Art lovers unite<br />

The 44th annual Arts in the Alley Music and Arts Festival was<br />

held on Sept. 15 – Sept. 17. Presented by the <strong>Grove</strong> <strong>City</strong> Area<br />

Chamber of Commerce, the event attracted thousands of individuals<br />

from across the state who enjoyed three days of live<br />

music from local musicians and area school show choirs, specially<br />

dedicated art zones for children and adults, and shopping<br />

stations at more than 30 artisan booths where people<br />

could purchase gifts for friends, family, or even themselves.<br />

<strong>City</strong> tries to address<br />

connection problem<br />

The city of <strong>Grove</strong> <strong>City</strong> has entered into<br />

an agreement with Arcadia Infrastructure<br />

to help address poor cellular service in the<br />

city.<br />

<strong>Grove</strong> <strong>City</strong> Council approved the legislation<br />

at the Sept. 5 meeting.<br />

According to Todd Hurley, the director<br />

of information systems in the city, Arcadia<br />

has already identified cellular coverage<br />

issues. He said council approving this legislation<br />

moves the process forward, so the<br />

Biennium<br />

Budget Highlights,<br />

Part 5<br />

In this part of my series about Ohio’s biennium fiscal<br />

2024-25 budget, I am highlighting more amendments<br />

I sponsored and co-sponsored related to K12<br />

education that the legislature approved, and that<br />

Governor DeWine signed into law.<br />

As I mentioned in my last issue’s article, the two<br />

most important amendments related to K12 education<br />

funding I co-sponsored were utilizing current<br />

salary inputs for the Fair School Funding Plan, which<br />

resulted in over $800 million more for our Ohio public<br />

schools and the establishment of a statewide task<br />

force to define the cost of educating economically<br />

disadvantaged students. In addition to these, 16<br />

more of my amendments made it into the final<br />

budget.<br />

Among them was language to assure that dollars allocated<br />

to schools for gifted student education get<br />

used solely for the benefit of these designated<br />

young people. Too often services for our most able<br />

students get spent on other needs. A second<br />

amendment increased funding for high school Advanced<br />

Placement testing. These two amendments<br />

will help to ensure that our best and brightest continue<br />

to be encouraged and challenged.<br />

Another amendment increased funding by<br />

$750,000 to the PAST Foundation, an organization<br />

providing advanced professional development to<br />

teachers in mathematics and science. This group<br />

has been successful at helping educators provide<br />

quality instruction in M/S curriculum. It has a<br />

proven track record of reaching large numbers of<br />

teachers (and, therefore, students) cost effectively,<br />

which has led to increased test scores for affected<br />

students. I also co-sponsored a measure that increased<br />

funding beyond the $300 million already allocated<br />

to career technical school facilities and<br />

equipment. Yet a third amendment established a<br />

permanent liaison position for school counseling<br />

within the Department of Education.<br />

We also wanted to make sure that our most vulnerable<br />

students were taken care of adequately. We increased<br />

funding limits for the Jon Peterson<br />

Scholarships, which help to fund extra services for<br />

autistic and other special needs young people. We<br />

added funding for adaptive sports programs and<br />

dyslexia professional development to help teachers<br />

better identify students with vision deficiencies.<br />

Finally, we relaxed a FAFSA completion requirement<br />

for high school graduation, instead making it part<br />

of financial literacy curriculum for high school students,<br />

and redefined the bus transportation penalty<br />

to reduce its financial effect on school districts already<br />

challenged with a shortage of drivers.<br />

According to a report by Arcadia, there are pockets of coverage<br />

issues throughout <strong>Grove</strong> <strong>City</strong>. Most of the issues are east of<br />

Interstate 71, near the shopping center off Stringtown Road and<br />

Ohio Health <strong>Grove</strong> <strong>City</strong> Methodist Hospital. There are also coverage<br />

issues further down on Buckeye Parkway near the Pinnacle<br />

and in downtown <strong>Grove</strong> <strong>City</strong>.<br />

“We have a pretty serious cell coverage problem in <strong>Grove</strong> <strong>City</strong><br />

today,” said councilman Randy Holt.<br />

The report identified the need for seven to nine cell towers in<br />

the area.<br />

“This means we have to put up cell towers in <strong>Grove</strong> <strong>City</strong>,” said<br />

Holt. “If you want improved cell service, there has to be a tower<br />

The 6th annual 5K Rescue Dog Walk/Run will be held from 9:30<br />

According to Holt, there are 27 different sites in the area that<br />

are owned by the city, Jackson Township, or the school (SWCS)<br />

district. The report has identified parks, fire departments, police<br />

departments, and schools as ideal places for towers.<br />

“Not all of these places would be a perfect place for a tower,”<br />

said Holt.<br />

One of the locations cellular providers identified as an ideal<br />

spot for a tower is the Jackson Township Fire Station on Buckeye<br />

Parkway.<br />

Once Arcadia Infrastructure identifies locations where they<br />

would like to build a tower, council would need to approve the zoning,<br />

though the city is limited in its powers.<br />

Since the Telecommunications Act in the mid-1990s was enacted<br />

in the United States, local jurisdictions cannot prohibit the<br />

placement of communication towers. Municipalities can attempt to<br />

regulate how and where the towers are placed if the impact does<br />

not preclude wireless service.<br />

According to Hurley, this will be a one-to-two-year process.<br />

“This is not going to happen overnight,” he said.<br />

Hurley said the company will have to identify locations, build<br />

the towers, then market the site to multiple providers. And this<br />

will take some time.<br />

“This is a holistic approach to this problem,” he said. “There is<br />

a clear need for us to step in and do something.”<br />

Councilman Mark Sigrist asked if there were any temporary<br />

measures that could be taken to alleviate the problem until more<br />

towers can be built.<br />

Hurley said the three main providers (AT&T, Verizon, and T-<br />

Mobile) are aware of the issue and have said they would take steps<br />

to address it, though Hurley said this would act as a band-aid until<br />

a permanent solution is found.<br />

Hurley also said this issue is not unique to <strong>Grove</strong> <strong>City</strong>.<br />

“This is a carrier problem all over the country.”

A multi-phased infrastructure improvement<br />

project that aims to alleviate ponding<br />

issues in the village of Urbancrest will soon<br />

be underway.<br />

At its meeting on Sept. 12, the village<br />

council unanimously agreed to enter into a<br />

contract with the county engineer to install<br />

stormwater infrastructure along Wallace<br />

Lane and within the unnamed right-of-way<br />

between Central Avenue and Third<br />

Avenue.<br />

It will be the first of three planned infrastructure<br />

projects to control the excessive<br />

collection of rainwater on the connector<br />

streets in the village.<br />

According to drainage engineer Jim<br />

Ramsey, the first project to repair the<br />

alleyway that runs adjacent to those roadways<br />

will be small in scope.<br />

“It’s the easiest of the three we have<br />

identified (to receive repairs),” he said.<br />

Ramsey said the county will install<br />

approximately 150 feet of concrete pipe on<br />

this stretch of alleyway and incorporate<br />

three drainage structures throughout the<br />

project area to improve the flow of water.<br />

He added that by grading by alley and<br />

installing those drainage structures, residents<br />

whose homes run adjacent to the<br />

alley should see a dramatic decrease of<br />

ponding on their properties.<br />

“After that project is complete, there<br />

should not be any more public road rightof-way<br />

that will negatively impact those<br />

private properties,” said Ramsey.<br />

Under the terms of the agreement for<br />

the first phase of the alley infrastructure<br />

improvement project, the county will cover<br />

80 percent of the cost. It is estimated at<br />

$25,365. The village will cover 20 percent of<br />

the cost, or $5,073.<br />

The county said the work to repair the<br />

alley between Central Avenue and Third<br />

Avenue, and the alley with the crossing<br />

streets of Broadway and Wallace Lane is<br />

slated for early November.<br />

Ramsey said he does not believe it will<br />

be a lengthy project, nor will there be much<br />

of an impact on the traffic within the community.<br />

“It should be relatively quick and easy,”<br />

he said in an interview after the meeting.<br />

“That is why we chose to do this project<br />

first.”<br />

He estimated that the installation of the<br />

stormwater infrastructure should take<br />

roughly a week to complete, weather permitting.<br />

Due to how the small government grant<br />

program is structured, the village was<br />

unable to sign an agreement with the county<br />

on the other two planned stormwater<br />

infrastructure improvements at the meeting.<br />

However, Mayor Joseph Barnes Sr.<br />

said those alleyways have been identified<br />

as in need of repair by the county and will<br />

be fixed as soon as more funding becomes<br />

available.<br />

He said the alleys that are slated for<br />

future repair are: the alley between First<br />

Avenue and Second Avenue with the crossing<br />

streets of Augustus Drive and Main<br />

Street, and the alley between First Avenue<br />

and Lincoln Road with the crossing street<br />

at Main Street.<br />

Barnes added that another reason why<br />

the council was unable to sign an agreement<br />

with the county for those two projects<br />

has to do with right-of-way agreements<br />

between property owners.<br />

“They would have to sign a waiver with<br />

the county so a bit more detail is needed<br />

with these particular planned improvements,”<br />

he said. “But I believe that any<br />

road work done around their properties<br />

would be fixed by the county and they<br />

would not even be able to tell that anything<br />

had happened there — besides seeing the<br />

lack of ponding around their properties,<br />

that is.”

Fun ways for senior citizens to stay active<br />

Physical activity is an important component<br />

of overall health. Health experts<br />

advise that exercise can increase lean body<br />

mass, prevent conditions like diabetes and<br />

cardiovascular disease, improve balance,<br />

and positively affect mental health/cognition.<br />

Exercise also can foster socialization<br />

with others, helping people overcome boredom<br />

and isolation.<br />

As individuals get older, they may not<br />

be able to participate in all of the activities<br />

they enjoyed as youths, but that doesn’t<br />

mean older adults must resign themselves<br />

to sedentary lifestyles. There are plenty of<br />

entertaining ways to remain physically<br />

active that can accommodate any limitations<br />

Every faith has traditions<br />

to help families say goodbye<br />

When losing a loved one, religious traditions<br />

honor those lost and help bring us peace. You<br />

might know how your faith honors loved ones,<br />

Christian:<br />

future lives. At the ceremonies, attendees share<br />

4th Annual Caring for the Caregiver Expo<br />

County Office on Aging will be the presenting sponsor for the 4th<br />

Annual Caring for the Caregiver Expo on Saturday, November 4, <strong>2023</strong>,<br />

in Columbus, Ohio at The Boat House at Confluence Park. The 4th<br />

dispatched to the 2300 block of Gershwin<br />

Ave. on a report of a stolen vehicle.<br />

The victim stated they parked their<br />

2014 Toyota Rav4 on Sept 9, <strong>2023</strong>.<br />

When the victim returned to where<br />

the vehicle was parked, they discovered<br />

it had been stolen.<br />

Sept 9, <strong>2023</strong>, <strong>Grove</strong> <strong>City</strong> Police were<br />

dispatched to the 3800 block of Southwest<br />

Blvd. on a report of a stolen vehicle.<br />

The victim stated they parked<br />

their vehicle, Hyundai Elantra, in the<br />

parking lot and went to work. When<br />

the victim returned to the vehicle, they<br />

discovered it had been stolen. Security<br />

video showed two male suspects getting<br />

into the vehicle and driving away.<br />

Sept 8, <strong>2023</strong>, <strong>Grove</strong> <strong>City</strong> Police were<br />

dispatched to the 3000 block of Southwest<br />

Blvd. on a report of a stolen vehicle.<br />

The victim stated they parked<br />

their 2003 Ford Ranger in the parking<br />

lot. When they returned a few hours<br />

later they discovered their vehicle had<br />

been stolen.<br />

Sept 2, <strong>2023</strong>, <strong>Grove</strong> <strong>City</strong> Police were<br />

dispatched to the 4200 block of Moreland<br />

Cir. on a recovered stolen<br />

vehicle. The vehicle was parked in the<br />

parking lot when a towing company,<br />

working for the business, was checking<br />

parking permits, and discovered it.<br />

The vehicle had no license plates, the<br />

window was broken out and the<br />

steering column was peeled. The<br />

vehicle had been reported stolen by<br />

the Columbus Police Department.<br />

Aug 30, <strong>2023</strong>, <strong>Grove</strong> <strong>City</strong> Police were<br />

dispatched to the 2600 block of Melane<br />

Ave. on a report of a stolen vehicle.<br />

The victim stated their 2003 white<br />

Ford Explorer had been stolen. The<br />

victim advised the ignition key is<br />

stuck in the ignition of the truck.<br />

Crime Prevention Tips:<br />

Consider investing in an anti-theft device<br />

for your vehicle or an alarm. Park<br />

in well-lit areas. Remove your valuables.<br />

Close your windows and lock<br />

the doors. Do not leave keys in the car.<br />

Never leave your vehicle while it is<br />

running.<br />

honors the hundreds of first responders<br />

and the thousands of individuals who<br />

lost their lives during the terrorist attack<br />

Mid-Ohio Market at Gantz Road to open this fall<br />

The Mid-Ohio Food Collective’s community<br />

pantry in <strong>Grove</strong> <strong>City</strong> is the busiest in<br />

central Ohio. People in need of food used to<br />

come into the pantry, located at 3960<br />

Brookham Drive, to pick up needed goods.<br />

When the novel coronavirus hit in 2020,<br />

the food pantry could no longer allow people<br />

inside, but offered a drive-thru service.<br />

More than three years later, the drive-thru<br />

is still going strong.<br />

According to Mike Hochron, senior vice<br />

president of communications for the Mid-<br />

Ohio Food Collective, the drive-thru community<br />

pantry routinely serves anywhere<br />

from several hundred to over a thousand<br />

families each day. It operates 40 hours and<br />

six days a week. At times, it will be so busy,<br />

vehicles are lined up around the facility<br />

waiting for food.<br />

While those in need of food wait in their<br />

vehicles, inside volunteers pack up bags<br />

and boxes of food. They then load the goods<br />

into the vehicle. People have no say in what<br />

they get.<br />

That is about to change.<br />

This fall, the drive-thru service will<br />

close and the Mid-Ohio Market at Gantz<br />

Road will open. This will be the eighth<br />

market the food collective has opened in<br />

the Columbus area, and it will be the<br />

largest.<br />

According to Hochron, the food collective<br />

purchased the property near the intersection<br />

of Gantz and Stringtown roads, where<br />

the Aldi used to be located. This location is<br />

less than one mile from the pantry at<br />

Brookham Drive.<br />

“This is a better fit,” said Hochron.<br />

How will the new market in <strong>Grove</strong> <strong>City</strong><br />

work? Hochron said it will be just like<br />

shopping at a grocery store. Visitors will<br />

sign in, get a cart, and shop for what they<br />

need.<br />

“Only, they don’t have to pay,” he said.<br />

Hochron said not only is this more convenient,<br />

but it also helps to remove the<br />

stigma that can come with the need for food<br />

assistance.<br />

“I had a mother tell me that she loved<br />

shopping at our markets because she can<br />

put her child in a cart and shop, just like at<br />

other grocery stores, and her child did not<br />

know she was in a food pantry,” said<br />

Hochron. “This is a more dignified way to<br />

help families get the food they need.”<br />

Hochron said the opening of the Mid-<br />

Ohio Market at Gantz Road has not yet<br />

been determined, but he said it will be<br />

sometime this fall.<br />

“It was a grocery store, so we are<br />

already set up for what we need,” he said.<br />

FreshTrak<br />

According to Hochron, most (or 75 percent)<br />

of Mid-Ohio customers at the on-site<br />

community pantry in <strong>Grove</strong> <strong>City</strong> travel<br />

from at least three to six miles away and<br />

more than half come from six to 10 miles<br />

away. But they may not need to travel so<br />

far from home.<br />

For example, a customer may travel to<br />

<strong>Grove</strong> <strong>City</strong> from the westside of Columbus.<br />

There are two markets that would probably<br />

be closer. The Mid-Ohio Market at My<br />

Project USA is located at 3275 Sullivant<br />

Ave. on the Hilltop and the Mid-Ohio<br />

Market at Norton Road is located at 620<br />

Norton Road.<br />

Mid-Ohio Food Collective is encouraging<br />

customers to use freshtrak.com. This<br />

allows people to input their zip code to find<br />

food resources closer to home.<br />

Volunteers Needed<br />

According to Hochron, the food collective<br />

relies on volunteers, and they have more<br />

than 1,000 of them every week. The volunteers<br />

may sort and pack food, help to register<br />

customers, and work in the markets to<br />

assist shoppers.<br />

“We have a lot of volunteers from <strong>Grove</strong><br />

<strong>City</strong>,” said Hochron. “They are helping to<br />

serve their neighbors. But we always need<br />

volunteers.”<br />
