Hurunui Council buys Queen Mary site
By ROBYN BRISTOW
The former Queen Mary Hospital site in
Hanmer Springs is now fully owned by
the Hurunui District Council.
It has bought the remaining nine
hectares of prime land to add to its
holding of 5.1 hectares which was
transferred to council ownership in
2010.
It has three, category 1heritage
buildings on it.
Chief Executive Hamish Dobbie says
the council was fortunate to work with
Te Rūnanga oKaikōura and NgāiTahu
to secure the southern end of the site.
‘‘The crown had signalled its desire to
sell the site.
‘‘The iwi had first right to purchase
the property, but worked through a
process with council enabling us to
purchase it instead.
‘‘This ensures it remains in public
ownership,’’ he says.
Mr Dobbie says the purchase is worth
celebrating.
‘‘This is 9hectares of prime land in
the centre of one of Hurunui’s strategic
tourism destinations, Hanmer Springs.
‘‘Having ownership now enables us to
control its future, and ensure any future
development adds to the character of
the village, and enhances the areas
social, cultural, environmental and
economic wellbeing.
We are extremely grateful to Ngāi
Tahu Property and Te Rūnanga o
Kaikōura for giving us this opportunity.
‘‘It is agreat outcome for the
community.’’
The new site includes asizeable
hospital building, four uninhabited
houses, workshops and storage
buildings, along with auxiliary service
buildings.
Mr Dobbie says they are all in various
states of disrepair, and have no heritage
protections.
Their future is likely to be decided as
the council develops acommercial
master plan for the site.
‘‘This plan will, in time, allow for the
careful development of commercial and
residential activities and reserves on
the site.
‘‘We’ll work carefully to ensure any
Soldiers block ... One of the three heritage buildings at the former Queen Mary Hopsital site which will be strengthened to create a
community centre, function space and Ngāti Kuri meeting house.
PHOTO: FILE
development fits with the Queen Mary
Hospital Heritage Reserve and Hanmer
Springs Thermal Pools and Spa which
sit adjacent to the site.
‘‘Having this land in council
ownership gives us an exciting
opportunity to further enhance Hanmer
Springs appeal to both residents and
visitors.
‘‘It’s aspecial site, and I’m in no doubt
we can do something noteworthy with it
that future generations will thank us
for,’’ Mr Dobbie says.
The council has already announced
plans for one of the three heritage
buildings on its existing site.
It plans to strengthen the Soldiers
Block, and create acommunity centre,
function space and Ngāti Kuri meeting
house.
Afuture phase will see aworldclass
museum created to tell the wartime and
medical stories of the building.
Work on the first phase is due to begin
before the end of the year.
‘‘The meeting house or wharenui will
showcase many artworks by iwi artists,
and give Ngāti Kuri apermanent
presence in Hanmer Springs.
‘‘We are excited by that, by this
outcome and the opportunity to work
together in the future,’’ Mr Dobbie says.
About Queen Mary Hospital
Queen Mary Hospital in Hanmer
Springs sits next to the villages famous
mineralfilled natural thermal springs.
Its Soldiers' Block was built in 1916 to
care for returning soldiers suffering
shell shock and other warrelated
neuroses.
More than 1100 soldiers were treated
in the highquality facilities.
They often made remarkable
recoveries, with bathing in the waters a
core part of their treatment programme.
The Soldiers' Block was one of only
two such hospitals in New Zealand and
the only one that remains on its original
location.
The hospital later became a
treatment centre for those with
functional nervous disorders, and later
an internationallyrecognised facility
for the treatment of drug and alcohol
dependencies up until 2003.
The ownership of 5.1 hectares of the
Queen Mary Hospital was passed from
the Canterbury District Health Board to
the Department of Conservation in 2008.
It was vested to the Hurunui District
Council as an historic and recreational
reserve in 2010 which is treasured by
villagers and visitors alike.
Waimakariri MP Matt Doocey
says it is back to work this
week, focusing on getting an
after hours healthservice
backontrack for the North
Canterbury area, and getting
the Woodend ByPass, to the
front of the queue with the
new Transport Minister, along
with other transport
infrastructure in the
Waimakariri electorate.
Mr Doocey, who won his seat
comfortably onSaturday to
givehim his fourth term in
Parliament, says he will also
be focusing onlaw and order
issues that have arisen over
the past three years.
But his greatest hope is to
become the first Minister of
Mental Health.
‘‘Obviously therewill be
conversations to be had with
the Prime Minister (Mr
Luxon), but Iamexcited at
being potentially the first
Minister of Health.
‘‘I would love it to be me. I
have been the opposition
spokesperson(on mental
health),’’ he says.
He says he is humbled by the
support from people in the
Waimakariri electorate.
He polled 23,212 votes, a
majority of 11,418 votes, over
his nearest rival, Labour’s Dan
Rosewarne, who polled 11,794.
Rosewarne is number 32 on
the Labour Party list, but with
several MPs winning
electorates who were either
not on the list, or ranked below
him,heisunlikely to get back
into Parliament. He is
undecided onwhat the future
Stuart Smith
holds.
Mr Doocey says it is an
honour, and aprivilege, to be
reelected, with his largest
winning margin, for afourth
term as MP for Waimakariri.
‘‘I am humbled to have
received such alarge majority.
‘‘What Ihave learnt from my
nine years as an MP, is the
Waimakariri community
rewards hard work.’’
Mr Doocey was in
Wellington on Monday,
helping support the induction
of 23 new National MPs.
Meanwhile Kaikoura MP
Stuart Smith also won his
fourth terminParliament with
amajority of 10,026, after
polling 18,050 votes.
His nearest rival was
Labour’s Emily Dewhirst with
8024 votes.
‘‘It is aprivilege to be reelected.
It is areal honour.
‘‘It means alot of travelling
(in the vast electorate), but I
enjoy the different
communities,with their
different issues and
perspectives,’’ he says.
Mr Smith admitted to
feeling alittle bit ‘‘second
Hands on experience ... Rangiora High School’s farm provides hands on experience to students.
RHS looks to rebrand its farm
By DAVID HILL,
Local Democracy Reporter
Rangiora High School is looking to
rebrand its farm as an ‘‘outdoor lab or
classroom’’.
The school is exploring opportunities
to make its farm relevant in the 21st
century, Board of Trustees chairperson
Simon Green says.
‘‘The board is excited about moving
away from amore traditional farm to an
outdoor lab or outdoor classroom.’’
The school’s head of science, David
NewshamWest, was released from
classroom duties this year to conduct a
review of the farm and explore future
opportunities.
But principal Bruce Kearney said the
farm is not for sale.
He said the school had been building
connections with Lincoln University
and was looking at asimilar model.
‘‘They do the full process really well
on alarger scale, so we can learn from
Lincoln and what they do and look to
offer it on asmaller scale.’’
Mr Green said as the environment
around the school and farm became
increasingly urbanised, it placed the
farm under greater scrutiny.
‘‘It is like aglasshouse. People are
looking in at what we are doing, whether
it is raising farm animals, plants or biota
nodes.
‘‘And it is important to us for our
learning to be seen in action, but we
need to ensure that what we do is
ethical.’’
Mr Kearney said the school also
needed to consider what was
sustainable and added value to the
school.
It meant the future of animals at the
school was under consideration.
Options included moving from rearing
lambs to fattening stock, or moving away
from animals altogether.
‘‘The world is shifting to be more
sustainable and shifting away from
meat, so we need to prepare our
students for achanging world,’’ Mr
Kearney said.
Mr Green said students who were keen
on farming had the opportunity to spend
time on alarge scale dairy or dry stock
farm during class time.
But the farm still had arole to play in
giving students ataste of the rural sector
and what opportunities were available.
The school was also looking to move
all of its classrooms on to the main
school site, on the west of East Belt,
which will make more land available for
the farm.
Mr Kearney said Mr NewshamWest
PHOTO: SUPPLIED BY RANGIORA HIGH SCHOOL
will present aproposal to the board by
the end of the year, before consulting
with the wider school community.
He said the vision would include
working alongside Lincoln University,
the Ministry of Primary Industries and
Environment Canterbury to prepare
students for future careers in the rural
sector.
‘‘We have to accept that the nature of
our students has changed.
‘‘When the school was established in
the 1880s it was mostly farming families,
but now more than 80 percent of our
students are urban.’’
Braided Art together
By SHELLEY TOPP
The Waimakariri Public Arts Trust
(WPAT) will hold aBraided Art
Exhibition 2023 next month.
The exhibition is being held to
promote the trust, and showcase the
braided rivers theme.
It will also endeavour to ‘‘braid
together’’ the many different art groups
and disciplinesinWaimakariri.
WPAT, which is acharitable trust and
was formedtwo years ago to establish
more outdoor art in the district, is
providing 200 small, free canvases for
Waimakariri artists to participate in the
exhibition.
The canvases can be collected from
Waimakariri’s three public libraries in
Oxford, Rangiora,and Kaiapoi.
They mustbecollectedbyOctober 26,
and artwork returned to the libraries by
November10.
WPAT chairwomanJackie Watson
says the Braided Art Exhibition 2023 will
provide an opportunity for the wider
Waimakariri community to buy aunique
piece of artbyalocal artist, learn about
what the trust does, how they can help if
they want to, plus get to know
Waimakariri’s artists and see how their
artwork enriches the community.
Coral Broughton, aformer secondary
school maths teacher, who knew she
wanted to be an artteacher as an
11yearold, and now runs her own art
school in Rangiora, is one of the guest
artists. The others are Joel Hart, of
Coral says she was invited to
contribute acanvas for the exhibition by
Jackie, after having asolo exhibition at
the Kaiapoi art gallery, Art on the Quay
last month.
She was keen to participate.
‘‘It is encouraging to know that funds
are being raised by the WPAT to
purchase public artworks and to create
awareness about art and artists in the
community,’’ she says.
Coral would like to see an annual
‘‘artist in residence’’for aWaimakariri
resident.
‘‘That would be an exciting initiative,
perhaps for amonth at atime, resulting
in an exhibition in Rangiora.
‘‘A work could be gifted to the WPAT to
either sell or be put in apermanent
exhibition at the council on conclusion
of the exhibition,’’ she says.
‘‘I think this would create ahigher
profile for rural artists. Rangiora is
large enough and has afairly prominent
art scene to perhaps have asmall standalone
art gallery.
‘‘Maybe it could be alittle shop on the
High St.’’
The Braided Art Exhibition 2023 is a
free event and will be held in the foyer of
the Waimakariri District Council's
Government’s Affordable
Waters legislation.
The legislation, which was
revised earlier this year,
proposed the creation of 10
entities to control the country’s
Three Waters infrastructure,
with the North Canterbury
councils included in the
Canterbury /West Coast entity.
The National and Act parties
campaigned on apromise to
repeal the legislation and
replace it with anew proposal
based on community ownership
of water services.
‘‘We look forward to the new
Government swiftly repealing
the outgoing Government’s
legislation to honour that
commitment,’’ said
Waimakariri Mayor Dan
Gordon, cochair of the lobby
group Communities for Local
Democracy (C4LD).
‘‘Both leading into the
campaign, and during the
campaign, they’ve been clear
with Kiwis that this was their
intention, and they have the
electoral mandate now to get on
with it and fix this flawed
reform.’’
Mr Gordon said reform was
urgently needed, but central
and local government needed to
work together to ensure the best
outcome.
Three Waters was suggested
as asolution to the country's
ageing water service
infrastructure.
The legislation aimed to give
the new water organisations
greater financial flexibility to
make infrastructure upgrades
to improve the safety, reliability
and affordability of water
services.
An alternative model was
presented by Mr Gordon in
November, alongside Auckland
Mayor Wayne Brown and
Christchurch Mayor Phil
Mauger.
It would see the water
regulator, Taumata Arowai,
remain in place alongside local
ownership.
Localised Regional Water
Organisations (RWOs) were
suggested as an alternative to
the government’s proposed 10
entity model, which would be
set up in partnership with Mana
Whenua.
It was proposed the RWOs
have access to investment
capital through anew Water
Infrastructure Fund,
administered by central
government’s Crown
Infrastructure Partners.
The degree of any formal cogovernance
would be
determined by local
communities in consultation
with mana whenua, rather than
by central government, Mr
Gordon said.
Kaikōura Mayor Craig Mackle
said his preference was to join a
North Canterbury RWO, which
could include Kaikōura,
Hurunui, Waimakariri,
Christchurch and Selwyn.
Hurunui Mayor Marie Black
said her district had been
concerned about the ‘‘loss of
ownership’’ from early on. ‘‘We
look forward to progress being
made on that commitment once
the new Government is in place.
‘‘There is alittle bit of
uncertainty at the moment and
it will take abit of time, but I
have ahigh level of confidence
because of the determination
the parties expressed in the
campaign.’’
She called on the new
Government to work in ‘‘true
partnership’’ with councils
across the range of reforms,
including the Resource
Management Act reform and the
future of local government.
Comment has been sought from
Te Kura Taka Pini (the Ngāi
Tahu freshwater group). A Te
Rūnanga oNgāiTahu
spokesperson said the rūnanga
is ‘‘apolitical’’ and works with
Kaiapoi Brownies are
tackling the job of reducing
predation in their green
spaces through atrapping
project with the help of the
Waimakariri District Council
and Ryman’s Men’s Shed.
The Brownies are
undertaking it as a
community project, doing
what they can to help New
Zealand’s birds, reptiles and
insects from predation by
rats and other predators.
The Ryman’s Men’s Shed
donated 20 hand made
wooden cages to capture the
rodents in and these were
presented to the Brownies at
arecent meeting.
Men’s Shed representative
Lynn Andrews said the cages
and traps were too small to
allow cats into them, thereby
protecting house hold pets.
‘‘Ryman’s are very
generous and they donate all
the parts which our small
team make into both traps
and besting boxes.
Mr Andrews says over the
years they have made in
excess of 2000 units, given to
both conservationists and
community groups all over
the country.
WDC Pest Free
Waimakariri staff member
Richard Chambers
instructed the brownies on
how to prepare the traps and
what they had to do before
they installed their traps.
‘‘Before they set traps they
have to learn what pests they
have in their back yards by
using chew cards.
‘‘These are not poisonous
and don’t hurt animals.
‘‘If an animal chews on the
card then we can tell by the
marks it makes what kind of
animal it is,’’ Mr Chambers
said.
He said if the bite cards
showed the presence of rats
or rodents then one of the
best lures was asmall
amount of peanut butter or
Nutella.
The Brownies will be using
the Trap.NZapp to record
how many times the traps are
checked and how many times
something is caught.
Authorised by Matt Doocey MP, Parliament Buildings, Wellington.
Humbled by support
It was an absolute honour and a
privilege to be reelected to afourth
term as Member of Parliament for
Waimakariri over the weekend.
Iwas extremely humbled to receive
my largest majority to return as your
representative in the 54th Parliament
of New Zealand.
As the Member of Parliament for
Waimakariri Iwill work hard to serve
everyone in the electorate to the best of
my abilities.
Iwill continue to fight hard for afterhours
health services for North
Cantabrians, and advocate for
improved transport infrastructure to
allow for continued growth in the
region.
I’m very much looking forward to
fulfilling our promise of starting
construction on the longawaited
Woodend Bypass, but also to getting
out and about in the community to hear
your views and concerns on all the
other issues that are most important to
you.
It has always been akey focus for me
to be as accessible as possiblefor my
constituents, and Iwill continue to
hold regular constituent clinics across
the electorate, from Belfast to Oxford.
Please get in touch with my office in
Kaiapoi or Rangiora to arrange atime
to meet with me, or alternativelyseek
assistance from my staff.
New Zealanders voted convincingly
for change, and we are looking forward
to delivering that change through our
hard work over the coming weeks.
We will rebuild the economy, reduce
the costofliving, restore lawand
order, and deliver better public
services.
We will rein in wasteful spending
and ensureweare accountable along
the way.
But firstwewill need to exercise
some patience while we allow the
special votes to be counted and a
government to be formed.
It’s clear New Zealand wanted
change in the form of aNationalled
government, however the exact
numbers are still to be determined,
and subsequent negotiations to be had.
What’s safe to say, however, is that I
am very much looking forward to being
part of the government after six years
in opposition.
It will be an honour to be able to
effect real,meaningful change for
Waimakariri and wider New Zealand,
and Ithank you again for giving me the
opportunity and mandate through your
support at the polling stations.
Lastly, Iwould like to thank my
family for their incredible support.
Iwould not be able to serve
Waimakariri without it.
Ilook forward to continuing to
represent you as your local MP for the
next three years.
The MainPower line workers, the
roading crews, Fire and Emergency,
Iwant to thank you.
The work youdid overthe weekend,
in extreme weather conditions for the
benefit of theDistrict, was
outstanding.
This was ahuge event that caused
destruction and damage across both
the Waimakariri and Hurunui.
MainPower had amammoth job
Council stood up its Emergency
weekend to provide support to
residents and coordinate volunteers
to door knockatrisk people.
By Monday we were one step closer
to being backtonormal, thanks to
those efforts.
There’s still some clean up to do, but
Iknow the work is continuing this
week.
If anyone out there needs support,
please reach out and call the council
Ialso want to acknowledge Dan
him well for the future.
The election was focused on
challenges facing the countrysuch as
the costofliving crisis and the
substantial infrastructure deficit.
The new Government has a
responsibility to address these
significant issues.
And local Government is here to
help, in partnership.
The main thing we want to see from
the new Government is acommitment
to localism, particularly around Three
Waters.
We hope to see asignificant review
of the sectorsfunding model so that it
is moresustainable and rewards
councils which demonstrably govern
well and so add value to their
communities.
It is important the sectors funding
model supports and enables local
government to address, at alocallevel,
the challenges facing the country.
Shellfish gathering cleared in waterway
BySHELLEY TOPP
Environment Canterbury (ECan) has
removed its ban on shellfish gathering in
Saltwater Creek despite awater quality
caution from the Canterbury Medical
Officer of Health.
The regional council banned fishing
and collecting shellfish from the
waterway on September 1after Daiken
NZ reported atoxic wastewater spill
from its Sefton mediumdensity
fibreboard (MDF) production factory.
The ban on whitebaiting and other
fishing was lifted late last month, but the
ban on shellfish gatheringremained
because further tests were required to
ensure they were safe to eat.
The regional council says after further
investigation into the impact of the spill
on shellfish and public health, shellfish
gathering in Saltwater Creek and the
wider Saltwater Creek and the Ashley/
Rakahuri River Estuary can resume.
Warning signs placed around the area
after the spill will be removed.
ECan zone delivery lead for
Waimakariri, Nerida Theinhardt, could
not say whether or not Daiken NZ will
face charges over the spill.
‘‘The wider investigation into the
incident is continuing, and as previously
mentioned, we can’t go into specific
details or comment on the likely
outcome.’’
The shellfish ruling comes with a
caution from Canterbury Medical Officer
of Health, Dr Matthew Reid.
‘‘The risk of eating shellfish related to
the spill has now returned to what it was
before the incident,’’hesays.
‘‘Water quality in Saltwater Creek
Estuary has ahistory of being poor or
variable. Please note that swimming is
not recommended in the estuary due to
the longterm elevated risk to public
health from contact with the water.’’
ECan’s team leader surface water
quality and ecology, Shirley Hayward
says ECan regularly monitors faecal
indicator bacteria concentrations (such
as E. coli) in water to indicatethe likely
presence of pathogens (bacteria, viruses
and protozoa) that can make humans sick
when ingested.
‘‘These bacteria and pathogens are
found in the gut of warmblooded animals
and are deposited to land and, directly or
indirectly, to water through animal
faeces,’’ she says.
‘‘The Saltwater Creek and Te Aka Aka
Estuary catchments have large areas of
agricultural land that can generate the
runoff of faecal contaminants to
waterways,particularly after rainfall.
‘‘Other potential sources of faecal
contaminants are from stock access to
streams,urban stormwater and
wastewater discharges,and the large
numbers of waterfowl or other birds that
congregate on and next to the
waterbodies.’’
Nor’westvents its fury in Nth Canterbury
By ROBYN BRISTOW
The roar of the gale force nor’west wind
last Saturday afternoon drowned out the
destruction it was leavinginits wake.
Trees were whipped in all directions,
stripped of leaves and branches —many
succumbing to the incredible power of
the wind as it tore through North
Canterbury relentlessly for several
hours midafternoon.
Power poles and road signs snapped,
and huge trees crashed to the ground
and across roads, taking power lines
with them.
Animals fled in terror,orinone case
arabbit, spotted by aneighbour,was
bowled across apaddock like apiece of
paper.
When the wind died down thousands
of MainPower customers were without
power thanks to the extensive damage
caused by the high winds.
By Tuesday MainPower had restored
20,000 connections, with 470 customers
still withoutpower.
The sight before many was
overwhelming —old man pines ripped
out by their roots, lying in paddocks,
shelter belts shredded and in tatters,
irrigators twisted and bent, fences and
farm equipmentcrushed.
Gates, gardens, sheds, and hay barns
squashed under trees, and iron torn off
walls and roofs —little was spared.
At least three schools were forced to
close on Monday Cheviot Area School,
Ashley School and North Loburn. North
Loburn, in particular, suffered
extensive damage and remained closed
on Tuesday.
The Ashley Rakahuri Gorge Holiday
Park has been forced to close for safety
reasons until Tuesday, October 24. Any
updates will be posted on its Facebook
page.
The steady beat of generators could be
heard on many properties powering up
milking sheds to milk cows and sheep,
and to keep domesticfridges, freezes,
and pumps running.
Meanwhile many water schemes
across the Waimakariri and Hurunui
districts were affected due to the loss of
power, until generatorscould get upand
running to continue to pump water.
It was acritical situation with both
council’s calling on people to conserve
water until supplies could be secured.
Alex Makogon, Hurunui Field
Operations Manager –3Waters says the
Hurunui District’s drinking and
wastewater networks are very
complicated, with more than 100 sites.
‘‘When power is lost, much of the
automation that ensures our water
networks continue to function, is lost.
‘‘These sites have to be attended to
immediately.
‘‘Staff and contractors were on the job
and worked well into the night to make
sure while the storm raged, as many
people as possible had drinking water
and their wastewater services
continued to function.” Mr Makogon
said.
There were no wastewater overflows,
and no complaints about wastewater
were received.
Staff delivered more than 5000L of
diesel to ensure that emergencypower
supplies continued to operate. It was
hoped to have most customers receiving
water by midweek.
Meanwhileemergencyresponders
were out in force checking on the
welfare of people, or quickly quelling
any fires that blew up, and tying down
roofs.
The clean up has begun, and it is going
to be along haul for some.
Clean upbegins ... Don Scott on Loburn Terrace Road lost 50
trees tothe wind, but says he got away well compared to
neighbours. Pictured is his soninlaw James McCoy, aChristchurch
AMBERLEY A&P SHOW
The North Canterbury News, October 19, 2023
Hoban family readyfor Amberley show
James Hoban is hoping to take 10 vintage
tractors to the Amberley A&P Show.
This year’s show president is hoping to
contribute to one of the largest displays
of vintage machinery in the show’s
history, at the Amberley Domain on
Saturday, October 28.
James is better known for his sheep
farming and young farmers exploits, but
also has his own fleet of vintage tractors
at his Waipara farm.
‘‘It started when Iinherited granddad’s
1951 Farmall Cub.
‘‘I advertised for parts and Iended up
with a1949 model.
‘‘I’ve got mainly Internationals and
they’re all 1951 or older.
‘‘It is not too complicated, which suits
my level of mechanical knowledge.’’
James farms 770 hectares on the coast
near Waipara with his wife Maria and
children Alice (12) and William (9), and
his parents Pat and Judith.
‘‘It is apretty special spot. It feels
isolated, but it is only 20 minutes from
Amberley, so it is the best of both
worlds.’’
The Hobans run 2500 ewes, including
600 stud ewes, and 180 cows at their
Glenafric property.
Of the stud ewes, there are 250 South
Suffolks and the rest are Corriedales.
The family has been running an onfarm
ram sale in December for the last
five years.
‘‘It is growing every year and now we’re
selling up towards 100 rams between the
two breeds,’’ James says.
‘‘It is alot of work for one day, but it is
really satisfying.’’
In his younger days, James appeared in
Young Farmer of the Year contest grand
finals.
The Hoban family is entering 15 sheep
in the show.
While James is busy with presidential
Showtime ... The Hoban family is looking forward to the Amberley A&P Show, including
Alice (12), William (9), James and Maria with their 1947 John Deere BR tractor and Jack
Russells Susan, Toad and Poppy.
duties, Pat and Maria will take charge of
the sheep.
Judith will be competing in the
produce shed, while Maria will be
entering some art.
Alice is entering some sheep, apet calf,
aJack Russell terrier and some produce
entries, and William is entering apet
lamb, apet calf and aJack Russell
terrier.
A&P shows are part of the Hoban
family DNA,going back to James’ greatgreatgrandparents
who were Northern
(Rangiora) A&P Show presidents in the
early 1900s.
His grandparents were Amuri A&P
Show presidents in the 1960s, followed by
Pat and Judith in the 1980s.
‘‘The shows have always been very
important in our family, so when we
moved to Waipara Iwas keen to get
involved in the Amberley show,’’ James
says
The family moved to Waipara nearly
seven years ago.
The Hoban connection to the Amberley
show goes back to James’ grandparents
showing in the 1960s.
‘‘I didn’t think Iwould become the
president as quickly, but Ihad been on
the committee at Amuri.
‘‘But for someone that new to the show
11
becoming president is asign that we are
short of people and many A&P
associations are facing the same
challenges.’’
But James says there are plenty of past
presidents on hand to offer advice and he
has astrong committee behind him.
Family support is also important.
‘‘There is no way Icould do it without
support at home. We are all actively
working on the farm, including the kids.’’
Vintage machinery to feature
The Amberley A&P Association is hoping
to get back to normal after the
disruptions of Covid19, with the annual
show returning to the AmberleyDomain
on Saturday, October 28.
‘‘We’ve got all the normal things
happening and everything is pretty well
supported,’’ president James Hoban says.
This year’s show will feature alarger
than normal vintage machinery section
with lots of tractors and trucks on
display.
Members of the Binders Down Under
Club from MidCanterbury and North
Canterbury will be bringingtheir
machines, while the St John Preservation
Team will be bringingsome vintage
ambulances.
‘‘We did abit of asearch locally in the
vintage community sowe’ve got abit
moreinthe grand parade,’’ James says.
Sheep and pet lambs, wool and dog
trials, will all be on display, and student
classes, and home and produce classes
areback inthe pavilion.
The pet tent will provide plenty of
interesting animals to entertain families
If you lovefood the Hoof to Hotplate
tent will be well worth avisit, with chefs
cooking upprized beef and lamb, which
you may even get to sample.
The wine area will once again
showcase the many varietiesonoffer in
North Canterbury, and there will be
samples to taste, and bottles for sale.
This year there will be apeople’s
choice award, where anyone aged
18years and over will be able to vote for
their favourite wine.
Wood choppingwill provide plenty of
excitement throughout the day, as
axemen display their skills.
After visitingall the stalls and exhibits
outside of the ring, and the huge display
of produceand art in the pavilion, you
can sit backand watch activitiesinthe
ring.
Sheep entries are strong for this year’s
show, with good support from South
Suffolk and Corriedale breeders in
recognition of the president’s support for
the breeds.
Breeders are travelling from
Marlborough in the north and South
Canterbury in the south, while the judges
are travelling from Otago and South
Canterbury. Wool entries are also up,
especially from Corriedale breeders.
Changes have been made to the
pavilion section, with no entry fees this
year and entries acceptedinmost classes
on the day.
James says the changes are designed to
make it easier for people to enter.
This year’s show has also had good
support with trade sites and sponsorship.
‘‘It is not an easy time for farming or
any small business, because people are
up against it and it is hard to ask people
to spend money,’’ James says.
‘‘But without their support the
committee wouldn’tbeable to run the
show, so we are grateful for that
support.’’
The 122nd Amberley A&P Show will be
held on Saturday, October 28, at the
Amberley Domain. Entry is $10 for
Showcasing North Canty wines
Lovers of fine wine are encouraged to get
along to the Amberley A&P Show.
North Canterbury’s finest wines are set
to be showcased in the hoof to hotplate
marquee.
Organiser Steve Barkle says judging has
been completed in the annual Amberley
A&P Association North Canterburywine
competition, with the best 35 wines to be
opened at the show for free samples.
‘‘The judging was completed six weeks
ago, but the results are being kept under
wraps until the show,’’ he says.
‘‘It was aparticularly good result this
year with our highest proportion of gold
medals awarded.’’
Steve says entries are down this year due
to the pressures of Covid19, but the quality
is higher than ever with arecord nine gold
medals to be awarded.
Afurther 26 silver medals and 15 bronze
medals will be awarded, with the 2021 and
2022 vintages particularly strong.
Hand springing to aworld record
By JOHN COSGROVE
Tumbling and twisting is
par for the course for
Rangiora High School
student Brooklyn Joli, who
was awarded aGuinness
World Record for shattering
aParkour record.
The 16yearold has
smashed the existing world
record for the most
backwards hand springs,
parkour style, completed in
one minute.
He almost doubled the
score when, in front of
friends recording his record
attempt, he stretched the
recordtally from 35 to 54
backflips.
‘‘I had to pause twice
during the minute because I
was getting abit dizzy, but I
still did the most Icould do
in one minute,’’ says
Brooklyn, who is passionate
about the sportofParkour.
Parkour is the practice of
traversing obstacles in a
manmade or natural
environment using running,
vaulting, jumping, climbing,
rolling, and other
movements.
‘‘In late 2022, Iwas doing a
ton of backflips when a
friend asked me to try to
reach 45 continuously.
‘‘Sadly, he died in acar
crash, it was the last thing
we had talked about, so I
used this as motivation to do
morefor him.’’
Then, asubscriber to
Brooklyn’s YouTube Video
channel, where he posts all
his Parkour videos,
commented about the word
record.
He knew he could already
do 40 plus, which exceeded
the world record, so he
knew he had ashot at the
title.
After practising every day
after school, Brooklyn
discovered how to apply for
arecord online and set
about making it happen.
On May 28, 2023, he
arranged for 10 friends to
make abig circle out on one
of the Rangiora High School
fields. All had their phones
on to capture the minute of
highspeed action for the
Guinness World Record
officials to determine if he
had completed the
challenge properly.
Othershelped out with
timekeeping and
encouragement.
‘‘I smashed it.
‘‘It was fun doing it.We
packaged it all up and sent
it off to the Guinness World
Record people.’’
On September 18,
Brooklyn received
notification he had been
awarded the record, and a
certificate was on its way to
New Zealand declaring him
the new world record
holder.
The technology and media
student is now set on
breaking another parkour
record the most backflip
burpees in one minute.
Up and over ... New world record holder Rangiora High School
student Brooklyn Joli, continues with his passion for Parkour.
Speed limits
By DAVID HILL,
Local Democracy Reporter
Waimakariri motorists are set to be
asked to slow down around schools.
The Waimakariri District Council
will seek feedback on proposed new
speed limits of 30kmh around local
schools.
Councillors approved the draft
Waimakariri speed management
plan 2023/27 for consultation after
engaging with the district’s four
community boards.
Mayor Dan Gordon says speed
reductions were also proposed for
‘‘known trouble spots’’.
‘‘Safety around our schools is a
high priority.
‘‘We also want to ensure speed
limits at known trouble spots are safe
and appropriate for current and
future use.’’
Variable speed limits with signage
were also being considered at high
risk rural intersections.
Mr Gordon says the proposed
changes are intended to provide
consistency with speeds on
surrounding roads and where there
was increased traffic.
The Setting of Speed Limits Rule
2022, which came into effect in May
last year, required councils to
develop aspeed management plan
every three years based on Waka
Kotahi New Zealand Transport
Agency safe speed guidelines.
The council planned to conduct a
broader review of speed limits across
the district next year, Mr Gordon
says.
‘‘We will see where the new
government is at.’’
Focus on reserves
By ROBYN BRISTOW
Hurunui residents are being encouraged
to get involvedinplanningthe use and
future potentialoftheir reserves and
green spaces.
Hurunui District Mayor Marie Black
says Hurunui is fortunate to have some
‘‘wonderful reserves and greenspaces
that are enjoyed by our communities’’.
‘‘We love to see people using our
spaces, and we take care to manage them
responsibly and appropriately for the
community,’’ says Mrs Black.
How reserves look and are used is
managed by specific policies in our
district’s Reserves Management Plan.
‘‘Times change,however, and the
plans need to be updated to reflect
what’s actually happening on our
reserves,aswell as their development
potential.’’
Council’s Corporate Planner Maria
Edgar says afull review of the Reserve
Management Plan was lastcompleted
‘‘The Reserves Management Plan
covers all Councilownedand
administeredrecreation reserves and
includes aset of policies that provide a
consistent approach to how we manage
our reserves.
‘‘We’re asking our communities to
provide their comments and suggestions
on these policies, which guide us in how
we manage Hurunui’s reserves,
sportsgrounds,greenspaces and parks,’’
Ms Edgar says.
The review of the General Policies in
the Reserves Management Plan goes out
for feedback on Wednesday, October 18,
FreePop-Up Studio
By SHELLEY TOPP
The Oxford Gallery is offering afree
PopUp Studio for six weeks to 12
Waimakariribased artists.
The idea for the initiative came
from the gallery’s ‘‘brilliantly
successful’’ Open House Studio in
2020 where several artistprintmakers
shared the gallery
space.
The PopUp studio, will be in use
from today,Thursday, October 19,
until Sunday November 26, says the
gallery’s public programmes coordinator,
Katie Hallam, who is also
aparticipating artist.
The residencywill see each artist
spend three weeks at the PopUp
Studio.
‘‘Having artists at work in our
space brings it alive with creativity
and activity.
‘‘PopUpStudio is different in that
it is open to all types of creative
practitioners, such as visual artists,
contemporary crafts, writers and
animators.
‘‘As artists ourselves, we know that
working in isolation, as artists often
do,can be limiting, and sometimes
lonely.
‘‘When you work with, or
alongside, otherartists it promotes
collegiality and collaboration, and
new and exciting art comes out of
it.’’
The PopUpStudio will be the
artists' to work in and display and
share their working practices with
the other PopUp Studio artists and
visitors to the gallery.
‘‘People often connect with art in a
deeper way when they meet the
artist, or better still, observe their
creative process,’’ says Katie.
The artists will be able to sell work
and, thanks to Waimakariri Creative
Communities, they can also take
partinprofessional development
workshops and receive $100 towards
materials.
It is hoped that the Popup Studio
initiative will benefit the artists and
the gallerybypromoting connection
and community.
‘‘We have opened the PopUp
Studio to awide audience and by
doing so we hope to get to know more
local artists,’’ says Katie.
‘‘As an artistrun Creative Centre,
the morecreative minds we can
workwith the better.’’
The participating artists for part
one of the PopUp Studio from
October 19 until November 5are
Anna Heasley, Della Rees, Suzanne
McDonnell, Katie Hallam, Sean
Fetjes and Miranda Brown.
The participating artists for part
two of the PopUp Studio from
November 9until November 26 will
be Celia Wilson, Casey Macaulay,
Tessa Warburton, Donna Coster,
Kathy Thorpe and Ruth Stanton
Macleod.
Dropin creative activities and
demonstrations with PopUp Studio
artists will occur on Sunday October
29, Saturday November 4, Sunday,
November 19 and Saturday,
November 25 from 1pm –3pm. Entry
is by koha.
KAIKOURA TROTTING CUP
The North Canterbury News, October 19, 2023
New excitement to kick startKaikoura Cup
By SHELLEY TOPP
The owners of Quick Horse Racing
Limited are aiming to deliver anew kind
of excitement to the Kaikoura Trotting
Club’s popular twoday cup meeting.
Glenn Hames and Tony Russell, say
their high voltage, eightrace, Fast 10
initiative, based on fastpaced T20
cricket, will be applied to the first day of
the meeting at South Bay Racecourse on
Sunday, October 29.
‘‘Normally the Sunday meeting is a
lower key sixrace affair that leads into
Monday'sbig Kaikoura Cup meeting,
which is also Marlborough Anniversary
day,’’ says Glenn who is also the
administration manager for the
Kaikoura Trotting Club.
‘‘But this year things are going to be
different.’’
The Fast 10 concept is all about
creating arace day packed with fun,
music, colour, and less than 20 minutes
between races.
‘‘All races will be held over 1900
metres with 10 starters in each, six off
the front and four off the back.
‘‘All horses are allocated coloured and
numbered saddlecloths determined by
their draw, with drivers wearing the
samecoloured caps,’’ Glenn says.
‘‘We will start at 3.35pm and be
finished before 6pm.’’
It is the fourth Fast 10 meeting in New
Zealand, after two earlier events at
Addington and one in Invercargill.
‘‘We wanted to try something different
because we are expecting ahuge crowd
for the two days.
‘‘We have had alot of interest.’’
More than 180 campsites, 60 gazebo
sites and 10 mini marquees have all
been sold out, and they have been
situated so the view of the track won't be
compromised.
‘‘We put the campsites out for sale in
21
Big day out ... Kango, the eventual winner, leads the field with alap to go in last year’s Alabar Kaikoura Cup at South Bay Racecourse,
in Kaikoura.
PHOTO: RACE IMAGES CHRISTCHURCH
June, and they were snapped up in four
weeks’’ Glenn says.
‘‘For $100 campers can stay at what
has been called the world's most scenic
raceway for four nights, from Friday
October 27.
‘‘It is the most ever.
‘‘We have people coming from Nelson
to Dunedin and we have about 10 groups
on the waitlist at the moment as well.’’
However, the second day of the twoday
meeting, on Monday, October 30, as
always, will be the biggest attraction.
There is three feature races —the
$60,000 Alabar Kaikoura Cup, the
$40,000 IRT South Bay Trotters Cup, and
the $50,000 NZB Aged Stakes Classic.
Glenn is expecting high quality fields
and fast race times again this year.
‘‘The track was resurfaced last year
and we had something like six track
records.
‘‘It will be in great nick again.’
Glenn is also hopeful that the timing
of the club’s meeting this year will
enable the best possible field of pacers
Top model for NZ?
By DAVID HILL,
Local Democracy Reporter
Hurunui’s efforts to tackle coastal
erosion could provide amodel for the
rest of the country, says atop local
scientist.
Environment Canterbury chief
scientist Dr Tim Davie said the Hurunui
District Council efforts to engage with its
coastal communitiescould provide a
model as the incoming government
consideredthe proposedthird piece of
the Resource Management Act reforms
on climate change adaptation.
The Hurunui District Council has
been workingwith its beach
communitiestodevelop coastal
adaptation plans.
The first one, for the Amberley Beach
community, was adopted by the council
in July.
‘‘It is communityledadaptation. It is
not about havingacentrally imposed
decision, but the ability of communities
to adapt,’’ Dr Davie said.
Sometimesacommunity needed to
move, but there were other ways of
adapting, he said.
‘‘And in North Canterbury you have
some examplesofresilient communities
because they have recentexperience
with the earthquakes,flooding and
drought, and making sure communities
can cope with thesebig events.’’
In the AmberleyBeach Coastal
Adaptation Plan options included
moving the bund back further from the
coastline,introducing other coastal
protection measuresorimplementing
managed retreat.
Dr Davie said lastweek’sGovernment
report, Our Atmosphere and Climate
2023, reinforcedthe need for central
government support.
The report warned of bigger and
heavier ‘‘atmospheric rivers’’, which
carry water vapor from the tropics, often
leading to huge deluges.
Instore & Online
16-22 Oct
It also warned of warmer seas, coastal
erosion, flooding in rivers, arising sea
level and impacts on biodiversity as the
planet heats up.
‘‘Smaller councils like those in North
Canterbury will struggle to pay for this,
but we need to look at the impact of
these events which goes beyond the local
community, so it needs support from
central government.’’
Environment Canterbury chairperson
Peter Scott said the report reinforced
the need for government investment in
Canterbury'srivers to futureproof the
region against more frequent and severe
climate events.
‘‘Increased rainfall in Canterbury is
putting pressure on our river systems
and infrastructure, and damaging
people'sproperty'sand livelihoods,’’ he
said.
‘‘It shouldn't be solely up to ratepayers
to fund the solutions that are needed.
Coinvestment with government is
required to make adifference.’’
Dr Davie said the 2021 Canterbury
flood event was an example of an
‘‘atmospheric river’’.
Areport by NIWA found the heavy
rainfall that caused flooding in
Ashburton in 2021 was 10% to 15% more
intense due to the human influence on
the climate system.
‘‘A warmer air mass can hold more
moisture and when it is released it leads
to amajor storm event.’’
Climate change predictions for
Canterbury indicated the region could
expect more incidents of high rainfall,
with much drier periods in between.
More severe droughts increased the
risk of wild fires, something
Environment Canterbury is already
anticipating this summer, Dr Davie said.
Climate change was expected to
exacerbate the effects of the El Nino
weather pattern this summer.
Sound position
By DAVID HILL,
Local Democracy Reporter
The Waimakariri District
Council is in ‘‘a financially
sound position’’ despite a
challenging year, says chief
executive Jeff Millward.
Flooding, economic
uncertainty and high inflation
all had an impact, but the
council ended the year to June
30 with an operating surplus of
$21.7 million.
Councillors adopted the
2022/23 annual report at an
extraordinary meeting on
Tuesday afternoon.
‘‘We’ve had afair bit of
pressurecoming on the budget
and other councils are saying
the same thing,’’ Mr Millward
said.
‘‘By all our performance
measures we have done pretty
well. Overall it has been agood
year.’’
The operating surplus was
$9.7 million less than budgeted
due to inflation and
contributions from developers
being less than was expected.
The council also borrowed $8
million less than the $188
million it had budgeted.
Mr Millwardsaid Audit New
Zealand had given its
endorsement to the annual
report, which took into account
the change in government and
apotential change in Three
Waters policy. He did not
anticipate any immediate
impact to the council from the
change of government.
‘‘There is no change. It is very
much business as usual until
wehave a100 day plan to
respond to.’’
Mayor Dan Gordon praised
the work of council staff, but
warned of the challenging year
ahead.
‘‘We are in astrong position
but the next 12 months will be
challenging, so we need to look
carefully at our budgets as we
go into the Long Term Plan.
‘‘Our neighbours are already
talking about significant rate
increases unless there are
significant cuts to services.’’
Mr Millward said the council
was facing ‘‘significant
impacts’’ from climate change
as it looked ahead to next
year’s 2024/34 Long Term Plan.
Mr Gordon took the
opportunity to thank staff and
volunteersfor their efforts in
responding to the weekend
storm event.
‘‘If we had the Three Waters
reforms in place now we
wouldn’t have been able to
perform as effectively as we did
and that is something we have
been concerned about.
‘‘Severe weather events are
happening more regularly, and
the council is seeking to
Replacementdeck proposed
By JOHN COSGROVE
The Waimakariri Gorge Bridge
may have anew surface early
next year, if things go to plan.
Temporary repairs will
continue to be undertaken on the
Waimakariri Gorge Bridge, to
ensure the bridge could stay
open while alongerterm option
is being explored jointly by
Selwyn and Waimakariri District
Councils.
The next step for both councils
is to establish the design and cost
the replacement deck which is
due in November.
AWaimakariri District Council
spokesperson says the work will
then go out to tender for
construction.
“It’s anticipated that a
contractor will be appointed in
early 2024 and the deck
replacement work will be carried
out around midFebruary to
April next year.”
The Waimakariri Gorge Bridge
is jointly owned by the
Waimakariri and Selwyn District
Councils.
Selwyn District Council is
responsible for the daytoday
inspections and maintenance of
the bridge.
Waka Kotahi also contributes
funding to maintain and repair
the bridge.
Recently shortterm
maintenance was carried out
including repairing potholes on
the bridge deck surface,
installing metal plates where the
timber deck is wearing and
tightening the hold down bolts.
“These were short term repairs
to make sure we kept the bridge
Soon to be fixed ... The Waimakariri Gorge Bridge road surface.
open to all vehicles.
“While this has been going on,
we have been undertaking an
assessment of the bridge to get a
better understanding of the level
of work required to repair the
structure.”
The spokesperson says the
good news is the main structure
of the bridge is sound.
However, anew replacement
deck is required and the
intention is to replace the bridge
deck in the first half of 2024.”
Once the design has been
confirmed the two councils will
consider the best way to manage
traffic movement across the
bridge, while keeping
contractors safe and completing
the work in atimely manner.
“We will share the programme
for the work and details around
traffic management with the
public before work begins.
“In the interim, we will keep
the additional signs, road
markings and speed humps in
place to help reduce speeds over
the bridge. We will also continue
to complete temporary repairs as
and when required.”
The volume of traffic and the
number of heavy vehicles that
use the bridge has increased over
the years and this makes
maintaining and repair options
challenging.
“We are working together to
confirm the design requirements
for the new deck and to secure
funding required from Waka
Kotahi.
Both Councils have planned
for these repair costs in this
financial year’s budgets.”
Storm fails to stop Sefton Tug O’ War
Saturday's damaginghigh winds
did little to dampen the
enthusiasm for competitors in
the annual Sefton Tug O’ War.
Organising committee
member Cam Booker says it was
great to see so many people turn
out for the family fun event held
on Sunday at the Sefton School.
‘‘I know there were many
families there who had left
behind heaps of fallen trees, no
power and damaged fences to
come down and take part in the
event.’’
Cam himself, left two badly
damaged greenhouses, to crew
one of the teams ,which he says
he was paying for the next day,
when his tired and sore back and
arms reminded him of his
exertions as he picked
Asparagus on his farm.
‘‘We had almost 20 teams of all
ages ,one MainPower had to
pull out because of the storm
calling many of their crews into
action to restore power in the
district, but we quickly had a
replacement team from within
the crowd.
‘‘It was agreat community
event and we were extremely
lucky with the weather on
Sunday.
‘‘There were lots of people
there and it was good to see
everyone having fun tugging on
the ropes.’’
Sefton School PTA chairman,
Jeanne Williams says the event
is one of their main fundraising
events of the year.
‘‘All of the money raised here
will be used for the redesign and
redevelopment of the school’s
play area.
‘‘It will take us acouple of
years, but the event is important
for ourcommunity here, as it
brings usall together to work for
Foodstuffs (South Island)
Community Trust has responded to
unheardof demand at the Kaiapoi
Community Support Food Bank, by
donating $5000 in New World
vouchers.
New World Kaiapoi owners,
Gareth and Laura Caldwell,
sponsored Kaiapoi Community
Support’s application to the
Foodstuffs Trust.
Gareth Caldwell says when he
and his wife Laura heard requests
for food parcels had quadrupled at
the Kaiapoi Food Bank in the last
year, they were very keen to lend
their support to the funding
application.
The Caldwells took over
ownership of New World Kaiapoi
12 months ago, and were also
major supporters of the 2022
Kaiapoi Food Bank Fundraising
Appeal.
‘‘Supporting our local
community is abig part of who we
are and what we like to do,’’ says
Mr Caldwell.
‘‘We know that putting on food on
the table is an everyday challenge
for many and we see the significant
demand that puts on our Kaiapoi
Food Bank.’’
The Kaiapoi Food Bank
operates out of Kaiapoi
Community Support, or KCS as it is
known, afree service of
CanterburyTrust.
Community Wellbeing Manager,
Deirdre Ryan, says New World
Kaiapoi’s support could not have
come at abetter time.
‘‘The increase in demand for
food parcels over the last two years
is staggering. In May 2021 we gave
out 37 food parcels. Last month we
gave out 200.
‘‘Because of the rising cost of
groceries, capacity to meet this
demand has plummeted,’’ says Ms
Ryan.
‘‘A dollar simply doesn’t stretch
as far as it used to, and we receive
no funding for our Food Bank. We
rely on fundraising and donations
to feed our community. Which is
why this support from New World
Kaiapoi and the Foodstuffs (South
Island) Community Trust is so
welcome.’’
People can experience food
insecurity for many reasons, says
Ms Ryan.
This can include illness, job loss,
rent or mortgage increases or an
emergency, such as flooding or
fire.
‘‘When the Sutton Tools Kaiapoi
Factory fire forced redundancy on
anumber of employees, our Food
Bank was immediately there to
support them.’’
Ms Ryan says other social
services agencies in North
Canterbury also call on the
Kaiapoi Food Bank for emergency
assistance.
‘‘Our Food Bank works alongside
Community Wellbeing’s social
workers, counsellors and youth
workers and accesses support
through other agencies such as
Budgeting Services North
Bank is vital to athriving North
Canterbury.
‘‘Foodstuffs South Islands
Community Trust fund’s will save
hundreds of local people from
going hungry,’’ Ms Ryan says.
‘‘The New World vouchers will
be used to buy fresh produce like
meat and dairy.
‘‘It will restock our Food Bank
shelves with tinned foods and
pantry essentials.’’
Local Democracy Reporter
Most Waimakariri farmers are complying
winter grazing rules, Environment
Canterbury says.
The regional council has completed
flyovers of farmland in the Waimakariri
district over the last two winters to check
on winter grazing practices.
Waimakariri land management advisor
Anna Veltman said the results had been
largely positive.
Environment Canterbury staff visited
farms to address any issues identified and
to offer assistance.
‘‘We visited afew farms with issues in
the first season and on our follow up visits
this year we found the paddocks were
fine,’’ she said.
‘‘We make phone calls to individuals
and talk about what we’ve seen and ask
‘does that sound like your paddock?’.’’
One farmer was using virtual fencing
with collars on the cows, which cannot be
seen from the air, she said.
While there were initial fears of
‘‘spying’’ on farmers, Ms Veltmansaid no
photos were taken during the flyovers.
‘‘We fly over and look at paddocks all
over the district.
‘‘We might go close to the river on one
flight and change it to adifferent flight
path for the next fly over.’’
She said Environment Canterbury had
worked closely with astakeholder group
of farmers and sector representatives to
ensure the programme was beneficial to
the sector.
Most farmers were grazing strategically
towards water ways, creating buffer
zones, placing water troughs and feeders
close to new breaks, avoiding paddocks
with water ways and wetlands, and
grazing with smaller mob sizes, she said.
Environment Canterbury principal
farm systems advisor Sarah Heddell,
herself afarmer, acknowledged the
regulations were complex.
The regulations required farmers to
apply for aconsent if they had ‘‘critical
source areas’’ around water ways in their
paddocks and slopes with a10percent or
greater gradient.
‘‘Keeping off slopes could be an option
if you don’t want to worry about a
consent,’’ Ms Heddell said.
Under Plan Change 7tothe Canterbury
Land and Water Regional Plan, land use
consents were required for all farms 5
hectares or larger.
Freshwater farm plans were being
not due to be rolled out in Canterbury
The plans were atool designed to stop
further decline in freshwater quality,
make water quality improvements within
five years, and begin to reverse past
More than 50 farmers and industry
Heritage farming awards entries open
North Canterbury farmingfamilies
with along heritage of farming their
land have just under two months to
submit their application in time for
this year’s intake for the New Zealand
CenturyFarms and Station awards.
The awards are open to families who
havefarmed their land since 1923 or
earlier.
With aspecial acknowledgement
and plaque, the award recognises
these families, their hard work and
perseverance.
NZCFSA chairperson, Edward
Fitzgerald says judgingbythe amount
of applicationsalready in, it’s gearing
up to be another good year.
He said this year’s eventheld
earlier in May in Lawrence, was
another huge hit with visiting
families.
‘‘The award recipients findthe
whole process avery rewarding and
emotional experience –from the
gathering of the farminghistory
through to the comingtogether of
extended family at the awards
ceremony’’
Mr Fitzgerald said it is achance for
all generations to reflect on the
challenges andachievements over 100
plus years andshare those memories,
which are often very similar, with
other farming families. ‘‘It really is a
special evening.’’
The committee firmly believe that
keeping any farm or station in afamily
from generation to generation through
challenging times is an impressive
achievement anddeserves to be
recognised.
The programme began in 2005 in
Lawrence with an aim to capture and
preserve family histories of
pioneering families andtheir
descendants.
Eligible families submit narratives
of their farm history, together with
copies of related photographs and
supportingdocuments which are then
archived at the Alexander Turnbull
Library in Wellington, ensuring all
records are kept in perpetuity.
Aformal dinner in Lawrence each
significant achievement of 100 or
more years in farming.
It is achance for recipientstomeet
each other and formally receive their
Aclassic motorcycle attraction en route
ByJOHN COSGROVE
The attractionofclassic motorcycles,
and the lure of racing among friends
and other likeminded people, is what
makes John Humm’s annual
pilgrimage to the Totalspan Southern
Classic Festival ajoy.
John, asalesmanfrom Pegasus, says
it’s aunique event and a‘mustdo’ each
year for him and his mates.
‘‘Where else are you going to find 300
other classic motorcycle enthusiasts
all enjoying themselves but at the
Classic Action Motorcycle Sport (SI)
Inc. annual Southern Classic at
Levels.’’
The threeday long event (November
24 to 26) attracts riders, and machines,
of all ages, from all over the country.
John says the idea for aclassic
motorcycle race meeting was
established 34 years ago in 1989 by a
bunch of riders including Ian (Jungle)
McGregor, George Begg and Morrie
Weir.
CAMS President Dave Reesby says
these men created this gathering of
likeminded classic motorcycle
enthusiasts as they wanted to preserve
the older racing machines.
‘‘The machines must be made before
1995 and some go back to the 1920s and
earlier.
‘‘The classes are structured so that
every one gets to ride machines of
similar age and capabilities.’’
Mr Reesby says that over the years
noted visitors to the meetinghave
included world superbike and grand
prix stars such as Aaron Slight,
GraemeCrosby, Kevin Magee, Wes
Cooley and many others.
‘‘This year we are expecting to see
stars such as Aaron, Robbie Phillis,
Gary Goodfellow, Johnnie Hepburn
and Grant Ramage racing over the
Having fun ... John Humm of Pegasus, with his Yamaha TZ250D which he’ll ride at the Totalspan Southern Classic Festival next month.
weekend.’’
John Humm attended that first
meeting in 1989, riding aBSA 50.
‘‘It was abit slower than the Yamaha
FZ750 superbike Iwas racing then in
the national points series, but the
feeling of camaraderie and friendship
Igot from the other riders has kept me
coming back againand again.
‘‘When Ifirst started racing 40 years
ago, motorcycle racing in Canterbury
was like beingpart of onebig extended
family.
‘‘People like Warren Guy and Warren
Boon made it fun, members
encouraged each other, helped out
where they could anditwas agreat
place to be.’’
John says that when national points
racing became aserious venture he
foundthe classic racing scene to be
more like the family fun sport the clubs
used to be.
‘‘Everyoneatthe classic knows each
other. We all don’t go out onto the track
to be overly serious –pride at finishing
well is more of aconsideration now
than winning overall.
‘‘It’s all about having fun on the track
and having agood friendly party after
it's all finished for the day.’’
CRICKET
Kaikōura has joined in the
senior Canterbury Country
cricketcompetition.
It joins its rugby
counterparts in deciding to
look toward Canterbury to
get regular cricket.
The season opener for
Kaikōura was impressive in
its first match against
Darfield.
Darfield scored 161 for
the loss of nine wickets in
its 40 overs.
Kaikōuraslumped to be
62 for the loss of six wickets
at drinks.
But Thomas Bolton and
Reuben Walford then went
on the attack.
The team put on 80 runs
in the next eight overs to
take it to the cusp of victory,
before legspinner Isaac
Earl came on and wrapped
upthe Kaikōura tail.
He took three quick
wickets, leaving Kaikōura
stranded just nine runs
short of victory.
Climatechange and future earthquakes
pose serious risks for smaller districts
like Kaikōura, the region's council boss
says.
The alpine fault and rising
temperaturespose various problems for
the region. Climate change will bring the
risk of more intense rain, landslips,
alpine erosion, and increasing ocean
acidification.
Kaikōura District Council chief
executive Will Doughty said councils
mustwork together to tackle these
issues.
‘‘Climatechange related issues are
multiple and varied acrossthe region
with differentprioritiesfor each
district.
‘‘Two of the main areas for concern for
our district include changing weather
patterns,inparticular more intense
rainfall, more frequently.’’
Loose materialfrom the mountains
generated by the earthquake caused an
ongoingrisk, while risingsea
temperaturesthreatenedmarine
species,hesaid.
The council would consider what
further actions needed to be taken as
part of next year’s 2024/34 Long Term
Plan, he said.
Mr Doughty welcomed the chance to
be included in the Canterbury Mayoral
Forum’s Canterbury Climate Plan
Partnership.
Environment Canterbury chief
scientist Dr Tim Davie, who is leading
the project, said councils must protect
infrastructure, such as roads and
drinking water, tackle coast erosion and
look after biodiversity.
‘‘[The climate partnership plan] is
about pulling together and identifying
what actions councils are taking and
what we can do across Canterbury.’’
The 2016 Kaikōura earthquake caused
an uplift of the coastline, reducing the
impacts of sea level rise and coastal
erosion in the immediate future, Dr
Davie said.
However, he said the region had other
challenges including increasing ocean
acidification. This was caused by oceans
absorbing carbon dioxide from the
atmosphere, which impacted on
shellfish and other fish species.
Warmer seas caused by climate
change also impacted birds like the
Hutton'sshearwaters, which had to fly
further in search of food, as fish moved
to cooler waters.
AFresh Start for Three Waters
Communities 4Local Democracy (C4LD) welcomes
the new National-led Government and their vow
to scrap the previous Government’s failed Three
Waters policy.
During the election campaign the new Government
coalition partners promised to scrap Three Waters
and replace the legislation with anew proposal
based on community-ownership of water services.
“We welcome the new Government and their
promise to scrap this divisive and flawed reform,”
say Co-Chairs ofC4LD He hapori mō te Manapori,
the Mayor of Manawatu District, Helen Worboys,
and Mayor ofWaimakariri District, Dan Gordon.
“We look forward to the new Government swily
repealing the outgoing Government’s legislation
to honour that commitment. Both leading into the
campaign, and during the campaign, they’ve been
clear with Kiwis that this was their intention, and
they have the electoral mandate now toget on
with it and fix this flawed reform.”
