During the May 22 Obetz City Council<br />

meeting, City Administrator Rod Davisson<br />

told council about a bill winding its way<br />

through the Ohio House of Representatives<br />

that, if passed, could mean major changes<br />

in the way the city would approach eminent<br />

domain cases.<br />

“The legislature is working to pass<br />

House Bill 64, which makes some significant<br />

changes to the eminent domain law,<br />

not in our favor or in the favor of any city<br />

or village,” said Davisson. “They want to<br />

eliminate our ability to enact eminent<br />

domain for recreation trails.”<br />

Davisson said he helped draft some<br />

opponent testimony for the Ohio Municipal<br />

League, which is an association of more<br />

than 730 cities and villages in Ohio.<br />

“House Bill 64 aims to curtail the application<br />

of eminent domain for recreation<br />

trails,” according to Davisson and the Ohio<br />

Municipal League. “However, it is important<br />

to understand that recreation trails<br />

are not mere luxuries, they are vital community<br />

assets. They promote health and<br />

wellness, connect neighborhoods, provide<br />

safe routes for non-motorized transportation,<br />

and enhance the livability of our<br />

municipalities.”<br />

“The proposed restrictions on the use of<br />

eminent domain for recreation trails reflect<br />

a narrow interpretation of the concept of<br />

‘public use’ as found in our constitutions,”<br />

according to Davisson and the Ohio<br />

Municipal League. “The notion of public<br />

use is not confined to being adjacent to<br />

public roads and within the municipality’s<br />

right-of-way. In fact, the broad interpretation<br />

of ‘public use’ has been upheld by the<br />

U.S. Supreme Court in cases like Kelo v.<br />

City of New London, demonstrating that<br />

public use encompasses not just traditional<br />

uses like roads and public buildings, but<br />

also broader community development projects.”<br />

In addition, according to Davisson. the<br />

legislature wants to change some of the<br />

ways that municipalities have to negotiate<br />

eminent domain.<br />

“All of those changes make it harder for<br />

municipalities to accomplish that,” said<br />

Davisson. “Eminent domain is a last resort.<br />

It’s of course constitutionally protected and<br />

advised in both the Ohio and the United<br />

States constitutions and case law is supported,<br />

and what the legislature is trying to<br />

do I think really goes overboard on that and<br />

puts municipalities in a weaker position<br />

when they do have to take land.”<br />

As we grow older, a number of<br />

factors may cause gums to recede,<br />

leaving the upper portion of<br />

the root exposed and vulnerable.<br />

Although this shrinking of the<br />

gums, called gingival recession, is<br />

age-related, it is not found in<br />

every older adult and varies in degree<br />

with each individual.<br />

Gum recession and exposed<br />

roots may be the ultimate result<br />

of a build-up plaque that was not<br />

adequately removed. Also, improper<br />

or aggressive tooth brushing<br />

can irritate the gums and<br />

gradually cause them to recede. A<br />

patient’s root sensitivity can range<br />

from mild to severe and be triggered<br />

by heat, cold, touch, and<br />

certain spicy foods.<br />

Treatment of sensitivity begins<br />

with fluoride, which is absorbed<br />

by the root, remineralizes the<br />

tooth surface, and lessens the<br />

pain. If you don’t find relief with a<br />

fluoride rinse, your dentist may<br />

prescribe a gel containing a<br />

higher fluoride concentration. In<br />

more extreme cases, your dentist<br />

may recommend coating the root<br />

with a protective veneer.<br />

Township could add SRO<br />

A second Madison Township police officer could join<br />

the school resource officer staff in the Groveport<br />

Madison School District for the next school term,<br />

bringing the total number of officers to three.<br />

A three-year memorandum of understanding with<br />

the district was authorized by the Madison Township<br />

trustees during their May 23 meeting. Groveport<br />

Madison already contracts for one Madison Township<br />

officer and one city of Groveport officer.<br />

“I think, at the end of the day, we see the benefit of<br />

SROs,” said Madison Township Police Chief Gary<br />

York.<br />

If the Groveport Madison Board of Education<br />

agrees with the memorandum, the school district will<br />

cover 70 percent of salary and benefit costs, along with<br />

other costs such as training, equipment and uniforms.<br />

The memorandum covers the <strong>2023</strong> through 2026<br />

school years. A similar agreement was approved for a<br />

single school resource officer with <strong>Canal</strong> <strong>Winchester</strong><br />

Local Schools.<br />

“We need officers in the schools. It’s just a fact,” said<br />

Trustee Chairman John Pritchard. “We wouldn’t be<br />

asked back if we didn’t do a good job.”<br />

As for moving from a one year to a multi-year contract<br />

and from one officer to two, York said his department<br />

wanted a commitment from the school district for<br />

a longer term because he needs to hire another officer<br />

to replace the second SRO position.<br />

Once the school board approves their end of the<br />

memorandum, York said he will post the positions,<br />

which are bid upon by officers. The salary/benefit<br />

Davisson said he cannot remember the last time the<br />

city of Obetz has had an eminent domain case.<br />

“In an ideal situation, you always just pay for the<br />

land,” said Davisson. “And we’ve always done that. So<br />

you say, ‘Well, why are we complaining about it?’<br />

Because we might have to do one tomorrow. And you<br />

don’t want those powers to be so weak that you can’t do<br />

it, and then you become ineffectual for the people that<br />

you represent.”<br />

Davisson is concerned the law is unfair to municipalities<br />

that are trying to do good things for its residents.<br />

“Remember, eminent domain is for all of us, all of<br />

the residents to be able to have some amenity, whatever<br />

that thing could be,” said Davisson. “Sometimes it’s<br />

parks, sometimes it’s recreation trails, sometimes it’s<br />

roads. And occasionally you can’t come to an agreement<br />

with a landowner and you have to go through<br />

eminent domain. And when you do, you end up in a<br />

process where there’s a neutral third party, a judge<br />

who makes a decision on what the value of that land<br />

is.”<br />

One of the things the legislature wants to change in<br />

the bill is, that once an offer is made, it can’t be<br />

reduced. Davisson gave an example of a situation<br />

where a city has offered $100,000 for a property and<br />

then, after going through due diligence, finds out that<br />

it is polluted or that it has old gas tanks on it.<br />

“This law would not allow you to say, ‘We don’t want<br />

to pay a $100,000 for it,’: said Davisson. “We pay something<br />

less now that we found out all this stuff’s wrong<br />

with it. That just doesn’t make any sense what they’re<br />

trying to accomplish, so it’s certainly not helpful to us.<br />

We will oppose it through the Ohio Municipal League.<br />

So we'll see how it goes.”<br />

The township will continue to cover the remaining<br />

30 percent of the officer’s salary, etc. since they return<br />

to active department duty when the school district is<br />

on hiatus.<br />

According to the 2022-23 memorandum, the township’s<br />

resource officer splits their time between the<br />

high school, middle schools, and elementary schools.<br />

Under the new agreement, one Madison Township<br />

officer will spend their day at the high school in and<br />

the township second officer will rotate between the<br />

other buildings, unless needed at the high school.<br />

“We’re excited about this opportunity,” said York.<br />

“We have a really great partnership with the school.”<br />

Other Madison Township news<br />

•The trustees approved a Clinical Affiliation agreement<br />

with Columbus State Community for student<br />

ride-alongs in township medics.<br />

“We’re excited to be a part of that again,” said<br />

Madison Township Assistant Fire Chief Chas Adams.<br />

The affiliation agreement provides a clinical learning<br />

experience for students with the fire department<br />

and defines the roles and responsibility of Columbus<br />

State and Madison Township.<br />

•Jets will crisscross the skies above Rickenbacker<br />

Airport during a <strong>June</strong> 16-18 Columbus Air Show, but<br />

Madison Township Administrator Susan Brobst is concerned<br />

about what happens on the ground when sightseers<br />

outside the airport grounds look for a viewing<br />

site.“We strongly discourage people from parking on<br />

the roads and warehouse parking areas,” said Brobst.<br />

“There’s going to be a lot of traffic in the area. Either<br />

stay away or have a lot of patience.”<br />

The Ohio Farm Bureau Federation, Ohio Dairy<br />

Producers Association, and Ohio Council of Retail<br />

Merchants are proponents of the bill.<br />

The Ohio Municipal League, Ohio Chamber of<br />

Commerce, Ohio Business Roundtable, Ohio Trails<br />

Partnership/Rails-to-Trails Conservancy, American<br />

Electric Power, American Petroleum Institute-Ohio,<br />

Mid-Ohio Regional Planning Commission, Central<br />

Ohio Transit Authority, and many cities and villages<br />

oppose the bill.<br />

Other Obetz news<br />

•Obetz Mayor Angela Kirk and city officials are<br />

working on a couple of vehicle ordinances.<br />

“We’re seeing a lot of semi truck parking in the<br />

neighborhoods,” said Kirk. “It’s not just a random<br />

truck here and there, but lots of those parking next to<br />

the houses.”<br />

Kirk said they are also discussing one for recreational<br />

vehicles.<br />

“We discussed a couple of years ago allowing recreational<br />

vehicles for an extended period of time during<br />

the season,” said Kirk. “We want to try some type of<br />

resolution where owner can keep their recreational<br />

vehicle for a certain period of time while they’re either<br />

working on it, unloading it, or loading it to take it back<br />

into storage.”<br />

•Obetz Police Chief Mike Confer said in the past<br />

two weeks, his department has taken 1,271 calls for<br />

service; patrolled 5,693 miles; issued 38 moving violations,<br />

five of those were for speeding; made five misdemeanor<br />

arrests; one felony arrest, generated 12 offense<br />

reports; handled five crashes; and one domestic violence<br />

incident.

Education will vote on <strong>June</strong> 12 on a recommendation<br />

to hire Rob Paulauskas, currently<br />

Director at Focus Learning<br />

Academy <strong>South</strong>east, as an assistant principal<br />

at <strong>Canal</strong> <strong>Winchester</strong> High School.<br />

“Mr. Paulauskas has a passion for supporting<br />

all learners and a natural rapport<br />

said <strong>Canal</strong> <strong>Winchester</strong> Schools<br />

Paulauskus holds a bachelor’s degree in<br />

history with a minor in computer systems<br />

from Mount Union College, and a bachelor's<br />

degree in integrated social studies<br />

University. He earned his master’s degree<br />

in educational administration from The<br />

Ohio State University. He will fill the role<br />

of Greg Lahr, who has accepted the position<br />

of principal at Circleville High School<br />

for the <strong>2023</strong>-2024 school year.<br />

Dr. Bender 5K Classic<br />

The 16th annual Dr. Bender 5K Classic<br />

will be held on July 22 at <strong>Canal</strong> <strong>Winchester</strong><br />

High School, 300 Washington St., <strong>Canal</strong><br />

<strong>Winchester</strong>. The in-person 5K race begins<br />

at 8:30 a.m. The 1-mile Fun Run for children<br />

precedes the 5K and begins at 8 a.m.<br />

Air Show set to soar and roar<br />

A variety of planes will soar and roar<br />

through the sky at the upcoming Columbus<br />

Air Show.<br />

The Columbus Air Show Presented by<br />

Scotts will be held at Rickenbacker<br />

International Airport, 2241 John Circle<br />

Drive, Columbus, on <strong>June</strong> 16-18 from 9<br />

a.m. to 5 p.m. It is the first air show in<br />

Columbus in about 20 years.<br />

Attractions<br />

Performers and attractions at the air<br />

show include: the United States Navy Blue<br />

Angels; the United States Air Force F-22<br />

Raptor; Ohio Air National Guard; the<br />

United States Marine Corps C-130 “Fat<br />

Albert”; the B-17 “Yankee Lady from the<br />

Yankee Air Museum; an F-5 Tiger; the C-<br />

47 “Hairless Joe from the Yankee Air<br />

Museum; the B-25 “Rosie’s Reply” from the<br />

Yankee Air Museum; the P-51 Mustang<br />

“Old Crow” based in Central Ohio; and<br />

more.<br />

There will also be ground displays, air<br />

racing, exhibits, civilian superstars, vintage<br />

aircraft, and other experiences.<br />

According to the Columbus Air Show<br />

website: There will be some flying in the<br />

morning. The heaviest concentration of<br />

flying will be scheduled to occur between<br />

noon and 4 p.m. The show will not publicly<br />

release specific times for each performer<br />

and the schedule can change without<br />

notice. Aircraft and performers are anticipated<br />

to be the same for each day. The Blue<br />

Angels will be scheduled to do a rehearsal<br />

demo on <strong>June</strong> 16. There could also be some<br />

practice flights on <strong>June</strong> 15.<br />

Traffic<br />

The volume of visitors to the air show<br />

and accompanying traffic on the area roads<br />

in and around Groveport are a concern for<br />

Groveport Police Chief Casey Adams.<br />

Adams said the Groveport Police are<br />

planning to increase traffic patrol during<br />

the days of the air show.<br />

“This extra patrol will be responsible for<br />

keeping traffic flowing as normal as possible<br />

along State Route 317, Groveport Road,<br />

and the roads that lead in and out of the<br />

warehouses surrounding the airport,” said<br />

Adams. “The extra patrol will also handle<br />

calls for service at the warehouses, handle<br />

traffic complaints, and any auto accidents<br />

that may affect traffic flow during the air<br />

show times.”<br />

Adams said air show officials told him<br />

that about 15,000 spectators are expected<br />

to come to the air show daily. He expects<br />

the heaviest surge of traffic outbound from<br />

the airport to be from 3:45-6 p.m.<br />

According to the air show website, the<br />

Franklin County Sheriff’s Office has developed<br />

traffic plans and will have several<br />

officers helping direct traffic at intersections<br />

along Alum Creek Drive and<br />

Rickenbacker Parkway and other key<br />

intersections.<br />

According to Adams, air show officials<br />

indicated that half of the visitors to the<br />

show leaving each day will be directed<br />

south on Rickenbacker Parkway into<br />

Pickaway County to State Route 762<br />

Approves Eleven<br />

Measures<br />

This past week the Ohio House of Representatives<br />

completed a busy itinerary, passing ten bills and<br />

one resolution on to the State Senate for its approval.<br />

Every measure garnered true bipartisan<br />

support, winning at least 80 votes from the 99-<br />

member body. I’ve summarized several of these<br />

measures below.<br />

House Bill (HB 27) requires our state public universities<br />

to provide financial cost, aid, and average<br />

salary data in an easy-to-understand one-page format.<br />

In this manner, students and parents will understand<br />

better the cost of a college education and<br />

the dollars typical new graduates earn in the field<br />

to which the student has gained admission. I was a<br />

co-sponsor of this piece of legislation.<br />

HB 57 calls for indexing to inflation the value of a<br />

property that is not subject to a portion of property<br />

tax because it qualifies for the homestead exemption.<br />

This measure particularly will help senior citizens<br />

and military veterans maintain financial<br />

stability and stay in their homes.<br />

HB 105 reduces the penalty for an individual filing<br />

a late municipal income tax return from $25 per<br />

month to a one-time-only $25 fine. It does not<br />

erase any of the actual tax obligation an individual<br />

may have accrued. This measure will help protect<br />

students who may have worked in one municipality<br />

for a summer job and had income tax withheld but<br />

failed to file an actual return at the end of the year.<br />

HB 50 is a criminal justice measure designed to help<br />

reduce recidivism among formerly incarcerated individuals.<br />

It allows them to petition the court for a<br />

certificate of qualification for housing (CQH), which<br />

could be granted for individuals designated as rehabilitated.<br />

If granted, the CQH will help make it<br />

easier for the individual to gain access to housing<br />

and by providing provide some legal protection for<br />

the landlord.<br />

Additional measures: HB 28 designates March as<br />

Triple Negative Breast Cancer Awareness Month.<br />

This type of breast cancer occurs more frequently in<br />

younger and African American women. HB 61 designates<br />

November 19th as “James A. Garfield Day”<br />

in Ohio. Garfield, from Ohio, was our twentieth<br />

president and no special state designation had<br />

been in place for his birthday. The final measure<br />

was a resolution to support the Ohio Commission<br />

for the United States Semiquincentennial, America’s<br />

250th birthday celebration that will take place in<br />

three years. It affirms the legislature’s full and enthusiastic<br />

support for the activities leading up to<br />

and culminating on July 4, 2026.<br />

New life ahead for the former Hoover Y Park<br />

After a pandemic delay, Columbus and<br />

Franklin County Metro Parks is moving off<br />

the drafting board and onto the grounds of<br />

the former Hoover Y Park in turning the<br />

site at 1570 Rohr Road into public park<br />

land.<br />

A $1.5 million agreement for the park,<br />

located in southeastern Franklin County,<br />

was approved by the Board of Park<br />

Commissioners of Columbus and Franklin<br />

County in May 2020.<br />

Steve Studenmund, planning & design<br />

manager for Metro Parks, said the planning<br />

and design phase was expected to<br />

start in 2021, but was delayed due to<br />

COVID. Work has since resumed.<br />

“We are looking into acquiring the adjacent<br />

quarry to the west,” said Studenmund.<br />

“These two parcels combined create a lot of<br />

opportunities such as water access, river<br />

access, nature trails, multi-use trails, passive<br />

recreation and programmed spaces<br />

with the existing structures. We are currently<br />

constructing additional parking lots<br />

and access drives. We are also in the<br />

process of improving the Optimist Lodge<br />

and Ingram building.”<br />

Studenmund said it will take most of<br />

<strong>2023</strong> to upgrade facilities, utilities, parking,<br />

trails, and play areas. The park system<br />

is tentatively looking at a late <strong>2023</strong> opening,<br />

depending on several construction<br />

activities.<br />

A giant slide was removed years ago by<br />

the YMCA as a safety hazard and a caretaker’s<br />

house was demolished this year.<br />

However, several buildings and structures<br />

still remain, as well as multiple electric<br />

plug-in units used by campers during a<br />

music jamboree.<br />

“We are evaluating the usefulness and<br />

function of all structures to see if they fit<br />

into the parks operational plans and to see<br />

if they meet current building codes,” said<br />

Studenmund, who said there is also a possibility<br />

the electrical connections could be<br />

used in a similar manner for events.<br />

The park system has yet to pick a name<br />

for the former YMCA park and quarry. As<br />

for connectivity to other Metro Parks,<br />

Studenmund said, given the location, connecting<br />

the site by a trail to other Metro<br />

Park's will be very challenging.<br />

“We are excited for the opportunities<br />

these sites present to park visitors,” said<br />

Studenmund.<br />

The site is bordered by Rohr Road to the<br />

south, farmland on the north, Bixby Road<br />

to the east and homes and the quarry to the<br />

west.<br />

This lodge, which was a barn in its previous life, played host to myriad celebrations for<br />

hill. A large red barn once owned by a local<br />

farmer, known as the Optimist Lodge,<br />

served as a rustic event center for the<br />

YMCA, which owned the park for 77 years.<br />

The park was also a frequent site for<br />

outdoor weddings, reunions, meetings,<br />

summer camps, and a yearly haunted hike<br />

through the woods and paths surrounding<br />

the area. Musicians Against Childhood<br />

Cancer held annual concerts at the park for<br />

many years, attracting musicians and<br />

campers from across the nation.<br />

The YMCA originally purchased the 60-<br />

acre property on Nov. 17, 1947.<br />

HTHS students participate<br />

in leadership collaborative<br />

On May 16, students from Hamilton<br />

Township High School presented research<br />

and data from a year of learning and growing<br />

together in the Ohio State Student<br />

Leadership Research Collaborative.<br />

The students who presented at the<br />

event included Alexandria Williams, Olivia<br />

Taylor, Penelope Taylor, Jeremiah Hicks,<br />

and RJ Santmire.<br />

“Theses students were chosen for this<br />

group because they demonstrate great<br />

leadership skills within other groups that<br />

they are involved in,” said group advisor<br />

Byron Allgood. “The students did such a<br />

good job during this collaborative, they<br />

were chosen to attend the National<br />

Student Leadership Summit this summer.”<br />

The group of students had to identify a<br />

problem within the school community and<br />

collect data about that problem. They then<br />

needed to come up with possible solutions<br />

to that problem. Students chose to<br />

research the problem of “Lack of Clear<br />

Communication to the Student Body.” The<br />

group recommended a few ideas to increase<br />

communication among their peers such as<br />

a bulletin board in the cafeteria, and planning<br />

an information fair for the students.<br />

second and fourth Mondays of each month<br />

at 7 p.m. at the Lockbourne Municipal<br />

CW Labor Day Parade<br />

celebrates educators<br />

The <strong>Canal</strong> <strong>Winchester</strong> community<br />

announced it will celebrate teachers as the<br />

grand marshal of this year’s <strong>Canal</strong><br />

<strong>Winchester</strong> Labor Day Parade.<br />

The parade theme recognizes <strong>Canal</strong><br />

<strong>Winchester</strong> Schools teachers by celebrating<br />

the work these “everyday superheroes”<br />

do for the children of the community.<br />

This year’s Labor Day Parade will take<br />

place on Sept. 4 at 1 p.m.<br />

Other school groups will also participate<br />

with floats and marchers in the parade.<br />

“Labor Day is all about celebrating the<br />

American worker, and we couldn’t think of<br />

a more honorable grand marshal than the<br />

<strong>Canal</strong> <strong>Winchester</strong> Local School District<br />

educators,” said Marie Gibbons, Parade<br />

Chair for the Labor Day Festival.<br />

The Labor Day committee selected the<br />

“Superheroes” theme and invited the CW<br />

Schools staff to be part of the celebration.<br />

“We are so thankful to the parade committee<br />

for recognizing the labor of the<br />

teachers who are here to make a difference<br />

in the lives of <strong>Canal</strong> <strong>Winchester</strong> students,”<br />

said <strong>Canal</strong> <strong>Winchester</strong> Schools<br />

Superintendent Kiya Hunt. “When<br />

prospective employees ask us about the<br />

district, we always tell them how lucky we<br />

are to have an incredible and supportive<br />

community. This is yet another example of<br />

the strength of our community when we all<br />

come together to make <strong>Canal</strong> <strong>Winchester</strong> a<br />

AEP rate increase,<br />

Last month, I launched a new podcast<br />

called D3 Live to share resources I<br />

learned about that impact District 3 residents.<br />

My guest this month was Angie<br />

Rybalt, AEP’s Director of Customer Experience.<br />

In this episode, we addressed frequently<br />

asked questions about AEP’s<br />

rate changes, how to read your bill, and<br />

what you need to know about the impending<br />

changes.<br />

In case you missed it, effective <strong>June</strong><br />

<strong>2023</strong>, AEP plans to implement a rate increase<br />

averaging approximately 28% for<br />

its customers in Columbus, Ohio. According<br />

to the AEP website, global demand,<br />

global supply chain issues,<br />

economic uncertainty, and the continued<br />

war in Ukraine have impacted electricity<br />

production costs. These expenses<br />

have necessitated the rate adjustment<br />

to ensure continued reliability and sustainability<br />

of the electric grid.<br />

While the specific impact will depend<br />

on individual usage patterns, the average<br />

household can expect to see an increase<br />

of up to $40 per month. Small<br />

businesses and commercial establishments<br />

may face higher costs, potentially<br />

impacting their bottom line and overall<br />

competitiveness.<br />

To mitigate the rate increase's impact,<br />

Columbus consumers can explore various<br />

strategies. These include adopting<br />

energy-efficient practices, such as using<br />

LED bulbs, optimizing heating and cooling<br />

systems, and minimizing energy<br />

consumption during peak hours. Additionally,<br />

shopping around for alternative<br />

energy providers or considering solar<br />

panel installations could offer long-term<br />

cost-saving benefits.<br />

“That book drives<br />

me crazy,” she said.<br />

“That’s the point,” I<br />

replied. “It’s supposed<br />

to drive you crazy.”<br />

She paused, then slowly smiled.<br />

Books are great when they give one a revelation.<br />

Same with art and music. Life can<br />

condense in a moment, and it’s all about the<br />

moment.<br />

Along that vein, I recently received a nice<br />

card and personal note from an old friend.<br />

The card was imprinted with the word<br />

“Komorebi,” which in Japanese can be translated<br />

to English to mean, “Sunlight that filters<br />

through the leaves of trees.”<br />

After reading her card I went outside to<br />

the dogwood tree in my back yard. The tree<br />

was bursting with beautiful white spring<br />

blooms. I sat under the tree and watched the<br />

sunlight filter through the blooms and<br />

emerging leaves as they fluttered in the<br />

breeze. The sunlight illuminated the blooms<br />

and dappled the ground beneath tree. The<br />

tree was a universe of its own with each<br />

bloom a star in the canopy.<br />

Because of this experience, I plan to enjoy<br />

the view from beneath this tree as the seasons<br />

progress so I can absorb how the sunlight<br />

changes over time as it filters through<br />

the leaves as they, too, change.<br />

Come winter it will be a whole new experience<br />

as the tree’s bare branches will be silhouetted<br />

by the low angle from the sun’s<br />

rays<br />

Her card and note gave me a special gift<br />

of a timeless moment, and future moments,<br />

beneath the tree.<br />

Thoughts of sunlight bring me to another<br />

tale of one’s experience with moment and<br />

light.<br />

A long time friend of mine called to tell<br />

me that he takes note of a particular day<br />

each May when the angle of the sunlight<br />

noticeably changes from the doldrums of<br />

winter and fickle spring and heralds the<br />

coming of summer.<br />

“It’s a brighter light,” he told me.<br />

It brings back memories for him as a boy<br />

in elementary school of when he was itching<br />

to get out of his Catholic school formal student<br />

attire and light out for the territories of<br />

summer.<br />

It was a conflicted feeling for him, too,<br />

because his thoughts of happy freedom from<br />

the structure of school were simultaneously<br />

coupled with wary thoughts of the open time<br />

of perceived endless summer.<br />

“Well, now what am I going to do?” he<br />

thought back then.<br />

Enjoy the time, because moments are<br />

what we have.<br />

No pay raise for CW Council<br />

A 4-2 majority of <strong>Canal</strong> <strong>Winchester</strong> Council members<br />

voted down a salary increase for themselves providing<br />

a 3 percent capped increase in 2024 and another<br />

3 percent jump in 2025.<br />

According to Council President Chuck Milliken,<br />

council has not had a raise since at least 2013.<br />

Had the resolution passed, council salaries would<br />

have been $6,790 in 2024 and $6,994 in 2025. The<br />

council president’s salary in 2024 would have been<br />

$7,469 and then $7,693 in 2025. The vice president’s<br />

salary would have been set at $7,129 in 2024 and<br />

$7,343 the following year.<br />

Council members Patrick Shea, Mike Walker, Bob<br />

Clark and Milliken voted against the resolution during<br />

the <strong>June</strong> 5 meeting. Laurie Amick and Steve Buskirk<br />

voted for the increase. Jill Amos was absent and<br />

excused from the meeting.<br />

With no action being taken, Law Director Thaddeus<br />

Boggs said the current salary scale will prevail from<br />

2024 through 2025.<br />

The 101st annual <strong>Canal</strong> <strong>Winchester</strong> Labor Day<br />

Festival, presented by Diley Ridge Medical Center,<br />

will fill the streets of historic downtown <strong>Canal</strong><br />

<strong>Winchester</strong> over Labor Day weekend.<br />

Opening ceremonies will take place on the festival<br />

main stage on Sept. 2 at noon. The fun continues Sept.<br />

2 until 11 p.m., Sept. 3 from 10:30 a.m. to 11 p.m., and<br />

Sept. 4 from 10:30 a.m. to 6 p.m.<br />

“The <strong>Canal</strong> <strong>Winchester</strong> Labor Day Festival is celebrating<br />

over a century of family-friendly activities in<br />

our downtown during the Labor Day weekend,” said<br />

Carolyn Ebert, Labor Day Festival Board President.<br />

“With so many food vendors, arts and crafts vendors,<br />

rides, games, free entertainment, a car show, and our<br />

renowned parade, there is something sure to please<br />

Although the full schedule is still being finalized,<br />

the Labor Day Festival Committee promises to deliver<br />

the fun, family-friendly festival that the community<br />

Free festival entertainment will fill the streets with<br />

sounds all weekend long. American country singersongwriter<br />

and Ohio native Rayne Johnson will headline<br />

the main stage Sept. 2 at 9 p.m. Silver Springs,<br />

the Sept. 3 night headliner, will have guests doing double-takes<br />

as the band covers over four decades of the<br />

best Fleetwood Mac songs.<br />

For those over 21, the Ugly Mug Beer Pavilion will<br />

be located near Stradley Park. This is the first year<br />

that the Designated Outdoor Refreshment Area<br />

(DORA) will be in place, so visitors may sip, stroll,<br />

shop, and explore the festival grounds from noon to<br />

close as well.<br />

The Labor Day Festival will again become a showplace<br />

for some of the finest hot-rods and classic cars in<br />

central Ohio on Sept. 3. In past years, over 200<br />

antique, muscle, and classic cars have been on display.<br />

one evening.<br />

According to Peoples, when Hartung got back to the<br />

plant, he heard someone yelling for help. Hartung<br />

went across the street and an elderly neighbor was laying<br />

on her porch and could not get up.<br />

“He called 911 and stayed with her until help<br />

arrived,” said Peoples. “Obviously, they (family members)<br />

were very appreciative. The grandson came over<br />

and gave him a nice box of chocolates. That’s the type<br />

of employees we have working here. He (Hartung) didn’t<br />

think it was that big of a deal and said anyone<br />

would have done that.”<br />

New CW library<br />

The Columbus Metropolitan Library system is in<br />

the planning stages for a new <strong>Canal</strong> <strong>Winchester</strong><br />

library site, but wants to give council an idea of what<br />

could arise on their land bordering Groveport Road.<br />

Development Director Lucas Haire said CML is<br />

inviting council on a <strong>June</strong> 16 bus tour of the Gahanna<br />

library branch.<br />

“It is very similar to what they want to build here at<br />

the site they purchased,” said Haire.<br />

The new, two-story Gahanna branch opened in<br />

March. The 35,300 square-foot facility cost $21.8 million<br />

and features a drive-up window for patron reserve<br />

pick-ups and drop-offs.<br />

The cruise-in, hosted by C-Town Cruisers, will start at<br />

10 a.m. and will wrap up at 4 p.m. with trophy presentations.<br />

Registration is just $15 per car and begins<br />

downtown at 9 a.m. on West Waterloo Street.<br />

On Sept. 4, enjoy the festival’s annual <strong>Canal</strong><br />

<strong>Canal</strong> <strong>Winchester</strong> City Council meetings are held<br />

on the first and third Monday of every month.<br />

Culinary students at nationals<br />

Sixteen students from the Eastland-Fairfield Career &<br />

Technical Schools Culinary Arts program competed at the Family,<br />

Career and Community Leaders of America state conference.<br />

Four have qualified for the national conference. The two-day,<br />

statewide event was held at the Ohio Expo Center in Columbus on<br />

April 27-28.<br />

Of the 19 events that students competed in, 16 resulted in a<br />

top-10 finish. Two students were crowned state champions.<br />

Emaleigh Arcand, a junior from Groveport Madison High School,<br />

placed first overall and landed a silver rating in the Hospitality,<br />

Tourism, and Recreation category to become one of four national<br />

qualifiers and the only junior to accomplish the feat.<br />

Senior Debora Kawogo (Reynoldsburg) was also hailed as a<br />

state champion in the garde manager category, which is a stateonly<br />

competition. The <strong>2023</strong> FCCLA National Leadership<br />

Conference will take place in Denver, Colorado from July 2-6,<br />

where qualifiers will head to compete for a national ranking.<br />

Kids are savvy movie-goers<br />

The presence of children at a movie<br />

screening is not always an enjoyable experience<br />

for me — I find that they get up too<br />

often to use the bathroom, seem to like the<br />

noise the straw makes as it sucks up the<br />

liquid dregs of their big gulps, and prefer to<br />

use their outdoor voice to ask the random<br />

and related questions that pop into their<br />

minds — but I have to admit some of the<br />

observations they have can be spot-on.<br />

I went to see “The Little Mermaid” and<br />

“Spider-Man: Across the Spider-Verse” as a<br />

part of a summer blockbuster movie review<br />

mashup and came away impressed with<br />

the comments kids made about the aesthetics<br />

of the films and their complete<br />

befuddlement about plot threads, character<br />

development, and movie length.<br />

The consensus of the younger audience<br />

was that, while they liked both movies,<br />

they saw each film had strengths and<br />

weaknesses. I cannot disagree with their<br />

overall assessment and I extend my congratulations<br />

to the parents of these wickedly<br />

smart humans.<br />

In the case of “The Little Mermaid,” the<br />

primary complaint from the children was it<br />

was too dark to see some of the underwater<br />

scenes and the run time of two hours it was<br />

too long. I have to push back on the former<br />

because it could have been so much worse.<br />

When the trailers first came out for this<br />

film, the lighting made everything look<br />

dark, nothing like the original animated<br />

feature on which it is based. Thankfully, the<br />

lighting situation in the movie was better<br />

than advertised though it was devoid of<br />

vibrant flashes to make a lasting impression,<br />

at least visually.<br />

A problem with this film is an issue with<br />

almost all of the live-action adaptations<br />

Disney pulls from its classics vault: the<br />

unwillingness to deviate from the original<br />

material. Director Rob Marshall and writer<br />

David Magee made a shot-for-shot and<br />

word-for-word remake of the 1989 animated<br />

film and sprinkled in a few new above<br />

water scenes to add development to the<br />

human world that the title character so<br />

desperately yearns to be a part of.<br />

What saves this uninspired live-action<br />

film is the inclusion of most of the original<br />

music by Howard Ashman and Alan<br />

Menken and the casting of Halle Bailey,<br />

Jonah Hauer-King, and Melissa McCarthy,<br />

who play the little mermaid Ariel, her<br />

human love interest Prince Eric, and the<br />

chaos-loving sea witch Ursula, respectively.<br />

One of the best uses of the expanded run<br />

time is the focus on the growing connection<br />

between Ariel and Prince Eric so it starts<br />

to make a little more sense as to why she<br />

may be more willing to leave her family<br />

and fins behind to walk amongst the mere<br />

mortals in the human world.<br />

In the case of “Spider-Man: Across the<br />

Spider-Verse,” the complaint I heard from<br />

the kids was that there was too much going<br />

on — “It hurts my eyes,” said one - and that<br />

the ending left them feeling a bit angry.<br />

the Academy Award winning, “Into the<br />

Spider-Verse”<br />

opened up possibilities of the multiverse in<br />

theatrical comic book adaptations and<br />

sparked a new visual style.<br />

The plot within “Into the Spider-Verse”<br />

wasn’t that original — it’s another origin<br />

story of the famed webslinger but this time<br />

placing the ground-breaking Miles<br />

Morales, a half-Black, half-Latino teenager,<br />

into the mask and spandex - but it was<br />

the visualization of the story through the<br />

perspective of a comic book come to life<br />

that made a strong impact on the audience.<br />

(I get chills when I watch Miles take his<br />

“leap of faith” across Brooklyn set to the<br />

score by Daniel Pemberton overlaid with<br />

the song, “What’s Up Danger” by Black<br />

Caviar and Blackway.)<br />

Like all great sequels, “Across the<br />

Spider-Verse” builds on the tricks of its<br />

predecessor and continues with the multiperspective<br />

structure of “Into the Spider-<br />

Verse.” While Miles (voiced by Shameik<br />

Moore) is front and center as he tries to<br />

balance his life as a student with his life as<br />

a superhero, his story gives up some<br />

ground to Gwen Stacy (Hailee Steinfeld),<br />

the Spider-Woman of a parallel Earth<br />

whom he met in the 2018 film.<br />

Their loneliness and their desperation to<br />

recapture the feeling of not being the only<br />

webslinger in their world leads them to the<br />

“Spider Society,” an interdimensional squad<br />

of Spider-Beings who are tasked with stopping<br />

anomalies from bleeding into other<br />

universes. It is led by the humorless Miguel<br />

O’Hara (Oscar Isaac) who considers Miles<br />

an anomaly since he should never have been<br />

“chosen” to be a Spider-Man.<br />

This push-and-pull between the two<br />

heroes is a primary plot point. The secondary<br />

one, which is to be expanded upon in the<br />

third installment next year, is the introduction<br />

of the villain Spot (Jason Schwartzman)<br />

who can access interdimensional portals<br />

through the markings on his body.<br />

“Across the Spider-Verse” is darker than<br />

its predecessor but it has a lot of the heart<br />

found within the first installment and the<br />

visual style continues to be unrivaled. The<br />

thousand-plus animators deserve all the<br />

credit in the world for their use of the color<br />

and design toward making each Spider-<br />

Being and their respective world unique. It<br />

is breathtaking to see on the big screen,<br />

but it sometimes makes for a “too much<br />

going on” feeling, therefore diminishing the<br />

congruent story that is taking place.<br />
