with the NRD and others as the potential of the program is explored.
Finance Officer
Sales tax report: Attached is a spreadsheet showing October sales tax receipts (August sales). Sales
tax receipts are up $80,929.75 or 12.89% from last October going from $627,996.26 last year to
$708,926.01 this year. Motor vehicle tax increased $24,744.76 and consumer use tax increased
$8,998.74. The remaining increase comes from other sales tax. Sales tax receipts have increased
more than 10% in five out of the last six months.
Façade Improvement Program (FIP): The City received notice of release of funds for the 2011
Community Revitalization (CR) grant on October 16. Since the commitment of all the downtown
revitalization funding from the prior CR grants last summer, the City had been telling potential
applicants that they could apply after we received release of funds for the 2011 grant in the fall of
2012. On October 17, Sheila Rios notified the potential applicants that had previously contacted us
regarding the FIP, that we received release of funds and they could now submit applications to the
FIP. We have already received one application for funding with several more expected shortly.
Economic Development: Finance worked with the Economic Development Director on several
economic development projects that may utilize LB 840 funding or tax increment financing.
Keno compliance procedures (audit): The Nebraska Department of Revenue requires various
compliance procedures be performed by cities contracting for Keno operations. The City has
contracted with Christensen Brozek Faltys CPAs to perform these procedures through the FYE
September 30, 2012. Sheila Rios reviewed the required compliance procedures and staff believes
the City can conduct this “audit” of Big Red’s operations more cost-effectively internally than by
contracting with a CPA firm. Staff plans to perform the compliance procedures for the FYE
September 30, 2013. Sheila has already reviewed the recordings of five Keno games in October for
clarity and completeness and verified that the recordings agree with the winning numbers in the
transaction log.
City Clerk
The City Clerk and other staff met to discuss ACH (Automatic Clearing House) water bill
payments. City Code says, “Payments are due when the billings are made. Any payment not
received within fifteen (15) days after the billing is made shall be delinquent.” Staff also discussed
water billing cycles and ascertained that water billing cycles vary because of the weather, sickness,
holidays, as well as any number of factors associated with meter reading, uploading readings,
processing, printing and mailing bills. Because of the factors, the billing cycles cannot be held to a
constant date.
The City Clerk received notification from the Bureau of Justice Assistance (BJA) indicating the City
of Norfolk was awarded funding in the amount of $3,076.00 for the fiscal year 2012 Bulletproof
