What do to about Wirt Road?
By Rick Palsgrove
Groveport Editor
The heavily traveled and quirky angular
intersection of Main Street and Wirt
Road continues to be a safety concern to
Groveport city officials.
“I think we should institute a ‘no left
turn’ from Wirt Road on to Main Street,”
said Groveport City Councilwoman Jean
Ann Hilbert. “It’s hard to maneuver a left
turn there.”
“Yes,” added Councilman Shawn
Cleary, “it goes against the grain.”
Last year Groveport City Engineer
Steve Farst noted that eliminating left
turns from Wirt to Main and Main to Wirt
should be studied carefully because its consequences
could cause traffic problems
elsewhere at other intersections in the
area as drivers try to find a way around
such a restriction.
The Wirt and Main intersection is also a
concern for pedestrians.
Councilman Ed Dildine noted that vehicles
pull into the crosswalk on Wirt Road
so they can see to make right or left turns
on to Main Street, but because of the angular
nature of the intersection, there is no
other place for the crosswalk on Wirt Road.
Earlier this year citizens expressed concerns
about the safety of students passing
through the intersection’s crosswalk on
their way to and from Groveport
Elementary and Middle School Central.
The busy intersection’s unique shape is
believed to contribute to driver visibility
problems as Wirt Road connects with Main
Street at about a 40 degree angle.
Groveport Police Chief Casey Adams
said, while he cannot recall any recent left
turn accidents from Wirt to Main, he would
not be opposed to council enacting a “no left
turn” restriction from Wirt Road to Main
Street.
“It’s a sharp angle to make a left turn,”
said Adams. “Plus it is hard to see around
the parked cars on Main Street and that
causes drivers on Wirt Road to inch out
into the crosswalk so they can see oncoming
Main Street traffic.”
There is also a building on the southwest
corner of the intersection that makes
it difficult for drivers on Wirt Road to see
oncoming traffic on Main Street.
Officials said if a “no left turn” from
Wirt to Main is enacted, drivers could use
the intersection at College Street and Main
Street instead.
Wirt Road was created after the Ohio
and Erie Canal ceased operations in the
early 20th century. The canal came
through Groveport at an angle from the
northeast to the southwest. When the
canal was abandoned, buildings were built
on Main Street west of the canal route.
Wirt Road sits where the canal towpath
ran along side the canal and, because of
this, the road maintains the same angle
junction with Main Street as the canal
route once did.
City officials once considered redesigning
the angled intersection of Main and
Wirt. The proposal was to close Wirt at
Main and instead create a right angle
intersection of Wirt Road and Front Street.
The idea was dropped for various reasons.
Last year Groveport City Administrator
B.J. King said there were no plans for a
redesign of the intersection and that officials
have held discussions about the shortterm
and long-term fixes for the unique
intersection.
A voice in the night
By Rick Palsgrove
Groveport Editor
It was an eerie sound in the night.
In the early morning hours of May 20,
some Groveport residents were roused
from their sleep after hearing a voice over
a loudspeaker piercing the silence of the
night repeating the phrase, “This is the
Groveport Police. Please come to the front
door with your hands up.”
The voice came from police officers who
were dispatched to a house in the 200 block
of Main Street on a domestic violence call.
According to Groveport Police Lt. Josh
Short, the victim fled the premises to a
nearby residence where she called and met
the police.
“The victim alleged that, following a
heated verbal argument, the male suspect
cornered her in a bathroom, grabbed her
by the throat, and pushed her against the
wall causing her to fall against the wall
and strike her head,” said Short. “She was
able to leave the residence and call police
to a local business.”
Officers observed a visible knot on the
victim’s head from where she had been
allegedly pushed into the wall.
Callahan sets records; relay team excels
Groveport Madison High School senior track sprinter Sean Callahan broke the
school record in the 100 meter dash with 10.67 seconds at the Ohio Capital
Conference finals in May, just one day after he was crowned Prom King. The old
record of 10.75 seconds was set by Dontell Higgins in 2009. It was Callahan’s third
school record this season. At the regional prelims, he qualified for the regional
finals in the 100 meter dash with another new school record of 10.53 seconds. In
the regional finals, Callahan finished third in the 100 meter dash with a time of 10.6
seconds to qualify for the state track meet in early June at Jesse Owens Memorial
Stadium. At the state meet Callahan finished seventh in Division 1 in the state. Also
at the state meet, the Groveport Madison boys 4x100 relay team finished fourth in
Division 1 in the state. Relay team members are Thomas Andrews, Raishad King,
Council postpones fireworks vote
By Rick Palsgrove
Groveport Editor
Groveport City Council postponed a vote until its
June 12 meeting on proposed legislation that would
allow the personal use of fireworks only on July 4.
The postponement was made because only five
members of council were present at the May 22 meeting
and council members agreed to wait until June 12
when all six members could be present to vote on the
issue.
Last November, council rejected legislation, by a 4-
3 vote, that would have allowed the use of personal
fireworks within the city limits. Because of that action,
the city’s existing law banning the use of personal fireworks
within the city remained in effect. Mayor Lance
Westcamp and council members Jean Ann Hilbert,
Shawn Cleary, and Jack Rupp opposed the measure
while Scott Lockett, Ed Dildine, and Becky Huston
voted in favor of it.
The legislation defeated in November would have
made the city consistent with a state law that allows
the use of personal fireworks on designated days. It
would have allowed individuals to possess consumer
grade fireworks and to discharge them on their own
property or on another person’s property with permission
the following days: New Year’s Day; Chinese New
Year; Cinco de Mayo; Memorial Day weekend;
Juneteenth; July 3, 4, and 5 and the Fridays,
Saturdays, and Sundays preceding and following;
Labor Day weekend, Diwali; and New Year’s Eve.
State law permits local governments to restrict the
dates and times when individuals may discharge consumer
grade fireworks or to impose a complete ban on
the use of consumer grade fireworks.
VOICE
Short said officers were sent back to the Main
Street address when the suspect returned causing the
victim to call.
“When officers were sent to meet with the victim at
midnight the suspect had left the area in his vehicle,”
said Short. “When the suspect later returned, he fled
behind the house as officers arrived at the residence.
Officers could not tell if he had fled into the neighborhood
or into the house, which was locked. Officers
searched the vicinity of the home, including Degenhart
Park, attempting to locate him.”
Deputies from the Franklin County Sheriff’s Office
assisted in searching for the suspect.
“He played cat and mouse with law enforcement,”
said Groveport Police Chief Casey Adams.
Short said the suspect was eventually apprehended
in South Vienna, Ohio, by local law enforcement.
“His vehicle had broken down in that area and he
had called the victim for assistance,” said Short. “The
victim gave us this information, which we were able to
pass on to the Clark County Sheriff’s Office and the
Groveport city council
Groveport City Council holds its regular meetings
at 6:30 p.m. on the second and fourth Mondays of the
month. Council holds its committee of the whole meeting
on the third Monday each month at 5:30 p.m.
Meetings are held in the municipal building, 655
Blacklick St., Groveport.
local government meetings
ball fields in Groveport Park that currently do not
have back stops so the fields could be put to more use.
He said T-ball teams use the fields now.
“Can we put something simple up?” Cleary asked.
“It’s been so long. The park and fields have been there
20 years.”
Dildine said the problem is that the city must meet
legal standards regarding the size and use of the fields
or else the city could be liable if there are injuries.
City Administrator B.J. King said city officials will
look into the matter.
Cleary also suggested the athletic fields in
Groveport Park be named in honor of past successful
Groveport athletes.
“We’ve had some fantastic athletes in Groveport
over the years,” said Cleary.
Lift station generators
Council authorized King to purchase two Kohler
generators from Buckeye Power Sales to be permanent
back up generators at the Bixford and Elmont subdivisions’
sanitary sewer lift stations. The $100,000 cost
will be funded by federal COVID relief funds received
by the city.
“These will back up the pumps in case they get
plugged up,” said King.
These are the only two permanent back up generators
the city has. A portable back up generator is used
for the remaining sanitary sewer lift stations around
town. The plan is to eventually have permanent back
up generators for all lift stations.
King emphasized that citizens can help keep the lift
stations clear and free from getting plugged up by not
flushing wipes, diapers, or other items down the toilet.
“There is no such thing as a flushable wipe,” said
King.
suspect was picked up at a gas station in that area and
taken to the county jail without incident.”
The suspect was charged with misdemeanor domestic
violence and assault.
“Since he has prior convictions for the same or similar
offenses, our domestic violence charge will most
likely be enhanced to a felony by the Franklin County
Court,” said Short.
Regarding that voice heard over the loudspeaker
repeating the phrase, “This is the Groveport Police.
Please come to the front door with your hands up,”
Short said, “Since the officers did not know if the suspect
had fled into the area or into the house, they were
using the PA system in the patrol vehicle to order him
out of the house. What was heard by local residents
was an officer giving repeated orders through the PA
since its volume is more likely to be heard inside of the
home. It is understandable how our residents would
find it eerie or odd since that is, fortunately, not a
method we need to regularly use.”
School board meetings
The Groveport Madison Board of Education meets
the second and fourth Wednesday of the month at 7
p.m. at the District Service Center, 4400 Marketing
The board may also schedule special meetings, as
needed.

Columbus in about 20 years.
Attractions
Performers and attractions at the air
Columbus Air Show. (Photo courtesy of the Columbus Air Show.)
show include: the United States Navy Blue
Angels; the United States Air Force F-22
Raptor; Ohio Air National Guard; the
United States Marine Corps C-130 “Fat
Yankee Air Museum; an F-5 Tiger; the C-
Museum; the B-25 “Rosie’s Reply” from the
Yankee Air Museum; the P-51 Mustang
“Old Crow” based in Central Ohio; and
more.
There will also be ground displays, air
racing, exhibits, civilian superstars, vintage
aircraft, and other experiences.
According to the Columbus Air Show
website: There will be some flying in the
morning. The heaviest concentration of flying
will be scheduled to occur between noon
and 4 p.m. The show will not publicly
release specific times for each performer
and the schedule can change without
notice. Aircraft and performers are anticipated
to be the same for each day. The Blue
Angels will be scheduled to do a rehearsal
demo on June 16. There could also be some
practice flights on June 15.
Traffic
The volume of visitors to the air show
and accompanying traffic on the area roads
in and around Groveport are a concern for
Groveport Police Chief Casey Adams.
Adams said the Groveport Police are
planning to increase traffic patrol during
the days of the air show.
“This extra patrol will be responsible for
keeping traffic flowing as normal as possible
along State Route 317, Groveport Road,
and the roads that lead in and out of the
warehouses surrounding the airport,” said
Adams. “The extra patrol will also handle
calls for service at the warehouses, handle
traffic complaints, and any auto accidents
that may affect traffic flow during the air
show times.”
Adams said air show officials told him
that about 15,000 spectators are expected
to come to the air show daily. He expects
the heaviest surge of traffic outbound from
the airport to be from 3:45-6 p.m.
According to the air show website, the
Franklin County Sheriff’s Office has developed
traffic plans and will have several
officers helping direct traffic at intersections
along Alum Creek Drive and
Rickenbacker Parkway and other key
intersections.
According to Adams, air show officials
indicated that half of the visitors to the
show leaving each day will be directed
south on Rickenbacker Parkway into
Pickaway County to State Route 762
(Duvall Road) to U.S. Route 23. The other
half will be directed north on Alum Creek
Drive and then choose between using Alum
Creek Drive to I-270 or State Route 317
west to U.S. Route 23. He said accidents
outside of the airport will be handled by the
primary police jurisdiction along with the
Ohio State Highway Patrol.

School-Based Health Center set to open
June 11, 2023 - GROVEPORT MESSENGER - PAGE 9
By Rick Palsgrove
Groveport Editor
Health care options will increase for the
Groveport Madison Schools community.
The PrimaryOne Health School-Based
Health Center - located in the rear portion
of the Groveport Madison District Service
Center at 4400 Marketing Place, Suite A in
Groveport - will hold its grand opening on
June 15 from 11:30 a.m. to 1 p.m. The
event will include remarks from community
stakeholders, a ribbon-cutting, and
health center tours.
Groveport Madison Schools
Communications Director Jeff Warner said
the health center’s build-out is approximately
2,700 square feet and there is also
space available to expand if needed. He
said the cost to build out the space for the
health center is $1.6 million (guaranteed
maximum price) and was funded by a combination
of federal stimulus funds and a
$620,000 state grant.
PrimaryOne Health will operate the
center and is responsible for all operating
costs associated with the health center.
“While we will be strongly marketing to
our students and their families, the health
center will be open to the public as well as
our staff,” said Warner.
PrimaryOne Health practitioners will
provide comprehensive health services,
vision and dental services, health screenings,
The new Groveport Madison Schools and PrimaryOne Health School-Based Health
Center is located at the rear of the District Service Center, 4400 Marketing Place,
Groveport. Pictured here are Groveport Madison Schools Communications Director
Jeff Warner and Director of Business Services Chris Reed entering the waiting room
of the facility.
routine physical exams, sports and work
physicals, immunizations and vaccinations,
routine lab tests, and behavioral health services.
They will also have services to assist
those with substance abuse disorders.
The health center’s operating hours will
be Monday through Friday 8 a.m. to 5 p.m.
PrimaryOne Health accepts patients’
private insurance, Medicare, and Medicaid.
“They also offer a sliding fee scale for
those who do not have insurance that is
based on household income,” said Warner.
“PrimaryOne Health has Community
Health Outreach Workers that can assist
families with the application process for
Medicare and Medicaid.”
The health center will begin seeing
patients on June 20. The schedule for services
is: Monday — vision and dental;
Tuesday — medical/behavioral health;
Wednesday — medical/behavioral health
and vision; Thursday — medical/behavior
health; and Friday — vision and dental.
When asked why did the district created
the health center and why is it needed,
Warner said, “Among the many non-academic
barriers that impact students’ abilities
to achieve their full potential are healthrelated
issues. Our area has very limited
health services/resources available to students
and their families, so obtaining even
basic services isn’t always easy. Imagine
how difficult it is for students to concentrate
in school when they have a toothache
or need glasses.”
Warner added that school-based health
centers have emerged as “effective models
in improving student access to health care
and closing the gap experienced by racial,
ethnic, and cultural communities experiencing
health inequities. Students who
receive essential preventative and primarycare
services are more likely to be attentive,
successful learners. Healthy students are
better on all levels of academic achievement:
academic performance, behavior, and
cognitive skills and attitudes. Investing in
the health of students contributes to
healthy communities in the future.”
AEP rate increase,
stay in the know
Last month, I launched a new podcast
called D3 Live to share resources I
learned about that impact District 3 residents.
My guest this month was Angie
Rybalt, AEP’s Director of Customer Experience.
In this episode, we addressed frequently
asked questions about AEP’s
rate changes, how to read your bill, and
what you need to know about the impending
changes.
In case you missed it, effective June
2023, AEP plans to implement a rate increase
averaging approximately 28% for
its customers in Columbus, Ohio. According
to the AEP website, global demand,
global supply chain issues,
economic uncertainty, and the continued
war in Ukraine have impacted electricity
production costs. These expenses
have necessitated the rate adjustment
to ensure continued reliability and sustainability
of the electric grid.
While the specific impact will depend
on individual usage patterns, the average
household can expect to see an increase
of up to $40 per month. Small
businesses and commercial establishments
may face higher costs, potentially
impacting their bottom line and overall
competitiveness.
To mitigate the rate increase's impact,
Columbus consumers can explore various
strategies. These include adopting
energy-efficient practices, such as using
LED bulbs, optimizing heating and cooling
systems, and minimizing energy
consumption during peak hours. Additionally,
shopping around for alternative
energy providers or considering solar
panel installations could offer long-term
cost-saving benefits.
Results Matter, so act now to get prepared.
Township could add SRO to schools
By Linda Dillman
Staff Writer
A second Madison Township police officer could join the school
resource officer staff in the Groveport Madison School District for
the next school term, bringing the total number of officers to three.
A three-year memorandum of understanding with the district
was authorized by the Madison Township trustees during their
May 23 meeting. Groveport Madison already contracts for one
Madison Township officer and one city of Groveport officer.
“I think, at the end of the day, we see the benefit of SROs,” said
Madison Township Police Chief Gary York.
If the Groveport Madison Board of Education agrees with the
memorandum, the school district will cover 70 percent of salary
and benefit costs, along with other costs such as training, equipment
and uniforms.
The memorandum covers the 2023 through 2026 school years.
A similar agreement was approved for a single school resource officer
with Canal Winchester Local Schools.
“We need officers in the schools. It’s just a fact,” said Trustee
Chairman John Pritchard. “We wouldn’t be asked back if we didn’t
do a good job.”
As for moving from a one year to a multi-year contract and from
one officer to two, York said his department wanted a commitment
from the school district for a longer term because he needs to hire
another officer to replace the second SRO position.
Once the school board approves their end of the memorandum,
York said he will post the positions, which are bid upon by officers.
The salary/benefit range for resource officers are dependent upon
their current department salary.
The township will continue to cover the remaining 30 percent of
the officer’s salary, etc. since they return to active department
duty when the school district is on hiatus.
According to the 2022-23 memorandum, the township’s
“We strongly discourage people from parking on the roads and
Today’s children are savvy movie-goers

The presence of children at a movie
screening is not always an enjoyable experience
for me — I find that they get up too
often to use the bathroom, seem to like the
noise the straw makes as it sucks up the
liquid dregs of their big gulps, and prefer to
use their outdoor voice to ask the random
and related questions that pop into their
minds — but I have to admit some of the
observations they have can be spot-on.
I went to see “The Little Mermaid” and
“Spider-Man: Across the Spider-Verse” as a
part of a summer blockbuster movie review
mashup and came away impressed with
the comments kids made about the aesthetics
of the films and their complete befuddlement
about plot threads, character development,
and movie length.
The consensus of the younger audience
was that, while they liked both movies,
they saw each film had strengths and
weaknesses. I cannot disagree with their
overall assessment and I extend my congratulations
to the parents of these wickedly
smart humans.
In the case of “The Little Mermaid,” the
primary complaint from the children was it
was too dark to see some of the underwater
scenes and the run time of two hours it was
too long. While I agree with the latter
assessment — why are movies so lengthy
now? — I have to push back on the former
because it could have been so much worse.
When the trailers first came out for this
film, the lighting made everything look
dark, nothing like the original animated
feature on which it is based. A sharpening of
the picture would have been nice.
Thankfully, the lighting situation in the
movie that mostly takes place under the sea
was better than advertised though it was
devoid of vibrant flashes to make a lasting
impression, at least visually.
A problem with this film is an issue with
almost all of the live-action adaptations
Disney pulls from its classics vault: the
unwillingness to deviate from the original
material. Director Rob Marshall and writer
David Magee made a shot-for-shot and
word-for-word remake of the 1989 animated
film and sprinkled in a few new above
water scenes to add development to the
human world that the title character so
desperately yearns to be a part of.
What saves this uninspired live-action
film is the inclusion of most of the original
music by Howard Ashman and Alan
Menken and the casting of Halle Bailey,
Jonah Hauer-King, and Melissa McCarthy,
who play the little mermaid Ariel, her
human love interest Prince Eric, and the
chaos-loving sea witch Ursula, respectively.
One of the best uses of the expanded run
time is the focus on the growing connection
between Ariel and Prince Eric so it starts to
make a little more sense as to why she may
be more willing to leave her family and fins
behind to walk amongst the mere mortals
in the human world.
In the case of “Spider-Man: Across the
Spider-Verse,” the primary complaint I
heard from the kids was that there was too
much going on — “It hurts my eyes,” said
one - and that the ending left them feeling
a bit angry.
Some concerns I had going into the viewing
for this sequel to the Academy Award
winning, “Into the Spider-Verse” (2018)
were whether it could top the greatness that
was that movie. There is a lot of negativity
about animated films and superhero
movies, but that film is regarded as one of
the most
i n f l u e n t i a l
films in the
past decade as
it opened up possibilities
of the multiverse
in theatrical comic
book adaptations and
sparked a new visual
style.
The Reel Deal
Dedra
Cordle
The plot within “Into the Spider-Verse”
wasn’t that original — it’s another origin
story of the famed webslinger but this time
placing the ground-breaking Miles
Morales, a half-Black, half-Latino teenager,
into the mask and spandex - but it was
the visualization of telling the story
through the perspective of a comic book
come to life that made a strong impact on
the audience. (I still get chills when I watch
Miles take his first “leap of faith” across
Brooklyn set to the score by Daniel
Pemberton overlaid with the song, “What’s
Up Danger” by Black Caviar and
Blackway.)
Like all great sequels, “Across the
Spider-Verse” builds on the tricks of its
predecessor and continues with the multiperspective
structure of “Into the Spider-
Verse.” While Miles (voiced by Shameik
Moore) is front and center as he tries to balance
his life as a student with his life as a
superhero, his story gives up some ground
to Gwen Stacy (Hailee Steinfeld), the
Spider-Woman of a parallel Earth whom he
met in the 2018 film.
The loneliness they feel and their desperation
to recapture the feeling of not being
the only webslinger in their world is what
leads them to the “Spider Society,” an interdimensional
squad of Spider-Beings who are
tasked with stopping anomalies from bleeding
into other universes. It is led by the
humorless Miguel O’Hara (Oscar Isaac) who
considers Miles to be one of those anomalies
since he technically should never have been
“chosen” to be a Spider-Man.
This dangerous push-and-pull between
the two heroes is a primary plot point but
not the only one. The secondary one, which
is sure to be expanded upon in the third
installment out next year, is the introduction
of the villain Spot (Jason Schwartzman)
who can access interdimensional portals
through the markings on his body.
“Across the Spider-Verse” is thematically
darker than its predecessor but it has a
lot of the heart found within the first
installment and the visual style continues
to be unrivaled. The thousand-plus animators
deserve all the credit in the world for
their use of the color and design toward
making each Spider-Being and their
Komorebi
I was talking with a friend when the conversation
meandered over to the book, “Don
Quixote,” by Miguel Cervantes.
Editor’s Notebook
Rick
Palsgrove
“That book drives
me crazy,” she said.
“That’s the point,” I
replied. “It’s supposed
to drive you crazy.”
She paused, then slowly smiled.
Books are great when they give one a revelation.
Same with art and music. Life can
condense in a moment, and it’s all about the
moment.
Along that vein, I recently received a nice
card and personal note from an old friend.
The card was imprinted with the word
“Komorebi,” which in Japanese can be translated
to English to mean, “Sunlight that filters
through the leaves of trees.”
After reading her card I went outside to
the dogwood tree in my back yard. The tree
was bursting with beautiful white spring
blooms. I sat under the tree and watched the
sunlight filter through the blooms and
emerging leaves as they fluttered in the
breeze. The sunlight illuminated the blooms
and dappled the ground beneath tree. The
tree was a universe of its own with each
bloom a star in the canopy.
Because of this experience, I plan to enjoy
the view from beneath this tree as the seasons
progress so I can absorb how the sunlight
changes over time as it filters through
the leaves as they, too, change.
Come winter it will be a whole new experience
as the tree’s bare branches will be silhouetted
by the low angle from the sun’s
rays
Her card and note gave me a special gift
of a timeless moment, and future moments,
beneath the tree.
Thoughts of sunlight bring me to another
tale of one’s experience with moment and
light.
A long time friend of mine called to tell
me that he takes note of a particular day
each May when the angle of the sunlight
noticeably changes from the doldrums of
winter and fickle spring and heralds the
coming of summer.
“It’s a brighter light,” he told me.
It brings back memories for him as a boy
in elementary school of when he was itching
to get out of his Catholic school formal student
attire and light out for the territories of
summer.
It was a conflicted feeling for him, too,
because his thoughts of happy freedom from
the structure of school were simultaneously
coupled with wary thoughts of the open time
of perceived endless summer.
“Well, now what am I going to do?” he
thought back then.
Enjoy the time, because moments are
what we have.
