Residents of the westside who wanted to spend a nice evening 

listening to live music played by talented artists did not have to 

venture far to get their fix. For several hours on Aug. 26, close 

to half-a-dozen bands and solo artists who call the Westgate 

neighborhood their home performed for a large crowd of 

music-lovers as a part of the area’s third annual “Play Music on 

the Porch Day.” Presented locally by the Westgate Neighbors 

Association, “Play Music on the Porch Day” is a worldwide initiative 

founded in 2013 with the mission of bringing people 

together through song to “light up the world with music.”

HILLTOP ELECTION

to an insufficient number of candidates who filed a 

petition to run for one of the four open seats on the 

local advisory board. 

That will not be the case for 2023. 

At its meeting on Sept. 5, the government and legislation 

committee announced that they have received 

more than five petitions from individuals who would 

like to sit on the commission for a three-year term. 

“We do have a contested election this year,” said 

committee chair Leah Brudno,” and I am very excited 

about that.” 

According to Brudno, there are seven individuals 

who will be vying for the four open seats. 

They are:

•Jennie Keplar 

•Ricky Kitchen 

•Keith Neal 

•Terry Roofe 

•Dean Smith 

With the exception of the incumbent Keplar, all of 

the candidates will be new to the commission should 

they be elected by the community next month. 

In an interview after the meeting, Brudno reiterated 

her excitement about the number of individuals 

who have chosen to run for a seat on the commission 

this year, especially since they were not able to hold an 

election last year due to the fact that only four candidates 

filed to run in 2022. The bylaws of the commission 

state that they can only hold an election if they 

receive five or more petitions from local residents who 

want to run for one of the four elected seats that open 

annually. 

“What I love about having a contested election is 

that it allows our neighbors to get to know what the 

commission does because all of our candidates have to 

go out and do a bit of campaigning,” said Brudno. 

“They get to hear from the residents about their concerns, 

talk to them about what they would like to do, 

and hopefully those interactions will drum up interest 

in the commission and especially drum up interest in 

getting out to vote for these seats that serve as their 

voice to city council.” 

The election will take place on Oct. 7 from 9 a.m. to 

2 p.m. at these polling locations: 

•The Briggs Road Baptist Church, 3231 Briggs 

Road. 

•The Columbus Metropolitan Library — Hilltop 

Branch, 511 S. Hague Avenue. 

•The YMCA of Central Ohio — Hilltop Branch, 2879 

Valleyview Drive. 

Brudno said that everyone who is 18 years of age 

and older will be able to vote for the area commissioners, 

pending residence in the boundaries that the area 

commission serves. She added that residents do not 

need to be registered to vote as it is not an official ballot 

but a photo ID, a utility bill, or some other piece of 

information which states you live in the boundary area 

will be required to cast a vote. 

After the polling locations close at 2 p.m., the 

results will be delivered to the Hilltop Branch where 

the commission will count the votes. Brudno said the 

public is welcome to come out during this process to see 

who won a seat on the commission. The tallying of the 

votes begins around 2:30 p.m. 

The commission will not be able to host a candidate 

forum this year but bios and self-submitted candidate 

videos will be available in the coming days on the 

GHAC 

website

their Facebook page. 

The current commissioners whose three-year term 

is expiring in 2023 are Brudno, Keplar, Josh Paxton 

and Victoria Klein. Only Keplar has chosen to run for 

reelection this year. 

In addition to the four seats that are up for election, 

the commission will also have an open appointed seat. 

The commissioners will vote on the appointed seat in 

January, but the nominations will take place at the 

full commission meeting in December. Unlike elected 

seats, candidates do not have to live in the Greater 

Hilltop area, but they do have to own property, be 

employed in the community, run a business or be 

involved in a non-profit agency in the boundary area. 

Brudno said the commission will be doing outreach 

for the appointed seat in the coming months. 

In related news, the commission will be co-hosting a 

candidate forum with the League of Women Voters on 

Oct. 10 at 6:30 p.m. at the CML — Hilltop Branch. The 

commission has invited city council candidates, mayoral 

candidates, and school board candidates to the 

forum. Brudno encouraged residents to attend so they 

can ask questions of those seeking council, mayoral, 

and school board seats and learn more about those 

races.


City files suit against bus terminal 

Columbus City Attorney Zach Klein 

announced that the city of Columbus filed 

a lawsuit seeking a preliminary injunction 

against Barons Bus Incorporated, the owners 

of the property located at 845 N. Wilson 

Road, that currently operates as a bus terminal 

for Barons and Greyhound bus lines. 

Since opening in June, the westside terminal 

has been plagued by safety, security 

and sanitation concerns, and in July, city 

officials gave operators notice of violations 

and a timeline to address the issues. 

With the timeline now passed, Klein is 

taking legal action to hold Barons accountable 

by urging the court to declare the 

property a public nuisance and order owners 

to bring the property into compliance or 

move to a more appropriate location. 

“Moving a business from one location to 

another doesn’t give owners permission to 

operate a public nuisance at the expense of 

the surrounding neighborhoods. The city 

will hold bus line operators to the same 

standards no matter where they do business,” 

said Klein. “Public safety is our priority 

and the amount of crime at the terminal 

and the conditions which patrons are 

subjected to are unacceptable. The city 

attorney’s office will use every legal tool we 

have to ensure that any bus line operator 

in Columbus is safe, accessible and compliant–just 

like we did when we took 

Greyhound to court in 2021. These companies 

need to make significant improvements 

immediately or find a new location 

for their terminal.” 

According to the city’s complaint, the 

property remains in violation of the city 

building code as no certificate for occupancy 

has been issued for the site’s current use 

as a major bus terminal. Additionally, city 

officials noted a number of safety and sanitation 

issues, including overcrowded waiting 

areas, unauthorized portable restroom 

facilities, inadequate loading and unloading 

zones, among other violations. 

The city’s complaint also noted concerns 

about increased criminal activity in and 

around the terminal, which has seen a 

sharp increase in police calls for service 

since opening several months ago. In the 

six weeks prior to Barons Bus beginning 

operations, Columbus Police were called to 

the premises, or to neighboring properties 

for conduct related to the premises, approximately 

30 times and took only one criminal 

offense report. In the six weeks after 

the terminal began operations, Columbus 

Police were called to the premises, or to 

neighboring properties for conduct related 

to the premises, approximately 62 times 

and took 14 criminal offense reports. The 

calls for service include complaints for 

assault, robbery, shots fired, and disturbances. 

The city attorney is asking the court for 

a preliminary injunction against the owners 

and to declare the property a public 

nuisance and order Barons to bring the 

property into compliance with all applicable 

codes or face potential closure for a 

year.

Tearing down the mall

Earlier this year, Ohio Governor Mike DeWine announced that nearly 600 blighted 

and vacant structures throughout the state would be demolished to make room for 

new economic development. Westland Mall, a shopping center on the city’s westside, 

was listed as one of the sites for demolition. In late August, crews were working 

on tearing down the structure. Westland Mall opened in the late 1960s as an 

open-aired shopping center. It was enclosed in the early 1980s and featured 

anchor stores like Lazarus (which later became Macy’s), Sears, and JC Penney. 

Eventually, JC Penney left to relocate at Tuttle Mall, and many retail outlets followed. 

Sears was the last anchor store remaining and most businesses were gone 

by 2012. Following demolition, developers plan to construct a mixed-use project on 

the site.

South-Western City School officials say 

that while the district is still looking to 

hire additional employees to fill a variety of 

positions as the new school year gets 

underway, the overall employment numbers 

are stable and there should not be a 

negative impact on the daily operational 

functions. 

At its regular meeting on Aug. 28, the 

board of education was presented with the 

current staffing numbers by the assistant 

superintendent of personnel. According to 

Dr. Susan Hayward, the district has a 

robust number of certificated employees 

but it does need to continue recruiting to 

boost the numbers at the classified level. 

“When school started, we were almost 

fully staffed with certificated staff and we 

continue working toward being fully 

staffed with classified positions,” she said. 

The certificated staff consists of guidance 

counselors, nurses, psychologists, 

teachers, and tutors. The vast majority of 

the district’s 2,700 employees fall under 

the certificated designation. Officials say 

that while the district is considered to be 

fully staffed on the certificated side, there 

are a few positions with long-term or building 

substitutes fulfilling those instructional 

roles. 

“These few positions are primarily at 

the K-4 level and in the form of intervention 

specialists,” said Evan Debo, the district’s 

executive director of communications. 

“As we look ahead to November and 

December, the personnel department plans 

to be aggressive in recruiting potential 

December teaching graduates from area 

universities and colleges to fill those 

remaining positions for the second semester 

of the school year.” 

He added that the district has not experienced 

a negative impact in the opening 

weeks of school due to these substitutions 

on the certificated side, nor do they expect 

to see a negative impact on student 

instruction in the future. 

“Since the number of certificated vacancies 

is thankfully low, we do not anticipate 

any negative impacts coming to fruition 

this school year,” said Debo. “However, we 

plan to keep the foot on the gas pedal on 

the recruiting trail as to be prepared for

Staffing levels are steady 

in South-Western Schools 

As central Ohio children and teens 

return to school, Columbus Metropolitan 

Library’s (CML) School Help Centers 

reopen. Starting Aug. 21, K-12 students 

will once again have a free place to get help 

with their schoolwork from friendly staff 

and volunteers. Formerly known as 

Homework Help Centers, School Help 

any unforeseen absences such as staff medical 

leaves of absence which do happen on 

occasion.” 

In regard to substitute teacher staffing 

levels, Hayward said the district’s pool has 

risen substantially in comparison to the 

start of the previous school year. They currently 

have 312 board-approved substitute 

teachers on hand for the start of the 

2023/24 school year, compared to the 184 

they had on hand at the start of the 

2022/23 school year. She said the district 

will continue its substitute incentive program 

this year, which allows for lump sum 

payments of $500, $750, and $1,000 after 

working 50 days, 100 days, and 150 days, 

respectively. 

Where the district is having some trouble 

with its staffing numbers is at the classified 

level, which consists of aides, bus 

drivers, cooks, interpreters, mechanics and 

school office workers. Classified employees 

make up 37 percent of the district’s overall 

employment numbers. 

Debo said the district is looking to hire 

20 education aides, three bus drivers, 13 

part-time cooks, three custodians, and two 

maintenance workers for the 2023/24 

school year. 

“As opposed to the certificated side, our 

classified staffing is where we inherently 

see more of a need for part-time and fulltime 

positions,” he said. “When we think 

about the support networks around 

instruction, our staffing positions that 

transport students safely to and from 

school, prepare meals and feed them, and 

flank certificated staff in the classroom, 

they are invaluable to the education we 

provide. While substitutes continue to be 

invaluable in helping us address these 

needs, many substitutes understandably 

have other commitments throughout the 

week and may be unable to fill the same 

vacancy day in and day out. From that 

standpoint, the net loss in between hiring 

and recruiting efforts can be felt in terms of 

feeling a staffing pinch in relation to continuity.” 

Debo added that the district will continue 

to recruit these positions as robustly as 

they will for the certificated side.

million in funding for the Success Bridge 

program at Columbus State Community 

College. 

The program provides students experiencing 

housing instability with housing 

counseling, success coaching, and emergency 

rental assistance, so they may stay 

stably housed while pursuing their studies. 

“In Columbus, housing should never 

hinder education or personal growth. By 

guaranteeing that college students have 

access to safe and stable housing, we are 

investing in their future and empowering 

them to focus on their studies and dreams 

without the stress and fear caused by 

housing instability,” said Ginther. “This 

program is a testament to our commitment 

to equitable opportunities for all, and our 

belief that everyone in Columbus deserves 

a chance to thrive and succeed.” 

Columbus City Council authorized 

$400,000 of the city’s federal Emergency 

Rental Assistance (ERA) to be spent on 

housing-focused case management positions 

at Columbus State. Another $1.6 million 

in available ERA funding will be available 

to Success Bridge students to pay 

back- and future- rent and utility payments. 

Initiated in 2020, the Success Bridge 

program provides qualifying students with 

a stable living environment while in 

school. It also offers access to housing services 

that allow students to complete their 

degrees while expanding their economic 

mobility after graduation. The new program 

will prioritize Columbus Promise 

Students for housing stabilization through 

Success Bridge. 

“As a champion of the Columbus 

Promise, I couldn’t be more excited that 

the Success Bridge Program will lift the 

burden of finding quality affordable housing 

while Promise Scholars complete their 

degree,” said Hardin. “All of our students 

deserve the opportunity to advance their 

future without fear of financial hardship.”

Biennium 

Budget Highlights, 

Part 4 

In this part of my series about Ohio’s biennium fiscal 

2024-25 budget, I am highlighting some of the 

amendments I sponsored and co-sponsored related 

to K12 education that the legislature approved, and 

that Governor DeWine signed into law. 

As you may know, the Ohio Constitution stipulates 

that only the Legislature can authorize the spending 

of any state monies. When the Governor submits 

his budget to the Legislature in late January, 

the House conducts hearings over the 60 days following 

to refine his recommendations and specify 

various expenditures. As a member of the Finance 

Subcommittee for Primary & Secondary Education, 

we heard testimony from scores of individuals 

about the priorities they felt we should have for K12 

education spending. I also met separately with over 

100 different individuals to listen to their input 

about spending both in K12 education and additional 

areas that affect folks both in our district and 

across the state. 

Although the Governor’s proposed budget included 

the implementation of years 3 and 4 of the 

6-year phase-in of the Fair School Funding Plan 

(FSFP), it only allowed for using 2018 salary dollars 

when calculating each district’s share from the 

State. I felt that the allocation formula should utilize 

the current 2022 salary figures instead, for which I 

advocated strongly. My four other colleagues on 

the subcommittee (Republicans and Democrats 

alike) also agreed. That amendment ultimately became 

part of the budget, resulting in some $800 

million more being allocated to our schools. In our 

House District, the new budget translates into $14 

million for the South-Western City Schools and $23 

million more for the Columbus City Schools in 2023- 

24. 

Another amendment I co-sponsored successfully 

was the establishment of a study group to identify 

and define any additional expenses required to provide 

education to economically disadvantaged students. 

The study group will examine this issue 

comprehensively, looking at both specific needs not 

currently funded and program expenditures currently 

in place. The present formula utilizes an estimated 

factor; we hope to replace it with a more 

accurate figure and make that part of the FSFP for 

the last two years of its implementation in the next 

biennium budget. 

I will highlight more of the specific amendments for 

K12 education that I submitted and became part of 

the final budget in my next communication with 

you.

Thousands of canines from across the 

state descended upon Prairie Oaks Metro 

Park on Aug. 26 to attend the annual animal 

fiesta known as Wag!Fest. For six 

hours, pooches of all ages, breeds, and 

abilities, played in the water at Water Bark 

Beach, met new friends, begged their 

human companions to buy them some 

treats, begged the humans manning vendor 

booths and food trucks for even more 

treats, and generally had a dog-gone

In Entertainment 

Comedy has a lighthearted touch 

A majority of the movies and television 

shows that have been released recently do 

not ask much of its audience. That is not 

meant to be a criticism of either the stories 

within or the individuals who watch them, 

but rather it is an observation of how some 

creators are shaping those stories in light 

of the evolving habits of the viewer. For 

instance, years ago most people who visited 

the cinema would sit quietly in the theater 

with their eyes glued to the screen. 

Nowadays, they are getting out their 

phones to answer text messages or to scroll 

through their social media feeds in 

between the action. The same can be said 

for home entertainment as well. 

Although these movies and television 

shows can still be good, they are now starting 

to be crafted in such a way that the 

audience can be distracted by other things 

but they can still have a good understanding 

of the story when their attention comes 

back to it. The latest film by Nicole 

Holofcener does fall under that classification 

because the story she tells within “You 

Hurt My Feelings” is simply told, but the 

writer-director actually wants the audience 

to have a genuine engagement with 

the movie. After all, why else would she 

make a movie about a question that has 

crossed our minds before: Is it acceptable 

to let a little white lie pass your lips in 

order to protect the feelings of those of 

those you love the most? 

While the question itself may be the 

hook for the movie — which is now available 

to rent on most streaming platforms — 

nearly everything else within will keep you 

glued to the screen. Although there are definitely 

some cringe-worthy moments, it is 

so deftly acted and well-written that this 

comedy-drama will make you stay put, 

revel in the awkwardness, and forever 

think about the consequences of opening 

your mouth to tell a little white lie. 

Set in New York City, the film revolves 

around Beth and Don Mitchell (played to 

perfection by Julia Louis-Dreyfus and 

Tobias Menzies, respectively), a well-to-do 

and sickeningly happy married couple of 

close to three decades. Beth is an author 

who is working on her first fiction novel — 

she published a semi-successful memoir 

that “could have done better,” or so says 

her mother — and is also a teacher of a writing 

workshop, helping what she believes 

are fans of her work find inspiration for 

their own novels. Don, on the other hand, 

is an ineffectual therapist who believes he 

is helping all of his clients despite the fact 

that he seldom speaks during these sessions 

and often gets them confused when 

he does. 

Despite their personal and professional 

shortcomings, Beth and Don have an abundance 

of love for each other. Their mutual 

affection is on full display during one memorable 

scene in which the couple share a 

salad, a sandwich, and even an ice cream 

cone during an afternoon outing with their 

23-year-old son Elliott (Owen Teague). 

The Reel Deal

Although they seem like they have been 

great parents to him, Elliott wonders if 

their constant affection for each other has 

set him up for failure in his own relationships 

— a point that the clueless Beth and 

Don do not seem to catch onto despite the 

fact that their son invited them to said 

park outing so he could talk about his girlfriend 

woes. 

In the rare event that the duo are apart, 

Beth is often seen with her sister, Sarah 

(Michaela Watkins), while Don often hangs 

out with Sarah’s husband, Mark (Arian 

Moayed). It is during one of these seemingly 

harmless interactions in which the 

whole foundation of their marriage is shaken. 

One afternoon, when the guys are out 

shopping for socks of all things, Beth and 

Sarah find themselves close by and decide 

to sneak up on them. As Beth is tip-toeing 

closer to her husband, she overhears Don 

tell Mark that he does not like the book she 

is working on — the same book that he has 

praised, draft after draft, for the past two 

years. Utterly shattered by his betrayal, 

Beth retreats outside, dry retching along 

the way. 

The remainder of the scant 93-minute 

movie shows Beth trying to cope with her 

newfound distrust of her husband and also 

the loss of confidence in her own work. I 

think if this part had been played by anyone 

other than Louis-Dreyfus, Beth’s 

response could have easily come across as a 

childish overreaction but she plays it with 

such a sense of genuine hurt that you cannot 

help but see where her character is 

coming from. At the same time, you also 

can’t help but see where Don is coming 

from either, especially when he says all he 

wanted to do was protect her feelings. 

Despite the seriousness of the question 

on which the film is based, “You Hurt My 

Feelings” does not take itself very seriously, 

but it does offer some keen insight and 

astute observations about lying and why 

people do it — even if it is only a harmless 

lie at the time. The film’s primary conflict 

is rather small, comparatively speaking, 

but Holofcener suggests that it’s these 

seemingly minor conflicts that could 

unravel and open a whole new can of 

worms in a romantic or platonic relationship 

as a result of never being addressed at 

first light. Although it may have been nice 

to see a deeper exploration of this topic in 

this film — it doesn’t dive in too deeply, opting 

instead for a more lighthearted touch — 

but it leaves the viewer with a sense that 

they should examine some of the things 

they have done — and some of the things 

they may think about doing or saying in 

the future. Grade: B-
