Typical comments from national experts on the adequacy <strong>of</strong> economic instruments for pollution<br />
control regulations, including reasons for poor implementation <strong>and</strong>/or enforcement, in the four EU<br />
acceding countries were as follows:<br />
• Low levels <strong>of</strong> financial incentives to encourage farmers to make significant changes to their<br />
farming systems e.g. to convert to organic farming methods – although more resources will<br />
become available following EU accession in May 2004<br />
• Lack <strong>of</strong> targeting <strong>of</strong> the limited national resources that are available to provide financial incentives<br />
leads to poor utilisation <strong>and</strong> limited impact<br />
• General lack <strong>of</strong> financial incentives (e.g. investment grants) to support farmers in the<br />
implementation <strong>of</strong> regulations regarding the improvement <strong>of</strong> pollution control facilities (e.g. to<br />
improve manure storage facilities) – although more resources will become available following EU<br />
accession in May 2004<br />
• Lack <strong>of</strong> capacity to implement financial incentive schemes, although this is changing rapidly with<br />
the final stages <strong>of</strong> preparation for EU accession<br />
• Lack <strong>of</strong> administrative capacity to fully <strong>and</strong> effectively implement systems for the control <strong>and</strong><br />
collection <strong>of</strong> fines <strong>and</strong> penalties etc. – also limited funds available for institutional capacity<br />
building on this issue<br />
• Lack <strong>of</strong> trained staff in the design <strong>and</strong> implementation <strong>of</strong> effective economic instruments<br />
• Lack <strong>of</strong> co-ordination <strong>and</strong> communication between Ministries <strong>and</strong> control authorities (although<br />
this is improving rapidly)<br />
• There are still some deficiencies in the design <strong>of</strong> certain economic instruments, including those<br />
developed for EU accession.<br />
