Pickleball<br />

<strong>Canal</strong> <strong>Winchester</strong> pickleball players<br />

have to wait a little longer to play on home<br />

courts following a construction bid opening<br />

where only one bid was received and it was<br />

much higher than estimated.<br />

The more than $823,000 lone bid for the<br />

multi-court project, including lighting and<br />

parking, was considerably larger than<br />

expected Construction Services Director<br />

Bill Sims said during the Sept. 5 <strong>Canal</strong><br />

<strong>Winchester</strong> City Council meeting.<br />

Sims said his department is recommending<br />

not awarding the bid at this time,<br />

given the financial numbers they received.<br />

“It will give us a chance to compare bid<br />

costs with estimate costs,” said Sims in discussing<br />

the engineer’s original $750,000<br />

estimate for the McGill Park project.<br />

“Electric costs were much higher than<br />

anticipated. Fencing costs were much higher<br />

than anticipated. We saw costs for specific<br />

items up as well. There was some concern<br />

with the time restraint setting asphalt<br />

down by the end of the year and having<br />

courts open by mid-May. That played a<br />

part in the number of bids we saw.”<br />

Sims is considering taking a second<br />

look at costs, making adjustments and<br />

going out for bid again later this year, but<br />

moving the completion date to July 2024.<br />

“It’s a little bit of a delay, but our expectation<br />

is to see more bids and more realistic<br />

pricing,” said Sims.<br />

When asked what other communities<br />

are doing in addressing the pickleball<br />

craze, Sims said that Lancaster had no<br />

bidders in their first round and only one in<br />

their second round.<br />

“They’re searching for a way to bring<br />

about courts,” Sims said. “They’re probably<br />

looking at similar options like we are.”<br />

<strong>Canal</strong> <strong>Winchester</strong> Founders Day<br />

The <strong>Canal</strong> <strong>Winchester</strong> Area Historical Society will<br />

hold its annual Founders Day at the historic complex,<br />

10 W. Oak St., in <strong>Canal</strong> <strong>Winchester</strong>, on Oct. 14, from<br />

9 a.m. to 3 p.m. It’s a fun and educational day showcasing<br />

the historic complex.<br />

Volunteers will dress in Civil War era clothing and<br />

show visitors about life in <strong>Canal</strong> <strong>Winchester</strong> during<br />

the 1860s.<br />

The day begins with the rededicating of the plaque<br />

in the historic complex for Pvt. Alfred Cannon and by<br />

a proclamation from the city naming Oct.14, <strong>2023</strong><br />

“Alfred Cannon Day.”<br />

The Sons of the Union of the Civil War, William<br />

McKinley Camp 21 from Lancaster will set up an<br />

encampment and fire cannons.<br />

An Abraham Lincoln impersonator will be on<br />

grounds and give the Gettysburg Address from the<br />

back of the train and wander the grounds interacting<br />

with visitors.<br />

Music will be provided by Steve Bell and his wife<br />

who play Civil War era music.<br />

Roxanne Sams will read and sign her book,<br />

“Whispers from the Shadows: an Underground<br />

Railroad Mystery (The Relic Detectives Book 1).”<br />

There will also be Civil War era children’s games.<br />

Vendors will sell pies, handcrafted small batch fruit<br />

jams and butters, heirloom axe and tool restorations,<br />

handmade leather goods, useful gifts for home, camp,<br />

and garden, wood bowls, cutting and serving boards,<br />

woven rugs, scarves and table runners and dyed silk<br />

products, handmade soaps, honey, and beeswax products,<br />

homemade salsas, and more.<br />

Railroad project in Obetz<br />

The Ohio Rail Development Commission, in cooperation<br />

with the City of Obetz and CSX Transportation,<br />

is planning a railroad crossing reconstruction project<br />

at Alum Creek Drive in Obetz. While the schedule is<br />

still being developed, the project is projected to occur<br />

this fall. The exact dates will be shared soon.<br />

The project aims to improve the roadway surface of<br />

the railroad crossing.<br />

Alum Creek Drive at the CSXT railroad crossing<br />

will be closed for up to 10 days while reconstruction<br />

work is completed.<br />

A detour has been developed for this project utilizing<br />

Williams Road, <strong>South</strong> Hamilton Road, London-<br />

Groveport Road, and Groveport Road.<br />

<strong>Canal</strong> <strong>Winchester</strong> Mayor Mike Ebert<br />

and <strong>Canal</strong> <strong>Winchester</strong> City Council<br />

commended Madison Township<br />

Police officers and a Fairfield County<br />

deputy for their actions on Aug. 18 at<br />

the Groveport Madison at <strong>Canal</strong><br />

<strong>Winchester</strong> high school football<br />

game. During the incident, three<br />

modified firearms were confiscated<br />

from four individuals ages 16 to 18<br />

after a fight broke out. “The officers<br />

acted swiftly and decisively in a highly<br />

stressful environment, with many<br />

moving pieces and many lives to protect,”<br />

said Madison Township Police<br />

Chief Gary York. “Because of their<br />

intuition and teamwork with the<br />

school administration, potential tragedy was circumvented,<br />

and dangerous weapons were taken<br />

off our streets.” The mayor and council viewed a<br />

four-minute video compilation of body cam footage<br />

depicting the events of that night. A proclamation<br />

was read in commendation of Sgt. Nick Tiller, Sgt.<br />

Angie Gamblin, Officer Brian Schwotzer, Officer<br />

Keith Mallory, Officer Mathew Deskins, Officer<br />

Adam Blake, Officer Darrian Jackson, Officer<br />

James Hummel, and Deputy Matt Baughman, and<br />

certificates were presented to each. “I couldn’t be<br />

more proud of these officers,” said York. “As a<br />

result of these arrests, the Franklin County<br />

Juvenile Prosecutors have charged the first-ever<br />

juvenile with possession of a ‘Glock switch,’ and as<br />

of now, the judge has not granted bail on that individual.<br />

The other three suspects were released on<br />

bond.” The officers, who represent nearly 100<br />

years of combined experience, were met with a<br />

standing ovation at the conclusion of the presentation.<br />

The Groveport Madison Board of Education<br />

also invited the Madison Township Police<br />

Department to its Sept. 13 meeting to honor their<br />

work during the Aug. 18 incident. At their Sept. 26<br />

meeting, the Madison Township trustees will recognize<br />

the officers, two Groveport Madison administrative<br />

staff members, and a civilian who assisted<br />

the officers. State Senator Michele Reynolds is<br />

expected to present state-sponsored awards to the<br />

officers and the civilians who stepped in to aid officers.

Lockbourne takes steps for growth<br />

An agreement years in the making<br />

became reality when the village of<br />

Lockbourne and city of Columbus came to<br />

terms on utility and development in order<br />

to expand the service area.<br />

“(We) signed a water agreement, sewer<br />

agreement, and economic development<br />

agreement on Aug. 24, which will expand<br />

the water and service area,” said<br />

Lockbourne Mayor Christie Ward. “This<br />

will give Lockbourne an opportunity to<br />

grow and develop, which will bring revenue<br />

into the village.”<br />

The water agreement is for 25 years<br />

and the economic development agreement<br />

is for 10 years.<br />

“This is a game changer for<br />

Lockbourne and will make the village sustainable,”<br />

said Ward. “Lockbourne will<br />

now be able to expand its boundaries<br />

south to the Pickaway County line, east to<br />

the CSX railroad and west to Rt 23.”<br />

With Columbus services now extended<br />

to the village–whose borders include<br />

Franklin and Pickaway counties–<br />

Lockbourne Land LLC filed a petition for the annexation<br />

of 114.2 acres of land along Morehead Road near<br />

State Route 23.<br />

According to Ward, the developer hopes to begin<br />

phase one of a development in spring of 2024 with<br />

excavation east of Morehead Road at Rowe Road The<br />

company intends to build up the land west of<br />

Morehead Road in preparation for commercial development<br />

along State Route 23 within three years.<br />

“The Lockbourne Planning Commission will be<br />

working with the property owners on zoning and<br />

future development,” Ward said.<br />

There are approximately 250 residents comprising<br />

100 households in Lockbourne on the outskirts of<br />

Rickenbacker International Airport.<br />

Volunteers are sought for Apple Butter Day, which<br />

is celebrating its 50th anniversary this year.<br />

Volunteers will make the apple butter on Oct. 7,<br />

beginning around 6 a.m. and will need help stirring<br />

until around 2 p.m. Any help you can give during those<br />

hours would be appreciated, even if it's only 30 minutes.<br />

At 2 p.m. the canning process begins and additional<br />

people are needed to help with ladling, labeling,<br />

and packing up the jars while others keep the remaining<br />

kettles going.<br />

Volunteers are also needed on Apple Butter Day on<br />

Oct. 14 to sell apple butter on bread slices, sell jars of<br />

apple and pumpkin butter, sell quilt raffle tickets, and<br />

wastewater system and property owners tapped into<br />

sanitary lines at that time.<br />

While there were earlier attempts to establish an<br />

agreement with Columbus, Ward said the relationship<br />

between the village and the city was strained from<br />

past administrations.<br />

“One of my priorities as mayor was to rebuild the<br />

relationship with Columbus, so we could come to this<br />

moment,” Ward said. “We want the village to grow and<br />

be sustainable, but want to do it in a smart way.<br />

Residents move into Lockbourne because it is a small,<br />

quiet community. As we grow, we want to make sure<br />

that we don’t lose that small town feel and that the<br />

character of the town remains.”<br />

Biennium<br />

Budget Highlights,<br />

Part 5<br />

In this part of my series about Ohio’s biennium fiscal<br />

2024-25 budget, I am highlighting more amendments<br />

I sponsored and co-sponsored related to K12<br />

education that the legislature approved, and that<br />

Governor DeWine signed into law.<br />

As I mentioned in my last issue’s article, the two<br />

most important amendments related to K12 education<br />

funding I co-sponsored were utilizing current<br />

salary inputs for the Fair School Funding Plan, which<br />

resulted in over $800 million more for our Ohio public<br />

schools and the establishment of a statewide task<br />

force to define the cost of educating economically<br />

disadvantaged students. In addition to these, 16<br />

more of my amendments made it into the final<br />

budget.<br />

Among them was language to assure that dollars allocated<br />

to schools for gifted student education get<br />

used solely for the benefit of these designated<br />

young people. Too often services for our most able<br />

students get spent on other needs. A second<br />

amendment increased funding for high school Advanced<br />

Placement testing. These two amendments<br />

will help to ensure that our best and brightest continue<br />

to be encouraged and challenged.<br />

Another amendment increased funding by<br />

$750,000 to the PAST Foundation, an organization<br />

providing advanced professional development to<br />

teachers in mathematics and science. This group<br />

has been successful at helping educators provide<br />

quality instruction in M/S curriculum. It has a<br />

proven track record of reaching large numbers of<br />

teachers (and, therefore, students) cost effectively,<br />

which has led to increased test scores for affected<br />

students. I also co-sponsored a measure that increased<br />

funding beyond the $300 million already allocated<br />

to career technical school facilities and<br />

equipment. Yet a third amendment established a<br />

permanent liaison position for school counseling<br />

within the Department of Education.<br />

We also wanted to make sure that our most vulnerable<br />

students were taken care of adequately. We increased<br />

funding limits for the Jon Peterson<br />

Scholarships, which help to fund extra services for<br />

autistic and other special needs young people. We<br />

added funding for adaptive sports programs and<br />

dyslexia professional development to help teachers<br />

better identify students with vision deficiencies.<br />

Finally, we relaxed a FAFSA completion requirement<br />

for high school graduation, instead making it part<br />

of financial literacy curriculum for high school students,<br />

and redefined the bus transportation penalty<br />

to reduce its financial effect on school districts already<br />

challenged with a shortage of drivers.<br />

I will highlight successful amendments in other<br />

areas of the budget in my next communication with<br />

you<br />

Eat healthy at age 50 and beyond<br />

Maintaining a healthy<br />

diet takes discipline<br />

A balanced diet is an integral element of<br />

a healthy lifestyle for men, women and<br />

children alike.<br />

But while kids and young adults might<br />

be able to get away with an extra cheeseburger<br />

here or there, men and women<br />

approaching 50 have less leeway.<br />

According to the National Institute on<br />

Aging, simply counting calories without<br />

regard for the foods being consumed is not<br />

enough for men and women 50 and older to<br />

maintain their long-term health.<br />

Rather, the NIA emphasizes the importance<br />

of choosing low-calorie foods that<br />

have a lot of the nutrients the body needs.<br />

But counting calories can be an effective<br />

and simple way to maintain a healthy<br />

weight, provided those calories are coming<br />

from nutrient-rich foods.<br />

The NIA advises men and women over<br />

50 adhere to the following daily calorie<br />

intake recommendations as they attempt<br />

to stay healthy into their golden years.<br />

Women:<br />

•Not physically active: 1,600 calories.<br />

•Somewhat active: 1,800 calories.<br />

•Active lifestyle: between 2,000 and<br />

2,200 calories.<br />

Men:<br />

•Not physically active: 2,000 calories.<br />

•Somewhat active: between 2,200 and<br />

2,400 calories.<br />

•Active lifestyle: between 2,400 and<br />

2,800 calories.<br />

When choosing foods to eat, the NIA recommends<br />

eating many different colors and<br />

types of vegetables and fruits.<br />

Phytochemicals are substances that occur<br />

naturally in plants, and there are thousands<br />

of these substances offering various<br />

benefits.<br />

The NIA also advises that men and<br />

women over 50 make sure at least half the<br />

grains in their diets are whole grains.<br />

Numerous studies have discovered the various<br />

benefits of whole grains, which are<br />

loaded with protein, fiber, antioxidants and<br />

other nutrients.<br />

Another potential hurdle men and<br />

women over 50 may encounter is a change<br />

in their sense of smell and taste.<br />

A person’s sense of smell may fade with<br />

age, and because smell and taste are so<br />

closely related, foods enjoyed for years may<br />

no longer tantalize the taste buds.<br />

That can be problematic, as many people<br />

instinctually add more salt to foods<br />

they find bland. According to the U.S.<br />

Office of Disease Prevention and Health<br />

Promotion, older adults should consume no<br />

more than 1,500 milligrams of sodium per<br />

day.<br />

That equates to roughly 3/4 teaspoon of<br />

salt. Older men and women should resist<br />

the temptation to use salt to add flavor to<br />

foods, instead opting for healthy foods that<br />

they can still smell and taste.<br />

Maintaining a healthy diet after 50 may<br />

require some hard work and discipline.<br />

But the long-term benefits of a healthy<br />

diet make the extra effort well worth it.<br />

proximity to shopping and activities, social interaction and connectivity and<br />

access to support and concierge services.<br />

Active adult living provides a social lifestyle that comes with being<br />

empty nesters and/or retired and having more time to learn, play, explore<br />

and make new and lasting friends on the same journey.<br />

What to do after high blood pressure diagnosis<br />

Hypertension, a condition marked by abnormally<br />

high blood pressure, is more common than many people<br />

may recognize. A 2021 report from the U.S.<br />

Department of Health and Human Services indicated<br />

that nearly half of adults in the United States, or<br />

roughly 116 million people, have hypertension. And<br />

hypertension isn’t exclusive to Americans, as the<br />

World Health Organization notes that the number of<br />

people living with the condition has doubled to 1.28<br />

billion since 1990.<br />

Despite its prevalence, hypertension is not normal,<br />

nor is it something to take lightly. The American<br />

Heart Association notes that, if left undetected or<br />

uncontrolled, hypertension can lead to an assortment<br />

of serious, and potentially deadly, conditions, including<br />

heart attack, stroke, heart failure, and kidney disease.<br />

Since the threat posed by high blood pressure is so<br />

significant, it’s imperative that individuals know what<br />

to do upon being diagnosed with hypertension. The<br />

AHA notes that individuals diagnosed with hypertension<br />

can try various strategies to get their number<br />

down to a normal, healthy range.<br />

• Eat a healthy, low-salt diet. A diet that’s rich in<br />

fruits, vegetables, whole grains, low-fat dairy products,<br />

skinless poultry and fish, nuts and legumes, and<br />

non-tropical vegetable oils ensures people are getting<br />

ample nutrition from healthy sources. The DASH<br />

(Dietary Approaches to Stop Hypertension) eating<br />

plan is designed specifically to help people manage<br />

their blood pressure and emphasizes limiting salt, red<br />

meat and foods with added sugars, including sweets<br />

and sugary beverages. It’s important that all people,<br />

and especially those with high blood pressure, limit<br />

their salt intake, as sodium is known to increase blood<br />

pressure.<br />

• Avoid excessive alcohol consumption. The AHA<br />

notes that excessive alcohol consumption can raise<br />

blood pressure. The AHA urges individuals to limit<br />

their alcohol intake to no more than two drinks per<br />

day for men and no one more than one drink per day<br />

for women.<br />

• Exercise regularly. Routine exercise benefits the<br />

heart in myriad ways, including helping people control<br />

high blood pressure. Individuals recently diagnosed<br />

with high blood pressure who are unaccustomed to<br />

physical activity should work with their physicians<br />

and a personal trainer to design an exercise regimen<br />

that’s within their abilities. As their bodies get used to<br />

increased physical activity, people can then work with<br />

the same individuals to tweak their routines so they<br />

can keep making progress toward their fitness goals.<br />

Routine exercise also helps to reduce stress, which the<br />

AHA notes is another step people with hypertension<br />

should take to lower their blood pressure.<br />

• Shed extra weight. Each of the aforementioned<br />

strategies can help people shed extra weight, which is<br />

another step the AHA recommends for people with<br />

high blood pressure. The AHA notes that losing as few<br />

as 10 pounds can help to manage high blood pressure.<br />

Maintaining a healthy weight also reduces strain on<br />

the heart, thus lowering the risk for high blood pressure<br />

and the conditions that can arise from it.<br />

More than 1.2 billion people across the globe are<br />

currently living with high blood pressure. Taking<br />

steps to reduce hypertension is a great way to promote<br />

long-term health and overcome this often silent killer.<br />

Voters to decide<br />

on library levy<br />

Voters on Nov. 7 will decide on a 1.5 mill additional continuing<br />

levy (without expiration) for the Columbus Metropolitan Library.<br />

According to library officials, if the levy is approved, the resulting<br />

tax would generate $39 million during the first year of collection.<br />

It would generate $53 for $100,000 property value per year.<br />

The Columbus Metropolitan Library is funded by two primary<br />

sources: the state of Ohio’s Public Library Fund and voterapproved<br />

local property tax levy.<br />

“In 2010, Franklin County voters approved a 2.8 mill continuing<br />

property tax levy,” said Ben Zenitsky, communications specialist<br />

for the Columbus Metropolitan Library. “This levy will stay<br />

in place as it doesn’t expire. As property valuations increase during<br />

triennial updates and reappraisal periods, Columbus<br />

Metropolitan Library does not receive additional property tax revenue.<br />

Instead, the voted millage is reduced in order to generate<br />

the same amount of tax revenue for Columbus Metropolitan<br />

Library as approved by voters in 2010.”<br />

Zenitsky said that in <strong>2023</strong>, the Columbus Metropolitan<br />

Library’s 2010 2.8 mill levy now collects at an effective rate of 2.18<br />

mills. As property values have risen over the last 13 years, the<br />

millage has been reduced to the 2.18 effective rate. Income from<br />

the 2010 levy has increased an average of 0.4 percent per year<br />

since the first year of collection in 2011.<br />

“The levy will fund operating expenses for continued investments<br />

in materials, resources, technology, programs and facilities,”<br />

said Zenitsky. “Like other organizations, the cost to operate<br />

24 buildings and serve nearly one million residents increases over<br />

time as materials, supplies, utilities, wages and other necessary<br />

operational costs increase each year. The income from the<br />

library’s 2010 levy has increased an average of 0.4 percent per<br />

year since the first year of collection in 2011. New revenue<br />

ensures that the library can sustain operations and avoid a financial<br />

deficit.”<br />

The Columbus Metropolitan Library is a county district library<br />

system serving the residents of Franklin County, except for those<br />

residents who reside in the service areas of the other six library<br />

systems within the county (Bexley, Upper Arlington, Grandview,<br />

<strong>South</strong>west, Worthington and Westerville). Residents of the<br />

Columbus Metropolitan Library district will vote on the levy.<br />

If voters reject the levy, library officials said the library system’s<br />

Board of Trustees “will assess the budget implications and<br />

consider necessary cost reduction measures to prevent a financial<br />

deficit.”<br />

The Truth About SB147<br />

Dear Neighbor,<br />

I recently introduced Senate Bill 147, legislation<br />

allowing voters to easily update their<br />

party affiliation on the voter registration form.<br />

The idea for this bill came from discussions<br />

with my constituents, who are concerned<br />

about their inability to update their voter registrations<br />

to reflect their values until a primary<br />

election in even-numbered years. Senate Bill<br />

147 modernizes voter registrations in Ohio.<br />

This voter-friendly bill not only empowers voters<br />

to become more civically engaged, but allows<br />

voters the flexibility to join a political<br />

party of their choice at any time, eliminating<br />

the two-year waiting period.<br />

Senate Bill 147 allows voters to update their<br />

party affiliation at any time up to 30 days before<br />

a primary election. Currently, a voter's<br />

party affiliation is solely determined by the<br />

last primary ballot they used.<br />

While primary elections are traditionally partisan,<br />

the bill aims to reduce barriers to entry<br />

by enabling individuals to align with a party<br />

in real time. The legislation also moves Ohio's<br />

primary elections to a closed system, which<br />

means a voter must be registered with a political<br />

party to vote using that party's ballot.<br />

This change does not affect the issue of voting<br />

for unaffiliated voters.<br />

Senate Bill 147 has now been referred to the<br />

General Government committee for public<br />

a pair of big ticket items on their<br />

Sept. 18 agenda–one for Destination:<br />

<strong>Canal</strong> <strong>Winchester</strong> and another for <strong>Canal</strong><br />

<strong>Winchester</strong> Human Services, in addition to<br />

proposed rule changes.<br />

Human Services is asking for additional<br />

financial support for their senior transportation<br />

service and the council rules committee<br />

proposed changes in council representation<br />

on the Destination: <strong>Canal</strong><br />

<strong>Winchester</strong> board and how often the organization<br />

provides financial updates.<br />

Human Services’ agreement with the<br />

city runs out at the end of the year and an<br />

ordinance for the new agreement, if<br />

approved, starts Jan. 1, 2024, through Dec.<br />

31, 2026.<br />

“This is very, very similar to the previous<br />

agreement we’ve had,” said<br />

<strong>Canal</strong> <strong>Winchester</strong> Finance Director<br />

Amanda Jackson. “It has gone through<br />

legal review with minor changes and we<br />

have updated the dollar amounts.”<br />

funded by the city’s bed tax.<br />

“It changes our current bed tax ordinance,”<br />

said Councilman Patrick Shea.<br />

“Having an elected official keeping an eye<br />

on money flowing through that organization.<br />

It was my idea (a voting seat on the<br />

organization’s board) because of the<br />

amount of money going into that organization.”<br />

Destination: <strong>Canal</strong> <strong>Winchester</strong> serves as<br />

the city’s convention and visitor’s bureau<br />

and, as such, is statutorily required by the<br />

state. It is funded through bed tax receipts<br />

and its director, Karen Stiles, is paid<br />

$22,000 through the general fund.<br />

“The amount distributed out of collected<br />

bed tax funds amounts to 25 percent, which<br />

varies from year to year,” said Jackson. “So<br />

far this year, we’ve given them about<br />

$93,000. They were given $133,000 in<br />

<strong>Winchester</strong> board. Since council approves<br />

the city’s budget, it could cause ethical violations<br />

because the organization receives<br />

city money and city streets are used for a<br />

festival administered by the organization.<br />

“I was told it’s much better that a council<br />

representative is not a voting member,”<br />

said Amick.<br />

According to the proposed resolution,<br />

bed tax revenue would be placed in a separate<br />

fund for Destination: <strong>Canal</strong><br />

<strong>Winchester</strong>, subject to the organization’s<br />

performance on a specific set of terms and<br />

conditions defined in the ordinance.<br />

The rules resolution also outlined council<br />

appointments to organizations such as<br />

CWJRD, Human Services, CWICC,<br />

Chamber of Commerce and<br />

at least 75 percent of annual meetings held<br />

holds three or fewer meetings per calendar<br />

year, the appointed council member is<br />

their attendance is excused due to illness<br />

or unforeseen circumstances.<br />

Under changes to council limitations on<br />

debate, language addressing restrictions<br />

on the number of times a council member is<br />

permitted to speak for or against a proposition<br />

is up to the discretion of the presiding<br />

officer, who may advance or restrict followup<br />

questions as necessary.<br />

Rules could be suspended to permit<br />

unlimited debate by a vote of two-thirds of<br />

the council majority. Previously, the vote<br />

was a three-fourths majority.<br />
