I’m thrilled to unveil the first <strong>clubCREATE</strong> magazine of <strong>2024</strong>, and it’s all about embracing<br />

the essence of real living while daring to dream big in line with National Families Week!<br />

In this edition, we meet Young Consultant CJ, an example of someone who turned her<br />

dreams into reality by reaching for the stars (quite literally) and CREATE’s Advocacy and<br />

Influencing Manager, Sarah, who aspired to be Zoo Keeper when she was little.<br />

Hidden throughout these pages are opportunities to win big, including a chance to snag<br />

World Care Day<br />

In February, we celebrated World Care Day <strong>2024</strong> – the biggest<br />

celebration for kids growing up in care all around the world!<br />

Guess what? YOU helped make it amazing! We listened to all the<br />

awesome things you told us about how we can make things better<br />

for kids in care at important stages of their life.<br />

"It's not just about the changes we've made; it's<br />

also about all the awesome changes still to come!"<br />

T2A Month! What a blast<br />

In November last year we celebrated Transition to Adulthood (T2A) Month in<br />

Queensland, celebrating the journey of young individuals leaving out-of-home care.<br />

This year's theme, 'Participation,' underscored the importance of valuing young<br />

voices, leading to engaging events across Queensland. CREATE and YFS teamed up<br />

for a big T2A kickoff, setting the stage for a fun-filled month.<br />

From Next Step Plus organising events across various locations to addressing<br />

concerns in a YAG session, the focus remained on empowering youth during their<br />

transition.<br />

National Families Week is kicking off from May 13 to May 19, <strong>2024</strong>! Get ready to<br />

celebrate the awesome power of families in Aussie society! This year's theme is 'Living<br />

real, dreaming big'! It's all about the strength of our family, no matter what they look<br />

like, and how we tackle life's crazy hurdles together.<br />

The Australian Institute of Family Studies released a report on 'What is family?'<br />

Meet CJ, a CREATE Young Consultant taking the<br />

skies by storm! CJ, Qantas’ first female<br />

Aboriginal Pilot in the making, is turning her<br />

dreams into reality, all while crushing<br />

stereotypes #SnapthatStigma.<br />

Growing up with her eight siblings in the<br />

Northern Territory in out-of-home care, CJ’s<br />

journey to the clouds began with a birthday gift<br />

from her uncle – a flight lesson that made her<br />

feel truly free.<br />

“Sometimes there are just so many pressures<br />

on you as a young Indigenous person, and<br />

distractions,” she reflects. Despite the<br />

challenges, CJ stayed focused, excelled in<br />

school, advocated for change with CREATE,<br />

and pursued her passion for flying.<br />

Balancing advocacy, academics, and flights,<br />

she demonstrates resilience and<br />

determination. Now that she has finished<br />

school, she has moved to Toowoomba, where<br />

her dreams will unfold through a Qantas<br />

scholarship program.<br />

CJ’s story is a testament to chasing dreams,<br />

breaking barriers, and #SnapthatStigma. She<br />

knew what she wanted, worked hard, and is<br />

now inspiring us all to reach for the stars. Let’s<br />

celebrate CJ’s journey, embrace our dreams,<br />

and snap away the stigma together!<br />

Transition to<br />

Independence<br />

Time to fill you in on what CREATE is advocating for when it comes to supporting your<br />

Transition to Independence. Here's the scoop:<br />

Take it to 25!<br />

CREATE would like to see all governments across Australia provide increased financial assistance<br />

for young care leavers to help access safe and affordable housing spots for all young people with a<br />

care experience until 25. Extended home-based care, access to public housing – you name it. Let's<br />

make sure everyone has a solid place to call home.<br />

Independent Living Allowance<br />

Leaving care? Imagine having $16,000 annually to better support you and set you up for<br />

independence. We're urging all governments to have an Independent Living Allowance, and the idea<br />

is to make it automatic (opt-out), so you don't miss out on this support. It's about keeping things<br />

straightforward to ensure everyone gets the backing they need.<br />

It's Time to Boost the Commonwealth’s Transition to<br />

Independent Living Allowance (TILA)!<br />

The Commonwealth's Transition to Independent Living Allowance (TILA), a one-off payment of up<br />

to $1,500, hasn't seen an increase since 2009, that’s 15 years! That means it's falling short of keeping<br />

up with the cost of living. Time to shake things up and ensure the support reflects the reality we live<br />

in!<br />

Keeping it real<br />

With everything getting pricier, eating healthy can be a bit of a challenge, right? So, we hit up our<br />

<strong>clubCREATE</strong> members to spill the beans on their top go-to meals that won't break the bank.<br />

Haeden’s Slow Cooker Chicken Dinner!<br />

What you’ll need:<br />

• 3-4 chicken legs (I chose chicken legs because they are usually a really cheap source of protein)<br />

• 1 cup of medium grain rice<br />

• Honey Soy or Teriyaki sauce - just enough to coat the chicken<br />

• Optional: add frozen veg!<br />

Wash your rice, then fill the water up to the first line of your<br />

index finger.<br />

Add your chicken legs into the rice cooker as well, don't be<br />

worried about the water, this is a one pot wonder.<br />

Pour your Sauce/Marinade onto the meat, then add the lid and<br />

press cook on high for 4 - 6 hours.<br />

Serve and enjoy your marvelous creation<br />

Headen’s Tip: “Be creative! This is a very good<br />

opportunity to hone in on your cooking skills.. all the<br />

great chefs in the world didn't start off with a recipe,<br />

they experimented and so should you!”<br />

Jayden’s Bolognese<br />

You will need:<br />

• Pasta<br />

• Tomato<br />

• Onion<br />

• Garlic<br />

• Bottle of Pasta Sauce<br />

Boil your pasta<br />

As the pasta boils, in another pan add chopped onion and garlic and fry until smelling delicious<br />

Add diced tomatoes and sauce<br />

Once the pasta is cooked, mix it all together and ENJOY!<br />

Advocacy<br />

in focus<br />

You told us about the changes<br />

you wanted to see in<br />

residential care<br />

In 2023, CREATE was asked by the Department of<br />

Families, Fairness and Housing (DFFH) in Victoria<br />

to speak to young people living in residential care to<br />

better understand the factors contributing to young<br />

people going missing from residential care in a<br />

particular region of Victoria. Through this project, young people told us about what changes they<br />

wanted to see to the residential care system, calling out the need for more thoughtful placement<br />

matching decisions that ​consider age, gender and experiences of trauma of young people living<br />

in residential homes. Young people also wanted consideration of their social, community, kinship<br />

and education networks when placement decisions are made, so they can stay connected with the<br />

people and places important to them. And young people told us they want the adults around them<br />

to believe in them, encourage them in working towards their personal goals, and hold high<br />

expectations for what’s possible for them.<br />

“Act like a parent does! I reckon that it would be good if they just acted like parents do.”<br />

We elevated your concerns to DFFH to ensure that the voices of children and young people with a<br />

residential care experience are fundamental to planning, decisions and oversight of the residential<br />

care system in Victoria.<br />

Queensland’s Resi Care Review<br />

The Queensland Government launched a review into the<br />

residential care system due to concerns about the<br />

conditions and increasing numbers of young people in<br />

residential care, they’ve asked the community, including<br />

those with lived experiences, for their thoughts on what<br />

needs to change.<br />

CREATE took action by organising a Youth Advisory Group<br />

(YAG) to capture the voices of young people with<br />

residential care experience. You, our experts, guided us<br />

with your insights, and we submitted a comprehensive<br />

report to the government with loads of suggestions. We’re<br />

thrilled to share that a group of young voices even<br />

participated in a Roundtable with the Minister and<br />

decision-makers, who were blown away by the experiences<br />

and opinions shared. Check out our submission.<br />

READ THE SUBMISSION<br />

Developing a Sibling Connection Practice Guide in<br />

South Australia<br />

CREATE has recently presented a report to the South Australian government on sibling<br />

connections in out-of-home care based on a consultation with 25 young people. Our report<br />

highlighted that young people in out-of-home care are often unsatisfied with the level of contact<br />

they have with their siblings. To make things better, the South Australian government has asked<br />

CREATE Foundation to prepare a practice guide to improve sibling connections. It will be<br />

co-designed with young people, so watch this space!<br />

Tasmania raises the age!<br />

The Tasmanian Government has committed to raising the age of criminal responsibility to 14 years<br />

with no exceptions, and raising the age of criminal detention to 16 years. This comes after years of<br />

consistent sector-wide advocacy, with CREATE adding our voice to the chorus of organisations<br />

(including the Tasmanian Commissioner for Children and Young people and TasCOSS), who have<br />

all been calling for this important change. Young people in Tasmania have told us about why<br />

advocating for this change is so important to them:<br />

“Originally when I found out that CREATE was advocating for that [raising the age of<br />

criminal responsibility], I was like, ‘oh, that's interesting.’ I couldn't see how that would<br />

relate to foster care. But now looking at how often young people in out-of-home care<br />

experience youth justice, I think it's really important that CREATE does this. I think it's<br />

great that we are advocating for that.” (Young person, TAS)<br />

This is just the start for us here at CREATE and we will continue to advocate for Governments<br />

across Australia make similar commitments for the children and young people in their jurisdictions.<br />

CREATE welcomes Sarah Chew to our Advocacy and Influencing team. Let’s get<br />

to know her a little better.<br />

When I was little I wanted to be?<br />

A zookeeper because I was certain that<br />

zookeepers didn’t have bedtime curfews, or<br />

had to wake up early for school or even had<br />

homework to do.<br />

My favourite subject at school<br />

was...<br />

English because it was the only class in<br />

school where I had the chance to borrow<br />

and read all the books from the Goosebump<br />

series.<br />

How did you get to where you are<br />

today?<br />

My ancient age has seen me work across<br />

several work roles over the last 7 years<br />

but I have always found myself gravitating<br />

towards working in a space where I have<br />

opportunities to support and advocate for<br />

children and young people in out-of-home<br />

care. The number of children and young<br />

people I have had the honour and privilege<br />

to work with continues to leave me in awe<br />

in terms of their incredible resilience and<br />

strength.<br />

What do you do now here at<br />

CREATE?<br />

I am currently working in the Advocacy and<br />

Influencing Manager role with CREATE and<br />

my team oversees and promotes the<br />

advocacy work for the states of South<br />

Australia, Western Australia, Northern<br />

Territory and Queensland. Our goal is to<br />

influence change in the out-of-home care<br />

sector that will lead to better outcomes and<br />

improve the lives for all children and young<br />

people with a care experience.<br />

Why do you love it?<br />

I love that CREATE is fully committed towards<br />

holding hope and championing the voices of<br />

all children and young people with an out-ofhome<br />

care experience. This is embedded in<br />

the heart and soul of the work that we all do<br />

at CREATE and I am constantly inspired by<br />

the amazing individuals in CREATE who are<br />

so passionate about the work that they do. I<br />

love and value the opportunities I have in my<br />

role to be able to push and drive for real,<br />

positive changes in the out-of-home care<br />

sector.<br />

Mate<br />

Hello, my name is Tess and I am the Family<br />

Engagement Coordinator at Lutheran Care<br />

Foster Care in South Australia.<br />

I support a team of people that recruit great<br />

foster carers that can care for children and<br />

young people, plan fun family events for<br />

families to connect and enjoy together, and we<br />

support families with cultural connections and<br />

resources to ensure that children and young<br />

people can thrive in their care even when they<br />

have a different cultural identity to their carers.<br />

Why are you a CREATE Mate?<br />

I am a CREATE Mate for a few reasons. I<br />

believe that every single young person is of<br />

immeasurable value, it is the role of caring<br />

adults to not just keep children and young<br />

people safe but to also offer them<br />

opportunities to grow and to amplify their<br />

voices, and no one was ever meant to journey<br />

life alone.<br />

What’s something you’re passionate<br />

about in the care sector? What’s<br />

something you’re proud of?<br />

I’m passionate about holding on to hope as an<br />

anchor. Hope is believing that the past<br />

matters, but it doesn’t define the future, and<br />

we all have the capacity to grow (learning to<br />

see things differently, understand things<br />

differently, do things differently).<br />

“When a flower doesn’t bloom, you<br />

don’t try to change the flower but the<br />

environment in which it grows.”<br />

I’m very proud to belong to a community (the<br />

care sector) of people that believe in this and<br />

come to work every day to continually improve<br />

the environment for families and young people.<br />

I love the simplicity of camping and my<br />

happy place is sitting under the stars<br />

around a campfire with good food and<br />

What’s been happening?<br />

What a time in Australia’s Capital Territory! From sibling connection events at<br />

the skate park to getting out into nature for our Youth Advisory Groups (YAG’s),<br />

the ACT CREATE crew have been doing it all.<br />

With two YAG’s focused on mental health, we got a strong understanding of<br />

what mental health means to young people in care and how the care sector can<br />

best support mental health. We also had the opportunity to reflect on the year<br />

that was at our end of year YAG and got some great ideas about what CREATE<br />

ACT can do in the year to come.<br />

CREATE in New South Wales have been having an absolutely great time with<br />

a heap of events and programs with members from all over the state. We have<br />

had the opportunity to spend time with members from the south coast region<br />

at Flip Out and Inflatable World. We had some unreal (and spooky) costumes<br />

at our Halloween Youth Advisory Group and brought out our Ninja Skills at<br />

Tru Ninja.<br />

CREATE in the NT have had a great couple of<br />

months! We got into the festive spirit at our<br />

Christmas Connection Event which was so<br />

much fun!<br />

We had lizards and snakes, DJ Charly, Rapper<br />

Riley P, a photobooth, an art table and a<br />

performance by some of our <strong>clubCREATE</strong><br />

Members and much more!<br />

In the New Year, we held a Youth Advisory<br />

Group at Darwin Ice-Skating, the coolest place<br />

in town! Our awesome <strong>clubCREATE</strong> members<br />

got to test their ice-skating skills and teach<br />

CREATE staff, Tenneil and Jesse, a thing or two<br />

on how to ice-skate – we both think we’ll stick<br />

to organising fun programs for you all!<br />

Recently, we held Speak Up 1, 2 and 3 – but not<br />

to worry if you missed out, there will be more<br />

programs soon and an exciting Sibling<br />

Connection Event in the coming weeks, so<br />

watch this space!<br />

Brisbane wrapped up the 2023 year with a bang! In October, the Connection Event<br />

at Wynnum beach, in partnership with Sails at Bayside, saw 19 young individuals<br />

enjoying kayaking and catamaran trips. One Young Consultant said, “We come to<br />

this event every year and it is always run so well by CREATE staff and volunteers.”<br />

November kicked off with a fun Transition to Adulthood Month launch in<br />

partnership with YFS, featuring special guests like Principal Commissioner Luke<br />

Twyford and Federal Treasurer Jim Chalmers. The day was filled with music, fun,<br />

and even dunking, making it an unforgettable experience.<br />

December brought festive cheer with a Wet and Wild Christmas party, bringing<br />

together over 77 children and young people with care experience, creating lasting<br />

memories.<br />

Meet Jesse, our new Program<br />

Facilitator!<br />

“Hi everyone, my name is Jesse! I have been<br />

with CREATE for a few months now and<br />

some of you may have seen me around. I am<br />

a Program Facilitator and I am so excited to<br />

meet more of you and hang out at our<br />

programs! I love getting to know each young<br />

person and the things that make them<br />

unique. Some things I love are the outdoors,<br />

adventures and sport. So if you want to talk<br />

about camping, hidden gems, crazy hikes,<br />

or have a competitive game of something,<br />

I’m your girl!”<br />

We finished off the year on an empowering note, with Speak Up (SUP) level 1 and<br />

2 at Visible Ink in Fortitude Valley. Young participants, initially shy, transformed<br />

into confident advocates. As one young person shared, “I started off shy and<br />

quiet, and by the end of day 2, I agreed to come to a Ministerial Round Table to<br />

talk about my residential care experience and make some significant changes to<br />

the care system!”<br />

The CREATE South Australian team has been buzzing with activity leading up to<br />

Christmas! Our goal was to visit and present all the amazing work we are doing<br />

alongside our young people at all Department of Child Protection (DCP) offices<br />

in the metropolitan area of Adelaide, and we’ve nearly accomplished it – with just<br />

two left on our list for <strong>2024</strong>.<br />

In November, we joined five fantastic Young Consultants at the DCP Symposium<br />

at the Adelaide Oval. The event gathered carers, parents, sector workers, and<br />

children and young people from out-of-home care to discuss important topics in<br />

the out-of-home care sector. Minister for Child Protection, Katrine Hildyard, has<br />

committed to making this an annual event. How cool is that!<br />

Listening to valuable feedback from young people, we created the ‘Calming<br />

Connection Event’. This event, held at the inclusive ‘We Rock the Spectrum’ Play<br />

Centre in Kilkenny, caters specifically to children and young people with sensory<br />

needs. It was a hit, and we’re making it an annual tradition to ensure everyone<br />

feels included.<br />

Also in December, we hosted our thrilling<br />

'Big Wedgie' Connection Event at West<br />

Beach. Over 100 enthusiastic children, young<br />

people, and their carers joined us, along with<br />

partners like Key Assets, Lutheran Care, and<br />

Connecting Foster and Kinship Carers.<br />

Starting <strong>2024</strong> on a high note, we ran a Speak<br />

Up Program at Carclew House Youth Arts<br />

Space in January. Special thanks to Carclew<br />

for providing us with this magical venue,<br />

often likened to 'Hogwarts.' We're hopeful<br />

for more collaborations with Carclew in the<br />

future.<br />

As the new year began, we bid a fond<br />

farewell to our dear teammate Kimberley,<br />

who secured a full-time position in<br />

education. Wishing Kim the best, she'll be<br />

missed by the team and the children and<br />

young people. Here's to hoping we'll see her<br />

at future CREATE events!<br />

CREATE in WA have had so much fun over the past few months getting to know<br />

young people across all of our programs and events. We loved celebrating World<br />

Care Day with young people in Northam, Youth Week up in the Pilbara, and<br />

meeting so many families at multiple connection events in metro Perth!<br />

We also heard from young people about things that are affecting them in care<br />

through our monthly Youth Advisory Groups, learned new skills through the<br />

CREATE Your Future program, and discussed how to advocate for change at<br />

Speak Up training. Thank you to everyone who joined us for these programs!<br />

We welcomed Emily to the team<br />

as a program facilitator, and also<br />

welcomed Leanne as our very first<br />

intern! It has been great to have a<br />

full office, especially to help<br />

prepare for the <strong>2024</strong> Voices In<br />

Action conference.<br />

were able to send 10 young people<br />

from WA to attend the conference<br />

in Adelaide, where they spent 4<br />

days workshopping and<br />

collaborating ways to improve<br />

the care system with other young<br />

Exciting news from the Victorian team! We’ve got some new members on our<br />

team, and that means we’ve been super busy. We’ve teamed up with cool groups<br />

like HoMie, Orygen, Rapid Relief, and RMIT for fun projects. Plus, we’ve added<br />

awesome members to our Youth Expert Advisory Group (YEAG).<br />

We recently had a big celebration at TGI Fridays to thank our team for working<br />

hard all year. We also made sure some friends from different parts of Victoria<br />

could join us. It was a blast!<br />

It’s been super busy here in Tasmania and we have so much planned for you in the next<br />

few months.<br />

During our December Youth Advisory Group we chatted about the Tasmanian<br />

Commissioner for Children and Young People’s recent report ‘A place at the table’ which<br />

is about the new case management model. Check out more info on this report here.<br />

A huge shout out to Young Consultants Nikita, Lara and Tatum who<br />

participated in worker training with a large group of Child Safety<br />

Officers (CSO’s) in December. These incredible Young Consultants<br />

shared their views on what makes a great CSO and how they can<br />

Our Christmas party was at Geelong<br />

Adventure Park. Despite some tricky<br />

weather, we had water slides, a yummy<br />

BBQ lunch, and even Santa dropped by<br />

with treats for everyone. Thanks to those<br />

who came and hung out with us!<br />

Guess what? Our Ministerial Youth<br />

Advisory Group (MYAG) is back! We’re<br />

excited to restart this project where our<br />

awesome CREATE Young Consultants<br />

meet and share ideas with the Minister<br />

for Children and Disability.<br />

Our team has planned lots of fun events for the coming year. We’ll have regular<br />

Youth Advisory Groups, Speak Ups, and CREATE Your Future workshops. We<br />

can’t wait to see you at these events!<br />

We closed out 2023 with our Christmas party at Bonorong Wildlife Sanctuary, as a<br />

joint celebration with the lovely team at FKAT! Huge shout out to the Rapid Relief crew<br />

for putting on a BBQ, and to all of the young people and families who came along and<br />

shared in the fun; feeding kangaroos, getting up close with Tassie devils and other<br />

wildlife, and even having their photos taken with our very special guest- Santa!<br />

During January, the TAS team and our Operations Manager Tameika, were lucky<br />

enough to attend the Tasmanian Aboriginal Centres (TAC’s) Putalina festival. We were<br />

delighted to see several <strong>clubCREATE</strong> members enjoying the event!<br />

Our January CREATE Your Future workshop was a success, providing a safe space for<br />

the group to discuss healthy relationships and how to handle conflict. The group were<br />

able to safely share some of their own experiences, as well as act out some different<br />

ways of responding to different scenarios, with some Oscar worthy performances! We<br />

finished off the workshop with a local artist providing a spray-paint galaxy art session.<br />

It was lovely to see the group praise each other’s work and feel proud of their own<br />

creations!<br />
