1. Executive Summary<br />
The first <str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> <str<strong>on</strong>g>Forum</str<strong>on</strong>g> <strong>on</strong> <strong>Global</strong> <strong>Citizenship</strong> Educati<strong>on</strong>, hosted by the Ban Ki-mo<strong>on</strong><br />
Centre for <strong>Global</strong> Citizens, in collaborati<strong>on</strong> with the Permanent Missi<strong>on</strong> of the Republic of<br />
Korea to the UN in Vienna and the Salzburg <strong>Global</strong> Seminar, took place <strong>on</strong> 14 November<br />
2023, at Schloss Leopoldskr<strong>on</strong> in Salzburg, Austria. The event was held as part of Salzburg<br />
<strong>Global</strong> Seminar’s weekl<strong>on</strong>g educati<strong>on</strong> program Civic and Civil Educati<strong>on</strong>: Identity, Bel<strong>on</strong>ging<br />
and Educati<strong>on</strong> in the 21 st Century.<br />
Under the patr<strong>on</strong>age of the 11 th President of Austria, Dr. Heinz Fischer, the <str<strong>on</strong>g>Forum</str<strong>on</strong>g> brought<br />
together over 100 thought leaders, policymakers, experts, and students from around the<br />
globe to explore and discuss the critical role of <strong>Global</strong> <strong>Citizenship</strong> Educati<strong>on</strong> in shaping a<br />
more interc<strong>on</strong>nected and inclusive world in the age of Artificial Intelligence and Climate<br />
Change.<br />
The <str<strong>on</strong>g>Forum</str<strong>on</strong>g> featured a high-level opening cerem<strong>on</strong>y which was followed by a keynote address<br />
by Prof. Willem J<strong>on</strong>ker, Chair of the Dutch AI program AiNed and former CEO of the<br />
European Institute of Technology, that set the t<strong>on</strong>e for the discussi<strong>on</strong>s. Three parallel<br />
moderated panels featuring esteemed internati<strong>on</strong>al speakers delved into the most crucial<br />
developments, challenges and success stories in <strong>Global</strong> <strong>Citizenship</strong> Educati<strong>on</strong>.<br />
The organisers are delighted to express their sincere appreciati<strong>on</strong> for the diverse group of<br />
participants who joined from around the world. Attendees from Sierra Le<strong>on</strong>e, the<br />
Netherlands, Spain, Portugal, Canada, the US, South Korea, Austria, Italy, the UK, France, and<br />
numerous other locati<strong>on</strong>s c<strong>on</strong>tributed to the rich tapestry of perspectives present. The<br />
global representati<strong>on</strong> enhanced the discussi<strong>on</strong>s and knowledge exchange throughout the<br />
event.<br />

Key outcomes include: 1<br />
Exploring a Spectrum of Educati<strong>on</strong>al Challenges:<br />
Diverse challenges in global educati<strong>on</strong> were highlighted, focusing <strong>on</strong> issues such as inequalities,<br />
imbalances, ignorance, closed minds, and fear. Proposed soluti<strong>on</strong>s centred around collective<br />
resp<strong>on</strong>ses, open-mindedness, and collaborative acti<strong>on</strong>.<br />
Addressing Educati<strong>on</strong>al Inequality Amidst the Pandemic:<br />
The exacerbati<strong>on</strong> of educati<strong>on</strong>al inequality during the Covid-19 pandemic was discussed, with<br />
soluti<strong>on</strong>s emphasizing the alignment of technology with majority needs and the pivotal role of<br />
human rights and values in educati<strong>on</strong>.<br />
<strong>Global</strong> Resp<strong>on</strong>sibility and Interc<strong>on</strong>nectedness:<br />
Challenges related to climate change and digitalizati<strong>on</strong> were addressed, emphasizing the global<br />
resp<strong>on</strong>sibility to 'leave no <strong>on</strong>e behind' and promoting interc<strong>on</strong>nectedness (Ubuntu). This<br />
involves respecting others at global and nati<strong>on</strong>al levels, fostering diversity, and expressing<br />
belief in the possibility of positive change.<br />
C<strong>on</strong>fr<strong>on</strong>ting Societal Crises Through Educati<strong>on</strong>:<br />
Multifaceted societal crises, such as climate issues, armed c<strong>on</strong>flicts, and sovereign debt, were<br />
examined. Proposed soluti<strong>on</strong>s included infusing joy and emoti<strong>on</strong>s into educati<strong>on</strong>, nurturing<br />
creativity in children, and instilling a belief in individuals' ability to c<strong>on</strong>tribute to a better future.<br />
Navigating the Impact of Digitalizati<strong>on</strong>:<br />
Bey<strong>on</strong>d traditi<strong>on</strong>al educati<strong>on</strong>, discussi<strong>on</strong>s delved into challenges posed by digitalizati<strong>on</strong>,<br />
including c<strong>on</strong>cerns about c<strong>on</strong>trol, access, gender bias, algorithmic manipulati<strong>on</strong>, profiling, and<br />
organizati<strong>on</strong>al complexity. Governance, especially c<strong>on</strong>sidering upcoming AI regulati<strong>on</strong>s, was<br />
emphasized as a crucial soluti<strong>on</strong>.<br />

In a recent policy paper by the Solidar Foundati<strong>on</strong> some challenges and pointers for improvement of GCED<br />
are explored, including enhancing the engagement of Civil Society Organizati<strong>on</strong>s, ensuring the availability of<br />
sustained funding opportunities, encouraging collaborative initiatives, providing capacity-building initiatives,<br />
creating open fora for dialogue and c<strong>on</strong>templati<strong>on</strong>, teacher training, and lifel<strong>on</strong>g learning: Solidar<br />

C<strong>on</strong>necting <strong>Global</strong> and Local Educati<strong>on</strong>:<br />
This challenge revolved around justifying inclusive global efforts in local c<strong>on</strong>texts, combating<br />
negative percepti<strong>on</strong>s of internati<strong>on</strong>alizati<strong>on</strong>, and recognizing structural differences in global<br />
educati<strong>on</strong> access. Suggesti<strong>on</strong>s included incorporating internati<strong>on</strong>al experiences, c<strong>on</strong>necting<br />
local businesses to global educati<strong>on</strong> programmes, offering double degrees, promoting<br />
cultural exchange, and involving a variety of guest lecturers to foster collaborati<strong>on</strong> and<br />
change. The importance of addressing resource disparities and systematically investing in<br />
educati<strong>on</strong> to break the cycle of reproducing inequalities was emphasized.<br />
Sustainable Soluti<strong>on</strong>s for Rural Educati<strong>on</strong>:<br />
A detailed c<strong>on</strong>versati<strong>on</strong> unfolded around the Light to Read initiative in Ghana, aiming to<br />
enhance rural educati<strong>on</strong> through sustainable energy. Key themes included the critical roles<br />
of leadership, innovati<strong>on</strong>, and collaborati<strong>on</strong>, with a specific emphasis <strong>on</strong> engaging young<br />
leaders in addressing challenges related to educati<strong>on</strong> access.<br />
Awareness, Knowledge, and Activity:<br />
It was pointed out that merely providing educati<strong>on</strong> is not enough. Students must also be<br />
engaged to c<strong>on</strong>tribute effectively to GCED. Enjoying the benefits of educati<strong>on</strong> and accepting<br />
associated resp<strong>on</strong>sibilities are crucial. Involving students in curriculum establishment,<br />
engaging them in real-world activities, and fostering a shared commitment to sustainability<br />
and GCED values are possible approaches that were proposed. Flexibility in teaching and<br />
knowledge transfer was proposed to overcome rigid instituti<strong>on</strong>al structures.<br />
Addressing Teacher Preparedness Challenges:<br />
One aspect of the discussi<strong>on</strong>s centred <strong>on</strong> the challenges associated with preparing teachers<br />
for GCED. The emphasis was <strong>on</strong> providing targeted training opportunities, particularly for<br />
higher educati<strong>on</strong> teachers. Notably, initiatives like empowerED were recognized for<br />
effectively guiding educators with comprehensive less<strong>on</strong> plans.<br />
Blending Formal and N<strong>on</strong>formal Educati<strong>on</strong>:<br />
Initiatives that seamlessly integrate formal and n<strong>on</strong>formal educati<strong>on</strong> to promote acts of<br />
citizenship were shared. The discussi<strong>on</strong> underscored the importance of providing teacher<br />
support and training to incorporate sustainability into c<strong>on</strong>tent-heavy curricula. Empowering<br />
students to actively engage in their learning journey was highlighted by Korean Scouts<br />
leader Garam Je<strong>on</strong>.<br />

GCED at the practical level:<br />
The need to go bey<strong>on</strong>d textbooks in GCED was underscored, emphasizing the challenge of<br />
bridging the gap between global-oriented teaching and local issues. Practical tasks often<br />
expose students to local partners, requiring a c<strong>on</strong>necti<strong>on</strong> between global lectures and local<br />
c<strong>on</strong>texts. The suggested best practices include increased engagement with communities,<br />
transforming universities into "Pluriversities" that mediate between global and local<br />
c<strong>on</strong>cerns, and introducing Service Learning to c<strong>on</strong>nect universities, students, and<br />
communities.<br />
Teaching Resp<strong>on</strong>sibility and Embracing Diversity:<br />
The discussi<strong>on</strong>s c<strong>on</strong>sistently highlighted the significance of teaching resp<strong>on</strong>sibility within the<br />
c<strong>on</strong>text of GCED. Challenges related to racism within the school system were addressed,<br />
emphasizing the crucial need to embrace diversity and educate young individuals to become<br />
effective changemakers.<br />

2. Opening Sessi<strong>on</strong> and Keynote<br />
The Opening Sessi<strong>on</strong> featured high-level speakers including the two Co-chairs of the Ban Kimo<strong>on</strong><br />
Centre, the 11 th Federal President of the Republic of Austria Dr. Heinz Fischer and the<br />
8 th Secretary-General of the United Nati<strong>on</strong>s Ban Ki-mo<strong>on</strong>, Austrian State Secretary for Youth<br />
Claudia Plakolm, UNESCO representative Lydia Ruprecht, Korean Ambassador and<br />
Permanent Representative Ham Sang-wook, and Director of the Salzburg <strong>Global</strong> Seminar’s<br />
Center for Educati<strong>on</strong> Transformati<strong>on</strong> Dominic Regester.<br />
Dr. Fischer highlighted the importance of GCED in his opening remarks: “At its core, <strong>Global</strong><br />
<strong>Citizenship</strong> Educati<strong>on</strong> seeks to empower individuals with the knowledge, skills, and values to<br />
navigate a complex and interdependent world. It encourages values such as critical thinking,<br />
empathy, and shared resp<strong>on</strong>sibility for the well-being of our global community.”<br />
In his welcome remarks, Ambassador Ham called <strong>Global</strong> <strong>Citizenship</strong> Educati<strong>on</strong> "an invaluable<br />
investment in the future of our planet and its people […] It is an essential element of our work<br />
to bridge divides, embrace diversity, and create a more equitable, sustainable, and peaceful<br />
world."<br />
In a video message, Ban Ki-mo<strong>on</strong> underscored that "educati<strong>on</strong> is a powerful tool for shaping<br />
global citizens who are not <strong>on</strong>ly knowledgeable but also compassi<strong>on</strong>ate and engaged.”<br />
<strong>Global</strong> citizens can help us to “collectively work towards a more equitable, peaceful, and<br />
sustainable world, leaving no <strong>on</strong>e behind.”<br />
A keynote address by Prof. Willem J<strong>on</strong>ker <strong>on</strong> “<strong>Global</strong> <strong>Citizenship</strong> Educati<strong>on</strong> in the Age of AI”<br />
marked <strong>on</strong>e of the event highlights. Prof. J<strong>on</strong>ker urged that "we have to c<strong>on</strong>nect our<br />
educati<strong>on</strong> systems to global societal challenges and transiti<strong>on</strong>s" like the digital transiti<strong>on</strong>, as<br />
it is essential for every<strong>on</strong>e to learn how to ethically apply new technologies like AI in a<br />
"thoughtful and careful way so that they benefit society as a whole".<br />
Further points made included:<br />
1. Empowering Societal Transformati<strong>on</strong> through Educati<strong>on</strong>: Educati<strong>on</strong> is pivotal in<br />
driving positive societal transformati<strong>on</strong>s. It can serve as a potent tool to break the<br />
cycle of poverty and c<strong>on</strong>tribute to meaningful societal changes.<br />

2. Delineating Between Innovati<strong>on</strong> and Transiti<strong>on</strong>: There is a clear distincti<strong>on</strong> between<br />
innovati<strong>on</strong> and transiti<strong>on</strong>. While innovati<strong>on</strong> focuses <strong>on</strong> specific objectives, transiti<strong>on</strong><br />
necessitates a comprehensive approach involving collaborati<strong>on</strong>, educati<strong>on</strong>,<br />
experimentati<strong>on</strong>, and regulatory frameworks to effect broad societal change.<br />
3. Advocacy for Open-Source Foundati<strong>on</strong> Models in AI: Prof. J<strong>on</strong>ker advocates for a<br />
shift away from closed-source foundati<strong>on</strong> models dominated by major tech entities.<br />
The proposal is to embrace open-source foundati<strong>on</strong> models that foster transparency,<br />
healthy competiti<strong>on</strong>, and collaborative development across diverse applicati<strong>on</strong><br />
domains.<br />
4. Aligning Educati<strong>on</strong> Systems with Societal Challenges: The imperative of aligning<br />
educati<strong>on</strong> systems with pressing societal challenges emerged as a prominent theme.<br />
Modernizing educati<strong>on</strong> by aligning it with societal challenges and resp<strong>on</strong>sible AI<br />
applicati<strong>on</strong>, anchoring it within regi<strong>on</strong>al c<strong>on</strong>texts, and tailoring it to meet evolving<br />
societal and learners’ needs were highlighted as key drivers for nurturing talent and<br />
fostering innovati<strong>on</strong> (which would, in turn, also create opportunities to c<strong>on</strong>nect<br />
learners to the wider world).<br />
5. Emphasizing Resp<strong>on</strong>sible AI Implementati<strong>on</strong> in Educati<strong>on</strong>: Addressing c<strong>on</strong>cerns<br />
related to academic integrity, the emphasis was <strong>on</strong> crafting thoughtful questi<strong>on</strong>s and<br />
ensuring that AI tools c<strong>on</strong>tribute positively to the educati<strong>on</strong>al experience.<br />

Three moderated panel discussi<strong>on</strong>s allowed for focused in-depth discussi<strong>on</strong>s <strong>on</strong> GCED<br />

Educati<strong>on</strong> experts Lydia Ruprecht (Team Leader, <strong>Global</strong> <strong>Citizenship</strong> Educati<strong>on</strong>, UNESCO),<br />
Willem J<strong>on</strong>ker (Chairman, AiNed), Jack Davies (Programme Manager, World’s Largest<br />
Less<strong>on</strong>), Chernoh Bah (Minister of Civic Educati<strong>on</strong>, Sierra Le<strong>on</strong>e), and Andreas Schleicher<br />
(Directorate of Educati<strong>on</strong> and Skills, OECD) addressed educati<strong>on</strong>al challenges during the<br />
COVID-19 pandemic through technology and emphasised the incorporati<strong>on</strong> of fun and<br />
emoti<strong>on</strong>s in educati<strong>on</strong>. Speakers highlighted the potential for positive change and the<br />
importance of diversity in solving societal crises.<br />

Blane Harvey (McGill University), La Salete Coelho (University of Porto), Utak Chung (Kyung<br />
Hee University, former Head of UNESCO APCEIU), Andreas Altmann (Rector, MCI Innsbruck)<br />
and Kim Jangsaeng (Y<strong>on</strong>sei University) highlighted key aspects of GCED, emphasizing its<br />
essence bey<strong>on</strong>d c<strong>on</strong>tent, methods, or theoretical c<strong>on</strong>cepts in the tertiary sector. GCED, as<br />
expressed by the panel, embodies values such as solidarity, freedom, peace, equity, and<br />
equality. It is viewed as a dynamic process involving acti<strong>on</strong>, open minds, and open hearts,<br />
requiring an understanding of the realities and forces shaping our world.<br />
The panel was moderated by Mervin Bakker (University of Gr<strong>on</strong>ingen). Lukas Kerschbaumer<br />
(MCI Innsbruck) served as rapporteur.<br />

Five young changemakers, Sara Ciabatt<strong>on</strong>i (BKMC Alumni 2023, GCED Educator), Stephanie<br />
Edwards (BKMC Alumni 2023, IB Middle Years Programme Coordinator at Torrequebrada<br />
<str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> College), Sarah Momani (BKMC Alumni 2020, Trainer in adult educati<strong>on</strong>),<br />
Garam Je<strong>on</strong> (Youth Representative, World Scout Organisati<strong>on</strong>), and Samuel Kofi Afadu<br />
(BKMC Scholar 2019; SDG Micro Project: “Light to Read” Ghana) showcased diverse projects,<br />
highlighting the impact of collaborati<strong>on</strong> across generati<strong>on</strong>s <strong>on</strong> transforming educati<strong>on</strong>.<br />
The panel was moderated by Dominic Regester, (Director of Educati<strong>on</strong>, Salzburg <strong>Global</strong><br />
Seminar). Audrey Plimpt<strong>on</strong> (Salzburg <strong>Global</strong> Seminar) served as rapporteur.<br />

4. Closing Cerem<strong>on</strong>y<br />
Jack Davies emphatically called for paying more attenti<strong>on</strong> to the voices of young learners.<br />
He presented insights gathered from a survey involving 37,000 students in 150 countries and<br />
shared a poem featuring quotes from students about the purpose of educati<strong>on</strong>, showcasing<br />
their diverse perspectives and reinforcing the idea of promoting independent thinking and<br />
creativity in schools.<br />
Dominic Regester acknowledged the significant developments in educati<strong>on</strong> policy, practice,<br />
and research, particularly in the c<strong>on</strong>text of the UN's Transforming Educati<strong>on</strong> Summit in 2022.<br />
He highlighted the intersecti<strong>on</strong> of social justice movements, the impact of the pandemic, and<br />
the learning crisis in educati<strong>on</strong>. He also remarked <strong>on</strong> the evolving focus <strong>on</strong> well-being, mental<br />
health, empathy, and global citizenship educati<strong>on</strong> in nati<strong>on</strong>al transformati<strong>on</strong> plans,<br />
emphasizing the role of these skills in the transformati<strong>on</strong> process.<br />
