City to address 

connection issues

Grove City officials are taking steps to 

address poor cellular service in the city. 

Todd Hurley, director of information 

systems in Grove City, spoke with representatives 

from both AT&T and Verizon 

and approached Arcadia Towers, a consulting 

firm that deals with the research and 

marketing side of cellular coverage.

school bus safety

The South-Western City Schools District 

hosted its annual First-Time Bus Riders 

program on Aug. 5. Established in 2016 

in collaboration with its transportation 

department, the popular three-hour 

event provides kindergarteners with the 

opportunity to become acquainted with 

the big yellow bus that will take them to 

school and back home each day. In addition 

to meeting some of the drivers who 

will be behind the wheel this year, the 

children also learned some of the basic 

rules to abide by as a passenger on the 

bus as well as some important tips on 

how to be safe while entering and exiting 

the bus at their designated stop.

issues throughout Grove City. Most of the 

issues are east of Interstate 71, near the 

shopping center off Stringtown Road and 

Ohio Health Grove City Methodist 

Hospital. There are also coverage issues 

further down on Buckeye Parkway near 

the Pinnacle and in downtown Grove City. 

“We are truly underserved in Grove 

City,” said Hurley. 

The report identified the need for seven 

to nine cell towers in the area. The question 

becomes where do they put the towers? 

“The trick is always placement of a 

tower,” said Grove City council president 

Ted Berry. “No one wants to look at a tower 

so that will be the biggest issue. And I don’t 

want anyone opening their door, looking at 

a tower.” 

Hurley said no matter where the towers 

would go, there will be residents who are 

upset about the tower placement, but said 

it is something that would benefit the 

entire city. 

“How can we best address the need in 

Grove City as a whole?” asked Hurley. “We 

need to take a holistic approach.” 

Hurley said he provided a list of cityowned 

properties to the consultants, as 

well as properties in Jackson Township 

and South-Western City School District 

sites. He used the example of the tower 


located near the Grove City Skate Park 

and the Jackson Township administration 

building on Hoover Road. 

“These are locations to look for,” said 

Hurley. 

One of the locations the cellular 

providers identified as an ideal spot for a 

tower, according to Hurley, is the Jackson 

Township Fire Station on Buckeye 

Parkway. 

Since the Telecommunications Act in 

the mid-1990s was enacted in the United 

States, local jurisdictions cannot prohibit 

the placement of communication towers. 

Municipalities can attempt to regulate how 

and where the towers are placed if the 

impact does not preclude wireless service. 

City officials will decide if they want to 

proceed with Arcadia Towers and allow the 

firm to prepare a market analysis of each 

potential location, where it would outline 

possible income for each location and market 

the towers to national wireless service 

providers. 

“We would like to work out an agreement 

to put multiple carriers on a tower,” 

said Hurley.

noted that this is not just a problem in 

Grove City. He said this is a statewide connectivity 

issue.

Infrastructure improvements will soon be coming to two 

of the most well-traveled and well-worn roads in Jackson 

Township. 

At a recent board of trustees meeting, Administrator 

Shane Farnsworth announced that the township has been 

awarded a state capital improvement grant from the Ohio 

Public Works Commission that will fund a “much needed” 

project to rehabilitate Brown Road and Dyer Road. 

“I am absolutely ecstatic that we were selected as a 

recipient of this grant,” said Farnsworth. “While we were 

confident when we applied for this grant last year that we 

might receive some funding for this project, we also knew 

it might be a little bit tougher because there was so much 

competition out there with all of the cities and municipalities 

vying for these dollars for their own projects. 

“The fact that we were selected to receive funds through 

the state capital improvement grant program just shows 

that the commission saw the need for these major roadways 

to be repaired — and they absolutely do need these 

much needed repairs.” 

Under the terms of the grant, the state will fund nearly 

77 percent of the estimated $457,000 resurfacing and 

repair project. The remaining 23 percent, or roughly 

$154,000, will be covered through a partnership between

We are a longstanding, vital congregation in 

Merion Villiage, just one block east of High St. 

the township and the county engineer’s office. 

Farnsworth said that their local match for the project 

will be funded through a zero percent interest loan. He 

added that the township should not have any trouble covering 

the cost of their share for the resurfacing and repair 

project. 

“As a township, we are in good shape financially and we 

have been good stewards with our tax dollars,” he said. 

The resurfacing and repair of Brown Road and Dyer 

Road is slated for the summer of 2024. 

According to Farnsworth, this project will resurface 

the length of the roadways that are under 

township jurisdiction and widen the curbs that are 

featured on the roadways. The intersection of 

Brown Road and Dyer Road will also be improved 

by increasing the turn radius to accommodate the 

vehicular traffic flow. 

Stormwater repairs will also be a feature of the 

project. 

“Much of the stormwater infrastructure on 

Brown Road and Dyer Road has been crushed from 

all of the dump trucks and other heavy-load vehicles 

that have been traveling through for years,” 

said Farnsworth. “So all of these areas where the 

water just lays there now without draining should 

see a real improvement in the drainage of the 

water.”

Township secures grant for road rehabilitation project

Eugene Marczika age 82, 

passed away on Saturday, July 15 

surrounded by loved ones. 

He was the youngest of six children 

of Martin and Elizabeth (Fodor) 

Marczika. After graduating from Father 

Aquinas High School in 1958, he worked as a 

machinist for most of his career. Gene had a remarkable 

passion for learning and a varied life 

that included a diverse range of talents and hobbies. 

He was not only an exceptional craftsman capable 

of fixing practically anything, but also a musician 

at heart. Gene's musical journey started with the 

accordion and organ, yet it was his devotion to 

playing the piano every day that ignited his true 

passion. Before relocating to South Carolina, he 

actively engaged in a regular fitness routine at the 

Grove City YMCA, participating in Pickleball and a 

wide variety of Silver Sneakers aerobic classes. He 

was a longtime member of Our Lady of Perpetual 

Help Catholic Church in Grove City. He touched 

countless lives, and he will be deeply missed. 

Farnsworth reiterated that the township feels “fortunate” 

to have received this grant through the state. 

“We just feel so fortunate and we are so excited to have 

been selected as one of the municipalities to receive the 

state capital improvement grant,” he said. “It has been a 

very long time since Brown Road and Dyer Road have seen 

any resurfacing improvements and other repairs and I 

think this project will go a long way toward keeping these 

roads safer for the residents and safer for the motorists for 

years to come.”

Mari Ann Binder-Futty has noticed that 

residents of the westside sure do love their 

pets. 

She said she looks out her front door and 

sees her neighbors walking their dogs at all 

hours of the day at Westgate Park. People 

bring their dogs to the Westgate Farmer’s 

Market and to popular events like the Bean 

Dinner and Summer Jam. When someone 

is missing their dog or cat, the whole community 

responds to reunite the family 

members. 

“This neighborhood is nutty about pets,” 

said Binder-Futty. 

She said this is what inspired the inaugural 

Westgate Wags and Whiskers event, 

that will take place from noon to 4 p.m.

Binder-Futty is a volunteer with the 

Westgate Neighbors Association and was 

the founding president of the neighborhood 

group. So, when this idea came to her about 

two years ago, she reached out to her 

neighbors that are a part of the association 

to get the ball rolling. They started a committee 

last August to plan the event. 

“It just seems like a natural fit,” she 

said. “There is nothing like this on the 

westside.” 

Westgate Wags and Whiskers will be 

presented by the Westgate Neighbors 

Association. Brewdog Franklinton is a 

sponsor of the event and will have a Howl 

at the Moon Pet Bar offering guests fresh 

water and treats. Schoedinger Pets is also 

a part of the event and is sponsoring artwork 

involving the Rainbow Bridge. 

According to Binder-Futty, the art piece 

is an eight-foot-long portrait of the 

Rainbow Bridge, a popular poem that has 

provided comfort to humans when their pet 

dies. This portrait, along with a Rainbow 

Bridge throw, will be featured as part of 

the Red Rover Rrrraffle. The raffle will also 

include pet products, as well as gift cards 

from Bark Box and Hollywood Casino to 

name a few. 

Proceeds from the Red Rover Rrrraffle 

will benefit pet and animal charities. 

“I don’t know which one yet, but it is

important for us to raise money for disadvantaged 

pets,” said Binder-Futty. 

The free event is open to all pets and 

their humans. It will feature pet-centered 

artists, businesses, and services, as well as

and food trucks. 

According to Binder-Futty, about 20 

vendors have already signed up to be a part 

of the event, though they are looking for 

more vendors and more items for the raffle. 

Though this is the first time for the 

event, Binder-Futty said she hopes people 

from beyond the westside will attend. 

“We are throwing out a wide net,” she 

said. 

She said she hopes Wags and Whiskers 

will turn into an annual event. 

“In five years, we hope to rake in a lot of 

money to help pets.” 

Binder-Futty is also thinking beyond 

the event. She said she would like to see a 

pet mural on the westside of town, like the 

“Welcome to Dogedin” mural in Dunedin, 

Fla., which sits on the side of a bar and features 

hundreds of pets that belong to city 

residents. 

“I dream we can do a mural that has 

pets on it,” she said.

Reaching new heights at Scioto Grove Metro Park 



Often, Franco Romuno will stop by Scioto Grove Metro Park for 

a walk after his work shift at the Buckeye Ranch in Grove City. 

He decided to go for a hike on Aug. 15, the same day Franklin 

County Metro Parks had opened a fire tower for public use. 

Romuno, along with Zach Lamb of Commercial Point, waited 

their turn to climb the tower. 

“The view is spectacular,” said Romuno. 

Romuno and Lamb said you could see the downtown Columbus 

skyline from the top of the tower, as well as Scioto Downs. 

“It is a fantastic vibe,” said Romuno. “It’s a different perspective.” 

Tim Moloney, the executive director of Franklin County Metro 

Parks, spoke to the crowd of eager climbers as the fire tower 

opened to the public. He said Scioto Grove, a 624-acre park, 

opened in Grove City seven years ago. When the staff at Metro 

Parks was approached about receiving a decommissioned fire 

tower, known as the Keystone Fire Lookout from Jackson, Ohio, 

Moloney said they knew they wanted to put it at Scioto Grove. 

“We are not watching for forest fires,” said Moloney. “We want 

people to see this corridor.” 

The decommissioned fire tower was donated by an anonymous 

private landowner. Metro Parks contracted with Jagger 

Construction to dismantle and relocate the fire tower from 

Jackson to Scioto Grove Metro Park. 

According to Jill Snyder, visitor engagement manager with 

Metro Parks, the tower is 82-feet-tall. She said it will be open during 

daylight hours. 

“We are going to rely on people to self-police,” said 

Snyder. 

Snyder said five to six people will be permitted to 

climb the tower at one time. 

One of the first to climb the fire tower was Grove 

City Mayor Richard “Ike” Stage. Before he and 

Moloney made their way to the top after the official 

opening, Stage praised the partnership between the 

city and Metro Parks. 

“We can’t do it alone,” said Stage. “And what a 

remarkable thing.” 

Members of the Grove City High School cross country 

team were also on hand to climb the tower after it 

opened. 

Angela and Michael Robinson of Columbus waited 

in line to make their way to the top of the tower. The 

couple climbed the tower because they are participating 

in the Metro Parks 75 Year Challenge. 

The challenge recognizes the opening of the first 

park, Blacklick Woods Metro Park, 75 years ago. It 

invites visitors to enjoy classic Metro Parks pursuits, 

like visiting a playground or going on a picnic, and to 

try new, modern adventures like archery or kayaking. 

Participants can download the Metro Parks 75 Year 

Challenge activities card. Then between July 1 and 

Oct. 1, participants complete as many activities as possible. 

“We’ve been waiting to climb this,” said Angela 

Robinson. “It’s very pretty at the top.” 

Michael said he counted his steps to the top and 

reported that it equaled 111 steps. 

Scioto Grove Metro Park runs along the Scioto 

River, featuring over seven miles of trails, playgrounds, 

a 3D archery course, several overlook decks 

and more. It is located at 5172 Jackson Pike.

Grove City Police News 

Aug 6, 2023, Grove City Police were notified 

of a scam on Grove City Connect. The 

victim stated they messaged a suspect on 

the Grove City Connect Facebook group 

about buying a golf cart listed for sale. The 

victim first deposited $300 for the golf cart 

to be delivered. The suspect then stated 

the other $1500 would have to be deposited 

for delivery. The victim made the payment 

and never received the golf cart.

they were notified by a collection agency 

concerning a $400 unpaid balance with E- 

Harmony. They stated they had no accounts 

with E-Harmony and had their 

wallet stolen some time ago in Hilliard and 

their identity was used. 

Aug 9, 2023, Grove City Police were dispatched 

to the 3400 block of Hoover Rd. in 

reference to a scam. The victim stated 

they received an email from PayPal stating 

someone tried to use their account. The 

victim clicked on the attachment and 

called the number listed. The “PayPal security” 

walked the victim through downloading 

a remote app onto their phone and 

had the victim send a picture of their identification 

for proof of who they are. While 

on the phone the victim started getting 

alerts from their bank of money being 

withdrawn. The money was sent to a Cash 

App and then used to buy Bitcoin.

Aqua Ohio Proposes 

Another Rate Increase 

Less than a year after its last rate increase, water utility Aqua Ohio is again 

asking the Public Utilities Commission of Ohio (PUCO) to increase water 

and sewer rates for more than 80,000 of its residential consumers in Ohio.

A ‘monumental’ occasion 

Paul Offenburger, 101, graduate of the Grove City High School Class of 1940, 

attended the dedication on July 28 of a two-sided monument to the city’s first two 

high school buildings - one built in 1910 and one built in 1928. The monument is 

located just west of Park Street Intermediate School and was donated by the 

Southwest Franklin County Historical Society.

City pays homage to families of the fallen 

The city of Grove City held its annual observance of National Purple Heart Day from 

Aug. 4 to Aug. 8 at the Purple Heart Memorial Walk in Henceroth Park. Throughout 

those five days, dozens of residents and non-residents alike walked the path of heroes 

as they remembered the men and women who were wounded or killed in combat while 

serving in the United States Armed Forces. On Friday morning, the city held a special 

ceremony to pay homage to the families of the fallen and to honor the area’s living

Biennium 

Budget Highlights, 

Part 3 

In this part of my series about Ohio’s biennium fiscal 

2024-25 budget, I am highlighting the tax cuts that 

the legislature approved and that Governor DeWine 

signed into law. 

The State of Ohio ended the previous biennium 

budget with higher tax revenues and less expenses 

than anticipated. These positive developments allowed 

us the flexibility to fully fund years 3 and 4 of 

the Fair School Funding Plan, among other expenditures, 

to add $600 million to the state’s rainy-day 

fund (bringing the total now to $4.0 billion), and 

add $350 million to the capital budget, which is 

used for public building projects, for consideration 

in 2024. 

After all these allocations, the legislature voted to 

return the remaining monies back to taxpayers in 

the form of approximately $3.0 billion in tax cuts. 

Our logic for this was two-fold: we don’t want government 

expenditures (and the role it may play in 

our lives) to expand just because we’re collecting 

more tax revenue than expected and we should return 

dollars to the public who funds the government 

whenever prudent. Almost all the tax relief 

will take place in one of three forms: lowering the 

state personal income tax, lessening the business 

commercial activities tax (known as the CAT tax), 

and expanding the sales tax holiday in 2024. 

The legislature is moving toward a single flat rate 

state personal income tax. Starting in 2024, the 

state income tax rates will be reduced to two tiers 

from four. The marginal tax rates will be established 

as follows: no state income tax will be assessed on 

income up to $26,000 annually; the marginal rate 

for income between $26,000 and $100,000 will be 

set at 2.75%; the marginal rate for income greater 

than $100,000 will be reduced to 3.5%. 

To provide businesses with the relief they deserve, 

the threshold at which the CAT tax is triggered will 

move from $3 million sales to $6 million sales annually. 

This means that fewer Ohio small to medium 

sized businesses will have to pay this tax and all 

businesses grossing over $3 million in annual sales 

will pay less taxes. 

The third tax cut is the sales tax holiday that consumers 

enjoy every year for one weekend during 

back-to-school time will be expanded to two weeks 

for 2024 only. This will save consumers an estimated 

$750 million at a time when they often need 

it most. 

I will highlight some of the specific amendments I 

submitted that became part of the final budget in 

my next communication with you.

Potty-mouthed pooches 

are a fun watch in “Strays” 


“Strays”, a live-action movie featuring a 

group of talking canines, feels as if it was 

written after someone had experienced a 

particularly wild dream. I can just imagine 

movie scribe Dan Perrault pulling out his 

notebook while in that waking twilight 

phase and jotting down broken thoughts 

such as: naughty sentimental dogs? Good 

filthy mouth ones? Talking dogs? I should 

go back to sleep… 

Chances are if any screenwriter had 

walked into a movie studio to pitch a pottymouth 

talking dog premise 20 years ago, it 

would have been met with rowdy laughs, a 

stamp of approval and a blank check to 

bring this outlandish vision to life. After 

all, that was still the era of the gross out 

comedy. Over the years, however, movie 

studios have practically weaned these 

types of films out of existence in the theaters 

due to an aversion to make mid-budget 

films that they believe would not have 

mass appeal (read: bring in the big bucks 

to fatten their wallets). The one place 

where the movies have found a home are 

on streaming services and their popularity 

has made the traditional studios start to 

take notice once again. 

It should be noted that taking notice 

does not amount to taking a risk (see the 

lack of comedies that have been released in 

the theaters in the past decade) but somehow 

screenwriter Dan Perrault (of 

“American Vandal” television series 

acclaim) and director Josh Greenbaum (of 

cult-classic “Barb and Star Go to Vista Del 

Mar” fame) convinced Universal Pictures 

that funding a movie about potty-mouth 

dogs who seek revenge on those who have 

forsaken them would be a good idea. 

Although this movie is not likely to tear 

up the box office, I have to say that it was 

refreshing to see a comedy in a similar vein 

as those of yesteryear. To be sure, there are 

plenty of tired and sophomoric jokes that 

fill the screen but it has that weird charm 

that makes you wince, makes you cry, and 

makes you believe that there is a beating 

heart buried somewhere in the filth. 

At the center of this immensely weird 

but oddly sweet movie is Reggie (voiced by 

Will Ferrell), a mangy albeit adorable border 

terrier who loves everything about his 

life. He loves getting to spend hours outside, 

alone with his beloved butterflies; he 

loves those few brief seconds he gets on the 

couch before being pushed off; he loves all 

of the human food he finds on the floor; and 

he absolutely loves his human Doug 

(played by Will Forte), who he believes can 

do no wrong. 

One of Reggie’s favorite things about 

Doug is his willingness to play games, 

especially the one called “Fetch and 

(Expletive)” where his companion drives 

him out to remote parts of the state, 

launches his favorite toy, drives off in his 

car, and is full of rage when the smart little 

pooch makes his way back home. Sadly,

Reggie is oblivious to the horribleness that 

is Doug but he cannot help but love that 

nasty human with his whole heart. 

One day, Doug finally manages to rid 

himself of the border terrier and Reggie is 

left all alone, scared in a strange city. Soon 

after, he meets up with a homeless Boston 

terrier named Bug (voiced by Jamie Foxx) 

and his two friends, Maggie the Australian 

shepherd (voiced by Isla Fisher) and 

Hunter the Great Dane (voiced by Randall 

Park) who take him under their wing. Not 

only do they show him how to live on the 

streets, but they also try to make Reggie 

see that the human he so desperately 

wants to get back to wants nothing to do 

with him. 

Because Hunter is a therapy dog by 

trade — his failed attempt at gaining entry 

to the police academy is a running joke 

throughout the film — he tries to dole out 

comfort to Reggie and work on his selfesteem 

so he knows that he is absolutely 

not the bad boy Doug has always said that 

he is. But repetitive negativity has taken a 

toll on Reggie and he soon comes to the 

conclusion that all this good boy at heart 

wants to do is get revenge on the human 

who could never manage to show him love 

— or even the slightest bit of care. 

If you have seen the trailers, then 

you’ve seen most of the best gags that 

“Strays” has to offer. But even though the 

plot is predictable, and the gags are sometimes 

obvious, the human and canine cast 

elevates the material and gives “Strays” a 

surprisingly huge amount of heart. In fact, 

its best attribute is a fresh and relevant 

take on abusive relationships as it has 

some genuinely good insight and outlooks 

on these subjects. It came as a shock that 

among all the chaos that happens in this 

film, “Strays” still manages to make its 

emotional story the centerpiece of the film. 

For those who may be wondering about 

this take, I should say that despite it being 

somewhat sad, “Strays” is not “Marley and 

Me.” Although heartstrings are pulled, it is 

not as emotionally manipulative as that 

one — or most of the other animal tale 

movies that are out there. Instead, it is a 

deeply silly movie that lightly touches 

upon the sad reality of unwanted or abandoned 

pets. If anything, it will move the 

audience to be as kind as they can to their 

pooches — and also serve as a reminder to 

give some love to those who are not so fortunate. 

After all, they may start to gang up 

on people and exact revenge for not doing 

so.
