Arkansas Blue Cross and Blue Shield’s<br />

employee open enrollment period will be held<br />

November 6 through November 22. Choosing<br />

your health care coverage and other benefits<br />

is important and we want to give you all the<br />

information we can to help you take good<br />

care of yourself, your family, and your future.<br />

While many companies have double-digit<br />

increases in employee premiums for <strong>2024</strong>,<br />

Arkansas Blue Cross has worked to only<br />

make a 7% increase in employee premiums<br />

without credits. We consider this to be really<br />

good news, especially after the company<br />

absorbed all increases in cost last year. Our<br />

employees’ share of the total premium cost is<br />

15%, lower than the 20% shared by employees<br />

at many other companies.<br />

Your benefits package contains several<br />

offerings that were developed specifically<br />

for our employees and our families. Some<br />

highlights include:<br />

• Continued ability to use any in-network<br />

pharmacy for filling both short-term and<br />

maintenance prescriptions (see more on<br />

page 20)<br />

• Expanded mental wellness offerings to<br />

all dependents and people within your<br />

household (see page 7)<br />

• Continued company contributions to Health<br />

Savings Accounts (see more on page 12)<br />

Please carefully review this issue of<br />

<strong>InsideBlue</strong> magazine to learn more about the<br />

resources available to enable self-care and<br />

As part of this year’s <strong>InsideBlue</strong> open<br />

enrollment publication, we are including an<br />

overview of Celeste, a personal healthcare<br />

ally that will provide you with access to new<br />

health solutions. Members of our employee<br />

group health plan can now access many of<br />

the health solutions offered by Celeste. You<br />

can learn more on page 13 about this exciting<br />

venture that is reshaping the future of our<br />

company. Find out how it will differentiate us<br />

from our competitors.<br />

I also encourage you to take advantage of<br />

one of the open enrollment webinars offered<br />

October 16-20. During the webinars, you will<br />

learn more details of the health plans, which<br />

can help you make a more informed choice.<br />

Remember, employees who participated in the<br />

Health Premium Credit Program by the August<br />

31 deadline will receive a $90 monthly credit<br />

toward their <strong>2024</strong> premium.<br />

To receive the Health Premium Credit you must:<br />

1. Complete an eligible preventive exam<br />

or cancer screening<br />

2. Sign the tobacco attestation<br />

3. Answer the online health survey<br />

Furthermore, employees who receive the<br />

annual flu shot and attest in Workday by<br />

November 30 will receive an additional $34<br />

monthly credit toward their <strong>2024</strong> premium.<br />

A reasonable alternative standard is available.<br />

The benefits<br />

of being Blue<br />

The health and well-being of our employees has always been a priority at Arkansas Blue Cross and Blue Shield.<br />

That includes your families as well. The following benefits are ones you receive simply by being a full-time<br />

employee. Please refer to the Administrative Policy Manual for further information on all leaves.<br />

Family Medical Leave<br />

(FMLA)<br />

Family Medical Leave is offered to<br />

employees who have been employed<br />

for at least 12 months and have<br />

worked at least 1,250 hours during<br />

the last 12-month period. While not<br />

a paid leave, this leave provides job<br />

protection for employees approved<br />

to take up to 12 weeks (480 hours) of<br />

time off work for qualifying reasons<br />

such as a family emergency, birth/<br />

adoption of a child, surgery, etc. as<br />

defined by the U.S. Department of<br />

Labor. Depending on the nature of the<br />

request, FMLA leave can be approved<br />

for use intermittently or continuously.<br />

It can also run concurrent with<br />

other approved leave such as Paid<br />

Parental Leave, Short-term Disability,<br />

and Workers’ Compensation.<br />

Administered by Alight.<br />

Paid Parental Leave<br />

Paid Parental Leave is offered<br />

to full-time employees who have<br />

completed at least 12 months of<br />

service and have worked at least<br />

1,250 hours during the last 12-month<br />

period. This leave provides up to<br />

four weeks of paid leave during<br />

the first 12 months of a child’s<br />

birth and/or adoption. Leave is to<br />

be requested in one-week blocks;<br />

multiple weeks can be taken at<br />

once. When eligible, this time can<br />

be taken following a baby’s birth to<br />

help cover the 10-day waiting period<br />

before short-term disability pay<br />

begins. If both parents are employed<br />

by Arkansas Blue Cross and meet<br />

eligibility guidelines for paid parental<br />

leave, the parents need to take<br />

different weeks off for paid parental<br />

leave. Administered by Alight.<br />

Bereavement Leave<br />

Paid Bereavement Leave is provided<br />

to full-time employees so they<br />

can process grief, prepare for<br />

services, and travel long distances.<br />

Employees can request up to four<br />

days (32 hours) when a family<br />

member has died. The listing of<br />

covered family members is included<br />

in the policy. Employees may<br />

intermittently use their bereavement<br />

leave as needed (for example, two<br />

days for notice of death and two<br />

days a week later for travel and<br />

funeral services).<br />

Military Leave<br />

Military Leave is available to<br />

employees who are reservists called<br />

to two-week military training and<br />

if called up to activity duty. Two<br />

weeks’ pay is available each year<br />

for training; the enterprise will also<br />

pay the difference between military<br />

and regular company base pay for<br />

up to one year when the reservist is<br />

called to active duty and provides<br />

appropriate documentation of<br />

military pay. COBRA-eligible benefits<br />

will be offered upon request to<br />

a reservist who is called out for<br />

more than 30 days. PTO continues<br />

to accrue during active duty for<br />

up to one year and eligibility for<br />

incentives/bonuses continues as<br />

well. Administered by Alight.<br />

Basic Life and Accidental<br />

Death and Dismemberment<br />

Insurance<br />

Basic life insurance coverage is<br />

provided to all full-time employees<br />

at no cost. The benefit amount is<br />

two times the employee's annual<br />

salary with a maximum of $500,000.<br />

This amount doubles in the event of<br />

accidental death.<br />

Short-term Disability<br />

Short-term Disability is offered to<br />

employees who have completed<br />

six months of service if they incur<br />

a medical illness, injury, or need<br />

for surgery or other treatment that<br />

extends beyond 10 business days.<br />

Short-term disability pay provides<br />

a 60% base salary following<br />

approval of leave beginning with<br />

the 11th day of scheduled work.<br />

If approved, short-term disability<br />

can be extended for up to 180 days<br />

maximum. Employees are required<br />

to use any available PTO to cover<br />

the first 10 days of work due to<br />

short-term disability. The company<br />

pays the premium for this benefit<br />

for eligible full-time employees.<br />

months<br />

Long-term Disability<br />

Long-term Disability is offered to<br />

employees who have completed<br />

12 months of service if they incur<br />

a medical illness, injury, or need<br />

for surgery or other treatment that<br />

extends beyond the maximum 180<br />

days offered by short-term disability.<br />

Long-term disability pay provides<br />

60% base salary following approval<br />

of leave. If approved, employment is<br />

terminated. The Enterprise provides<br />

a subsidy toward coverage of the<br />

employee-only premium for medical<br />

care for a specified period as<br />

determined by the plan benefit.<br />

The employee also receives<br />

immediate vesting in the retirement<br />

and savings plan, along with a<br />

potential waiver of premium on<br />

basic life/accidental death and<br />

dismemberment insurance. The<br />

HR Benefits team consults with<br />

employees on Short-term Disability<br />

as they approach the fourth month<br />

to begin the LTD claim process if<br />

the medical prognosis indicates the<br />

potential need to be off work for<br />

more than six months. Administered<br />

by USAble Life Insurance.<br />

Tuition Reimbursement<br />

Arkansas Blue Cross employees<br />

are encouraged to seek<br />

continuous professional growth<br />

and development. The Tuition<br />

Reimbursement Program provides<br />

employees with an excellent<br />

opportunity to further their<br />

education and to acquire new skills.<br />

Regular, full-time employees are<br />

eligible for tuition reimbursement.<br />

Eligibility begins upon date of hire,<br />

but only for courses enrolled in on<br />

or after that date.<br />

Employees may receive reimbursement<br />

for undergraduate courses in any<br />

subject or area of study subject to<br />

manager approval. Employees may<br />

receive reimbursement for graduatelevel<br />

courses if:<br />

• The field of study is required or<br />

preferred in existing job roles, AND<br />

• The employee possesses relevant<br />

professional experience or is in<br />

a position that provides relevant<br />

experience.<br />

At Arkansas Blue Cross and Blue Shield,<br />

innovator called, Celeste. Bryan Dorathy<br />

took on the role as Vice President, Group<br />

Innovations and Outcomes to help make<br />

this venture come to life. We sat down with<br />

Bryan so he could share how Celeste is<br />

going to make healthcare better.<br />

Besides sharing his thoughts on delivering<br />

better care with Celeste, we also asked him<br />

a few questions about all things healthcare.<br />

Arkansas Blue Cross I have tried to maintain an<br />

“outside” perspective when it comes to solving<br />

problems and this new strategy is pushing us<br />

to exercise those muscles. We not only need to<br />

think outside of our traditional ways of working<br />

but also outside of our position as industry<br />

insiders. We need to think more like our members<br />

and solve the problems they are facing.<br />

Q: How would you describe Celeste<br />

in a 30-second elevator pitch?<br />

QUESTION:<br />

How long have you been with Arkansas<br />

Blue Cross and what roles have you played?<br />

BRYAN: I’ve been with the company since May<br />

2012. I started as the manager of Small Group<br />

and Agency Relationships in the Central Region<br />

and then became the Regional Executive in Hot<br />

Springs where I had leadership responsibilities in<br />

Hot Springs, Texarkana, Pine Bluff, and the Central<br />

Region. I then became the Lead Executive – and<br />

eventually the Vice President – of the Group Markets.<br />

Now I’m the V.P. for Group Outcomes and Innovation.<br />

Q: Why did you want to enter the world<br />

of healthcare innovation?<br />

BRYAN: I have always enjoyed the business<br />

strategy part of my previous roles. I enjoy how the<br />

big pieces fit together to move an organization<br />

forward. As Project Capitan began to take shape,<br />

I became more and more engaged in that work<br />

BRYAN: Celeste is how we are trying to deliver<br />

health care solutions effectively and flexibly<br />

to our members in ways that create better<br />

results at a lower cost. To accomplish this, we<br />

are organizing around a few core capabilities<br />

we believe are foundational to delivering on<br />

this promise. These core capabilities are an<br />

innovations hub that brings together the bestin-class<br />

solutions from around the healthcare<br />

landscape and does the hard work<br />

of contracting, integrating, and managing a<br />

diverse ecosystem of third party solutions.<br />

It also includes a population health platform<br />

that delivers a clinical perspective over all<br />

we do, ranging from delivering complex case<br />

management to designing and informing<br />

numerous programs and interactions across<br />

the model. Thirdly, it will deliver an engagement<br />

hub that orchestrates a sophisticated strategy<br />

of engaging members when they need support<br />

the most. We are bringing together the best of<br />

healthcare navigation, solid customer service,<br />

advanced data analytics, and multi-channel<br />

member communications to ensure the member<br />

has the knowledge they need to make confident<br />

healthcare decisions.<br />

Q: Who is Accolade and why did we choose to<br />

team up with them?<br />

BRYAN: Accolade is a leading healthcare advocacy<br />

and navigation company. From the beginning, we<br />

have sought to work with a leading company in this<br />

area and went through a rigorous RFP selection<br />

process. Accolade emerged as the clear winner.<br />

First, their company culture and ours are a fantastic<br />

fit. The way they support their members aligns<br />

strongly with our culture, people, and the way we<br />

support our members. Also, Accolade is leading<br />

the market in several areas that fill gaps that we<br />

have because we’ve chosen to invest in different<br />

areas. The combination of our two models fits<br />

very well and offers a robust suite of services and<br />

capabilities that I don’t think is matched anywhere<br />

else in the market.<br />

Q: What was the “aha” moment that led you, and<br />

others, on the journey to Celeste?<br />

BRYAN: For me it was when I realized that<br />

innovation is beyond simply coming up with a new<br />

“thing,” but also involves new ways of working that<br />

allows 1+1 to equal 3. When we began to create<br />

this strategy, I saw so much opportunity to solve<br />

so many problems that our members face today.<br />

While it is sobering just how much there is to do,<br />

it’s also energizing to realize that all of this is within<br />

our grasp.<br />

Q: What does this innovation mean for<br />

Arkansas Blue Cross and its employees?<br />

BRYAN: Our investment to be a leading<br />

innovator is not a single project or initiative<br />

bound in time, it’s a commitment to being a<br />

change leader and creative thinker. For our<br />

employees, we are not just along for the ride,<br />

but we are active participants. Everything<br />

happening within Celeste is because of<br />

employees! Our vision, ideas, strategies, tactics,<br />

plans, and execution for Celeste are all because<br />

of our employees.<br />

Q: Why is it important for Arkansas Blue Cross<br />

feedback when it launches in January?<br />

BRYAN: Practically speaking, we are playing two<br />

roles in these early stages.<br />

1. As employees we are the first to get the<br />

benefits of the new model. We are members<br />

who can benefit from all the added services<br />

We hear from our own employees as well<br />

as our customers, that they are continually<br />

looking for additional value from their health<br />

Pharmacy update<br />

New services available through pharmacies<br />

Not only can pharmacists test you and your family members for COVID-19, strep and the flu, they can now write you a<br />

prescription to treat you for each of these conditions if you test positive.<br />

Arkansas Pharmacists can do the following:<br />

• Prescribe Oral Contraceptives<br />

• Prescribe Tobacco Cessation<br />

• Prescribe Naloxone<br />

How did Arkansas Blue Cross implement this process?<br />

With leadership’s approval, credentialed pharmacists have been<br />

added as network providers. This is the result of collaboration<br />

with several different departments including Pharmacy, Chief<br />

Medical Officer, ACA Risk Adjustment Initiatives and Operations,<br />

Provider Network Operations, Benefits, Coding, Provider Payment,<br />

Availity, Quality and Risk. With this collaboration, we were able to<br />

determine the allowable CPT codes and reimbursement.<br />

Vaccines<br />

Respiratory Syncytial Virus (RSV)<br />

RSV season is typically October through March. This illness can be dangerous for infants and certain adults.<br />

This year, the Food and Drug Administration (FDA) released protection for RSV for older adults, pregnant people and infants.<br />

RSV protection for adults<br />

Adults at highest risk for severe RSV infection include:<br />

• Older adults, especially those 65 years and older • Adults with chronic heart or lung disease<br />

The FDA has approved two RSV vaccines for adults:<br />

Abrysvo (Pfizer)<br />

• Adults with weakened immune systems<br />

Arexvy (GSK)<br />

• Patients ages 60 years and older<br />

• Pregnant patients 32 – 36 weeks gestational age*<br />

• Patients ages<br />

60 years and older<br />

*Pregnancy indication for Abrysvo is not limited to patients 18 years and older per FDA and the package insert.<br />

Vaccines for RSV should be given before the season begins. According to the Centers for Disease Control and Prevention, one<br />

dose of the RSV vaccine should protect against the virus for at least two winter seasons. While receiving the RSV vaccine with<br />

the flu and COVID-19 vaccines is acceptable, if you are concerned about side effects, you may want to get the flu and COVID-19<br />

vaccines at the same time in different arms and get the RSV vaccine on a different day. (Source Immunize AR)<br />

RSV protection for infants<br />

The FDA has approved a monoclonal antibody to provide protection for infants against RSV for at least five months.<br />

Nersivimab (Beyfortus)<br />

• Neonates and infants born during or entering their first RSV season<br />

• Children up to 24 months who remain vulnerable to severe RSV disease through their second RSV season<br />

COVID-19<br />

There is a new COVID-19 vaccine formulation this fall. All COVID-19 vaccines, Pfizer, Moderna, and Novavax, will have the<br />

same strain composition. This is similar to flu vaccines.<br />

Starting this fall, the federal government will not supply COVID-19 vaccines; pharmacies will have to order from their<br />

wholesaler. Members will still have a $0 cost because these are part of the ACA’s preventable drug list. Health plans now<br />

have to pay for COVID-19 vaccines, like all other immunizations. All of the vaccines in this article will be at a $0 copay for<br />

Arkansas Blue Cross and Blue Shield members.<br />

be considered on a first-come,<br />

Medical teams, a participating<br />

401(k) Savings Plan with Employer Contribution<br />

Employee/company contribution to 401(k) program:<br />

All employees are auto-enrolled in our 401(k) Savings Plan at 6%.<br />

The company matches up to 6% of employee contributions each<br />

pay period based on years of service.<br />

• Company match starts at 50% of the employee contribution based<br />

on your years of service. Company match reaches 100% after<br />

15 years of service.<br />

• Employee vesting reaches 100% after 6 years of employment.<br />

• The maximum contribution you may make is 50%<br />

of your gross pay and you may never exceed IRS limits.<br />

The <strong>2024</strong> maximum deferral to 401(k) is $22,500.<br />

• If employee’s age is over 50, a catch-up contribution of an<br />

additional $7,500 is allowed.<br />

Each year, Arkansas Blue Cross will contribute a percentage of pay<br />

determined under a formula set by the Arkansas Blue Cross and Blue<br />

Shield Board of Directors for the year. The 401(k) PLU$ contribution will<br />

not be less than 2% of each participant’s compensation. You will be given<br />

notice each year of the formula for making the employer’s contribution.<br />
