Following is a list <strong>of</strong> <strong>City</strong> activities for the period <strong>of</strong> October 13 - 26, 2012:<br />

Administration<br />

On October 15, the <strong>City</strong> Administrator met with other <strong>City</strong> staff to discuss storm water issues. The<br />

draft ordinance was reviewed <strong>and</strong> staff assignments were made to implement <strong>and</strong> administer the<br />

program as simply as possible. Staff is continuing to reach out to the area contractors <strong>and</strong><br />

developers to seek their collective input on program expectations.<br />

On October 16, the <strong>City</strong> Administrator <strong>and</strong> Public Works Director met with Stan Staab regarding a<br />

proposed rural water system for south <strong>of</strong> Elkhorn River. The Lower Elkhorn Natural Resource<br />

District is exploring the possibility <strong>of</strong> establishing a water district to serve domestic water needs for<br />

home owners <strong>and</strong> businesses in a large corridor south <strong>of</strong> <strong>Norfolk</strong>. The city will continue to work<br />

with the NRD <strong>and</strong> others as the potential <strong>of</strong> the program is explored.<br />

On October 17, the <strong>City</strong> Administrator attended a Salvation Army meeting to discuss the potential<br />

<strong>of</strong> future sign placement on the property at 7 th <strong>and</strong> <strong>Norfolk</strong> Avenue.<br />

On October 17, the <strong>City</strong> Administrator participated with other staff in a meeting to discuss the<br />

centennial mall project <strong>and</strong> any desire for the <strong>City</strong> <strong>of</strong> <strong>Norfolk</strong> to participate. Representatives from<br />

the Centennial Mall project will be in our community in the future to discuss the project further.


On October 18, the <strong>City</strong> Administrator participated in a community redevelopment meeting. Staff<br />

discussed the future <strong>of</strong> the CR program <strong>and</strong> ways to improve its implementation <strong>and</strong> success for<br />

future projects.<br />

On October 18, the <strong>City</strong> Administrator attended a meeting for discussion on a planning grant for an<br />

indoor recreation facility.<br />

On October 19, the <strong>City</strong> Administrator participated in the League <strong>of</strong> Nebraska Municipalities<br />

Larger Cities Legislative Committee meeting by phone.<br />

On October 22, the <strong>City</strong> Administrator, Public Works Director <strong>and</strong> Economic Development<br />

Director met with Veyance Technologies representatives to discuss potential easements for future<br />

water <strong>and</strong> sewer lines <strong>and</strong> a connecting path to the Cowboy Trail.<br />

On October 23 <strong>and</strong> 24, staff <strong>and</strong> elected <strong>of</strong>ficials met for preliminary discussion on the Woodl<strong>and</strong><br />

Park sewer under billing issue.<br />

On October 24, the <strong>City</strong> Administrator attended the <strong>Norfolk</strong> Area Economic Development annual<br />

meeting.<br />

Finance Officer<br />

Sales tax report: Attached is a spreadsheet showing October sales tax receipts (August sales). Sales<br />

tax receipts are up $80,929.75 or 12.89% from last October going from $627,996.26 last year to<br />

$708,926.01 this year. Motor vehicle tax increased $24,744.76 <strong>and</strong> consumer use tax increased<br />

$8,998.74. The remaining increase comes from other sales tax. Sales tax receipts have increased<br />

more than 10% in five out <strong>of</strong> the last six months.<br />

Façade Improvement Program (FIP): The <strong>City</strong> received notice <strong>of</strong> release <strong>of</strong> funds for the 2011<br />

Community Revitalization (CR) grant on October 16. Since the commitment <strong>of</strong> all the downtown<br />

revitalization funding from the prior CR grants last summer, the <strong>City</strong> had been telling potential<br />

applicants that they could apply after we received release <strong>of</strong> funds for the 2011 grant in the fall <strong>of</strong><br />

2012. On October 17, Sheila Rios notified the potential applicants that had previously contacted us<br />

regarding the FIP, that we received release <strong>of</strong> funds <strong>and</strong> they could now submit applications to the<br />

FIP. We have already received one application for funding with several more expected shortly.<br />

Economic Development: Finance worked with the Economic Development Director on several<br />

economic development projects that may utilize LB 840 funding or tax increment financing.<br />

Keno compliance procedures (audit): The Nebraska <strong>Department</strong> <strong>of</strong> Revenue requires various<br />

compliance procedures be performed by cities contracting for Keno operations. The <strong>City</strong> has<br />

contracted with Christensen Brozek Faltys CPAs to perform these procedures through the FYE<br />

September 30, 2012. Sheila Rios reviewed the required compliance procedures <strong>and</strong> staff believes<br />

the <strong>City</strong> can conduct this “audit” <strong>of</strong> Big Red’s operations more cost-effectively internally than by<br />

contracting with a CPA firm. Staff plans to perform the compliance procedures for the FYE


September 30, 2013. Sheila has already reviewed the recordings <strong>of</strong> five Keno games in October for<br />

clarity <strong>and</strong> completeness <strong>and</strong> verified that the recordings agree with the winning numbers in the<br />

transaction log.<br />

<strong>City</strong> Clerk<br />

The <strong>City</strong> Clerk <strong>and</strong> other staff met to discuss ACH (Automatic Clearing House) water bill<br />

payments. <strong>City</strong> Code says, “Payments are due when the billings are made. Any payment not<br />

received within fifteen (15) days after the billing is made shall be delinquent.” Staff also discussed<br />

water billing cycles <strong>and</strong> ascertained that water billing cycles vary because <strong>of</strong> the weather, sickness,<br />

holidays, as well as any number <strong>of</strong> factors associated with meter reading, uploading readings,<br />

processing, printing <strong>and</strong> mailing bills. Because <strong>of</strong> the factors, the billing cycles cannot be held to a<br />

constant date.<br />

The <strong>City</strong> Clerk received notification from the Bureau <strong>of</strong> Justice Assistance (BJA) indicating the <strong>City</strong><br />

<strong>of</strong> <strong>Norfolk</strong> was awarded funding in the amount <strong>of</strong> $3,076.00 for the fiscal year 2012 Bulletpro<strong>of</strong><br />

Vest Partnership (BVP) solicitation. These funds may be used for National Institute <strong>of</strong> Justice (NIJ)<br />

compliant armored vests ordered on or after April 1, 2012 by the Police Division.<br />

On October 18, the <strong>City</strong> Clerk attended the Northeast Nebraska Municipal Clerks Association<br />

quarterly meeting at the <strong>City</strong> <strong>Council</strong> Chambers in <strong>Norfolk</strong>. Guest speaker was Beth Ackl<strong>and</strong> with<br />

NMPP Energy who gave a presentation on the Public Alliance for Community Energy (ACE) <strong>and</strong><br />

the Choice Gas Program.<br />

On October 23, the <strong>City</strong> Clerk notified Class “C” liquor licensee’s that had not yet renewed their<br />

license. Current licenses expire October 31, 2012. The liquor license renewal forms were provided<br />

to all Class “C” license holders in August 2012.<br />

Operations Manager<br />

The Operations Manager received bids for a replacement Brush Truck <strong>and</strong> Sidemount Engine Truck<br />

for the Fire Division.<br />

The Operations Manager attended the annual Snow Plan Meeting at the Street Division.<br />

The Operations Manager received bids for a Bobcat Toolcat to be used by the Park Division.<br />

The Operations also attended meetings regarding Community Revitalization, Water Billing, <strong>and</strong><br />

Stormwater issues during this period.<br />

The Operations Manager prepared Bid Requests for replacement equipment including: a Dump<br />

Truck, Wheel Loader, <strong>and</strong> Road Grader to be used by the Street Division.


<strong>City</strong> Attorney<br />

During this period, the <strong>City</strong> Attorney’s <strong>of</strong>fice processed 56 ordinance violations for a year-to-date<br />

total <strong>of</strong> 1720.<br />

On October 15, the <strong>City</strong> Attorney met with other staff to discuss storm water issues.<br />

On October 17, the <strong>City</strong> Attorney participated in a League <strong>of</strong> Nebraska Municipalities Attorney’s<br />

Subcommittee conference call to discuss possible 2013 legislation.<br />

On October 18, the <strong>City</strong> Attorney met with other staff to discuss the small claims suit filed against<br />

the <strong>City</strong> by U.S.D., L.L.C. d/b/a Jet Wash.<br />

On October 18, the <strong>City</strong> Attorney met with other staff to discuss economic development.<br />

On October 23, the <strong>City</strong> Attorney met with other staff to discuss Woodl<strong>and</strong> Park sewer issues.<br />

On October 24, the <strong>City</strong> Attorney met with a <strong>City</strong> <strong>Council</strong> Subcommittee <strong>and</strong> other staff to discuss<br />

Woodl<strong>and</strong> Park sewer issues.<br />

On October 25, the <strong>City</strong> Attorney met with other staff to discuss storm water.<br />

During this period, the <strong>City</strong> Attorney’s <strong>of</strong>fice prepared an Agreement with Northeast Nebraska<br />

Beards <strong>and</strong> Spurs Chapter <strong>of</strong> the National Wild Turkey Federation for their use <strong>of</strong> the <strong>City</strong>’s<br />

auditorium for their annual fund raising banquet <strong>and</strong> Hunting Heritage Auction on February 2, 2013.<br />

During this period, the <strong>City</strong> Attorney’s <strong>of</strong>fice prepared an Agreement with Volo Disc Sports, Inc. for<br />

its use <strong>of</strong> the <strong>City</strong>’s disc golf courses in Ta-Ha-Zouka Park <strong>and</strong> Skyview Park to hold a disc golf<br />

tournament on April 27 <strong>and</strong> 28, 2013.<br />

During this period, the <strong>City</strong> Attorney’s <strong>of</strong>fice prepared an Ordinance amending Section 24-111 <strong>of</strong><br />

the Code to create a speed zone on 24 th Street from <strong>Norfolk</strong> Avenue to Taylor Avenue.<br />

During this period, the <strong>City</strong> Attorney’s <strong>of</strong>fice prepared an Ordinance amending Section 24-164 <strong>of</strong><br />

the Code to allow parking on a portion <strong>of</strong> West Omaha Avenue which is used as an access road to<br />

Vulcraft Division <strong>of</strong> Nucor Corporation.<br />

During this period, the <strong>City</strong> Attorney’s <strong>of</strong>fice prepared a Resolution related to the blighted <strong>and</strong><br />

subst<strong>and</strong>ard area referred to as the Southeast Corner <strong>of</strong> 13 th Street <strong>and</strong> Omaha Avenue. The<br />

Resolution rescinds Resolution No. 2012-42 due to an incorrect legal description, approves a new<br />

resolution with the correct legal description declaring the area as blighted <strong>and</strong> subst<strong>and</strong>ard, changes<br />

the reference name for the area from “Ramada Area” to “Southeast Corner <strong>of</strong> 13 th Street <strong>and</strong> Omaha<br />

Avenue”, <strong>and</strong> resolves that any redevelopment plans presented to the <strong>City</strong> for the blighted <strong>and</strong><br />

subst<strong>and</strong>ard area shall comply with the general concept shown on a depiction attached to the<br />

Resolution.


During this period, the <strong>City</strong> Attorney’s <strong>of</strong>fice prepared a Resolution to approve paving <strong>of</strong> the terrace<br />

<strong>and</strong> allow parking on the east side <strong>of</strong> property owned by Daniel <strong>and</strong> Connie Geary on the northwest<br />

corner <strong>of</strong> the intersection <strong>of</strong> 7 th Street <strong>and</strong> <strong>Norfolk</strong> Avenue where J’s Steakhouse <strong>and</strong> Wine Bar is<br />

located.<br />

Information Systems Manager<br />

The Information Systems Manager <strong>and</strong> Programmer/Analyst participated in a meeting with other<br />

city staff <strong>and</strong> representatives from a s<strong>of</strong>tware company to discuss a contract in response to an RFP<br />

for new financial <strong>and</strong> utility billing s<strong>of</strong>tware for the city.<br />

The Information Systems Manager began work on planning <strong>and</strong> implementation <strong>of</strong> a new data<br />

server. Our existing server has almost reached capacity for data storage.<br />

The Information Systems Manager <strong>and</strong> Programmer/Analyst along with police division staff<br />

participated in five demonstrations from E911 vendors <strong>and</strong> mapping vendors in response to an RFP.<br />

The Information Systems Manager <strong>and</strong> Programmer/Analyst participated in storm water meetings<br />

with other city staff to review procedures for construction permitting <strong>and</strong> inspection, <strong>and</strong> data<br />

collection.<br />

Information Systems staff completed training <strong>of</strong> Library staff for use <strong>of</strong> the new internal digital<br />

display sign. The sign is located just inside the front doors <strong>of</strong> the Library.<br />

The Information Systems Manager <strong>and</strong> Programmer/Analyst participated in a meeting with other<br />

city staff to review automatic bank withdrawal procedures for water bills. Changes were made to<br />

programs <strong>and</strong> procedures to print the withdrawal date on the water bill <strong>and</strong> adjust the withdrawal<br />

date to 15 days after the billing date from current 10 days.<br />

Human Resources<br />

Advertisement has been placed <strong>and</strong> applications are being received for the position <strong>of</strong> police <strong>of</strong>ficer.<br />

Written examinations were given to interested applications for the position <strong>of</strong> Police/Detective<br />

Sergeant. The Civil Service Commission, Police Chief <strong>and</strong> Human Resources Director interviewed<br />

those applications for this position.<br />

Written information has been provided to all employees regarding Title IV <strong>and</strong> the Medicare D<br />

requirements for creditable coverage. This information is provided annually by Federal m<strong>and</strong>ate.<br />

The Human Resources Director has been working with the Library Director as she begins her new<br />

duties.


Library<br />

During the time period <strong>of</strong> October 12 – 24, a total <strong>of</strong> 678 items were added to the library’s<br />

collection, including 532 books, 107 DVD’s, 26 recorded books, <strong>and</strong> 13 CD’s.<br />

Seven library employees attended the 2012 Tri-Conference (Mountain Plains Library Association,<br />

Nebraska Library Association, <strong>and</strong> Nebraska School Librarians Association) at the La Vista<br />

Conference Center on October 18 <strong>and</strong> 19.<br />

257 people attended the library’s Halloween Magic Show on October 25 th .<br />

Police Division<br />

Chief Mizner, Captain Chapman, Captain Bauer, Dispatch Supervisor Hanis <strong>and</strong> <strong>City</strong> IT personnel<br />

attended three 911 call-taking equipment demonstrations <strong>and</strong> two 911 mapping demonstrations as<br />

part <strong>of</strong> the evaluation phase <strong>of</strong> the 911 equipment upgrade RFP process.<br />

Sergeant Miller worked with the <strong>City</strong> Attorney’s Office <strong>and</strong> the Greater <strong>Norfolk</strong> Economic<br />

Development Foundation to develop an agreement for use <strong>of</strong> the property located at 2300 Riverside<br />

Boulevard for police training.<br />

Chief Mizner worked with St. Paul’s Lutheran Church to prepare a street closure agreement for the<br />

Church’s annual Trunk or Treat activity.<br />

Division personnel assisted with traffic control for three filming sessions for the “Nebraska” film.<br />

Chief Mizner attended the Bright Horizons Board <strong>of</strong> Directors meeting.<br />

Division personnel provided traffic control for the annual Red Ribbon Run.<br />

Chief Mizner <strong>and</strong> the Human Resources Director assisted the <strong>Norfolk</strong> Civil Service Commission<br />

during the sergeant promotional interviews.<br />

Sergeant Dave Bos has been promoted to Detective Sergeant <strong>and</strong> will assume comm<strong>and</strong> <strong>of</strong> the<br />

Criminal Investigations Unit. Corporal Chad Reiman has been promoted to Police Sergeant <strong>and</strong> will<br />

assume comm<strong>and</strong> <strong>of</strong> a patrol shift. These promotions are effective November 1, 2012.<br />

Chief Mizner was the speaker for the 38th Annual Topeka, Kansas <strong>Mayor</strong>’s Prayer Luncheon.<br />

Attached are the September division activity <strong>and</strong> the year-to-date activity reports.<br />

Fire Division<br />

The <strong>Norfolk</strong> fire fighters presented Fire Prevention programs to eight <strong>Norfolk</strong> Schools <strong>and</strong> hosted<br />

two tours <strong>of</strong> the station in celebration <strong>of</strong> Fire Prevention month.


On October 13, 2012, fire fighters Bobbi Risor <strong>and</strong> Lance Grothe attended an Incident Comm<strong>and</strong><br />

Status class in LaVista, NE.<br />

On Oct. 18-20, Chief Scott Cordes attended the Nebraska State Volunteer Firefighters Assoc.<br />

conference in Kearney, NE.<br />

On October 19, members <strong>of</strong> the <strong>Norfolk</strong> Fire Division participated in Career Day at the Ponca Tribe<br />

on Syracuse Ave.<br />

On Oct. 23 rd bids were opened for two new fire trucks that will be presented to <strong>City</strong> <strong>Council</strong>.<br />

On Oct. 25-26, 2012, Inspector Willie Nelson <strong>and</strong> Asst. Chief Jim Dooley attended the annual<br />

meeting <strong>of</strong> the Internal Association <strong>of</strong> Electrical Inspectors held in Kearney, NE.<br />

On Oct. 25, 2012, members <strong>of</strong> the <strong>Norfolk</strong> Fire Division attended a Fire Investigators seminar at the<br />

Life Long Learning Center, sponsored by EFI Global, Inc.<br />

Park Division<br />

Staff finished grubbing out <strong>and</strong> trimming trees along the property line between Skyview Park <strong>and</strong><br />

601 North 18 th Street.<br />

Staff has been winterizing areas <strong>of</strong> the parks during this period. Some water systems have been<br />

drained, nets <strong>and</strong> shades taken down <strong>and</strong> steps have been taken to ready the parks for closing for the<br />

winter season.<br />

Staff assisted the Water Division with the connection <strong>of</strong> the house at 1008 McKinley Avenue to the<br />

Ta-Ha-Zouka Park water system. That takes the property <strong>of</strong>f <strong>of</strong> well water.<br />

Staff has been working on season ending work at Veteran’s Memorial Park. Work has been ongoing<br />

on the winterizing <strong>and</strong> punch list at Aquaventure. The irrigation <strong>and</strong> sod work is now complete.<br />

The renovation <strong>of</strong> the baseball field infield is complete <strong>and</strong> the last <strong>of</strong> the concrete, around some<br />

water valves <strong>and</strong> around the football scoreboard, has been poured. Staff is maintaining the football<br />

facilities for the play<strong>of</strong>fs as all three local teams have the potential for playing home games.<br />

Street Division<br />

Street Crews worked with Porter Construction on dewatering the flood control diversion structure<br />

under the railroad crossing as removal <strong>of</strong> silt <strong>and</strong> debris progresses.<br />

The Street Crews were called in for sign maintenance <strong>and</strong> tree removal due to windy conditions.<br />

The Street Crews completed dirt work behind the “new Elkhorn cabin” in preparation for concrete<br />

placement.


Brine tanks were installed on assigned trucks, salt delivery was constant to fill storage dome, <strong>and</strong> a<br />

snow operations meeting was held to define employee roles <strong>and</strong> address changes, all in preparation<br />

for the 2012-2013 Winter Season.<br />

Street Sweeping is ongoing <strong>and</strong> both sweepers are in fall leaf mode.<br />

Street Crews completed assigned utility breaks, tamp backs, <strong>and</strong> ongoing patching, joint sealing, <strong>and</strong><br />

curb grinds.<br />

Solid Waste Division<br />

WPC staff is trying to resolve a blocked drain line in the Operation’s Building <strong>and</strong> continues with<br />

the water line replacement project in the solids h<strong>and</strong>ling building.<br />

On October 15 th , the Wastewater Supt. attended a stormwater meeting with <strong>City</strong> staff <strong>and</strong> Jesse<br />

Poore, a consultant the <strong>City</strong> is working with on the related ordinance. On October 25 th , he attended<br />

another stormwater meeting with <strong>City</strong> staff to discuss s<strong>of</strong>tware <strong>and</strong> compilation <strong>of</strong> data.<br />

On October 15 th & 16 th , WPC received 46,000 gallons <strong>of</strong> domestic waste sludge from the <strong>City</strong> <strong>of</strong><br />

Stanton <strong>and</strong> continue to receive semi loads <strong>of</strong> contaminated l<strong>and</strong>fill groundwater from the old<br />

CRD/<strong>Norfolk</strong> l<strong>and</strong>fill.<br />

On October 23 rd , the Public Works Director, Assistant <strong>City</strong> Engineer, Water & Sewer Director, <strong>and</strong><br />

Wastewater Supt. participated in a conference call with HDR engineering staff to discuss the sewer<br />

pipe replacement project on the west side <strong>of</strong> WPC.<br />

Western Ro<strong>of</strong>ing continues with the replacement <strong>of</strong> the operation’s building ro<strong>of</strong>. WPC staff<br />

replaced the vent pipes during this time.<br />

At Milk Specialties’ request, <strong>City</strong> staff obtained samples <strong>and</strong> analyzed them for their quarterly<br />

Discharge Monitoring Report. <strong>City</strong> staff also is working with Wis Pak at their request to perform<br />

extra lab analyses to help them determined if different operational techniques reduce their loading.<br />

Water Division<br />

Staff repaired fire hydrants at So. 22nd Drive & <strong>Norfolk</strong> Avenue, 1st & Jackson Avenue <strong>and</strong><br />

Johnson Park yard hydrant.<br />

Staff ran a water service line for the Mrsny cabin.<br />

Staff made a water tap for new water service line at 1209 So. 3 rd. The galvanized service line was<br />

ab<strong>and</strong>oned.<br />

Sewer Division<br />

Staff ran a camera in the 36” DIP sewer pipe to determine its condition at WPC.


Staff finished the annual cleaning <strong>of</strong> all sanitary sewer lines. This included all interceptors.
