Residents of the westside who wanted to spend a nice evening<br />

listening to live music played by talented artists did not have to<br />

venture far to get their fix. For several hours on Aug. 26, close<br />

to half-a-dozen bands and solo artists who call the Westgate<br />

neighborhood their home performed for a large crowd of<br />

music-lovers as a part of the area’s third annual “Play Music on<br />

the Porch Day.” Presented locally by the Westgate Neighbors<br />

Association, “Play Music on the Porch Day” is a worldwide initiative<br />

founded in 2013 with the mission of bringing people<br />

together through song to “light up the world with music.”<br />

delighted the crowd with covers of artists such as Bruce<br />

HILLTOP ELECTION<br />

to an insufficient number of candidates who filed a<br />

petition to run for one of the four open seats on the<br />

local advisory board.<br />

That will not be the case for <strong>2023</strong>.<br />

At its meeting on Sept. 5, the government and legislation<br />

committee announced that they have received<br />

more than five petitions from individuals who would<br />

like to sit on the commission for a three-year term.<br />

“We do have a contested election this year,” said<br />

committee chair Leah Brudno,” and I am very excited<br />

about that.”<br />

According to Brudno, there are seven individuals<br />

who will be vying for the four open seats.<br />

They are:<br />

•Nick Bates<br />

•Jason Cornell<br />

•Jennie Keplar<br />

•Ricky Kitchen<br />

•Keith Neal<br />

•Terry Roofe<br />

•Dean Smith<br />

With the exception of the incumbent Keplar, all of<br />

the candidates will be new to the commission should<br />

they be elected by the community next month.<br />

In an interview after the meeting, Brudno reiterated<br />

her excitement about the number of individuals<br />

who have chosen to run for a seat on the commission<br />

this year, especially since they were not able to hold an<br />

election last year due to the fact that only four candidates<br />

filed to run in 2022. The bylaws of the commission<br />

state that they can only hold an election if they<br />

receive five or more petitions from local residents who<br />

want to run for one of the four elected seats that open<br />

annually.<br />

“What I love about having a contested election is<br />

that it allows our neighbors to get to know what the<br />

commission does because all of our candidates have to<br />

go out and do a bit of campaigning,” said Brudno.<br />

“They get to hear from the residents about their concerns,<br />

talk to them about what they would like to do,<br />

and hopefully those interactions will drum up interest<br />

in the commission and especially drum up interest in<br />

getting out to vote for these seats that serve as their<br />

voice to city council.”<br />

The election will take place on Oct. 7 from 9 a.m. to<br />

2 p.m. at these polling locations:<br />

•The Briggs Road Baptist Church, 3231 Briggs<br />

Road.<br />

•The Columbus Metropolitan Library — Hilltop<br />

Branch, 511 S. Hague Avenue.<br />

•The YMCA of Central Ohio — Hilltop Branch, 2879<br />

Valleyview Drive.<br />

Brudno said that everyone who is 18 years of age<br />

and older will be able to vote for the area commissioners,<br />

pending residence in the boundaries that the area<br />

commission serves. She added that residents do not<br />

need to be registered to vote as it is not an official ballot<br />

but a photo ID, a utility bill, or some other piece of<br />

information which states you live in the boundary area<br />

will be required to cast a vote.<br />

After the polling locations close at 2 p.m., the<br />

results will be delivered to the Hilltop Branch where<br />

the commission will count the votes. Brudno said the<br />

public is welcome to come out during this process to see<br />

who won a seat on the commission. The tallying of the<br />

votes begins around 2:30 p.m.<br />

The commission will not be able to host a candidate<br />

forum this year but bios and self-submitted candidate<br />

videos will be available in the coming days on the<br />

The current commissioners whose three-year term<br />

is expiring in <strong>2023</strong> are Brudno, Keplar, Josh Paxton<br />

and Victoria Klein. Only Keplar has chosen to run for<br />

reelection this year.<br />

In addition to the four seats that are up for election,<br />

the commission will also have an open appointed seat.<br />

The commissioners will vote on the appointed seat in<br />

January, but the nominations will take place at the<br />

full commission meeting in December. Unlike elected<br />

seats, candidates do not have to live in the Greater<br />

Hilltop area, but they do have to own property, be<br />

employed in the community, run a business or be<br />

involved in a non-profit agency in the boundary area.<br />

Brudno said the commission will be doing outreach<br />

for the appointed seat in the coming months.<br />

In related news, the commission will be co-hosting a<br />

candidate forum with the League of Women Voters on<br />

Oct. 10 at 6:30 p.m. at the CML — Hilltop Branch. The<br />

commission has invited city council candidates, mayoral<br />

candidates, and school board candidates to the<br />

forum. Brudno encouraged residents to attend so they<br />

can ask questions of those seeking council, mayoral,<br />

and school board seats and learn more about those<br />

races.

City files suit against bus terminal<br />

Columbus City Attorney Zach Klein<br />

announced that the city of Columbus filed<br />

a lawsuit seeking a preliminary injunction<br />

against Barons Bus Incorporated, the owners<br />

of the property located at 845 N. Wilson<br />

Road, that currently operates as a bus terminal<br />

for Barons and Greyhound bus lines.<br />

Since opening in June, the westside terminal<br />

has been plagued by safety, security<br />

and sanitation concerns, and in July, city<br />

officials gave operators notice of violations<br />

and a timeline to address the issues.<br />

With the timeline now passed, Klein is<br />

taking legal action to hold Barons accountable<br />

by urging the court to declare the<br />

property a public nuisance and order owners<br />

to bring the property into compliance or<br />

move to a more appropriate location.<br />

“Moving a business from one location to<br />

another doesn’t give owners permission to<br />

operate a public nuisance at the expense of<br />

the surrounding neighborhoods. The city<br />

will hold bus line operators to the same<br />

standards no matter where they do business,”<br />

said Klein. “Public safety is our priority<br />

and the amount of crime at the terminal<br />

and the conditions which patrons are<br />

subjected to are unacceptable. The city<br />

attorney’s office will use every legal tool we<br />

have to ensure that any bus line operator<br />

in Columbus is safe, accessible and compliant–just<br />

like we did when we took<br />

Greyhound to court in 2021. These companies<br />

need to make significant improvements<br />

immediately or find a new location<br />

for their terminal.”<br />

According to the city’s complaint, the<br />

property remains in violation of the city<br />

building code as no certificate for occupancy<br />

has been issued for the site’s current use<br />

as a major bus terminal. Additionally, city<br />

officials noted a number of safety and sanitation<br />

issues, including overcrowded waiting<br />

areas, unauthorized portable restroom<br />

facilities, inadequate loading and unloading<br />

zones, among other violations.<br />

The city’s complaint also noted concerns<br />

about increased criminal activity in and<br />

around the terminal, which has seen a<br />

sharp increase in police calls for service<br />

since opening several months ago. In the<br />

six weeks prior to Barons Bus beginning<br />

operations, Columbus Police were called to<br />

the premises, or to neighboring properties<br />

for conduct related to the premises, approximately<br />

30 times and took only one criminal<br />

offense report. In the six weeks after<br />

the terminal began operations, Columbus<br />

Police were called to the premises, or to<br />

neighboring properties for conduct related<br />

to the premises, approximately 62 times<br />

and took 14 criminal offense reports. The<br />

calls for service include complaints for<br />

assault, robbery, shots fired, and disturbances.<br />

The city attorney is asking the court for<br />

a preliminary injunction against the owners<br />

and to declare the property a public<br />

nuisance and order Barons to bring the<br />

property into compliance with all applicable<br />

codes or face potential closure for a<br />

year.<br />

Tearing down the mall<br />

Earlier this year, Ohio Governor Mike DeWine announced that nearly 600 blighted<br />

and vacant structures throughout the state would be demolished to make room for<br />

new economic development. Westland Mall, a shopping center on the city’s westside,<br />

was listed as one of the sites for demolition. In late August, crews were working<br />

on tearing down the structure. Westland Mall opened in the late 1960s as an<br />

open-aired shopping center. It was enclosed in the early 1980s and featured<br />

anchor stores like Lazarus (which later became Macy’s), Sears, and JC Penney.<br />

Eventually, JC Penney left to relocate at Tuttle Mall, and many retail outlets followed.<br />

Sears was the last anchor store remaining and most businesses were gone<br />

by 2012. Following demolition, developers plan to construct a mixed-use project on<br />

the site.<br />

South-Western City School officials say<br />

that while the district is still looking to<br />

hire additional employees to fill a variety of<br />

positions as the new school year gets<br />

underway, the overall employment numbers<br />

are stable and there should not be a<br />

negative impact on the daily operational<br />

functions.<br />

At its regular meeting on Aug. 28, the<br />

board of education was presented with the<br />

current staffing numbers by the assistant<br />

superintendent of personnel. According to<br />

Dr. Susan Hayward, the district has a<br />

robust number of certificated employees<br />

but it does need to continue recruiting to<br />

boost the numbers at the classified level.<br />

“When school started, we were almost<br />

fully staffed with certificated staff and we<br />

continue working toward being fully<br />

staffed with classified positions,” she said.<br />

The certificated staff consists of guidance<br />

counselors, nurses, psychologists,<br />

teachers, and tutors. The vast majority of<br />

the district’s 2,700 employees fall under<br />

the certificated designation. Officials say<br />

that while the district is considered to be<br />

fully staffed on the certificated side, there<br />

are a few positions with long-term or building<br />

substitutes fulfilling those instructional<br />

roles.<br />

“These few positions are primarily at<br />

the K-4 level and in the form of intervention<br />

specialists,” said Evan Debo, the district’s<br />

executive director of communications.<br />

“As we look ahead to November and<br />

December, the personnel department plans<br />

to be aggressive in recruiting potential<br />

December teaching graduates from area<br />

universities and colleges to fill those<br />

remaining positions for the second semester<br />

of the school year.”<br />

He added that the district has not experienced<br />

a negative impact in the opening<br />

weeks of school due to these substitutions<br />

on the certificated side, nor do they expect<br />

to see a negative impact on student<br />

instruction in the future.<br />

“Since the number of certificated vacancies<br />

is thankfully low, we do not anticipate<br />

any negative impacts coming to fruition<br />

this school year,” said Debo. “However, we<br />

plan to keep the foot on the gas pedal on<br />

the recruiting trail as to be prepared for<br />

Staffing levels are steady<br />

in South-Western Schools<br />

As central Ohio children and teens<br />

return to school, Columbus Metropolitan<br />

Library’s (CML) School Help Centers<br />

reopen. Starting Aug. 21, K-12 students<br />

will once again have a free place to get help<br />

with their schoolwork from friendly staff<br />

and volunteers. Formerly known as<br />

Homework Help Centers, School Help<br />

any unforeseen absences such as staff medical<br />

leaves of absence which do happen on<br />

occasion.”<br />

In regard to substitute teacher staffing<br />

levels, Hayward said the district’s pool has<br />

risen substantially in comparison to the<br />

start of the previous school year. They currently<br />

have 312 board-approved substitute<br />

teachers on hand for the start of the<br />

<strong>2023</strong>/24 school year, compared to the 184<br />

they had on hand at the start of the<br />

2022/23 school year. She said the district<br />

will continue its substitute incentive program<br />

this year, which allows for lump sum<br />

payments of $500, $750, and $1,000 after<br />

working 50 days, 100 days, and 150 days,<br />

respectively.<br />

Where the district is having some trouble<br />

with its staffing numbers is at the classified<br />

level, which consists of aides, bus<br />

drivers, cooks, interpreters, mechanics and<br />

school office workers. Classified employees<br />

make up 37 percent of the district’s overall<br />

employment numbers.<br />

Debo said the district is looking to hire<br />

20 education aides, three bus drivers, 13<br />

part-time cooks, three custodians, and two<br />

maintenance workers for the <strong>2023</strong>/24<br />

school year.<br />

“As opposed to the certificated side, our<br />

classified staffing is where we inherently<br />

see more of a need for part-time and fulltime<br />

positions,” he said. “When we think<br />

about the support networks around<br />

instruction, our staffing positions that<br />

transport students safely to and from<br />

school, prepare meals and feed them, and<br />

flank certificated staff in the classroom,<br />

they are invaluable to the education we<br />

provide. While substitutes continue to be<br />

invaluable in helping us address these<br />

needs, many substitutes understandably<br />

have other commitments throughout the<br />

week and may be unable to fill the same<br />

vacancy day in and day out. From that<br />

standpoint, the net loss in between hiring<br />

and recruiting efforts can be felt in terms of<br />

feeling a staffing pinch in relation to continuity.”<br />

Debo added that the district will continue<br />

to recruit these positions as robustly as<br />

they will for the certificated side.<br />

million in funding for the Success Bridge<br />

program at Columbus State Community<br />

College.<br />

The program provides students experiencing<br />

housing instability with housing<br />

counseling, success coaching, and emergency<br />

rental assistance, so they may stay<br />

stably housed while pursuing their studies.<br />

“In Columbus, housing should never<br />

hinder education or personal growth. By<br />

guaranteeing that college students have<br />

access to safe and stable housing, we are<br />

investing in their future and empowering<br />

them to focus on their studies and dreams<br />

without the stress and fear caused by<br />

housing instability,” said Ginther. “This<br />

program is a testament to our commitment<br />

to equitable opportunities for all, and our<br />

belief that everyone in Columbus deserves<br />

a chance to thrive and succeed.”<br />

Columbus City Council authorized<br />

$400,000 of the city’s federal Emergency<br />

Rental Assistance (ERA) to be spent on<br />

housing-focused case management positions<br />

at Columbus State. Another $1.6 million<br />

in available ERA funding will be available<br />

to Success Bridge students to pay<br />

back- and future- rent and utility payments.<br />

Initiated in 2020, the Success Bridge<br />

program provides qualifying students with<br />

a stable living environment while in<br />

school. It also offers access to housing services<br />

that allow students to complete their<br />

degrees while expanding their economic<br />

mobility after graduation. The new program<br />

will prioritize Columbus Promise<br />

Students for housing stabilization through<br />

Success Bridge.<br />

“As a champion of the Columbus<br />

Promise, I couldn’t be more excited that<br />

the Success Bridge Program will lift the<br />

burden of finding quality affordable housing<br />

while Promise Scholars complete their<br />

degree,” said Hardin. “All of our students<br />

deserve the opportunity to advance their<br />

future without fear of financial hardship.”<br />

between the city of Columbus,<br />

Part 4<br />

In this part of my series about Ohio’s biennium fiscal<br />

2024-25 budget, I am highlighting some of the<br />

amendments I sponsored and co-sponsored related<br />

to K12 education that the legislature approved, and<br />

that Governor DeWine signed into law.<br />

As you may know, the Ohio Constitution stipulates<br />

that only the Legislature can authorize the spending<br />

of any state monies. When the Governor submits<br />

his budget to the Legislature in late January,<br />

the House conducts hearings over the 60 days following<br />

to refine his recommendations and specify<br />

various expenditures. As a member of the Finance<br />

Subcommittee for Primary & Secondary Education,<br />

we heard testimony from scores of individuals<br />

about the priorities they felt we should have for K12<br />

education spending. I also met separately with over<br />

100 different individuals to listen to their input<br />

about spending both in K12 education and additional<br />

areas that affect folks both in our district and<br />

across the state.<br />

Although the Governor’s proposed budget included<br />

the implementation of years 3 and 4 of the<br />

6-year phase-in of the Fair School Funding Plan<br />

(FSFP), it only allowed for using 2018 salary dollars<br />

when calculating each district’s share from the<br />

State. I felt that the allocation formula should utilize<br />

the current 2022 salary figures instead, for which I<br />

advocated strongly. My four other colleagues on<br />

the subcommittee (Republicans and Democrats<br />

alike) also agreed. That amendment ultimately became<br />

part of the budget, resulting in some $800<br />

million more being allocated to our schools. In our<br />

House District, the new budget translates into $14<br />

million for the South-Western City Schools and $23<br />

million more for the Columbus City Schools in <strong>2023</strong>-<br />

24.<br />

Another amendment I co-sponsored successfully<br />

was the establishment of a study group to identify<br />

and define any additional expenses required to provide<br />

education to economically disadvantaged students.<br />

The study group will examine this issue<br />

comprehensively, looking at both specific needs not<br />

currently funded and program expenditures currently<br />

in place. The present formula utilizes an estimated<br />

factor; we hope to replace it with a more<br />

accurate figure and make that part of the FSFP for<br />

the last two years of its implementation in the next<br />

biennium budget.<br />

I will highlight more of the specific amendments for<br />

K12 education that I submitted and became part of<br />

the final budget in my next communication with<br />

you.<br />

state descended upon Prairie Oaks Metro<br />

Park on Aug. 26 to attend the annual animal<br />

fiesta known as Wag!Fest. For six<br />

Beach, met new friends, begged their<br />

Comedy has a lighthearted touch<br />

A majority of the movies and television<br />

shows that have been released recently do<br />

not ask much of its audience. That is not<br />

meant to be a criticism of either the stories<br />

within or the individuals who watch them,<br />

but rather it is an observation of how some<br />

creators are shaping those stories in light<br />

of the evolving habits of the viewer. For<br />

instance, years ago most people who visited<br />

the cinema would sit quietly in the theater<br />

with their eyes glued to the screen.<br />

Nowadays, they are getting out their<br />

phones to answer text messages or to scroll<br />

through their social media feeds in<br />

between the action. The same can be said<br />

for home entertainment as well.<br />

Although these movies and television<br />

shows can still be good, they are now starting<br />

to be crafted in such a way that the<br />

audience can be distracted by other things<br />

but they can still have a good understanding<br />

of the story when their attention comes<br />

back to it. The latest film by Nicole<br />

Holofcener does fall under that classification<br />

because the story she tells within “You<br />

Hurt My Feelings” is simply told, but the<br />

writer-director actually wants the audience<br />

to have a genuine engagement with<br />

the movie. After all, why else would she<br />

make a movie about a question that has<br />

crossed our minds before: Is it acceptable<br />

to let a little white lie pass your lips in<br />

order to protect the feelings of those of<br />

those you love the most?<br />

While the question itself may be the<br />

hook for the movie — which is now available<br />

to rent on most streaming platforms —<br />

nearly everything else within will keep you<br />

glued to the screen. Although there are definitely<br />

some cringe-worthy moments, it is<br />

so deftly acted and well-written that this<br />

comedy-drama will make you stay put,<br />

revel in the awkwardness, and forever<br />

think about the consequences of opening<br />

your mouth to tell a little white lie.<br />

Set in New York City, the film revolves<br />

around Beth and Don Mitchell (played to<br />

perfection by Julia Louis-Dreyfus and<br />

Tobias Menzies, respectively), a well-to-do<br />

and sickeningly happy married couple of<br />

close to three decades. Beth is an author<br />

who is working on her first fiction novel —<br />

she published a semi-successful memoir<br />

that “could have done better,” or so says<br />

her mother — and is also a teacher of a writing<br />

workshop, helping what she believes<br />

are fans of her work find inspiration for<br />

their own novels. Don, on the other hand,<br />

is an ineffectual therapist who believes he<br />

is helping all of his clients despite the fact<br />

that he seldom speaks during these sessions<br />

and often gets them confused when<br />

he does.<br />

Despite their personal and professional<br />

shortcomings, Beth and Don have an abundance<br />

of love for each other. Their mutual<br />

affection is on full display during one memorable<br />

scene in which the couple share a<br />

salad, a sandwich, and even an ice cream<br />

cone during an afternoon outing with their<br />

23-year-old son Elliott (Owen Teague).<br />

The Reel Deal<br />

Although they seem like they have been<br />

great parents to him, Elliott wonders if<br />

their constant affection for each other has<br />

set him up for failure in his own relationships<br />

— a point that the clueless Beth and<br />

Don do not seem to catch onto despite the<br />

fact that their son invited them to said<br />

park outing so he could talk about his girlfriend<br />

woes.<br />

In the rare event that the duo are apart,<br />

Beth is often seen with her sister, Sarah<br />

(Michaela Watkins), while Don often hangs<br />

out with Sarah’s husband, Mark (Arian<br />

Moayed). It is during one of these seemingly<br />

harmless interactions in which the<br />

whole foundation of their marriage is shaken.<br />

One afternoon, when the guys are out<br />

shopping for socks of all things, Beth and<br />

Sarah find themselves close by and decide<br />

to sneak up on them. As Beth is tip-toeing<br />

closer to her husband, she overhears Don<br />

tell Mark that he does not like the book she<br />

is working on — the same book that he has<br />

praised, draft after draft, for the past two<br />

years. Utterly shattered by his betrayal,<br />

Beth retreats outside, dry retching along<br />

the way.<br />

The remainder of the scant 93-minute<br />

movie shows Beth trying to cope with her<br />

newfound distrust of her husband and also<br />

the loss of confidence in her own work. I<br />

think if this part had been played by anyone<br />

other than Louis-Dreyfus, Beth’s<br />

response could have easily come across as a<br />

childish overreaction but she plays it with<br />

such a sense of genuine hurt that you cannot<br />

help but see where her character is<br />

coming from. At the same time, you also<br />

can’t help but see where Don is coming<br />

from either, especially when he says all he<br />

wanted to do was protect her feelings.<br />

Despite the seriousness of the question<br />

on which the film is based, “You Hurt My<br />

Feelings” does not take itself very seriously,<br />

but it does offer some keen insight and<br />

astute observations about lying and why<br />

people do it — even if it is only a harmless<br />

lie at the time. The film’s primary conflict<br />

is rather small, comparatively speaking,<br />

but Holofcener suggests that it’s these<br />

seemingly minor conflicts that could<br />

unravel and open a whole new can of<br />

worms in a romantic or platonic relationship<br />

as a result of never being addressed at<br />

first light. Although it may have been nice<br />

to see a deeper exploration of this topic in<br />

this film — it doesn’t dive in too deeply, opting<br />

instead for a more lighthearted touch —<br />

but it leaves the viewer with a sense that<br />

they should examine some of the things<br />

they have done — and some of the things<br />

they may think about doing or saying in<br />

the future. Grade: B-<br />
