
to find out more about the <strong>North</strong><br />
<strong>Canterbury</strong> Sport and Recreation Trust<br />
and it’s programmes.<br />
Ms Castle was impressed with the<br />
opportunities available to adiverse<br />
range of age groups, including walking<br />
netball, primary school basketball and<br />
pickleball.<br />
She took time to chat to participants<br />
and staff.<br />
This weekend the Aon Under 19<br />
National basketball tournament is being<br />
held from Friday, <strong>June</strong> 2until Monday,<br />
<strong>June</strong> 5.<br />
Over 260 young basketballers will<br />
compete at the tournament hosted by<br />
Basketball New Zealand, in conjunction<br />
with the <strong>North</strong> <strong>Canterbury</strong> Basketball<br />
Association.<br />
It will feature <strong>North</strong> <strong>Canterbury</strong> and<br />
<strong>Canterbury</strong> Basketball teams,<br />
competing against other strong<br />
basketball regions such as Waikato and<br />
Harbour.<br />
Games start at 9am each day, and run<br />
into the evening, with last games at<br />
7.30pm. Everyone is welcome, and entry<br />
is free.<br />
There are 16 men’s teams competing,<br />
in four pools of four, while 10 women’s<br />
teams will battle it out in two pools of<br />
five.<br />
Meanwhile, on Saturday, July 8and<br />
Sunday, July 9, round two of the<br />
National Wheelchair Basketball<br />
League, will be held at the stadium.<br />
The stadium is the home venue for the<br />
<strong>Canterbury</strong> Rollas —which make up<br />
three teams including <strong>North</strong> <strong>Canterbury</strong><br />
—who use the stadium for practice, and<br />
league games.<br />
It is the Rollas venue of choice due to<br />
the disabled parking right out front,<br />
excellent toilet and shower facilities,<br />
and the first class courts.<br />
Five of the Rollas members live in the<br />
Rangiora area.<br />
The <strong>Canterbury</strong> Ateam won round 1,<br />
in Whangarei recently, beating<br />
Auckland 56 to 45 in the final.<br />

The recycling system atGreta Valley Tavern is all about doing your bit to make the next person’s job easier.<br />
Glass, cardboard, cans and plastic containers are separated, and glass is divided into colours. Lids are<br />
collected and dropped off at Hurunui Memorial Library inAmberley where they’re used for local recycling<br />
projects. Anorganic waste bucket isdonated to alocal farmer. Evidence of the Tavern's good progress is<br />
clear during staff member Annika Jablolonski's weekly visits toAmberley Transfer Station, where staff there<br />

CIVIL DEFENCE GROUP FORMED INCULVERDEN<br />
Culverden now has its own Civil Defence Community Emergency Response Team, Newly-appointed<br />
Culverden Civil Defence coordinator is retired farmer, Gregor McKenzie. The group includes 20<br />
volunteers<br />
from arange ofbackgrounds who have all been appointed roles, all with the common desire of wanting to do<br />
their bit for their community, should adisaster strike. An earthquake through the Alpine Fault and asevere<br />
snow event were identified asthe top two risks. This Civil Defence preparedness training isreplicated across<br />
Hurunui District’s nine Civil Defence sectors of Cheviot; Hawarden-Waikari; Culverden; Hanmer Springs;<br />
Waiau; Waipara; Motanau-Scargil-Greta Valley; Amberley and Mt Lyford.<br />

WORKS UPDATES<br />
Culverden -pipeline replacement<br />
Works to replace the existing pipeline network along SH7 through Culverden have been progressing very<br />
well. To everyone who's properties have been affected by the water shutdowns, thank you for your<br />
cooperation. Reinstatement work has included the full width-renewal of the eastern footpath.<br />
Hanmer Springs -courtesy pedestrian crossings<br />
The two new raised courtesy pedestrian crossings onAmuri Avenue are complete. Thank you everyone for<br />
your patience and cooperation while these works took place.<br />
Hurunui 1scheme<br />
Earthworks have commenced onsite - the realignment of the access track and excavation works for the<br />
engineered reinforced reservoir tank slab are underway. Hurunui 1 is the District's largest drinking water<br />
scheme. The plant is being moved toahigher elevation -removing the risk of flooding from the Hurunui<br />
River, to maintain national Drinking Water Standards, and tokeep up with the District’s growth.<br />
Lake Sumner Road<br />
The road is open to all vehicles to travel across new concrete ford. Rock work and culvert replacements are<br />
now complete on the downstream side, and the reno mattress has been constructed. Cutting and shaping<br />
embankments and hauling remaining rock to stockpile, removing temporary culverts onthe upstream side of<br />
the ford, and channelling water tolow-flow culverts positioned under the existing concrete ford are all works<br />
that are now taking place.<br />
BE SAFE -BESEEN.<br />
Leithfield School students taking part in the BE<br />
SAFE BE SEEN initiative last week.<br />
Safe cycling –BESAFE BE SEEN isacollaboration between AA <strong>Canterbury</strong>, Hurunui District Council, West<br />
Coast District Council, and the New Zealand Police. Last Friday Leithfield School children received aset of<br />
USB rechargeable white and red (front and back) LED lights touse on their bikes and scooters. HDC's Road<br />
Safety Coordinator Dean Eades believes the good habits children learn now will help prepare them for the<br />
future. Broomfield School also received avisit last Friday, agreat opportunity to listen and learn about how to<br />
get safely toand from school. BESAFE BESEEN will be making its way around the District to other schools.<br />
On average across New Zealand, there is18m of road per person. But here in the Hurunui District, there is<br />
120m of road per person -which means our District has alarge road network -1600km of roads intotal!<br />

<strong>Canterbury</strong> Model Railway Club.<br />
At the beginning, sixmonths became six<br />
years,for the clubinits present home, but<br />
nowthe fork in the track has comefor<br />
Rangiora’s model train enthusiasts.<br />
Oneway is to expand their club's<br />
facilities intoamore permanent location<br />
in Rangiora, while downthe other track is<br />
thevery real prospect of having to pack<br />
allthe trainsawayinboxes and putthem<br />
underthe bed.<br />
<strong>North</strong> <strong>Canterbury</strong>ModelRailway Club<br />
hassevenmonths to vacateits premises at<br />
13 Blake Street.<br />
‘‘To be fair, it wasonly ever loaned to us<br />
by the council as atemporary venue for<br />
sixmonths, six years ago. But nowwedo<br />
have to move out because they wantto<br />
knock downthisold building andturnit<br />
into acar park,’’ saysclubsecretary Kevin<br />
Ching.<br />
Sincethey wereasked to move on, the<br />
club hasbeen workingcloselywiththe<br />
Waimakariri District Council to find<br />
another locationtoexpand theclub’s<br />
facilities.<br />
Thecouncil hasoffered it someland.<br />
‘‘All we havetodoisfindasuitable<br />
building of more than 350sqmtofit allour<br />
modelrailwaysetsinto it.’’<br />
Kevin says theBlakeStreet base is<br />
around288square metres, andcontains<br />
sixlayoutswith thebiggest –Desert Creek<br />
13m long.<br />
Theclubhas 13 active members, and50<br />
online, who are mainly of pensioners,<br />
whohave thetime and thepassion for<br />
building model trains, scenery and track<br />
layoutsand automatingtheirrailway<br />
lines and rolling stock.<br />
‘‘It’s notlimited to us men, we welcome<br />
anyonetocomedown andjoin us to share<br />
acommoninterestand comradeship,’’<br />
says Kevin,who hasfostered an interest<br />

The club was incorporatedin2<strong>01</strong>6,<br />
after threeyears of sharing aspaceata<br />
local church hall.<br />
‘‘Wewouldbringour tracksalonginthe<br />
backofour carsorontrailers, setthem<br />
up, tinker withthem,thenhave to break<br />
themdowneach night,’’ says Kevin.<br />
‘‘Thankstothe generosity of the WDC,<br />
they offered us this buildingasa<br />
temporary home in 2<strong>01</strong>7.’’<br />
Therethe clubhas establishedmany<br />
intricatelydetailed model train tracks,<br />
each built withloveand care by members.<br />
‘‘All here haveheldalatent love for<br />
trainsall their lives andnow theyhave<br />
thetime to resurrect their passion and<br />
have fun,’’says Kevin.<br />
Nowall the clubhas to do is find the<br />
moneytoeithermove an old classroom or<br />
similarsizedstructureonto theirnew<br />
site or erect anew purposebuilt multiusefacility<br />
there.<br />
Club presidentOwen Patchettsays they<br />
are lookingatall optionsand are<br />
continuingtoapply forfundingwhile<br />
seekingassistance fromother interested<br />
community organisationsalsosearching<br />
for somewherepermanenttobe based.<br />
Owensays the proposed facility could<br />
mirror the new Rangiora MenzShed<br />
facility, which is shared by other<br />
community groups.<br />
‘‘Sofar we haveraised about halfof<br />
whatweneed,sothe work continues,’’ he<br />

employment and careers expo.<br />
Atotal of 50 exhibitors were<br />
on handatthe Rangiora High<br />
School hall last Wednesday<br />
evening to discuss career<br />
direction options, training<br />
needsand future employment<br />
prospects with alarge number<br />
of interested seniorstudents<br />
and young people.<br />
Career options on offer<br />
ranged from retail to logging,<br />
powerline delivery services to<br />
aeronautical engineering,<br />
mechanical trades skills to<br />
demolitionand community<br />
service volunteering.<br />
Several virtual reality<br />
technologies wereonhandfor<br />
thosewanting to sample forklift<br />
driving, learntodrive or<br />
discover life as alimitedservice<br />
volunteer.<br />
Emergencyservices, the<br />
Police and the Defence Forces<br />
were also on handaswere<br />
several tertiarybased training<br />
providers.<br />
But the most popular with<br />
the attendees was the VR<br />
headsets and interactive<br />

to pursue leadershiprolesacross the<br />
workforcehas left organiser Marina<br />
Shearerhopeful forthe future.<br />
Fifty female students from<br />
secondary schoolsin<strong>Canterbury</strong>,<br />
including fourstudents from<br />
Hurunui schools,learnt aboutlifeas<br />
leaders at the inaugural Thrive For<br />
LifeChangeMaker Leadership Day.<br />
Ms Shearersaidthe studentswere<br />
excited, energised,wanted to learn<br />
and were curiousaboutexperiences<br />
in theworkplace.<br />
‘‘Students toldmetheyreally<br />
enjoyed being surroundedbypeople<br />
who are passionate likethem,and<br />
had similarexperiencestoshare.<br />
‘‘Not onlydid theylearn new skills<br />
theymade newfriendsand started<br />
developing networks thatcouldserve<br />
themthroughout their lives.’’<br />

She began by offering afree<br />
leadership coursenationallyonline,<br />
andinvited colleagues to sharetheir<br />
knowledgeand alsoasked some<br />
successful head students from the<br />
previousyear to sharetheir<br />
experiences.<br />
Whilethe online programmewas<br />
well receivedMsShearer felt that a<br />
facetoface Leadership Day would<br />
be the ultimate experiencefor<br />
students.<br />
‘‘Leadership is about morethan<br />
havingoutstanding qualifications.<br />
‘‘Leaders havetoengage,influence<br />
andinspire.<br />
‘‘Thosepeople skills aren’teasily<br />
learntremotely. Ifelt it was<br />
important foryoungwomen who’ve<br />
been disconnected for muchofthe<br />
past threeyears to reconnect and<br />

New CEO for Amuri Irrigation<br />
Andrew Barton, the chief executive<br />
officer of the Amuri Irrigation Company<br />
has resigned.<br />
The Board has ‘‘reluctantly’’ accepted<br />
his resignation.<br />
Board chair David Croft says over the<br />
past 10 years, Andrew established AIC as<br />
aleading irrigation company, guided the<br />
company through a$83 million<br />
infrastructure upgrade, developed a<br />
strategic water storage opportunity and<br />
has positioned AIC well for future<br />
regulatory processes. The Board want to<br />
acknowledge and thank Andrew for his<br />
huge contribution to AIC in his capacity<br />
as CEO.<br />

How to plantgarlic<br />
Garlicrequires full sun;itisnot acrop<br />

Avoid planting garlicinthe same<br />
position in the garden,especially if rust<br />
was aproblem last season. Aim for the soil<br />
to be loose and fertile.<br />
Dig the ground overwithafork before<br />
planting and blend compost, chicken<br />
manureorother organic matterpriorto<br />
planting. Nourish the ground with blood<br />
and bone or aseaweed plantfood before<br />
planting.<br />
Only plantthe fattest cloves. Plantthem<br />
5cm deep, withthe pointyend of the clove<br />
facingup. The pointshould be 1015cm<br />
apart to ensure eachplant is not<br />
competing with its neighbour’sfood and<br />
water andhas roomtodevelopthe biggest<br />
crop. Alayer of mulcharound garlic helps<br />
keep the weeds away, anditinsulates the<br />
groundatthe same time.<br />
Harvesting<br />
Garlicisalongterm crop,whichtakessix<br />
to eight months to maturefrom planting of<br />
the clove. Liftthe bulbs once the leaves die<br />
off. When the leaves wilt, thatindicates<br />

Cabbage choy sum<br />
Speedy Asian greens areperfect for<br />
winter meals. Ispottedafrosthardychoy<br />
sum at Oderings in the vegetable section.<br />
The name suggests it forms ahead likea<br />
cabbage,but it doesn’t. Instead, it<br />
producesmultiple stems of stalks with<br />
rounddarkgreen leaves, alittle like a<br />
largespinach but faster growing. Looks<br />
like it willbeaniceaddition to stir fries,<br />
curries, salads or in awrap. After asneaky<br />
quicknibble on aleaf,ittickedthe flavour<br />
box for me, so it’sgot aspotinmy raised<br />
vegetable gardenbythe house. It is<br />
available as seeds too in the Yatesseed<br />
range. As the plant matures, stemsof<br />
yellow flowers appear.<br />
Spinach from seed<br />
Packed with nutrients, spinach is one crop<br />
that prefers to grow in the cooler months<br />
of the year.<br />
It never really thrives as amainstream<br />
warm seasoncrop, as hot periodsoften<br />
cause it to bolt and run to seed.<br />
It happily growsinatunnel house or<br />
outside.<br />
It is awonderfulcrop forthe vegepod.<br />
Outside, if given alittle protection, the<br />
growth rate willalmostdouble. Sowing<br />
seedsinwinter works, they take acouple<br />
of weeks to germinate. Alternatively, plant<br />
out readygrown seedlings instead.<br />
Bare patch<br />
If for whateverreason the vegetable patch<br />
will be emptyorvacant over winter, take<br />
the opportunitytoadd layersofcompost<br />
or manure to the soil.<br />
This willbreak downinto the soil over<br />
the next few monthstoadd valuable<br />
nutrients and goodness to the ground.<br />
Wormswill love it and in afew months<br />
the ground willbereadyfrom spring<br />
planting. Adding alayer of mulch will<br />
keep the area neat, tidy and weedfree<br />

Mayor hails jobs success<br />

Waimakariri Mayor Dan Gordon is hailing<br />
the earlysuccess of the Mayor’s Taskforce<br />
for Jobs (MTFJ) programme.<br />
Mr Gordon says he is thrilled to hear<br />
three young people had been placed in<br />
employment in the first twomonths of the<br />
scheme.<br />
The Waimakariri District Council joined<br />
the programme thisyear on asix month<br />
trial,with Elizabeth Trevathanbeing<br />
appointed as MTFJ programme facilitator<br />
just two months ago.<br />
‘‘In two short months our MTFJ<br />
programme is already starting to prove its<br />
worth as ameans to supportand empower<br />
local young people toward apositive<br />
future,’’ Mr Gordon said.<br />
‘‘Recentlythe teamhave been involved<br />
in aprogramme with localhigh schools and<br />
are making further connections in the<br />
communityeach week. I’m excited to see<br />
the positive impact this will have on young<br />
peopleinthe district.’’<br />
Ms Trevathansaid the MTFJprogramme<br />
allowed communities for find‘‘local<br />
solutionsfor local people’’.<br />
‘‘We can be more agile in setting up<br />
supportsand arranging courses to help<br />
prepare our young people for<br />
employment.’’<br />
The aim is to achieve 12 job placements<br />
for localpeople not already in education,<br />
employment or training.<br />
While the initiative is aimed at 16 to<br />
24yearolds, Ms Trevathan saidthe<br />
programme could work witholder<br />
jobseekers provided they met set criteria.<br />
‘‘We are workingtoaddress the barriers<br />
to young peopleinfindingemployment and<br />
we are workingwith local employers so<br />
they can see the value young people can<br />
add to theirbusiness.’’<br />
She said the programme had connected<br />
with 27 young peoplesofar, with onetoone<br />
mentoring to help prepare themfor the<br />

The programme worked closely with the<br />
Rangiora Ministry for SocialDevelopment<br />
(MSD) office, with support available for<br />
employerstaking on ayoung person.<br />
MSD statisticsfor the March quarter<br />
showedthere were 231 youngpeople aged<br />
18 to 24years in the Waimakariridistrict<br />
receiving the jobseekersbenefit and 51<br />
young soloparentsreceiving abenefit. But<br />
this was just the tip of the iceberg, as not all<br />
young jobseekers wereeligible for a<br />

can’t wait for work to begin on the<br />
proposed Vicarage Viewssubdivision.<br />
Aresource consenthas been grantedfor<br />
anew 83 home subdivision on aseven<br />
hectare site on Mt Fyffe Road.<br />
‘‘I will be excited when they start work<br />
on the site,’’ Mr Macklesaid.<br />
Developer Garry Robertson said he was<br />
relieved the consent had finallybeen<br />
granted.<br />
‘‘We are going to let the dust settle over<br />
the winter. We can do someprep workin<br />
the meantimeand we hope to get started<br />
Tackling invasive weeds<br />
Tackling invasiveweeds is afocus forthe<br />
Kaikōura ZoneCommittee this year.<br />
The Hāpuku Catchment Collective has<br />
received $35,000 fromthe committee’s<br />
2022/23action planbudget of $50,000,for its<br />
project to tackle invasive weedsinthe<br />
catchment to the north of Kaikōura.<br />
In areporttoFriday’s zone committee<br />
meeting, it was confirmed four projects<br />
havebeen approved by Environment<br />
<strong>Canterbury</strong>(ECan).<br />
Others receiving funding included the<br />
Waiau Toa /Clarence Riverrafting trapline<br />
($4415), the Waikōau Streamand Beach<br />
clean up /planting day ($2000) and the<br />
wetlands riparian restoration project<br />
support ($8585).<br />
The Hāpuku catchment project is in its<br />
second year combatting invasiveweeds to<br />
protect the Hāpuku scarpwetland, river<br />
corridor and riparian sites.<br />
It is acollaboration between landowners,<br />
ECan, the zone committee,the Department<br />
of Conservationand the KaikōuraCycle<br />
Club.<br />

Neil Evans saysyou are only ‘‘ever as good<br />
as your next run’’.<br />
The Omihi farmer, who has been<br />
trialling dogsfor more than 40 years, has<br />
been selected as captainofthe New<br />
ZealandTest team.<br />
He and his heading dog, Tess, willbe<br />
competing in the <strong>2023</strong> TransTasman Test<br />
at the Ashburton A&P Show on October27<br />
and 28.<br />
Tess, says Neil, is just a‘‘weebit<br />
special’’.<br />
<strong>North</strong> <strong>Canterbury</strong> is wellrepresented in<br />
the four man team,with near neighbour,<br />
Ian Stevenson, and his dog Zac, joining<br />
Neil.<br />
The other two membersare<br />
Southlander Brian Dickison with Jake,<br />
and Leo Jecentho and Tess from the <strong>North</strong><br />
Island.<br />
It is the third timeNeil has been<br />
selected to represent New Zealand, but<br />
the firstascaptain.<br />

The Lakes farm near<br />
Cheviot recognised<br />

The KellyDaly family property, at<br />
Cheviot, has been recognised as aNew<br />
Zealand Century Farmat agala function<br />
held in Lawrence, the family<br />
representatives gathered to accept the<br />
bronze 100 years plaque.<br />
They were one of three <strong>North</strong><br />
<strong>Canterbury</strong> properties recognised.<br />
Today Josh Daly and Lauren Nimmo,<br />
farm ‘The Lakes’ in partnership with<br />
Josh’s parents Vince and Faye Daly.<br />
Josh is fifth generation of the Kelly<br />
Daly family farming The Lakes farm<br />
situated at the south end of the Cheviot<br />
basin.<br />
The story of the farm began in 1893<br />
when the Cheviot estate was purchased<br />
by the then Government following the<br />
death of 'Ready money' Robinson, as his<br />
next generation disputed paying death<br />
duties.<br />
The estate purchased was divided for<br />
settlement by small farmers.<br />
Some were sold but most were drawn<br />
in aballot under aLease In Perpetuity<br />
scheme.<br />
James Edward Kelly drew the block,<br />
but as he was aminor, the lease was<br />
transferred to his father William Kelly.<br />
In March 1895. William established<br />
‘The Lakes' farm.<br />
It was bare land with no<br />
accommodation and fences had still to<br />
be erected.<br />
The Kelly’s initially lived in atent<br />
until asmall twobedroom workers<br />
cottage was built.<br />
Cattle were the principal source of<br />
income in the first years and by 1899 the<br />
Kelly's were sowing wheat for sale.<br />
In 19<strong>01</strong> the first sheep were reported.<br />
There was no easy way to send<br />
produce to market as the railway didn’t<br />
arrive until 1907.<br />
William transferred the lease to his<br />
eldest son Frank on 15th September<br />
1903 following Franks marriage to Maud<br />
Winter, (Josh Daly’s great grandmother).<br />
Anew house was built over the cottage<br />
with four bedrooms, lounge, bathroom,<br />
kitchen, an outside toilet and wash<br />
house.<br />
Wheat, oats, chaff and wool became<br />
the mainstays of the farm income.<br />
Sadly Frank Kelly died aged 42, in<br />
1912, from hydatids.<br />
Maud was widowed with five children<br />
under 10.<br />
She employed Jeremiah Daly (Josh’s<br />
great grandfather), to help on the farm.<br />
Maud and Jeremiah were married on<br />
September 1913 and they had two more<br />
children: John (Josh’s grandfather) and<br />
Patrick.<br />
In 1920 an additional 50 acres was<br />
added on the eastern boundary and in<br />
1939 the family acquired the 'Killarney'<br />
block on the northern boundary of The<br />
Lakes.<br />
John and Pat stayed and worked on<br />
the farm through the war years.<br />
When Jeremiah died in 1952 John<br />
Daly inherited The Lakes lease.<br />
John Daly and his wife Molly had five<br />
children and continued to develop The<br />
Lakes and refurbished the homestead<br />
once again.<br />
When their son Vincent married Faye<br />
Groters in 1982 ,the young couple<br />
purchased ‘The Lakes' LIP lease from<br />
John and Molly who had moved to a<br />
retirement block on nearby Homeview<br />
Rd.<br />
Vincent and Faye freeholded The<br />
Lakes in 1989.<br />
Development continued and in 1998<br />
Vince and Faye reinstated the lake,<br />
which had silted up over the years, using<br />
the opportunity of an extensive drought<br />
which led to the ability to irrigate.<br />
In 2003 the farm was awarded a<br />
Ballance farm environment merit<br />
certificate ‘‘for water harvesting and<br />
developing an innovative water storage<br />
system’’.<br />
The Lakes is still run as amixed<br />
cropping farm with some dairy support.<br />
Vincent’s elder brother, Tony, has<br />
completed ashort book detailing the<br />
history of the family farm, gathering<br />
together the stories passed down by<br />
generations.<br />

Oxford farm seeks to eliminate methane<br />
Craigmore Sustainables is trialling<br />
breakthrough technology to reduce<br />
methane in afirst for the New Zealand<br />
dairy industry.<br />
Craigmore’s 400hectare dairy farm<br />
Glen Eyre in Oxford, <strong>North</strong> <strong>Canterbury</strong>,<br />
is the first commercial dairy farm in New<br />
Zealand to adopt EcoPond, an effluent<br />
treatment system that removes virtually<br />
all methane emitted from effluent ponds<br />
with an additive normally used in the<br />
treatment of drinking water.<br />
The cuttingedge technology at the<br />
farm, which milks 1100 cows, is the result<br />
of acollaboration between Ravensdown<br />
and Lincoln University.<br />
Craigmore general manager farming,<br />
Stuart Taylor, says Craigmore is striving<br />
to be aleader in the trial and adoption of<br />
new technology.<br />
‘‘Craigmore recognises farming plays<br />
an important role in both contributing to<br />
and mitigating climate change and we<br />
have an ambition to materially exceed<br />
the targets set by the Climate Change<br />
Commission through land use change<br />
and changes to existing operations.’’<br />
EcoPond could play akey role in<br />
supporting farmers to reduce methane<br />
and help New Zealand meet its climate<br />
change targets, he says.<br />
‘‘EcoPond is an important trial for us<br />
because we are keen to apply innovative<br />
ways to the reduction of emissions and<br />
minimise environmental impacts.’’<br />
Iron sulphate treatment is highly<br />
effective in reducing methane emissions<br />
due to increased microbial competition<br />
for organic matter substrate due to the<br />
addition of sulphate and ferric ions.<br />
This restricts the growth of the<br />
methane producing micro organisms<br />
known as methanogens.<br />
Initial tests in May tested the effluent<br />
from the effluent pond after it had been<br />
treated with iron sulphate through<br />
EcoPond.<br />
This showed a95percent reduction in<br />
CH4 (methane) which is highly<br />
significant.<br />
This technology is another example of<br />
New Zealand's primary sector leading<br />
the world in reducing emissions and<br />
playing its part in addressing climate<br />
change, says Mr Taylor.<br />
‘‘We have several sustainability<br />
programmes in place to ensure we strike<br />
abalance between respecting the<br />
environment and running asustainable<br />
and profitable rural operation.’’<br />
Research is improving the<br />
understanding of how dairy farmers can<br />
reduce their greenhouse gas emissions<br />
and by continually improving, dairy<br />
farmers are producing 20% fewer<br />
emissions per kilogram of milk solids<br />
than they did in 2000.<br />
In 2020, an AgResearch study<br />
confirmed New Zealand dairy farmers<br />
have the world's lowest carbon footprint<br />
for onfarm milk production.<br />
Earlier this year, EcoPond became<br />
part of the newly established<br />
Ravensdown entity, Agnition.<br />
Agnition’s mission is to get innovations<br />
on farm faster.<br />
EcoPond is an important part of the<br />
entity’s growing arsenal of technology<br />
and innovations that will help quickly<br />
deliver practical and sustainable onfarm<br />
solutions for New Zealand farmers<br />
and growers, says Agnition chief<br />
executive Jasper van Halder.<br />
‘‘It’s great to see Craigmore take a<br />
leadership role and demonstrate what<br />
can be achieved with EcoPond<br />
technology.<br />

Land Purchase for Future Wetland and<br />
Recreation Reserve<br />
The Council is excited to announce it has purchased<br />
aproperty with significant potential for ecological<br />
and recreational development between Kaiapoi<br />
and Rangiora.<br />
The newlyacquired land is an 85ha blockbetween<br />
Linesideand Revells Roadswhich is prone to flooding.<br />
Followingheavyrain, water becomes trapped in the<br />
basin like landand foryearsithas beencolloquially<br />
referred to by locals as “Lake Lineside”.<br />
Now under Council ownership, it is hoped a<br />
proportion of the land could be retired from<br />
commercial operation and reverted to ephemeral<br />
wetland (an area that is periodically awetland, and<br />
dry other times) in the future.<br />
Over thenext one to twoyears,while investigations are<br />
underway to determine thebest use of thesite, Council<br />
intendstooffset therunning costsbygenerating<br />
revenuefrom thelandthrough alease or license. This<br />
means it will havelittletonocost to ratepayers.<br />
Mayor Dan Gordon says itisvery early days, but the<br />
unique opportunity the land provided was too good<br />
to pass up.<br />

when it didCouncilseized theopportunity to purchase it.”<br />
In last year’s Council Customer Satisfaction Survey<br />
more than 70 percent of respondents said it was<br />
important for the Council to be active inresponding<br />
to climate change.<br />
Council also received feedback in the survey<br />
calling for more green areas, larger parks, and<br />
recreational areas. Residents called for Council<br />
to show leadership by prioritising climate change,<br />
sustainability, and environmental protection.<br />
“Reverting the site from operational farming land to<br />
wetland in the future, will help reduce the sediment<br />
getting into the Kaiapoi River and improve the water<br />
quality of the river.<br />
“As our District grows, it could also create a<br />
wonderful, natural recreational area in the District,”<br />
Mayor Gordon says.<br />
“I was approached by passionate members of the<br />
Waimakariri Water Zone Committee. Former Chair<br />
Michael Blackwell, who was unwell and in hospital,<br />
phoned me and other elected members toask that<br />
we seriously look at obtaining this land.<br />
“Following this Council did investigate. Michael was<br />
delighted to learn that the Council had purchased<br />
the land. Sadly, Michael passed away recently. It<br />
is afitting tribute to someone who gave somuch<br />
to his community and was passionate about the<br />
environment that Council was able to purchase this<br />
land and investigate its potential as apossible future<br />
wetland and recreation reserve.”<br />
Mapping information provided by Environment<br />
<strong>Canterbury</strong> shows there are remnant wetlands<br />
already on site.<br />
Council ecologist Dr Bex Dollery says under Council<br />
ownership, there would an opportunity to further<br />
enhance these.<br />
“This parcel of land is aglimmer of hope for<br />
something that could be quite amazing for the<br />
Waimakariri District in the future,” Dr Dollery says.<br />
“We have the opportunity to increase biodiversity,<br />
mitigate the impacts of climate change and provide<br />
better recreation for our residents.”<br />
Dr Bex Dollery says purchasing the 85ha of land<br />
on one of the main arterial routes into Rangiora<br />
provides an opportunity for the land to be anatural<br />
reserve inahighly visible location. She says it will<br />
also be significantly beneficial to the vegetation and<br />
fauna in the area.<br />

with the wider community as well as partners<br />
Ngāi Tūāhuriri and Environment <strong>Canterbury</strong> to<br />

“This is our second trip and what we’ve<br />
identified is the opportunity to do an<br />
overseas trip like no other,” says teacher<br />
Pax O’Dowd, who wi l accompany the<br />

style and it’s an opportunity to give back<br />
the local community and an opportunity<br />
to learn what we share in common<br />
as Pacific communities as we l as our<br />

A number of local sports organisations<br />
have agreed to donate sports equipment<br />
and local businesses have given some<br />

community groups in Rarotonga to do<br />
some volunteering, planting and clean<br />

Biodiversity values along the Waipara<br />
River are being restored thanks to<br />
teamwork between the Hurunui District<br />
Council and Environment <strong>Canterbury</strong><br />
(ECan).<br />
At this month’s Hurunui District<br />
Council strategy and community<br />
committee meeting, ECan Zone Manager<br />
Andrew Arps said 47 hectares of woody<br />
weed, such as willow and other exotic<br />
trees, are in the process of being<br />
removed from the Waipara River<br />
following the aerial spraying of the trees<br />
in February.<br />

says the visual impact of the clearance of<br />
the fallen trees in the fairway was<br />
already generating positive feedback<br />
from residents travelling on State<br />
Highway 1.<br />
The project. which is being funded by<br />
Braided River Revival —<br />
Whakahaumanui Ngā Awa ā Pākihi, was<br />
initiated after the two councils got<br />
together following community concerns.<br />
Funding had taken three years to<br />
secure, Mr Arps says.<br />
Hurunui District Council’s water and<br />
land coordinator Rima Herber has been<br />
assisting ECan’s river engineers ahead of<br />
the willow control work, organising three<br />
field trips with ECan staff to assess the<br />
unique challenges in the river.<br />
These include the extent of the willow<br />
invasion, the amount of gravel buildup,<br />
and the large, permanent islands that the<br />
trees have created in the fairway of the<br />
river.<br />
‘‘At the bridge on Double Corner Road,<br />

mature willows had established right<br />
across the river, leaving gaps of only a<br />
few metres between each tree.<br />
‘‘There had been alarge buildup of<br />
gravel in this area, due to the willows<br />
preventing the flow of gravel<br />
downstream in highwater events.<br />
‘‘This site, particularly, showed the<br />
extent of the problem willows were<br />
causing in the river,” Ms Herber says.<br />
Mr Arps says the project’s aim is to<br />
restore amore natural braiding pattern<br />
for the Waipara River and Weka Creek to<br />
reduce flood and erosion risk, and to<br />
improve habitat for native flora and<br />
fauna.<br />

The same goes for the lounge, where<br />
the interior willalso be clad in bracelinedGib.<br />
Up in the ceiling, partsofthe roof<br />
need to be removed and ply laid,<br />
connectedtoeach end and nailedinto<br />
brace the roof area.<br />
‘‘The sad thing is that we had the<br />
whole church and loungerefurbished<br />
justthree years ago,’’ says Ken.<br />
‘‘Now we’ve beenhit with this.’’<br />
However, the congregation is lucky<br />
to be able to meet at St David’s in Cust,<br />
where Oxford’s pewshave already<br />
beenmoved into the church hall.<br />

The Ministry of Education has identified that Southbrook School requires an amendment to their enrolment<br />
