OPENING SESSION<br />

Determination <strong>of</strong> a quorum. Pledge <strong>of</strong> Allegiance. Introduction <strong>of</strong> Board Members<br />

and Staff.<br />

Consideration <strong>of</strong> the September 5, 2012 minutes.<br />

CONSIDERATION OF SEPTEMBER 5, 2012 MINUTES<br />

Jeffrey Thompson MOVED to approve the Minutes <strong>of</strong> the September 5, 2012 meeting.<br />

Kim Sachse SECONDED the motion, which was voted upon and PASSED by unanimous<br />

voice vote.<br />

AGENDA REVIEW<br />

Earl Crittenden declared a conflict on the following item and filed the appropriate forms:<br />

A request to designate the former OUC building as an <strong>Orlando</strong> Historic Landmark.<br />

Recommended Action: Approval <strong>of</strong> the request for <strong>Orlando</strong> Historic Landmark<br />

designation.<br />

Richard Forbes, Historic Preservation Officer, <strong>City</strong> Planning Division, identified the subject<br />

property using PowerPoint and gave an overview <strong>of</strong> the proposed project. He gave the history <strong>of</strong> the property and used images <strong>of</strong><br />

the site plan, elevations, floor plan, and Sanborn Maps to describe the request. He stated that this project is the former OUC<br />

building and had been approved and listed in the National Register <strong>of</strong> Historic Places on June 7, 2012. Mr. Forbes read a<br />

statement from the landmark application which nominated the subject property as an <strong>Orlando</strong> Historic Landmark for<br />

exceptional significance under Criteria A in the area <strong>of</strong> community planning and development. This project will be reviewed<br />

again by HPB next month, reviewing the proposed work on the building.<br />

Jeffrey Thompson MOVED to APPROVE the request. Sean Lackey SECONDED the motion, which was VOTED upon and PASSED<br />

2. HPB2012-00147, 1527 MOUNT VERNON STREET<br />

Applicant: John Youngman, Architect, 280 S. Ronald Reagan Blvd., Suite 200, Longwood, FL 32750<br />

Owner: Michael Calvert, 2703 Aloma Oaks Dr., Oviedo, FL 32765<br />

District: Colonialtown South Historic (Commission District 4)<br />

A request for approval <strong>of</strong> Certificate <strong>of</strong> Appropriateness to construct a 1004 square foot addition to rear <strong>of</strong> house and construct<br />

a one car garage.<br />

Recommended Action: Approval <strong>of</strong> the request, subject to staff conditions <strong>of</strong> approval.<br />

Richard Forbes, Historic Preservation Officer, <strong>City</strong> Planning Division, identified the subject property using PowerPoint and gave<br />

an overview <strong>of</strong> the proposed project. He gave the history <strong>of</strong> the property and used images <strong>of</strong> the site plan, elevations, floor plan,<br />

and Sanborn Maps to describe the request. He stated that in 2007 the Board approved the demolition <strong>of</strong> the garage and<br />

conversion <strong>of</strong> the house to an <strong>of</strong>fice by addition <strong>of</strong> square footage to the house and parking area at the rear. The garage was<br />

demolished, the asbestos siding was removed to expose the wood siding, but nothing else has been done and the house is<br />

currently boarded up. Mr. Forbes discussed the conditions <strong>of</strong> approval.<br />

Jeffrey Thompson inquired about the correct setbacks <strong>of</strong> the property. Richard Forbes stated the property was located in the 0-<br />

1 zoning district and would require variances for the additions, street yard setback and side yard setback. After further<br />

discussion, Chairperson Warren asked if the applicant was present. The applicant was not present.<br />

Board Recommended Action:<br />

Jeffrey Thompson MOVED to APPROVE the request, subject to the following conditions:<br />

1. All changes to this proposal to be reviewed and approved by HPB Minor Review Committee prior to permitting;<br />

2. The existing windows shall be retained and repaired where possible. A detailed report on the condition <strong>of</strong> each original<br />

window and repair feasibility shall be completed.<br />

3. New visible windows shall be wood, double hung windows with an exterior, dimensional muntin pattern that matches<br />

the existing.<br />

4. New wood siding and trim on both the addition and proposed garage shall match the existing.<br />

5. Any fencing shall require additional review for material, height and style.<br />

Earl Crittenden SECONDED the motion, which was voted upon and PASSED by unanimous voice vote.<br />

3. HPB2012-00143, 1404 EAST WASHINGTON STREET<br />

Applicant: Jeff Mottram, JSM Construction, 241 Rippling Lane, Winter Park, FL 32789<br />

Owner: Eugene and Louise Thompson, 3614 Rosswood Dr., <strong>Orlando</strong>, FL 32806<br />

District: Lake Lawsona Historic District (Commission District 4)<br />

A request for approval <strong>of</strong> Certificate <strong>of</strong> Appropriateness to construct a new two story house and two story garage with apartment<br />

above on a vacant lot.<br />

Recommended Action: Approval <strong>of</strong> the request, subject to staff conditions <strong>of</strong> approval listed below:<br />

1. All changes to this proposal shall be reviewed and approved by HPB Minor Review Committee prior to permitting.<br />

2. Texture finish for stucco shall be reviewed and approved by Minor Review Committee.<br />

3. The garage apartment windows facing the rear shall be non-vision glass or 6 feet minimum above finish floor.

4. All windows shall have the same inset on both the first and second floors to be similar to historic wndows on<br />

contributing properties.<br />

5. All windows shall have traditional trim around them similar to other historic houses in the district.<br />

6. All windows shall have dimensional, exterior muntin patterns <strong>of</strong> either 6/6 or 6/1.<br />

7. An additional window shall be added to the front room <strong>of</strong> each floor on both the east and west facades <strong>of</strong> the main<br />

house.<br />

8. The materials for the entry stoop floor and steps have not been specified and shall require additional review from HPB<br />

Minor Review Committee to ensure compatibility with historic district.<br />

9. The garage apartment shall be set back 7 feet from the rear property line and flipped in plan so that the stair is on the<br />

north side.<br />

10. Recommend eliminating the recess for the A/C unit and relocating that unit to another location.<br />

11. Recommend additional stylistic elements be added to the house and reviewed by the Minor Review Committee.<br />

Richard Forbes, Historic Preservation Officer, <strong>City</strong> Planning Division, identified the subject property using PowerPoint and gave<br />

an overview <strong>of</strong> the proposed project. He gave the history <strong>of</strong> the property and used images <strong>of</strong> the site plan, elevations, floor plan,<br />

and Sanborn Maps to describe the request. He stated that the previous house on the lot was demolished in 2005. He also<br />

stated that the red dots on the map indicated two (2) story garage apartments throughout the neighborhood located less than<br />

the required 15 feet to the property line (anywhere from 0 to about 10 feet). Mr. Forbes discussed the conditions <strong>of</strong> approval.<br />

Board members ensued in discussion and voiced their disapproval regarding the design <strong>of</strong> the house and garage. Richard<br />

Forbes advised that the Board can request this case to go before the Design Review Committee for the design issues, and then<br />

come back to HPB once the issues have been resolved. After further discussion, Chairperson Warren asked if the applicant was<br />

present. The applicant was not present.<br />

Katherine Russell, 1308 E. Washington St., stated that she was a <strong>City</strong> employee, but was there on her own time. Because <strong>of</strong><br />

her being a <strong>City</strong> employee, her neighbors have always come to her with their concerns. They stated to her that they were<br />

concerned about the compatibility <strong>of</strong> the proposed project with the neighborhood and privacy from the garage apartments..<br />

Alex Corzo, 21 N. Shine Ave., is concerned about the height <strong>of</strong> the garage apartment since it will be right in front <strong>of</strong> his dining<br />

room and will obstruct light.<br />

Emily Weidner and Earl Crittenden stated they don’t think the house fits in any way with the style, scale and massing <strong>of</strong> the<br />

Washington St. neighborhood. Mr. Crittenden suggested the request should be denied.<br />

Board Recommended Action:<br />

Jeffrey Thompson MOVED to DENY the request, and requested the applicant get back with <strong>City</strong> staff and staff would decide if<br />

the case should be reviewed by the Design Review Committee (DRC). Emily Weidner SECONDED the MOTION, which was<br />

VOTED upon and PASSED by a unanimous voice vote.<br />

4. HPB2012-00144, 1414 EAST WASHINGTON STREET<br />

Applicant: Jeff Mottram, JSM Construction, 241 Rippling Lane, Winter Park, FL 32789<br />

Owner: Eugene and Louise Thompson, 3614 Rosswood Dr., <strong>Orlando</strong>, FL 32806<br />

District: Lake Cherokee Historic District (Commission District 4)<br />

A request for approval <strong>of</strong> Certificate <strong>of</strong> Appropriateness to construct a new two story house and two story garage with apartment<br />

above on a vacant lot.<br />

Recommended Action: Approval <strong>of</strong> the request, subject to staff conditions <strong>of</strong> approval.<br />

Richard Forbes, Historic Preservation Officer, <strong>City</strong> Planning Division, identified the subject property using PowerPoint and gave<br />

an overview <strong>of</strong> the proposed project. He gave the history <strong>of</strong> the property and presented the site plan, elevations, floor plans, and<br />

Sanborn Maps. He stated that this house would be smaller than the proposed house <strong>of</strong> Item #3. He also stated that there were<br />

some houses similar to the proposed house in the neighborhood, nevertheless there were several conditions that would need to<br />

be met. Mr. Forbes discussed the conditions <strong>of</strong> approval.

Discussion ensued regarding the size <strong>of</strong> the house relative to other houses in the neighborhood. Chairperson Warren referred<br />

to a letter received from Mr. Chris Austin, 16 N. Lawsona Blvd., who is the neighbor to the south <strong>of</strong> the proposed property. Mr.<br />

Austin stated in his letter that he was concerned about the property fitting in with the neighborhood. He was also concerned<br />

about parking and <strong>of</strong> his property being devalued because <strong>of</strong> the additional properties being built.<br />

Catriona McIvor, 1416 E. Washington St., stated she doesn’t object to the proposed building, but is surprised <strong>of</strong> the size and<br />

height. She does not object to the garage apartment, but objects to the staircase being external. She stated there is a problem<br />

<strong>of</strong> noise in the neighborhood and suggested the stairs be enclosed inside the garage to avoid additional noise from tenants.<br />

She is also concerned about parking.<br />

Kathy Russell addressed the Board again, and stated that there was a serious flooding problem down that street and was<br />

surprised that a 3000 sq. ft. house was not considered a serious problem. Ms. Russell agreed this case should go to the Design<br />

Review Committee because it needed to be in character with the neighborhood.<br />

Jeffrey Thompson inquired about the average setbacks for garage apartments. Richard Forbes stated that it can vary from 0 to<br />

about 10 ft. He stated the minimum variance allowed is 5 ft., but that a 7 ft. setback would be a good compromise. He also<br />

stated that the size <strong>of</strong> the proposed garage apartment meets <strong>City</strong> Code for accessory apartments. Mr. Thompson inquired<br />

about the estimated size <strong>of</strong> the structures in the neighborhood. Mr. Forbes indicated the house across the street is about 2400<br />

square feet. There is a big variety in this area that ranges from 800 sq. ft. to 7000 sq. ft.<br />

Richard Forbes stated the proposed house and garage are below the allowable height for the zoning district.<br />

Jeffrey Thompson MOVED to APPROVE the request, subject to the following conditions, and that #14 and 15 become<br />

conditions instead <strong>of</strong> recommendations:<br />

1. All changes to this proposal to be reviewed and approved by the HPB Minor Review Committee prior to permitting.<br />

2. Texture finish for stucco shall be reviewed and approved by Minor Review Committee.<br />

3. The garage apartment windows facing the rear shall be non-vision glass or 6 feet minimum above finish floor.<br />

4. All windows shall have the same inset on both the first and second floors to be similar to historic windows on<br />

contributing structures.<br />

5. All windows shall have traditional trim around them similar to other historic houses in the district.<br />

6. All windows shall have dimensional, exterior muntin patterns <strong>of</strong> either 6/1 or 4 verticals/1.<br />

7. An additional window shall be added to the front room <strong>of</strong> each floor on both the east and west facades <strong>of</strong> the main<br />

house.<br />

8. The eave depths for the main house and garage shall be increased to 24 to 30 inches and s<strong>of</strong>fit omitted to show<br />

exposed eaves and rafter tails.<br />

9. The stone veneer on the front column bases shall be replaced with a more appropriate material such as brick or rock<br />

face concrete block.<br />

10. The materials for the porch floor and steps have not been specified and shall require additional review from HPB Minor<br />

Review Committee to insure compatibility with historic district.<br />

11. The garage apartment shall be set back 7 feet from the rear property line and flipped in plan so that the stair is on<br />

north side.<br />

12. Transparency on the ground floor <strong>of</strong> the main house shall be increased to meet the 15% requirement.<br />

13. Shutters are shown on the front façade and these shall be installed so as to appear to operate and be ½ the width <strong>of</strong><br />

the window opening.<br />

14. Recommend eliminating Eliminate the recess for the A/C unit and relocating relocate that unit to another location.<br />

15. Recommend that the The house shall be clad in horizontal siding rather than stucco.<br />

Motion FAILED due to no second.<br />

Board Recommended Action:<br />

Emily Weidner MOVED to DENY the request. Earl Crittenden SECONDED the MOTION.<br />

Kyle Shephard suggested an explanation be given for the denial since the applicant was not present and would need an<br />

explanation <strong>of</strong> the Board’s decision to deny.<br />

Emily Weidner Amended the MOTION and stated the house doesn’t meet the standards <strong>of</strong> scale, size, massing and style <strong>of</strong> the<br />

neighborhood, for which reason it should go back to the Design Review Committee for further review. The house has the same<br />

deficiencies as the previous one.
