Pickleball
courts
delayed
By Linda Dillman
Staff Writer
Canal Winchester pickleball players
have to wait a little longer to play on home
courts following a construction bid opening
where only one bid was received and it was
much higher than estimated.
The more than $823,000 lone bid for the
multi-court project, including lighting and
parking, was considerably larger than
expected Construction Services Director
Bill Sims said during the Sept. 5 Canal
Winchester City Council meeting.
Sims said his department is recommending
not awarding the bid at this time,
given the financial numbers they received.
“It will give us a chance to compare bid
costs with estimate costs,” said Sims in discussing
the engineer’s original $750,000
estimate for the McGill Park project.
“Electric costs were much higher than
anticipated. Fencing costs were much higher
than anticipated. We saw costs for specific
items up as well. There was some concern
with the time restraint setting asphalt
down by the end of the year and having
courts open by mid-May. That played a
part in the number of bids we saw.”
Sims is considering taking a second
look at costs, making adjustments and
going out for bid again later this year, but
moving the completion date to July 2024.
“It’s a little bit of a delay, but our expectation
is to see more bids and more realistic
pricing,” said Sims.
When asked what other communities
are doing in addressing the pickleball
craze, Sims said that Lancaster had no
bidders in their first round and only one in
their second round.
“They’re searching for a way to bring
about courts,” Sims said. “They’re probably
looking at similar options like we are.”
Canal Winchester Mayor Mike Ebert
and Canal Winchester City Council
commended Madison Township
Police officers and a Fairfield County
deputy for their actions on Aug. 18 at
the Groveport Madison at Canal
Winchester high school football
game. During the incident, three
modified firearms were confiscated
from four individuals ages 16 to 18
after a fight broke out. “The officers
acted swiftly and decisively in a highly
stressful environment, with many
moving pieces and many lives to protect,”
said Madison Township Police
Chief Gary York. “Because of their
intuition and teamwork with the
school administration, potential tragedy was circumvented,
and dangerous weapons were taken
off our streets.” The mayor and council viewed a
four-minute video compilation of body cam footage
depicting the events of that night. A proclamation
was read in commendation of Sgt. Nick Tiller, Sgt.
Angie Gamblin, Officer Brian Schwotzer, Officer
Keith Mallory, Officer Mathew Deskins, Officer
Adam Blake, Officer Darrian Jackson, Officer
James Hummel, and Deputy Matt Baughman, and
certificates were presented to each. “I couldn’t be
more proud of these officers,” said York. “As a
result of these arrests, the Franklin County
Juvenile Prosecutors have charged the first-ever
juvenile with possession of a ‘Glock switch,’ and as
of now, the judge has not granted bail on that individual.
The other three suspects were released on
bond.” The officers, who represent nearly 100
years of combined experience, were met with a
standing ovation at the conclusion of the presentation.
The Groveport Madison Board of Education
also invited the Madison Township Police
Department to its Sept. 13 meeting to honor their
work during the Aug. 18 incident. At their Sept. 26
meeting, the Madison Township trustees will recognize
the officers, two Groveport Madison administrative
staff members, and a civilian who assisted
the officers. State Senator Michele Reynolds is
expected to present state-sponsored awards to the
officers and the civilians who stepped in to aid officers.

Lockbourne takes steps for growth
By Linda Dillman
Staff Writer
An agreement years in the making
became reality when the village of
Lockbourne and city of Columbus came to
terms on utility and development in order
to expand the service area.
“(We) signed a water agreement, sewer
agreement, and economic development
agreement on Aug. 24, which will expand
the water and service area,” said
Lockbourne Mayor Christie Ward. “This
will give Lockbourne an opportunity to
grow and develop, which will bring revenue
into the village.”
The water agreement is for 25 years
and the economic development agreement
is for 10 years.
“This is a game changer for
Lockbourne and will make the village sustainable,”
said Ward. “Lockbourne will
now be able to expand its boundaries
south to the Pickaway County line, east to
the CSX railroad and west to Rt 23.”
With Columbus services now extended
to the village–whose borders include
Franklin and Pickaway counties–
Lockbourne Land LLC filed a petition for the annexation
of 114.2 acres of land along Morehead Road near
State Route 23.
According to Ward, the developer hopes to begin
phase one of a development in spring of 2024 with
excavation east of Morehead Road at Rowe Road The
company intends to build up the land west of
Morehead Road in preparation for commercial development
along State Route 23 within three years.
“The Lockbourne Planning Commission will be
working with the property owners on zoning and
future development,” Ward said.
There are approximately 250 residents comprising
100 households in Lockbourne on the outskirts of
Rickenbacker International Airport.
In 1993, the Lockbourne Village Council passed an
Volunteers are sought for Apple Butter Day, which
is celebrating its 50th anniversary this year.
Volunteers will make the apple butter on Oct. 7,
beginning around 6 a.m. and will need help stirring
until around 2 p.m. Any help you can give during those
hours would be appreciated, even if it's only 30 minutes.
At 2 p.m. the canning process begins and additional
people are needed to help with ladling, labeling,
and packing up the jars while others keep the remaining
kettles going.
Volunteers are also needed on Apple Butter Day on
Oct. 14 to sell apple butter on bread slices, sell jars of
apple and pumpkin butter, sell quilt raffle tickets, and
While there were earlier attempts to establish an
agreement with Columbus, Ward said the relationship
between the village and the city was strained from
past administrations.
“One of my priorities as mayor was to rebuild the
relationship with Columbus, so we could come to this
moment,” Ward said. “We want the village to grow and
be sustainable, but want to do it in a smart way.
Residents move into Lockbourne because it is a small,
quiet community. As we grow, we want to make sure
that we don’t lose that small town feel and that the
character of the town remains.”
Biennium
Budget Highlights,
Part 5
In this part of my series about Ohio’s biennium fiscal
2024-25 budget, I am highlighting more amendments
I sponsored and co-sponsored related to K12
education that the legislature approved, and that
Governor DeWine signed into law.
As I mentioned in my last issue’s article, the two
most important amendments related to K12 education
funding I co-sponsored were utilizing current
salary inputs for the Fair School Funding Plan, which
resulted in over $800 million more for our Ohio public
schools and the establishment of a statewide task
force to define the cost of educating economically
disadvantaged students. In addition to these, 16
more of my amendments made it into the final
budget.
Among them was language to assure that dollars allocated
to schools for gifted student education get
used solely for the benefit of these designated
young people. Too often services for our most able
students get spent on other needs. A second
amendment increased funding for high school Advanced
Placement testing. These two amendments
will help to ensure that our best and brightest continue
to be encouraged and challenged.
Another amendment increased funding by
$750,000 to the PAST Foundation, an organization
providing advanced professional development to
teachers in mathematics and science. This group
has been successful at helping educators provide
quality instruction in M/S curriculum. It has a
proven track record of reaching large numbers of
teachers (and, therefore, students) cost effectively,
which has led to increased test scores for affected
students. I also co-sponsored a measure that increased
funding beyond the $300 million already allocated
to career technical school facilities and
equipment. Yet a third amendment established a
permanent liaison position for school counseling
within the Department of Education.
We also wanted to make sure that our most vulnerable
students were taken care of adequately. We increased
funding limits for the Jon Peterson
Scholarships, which help to fund extra services for
autistic and other special needs young people. We
added funding for adaptive sports programs and
dyslexia professional development to help teachers
better identify students with vision deficiencies.
Finally, we relaxed a FAFSA completion requirement
for high school graduation, instead making it part
of financial literacy curriculum for high school students,
and redefined the bus transportation penalty
to reduce its financial effect on school districts already
challenged with a shortage of drivers.
I will highlight successful amendments in other
areas of the budget in my next communication with
you
(Dave Dobos represents the 10th District in the Ohio
September 24, 2023 - SOUTH & CANAL WINCHESTER MESSENGER - PAGE 7
A bi-monthly feature celebrating our
community’s senior citizens
Eat healthy at age 50 and beyond
Maintaining a healthy
diet takes discipline
A balanced diet is an integral element of
a healthy lifestyle for men, women and
children alike.
But while kids and young adults might
be able to get away with an extra cheeseburger
here or there, men and women
approaching 50 have less leeway.
According to the National Institute on
Aging, simply counting calories without
regard for the foods being consumed is not
enough for men and women 50 and older to
maintain their long-term health.
Rather, the NIA emphasizes the importance
of choosing low-calorie foods that
have a lot of the nutrients the body needs.
But counting calories can be an effective
and simple way to maintain a healthy
weight, provided those calories are coming
from nutrient-rich foods.
The NIA advises men and women over
50 adhere to the following daily calorie
intake recommendations as they attempt
to stay healthy into their golden years.
Women:
•Not physically active: 1,600 calories.
•Somewhat active: 1,800 calories.
•Active lifestyle: between 2,000 and
2,200 calories.
Men:
•Not physically active: 2,000 calories.
•Somewhat active: between 2,200 and
2,400 calories.
•Active lifestyle: between 2,400 and
2,800 calories.
When choosing foods to eat, the NIA recommends
eating many different colors and
types of vegetables and fruits.
Phytochemicals are substances that occur
naturally in plants, and there are thousands
of these substances offering various
benefits.
The NIA also advises that men and
women over 50 make sure at least half the
grains in their diets are whole grains.
Numerous studies have discovered the various
benefits of whole grains, which are
loaded with protein, fiber, antioxidants and
other nutrients.
Another potential hurdle men and
women over 50 may encounter is a change
in their sense of smell and taste.
A person’s sense of smell may fade with
age, and because smell and taste are so
closely related, foods enjoyed for years may
no longer tantalize the taste buds.
That can be problematic, as many people
instinctually add more salt to foods
they find bland. According to the U.S.
Office of Disease Prevention and Health
Promotion, older adults should consume no
more than 1,500 milligrams of sodium per
day.
That equates to roughly 3/4 teaspoon of
salt. Older men and women should resist
the temptation to use salt to add flavor to
foods, instead opting for healthy foods that
they can still smell and taste.
Maintaining a healthy diet after 50 may
require some hard work and discipline.
But the long-term benefits of a healthy
diet make the extra effort well worth it.
Active adult living
is carefree,
maintenance-free
and fun
Through technology, diet, fitness and medicine, adults are active, living
healthier and longer. Today’s consumer wants choices that meet and exceed
their lifestyle expectations. After age 55, you may be working and still managing
all the responsibilities of home ownership. At some point, you may
begin exploring options for a simpler lifestyle that affords more time to pursue
travel, hobbies, and freedom to be on the go.
Active adult communities offer the space and environment for a socially
engaging resident experience. An active lifestyle is rich with social engagement,
physical fitness, intellectual and educational endeavors, creative, regular
programming, and entertainment events are directed by residents or led
by your friends and neighbors in the community.
While active adult communities are new to central Ohio, it is a growing
segment of multi-family residential properties across the country. These
communities are meant to provide all the comforts of a single-family home
with the convenience of being in a walkable neighborhood or a short drive
from shopping, dining, entertainment, and healthcare. Such offerings fit
with active adult consumers’ priorities, which can include housing accessibility,
affordability, ease of maintenance, outdoor spaces for relaxation,
proximity to shopping and activities, social interaction and connectivity and
access to support and concierge services.
Active adult living provides a social lifestyle that comes with being
empty nesters and/or retired and having more time to learn, play, explore
and make new and lasting friends on the same journey.
What to do after high blood pressure diagnosis
Hypertension, a condition marked by abnormally
high blood pressure, is more common than many people
may recognize. A 2021 report from the U.S.
Department of Health and Human Services indicated
that nearly half of adults in the United States, or
roughly 116 million people, have hypertension. And
hypertension isn’t exclusive to Americans, as the
World Health Organization notes that the number of
people living with the condition has doubled to 1.28
billion since 1990.
Despite its prevalence, hypertension is not normal,
nor is it something to take lightly. The American
Heart Association notes that, if left undetected or
uncontrolled, hypertension can lead to an assortment
of serious, and potentially deadly, conditions, including
heart attack, stroke, heart failure, and kidney disease.
Since the threat posed by high blood pressure is so
significant, it’s imperative that individuals know what
to do upon being diagnosed with hypertension. The
AHA notes that individuals diagnosed with hypertension
can try various strategies to get their number
down to a normal, healthy range.
• Eat a healthy, low-salt diet. A diet that’s rich in
fruits, vegetables, whole grains, low-fat dairy products,
skinless poultry and fish, nuts and legumes, and
non-tropical vegetable oils ensures people are getting
ample nutrition from healthy sources. The DASH
(Dietary Approaches to Stop Hypertension) eating
plan is designed specifically to help people manage
their blood pressure and emphasizes limiting salt, red
meat and foods with added sugars, including sweets
and sugary beverages. It’s important that all people,
and especially those with high blood pressure, limit
their salt intake, as sodium is known to increase blood
pressure.
• Avoid excessive alcohol consumption. The AHA
notes that excessive alcohol consumption can raise
blood pressure. The AHA urges individuals to limit
their alcohol intake to no more than two drinks per
day for men and no one more than one drink per day
for women.
• Exercise regularly. Routine exercise benefits the
heart in myriad ways, including helping people control
high blood pressure. Individuals recently diagnosed
with high blood pressure who are unaccustomed to
physical activity should work with their physicians
and a personal trainer to design an exercise regimen
that’s within their abilities. As their bodies get used to
increased physical activity, people can then work with
the same individuals to tweak their routines so they
can keep making progress toward their fitness goals.
Routine exercise also helps to reduce stress, which the
AHA notes is another step people with hypertension
should take to lower their blood pressure.
• Shed extra weight. Each of the aforementioned
strategies can help people shed extra weight, which is
another step the AHA recommends for people with
high blood pressure. The AHA notes that losing as few
as 10 pounds can help to manage high blood pressure.
Maintaining a healthy weight also reduces strain on
the heart, thus lowering the risk for high blood pressure
and the conditions that can arise from it.
More than 1.2 billion people across the globe are
currently living with high blood pressure. Taking
steps to reduce hypertension is a great way to promote
long-term health and overcome this often silent killer.
When losing a loved one, religious traditions
honor those lost and help bring us peace. You
might know how your faith honors loved ones,
but other faiths may be different.
Christian:
Loved ones usually send flowers, cards, or
food to help a grieving family. Those who passed
are typically dressed in something nice or their
favorite clothing.
Catholicism:
Catholics mark death in three stages: the
wake, the funeral mass, and the committal. It is
tradition for mourners to wear dark clothing.
Judaism:
Traditional Jewish funerals are typically very
simple. The loved one is washed thoroughly and
is buried wearing linens called a tachrichim. The
burial must happen within three days. Mourners
grieve by sitting shiva with loved ones.
Hinduism:
Traditions and faith
Typically, Hindus believe their dead should be
Voters to decide
on library levy
By Rick Palsgrove
Managing Editor
Voters on Nov. 7 will decide on a 1.5 mill additional continuing
levy (without expiration) for the Columbus Metropolitan Library.
According to library officials, if the levy is approved, the resulting
tax would generate $39 million during the first year of collection.
It would generate $53 for $100,000 property value per year.
The Columbus Metropolitan Library is funded by two primary
sources: the state of Ohio’s Public Library Fund and voterapproved
local property tax levy.
“In 2010, Franklin County voters approved a 2.8 mill continuing
property tax levy,” said Ben Zenitsky, communications specialist
for the Columbus Metropolitan Library. “This levy will stay
in place as it doesn’t expire. As property valuations increase during
triennial updates and reappraisal periods, Columbus
Metropolitan Library does not receive additional property tax revenue.
Instead, the voted millage is reduced in order to generate
the same amount of tax revenue for Columbus Metropolitan
Library as approved by voters in 2010.”
Zenitsky said that in 2023, the Columbus Metropolitan
Library’s 2010 2.8 mill levy now collects at an effective rate of 2.18
mills. As property values have risen over the last 13 years, the
millage has been reduced to the 2.18 effective rate. Income from
the 2010 levy has increased an average of 0.4 percent per year
since the first year of collection in 2011.
“The levy will fund operating expenses for continued investments
in materials, resources, technology, programs and facilities,”
said Zenitsky. “Like other organizations, the cost to operate
24 buildings and serve nearly one million residents increases over
time as materials, supplies, utilities, wages and other necessary
operational costs increase each year. The income from the
library’s 2010 levy has increased an average of 0.4 percent per
year since the first year of collection in 2011. New revenue
ensures that the library can sustain operations and avoid a financial
deficit.”
The Columbus Metropolitan Library is a county district library
system serving the residents of Franklin County, except for those
residents who reside in the service areas of the other six library
systems within the county (Bexley, Upper Arlington, Grandview,
Southwest, Worthington and Westerville). Residents of the
Columbus Metropolitan Library district will vote on the levy.
If voters reject the levy, library officials said the library system’s
Board of Trustees “will assess the budget implications and
consider necessary cost reduction measures to prevent a financial
deficit.”
The Truth About SB147
Dear Neighbor,
I recently introduced Senate Bill 147, legislation
allowing voters to easily update their
party affiliation on the voter registration form.
The idea for this bill came from discussions
with my constituents, who are concerned
about their inability to update their voter registrations
to reflect their values until a primary
election in even-numbered years. Senate Bill
147 modernizes voter registrations in Ohio.
This voter-friendly bill not only empowers voters
to become more civically engaged, but allows
voters the flexibility to join a political
party of their choice at any time, eliminating
the two-year waiting period.
Senate Bill 147 allows voters to update their
party affiliation at any time up to 30 days before
a primary election. Currently, a voter's
party affiliation is solely determined by the
last primary ballot they used.
While primary elections are traditionally partisan,
the bill aims to reduce barriers to entry
by enabling individuals to align with a party
in real time. The legislation also moves Ohio's
primary elections to a closed system, which
means a voter must be registered with a political
party to vote using that party's ballot.
This change does not affect the issue of voting
for unaffiliated voters.
Senate Bill 147 has now been referred to the
General Government committee for public
hearings. I look forward to hearing from you
as the bill moves forward in the process.
Results matter, so let’s work together. Subscribe
and follow me on social media for
However, Councilwoman Laurie Amick
said asking for voting rights on a non-profit
board and asking them to change their bylaws–in
her opinion–is government overreach.
She said there is a possibility of an
ethics issue.
“We run the risk of not demonstrating
trust without just cause for the organizations
that thoroughly serve this community,”
said Amick. “These organizations do a
lot for our community.”
Amick said she was advised by a representative
of the Ohio ethics board that
council should “probably” not have a voting
member on the Destination: Canal
Winchester board. Since council approves
the city’s budget, it could cause ethical violations
because the organization receives
city money and city streets are used for a
festival administered by the organization.
“I was told it’s much better that a council
representative is not a voting member,”
said Amick.
According to the proposed resolution,
bed tax revenue would be placed in a separate
fund for Destination: Canal
Winchester, subject to the organization’s
performance on a specific set of terms and
conditions defined in the ordinance.
