It has bought the remaining nine hectares of prime land to add to its holding of 5.1 hectares which was transferred to council ownership in 2010. It has three, category 1heritage buildings on it. Chief Executive Hamish Dobbie says the council was fortunate to work with Te Rūnanga oKaikōura and NgāiTahu to secure the southern end of the site. ‘‘The crown had signalled its desire to sell the site. ‘‘The iwi had first right to purchase the property, but worked through a process with council enabling us to purchase it instead. ‘‘This ensures it remains in public ownership,’’ he says. Mr Dobbie says the purchase is worth celebrating. ‘‘This is 9hectares of prime land in the centre of one of Hurunui’s strategic tourism destinations, Hanmer Springs. ‘‘Having ownership now enables us to control its future, and ensure any future development adds to the character of the village, and enhances the areas social, cultural, environmental and economic wellbeing. We are extremely grateful to Ngāi Tahu Property and Te Rūnanga o Kaikōura for giving us this opportunity. ‘‘It is agreat outcome for the community.’’ The new site includes asizeable hospital building, four uninhabited houses, workshops and storage buildings, along with auxiliary service buildings. Mr Dobbie says they are all in various states of disrepair, and have no heritage protections. Their future is likely to be decided as the council develops acommercial master plan for the site. ‘‘This plan will, in time, allow for the careful development of commercial and residential activities and reserves on the site. ‘‘We’ll work carefully to ensure any Soldiers block ... About Queen Mary Hospital Queen Mary Hospital in Hanmer Springs sits next to the villages famous mineralfilled natural thermal springs. Its Soldiers' Block was built in 1916 to care for returning soldiers suffering shell shock and other warrelated neuroses. More than 1100 soldiers were treated in the highquality facilities. They often made remarkable recoveries, with bathing in the waters a core part of their treatment programme. The Soldiers' Block was one of only two such hospitals in New Zealand and the only one that remains on its original location. The hospital later became a treatment centre for those with functional nervous disorders, and later an internationallyrecognised facility for the treatment of drug and alcohol dependencies up until 2003. The ownership of 5.1 hectares of the Queen Mary Hospital was passed from the Canterbury District Health Board to the Department of Conservation in 2008. It was vested to the Hurunui District Council as an historic and recreational reserve in 2010 which is treasured by villagers and visitors alike. Queen Mary Hospital in Hanmer<br />
Springs sits next to the villages famous<br />

Waimakariri MP Matt Doocey<br />
says it is back to work this<br />
week, focusing on getting an<br />
after hours healthservice<br />
backontrack for the <strong>North</strong><br />
<strong>Canterbury</strong> area, and getting<br />
the Woodend ByPass, to the<br />
front of the queue with the<br />
new Transport Minister, along<br />
with other transport<br />
infrastructure in the<br />
Waimakariri electorate.<br />
Mr Doocey, who won his seat<br />
comfortably onSaturday to<br />
givehim his fourth term in<br />
Parliament, says he will also<br />
be focusing onlaw and order<br />
issues that have arisen over<br />
the past three years.<br />
But his greatest hope is to<br />
become the first Minister of<br />
Mental Health.<br />
‘‘Obviously therewill be<br />
conversations to be had with<br />
the Prime Minister (Mr<br />
Luxon), but Iamexcited at<br />
being potentially the first<br />
Minister of Health.<br />
‘‘I would love it to be me. I<br />
have been the opposition<br />
spokesperson(on mental<br />
health),’’ he says.<br />
He says he is humbled by the<br />
support from people in the<br />
Waimakariri electorate.<br />
He polled 23,212 votes, a<br />
majority of 11,418 votes, over<br />
his nearest rival, Labour’s Dan<br />
Rosewarne, who polled 11,794.<br />
Rosewarne is number 32 on<br />
the Labour Party list, but with<br />
several MPs winning<br />
electorates who were either<br />
not on the list, or ranked below<br />
him,heisunlikely to get back<br />
into Parliament. He is<br />
undecided onwhat the future<br />

holds.<br />
Mr Doocey says it is an<br />
honour, and aprivilege, to be<br />
reelected, with his largest<br />
winning margin, for afourth<br />
term as MP for Waimakariri.<br />
‘‘I am humbled to have<br />
received such alarge majority.<br />
‘‘What Ihave learnt from my<br />
nine years as an MP, is the<br />
Waimakariri community<br />
rewards hard work.’’<br />
Mr Doocey was in<br />
Wellington on Monday,<br />
helping support the induction<br />
of 23 new National MPs.<br />
Meanwhile Kaikoura MP<br />
Stuart Smith also won his<br />
fourth terminParliament with<br />
amajority of 10,026, after<br />
polling 18,050 votes.<br />
His nearest rival was<br />
Labour’s Emily Dewhirst with<br />
8024 votes.<br />
‘‘It is aprivilege to be reelected.<br />

RHS looks to rebrand its farm<br />

Rangiora High School is looking to<br />
rebrand its farm as an ‘‘outdoor lab or<br />
classroom’’.<br />
The school is exploring opportunities<br />
to make its farm relevant in the 21st<br />
century, Board of Trustees chairperson<br />
Simon Green says.<br />
‘‘The board is excited about moving<br />
away from amore traditional farm to an<br />
outdoor lab or outdoor classroom.’’<br />
The school’s head of science, David<br />
<strong>News</strong>hamWest, was released from<br />
classroom duties this year to conduct a<br />
review of the farm and explore future<br />
opportunities.<br />
But principal Bruce Kearney said the<br />
farm is not for sale.<br />
He said the school had been building<br />
connections with Lincoln University<br />
and was looking at asimilar model.<br />
‘‘They do the full process really well<br />
on alarger scale, so we can learn from<br />
Lincoln and what they do and look to<br />
offer it on asmaller scale.’’<br />
Mr Green said as the environment<br />
around the school and farm became<br />
increasingly urbanised, it placed the<br />
farm under greater scrutiny.<br />
‘‘It is like aglasshouse. People are<br />
looking in at what we are doing, whether<br />
it is raising farm animals, plants or biota<br />
nodes.<br />
‘‘And it is important to us for our<br />
learning to be seen in action, but we<br />
need to ensure that what we do is<br />
ethical.’’<br />
Mr Kearney said the school also<br />
needed to consider what was<br />
sustainable and added value to the<br />
school.<br />
It meant the future of animals at the<br />
school was under consideration.<br />
Options included moving from rearing<br />
lambs to fattening stock, or moving away<br />
from animals altogether.<br />
‘‘The world is shifting to be more<br />
sustainable and shifting away from<br />
meat, so we need to prepare our<br />
students for achanging world,’’ Mr<br />
Kearney said.<br />
Mr Green said students who were keen<br />
on farming had the opportunity to spend<br />
time on alarge scale dairy or dry stock<br />
farm during class time.<br />
But the farm still had arole to play in<br />
giving students ataste of the rural sector<br />
and what opportunities were available.<br />
The school was also looking to move<br />
all of its classrooms on to the main<br />
school site, on the west of East Belt,<br />
which will make more land available for<br />
the farm.<br />

will present aproposal to the board by<br />
the end of the year, before consulting<br />
with the wider school community.<br />
He said the vision would include<br />
working alongside Lincoln University,<br />
the Ministry of Primary Industries and<br />
Environment <strong>Canterbury</strong> to prepare<br />
students for future careers in the rural<br />
sector.<br />
‘‘We have to accept that the nature of<br />
our students has changed.<br />
‘‘When the school was established in<br />
the 1880s it was mostly farming families,<br />
but now more than 80 percent of our<br />
students are urban.’’<br />

The Waimakariri Public Arts Trust<br />
(WPAT) will hold aBraided Art<br />
Exhibition <strong>2023</strong> next month.<br />
The exhibition is being held to<br />
promote the trust, and showcase the<br />
braided rivers theme.<br />
It will also endeavour to ‘‘braid<br />
together’’ the many different art groups<br />
and disciplinesinWaimakariri.<br />
WPAT, which is acharitable trust and<br />
was formedtwo years ago to establish<br />
more outdoor art in the district, is<br />
providing 200 small, free canvases for<br />
Waimakariri artists to participate in the<br />
exhibition.<br />
The canvases can be collected from<br />
Waimakariri’s three public libraries in<br />
Oxford, Rangiora,and Kaiapoi.<br />
They mustbecollectedby<strong>October</strong> 26,<br />
and artwork returned to the libraries by<br />
November10.<br />

Coral says she was invited to<br />

the Kaiapoi art gallery, Art on the Quay<br />

She was keen to participate.<br />
‘‘It is encouraging to know that funds<br />
are being raised by the WPAT to<br />
purchase public artworks and to create<br />
awareness about art and artists in the<br />
community,’’ she says.<br />
Coral would like to see an annual<br />
‘‘artist in residence’’for aWaimakariri<br />
resident.<br />
‘‘That would be an exciting initiative,<br />
perhaps for amonth at atime, resulting<br />
in an exhibition in Rangiora.<br />
‘‘A work could be gifted to the WPAT to<br />
either sell or be put in apermanent<br />
exhibition at the council on conclusion<br />
of the exhibition,’’ she says.<br />
‘‘I think this would create ahigher<br />
profile for rural artists. Rangiora is<br />
large enough and has afairly prominent<br />
art scene to perhaps have asmall standalone<br />
art gallery.<br />
‘‘Maybe it could be alittle shop on the<br />
High St.’’<br />
The Braided Art Exhibition <strong>2023</strong> is a<br />
free event and will be held in the foyer of<br />
the Waimakariri District Council's<br />
Rangiora service centre from November<br />
22 until November 24.<br />

Spotlight on water reforms<br />

<strong>North</strong> <strong>Canterbury</strong>’s mayors are<br />
hopeful the incoming<br />
Government will stick to its<br />
promise to scrap the Three<br />
Waters reforms.<br />
The Waimakariri, Hurunui<br />
and Kaikōura councils have<br />
been among the more vocal<br />
opponents of the Labour<br />
Government’s Affordable<br />
Waters legislation.<br />
The legislation, which was<br />
revised earlier this year,<br />
proposed the creation of 10<br />
entities to control the country’s<br />
Three Waters infrastructure,<br />
with the <strong>North</strong> <strong>Canterbury</strong><br />
councils included in the<br />
<strong>Canterbury</strong> /West Coast entity.<br />
The National and Act parties<br />
campaigned on apromise to<br />
repeal the legislation and<br />
replace it with anew proposal<br />
based on community ownership<br />
of water services.<br />
‘‘We look forward to the new<br />
Government swiftly repealing<br />
the outgoing Government’s<br />
legislation to honour that<br />
commitment,’’ said<br />
Waimakariri Mayor Dan<br />
Gordon, cochair of the lobby<br />
group Communities for Local<br />
Democracy (C4LD).<br />
‘‘Both leading into the<br />
campaign, and during the<br />
campaign, they’ve been clear<br />
with Kiwis that this was their<br />
intention, and they have the<br />
electoral mandate now to get on<br />
with it and fix this flawed<br />
reform.’’<br />
Mr Gordon said reform was<br />
urgently needed, but central<br />
and local government needed to<br />
work together to ensure the best<br />
outcome.<br />
Three Waters was suggested<br />
as asolution to the country's<br />
ageing water service<br />
infrastructure.<br />
The legislation aimed to give<br />
the new water organisations<br />
greater financial flexibility to<br />
make infrastructure upgrades<br />
to improve the safety, reliability<br />
and affordability of water<br />
services.<br />
An alternative model was<br />
presented by Mr Gordon in<br />
November, alongside Auckland<br />
Mayor Wayne Brown and<br />
Christchurch Mayor Phil<br />
Mauger.<br />
It would see the water<br />
regulator, Taumata Arowai,<br />
remain in place alongside local<br />
ownership.<br />
Localised Regional Water<br />
Organisations (RWOs) were<br />
suggested as an alternative to<br />
the government’s proposed 10<br />
entity model, which would be<br />
set up in partnership with Mana<br />
Whenua.<br />
It was proposed the RWOs<br />
have access to investment<br />
capital through anew Water<br />
Infrastructure Fund,<br />
administered by central<br />
government’s Crown<br />
Infrastructure Partners.<br />
The degree of any formal cogovernance<br />
would be<br />
determined by local<br />
communities in consultation<br />
with mana whenua, rather than<br />
by central government, Mr<br />
Gordon said.<br />
Kaikōura Mayor Craig Mackle<br />
said his preference was to join a<br />
<strong>North</strong> <strong>Canterbury</strong> RWO, which<br />
could include Kaikōura,<br />
Hurunui, Waimakariri,<br />
Christchurch and Selwyn.<br />
Hurunui Mayor Marie Black<br />
said her district had been<br />
concerned about the ‘‘loss of<br />
ownership’’ from early on. ‘‘We<br />
look forward to progress being<br />
made on that commitment once<br />
the new Government is in place.<br />
‘‘There is alittle bit of<br />
uncertainty at the moment and<br />
it will take abit of time, but I<br />
have ahigh level of confidence<br />
because of the determination<br />
the parties expressed in the<br />
campaign.’’<br />
She called on the new<br />
Government to work in ‘‘true<br />
partnership’’ with councils<br />
across the range of reforms,<br />
including the Resource<br />
Management Act reform and the<br />
future of local government.<br />

Te Kura Taka Pini (the Ngāi<br />
Tahu freshwater group). A Te<br />
Rūnanga oNgāiTahu<br />
spokesperson said the rūnanga<br />
is ‘‘apolitical’’ and works with<br />
the government of the day.<br />

Trap lessons<br />

Kaiapoi Brownies are<br />
tackling the job of reducing<br />
predation in their green<br />
spaces through atrapping<br />
project with the help of the<br />
Waimakariri District Council<br />
and Ryman’s Men’s Shed.<br />
The Brownies are<br />
undertaking it as a<br />
community project, doing<br />
what they can to help New<br />
Zealand’s birds, reptiles and<br />
insects from predation by<br />
rats and other predators.<br />
The Ryman’s Men’s Shed<br />
donated 20 hand made<br />
wooden cages to capture the<br />
rodents in and these were<br />
presented to the Brownies at<br />
arecent meeting.<br />

Lynn Andrews said the cages<br />
and traps were too small to<br />
allow cats into them, thereby<br />
protecting house hold pets.<br />
‘‘Ryman’s are very<br />
generous and they donate all<br />
the parts which our small<br />
team make into both traps<br />
and besting boxes.<br />
Mr Andrews says over the<br />
years they have made in<br />
excess of 2000 units, given to<br />
both conservationists and<br />
community groups all over<br />
the country.<br />

‘‘Before they set traps they<br />
have to learn what pests they<br />
have in their back yards by<br />
using chew cards.<br />
‘‘These are not poisonous<br />
and don’t hurt animals.<br />
‘‘If an animal chews on the<br />
card then we can tell by the<br />
marks it makes what kind of<br />
animal it is,’’ Mr Chambers<br />
said.<br />
He said if the bite cards<br />
showed the presence of rats<br />
or rodents then one of the<br />
best lures was asmall<br />
amount of peanut butter or<br />
Nutella.<br />
The Brownies will be using<br />
the Trap.NZapp to record<br />
how many times the traps are<br />
checked and how many times<br />
something is caught.<br />

It was an absolute honour and a<br />
privilege to be reelected to afourth<br />
term as Member of Parliament for<br />
Waimakariri over the weekend.<br />
Iwas extremely humbled to receive<br />
my largest majority to return as your<br />
representative in the 54th Parliament<br />
of New Zealand.<br />
As the Member of Parliament for<br />
Waimakariri Iwill work hard to serve<br />
everyone in the electorate to the best of<br />
my abilities.<br />
Iwill continue to fight hard for afterhours<br />
health services for <strong>North</strong><br />
Cantabrians, and advocate for<br />
improved transport infrastructure to<br />
allow for continued growth in the<br />
region.<br />
I’m very much looking forward to<br />
fulfilling our promise of starting<br />
construction on the longawaited<br />
Woodend Bypass, but also to getting<br />
out and about in the community to hear<br />
your views and concerns on all the<br />
other issues that are most important to<br />
you.<br />
It has always been akey focus for me<br />
to be as accessible as possiblefor my<br />
constituents, and Iwill continue to<br />
hold regular constituent clinics across<br />
the electorate, from Belfast to Oxford.<br />

special votes to be counted and a<br />
government to be formed.<br />
It’s clear New Zealand wanted<br />
change in the form of aNationalled<br />
government, however the exact<br />
numbers are still to be determined,<br />
and subsequent negotiations to be had.<br />
What’s safe to say, however, is that I<br />
am very much looking forward to being<br />
part of the government after six years<br />
in opposition.<br />
It will be an honour to be able to<br />
effect real,meaningful change for<br />
Waimakariri and wider New Zealand,<br />
and Ithank you again for giving me the<br />
opportunity and mandate through your<br />
support at the polling stations.<br />

weekend to provide support to<br />

By Monday we were one step closer<br />
to being backtonormal, thanks to<br />
those efforts.<br />
There’s still some clean up to do, but<br />
Iknow the work is continuing this<br />
week.<br />

The main thing we want to see from<br />
the new Government is acommitment<br />
to localism, particularly around Three<br />
Waters.<br />
We hope to see asignificant review<br />
of the sectorsfunding model so that it<br />
is moresustainable and rewards<br />
councils which demonstrably govern<br />
well and so add value to their<br />
communities.<br />
It is important the sectors funding<br />
model supports and enables local<br />
government to address, at alocallevel,<br />
the challenges facing the country.<br />
Shellfish gathering cleared in waterway<br />

Environment <strong>Canterbury</strong> (ECan) has<br />
removed its ban on shellfish gathering in<br />
Saltwater Creek despite awater quality<br />
caution from the <strong>Canterbury</strong> Medical<br />
Officer of Health.<br />
The regional council banned fishing<br />
and collecting shellfish from the<br />
waterway on September 1after Daiken<br />
NZ reported atoxic wastewater spill<br />
from its Sefton mediumdensity<br />
fibreboard (MDF) production factory.<br />
The ban on whitebaiting and other<br />
fishing was lifted late last month, but the<br />
ban on shellfish gatheringremained<br />
because further tests were required to<br />
ensure they were safe to eat.<br />
The regional council says after further<br />
investigation into the impact of the spill<br />
on shellfish and public health, shellfish<br />
gathering in Saltwater Creek and the<br />
wider Saltwater Creek and the Ashley/<br />
Rakahuri River Estuary can resume.<br />
Warning signs placed around the area<br />
after the spill will be removed.<br />
ECan zone delivery lead for<br />
Waimakariri, Nerida Theinhardt, could<br />
not say whether or not Daiken NZ will<br />
face charges over the spill.<br />
‘‘The wider investigation into the<br />
incident is continuing, and as previously<br />
mentioned, we can’t go into specific<br />
details or comment on the likely<br />
outcome.’’<br />
The shellfish ruling comes with a<br />
caution from <strong>Canterbury</strong> Medical Officer<br />
of Health, Dr Matthew Reid.<br />
‘‘The risk of eating shellfish related to<br />
the spill has now returned to what it was<br />
before the incident,’’hesays.<br />
‘‘Water quality in Saltwater Creek<br />
Estuary has ahistory of being poor or<br />
variable. Please note that swimming is<br />
not recommended in the estuary due to<br />
the longterm elevated risk to public<br />
health from contact with the water.’’<br />
ECan’s team leader surface water<br />
quality and ecology, Shirley Hayward<br />
says ECan regularly monitors faecal<br />
indicator bacteria concentrations (such<br />
as E. coli) in water to indicatethe likely<br />
presence of pathogens (bacteria, viruses<br />
and protozoa) that can make humans sick<br />
when ingested.<br />
‘‘These bacteria and pathogens are<br />
found in the gut of warmblooded animals<br />
and are deposited to land and, directly or<br />
indirectly, to water through animal<br />
faeces,’’ she says.<br />
‘‘The Saltwater Creek and Te Aka Aka<br />
Estuary catchments have large areas of<br />
agricultural land that can generate the<br />
runoff of faecal contaminants to<br />
waterways,particularly after rainfall.<br />
‘‘Other potential sources of faecal<br />
contaminants are from stock access to<br />
streams,urban stormwater and<br />
wastewater discharges,and the large<br />
numbers of waterfowl or other birds that<br />
congregate on and next to the<br />
waterbodies.’’<br />

Nor’westvents its fury in Nth <strong>Canterbury</strong><br />

The roar of the gale force nor’west wind<br />
last Saturday afternoon drowned out the<br />
destruction it was leavinginits wake.<br />
Trees were whipped in all directions,<br />
stripped of leaves and branches —many<br />
succumbing to the incredible power of<br />
the wind as it tore through <strong>North</strong><br />
<strong>Canterbury</strong> relentlessly for several<br />
hours midafternoon.<br />
Power poles and road signs snapped,<br />
and huge trees crashed to the ground<br />
and across roads, taking power lines<br />
with them.<br />
Animals fled in terror,orinone case<br />
arabbit, spotted by aneighbour,was<br />
bowled across apaddock like apiece of<br />
paper.<br />
When the wind died down thousands<br />
of MainPower customers were without<br />
power thanks to the extensive damage<br />
caused by the high winds.<br />
By Tuesday MainPower had restored<br />
20,000 connections, with 470 customers<br />
still withoutpower.<br />
The sight before many was<br />
overwhelming —old man pines ripped<br />
out by their roots, lying in paddocks,<br />
shelter belts shredded and in tatters,<br />
irrigators twisted and bent, fences and<br />
farm equipmentcrushed.<br />
Gates, gardens, sheds, and hay barns<br />
squashed under trees, and iron torn off<br />
walls and roofs —little was spared.<br />
At least three schools were forced to<br />
close on Monday Cheviot Area School,<br />
Ashley School and <strong>North</strong> Loburn. <strong>North</strong><br />
Loburn, in particular, suffered<br />
extensive damage and remained closed<br />
on Tuesday.<br />
The Ashley Rakahuri Gorge Holiday<br />
Park has been forced to close for safety<br />
reasons until Tuesday, <strong>October</strong> 24. Any<br />
updates will be posted on its Facebook<br />
page.<br />
The steady beat of generators could be<br />
heard on many properties powering up<br />
milking sheds to milk cows and sheep,<br />
and to keep domesticfridges, freezes,<br />
and pumps running.<br />
Meanwhile many water schemes<br />
across the Waimakariri and Hurunui<br />
districts were affected due to the loss of<br />
power, until generatorscould get upand<br />
running to continue to pump water.<br />
It was acritical situation with both<br />
council’s calling on people to conserve<br />
water until supplies could be secured.<br />

Operations Manager –3Waters says the<br />
Hurunui District’s drinking and<br />
wastewater networks are very<br />
complicated, with more than 100 sites.<br />
‘‘When power is lost, much of the<br />
automation that ensures our water<br />
networks continue to function, is lost.<br />
‘‘These sites have to be attended to<br />
immediately.<br />
‘‘Staff and contractors were on the job<br />
and worked well into the night to make<br />
sure while the storm raged, as many<br />
people as possible had drinking water<br />
and their wastewater services<br />
continued to function.” Mr Makogon<br />
said.<br />
There were no wastewater overflows,<br />
and no complaints about wastewater<br />
were received.<br />
Staff delivered more than 5000L of<br />
diesel to ensure that emergencypower<br />
supplies continued to operate. It was<br />
hoped to have most customers receiving<br />
water by midweek.<br />
Meanwhileemergencyresponders<br />
were out in force checking on the<br />
welfare of people, or quickly quelling<br />
any fires that blew up, and tying down<br />
roofs.<br />
The clean up has begun, and it is going<br />
to be along haul for some.<br />

Hoban family readyfor Amberley show<br />
James Hoban is hoping to take 10 vintage<br />
tractors to the Amberley A&P Show.<br />
This year’s show president is hoping to<br />
contribute to one of the largest displays<br />
of vintage machinery in the show’s<br />
history, at the Amberley Domain on<br />
Saturday, <strong>October</strong> 28.<br />
James is better known for his sheep<br />
farming and young farmers exploits, but<br />
also has his own fleet of vintage tractors<br />
at his Waipara farm.<br />
‘‘It started when Iinherited granddad’s<br />
<strong>19</strong>51 Farmall Cub.<br />
‘‘I advertised for parts and Iended up<br />
with a<strong>19</strong>49 model.<br />
‘‘I’ve got mainly Internationals and<br />
they’re all <strong>19</strong>51 or older.<br />
‘‘It is not too complicated, which suits<br />
my level of mechanical knowledge.’’<br />
James farms 770 hectares on the coast<br />
near Waipara with his wife Maria and<br />
children Alice (12) and William (9), and<br />
his parents Pat and Judith.<br />
‘‘It is apretty special spot. It feels<br />
isolated, but it is only 20 minutes from<br />
Amberley, so it is the best of both<br />
worlds.’’<br />
The Hobans run 2500 ewes, including<br />
600 stud ewes, and 180 cows at their<br />
Glenafric property.<br />
Of the stud ewes, there are 250 South<br />
Suffolks and the rest are Corriedales.<br />
The family has been running an onfarm<br />
ram sale in December for the last<br />
five years.<br />
‘‘It is growing every year and now we’re<br />
selling up towards 100 rams between the<br />
two breeds,’’ James says.<br />
‘‘It is alot of work for one day, but it is<br />
really satisfying.’’<br />
In his younger days, James appeared in<br />
Young Farmer of the Year contest grand<br />
finals.<br />
The Hoban family is entering 15 sheep<br />
in the show.<br />
While James is busy with presidential<br />
Showtime ... The Hoban family is looking forward to the Amberley A&P Show, including<br />

produce shed, while Maria will be<br />

Alice is entering some sheep, apet calf,<br />

entries, and William is entering apet<br />
lamb, apet calf and aJack Russell<br />
terrier.<br />
A&P shows are part of the Hoban<br />
family DNA,going back to James’ greatgreatgrandparents<br />
who were <strong>North</strong>ern<br />
(Rangiora) A&P Show presidents in the<br />
early <strong>19</strong>00s.<br />
His grandparents were Amuri A&P<br />
Show presidents in the <strong>19</strong>60s, followed by<br />
Pat and Judith in the <strong>19</strong>80s.<br />
‘‘The shows have always been very<br />
important in our family, so when we<br />
moved to Waipara Iwas keen to get<br />
involved in the Amberley show,’’ James<br />
says<br />
The family moved to Waipara nearly<br />
seven years ago.<br />
The Hoban connection to the Amberley<br />
show goes back to James’ grandparents<br />
showing in the <strong>19</strong>60s.<br />
‘‘I didn’t think Iwould become the<br />
president as quickly, but Ihad been on<br />
the committee at Amuri.<br />
‘‘But for someone that new to the show<br />

becoming president is asign that we are<br />
short of people and many A&P<br />
associations are facing the same<br />
challenges.’’<br />
But James says there are plenty of past<br />
presidents on hand to offer advice and he<br />
has astrong committee behind him.<br />
Family support is also important.<br />
‘‘There is no way Icould do it without<br />
support at home. We are all actively<br />
working on the farm, including the kids.’’<br />

Vintage machinery to feature<br />
The Amberley A&P Association is hoping<br />
to get back to normal after the<br />
disruptions of Covid<strong>19</strong>, with the annual<br />
show returning to the AmberleyDomain<br />
on Saturday, <strong>October</strong> 28.<br />
‘‘We’ve got all the normal things<br />
happening and everything is pretty well<br />
supported,’’ president James Hoban says.<br />
This year’s show will feature alarger<br />
than normal vintage machinery section<br />
with lots of tractors and trucks on<br />
display.<br />
Members of the Binders Down Under<br />
Club from Mid<strong>Canterbury</strong> and <strong>North</strong><br />
<strong>Canterbury</strong> will be bringingtheir<br />
machines, while the St John Preservation<br />
Team will be bringingsome vintage<br />
ambulances.<br />
‘‘We did abit of asearch locally in the<br />
vintage community sowe’ve got abit<br />
moreinthe grand parade,’’ James says.<br />
Sheep and pet lambs,wool and dog<br />
trials, will all be on display, and student<br />
classes, and home and produce classes<br />
areback inthe pavilion.<br />
The pet tent will provide plenty of<br />
interesting animals to entertain families<br />
If you lovefood the Hoof to Hotplate<br />
tent will be well worth avisit, with chefs<br />
cooking upprized beef and lamb, which<br />
you may even get to sample.<br />
The wine area will once again<br />
showcase the many varietiesonoffer in<br />
<strong>North</strong> <strong>Canterbury</strong>, and there will be<br />
samples to taste, and bottles for sale.<br />
This year there will be apeople’s<br />
choice award, where anyone aged<br />
18years and over will be able to vote for<br />
their favourite wine.<br />
Wood choppingwill provide plenty of<br />
excitement throughout the day, as<br />
axemen display their skills.<br />
After visitingall the stalls and exhibits<br />
outside of the ring, and the huge display<br />
of produceand art in the pavilion, you<br />
can sit backand watch activitiesinthe<br />

Sheep entries are strong for this year’s<br />
show, with good support from South<br />
Suffolk and Corriedale breeders in<br />
recognition of the president’s support for<br />
the breeds.<br />
Breeders are travelling from<br />
Marlborough in the north and South<br />
<strong>Canterbury</strong> in the south, while the judges<br />
are travelling from Otago and South<br />
<strong>Canterbury</strong>. Wool entries are also up,<br />
especially from Corriedale breeders.<br />
Changes have been made to the<br />
pavilion section, with no entry fees this<br />
year and entries acceptedinmost classes<br />
on the day.<br />
James says the changes are designed to<br />
make it easier for people to enter.<br />
This year’s show has also had good<br />
support with trade sites and sponsorship.<br />
‘‘It is not an easy time for farming or<br />
any small business, because people are<br />
up against it and it is hard to ask people<br />
to spend money,’’ James says.<br />
‘‘But without their support the<br />
committee wouldn’tbeable to run the<br />
show, so we are grateful for that<br />
support.’’<br />
The 122nd Amberley A&P Show will be<br />
held on Saturday, <strong>October</strong> 28, at the<br />
Amberley Domain. Entry is $10 for<br />
adults, with children free.<br />

Lovers of fine wine are encouraged to get<br />

<strong>North</strong> <strong>Canterbury</strong>’s finest wines are set<br />
to be showcased in the hoof to hotplate<br />
marquee.<br />
Organiser Steve Barkle says judging has<br />
been completed in the annual Amberley<br />
A&P Association <strong>North</strong> <strong>Canterbury</strong>wine<br />
competition, with the best 35 wines to be<br />
opened at the show for free samples.<br />
‘‘The judging was completed six weeks<br />
ago, but the results are being kept under<br />
wraps until the show,’’ he says.<br />
‘‘It was aparticularly good result this<br />
year with our highest proportion of gold<br />
medals awarded.’’<br />
Steve says entries are down this year due<br />
to the pressures of Covid<strong>19</strong>, but the quality<br />
is higher than ever with arecord nine gold<br />
medals to be awarded.<br />
Afurther 26 silver medals and 15 bronze<br />
medals will be awarded, with the 2021 and<br />
2022 vintages particularly strong.<br />
The winning red and white wines also<br />
qualified for the <strong>Canterbury</strong> A&P<br />
Association’s Aotearoa Regional Wine<br />
Competition.<br />
‘‘It is nice to be able to offer them the<br />
opportunity for something which goes<br />
beyond our small competition,’’ Steve says.<br />
‘‘It means their wines can be seen by tens<br />
of thousands of people in anational<br />
competition.’’<br />
There will be arange of local wines<br />
available to try bytheglass.<br />
Beer will also be provided by Brew Moon<br />
and Forth Luck gin and tonicfrom Ataahua<br />
will be on offer.<br />
Anew addition this year is apeoples’<br />
choice wine award, with the public (aged<br />
18years and over) able to pop in during in<br />
the morning and choose their favourite of<br />
three selected white wines and three red<br />
wines.<br />
There will also be spot prizes given out<br />
just for tasting, Steve says.<br />
This year’s judges were: Olly Masters<br />
(Misha's Vineyard, Cromwell), Petter Evans<br />
(Sherwood Estate, Waipara), Huw Kinch<br />
(Pyramid Valley, Waikari) and Kelley<br />
Hamilton (Valli Wines).<br />

with samples, agin seminar and tasting,<br />
and abiodiversity seminar held in the hoof<br />
to hotplate marquee.<br />

Organiser Andy Evans says the hoof to<br />
hotplate marquee will have afull<br />
programme of demonstrationsand<br />
samples from 10am and wrapping up<br />
just before the grand parade at 3pm.<br />
‘‘We’ve got arange of things goingon,<br />
so people are welcome to come in and<br />
have look and even have ataste for<br />
themselves,’’ he said.<br />
‘‘Last year it all went pretty well after<br />
Covid, so as long as we get agood day it<br />
should all go well.’’<br />
Branded BBQ from Christchurch will<br />
be back to demonstrate how to cook the<br />
perfect ribeye steak, while local<br />
identity Richard Harris willback to<br />
demonstrate his cooking skills.<br />
The hoof to hotplate competition is<br />
already under way with both cattle and<br />
lamb entries beingput through their<br />
paces before the show.<br />
Around 20 cattle, 2yearold heifers<br />
and steers, have already been judged on<br />
the hoof, before beingslaughtered at<br />
Silver Fern Farms and judged on the<br />
hook.<br />
Andy says the entries are on apar<br />
with previous years.<br />
The meat will be cooked at the show<br />
for the final taste test to find the<br />
winners.<br />
Entries for the lamb competition<br />
were due to be judged on the hoof at Jan<br />
and Robert Forester’s Omihi property<br />
today (Thursday, <strong>October</strong> <strong>19</strong>), before<br />
being transported to Harris Farms in<br />
Cheviot to be slaughter and judged on<br />

Rangiora High School<br />
student Brooklyn Joli, who<br />
was awarded aGuinness<br />
World Record for shattering<br />
aParkour record.<br />
The 16yearold has<br />
smashed the existing world<br />
record for the most<br />
backwards hand springs,<br />
parkour style, completed in<br />
one minute.<br />
He almost doubled the<br />
score when, in front of<br />
friends recording his record<br />
attempt, he stretched the<br />
recordtally from 35 to 54<br />
backflips.<br />
‘‘I had to pause twice<br />
during the minute because I<br />
was getting abit dizzy, but I<br />
still did the most Icould do<br />
in one minute,’’ says<br />
Brooklyn, who is passionate<br />
about the sportofParkour.<br />
Parkour is the practice of<br />
traversing obstacles in a<br />
manmade or natural<br />
environment using running,<br />
vaulting, jumping, climbing,<br />
rolling, and other<br />
movements.<br />
‘‘In late 2022, Iwas doing a<br />
ton of backflips when a<br />
friend asked me to try to<br />
reach 45 continuously.<br />
‘‘Sadly, he died in acar<br />
crash, it was the last thing<br />
we had talked about, so I<br />
used this as motivation to do<br />
morefor him.’’<br />
Then, asubscriber to<br />
Brooklyn’s YouTube Video<br />
channel, where he posts all<br />
his Parkour videos,<br />
commented about the word<br />
record.<br />
He knew he could already<br />
do 40 plus, which exceeded<br />
the world record, so he<br />
knew he had ashot at the<br />
title.<br />
After practising every day<br />
after school, Brooklyn<br />
discovered how to apply for<br />
arecord online and set<br />
about making it happen.<br />
On May 28, <strong>2023</strong>, he<br />
arranged for 10 friends to<br />
make abig circle out on one<br />
of the Rangiora High School<br />
fields. All had their phones<br />
on to capture the minute of<br />
highspeed action for the<br />
Guinness World Record<br />
officials to determine if he<br />
had completed the<br />
challenge properly.<br />
Othershelped out with<br />
timekeeping and<br />
encouragement.<br />
‘‘I smashed it.<br />
‘‘It was fun doing it.We<br />
packaged it all up and sent<br />
it off to the Guinness World<br />
Record people.’’<br />
On September 18,<br />
Brooklyn received<br />
notification he had been<br />
awarded the record, and a<br />
certificate was on its way to<br />
New Zealand declaring him<br />
the new world record<br />
holder.<br />
The technology and media<br />
student is now set on<br />
breaking another parkour<br />
record the most backflip<br />
burpees in one minute.<br />

Speed limits<br />

Waimakariri motorists are set to be<br />
asked to slow down around schools.<br />
The Waimakariri District Council<br />
will seek feedback on proposed new<br />
speed limits of 30kmh around local<br />
schools.<br />
Councillors approved the draft<br />
Waimakariri speed management<br />
plan <strong>2023</strong>/27 for consultation after<br />
engaging with the district’s four<br />
community boards.<br />
Mayor Dan Gordon says speed<br />
reductions were also proposed for<br />
‘‘known trouble spots’’.<br />
‘‘Safety around our schools is a<br />
high priority.<br />
‘‘We also want to ensure speed<br />
limits at known trouble spots are safe<br />
and appropriate for current and<br />
future use.’’<br />
Variable speed limits with signage<br />
were also being considered at high<br />
risk rural intersections.<br />
Mr Gordon says the proposed<br />
changes are intended to provide<br />
consistency with speeds on<br />
surrounding roads and where there<br />
was increased traffic.<br />
The Setting of Speed Limits Rule<br />
2022, which came into effect in May<br />
last year, required councils to<br />
develop aspeed management plan<br />
every three years based on Waka<br />
Kotahi New Zealand Transport<br />
Agency safe speed guidelines.<br />
The council planned to conduct a<br />
broader review of speed limits across<br />
the district next year, Mr Gordon<br />
says.<br />
‘‘We will see where the new<br />
government is at.’’<br />

Focus on reserves<br />

Hurunui residents are being encouraged<br />
to get involvedinplanningthe use and<br />
future potentialoftheir reserves and<br />
green spaces.<br />
Hurunui District Mayor Marie Black<br />
says Hurunui is fortunate to have some<br />
‘‘wonderful reserves and greenspaces<br />
that are enjoyed by our communities’’.<br />
‘‘We love to see people using our<br />
spaces, and we take care to manage them<br />
responsibly and appropriately for the<br />
community,’’ says Mrs Black.<br />
How reserves look and are used is<br />
managed by specific policies in our<br />
district’s Reserves Management Plan.<br />
‘‘Times change,however, and the<br />
plans need to be updated to reflect<br />
what’s actually happening on our<br />
reserves,aswell as their development<br />
potential.’’<br />
Council’s Corporate Planner Maria<br />
Edgar says afull review of the Reserve<br />
Management Plan was lastcompleted<br />
over 12 years ago.<br />
‘‘The Reserves Management Plan<br />
covers all Councilownedand<br />
administeredrecreation reserves and<br />
includes aset of policies that provide a<br />
consistent approach to how we manage<br />
our reserves.<br />
‘‘We’re asking our communities to<br />
provide their comments and suggestions<br />
on these policies, which guide us in how<br />
we manage Hurunui’s reserves,<br />
sportsgrounds,greenspaces and parks,’’<br />
Ms Edgar says.<br />
The review of the General Policies in<br />
the Reserves Management Plan goes out<br />
for feedback on Wednesday, <strong>October</strong> 18,<br />
<strong>2023</strong> and closes at 5pm on Thursday<br />
November16, <strong>2023</strong>.<br />

FreePop-Up Studio<br />

The Oxford Gallery is offering afree<br />
PopUp Studio for six weeks to 12<br />
Waimakariribased artists.<br />
The idea for the initiative came<br />
from the gallery’s ‘‘brilliantly<br />
successful’’ Open House Studio in<br />
2020 where several artistprintmakers<br />
shared the gallery<br />
space.<br />
The PopUp studio, will be in use<br />
from today,Thursday, <strong>October</strong> <strong>19</strong>,<br />
until Sunday November 26, says the<br />
gallery’s public programmes coordinator,<br />
Katie Hallam, who is also<br />
aparticipating artist.<br />
The residencywill see each artist<br />
spend three weeks at the PopUp<br />
Studio.<br />
‘‘Having artists at work in our<br />
space brings it alive with creativity<br />
and activity.<br />
‘‘PopUpStudio is different in that<br />
it is open to all types of creative<br />
practitioners, such as visual artists,<br />
contemporary crafts, writers and<br />
animators.<br />
‘‘As artists ourselves, we know that<br />
working in isolation, as artists often<br />
do,can be limiting, and sometimes<br />
lonely.<br />
‘‘When you work with, or<br />
alongside, otherartists it promotes<br />
collegiality and collaboration, and<br />
new and exciting art comes out of<br />
it.’’<br />
The PopUpStudio will be the<br />
artists' to work in and display and<br />
share their working practices with<br />
the other PopUp Studio artists and<br />
visitors to the gallery.<br />
‘‘People often connect with art in a<br />
deeper way when they meet the<br />
artist, or better still, observe their<br />
creative process,’’ says Katie.<br />
The artists will be able to sell work<br />
and, thanks to Waimakariri Creative<br />
Communities, they can also take<br />
partinprofessional development<br />
workshops and receive $100 towards<br />
materials.<br />
It is hoped that the Popup Studio<br />
initiative will benefit the artists and<br />
the gallerybypromoting connection<br />
and community.<br />
‘‘We have opened the PopUp<br />
Studio to awide audience and by<br />
doing so we hope to get to know more<br />
local artists,’’ says Katie.<br />
‘‘As an artistrun Creative Centre,<br />

The owners of Quick Horse Racing<br />
Limited are aiming to deliver anew kind<br />
of excitement to the Kaikoura Trotting<br />
Club’s popular twoday cup meeting.<br />
Glenn Hames and Tony Russell, say<br />
their high voltage, eightrace, Fast 10<br />
initiative, based on fastpaced T20<br />
cricket, will be applied to the first day of<br />
the meeting at South Bay Racecourse on<br />
Sunday, <strong>October</strong> 29.<br />
‘‘Normally the Sunday meeting is a<br />
lower key sixrace affair that leads into<br />
Monday'sbig Kaikoura Cup meeting,<br />
which is also Marlborough Anniversary<br />
day,’’ says Glenn who is also the<br />
administration manager for the<br />
Kaikoura Trotting Club.<br />
‘‘But this year things are going to be<br />
different.’’<br />
The Fast 10 concept is all about<br />
creating arace day packed with fun,<br />
music, colour, and less than 20 minutes<br />
between races.<br />
‘‘All races will be held over <strong>19</strong>00<br />
metres with 10 starters in each, six off<br />
the front and four off the back.<br />
‘‘All horses are allocated coloured and<br />
numbered saddlecloths determined by<br />
their draw, with drivers wearing the<br />
samecoloured caps,’’ Glenn says.<br />
‘‘We will start at 3.35pm and be<br />
finished before 6pm.’’<br />
It is the fourth Fast 10 meeting in New<br />
Zealand, after two earlier events at<br />
Addington and one in Invercargill.<br />
‘‘We wanted to try something different<br />
because we are expecting ahuge crowd<br />
for the two days.<br />
‘‘We have had alot of interest.’’<br />
More than 180 campsites, 60 gazebo<br />
sites and 10 mini marquees have all<br />
been sold out, and they have been<br />
situated so the view of the track won't be<br />
compromised.<br />

There is three feature races —the<br />
$60,000 Alabar Kaikoura Cup, the<br />
$40,000 IRT South Bay Trotters Cup, and<br />
the $50,000 NZB Aged Stakes Classic.<br />
Glenn is expecting high quality fields<br />
and fast race times again this year.<br />
‘‘The track was resurfaced last year<br />
and we had something like six track<br />
records.<br />
‘‘It will be in great nick again.’<br />

scientist Dr Tim Davie said the Hurunui<br />
District Council efforts to engage with its<br />
coastal communitiescould provide a<br />
model as the incoming government<br />
consideredthe proposedthird piece of<br />
the Resource Management Act reforms<br />
on climate change adaptation.<br />
The Hurunui District Council has<br />
been workingwith its beach<br />
communitiestodevelop coastal<br />
adaptation plans.<br />
The first one, for the Amberley Beach<br />
community, was adopted by the council<br />
in July.<br />
‘‘It is communityledadaptation. It is<br />
not about havingacentrally imposed<br />
decision, but the ability of communities<br />
to adapt,’’ Dr Davie said.<br />
Sometimesacommunity needed to<br />
move, but there were other ways of<br />
adapting, he said.<br />
‘‘And in <strong>North</strong> <strong>Canterbury</strong> you have<br />
some examplesofresilient communities<br />
because they have recentexperience<br />
with the earthquakes,flooding and<br />
drought, and making sure communities<br />
can cope with thesebig events.’’<br />
In the AmberleyBeach Coastal<br />
Adaptation Plan options included<br />
moving the bund back further from the<br />
coastline,introducing other coastal<br />
protection measuresorimplementing<br />
managed retreat.<br />
Dr Davie said lastweek’sGovernment<br />
report, Our Atmosphere and Climate<br />
<strong>2023</strong>, reinforcedthe need for central<br />
government support.<br />
The report warned of bigger and<br />
heavier ‘‘atmospheric rivers’’, which<br />
carry water vapor from the tropics, often<br />
leading to huge deluges.<br />

It also warned of warmer seas, coastal<br />
erosion, flooding in rivers, arising sea<br />
level and impacts on biodiversity as the<br />
planet heats up.<br />
‘‘Smaller councils like those in <strong>North</strong><br />
<strong>Canterbury</strong> will struggle to pay for this,<br />
but we need to look at the impact of<br />
these events which goes beyond the local<br />
community, so it needs support from<br />
central government.’’<br />
Environment <strong>Canterbury</strong> chairperson<br />
Peter Scott said the report reinforced<br />
the need for government investment in<br />
<strong>Canterbury</strong>'srivers to futureproof the<br />
region against more frequent and severe<br />
climate events.<br />
‘‘Increased rainfall in <strong>Canterbury</strong> is<br />
putting pressure on our river systems<br />
and infrastructure, and damaging<br />
people'sproperty'sand livelihoods,’’ he<br />
said.<br />
‘‘It shouldn't be solely up to ratepayers<br />
to fund the solutions that are needed.<br />
Coinvestment with government is<br />
required to make adifference.’’<br />
Dr Davie said the 2021 <strong>Canterbury</strong><br />
flood event was an example of an<br />
‘‘atmospheric river’’.<br />
Areport by NIWA found the heavy<br />
rainfall that caused flooding in<br />
Ashburton in 2021 was 10% to 15% more<br />
intense due to the human influence on<br />
the climate system.<br />
‘‘A warmer air mass can hold more<br />
moisture and when it is released it leads<br />
to amajor storm event.’’<br />
Climate change predictions for<br />
<strong>Canterbury</strong> indicated the region could<br />
expect more incidents of high rainfall,<br />
with much drier periods in between.<br />
More severe droughts increased the<br />
risk of wild fires, something<br />
Environment <strong>Canterbury</strong> is already<br />
anticipating this summer, Dr Davie said.<br />
Climate change was expected to<br />
exacerbate the effects of the El Nino<br />
weather pattern this summer.<br />

The Waimakariri District<br />
Council is in ‘‘a financially<br />
sound position’’ despite a<br />
challenging year, says chief<br />
executive Jeff Millward.<br />
Flooding, economic<br />
uncertainty and high inflation<br />
all had an impact, but the<br />
council ended the year to June<br />
30 with an operating surplus of<br />
$21.7 million.<br />
Councillors adopted the<br />
2022/23 annual report at an<br />
extraordinary meeting on<br />
Tuesday afternoon.<br />
‘‘We’ve had afair bit of<br />
pressurecoming on the budget<br />
and other councils are saying<br />
the same thing,’’ Mr Millward<br />
said.<br />
‘‘By all our performance<br />
measures we have done pretty<br />
well. Overall it has been agood<br />
year.’’<br />
The operating surplus was<br />
$9.7 million less than budgeted<br />
due to inflation and<br />
contributions from developers<br />
being less than was expected.<br />
The council also borrowed $8<br />
million less than the $188<br />
million it had budgeted.<br />
Mr Millwardsaid Audit New<br />
Zealand had given its<br />
endorsement to the annual<br />
report, which took into account<br />
the change in government and<br />
apotential change in Three<br />
Waters policy. He did not<br />
anticipate any immediate<br />
impact to the council from the<br />
change of government.<br />
‘‘There is no change. It is very<br />
much business as usual until<br />
wehave a100 day plan to<br />
respond to.’’<br />
Mayor Dan Gordon praised<br />
the work of council staff, but<br />
warned of the challenging year<br />
ahead.<br />
‘‘We are in astrong position<br />
but the next 12 months will be<br />
challenging, so we need to look<br />
carefully at our budgets as we<br />
go into the Long Term Plan.<br />
‘‘Our neighbours are already<br />
talking about significant rate<br />
increases unless there are<br />
significant cuts to services.’’<br />
Mr Millward said the council<br />
was facing ‘‘significant<br />
impacts’’ from climate change<br />
as it looked ahead to next<br />
year’s 2024/34 Long Term Plan.<br />
Mr Gordon took the<br />
opportunity to thank staff and<br />
volunteersfor their efforts in<br />
responding to the weekend<br />
storm event.<br />
‘‘If we had the Three Waters<br />
reforms in place now we<br />
wouldn’t have been able to<br />
perform as effectively as we did<br />
and that is something we have<br />
been concerned about.<br />
‘‘Severe weather events are<br />
happening more regularly, and<br />
the council is seeking to<br />
establish apermanent fund to<br />
ensure we have budget to<br />
maintain, fix, and improve our<br />
stormwater,wastewater and<br />
roading networks following<br />
extreme weather.’’ Last month<br />
the council approved aplan to<br />
establish an infrastructure<br />
resilience team to lead flood<br />

The Waimakariri Gorge Bridge<br />
may have anew surface early<br />
next year, if things go to plan.<br />
Temporary repairs will<br />
continue to be undertaken on the<br />
Waimakariri Gorge Bridge, to<br />
ensure the bridge could stay<br />
open while alongerterm option<br />
is being explored jointly by<br />
Selwyn and Waimakariri District<br />
Councils.<br />
The next step for both councils<br />
is to establish the design and cost<br />
the replacement deck which is<br />
due in November.<br />
AWaimakariri District Council<br />
spokesperson says the work will<br />
then go out to tender for<br />
construction.<br />
“It’s anticipated that a<br />
contractor will be appointed in<br />
early 2024 and the deck<br />
replacement work will be carried<br />
out around midFebruary to<br />
April next year.”<br />
The Waimakariri Gorge Bridge<br />
is jointly owned by the<br />
Waimakariri and Selwyn District<br />
Councils.<br />
Selwyn District Council is<br />
responsible for the daytoday<br />
inspections and maintenance of<br />
the bridge.<br />
Waka Kotahi also contributes<br />
funding to maintain and repair<br />
the bridge.<br />
Recently shortterm<br />
maintenance was carried out<br />
including repairing potholes on<br />
the bridge deck surface,<br />
installing metal plates where the<br />
timber deck is wearing and<br />
tightening the hold down bolts.<br />
“These were short term repairs<br />
to make sure we kept the bridge<br />

open to all vehicles.<br />
“While this has been going on,<br />
we have been undertaking an<br />
assessment of the bridge to get a<br />
better understanding of the level<br />
of work required to repair the<br />
structure.”<br />
The spokesperson says the<br />
good news is the main structure<br />
of the bridge is sound.<br />
However, anew replacement<br />
deck is required and the<br />
intention is to replace the bridge<br />
deck in the first half of 2024.”<br />
Once the design has been<br />
confirmed the two councils will<br />
consider the best way to manage<br />
traffic movement across the<br />
bridge, while keeping<br />
contractors safe and completing<br />
the work in atimely manner.<br />
“We will share the programme<br />
for the work and details around<br />
traffic management with the<br />
public before work begins.<br />
“In the interim, we will keep<br />
the additional signs, road<br />
markings and speed humps in<br />
place to help reduce speeds over<br />
the bridge. We will also continue<br />
to complete temporary repairs as<br />
and when required.”<br />
The volume of traffic and the<br />
number of heavy vehicles that<br />
use the bridge has increased over<br />
the years and this makes<br />
maintaining and repair options<br />
challenging.<br />
“We are working together to<br />
confirm the design requirements<br />
for the new deck and to secure<br />
funding required from Waka<br />
Kotahi.<br />
Both Councils have planned<br />
for these repair costs in this<br />

Storm fails to stop Sefton Tug O’ War<br />

out for the family fun event held<br />
on Sunday at the Sefton School.<br />
‘‘I know there were many<br />
families there who had left<br />
behind heaps of fallen trees, no<br />
power and damaged fences to<br />
come down and take part in the<br />
event.’’<br />
Cam himself, left two badly<br />
damaged greenhouses, to crew<br />
one of the teams ,which he says<br />
he was paying for the next day,<br />
when his tired and sore back and<br />
arms reminded him of his<br />
exertions as he picked<br />
Asparagus on his farm.<br />
‘‘We had almost 20 teams of all<br />
ages ,one MainPower had to<br />
pull out because of the storm<br />
calling many of their crews into<br />
action to restore power in the<br />
district, but we quickly had a<br />
replacement team from within<br />
the crowd.<br />
‘‘It was agreat community<br />
event and we were extremely<br />
lucky with the weather on<br />
Sunday.<br />
‘‘There were lots of people<br />
there and it was good to see<br />
everyone having fun tugging on<br />
the ropes.’’<br />

is one of their main fundraising<br />
events of the year.<br />
‘‘All of the money raised here<br />
will be used for the redesign and<br />
redevelopment of the school’s<br />
play area.<br />

for ourcommunity here, as it<br />
brings usall together to work for<br />

Gareth and Laura Caldwell,<br />
sponsored Kaiapoi Community<br />
Support’s application to the<br />
Foodstuffs Trust.<br />
Gareth Caldwell says when he<br />
and his wife Laura heard requests<br />
for food parcels had quadrupled at<br />
the Kaiapoi Food Bank in the last<br />
year, they were very keen to lend<br />
their support to the funding<br />
application.<br />
The Caldwells took over<br />
ownership of New World Kaiapoi<br />
12 months ago, and were also<br />
major supporters of the 2022<br />
Kaiapoi Food Bank Fundraising<br />
Appeal.<br />
‘‘Supporting our local<br />
community is abig part of who we<br />
are and what we like to do,’’ says<br />
Mr Caldwell.<br />
‘‘We know that putting on food on<br />
the table is an everyday challenge<br />
for many and we see the significant<br />
demand that puts on our Kaiapoi<br />
Food Bank.’’<br />

‘‘The increase in demand for<br />

is staggering. In May 2021 we gave<br />
out 37 food parcels. Last month we<br />
gave out 200.<br />
‘‘Because of the rising cost of<br />
groceries, capacity to meet this<br />
demand has plummeted,’’ says Ms<br />
Ryan.<br />
‘‘A dollar simply doesn’t stretch<br />
as far as it used to, and we receive<br />
no funding for our Food Bank. We<br />
rely on fundraising and donations<br />
to feed our community. Which is<br />
why this support from New World<br />
Kaiapoi and the Foodstuffs (South<br />
Island) Community Trust is so<br />
welcome.’’<br />
People can experience food<br />
insecurity for many reasons, says<br />
Ms Ryan.<br />
This can include illness, job loss,<br />
rent or mortgage increases or an<br />
emergency, such as flooding or<br />
fire.<br />
‘‘When the Sutton Tools Kaiapoi<br />
Factory fire forced redundancy on<br />
anumber of employees, our Food<br />
Bank was immediately there to<br />
support them.’’<br />
Ms Ryan says other social<br />
services agencies in <strong>North</strong><br />
<strong>Canterbury</strong> also call on the<br />
Kaiapoi Food Bank for emergency<br />
assistance.<br />
‘‘Our Food Bank works alongside<br />
Community Wellbeing’s social<br />
workers, counsellors and youth<br />
workers and accesses support<br />
through other agencies such as<br />
Budgeting Services <strong>North</strong><br />
<strong>Canterbury</strong>. In short, our Food<br />
Bank is vital to athriving <strong>North</strong><br />
<strong>Canterbury</strong>.<br />
‘‘Foodstuffs South Islands<br />
Community Trust fund’s will save<br />
hundreds of local people from<br />
going hungry,’’ Ms Ryan says.<br />
‘‘The New World vouchers will<br />
be used to buy fresh produce like<br />
meat and dairy.<br />
‘‘It will restock our Food Bank<br />
shelves with tinned foods and<br />
pantry essentials.’’<br />
Whirimako Black<br />
Soul diva Whirimako Black will be performing at Balcairn Hall on<br />
Friday, November 10.<br />
Her performance is part of anational tour organised by the Arts<br />
On Tour NZ Trust. Whirimako moves fluidly between English and<br />
Te Reo Māori, and has been likened to American divas Sarah<br />
Vaughan, Nina Simone and Dionne Warwick.<br />

The regional council has completed<br />
flyovers of farmland in the Waimakariri<br />
district over the last two winters to check<br />
on winter grazing practices.<br />

Anna Veltman said the results had been<br />
largely positive.<br />
Environment <strong>Canterbury</strong> staff visited<br />
farms to address any issues identified and<br />
to offer assistance.<br />
‘‘We visited afew farms with issues in<br />
the first season and on our follow up visits<br />
this year we found the paddocks were<br />
fine,’’ she said.<br />
‘‘We make phone calls to individuals<br />
and talk about what we’ve seen and ask<br />

One farmer was using virtual fencing<br />
with collars on the cows, which cannot be<br />
seen from the air, she said.<br />
While there were initial fears of<br />
‘‘spying’’ on farmers, Ms Veltmansaid no<br />
photos were taken during the flyovers.<br />
‘‘We fly over and look at paddocks all<br />
over the district.<br />
‘‘We might go close to the river on one<br />
flight and change it to adifferent flight<br />
path for the next fly over.’’<br />
She said Environment <strong>Canterbury</strong> had<br />
worked closely with astakeholder group<br />
of farmers and sector representatives to<br />
ensure the programme was beneficial to<br />
the sector.<br />
Most farmers were grazing strategically<br />
towards water ways, creating buffer<br />
zones, placing water troughs and feeders<br />
close to new breaks, avoiding paddocks<br />
with water ways and wetlands, and<br />
grazing with smaller mob sizes, she said.<br />
Environment <strong>Canterbury</strong> principal<br />
farm systems advisor Sarah Heddell,<br />
herself afarmer, acknowledged the<br />
regulations were complex.<br />
The regulations required farmers to<br />
apply for aconsent if they had ‘‘critical<br />
source areas’’ around water ways in their<br />
paddocks and slopes with a10percent or<br />
greater gradient.<br />
‘‘Keeping off slopes could be an option<br />
if you don’t want to worry about a<br />
consent,’’ Ms Heddell said.<br />
Under Plan Change 7tothe <strong>Canterbury</strong><br />
Land and Water Regional Plan, land use<br />
consents were required for all farms 5<br />
hectares or larger.<br />

Freshwater farm plans were being<br />
rolled out around the country, but were<br />
not due to be rolled out in <strong>Canterbury</strong><br />
until 2025.<br />
The plans were atool designed to stop<br />
further decline in freshwater quality,<br />
make water quality improvements within<br />
five years, and begin to reverse past<br />
damage to water ways.<br />
More than 50 farmers and industry<br />
representatives turned out at the Oxford<br />
Working Men’s Club to hear from<br />
speakers from Environment <strong>Canterbury</strong>,<br />
the Ministry for Primary Industries,<br />
DairyNZ, Waimakariri Irrigation Ltd and<br />
the Waimakariri Landcare Trust.<br />

<strong>North</strong> <strong>Canterbury</strong> farmingfamilies<br />
with along heritage of farming their<br />
land have just under two months to<br />
submit their application in time for<br />
this year’s intake for the New Zealand<br />
CenturyFarms and Station awards.<br />
The awards are open to families who<br />
havefarmed their land since <strong>19</strong>23 or<br />
earlier.<br />
With aspecial acknowledgement<br />
and plaque, the award recognises<br />
these families, their hard work and<br />
perseverance.<br />

of applicationsalready in, it’s gearing<br />
up to be another good year.<br />
He said this year’s eventheld<br />
earlier in May in Lawrence, was<br />
another huge hit with visiting<br />

emotional experience –from the<br />
gathering of the farminghistory<br />
through to the comingtogether of<br />
extended family at the awards<br />
ceremony’’<br />
Mr Fitzgerald said it is achance for<br />
all generations to reflect on the<br />
challenges andachievements over 100<br />
plus years andshare those memories,<br />
which are often very similar, with<br />
other farming families. ‘‘It really is a<br />
special evening.’’<br />
The committee firmly believe that<br />
keeping any farm or station in afamily<br />
from generation to generation through<br />
challenging times is an impressive<br />
achievement anddeserves to be<br />
recognised.<br />
The programme began in 2005 in<br />
Lawrence with an aim to capture and<br />
preserve family histories of<br />
pioneering families andtheir<br />
descendants.<br />
Eligible families submit narratives<br />
of their farm history, together with<br />
copies of related photographs and<br />
supportingdocuments which are then<br />
archived at the Alexander Turnbull<br />
Library in Wellington, ensuring all<br />
records are kept in perpetuity.<br />
Aformal dinner in Lawrence each<br />
May honours the awardees and their<br />
significant achievement of 100 or<br />
more years in farming.<br />
It is achance for recipientstomeet<br />
each other and formally receive their<br />
distinctive bronze plaque and<br />
certificate to display on their<br />
property.<br />
To date, over 550 families from<br />
throughout New Zealand including<br />
over 20 from <strong>North</strong> <strong>Canterbury</strong>,have<br />
joined this exclusive circle of<br />
centenarians and sesquicentenarians.<br />

Aclassic motorcycle attraction en route<br />

The attractionofclassic motorcycles,<br />
and the lure of racing among friends<br />
and other likeminded people, is what<br />
makes John Humm’s annual<br />
pilgrimage to the Totalspan Southern<br />
Classic Festival ajoy.<br />
John, asalesmanfrom Pegasus, says<br />
it’s aunique event and a‘mustdo’ each<br />
year for him and his mates.<br />
‘‘Where else are you going to find 300<br />
other classic motorcycle enthusiasts<br />
all enjoying themselves but at the<br />
Classic Action Motorcycle Sport (SI)<br />
Inc. annual Southern Classic at<br />
Levels.’’<br />
The threeday long event (November<br />
24 to 26) attracts riders, and machines,<br />
of all ages, from all over the country.<br />
John says the idea for aclassic<br />
motorcycle race meeting was<br />
established 34 years ago in <strong>19</strong>89 by a<br />
bunch of riders including Ian (Jungle)<br />
McGregor, George Begg and Morrie<br />
Weir.<br />
CAMS President Dave Reesby says<br />
these men created this gathering of<br />
likeminded classic motorcycle<br />
enthusiasts as they wanted to preserve<br />
the older racing machines.<br />
‘‘The machines must be made before<br />
<strong>19</strong>95 and some go back to the <strong>19</strong>20s and<br />
earlier.<br />
‘‘The classes are structured so that<br />
every one gets to ride machines of<br />
similar age and capabilities.’’<br />
Mr Reesby says that over the years<br />
noted visitors to the meetinghave<br />
included world superbike and grand<br />
prix stars such as Aaron Slight,<br />
GraemeCrosby, Kevin Magee, Wes<br />
Cooley and many others.<br />
‘‘This year we are expecting to see<br />
stars such as Aaron, Robbie Phillis,<br />
Gary Goodfellow, Johnnie Hepburn<br />
and Grant Ramage racing over the<br />

‘‘It was abit slower than the Yamaha<br />
FZ750 superbike Iwas racing then in<br />
the national points series, but the<br />
feeling of camaraderie and friendship<br />
Igot from the other riders has kept me<br />
coming back againand again.<br />
‘‘When Ifirst started racing 40 years<br />
ago, motorcycle racing in <strong>Canterbury</strong><br />
was like beingpart of onebig extended<br />
family.<br />
‘‘People like Warren Guy and Warren<br />
Boon made it fun, members<br />
encouraged each other, helped out<br />
where they could anditwas agreat<br />
place to be.’’<br />
John says that when national points<br />
racing became aserious venture he<br />
foundthe classic racing scene to be<br />
more like the family fun sport the clubs<br />
used to be.<br />
‘‘Everyoneatthe classic knows each<br />

other. We all don’t go out onto the track<br />
to be overly serious –pride at finishing<br />
well is more of aconsideration now<br />
than winning overall.<br />

machine –it’s abike he bought in <strong>19</strong>91,<br />

Climatechange and future earthquakes<br />
pose serious risks for smaller districts<br />
like Kaikōura, the region's council boss<br />
says.<br />
The alpine fault and rising<br />
temperaturespose various problems for<br />
the region. Climate change will bring the<br />
risk of more intense rain, landslips,<br />
alpine erosion, and increasing ocean<br />
acidification.<br />
Kaikōura District Council chief<br />
executive Will Doughty said councils<br />
mustwork together to tackle these<br />
issues.<br />
‘‘Climatechange related issues are<br />
multiple and varied acrossthe region<br />
with differentprioritiesfor each<br />
district.<br />
‘‘Two of the main areas for concern for<br />
our district include changing weather<br />
patterns,inparticular more intense<br />
rainfall, more frequently.’’<br />
Loose materialfrom the mountains<br />
generated by the earthquake caused an<br />
ongoingrisk, while risingsea<br />
temperaturesthreatenedmarine<br />
species,hesaid.<br />
The council would consider what<br />
further actions needed to be taken as<br />
part of next year’s 2024/34 Long Term<br />
Plan, he said.<br />
Mr Doughty welcomed the chance to<br />
be included in the <strong>Canterbury</strong> Mayoral<br />
Forum’s <strong>Canterbury</strong> Climate Plan<br />
Partnership.<br />
Environment <strong>Canterbury</strong> chief<br />
scientist Dr Tim Davie, who is leading<br />
the project, said councils must protect<br />
infrastructure, such as roads and<br />
drinking water, tackle coast erosion and<br />
look after biodiversity.<br />
‘‘[The climate partnership plan] is<br />
about pulling together and identifying<br />
what actions councils are taking and<br />
what we can do across <strong>Canterbury</strong>.’’<br />
The 2016 Kaikōura earthquake caused<br />
an uplift of the coastline, reducing the<br />
impacts of sea level rise and coastal<br />
erosion in the immediate future, Dr<br />
Davie said.<br />
However, he said the region had other<br />
challenges including increasing ocean<br />
acidification. This was caused by oceans<br />
absorbing carbon dioxide from the<br />
atmosphere, which impacted on<br />
shellfish and other fish species.<br />
Warmer seas caused by climate<br />
change also impacted birds like the<br />
Hutton'sshearwaters, which had to fly<br />
further in search of food, as fish moved<br />
to cooler waters.<br />

varying in scale, by Nathan Ingram.<br />
Jacqui Gibbs Chamberlainpresented<br />
her mixed media figures and animals,<br />
and Oriah Rapley presented three works<br />
—goddesses and abird made from<br />
Taranaki Andesite.<br />
Justin Galligan’s works included birds<br />
from wiremesh, steel kinetic forms, and<br />
long four metre steel chairs that floated<br />
in the clouds.<br />
Visitors from Oamaru, Lincoln and<br />
Auckland, along with artists from all<br />
around New Zealand attended.<br />

St Patrick’s School Kaiapoi will once<br />
again celebrate community by hosting<br />
aTwilight Fete Saturday, <strong>October</strong> 28,<br />

interesting presentation on the History<br />
of the Tuhoe, of Kaiapoi fame, on<br />
