In this comprehensive report, we present a range of <strong>in</strong>sightful <str<strong>on</strong>g>perspectives</str<strong>on</strong>g><br />

from a sequence of formal, semi-structured <strong>in</strong>terviews c<strong>on</strong>ducted by our<br />

team throughout 2023. We engaged with key stakeholders <strong>and</strong> <str<strong>on</strong>g>experts</str<strong>on</strong>g> <strong>in</strong><br />

<strong>Kenya</strong>, <strong>Ethiopia</strong>, <strong>and</strong> Rw<strong>and</strong>a to delve deeper <strong>in</strong>to the factors <strong>in</strong>fluenc<strong>in</strong>g the<br />

expansi<strong>on</strong> of rapidly grow<strong>in</strong>g <strong>firms</strong> <strong>in</strong> these areas. We also explored the impact<br />

of improved access to <str<strong>on</strong>g>data</str<strong>on</strong>g> <strong>and</strong> <strong>in</strong>sights <strong>on</strong> strengthen<strong>in</strong>g the entrepreneurial<br />

ecosystem. Our analysis weaved together <strong>and</strong> <strong>in</strong>tegrated a tapestry of expert<br />

op<strong>in</strong>i<strong>on</strong>s <strong>in</strong>to cohesive thematic narratives.<br />

The <strong>in</strong>sights ga<strong>in</strong>ed from these valuable f<strong>in</strong>d<strong>in</strong>gs have substantially deepened<br />

our comprehensi<strong>on</strong> of the complexities <strong>in</strong>herent <strong>in</strong> the design stages of<br />

nati<strong>on</strong>al <str<strong>on</strong>g>data</str<strong>on</strong>g> collaborative <strong>in</strong>itiatives. This enhanced underst<strong>and</strong><strong>in</strong>g is crucial<br />

<strong>in</strong> guid<strong>in</strong>g the formulati<strong>on</strong> of tailored <strong>and</strong> impactful strategies.<br />

This <strong>in</strong>sight report is the fourth of a series produced by GrowthAfrica <strong>and</strong><br />

Systemic Innovati<strong>on</strong> under a FCDO-funded Research <strong>and</strong> Innovati<strong>on</strong> Systems<br />

Our methodology<br />

• Stakeholder <strong>in</strong>terviews: From February through to October 2023 we c<strong>on</strong>ducted 60 semistructured<br />

<strong>in</strong>terviews with lead<strong>in</strong>g ecosystem <str<strong>on</strong>g>experts</str<strong>on</strong>g>. We selected these <strong>in</strong>dividuals based<br />

<strong>on</strong> their deep experience (whether as founders, government officials, d<strong>on</strong>ors, <strong>in</strong>vestors,<br />

ecosystem catalysts, or academics). This enabled us to ga<strong>in</strong> a pragmatic <strong>and</strong> holistic<br />

underst<strong>and</strong><strong>in</strong>g of the issues associated with build<strong>in</strong>g a <str<strong>on</strong>g>data</str<strong>on</strong>g> collaborative model from a<br />

variety of <strong>in</strong>formed <str<strong>on</strong>g>perspectives</str<strong>on</strong>g>. Each <strong>in</strong>terview was recorded <strong>and</strong> transcribed <strong>in</strong> detail.<br />

Stakeholders’ views <strong>in</strong> this summary report have been an<strong>on</strong>ymised.<br />

• Transcripti<strong>on</strong>: We recorded our formal <strong>in</strong>terviews us<strong>in</strong>g AI software <strong>and</strong> then improved<br />

them with human correcti<strong>on</strong>s to create verbatim transcripts which left us with 600+ pages<br />

to analyse. Graph 1. illustrates the (key)words most frequently used by <strong>in</strong>terviewees. The<br />

size of the words is commensurate with the number of times the word was menti<strong>on</strong>ed <strong>in</strong><br />

the <strong>in</strong>terviews.<br />

• Analysis & synthesis: We used qualitative analysis techniques (c<strong>on</strong>tent, thematic analysis,<br />

narrative analysis, grounded theory, <strong>and</strong> discourse analysis) <strong>and</strong> developed synthesis<br />

frameworks to help to draw out key <strong>in</strong>sights, as well as similarities <strong>and</strong> differences. We<br />

also used different AI tools to help us analyse key <strong>in</strong>sights from the 600 pages of <strong>in</strong>terview<br />

transcripts compiled.<br />

10 key ecosystem <strong>in</strong>sights<br />

1.<br />

Firm-level benchmark<strong>in</strong>g <str<strong>on</strong>g>data</str<strong>on</strong>g> is not publicly available. A large<br />

gap exists regard<strong>in</strong>g how startups <strong>in</strong> <strong>Kenya</strong>, <strong>Ethiopia</strong> <strong>and</strong> Rw<strong>and</strong>a<br />

scale up <strong>and</strong> susta<strong>in</strong> <strong>growth</strong>.<br />

Data - across f<strong>in</strong>ancial <strong>and</strong> n<strong>on</strong>-f<strong>in</strong>ancial <strong>in</strong>formati<strong>on</strong>, especially firm dynamics<br />

- are often miss<strong>in</strong>g. Without properly grasp<strong>in</strong>g how <strong>and</strong> why ventures grow<br />

it will be harder to support <strong>growth</strong> trajectories. Comparative assessments<br />

<strong>in</strong> specific areas (e.g. how fund<strong>in</strong>g is spent, HR processes, managerial<br />

decisi<strong>on</strong>-mak<strong>in</strong>g) are critical, but absent <strong>in</strong>sights. An ec<strong>on</strong>omist we spoke<br />

with emphasised, “zoom <strong>in</strong> to underst<strong>and</strong> productivity; <str<strong>on</strong>g>data</str<strong>on</strong>g> <strong>on</strong> organisati<strong>on</strong>al<br />

structures <strong>and</strong> hierarchies translate <strong>in</strong>to outcomes <strong>and</strong> how reliable are <strong>firms</strong> -<br />

you have to go deeper to underst<strong>and</strong> a firm”. Without this <strong>in</strong>formati<strong>on</strong>, it is very<br />

difficult to derive a c<strong>on</strong>sistent set of underly<strong>in</strong>g features of high-<strong>growth</strong> <strong>firms</strong><br />

across different sett<strong>in</strong>gs. We also need better <strong>in</strong>terventi<strong>on</strong>s appraisals. What<br />

activities ‘changed the game’ towards success, as <strong>on</strong>e academic asked, “what<br />

made a huge difference to the [venture’s] <strong>growth</strong> journey, what didn’t? How do<br />

they, as <strong>in</strong>dividuals, navigate the challenges <strong>and</strong> stresses of bus<strong>in</strong>ess build<strong>in</strong>g?”<br />

“For the ecosystem, I'm not sure that that <str<strong>on</strong>g>data</str<strong>on</strong>g> is<br />

so neat, even with<strong>in</strong> <strong>firms</strong> or foundati<strong>on</strong>s. GSMA<br />

recently released their scal<strong>in</strong>g report - for the<br />

<strong>firms</strong> which grew, how much of the success can<br />

they attribute? Was an early stage grant vital?<br />

Or was it the Endeavor mentorship? Can you get<br />

these <strong>in</strong>sights?”<br />

2.<br />

Data silos are prevalent, whilst <str<strong>on</strong>g>data</str<strong>on</strong>g> accessibility is not.<br />

Numerous <strong>in</strong>terviewees were c<strong>on</strong>cerned with <str<strong>on</strong>g>data</str<strong>on</strong>g> fragmentati<strong>on</strong>, <str<strong>on</strong>g>data</str<strong>on</strong>g><br />

hoard<strong>in</strong>g, <strong>and</strong> challenges <strong>in</strong> access<strong>in</strong>g <strong>and</strong> effectively utilis<strong>in</strong>g <str<strong>on</strong>g>data</str<strong>on</strong>g> to help<br />

their decisi<strong>on</strong>-mak<strong>in</strong>g. Across the countries, the quality of the <str<strong>on</strong>g>data</str<strong>on</strong>g> was said<br />

to be variable, <strong>and</strong> a hierarchy of <str<strong>on</strong>g>data</str<strong>on</strong>g> exists: “bey<strong>on</strong>d (World Bank) Enterprise<br />

surveys <strong>and</strong> census <str<strong>on</strong>g>data</str<strong>on</strong>g>, tax <str<strong>on</strong>g>data</str<strong>on</strong>g> offers a high value assessment yet access<br />

is not public. You have to make a case to request <str<strong>on</strong>g>data</str<strong>on</strong>g>, plus have a government<br />

sp<strong>on</strong>sor”. Innovati<strong>on</strong> <strong>and</strong> entrepreneurship specific <str<strong>on</strong>g>data</str<strong>on</strong>g> shar<strong>in</strong>g processes<br />

with<strong>in</strong> <strong>and</strong> across governments rema<strong>in</strong> very limited.

put together, can actually be very powerful by<br />

Invest<strong>in</strong>g <strong>in</strong> a comb<strong>in</strong>ati<strong>on</strong> of ecosystem <str<strong>on</strong>g>data</str<strong>on</strong>g> shar<strong>in</strong>g structures,<br />

processes, <strong>and</strong> systems is vital to more comprehensively<br />

underst<strong>and</strong> <strong>growth</strong> <strong>firms</strong> <strong>and</strong> their ecosystems.<br />

There’s notable absences of centralised <str<strong>on</strong>g>data</str<strong>on</strong>g>bases captur<strong>in</strong>g essential key<br />

metrics with<strong>in</strong> <strong>and</strong> across countries. Enhanced rigour, coord<strong>in</strong>ati<strong>on</strong>, <strong>and</strong><br />

cohesi<strong>on</strong> am<strong>on</strong>g agencies, research <strong>in</strong>stituti<strong>on</strong>s, <strong>and</strong> statistical offices,<br />

facilitated by dedicated workstreams, are essential to ensure that their<br />

comb<strong>in</strong>ed efforts yield more significant results. Such gaps highlight a crucial<br />

need for a more complete, accessible, public <str<strong>on</strong>g>data</str<strong>on</strong>g> resources <strong>and</strong> reliable <str<strong>on</strong>g>data</str<strong>on</strong>g><br />

comm<strong>on</strong>s, with <strong>in</strong>creas<strong>in</strong>g calls for comprehensive mechanics to evaluate<br />

the outcomes of <strong>in</strong>vestments <strong>in</strong> the <strong>in</strong>novati<strong>on</strong> ecosystem. Across the<br />

three countries, there exists very different attenti<strong>on</strong> <strong>and</strong> <strong>in</strong>vestment <strong>in</strong>to the<br />

<strong>in</strong>novati<strong>on</strong> <strong>and</strong> <str<strong>on</strong>g>data</str<strong>on</strong>g> arena. Government leadership <strong>in</strong> this respect is crucial.<br />

“[Across government] some <str<strong>on</strong>g>data</str<strong>on</strong>g> is available, it<br />

just still sits <strong>in</strong> silos, <strong>and</strong> nobody knows how to<br />

use it. Every<strong>on</strong>e talks about <str<strong>on</strong>g>data</str<strong>on</strong>g>, but you can’t<br />

access or use it. It might also need to be cleaned<br />

up. It would be good to know what is already<br />

there that can be made open, plus potentially<br />

collect<strong>in</strong>g <str<strong>on</strong>g>data</str<strong>on</strong>g> from new sources.”<br />

Enhance, <strong>and</strong> <strong>in</strong>vest <strong>in</strong>, the role for academia <strong>and</strong> research<br />

<strong>in</strong>stituti<strong>on</strong>s <strong>in</strong> augment<strong>in</strong>g exist<strong>in</strong>g <str<strong>on</strong>g>data</str<strong>on</strong>g> with blended research<br />

approaches.<br />

Data platforms al<strong>on</strong>e are wholly <strong>in</strong>sufficient. Often service providers like Briter<br />

<strong>and</strong> CrunchBase are <strong>in</strong>complete. Nati<strong>on</strong>al statistical agencies ma<strong>in</strong>ly focus<br />

<strong>on</strong> job creati<strong>on</strong> <strong>in</strong> specific sectors but lack detailed <strong>in</strong>sights <strong>in</strong>to <strong>in</strong>dividual<br />

<strong>firms</strong>’ organisati<strong>on</strong>al work<strong>in</strong>gs. An ec<strong>on</strong>omist expla<strong>in</strong>ed to us that “research<br />

<strong>in</strong>stituti<strong>on</strong>s’ <str<strong>on</strong>g>data</str<strong>on</strong>g>sets are mostly part of experimental studies”. There will be an<br />

<strong>in</strong>creas<strong>in</strong>g necessity to adopt blended research methodologies that synergise<br />

various techniques - comb<strong>in</strong><strong>in</strong>g quantitative methods with statistical analysis<br />

al<strong>on</strong>gside qualitative approaches through narrative <str<strong>on</strong>g>data</str<strong>on</strong>g>. L<strong>on</strong>gitud<strong>in</strong>al studies<br />

will be crucial <strong>in</strong> underst<strong>and</strong><strong>in</strong>g evolv<strong>in</strong>g trends, while ethnographic studies<br />

will provide a nuanced view of cultural <strong>and</strong> social c<strong>on</strong>texts. This multi-layered<br />

approach will enhance the robustness <strong>and</strong> depth of research f<strong>in</strong>d<strong>in</strong>gs.<br />

“I’ve exam<strong>in</strong>ed 50 or 60 high <strong>growth</strong> <strong>firms</strong> (tracked<br />

for 10 to 15) years. It’s <strong>in</strong>comparable to these<br />

<str<strong>on</strong>g>data</str<strong>on</strong>g> providers or Pitchbook publicly available<br />

<str<strong>on</strong>g>data</str<strong>on</strong>g>. What’s actually happen<strong>in</strong>g <strong>on</strong> the ground<br />

is a very different picture. That means that <str<strong>on</strong>g>data</str<strong>on</strong>g><br />

transparency <strong>on</strong> these fundamentals is very<br />

much lack<strong>in</strong>g, which is a huge issue.”<br />

Enhanced st<strong>and</strong>ardisati<strong>on</strong> <strong>in</strong> both term<strong>in</strong>ology <strong>and</strong> <str<strong>on</strong>g>data</str<strong>on</strong>g> formats<br />

can significantly facilitate <str<strong>on</strong>g>data</str<strong>on</strong>g> shar<strong>in</strong>g.<br />

By harm<strong>on</strong>is<strong>in</strong>g <strong>in</strong>dustry-specific terms, def<strong>in</strong>iti<strong>on</strong>s, <strong>and</strong> <strong>in</strong>dicators, it’s possible<br />

to achieve greater c<strong>on</strong>sistency <strong>and</strong> clarity. This is essential to resolve the<br />

widespread c<strong>on</strong>fusi<strong>on</strong> surround<strong>in</strong>g the def<strong>in</strong>iti<strong>on</strong>s of startups, scaleups,<br />

<strong>and</strong> high-<strong>growth</strong> factors, which is crucial for ensur<strong>in</strong>g <str<strong>on</strong>g>data</str<strong>on</strong>g> accuracy <strong>and</strong><br />

comparability. Furthermore, address<strong>in</strong>g <strong>in</strong>dustry st<strong>and</strong>ards <strong>and</strong> rec<strong>on</strong>cil<strong>in</strong>g<br />

discrepancies is imperative. Currently, <str<strong>on</strong>g>data</str<strong>on</strong>g> is often presented <strong>in</strong> formats<br />

not c<strong>on</strong>ducive to analysis <strong>and</strong> shar<strong>in</strong>g, creat<strong>in</strong>g a disparity between entities<br />

with abundant resources <strong>and</strong> those without. We were told, “even if you can<br />

have collaborati<strong>on</strong> around shar<strong>in</strong>g CSV, XML files but whether that <str<strong>on</strong>g>data</str<strong>on</strong>g> is<br />

aggregatable to make mean<strong>in</strong>g is another th<strong>in</strong>g altogether”. Streaml<strong>in</strong><strong>in</strong>g<br />

def<strong>in</strong>iti<strong>on</strong>s, <strong>in</strong>dicators, <strong>and</strong> formats will promote a more equitable play<strong>in</strong>g<br />

field, enabl<strong>in</strong>g better <str<strong>on</strong>g>data</str<strong>on</strong>g> accessibility <strong>and</strong> utility. An experienced <str<strong>on</strong>g>data</str<strong>on</strong>g> expert<br />

acknowledged this need to be addressed, “both <strong>on</strong> the dem<strong>and</strong> side <strong>and</strong> the<br />

supply side”.

D<strong>on</strong>or fund<strong>in</strong>g, while well-<strong>in</strong>tenti<strong>on</strong>ed, can easily create less<br />

beneficial outcomes.<br />

Short-term achievements can often result <strong>in</strong> un<strong>in</strong>tended c<strong>on</strong>sequences <strong>and</strong><br />

potentially create counterproductive (perverse) <strong>in</strong>centives <strong>in</strong> the l<strong>on</strong>g run.<br />

The <strong>in</strong>volvement of <strong>in</strong>ternati<strong>on</strong>al governments <strong>in</strong> back<strong>in</strong>g <strong>firms</strong> that may not<br />

be viable under normal market c<strong>on</strong>diti<strong>on</strong>s can lead to market distorti<strong>on</strong>s. We<br />

heard from a lead<strong>in</strong>g ecosystem expert who warned how, “grant w<strong>in</strong>ners are<br />

pollut<strong>in</strong>g the ecosystem”. Furthermore, d<strong>on</strong>or support is frequently duplicated<br />

<strong>and</strong> undifferentiated <strong>in</strong>itiatives are comm<strong>on</strong>place. A d<strong>on</strong>or told us, “if we do<br />

hear a development partner (do<strong>in</strong>g similar projects), we might get a high-level<br />

presentati<strong>on</strong> but not the shar<strong>in</strong>g of tangible <str<strong>on</strong>g>data</str<strong>on</strong>g> nor of technical knowledge”.<br />

Thus, it is crucial to promptly address the issue of d<strong>on</strong>or coherence to ensure<br />

that aid effectively supports susta<strong>in</strong>able <strong>and</strong> equitable ec<strong>on</strong>omic outcomes.<br />

By avoid<strong>in</strong>g this challenge actors are complicit <strong>in</strong> <strong>in</strong>credible <strong>in</strong>efficiency <strong>and</strong><br />

wastefulness from a value for (public) m<strong>on</strong>ey perspective.<br />

“A parallel ec<strong>on</strong>omy exists. The <strong>in</strong>centives <strong>and</strong><br />

culture are completely separate from the venture<br />

capital (VC) <strong>and</strong> private sector world. Startups<br />

participate <strong>in</strong> so many free programmes, <strong>and</strong> get<br />

free m<strong>on</strong>ey, <strong>and</strong> tend to be less proactive <strong>and</strong><br />

have lower productivity as a result. Once they get<br />

big enough through the grants system, it will be<br />

really hard for them to then return <strong>in</strong>to a private<br />

The field of high-<strong>growth</strong> rema<strong>in</strong>s widely misunderstood across<br />

various levels, with c<strong>on</strong>fusi<strong>on</strong> be<strong>in</strong>g the prevail<strong>in</strong>g state.<br />

In the entrepreneurship sphere, the term ‘scale’ is becom<strong>in</strong>g excessively<br />

<strong>and</strong> <strong>in</strong>appropriately used, dilut<strong>in</strong>g its true mean<strong>in</strong>g <strong>and</strong> significance. There’s<br />

a lack of clear dist<strong>in</strong>cti<strong>on</strong> between startups <strong>and</strong> scaleups, <strong>and</strong> often, hype<br />

overshadows substantial analysis. We heard how, “there is a noticeable<br />

lack of emphasis <strong>on</strong> hard <str<strong>on</strong>g>data</str<strong>on</strong>g>”. Additi<strong>on</strong>ally, “Success narratives with<strong>in</strong> the<br />

ecosystem are frequently built <strong>on</strong> assumpti<strong>on</strong>s with limited reliable <strong>in</strong>formati<strong>on</strong><br />

bey<strong>on</strong>d self-promoti<strong>on</strong>”. Crucial details about the “<strong>in</strong>ternal work<strong>in</strong>gs of these<br />

ventures are often unknown or undisclosed”, underscor<strong>in</strong>g the need for more<br />

transparency <strong>and</strong> <strong>in</strong>formed underst<strong>and</strong><strong>in</strong>g across this high-<strong>growth</strong> arena.<br />

“We are apply<strong>in</strong>g almost generic th<strong>in</strong>k<strong>in</strong>g to<br />

(scale).... often do not take <strong>in</strong>to account all the<br />

complexities <strong>and</strong> nuances <strong>in</strong>to c<strong>on</strong>siderati<strong>on</strong>.”<br />

Entrepreneurship Support Organisati<strong>on</strong>s (ESOs), especially those<br />

afforded limited resources, often struggle with <strong>in</strong>ternal m<strong>on</strong>itor<strong>in</strong>g<br />

capabilities.<br />

It is primarily the more established (<strong>and</strong> <strong>in</strong>ternati<strong>on</strong>al) ESOs that possess<br />

the necessary fund<strong>in</strong>g <strong>and</strong> capacity to effectively track venture metrics.<br />

These well-established scaleup programmes are able to c<strong>on</strong>duct <strong>in</strong>-depth<br />

analyses <strong>and</strong> provide more customised support for track<strong>in</strong>g <strong>growth</strong>. However,<br />

<strong>in</strong> general, bus<strong>in</strong>ess support providers f<strong>in</strong>d it very challeng<strong>in</strong>g to implement<br />

systematic <str<strong>on</strong>g>data</str<strong>on</strong>g> collecti<strong>on</strong> practices, which would improve dem<strong>and</strong>-driven<br />

support. Researchers beg for richer <str<strong>on</strong>g>data</str<strong>on</strong>g>: “If we had a proper <str<strong>on</strong>g>data</str<strong>on</strong>g> set then we’d<br />

be able to know what’s affect<strong>in</strong>g SMEs <strong>and</strong> high <strong>growth</strong> <strong>firms</strong>. The <str<strong>on</strong>g>data</str<strong>on</strong>g>sets<br />

produced by ecosystem players are not be<strong>in</strong>g made available, which prevents a<br />

better match<strong>in</strong>g of capacity build<strong>in</strong>g efforts to the different stages of <strong>growth</strong> for<br />

ventures.” There is a clear need for <strong>in</strong>creased <strong>in</strong>vestment <strong>in</strong> capacity build<strong>in</strong>g,<br />

enabl<strong>in</strong>g ESOs to collect, utilise, <strong>and</strong> learn from <str<strong>on</strong>g>data</str<strong>on</strong>g> more effectively. Improved<br />

performance benchmark<strong>in</strong>g is essential. One ESO admitted, “I’m not very sure<br />

we underst<strong>and</strong> what their [high-<strong>growth</strong> needs are <strong>and</strong> how to accelerate them”.<br />

Accord<strong>in</strong>gly, a lead<strong>in</strong>g academic advises focus<strong>in</strong>g <strong>on</strong> performance-based<br />

support metrics:, “it would be better to underst<strong>and</strong> the support programmes<br />

portfolios - which <strong>on</strong>es actually actually make a significant difference?”.

Limited number of female scale ups across countries <strong>and</strong><br />

al<strong>on</strong>gside systemic <str<strong>on</strong>g>data</str<strong>on</strong>g> specific challenges.<br />

Although there have been positive empowerment efforts <strong>in</strong> recent years there<br />

rema<strong>in</strong>s a significant underrepresentati<strong>on</strong> of women <strong>in</strong> the startup ecosystem.<br />

An ESO told us, “<strong>on</strong>e pa<strong>in</strong> po<strong>in</strong>t is gett<strong>in</strong>g them <strong>in</strong>to our programmes”.<br />

Interviews reveal significant gaps <strong>in</strong> <str<strong>on</strong>g>data</str<strong>on</strong>g>, highlight<strong>in</strong>g risk aversi<strong>on</strong><br />

<strong>in</strong>fluenced by cultural norms, m<strong>in</strong>dsets, am<strong>on</strong>gst a variety of other factors:<br />

“barriers to navigat<strong>in</strong>g fund<strong>in</strong>g applicati<strong>on</strong>s <strong>and</strong> accelerator programmes<br />

can act as deterrents. The largely male-dom<strong>in</strong>ated <strong>in</strong>vestment l<strong>and</strong>scape<br />

c<strong>on</strong>t<strong>in</strong>ues to exhibit biases”. Despite grow<strong>in</strong>g <strong>in</strong>stituti<strong>on</strong>al support for female<br />

entrepreneurship, there rema<strong>in</strong>s a notable focus <strong>on</strong> female related venture <strong>and</strong><br />

ecosystem <str<strong>on</strong>g>data</str<strong>on</strong>g>, underscor<strong>in</strong>g the need for far more focused efforts to address<br />

We were presented with a series of <str<strong>on</strong>g>perspectives</str<strong>on</strong>g>, which, while not an exhaustive assessment<br />

of the market <strong>and</strong> <str<strong>on</strong>g>data</str<strong>on</strong>g> issues with<strong>in</strong> the ecosystem, represent some notable po<strong>in</strong>ts captured<br />

dur<strong>in</strong>g our <strong>in</strong>terviews.<br />

Market <str<strong>on</strong>g>perspectives</str<strong>on</strong>g> presented to us:<br />

Dubbed the Silic<strong>on</strong> Savannah, its fast grow<strong>in</strong>g technology <strong>and</strong> <strong>in</strong>novati<strong>on</strong> ecosystems there<br />

is little doubt of great potential. But scratch<strong>in</strong>g beneath the hype, we heard that under the<br />

surface <strong>Kenya</strong>n ventures still encounter significant f<strong>in</strong>anc<strong>in</strong>g difficulties, with a ‘miss<strong>in</strong>g middle’<br />

phenomen<strong>on</strong> (a large number of microenterprises - mostly <strong>in</strong>formal - <strong>and</strong> some large <strong>firms</strong>, but<br />

very few SMEs). The regulatory envir<strong>on</strong>ment rema<strong>in</strong>s tax<strong>in</strong>g al<strong>on</strong>gside fierce competiti<strong>on</strong> for<br />

skilled talent. Startups are often overvalued early <strong>on</strong> <strong>in</strong> their lifecycle, which can deter laterstage<br />

fund<strong>in</strong>g. Support to, <strong>and</strong> from, the entrepreneurial ecosystem is <strong>in</strong>c<strong>on</strong>sistent.<br />

• Numerous founders are often seen neglect<strong>in</strong>g the importance of <str<strong>on</strong>g>data</str<strong>on</strong>g>-driven decisi<strong>on</strong>mak<strong>in</strong>g<br />

<strong>and</strong> not recognis<strong>in</strong>g their operati<strong>on</strong>al shortcom<strong>in</strong>gs: Our <strong>in</strong>terviewees po<strong>in</strong>t out<br />

that successful companies typically st<strong>and</strong> out due to their, “well-def<strong>in</strong>ed <strong>growth</strong> strategies<br />

<strong>and</strong> an emphasis <strong>on</strong> achiev<strong>in</strong>g positive unit ec<strong>on</strong>omics early <strong>in</strong> their development”, accord<strong>in</strong>g<br />

to a <strong>growth</strong> catalyst. Moreover, these thriv<strong>in</strong>g enterprises actively <strong>in</strong>vest <strong>in</strong> comprehensive<br />

user engagement <strong>in</strong>itiatives, a key factor c<strong>on</strong>tribut<strong>in</strong>g to their success.<br />

• The role of technology can be key, but often overplayed: some <strong>in</strong>terviewees menti<strong>on</strong>ed<br />

recent advancements <strong>in</strong> AI <strong>and</strong> Mach<strong>in</strong>e Learn<strong>in</strong>g to address what they perceive as a lack<br />

of <strong>in</strong>novati<strong>on</strong> <strong>in</strong> startups <strong>and</strong> that some fastest-grow<strong>in</strong>g <strong>firms</strong> <strong>in</strong> <strong>Kenya</strong> are those utilis<strong>in</strong>g<br />

cutt<strong>in</strong>g-edge technologies <strong>in</strong> their operati<strong>on</strong>s. However, a lead<strong>in</strong>g <str<strong>on</strong>g>data</str<strong>on</strong>g> expert counters this<br />

viewpo<strong>in</strong>t, “stress<strong>in</strong>g the importance of evaluat<strong>in</strong>g companies based <strong>on</strong> their specific sectors,<br />

as well as c<strong>on</strong>sider<strong>in</strong>g factors like leadership, operati<strong>on</strong>s, <strong>and</strong> organisati<strong>on</strong>al dynamics”.<br />

• Acquir<strong>in</strong>g the necessary skills <strong>and</strong> knowledge for high-<strong>growth</strong> c<strong>on</strong>t<strong>in</strong>ues to be a<br />

substantial challenge: In additi<strong>on</strong> to address<strong>in</strong>g founder <strong>and</strong> leadership c<strong>on</strong>cerns, we<br />

repeatedly heard how entrepreneurs <strong>in</strong> <strong>Kenya</strong> face stiff competiti<strong>on</strong> from the more<br />

established corporate sector <strong>and</strong> NGOs for talent, particularly <strong>in</strong> terms of compensati<strong>on</strong>.<br />

The advice from an ESO catalyst was that they need to, “exercise patience <strong>in</strong> cultivat<strong>in</strong>g an<br />

effective talent pipel<strong>in</strong>e, balanc<strong>in</strong>g the need for skilled professi<strong>on</strong>als with the realities of the<br />

job market.”<br />

The <str<strong>on</strong>g>data</str<strong>on</strong>g> l<strong>and</strong>scape:<br />

The <str<strong>on</strong>g>data</str<strong>on</strong>g> l<strong>and</strong>scape <strong>in</strong> <strong>Kenya</strong> <strong>in</strong>volves multiple key players like the IMF, World Bank, <strong>and</strong> local<br />

agencies, with universities <strong>and</strong> entrepreneurial support organisati<strong>on</strong>s c<strong>on</strong>tribut<strong>in</strong>g to <str<strong>on</strong>g>data</str<strong>on</strong>g><br />

analysis. However, access to these <str<strong>on</strong>g>data</str<strong>on</strong>g>sets is often limited for local bus<strong>in</strong>esses, <strong>and</strong> trust<br />

issues underm<strong>in</strong>e the perceived accuracy <strong>and</strong> usefulness of government <str<strong>on</strong>g>data</str<strong>on</strong>g>. Private entities,<br />

<strong>in</strong>clud<strong>in</strong>g banks, possess valuable <str<strong>on</strong>g>data</str<strong>on</strong>g> but are hesitant to share due to competitive reas<strong>on</strong>s.<br />

Current <str<strong>on</strong>g>data</str<strong>on</strong>g> collecti<strong>on</strong> methodologies <strong>and</strong> available <str<strong>on</strong>g>data</str<strong>on</strong>g>sets may not fully capture the diversity<br />

of the bus<strong>in</strong>ess envir<strong>on</strong>ment or the nuances of startup success. A lead<strong>in</strong>g academic urged

the importance of, “visibility <strong>and</strong> transparency around the methodologies associated with <str<strong>on</strong>g>data</str<strong>on</strong>g><br />

collecti<strong>on</strong>”. There is a disc<strong>on</strong>nect between academia, <strong>in</strong>dustry, <strong>and</strong> government <strong>in</strong> utilis<strong>in</strong>g <str<strong>on</strong>g>data</str<strong>on</strong>g><br />

effectively, suggest<strong>in</strong>g the need for improved collaborati<strong>on</strong> <strong>and</strong> openness. This would enable<br />

leverag<strong>in</strong>g <str<strong>on</strong>g>data</str<strong>on</strong>g> more effectively for <strong>in</strong>formed decisi<strong>on</strong>-mak<strong>in</strong>g <strong>and</strong> foster <strong>in</strong>novati<strong>on</strong> with<strong>in</strong> the<br />

<strong>Kenya</strong>n market.<br />

Numerous challenges exist, <strong>in</strong>clud<strong>in</strong>g:<br />

• An extensive number of d<strong>on</strong>or-funded programmes have run <strong>in</strong> recent years, but <str<strong>on</strong>g>data</str<strong>on</strong>g>sets<br />

rema<strong>in</strong> ‘locked-up’: Comparatively, d<strong>on</strong>ors have str<strong>on</strong>g <str<strong>on</strong>g>data</str<strong>on</strong>g> collecti<strong>on</strong> technical support<br />

available. A government agent told us: ‘it is a crowded field’, yet “several of these <str<strong>on</strong>g>data</str<strong>on</strong>g>sets<br />

still sit <strong>in</strong> silos <strong>and</strong> bel<strong>on</strong>g to different entities”. A dedicated <strong>in</strong>ter-government will be<br />

needed by d<strong>on</strong>or agencies with entrepreneurship <strong>and</strong> <strong>in</strong>novati<strong>on</strong> <strong>in</strong> their purview.<br />

• Datasets are often based <strong>on</strong> predeterm<strong>in</strong>ed assumpti<strong>on</strong>s (<strong>and</strong> are also not fully<br />

representative): Available <str<strong>on</strong>g>data</str<strong>on</strong>g>sets produced by key organisati<strong>on</strong>s (<strong>Kenya</strong> Nati<strong>on</strong>al Bureau<br />

of Statistics <strong>and</strong> the World Bank) will often have g<strong>on</strong>e through several layers of analysis;<br />

yet still, they “may not be fully representative”, accord<strong>in</strong>g to senior statisticians. Data<br />

veracity issues are also prevalent with a lack of trust <strong>in</strong> the accuracy of <str<strong>on</strong>g>data</str<strong>on</strong>g> produced by<br />

government officials. A government statistician surprised us by expla<strong>in</strong><strong>in</strong>g to us that “<str<strong>on</strong>g>data</str<strong>on</strong>g><br />

figures can change due to politics.”<br />

• Target<strong>in</strong>g entrepreneurs leads to push-back: An <strong>in</strong>creased push from the government to<br />

formally register bus<strong>in</strong>esses under <strong>Kenya</strong> Nati<strong>on</strong>al Bureau of Statistics (KNBS) <strong>and</strong> the<br />

share <strong>in</strong>formati<strong>on</strong> as “it might not deem it <strong>in</strong> their best <strong>in</strong>terest not to reveal certa<strong>in</strong> details”<br />

A lead<strong>in</strong>g academic told us that, “<strong>firms</strong> (also) view their <str<strong>on</strong>g>data</str<strong>on</strong>g> as a competitive advantage”.<br />

• Datasets are often based <strong>on</strong> predeterm<strong>in</strong>ed assumpti<strong>on</strong>s (<strong>and</strong> are also not fully<br />

representative): Available <str<strong>on</strong>g>data</str<strong>on</strong>g>sets produced by key organisati<strong>on</strong>s (<strong>Kenya</strong> Nati<strong>on</strong>al Bureau<br />

of Statistics <strong>and</strong> the World Bank) will often have g<strong>on</strong>e through several layers of analysis; yet<br />

still, they “may not be fully representative”, accord<strong>in</strong>g to senior statisticians.<br />

• Dem<strong>and</strong>-driven needs assessment from ventures are miss<strong>in</strong>g: A lead<strong>in</strong>g ecosystem<br />

expert expressed frustrati<strong>on</strong> at not be<strong>in</strong>g able to underst<strong>and</strong> the specific needs <strong>and</strong><br />

problems faced by high-<strong>growth</strong> <strong>firms</strong>: “the problems faced by high <strong>growth</strong> <strong>firms</strong> are unique”<br />

but “poorly understood”. It is crucial to better determ<strong>in</strong>e what was the catalyst for their<br />

success - <strong>and</strong> which best <str<strong>on</strong>g>data</str<strong>on</strong>g> po<strong>in</strong>ts to exam<strong>in</strong>e - to build learn<strong>in</strong>g loops around key<br />

<strong>in</strong>formati<strong>on</strong>. An expert encourages the ecosystem to: “look bey<strong>on</strong>d revenue metrics: a lot of<br />

these companies may not be profitable for a decade, but high <strong>growth</strong> all the same”.<br />

• Misalignment between <strong>in</strong>dustry <strong>and</strong> academia: Closer strategic partnerships <strong>and</strong> alliances<br />

are essential. A Professor expressed frustrati<strong>on</strong> that, “university research, <strong>and</strong> the <str<strong>on</strong>g>data</str<strong>on</strong>g><br />

collected, is not used effectively or c<strong>on</strong>nected to <strong>in</strong>dustry decisi<strong>on</strong>-mak<strong>in</strong>g: there is a<br />

We were presented with a series of <str<strong>on</strong>g>perspectives</str<strong>on</strong>g>, which, while not an exhaustive assessment<br />

of the market <strong>and</strong> <str<strong>on</strong>g>data</str<strong>on</strong>g> issues with<strong>in</strong> the ecosystem, represent some notable po<strong>in</strong>ts captured<br />

dur<strong>in</strong>g our <strong>in</strong>terviews.<br />

Market <str<strong>on</strong>g>perspectives</str<strong>on</strong>g> presented to us:<br />

<strong>Ethiopia</strong>n <strong>firms</strong> face multiple challenges <strong>in</strong> scal<strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g high taxati<strong>on</strong> <strong>and</strong> str<strong>in</strong>gent<br />

regulati<strong>on</strong> lead<strong>in</strong>g to bus<strong>in</strong>ess knowledge gaps. Academics have identified a skills deficit with<strong>in</strong><br />

companies, while redundancy <strong>and</strong> lack of coord<strong>in</strong>ati<strong>on</strong> <strong>in</strong> bus<strong>in</strong>ess support programs make it<br />

difficult to establish effective <strong>in</strong>vestment channels. The <strong>in</strong>vestor ecosystem is h<strong>in</strong>dered by a<br />

siloed approach <strong>and</strong> a lack of collaborati<strong>on</strong>. Political <strong>in</strong>stability further limits f<strong>in</strong>anc<strong>in</strong>g opti<strong>on</strong>s,<br />

with many rely<strong>in</strong>g <strong>on</strong> pers<strong>on</strong>al f<strong>in</strong>ances or family <strong>and</strong> social networks.<br />

Traditi<strong>on</strong>al asset-based f<strong>in</strong>anc<strong>in</strong>g methods create barriers for smaller <strong>firms</strong>, <strong>and</strong> while<br />

digitalisati<strong>on</strong> offers <strong>growth</strong> opportunities, c<strong>on</strong>nectivity issues rema<strong>in</strong> a significant obstacle.<br />

• The scarcity of Venture Capital (VC) <strong>in</strong> the regi<strong>on</strong> means many ventures are selff<strong>in</strong>anced:<br />

However, ec<strong>on</strong>omic challenges like <strong>in</strong>flati<strong>on</strong>, political <strong>in</strong>stability, <strong>and</strong> foreign<br />

exchange shortages make self-f<strong>in</strong>anc<strong>in</strong>g <strong>in</strong>creas<strong>in</strong>gly difficult. This situati<strong>on</strong> is exacerbated<br />

as resources are predom<strong>in</strong>antly directed towards support<strong>in</strong>g larger <strong>firms</strong>. With traditi<strong>on</strong>al<br />

f<strong>in</strong>anc<strong>in</strong>g like loans be<strong>in</strong>g largely collateral-based, reportedly 97% of loans require collateral,<br />

limit<strong>in</strong>g opti<strong>on</strong>s for many <strong>firms</strong>.<br />

• Firms <strong>in</strong> <strong>Ethiopia</strong> face challenges like <strong>in</strong>adequate digitalizati<strong>on</strong> <strong>and</strong> poor <strong>in</strong>ternet<br />

c<strong>on</strong>nectivity, which impede <strong>growth</strong>: Many attempt to adopt bus<strong>in</strong>ess models from other<br />

regi<strong>on</strong>s, but high costs for technological tools often lead to the use of unauthorised<br />

software or systems. A lead<strong>in</strong>g academic observes, ‘High-<strong>growth</strong> bus<strong>in</strong>esses are often<br />

associated with technology, but opportunities exist across various sectors. Successful<br />

bus<strong>in</strong>esses comm<strong>on</strong>ly employ market<strong>in</strong>g strategies <strong>and</strong> e-payment systems, yet there’s a<br />

disc<strong>on</strong>nect <strong>in</strong> how digital <strong>and</strong> traditi<strong>on</strong>al sectors, like manufactur<strong>in</strong>g, use digital methods to<br />

engage customers.’ This emphasises the complex nature of bus<strong>in</strong>ess <strong>growth</strong> <strong>in</strong> the regi<strong>on</strong>.<br />

• Bus<strong>in</strong>ess support programs often run similar activities <strong>and</strong> fail to effectively c<strong>on</strong>nect<br />

founders with <strong>in</strong>vestors: A successful founder remarked, ‘Incubators <strong>and</strong> accelerators<br />

seem siloed, each do<strong>in</strong>g similar th<strong>in</strong>gs without much differentiati<strong>on</strong>.’ This lack of variety <strong>and</strong><br />

network<strong>in</strong>g opportunities h<strong>in</strong>ders the development of a robust entrepreneurial ecosystem.<br />

• Collaborati<strong>on</strong> with<strong>in</strong> the entrepreneurial<strong>in</strong>vestor community rema<strong>in</strong>s nascent:<br />

C<strong>on</strong>trast<strong>in</strong>g with other markets where there’s a strides towards more collaborati<strong>on</strong> are<br />

be<strong>in</strong>g made. By way of example, syndicate groups com<strong>in</strong>g together which pull <strong>in</strong> both<br />

<strong>in</strong>dividual <strong>in</strong>vestors as well as <strong>in</strong>stituti<strong>on</strong>al <strong>in</strong>vestors. One expert noted, “In other places,

a VC might refer a mismatched venture to a more suitable <strong>in</strong>vestor. Such practices are<br />

less comm<strong>on</strong> here, impact<strong>in</strong>g the network<strong>in</strong>g <strong>and</strong> <strong>growth</strong> opportunities for startups.” Zero<br />

sum approaches (you w<strong>in</strong>, I lose) illustrate the embry<strong>on</strong>ic nature of an emerg<strong>in</strong>g yet still<br />

immature ecosystem.<br />

• Secrecy issues <strong>and</strong> trust c<strong>on</strong>cerns rema<strong>in</strong> at large: culturally, openly shar<strong>in</strong>g <strong>in</strong>formati<strong>on</strong><br />

<strong>and</strong> <str<strong>on</strong>g>data</str<strong>on</strong>g> is rare. Simply put, “No <strong>on</strong>e bus<strong>in</strong>ess pers<strong>on</strong> wants to share their <str<strong>on</strong>g>data</str<strong>on</strong>g> or<br />

<strong>in</strong>formati<strong>on</strong>”. The noti<strong>on</strong> that the public owns that the <str<strong>on</strong>g>data</str<strong>on</strong>g> still hasn’t sunk <strong>in</strong> with<strong>in</strong> the<br />

government.” We were told that, “There is also a wider cultural m<strong>in</strong>dset change that needs<br />

to take place around <str<strong>on</strong>g>data</str<strong>on</strong>g>, even with<strong>in</strong> the private sector”. Trust matters. Moreover, “The<br />

majority of the decisi<strong>on</strong>-mak<strong>in</strong>g is based <strong>on</strong> it [trust]....People c<strong>on</strong>sult <strong>in</strong>dividuals they trust,<br />

not the numbers”.<br />

The <str<strong>on</strong>g>data</str<strong>on</strong>g> l<strong>and</strong>scape:<br />

The <strong>Ethiopia</strong>n <str<strong>on</strong>g>data</str<strong>on</strong>g> shar<strong>in</strong>g l<strong>and</strong>scape is restricted by a culture of secrecy <strong>and</strong> underdeveloped<br />

government <str<strong>on</strong>g>data</str<strong>on</strong>g> practices. While entrepreneurs <strong>and</strong> n<strong>on</strong>-government actors are attempt<strong>in</strong>g<br />

to fill <str<strong>on</strong>g>data</str<strong>on</strong>g> gaps, there is still a need for more detailed <strong>and</strong> l<strong>on</strong>gitud<strong>in</strong>al <str<strong>on</strong>g>data</str<strong>on</strong>g> to guide bus<strong>in</strong>ess<br />

decisi<strong>on</strong>s. A grow<strong>in</strong>g awareness of the importance of <strong>in</strong>formati<strong>on</strong> shar<strong>in</strong>g is emerg<strong>in</strong>g, with<br />

efforts to develop <str<strong>on</strong>g>data</str<strong>on</strong>g> platforms <strong>and</strong> calls for better organisati<strong>on</strong>al <str<strong>on</strong>g>data</str<strong>on</strong>g> practices. Address<strong>in</strong>g<br />

these issues will require cultural changes, enhanced trust, improved <str<strong>on</strong>g>data</str<strong>on</strong>g> management, <strong>and</strong><br />

<strong>in</strong>creased collaborati<strong>on</strong> am<strong>on</strong>g all <str<strong>on</strong>g>data</str<strong>on</strong>g> stakeholders. Government <strong>in</strong>formati<strong>on</strong> systems<br />

for <str<strong>on</strong>g>data</str<strong>on</strong>g> management have shown areas for improvement, yet there’s an encourag<strong>in</strong>g wave<br />

of change <strong>and</strong> grow<strong>in</strong>g awareness about the importance of <str<strong>on</strong>g>data</str<strong>on</strong>g>, signall<strong>in</strong>g a positive shift<br />

towards enhanced <str<strong>on</strong>g>data</str<strong>on</strong>g> management practices.<br />

• Government <str<strong>on</strong>g>data</str<strong>on</strong>g>sets often exhibit <strong>in</strong>c<strong>on</strong>sistencies: We were told that relevant “<str<strong>on</strong>g>data</str<strong>on</strong>g><br />

is often outdated” <strong>and</strong> that “the <str<strong>on</strong>g>data</str<strong>on</strong>g>sets that are available from the government are<br />

<strong>in</strong>c<strong>on</strong>sistent”. This can h<strong>in</strong>der efforts to match <strong>and</strong> correlate <strong>in</strong>formati<strong>on</strong> accurately.<br />

• Critical gaps exist <strong>in</strong> the availability of demographic <strong>and</strong> <strong>in</strong>come <str<strong>on</strong>g>data</str<strong>on</strong>g> with<strong>in</strong> exist<strong>in</strong>g<br />

<str<strong>on</strong>g>data</str<strong>on</strong>g>sets: Hitherto the market <str<strong>on</strong>g>data</str<strong>on</strong>g> available has been outdated, pos<strong>in</strong>g a significant<br />

challenge for entrepreneurs who strive to accurately assess c<strong>on</strong>sumer needs. This has<br />

resulted <strong>in</strong> <strong>in</strong>efficient, imprecise, <strong>and</strong> sub-optimal market outreach activities <strong>and</strong> research<br />

decisi<strong>on</strong>-mak<strong>in</strong>g, as they are unable to effectively target <strong>and</strong> underst<strong>and</strong> their c<strong>on</strong>sumer<br />

base due to these <str<strong>on</strong>g>data</str<strong>on</strong>g> deficiencies.<br />

• Data collecti<strong>on</strong> <strong>in</strong>itiatives show improvement; but more c<strong>on</strong>certed efforts needed,<br />

especially <strong>in</strong> support of ESO’s: The noteworthy c<strong>on</strong>tributi<strong>on</strong>s of Shega Insights <strong>in</strong><br />

advanc<strong>in</strong>g market knowledge were duly recognised. While strides are be<strong>in</strong>g made <strong>in</strong><br />

ref<strong>in</strong><strong>in</strong>g <str<strong>on</strong>g>data</str<strong>on</strong>g> collecti<strong>on</strong> methods, the struggle to acquire suitable <strong>in</strong>struments for effective<br />

assessments rema<strong>in</strong>s a press<strong>in</strong>g challenge. ESO representatives encounter difficulties<br />

<strong>in</strong> obta<strong>in</strong><strong>in</strong>g essential <str<strong>on</strong>g>data</str<strong>on</strong>g>. Simply put they said,: “ventures are not provid<strong>in</strong>g the <str<strong>on</strong>g>data</str<strong>on</strong>g><br />

we need”. This situati<strong>on</strong> underscores the urgent need for enhanced <str<strong>on</strong>g>data</str<strong>on</strong>g> shar<strong>in</strong>g tools,<br />

collecti<strong>on</strong> methodologies, <strong>and</strong> collaborative processes with<strong>in</strong> the ecosystem.

Rw<strong>and</strong>a is a small market that is presently composed mostly of very early stage ventures with<br />

<strong>on</strong>ly few major players that are also part of politically c<strong>on</strong>nected m<strong>on</strong>opolies. Rw<strong>and</strong>a also has<br />

a unique unil<strong>in</strong>gual c<strong>on</strong>text.<br />

• Startups <strong>in</strong> particular struggle with access to capital. High costs for licens<strong>in</strong>g <strong>and</strong> a lack<br />

of local success stories deter <strong>in</strong>vestment. Whilst <strong>in</strong>vestors are adapt<strong>in</strong>g their expectati<strong>on</strong>s,<br />

they may also be overlook<strong>in</strong>g high potential sectors like agriculture (<strong>and</strong> <strong>in</strong>stead focus <strong>on</strong><br />

tech startups). We heard how “some ventures, like Easy Hatch, are grow<strong>in</strong>g at a fast rate<br />

but outside of the public eye”. Investor performance expectati<strong>on</strong>s are also duly managed,<br />

as <strong>on</strong>e told us: “In Rw<strong>and</strong>a, we set the bar low for customers, <strong>in</strong> other markets, the bar is<br />

higher”.<br />

• Founders <strong>in</strong> Rw<strong>and</strong>a have some str<strong>on</strong>g ambiti<strong>on</strong>s but can lack technical knowledge <strong>and</strong><br />

capacities <strong>on</strong> criteria areas, such as supply cha<strong>in</strong>s, user experience, ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g service<br />

<strong>and</strong> product quality. An ESO told us, “Many startups are “founded by young people with<br />

limited professi<strong>on</strong>al work experience, bus<strong>in</strong>ess acumen, or exposure to different <strong>in</strong>dustries<br />

<strong>and</strong> sectors”.<br />

• Firms also need better market <strong>in</strong>telligence <strong>and</strong> strategies for <strong>in</strong>ternati<strong>on</strong>al expansi<strong>on</strong><br />

to scale. Rw<strong>and</strong>a’s small market size <strong>and</strong> limited purchas<strong>in</strong>g power al<strong>on</strong>gside sometimes<br />

str<strong>in</strong>gent regulati<strong>on</strong>s entails that ventures must be able to scale outside the country to<br />

secure private capital. We heard how, “target<strong>in</strong>g the global markets requires skilled <strong>and</strong><br />

experienced talent”. Small <strong>firms</strong> face a challenge of atta<strong>in</strong><strong>in</strong>g <strong>growth</strong> due to <strong>in</strong>formati<strong>on</strong><br />

<strong>and</strong> capacity c<strong>on</strong>stra<strong>in</strong>ts but also costs - to exp<strong>and</strong> operati<strong>on</strong>s, many <strong>firms</strong> face licens<strong>in</strong>g<br />

<strong>and</strong> certificati<strong>on</strong> struggles that require access to capital. Founders have little market<br />

<strong>in</strong>telligence at their disposal to identify products <strong>and</strong> services that are needed both locally<br />

<strong>and</strong> regi<strong>on</strong>ally. And that, “Copycat <strong>firms</strong> are abundant”.<br />

• Firms’ ability to access f<strong>in</strong>anc<strong>in</strong>g is also h<strong>in</strong>dered by the small angel <strong>in</strong>vest<strong>in</strong>g ecosystem<br />

<strong>in</strong> Rw<strong>and</strong>a. This encourages an over-reliance <strong>on</strong> grants from founders <strong>in</strong> an ecosystem<br />

where there is a high volume of d<strong>on</strong>or support. D<strong>on</strong>ors have their own projects <strong>and</strong><br />

mechanisms to support entrepreneurs which may not match market realities.

too much around <strong>in</strong>vestment; we need to look at solid balance sheets, <strong>and</strong> they [<strong>firms</strong>]<br />

mak<strong>in</strong>g m<strong>on</strong>ey? Because that will be like step <strong>on</strong>e; attract<strong>in</strong>g fund<strong>in</strong>g <strong>in</strong>vestment. that’s a<br />

sec<strong>on</strong>dary signal”.<br />

• Hard to develop a complete underst<strong>and</strong><strong>in</strong>g of high-perform<strong>in</strong>g <strong>firms</strong>: governance, <strong>and</strong><br />

organisati<strong>on</strong>al capacities rema<strong>in</strong> neglected <str<strong>on</strong>g>data</str<strong>on</strong>g> po<strong>in</strong>ts: “Basic bus<strong>in</strong>ess performance<br />

<strong>in</strong>dicators such as cash positi<strong>on</strong>, profit, <strong>and</strong> revenue outlook are often hard to come by”.<br />

Also <str<strong>on</strong>g>data</str<strong>on</strong>g> is not captured when it comes to leadership <strong>and</strong> gender dynamics. There is<br />

a str<strong>on</strong>g recogniti<strong>on</strong> by key ecosystem catalysts to probe much deeper <strong>in</strong>to firm level<br />

dynamics.<br />

• Dem<strong>and</strong> for a digital <str<strong>on</strong>g>data</str<strong>on</strong>g> comm<strong>on</strong>s. Many <strong>in</strong>terviewees dem<strong>and</strong>ed a digital <strong>in</strong>ventory of<br />

<strong>firms</strong> with <str<strong>on</strong>g>data</str<strong>on</strong>g> po<strong>in</strong>ts such as: name, sector, country, age, founder profile, locati<strong>on</strong>, <strong>growth</strong><br />

metrics (e.g. <strong>in</strong>cremental revenues or sales, f<strong>in</strong>ancial management <strong>and</strong> how much m<strong>on</strong>ey<br />

is be<strong>in</strong>g re<strong>in</strong>vested <strong>in</strong>to the bus<strong>in</strong>ess, etc). As a lead<strong>in</strong>g <strong>in</strong>vestor told us: “One of the issues<br />

we have is the shar<strong>in</strong>g of <strong>in</strong>formati<strong>on</strong> between various players <strong>in</strong> this ecosystem. I shouldn’t<br />

have to look for weeks <strong>on</strong> end about a company I know another firm or development partner<br />

looked at. There should be a central place to show me what I need”.<br />

• Key to address <str<strong>on</strong>g>data</str<strong>on</strong>g> fragmentati<strong>on</strong> <strong>and</strong> enabl<strong>in</strong>g greater shar<strong>in</strong>g policies <strong>and</strong> mechanics:<br />

it was acknowledged that there are improved efforts to modernise <str<strong>on</strong>g>data</str<strong>on</strong>g> practices <strong>in</strong><br />

government to create more efficient collecti<strong>on</strong> processes. As yet, no centralised <str<strong>on</strong>g>data</str<strong>on</strong>g><br />

<strong>in</strong>ventory exists as resp<strong>on</strong>sibilities rema<strong>in</strong> unharm<strong>on</strong>ised. Clear <str<strong>on</strong>g>data</str<strong>on</strong>g> shar<strong>in</strong>g processes<br />

am<strong>on</strong>g agencies would be highly beneficial to support this aim. Address<strong>in</strong>g these issues<br />

could, “enhance the underst<strong>and</strong><strong>in</strong>g of <strong>firms</strong> <strong>and</strong> the ecosystem which will support better<br />

decisi<strong>on</strong>-mak<strong>in</strong>g for <strong>in</strong>vestors <strong>and</strong> founders alike”.

Data shar<strong>in</strong>g trends, although nascent, are gradually ga<strong>in</strong><strong>in</strong>g momentum, marked by a shift<br />

towards <str<strong>on</strong>g>data</str<strong>on</strong>g> transparency catalysed by <strong>in</strong>itiatives like the <strong>Kenya</strong> Open Data Initiative. These<br />

<strong>in</strong>itiatives are significantly alter<strong>in</strong>g the <str<strong>on</strong>g>data</str<strong>on</strong>g> h<strong>and</strong>l<strong>in</strong>g culture am<strong>on</strong>g government officials, with<br />

organisati<strong>on</strong>s like The Open Data Institute <strong>in</strong> <strong>Kenya</strong> lead<strong>in</strong>g this transformative wave. This<br />

cultural shift is especially noticeable <strong>in</strong> certa<strong>in</strong> public sectors where collaborative approaches<br />

have yielded significant achievements. Moreover, collaborati<strong>on</strong>s between technology-based<br />

<strong>in</strong>itiatives <strong>and</strong> governments are progressively enhanc<strong>in</strong>g policy-mak<strong>in</strong>g, predom<strong>in</strong>antly through<br />

the strategic use of citizen-generated <str<strong>on</strong>g>data</str<strong>on</strong>g>. Despite these emerg<strong>in</strong>g practices be<strong>in</strong>g limited<br />

<strong>and</strong> sector-specific, there is a clear trajectory of progress. Founder collaborati<strong>on</strong>s, particularly<br />

with<strong>in</strong> closed private social networks, are flourish<strong>in</strong>g, <strong>in</strong>dicat<strong>in</strong>g a shift towards more<br />

transparent, open, <strong>and</strong> collaborative <str<strong>on</strong>g>data</str<strong>on</strong>g> ecosystems.<br />

This evoluti<strong>on</strong> <strong>in</strong> <str<strong>on</strong>g>data</str<strong>on</strong>g> shar<strong>in</strong>g is paralleled by grow<strong>in</strong>g dem<strong>and</strong>s from various sectors.<br />

Academics <strong>and</strong> Research Institutes seek comprehensive <str<strong>on</strong>g>data</str<strong>on</strong>g> analysis capabilities <strong>and</strong><br />

<strong>in</strong>sights <strong>in</strong>to private sector <strong>in</strong>novati<strong>on</strong> <strong>and</strong> emerg<strong>in</strong>g tech trends. Entrepreneurship Support<br />

Organizati<strong>on</strong>s (ESOs) need detailed <str<strong>on</strong>g>data</str<strong>on</strong>g> <strong>on</strong> startup life cycles <strong>and</strong> bus<strong>in</strong>ess scal<strong>in</strong>g models,<br />

al<strong>on</strong>g with st<strong>and</strong>ardised analysis tools. D<strong>on</strong>ors aim for enhanced <str<strong>on</strong>g>data</str<strong>on</strong>g> analysis to <strong>in</strong>form<br />

decisi<strong>on</strong>s <strong>and</strong> access to <str<strong>on</strong>g>data</str<strong>on</strong>g> <strong>on</strong> high-<strong>growth</strong> <strong>firms</strong>, while <strong>in</strong>vestors require access to <strong>in</strong>ternal<br />

venture Evaluati<strong>on</strong> <strong>and</strong> Executi<strong>on</strong> processes, disclosures <strong>on</strong> key metrics, <strong>and</strong> transparent <str<strong>on</strong>g>data</str<strong>on</strong>g><br />

<strong>on</strong> market entry costs <strong>and</strong> <strong>in</strong>dustry outcomes. These dem<strong>and</strong>s underscore the <strong>in</strong>creas<strong>in</strong>g<br />

recogniti<strong>on</strong> of the importance of robust <strong>and</strong> accessible <str<strong>on</strong>g>data</str<strong>on</strong>g> <strong>in</strong> <strong>in</strong>formed decisi<strong>on</strong>-mak<strong>in</strong>g<br />

across various sectors.

Expert advice <strong>on</strong> design c<strong>on</strong>siderati<strong>on</strong>s <strong>and</strong> pathways forward for <str<strong>on</strong>g>data</str<strong>on</strong>g> collaborati<strong>on</strong> models<br />

emphasises several key aspects:<br />

• Independence, impartiality, local ownership, <strong>and</strong> relevance are critical attributes<br />

• Data extractive processes must be avoided. An open <str<strong>on</strong>g>data</str<strong>on</strong>g> advocate <strong>in</strong>sists that, “When<br />

the <str<strong>on</strong>g>data</str<strong>on</strong>g> has been collected <strong>and</strong> analysed it should be sent back to those people with good<br />

<strong>in</strong>sight <strong>and</strong> analysis”.<br />

• Incentives for participati<strong>on</strong> really matter, as does value <strong>in</strong> the process. Ventures must<br />

recognise the direct benefits of participati<strong>on</strong>. We heard from an <strong>in</strong>vestor that, “ventures<br />

have their <str<strong>on</strong>g>data</str<strong>on</strong>g> rooms <strong>and</strong> some are ready to share <strong>in</strong> a snap of a f<strong>in</strong>ger to <strong>in</strong>crease their<br />

chances of <strong>in</strong>vestment”. Also, c<strong>on</strong>versely, “identify<strong>in</strong>g founders’ names <strong>and</strong> the amount of<br />

<strong>in</strong>vestment raised as it could get dangerous - they become a target”. For actors to participate,<br />

the advantages of <str<strong>on</strong>g>data</str<strong>on</strong>g> shar<strong>in</strong>g must be clear <strong>and</strong> their <str<strong>on</strong>g>data</str<strong>on</strong>g> <strong>and</strong> IP must be safeguarded<br />

<strong>and</strong> protected. Adherence to <str<strong>on</strong>g>data</str<strong>on</strong>g> protecti<strong>on</strong> st<strong>and</strong>ards is crucial, coupled with the need to<br />

ensure <str<strong>on</strong>g>data</str<strong>on</strong>g> usability <strong>and</strong> transferability across different user <strong>in</strong>terests. An academic we<br />

spoke with <strong>in</strong>sisted <strong>on</strong> more precisi<strong>on</strong> so far as it must be, “Very clear <strong>on</strong> why <str<strong>on</strong>g>data</str<strong>on</strong>g> is be<strong>in</strong>g<br />

collected, <strong>and</strong> what the benefits are for every<strong>on</strong>e <strong>in</strong> the ecosystem”.<br />

• Collaborative mechanisms can effectively bridge the gap between academia <strong>and</strong><br />

<strong>in</strong>dustry. A University Professor emphasised this, not<strong>in</strong>g, “the (academic) <str<strong>on</strong>g>data</str<strong>on</strong>g> collected is<br />

vastly underutilised <strong>in</strong> <strong>in</strong>dustry decisi<strong>on</strong>-mak<strong>in</strong>g, highlight<strong>in</strong>g a significant mismatch”. More<br />

effective collaborati<strong>on</strong> pathways are evidently vital.<br />

• Pers<strong>on</strong>al <strong>in</strong>teracti<strong>on</strong>s are fundamental <strong>in</strong> foster<strong>in</strong>g collaborative efforts, <strong>and</strong> <strong>in</strong>clud<strong>in</strong>g<br />

diverse stakeholders aligns <strong>in</strong>centives across the ecosystem.<br />

• A supportive policy <strong>and</strong> <strong>in</strong>stituti<strong>on</strong>al envir<strong>on</strong>ment which promotes, then susta<strong>in</strong>s <str<strong>on</strong>g>data</str<strong>on</strong>g><br />

collaborati<strong>on</strong>, is <strong>in</strong>dispensable.<br />

C<strong>on</strong>clusi<strong>on</strong><br />

There is a c<strong>on</strong>certed call for a more analytical, transparent, <strong>and</strong> collaborative <str<strong>on</strong>g>data</str<strong>on</strong>g><br />

envir<strong>on</strong>ment that enables predictive <strong>in</strong>sights, strategic decisi<strong>on</strong>-mak<strong>in</strong>g, <strong>and</strong> ecosystemwide<br />

partnerships. The wise words from an experienced <str<strong>on</strong>g>data</str<strong>on</strong>g> collaborati<strong>on</strong> expert from<br />

their own experiences rem<strong>in</strong>d us that,<br />

“It must be acknowledged this is a l<strong>on</strong>g-term process<br />

need<strong>in</strong>g behaviour change across attitudes, m<strong>in</strong>dset,<br />

systems, policies, <strong>and</strong> regulati<strong>on</strong>s to get where you<br />

want to go.”
