INLOCO STORAGE’S<br />

COLLABORATION WITH SCHOLAR<br />

For Inloco, <strong>the</strong> “Alleys: Regional and Local Perspectives” project holds particular relevance as <strong>the</strong><br />

ways people claim spaces <strong>in</strong> small alleys resemble urban art practices. This Initiative curated by<br />

Dr. Khaled Alawadi, <strong>the</strong> first UAE national scholar <strong>in</strong> susta<strong>in</strong>able urbanism and an Assistant Professor<br />

at Khalifa University extends beyond just a public talk and <strong>in</strong>corporates <strong>the</strong> temporary sikka<br />

display, which br<strong>in</strong>gs to life <strong>the</strong> ambiance of a traditional alleyway.<br />

This hidden gem <strong>in</strong> Dubai provides<br />

a sanctuary where visitors can unw<strong>in</strong>d<br />

to Inloco Gallery is through a lush alleyway,<br />

What <strong>in</strong>spired you to <strong>in</strong>itiate <strong>the</strong><br />

“Alleys: Regional and Local<br />

Perspectives” project, and<br />

how do you see it contribut<strong>in</strong>g<br />

to <strong>the</strong> discourse on urban design?<br />

Alleys have been neglected <strong>in</strong> <strong>the</strong> def<strong>in</strong>ition<br />

of urban form even though <strong>the</strong>y have<br />

existed s<strong>in</strong>ce antiquity and have served a<br />

variety of purposes. My work identifies alleys<br />

as a critical space, especially at <strong>the</strong> neighborhood<br />

scale. Cities are complex systems<br />

that are agglomerations of a variety of components.<br />

A city’s physical characteristics<br />

are often collectively labelled ‘urban form’,<br />

‘urban typology’, or ‘urban pattern’, and its<br />

comb<strong>in</strong>ation of street patterns, build<strong>in</strong>gs,<br />

and plots is known as ‘urban gra<strong>in</strong>’. The elements<br />

of urban form not only <strong>in</strong>clude build<strong>in</strong>gs,<br />

street patterns, and land parcels, but<br />

also consist of urban blocks, green <strong>in</strong>frastructure,<br />

and <strong>the</strong> layout of public spaces.<br />

However, one critical component, alleyways,<br />

has been marg<strong>in</strong>alized <strong>in</strong> def<strong>in</strong>itions and<br />

analyses of urban form, despite alleys’ major<br />

role <strong>in</strong> shap<strong>in</strong>g many cities’ urban life and<br />

network systems.<br />

In <strong>the</strong> realm of urban design discourse,<br />

alleys emerge as <strong>in</strong>dispensable components<br />

with<strong>in</strong> <strong>the</strong> urban framework, <strong>the</strong>ir<br />

Advocat<strong>in</strong>g for human-scale urbanism<br />

and pedestrian-friendly designs <strong>in</strong> <strong>the</strong> face<br />

of <strong>the</strong> current shift towards car-centric urban<br />

plann<strong>in</strong>g <strong>in</strong> <strong>the</strong> UAE presents several challenges<br />

rooted <strong>in</strong> <strong>the</strong> exist<strong>in</strong>g urban fabric<br />

and cultural norms. These challenges <strong>in</strong>clude:<br />

Lack of walk<strong>in</strong>g facilities and <strong>in</strong>frastructure:<br />

Many areas and developments <strong>in</strong> <strong>the</strong><br />

UAE lack proper sidewalks, crosswalks, and<br />

pedestrian-friendly amenities, mak<strong>in</strong>g walk<strong>in</strong>g<br />

a less viable option for transportation.<br />

Scale of street systems: The massive<br />

scale of street systems and highways <strong>in</strong> <strong>the</strong><br />

UAE prioritizes vehicular movement over pedestrian<br />

access, creat<strong>in</strong>g barriers to walk<strong>in</strong>g<br />

and discourag<strong>in</strong>g pedestrian-friendly urban<br />

environments.<br />

Long distances between orig<strong>in</strong>s and dest<strong>in</strong>ations:<br />

The sprawl<strong>in</strong>g nature of urban development<br />

<strong>in</strong> <strong>the</strong> UAE often results <strong>in</strong> long<br />

distances between residential areas and<br />

commercial centers, discourag<strong>in</strong>g walk<strong>in</strong>g<br />

as a mode of transportation.<br />

Cultural norms favor<strong>in</strong>g door-to-door travel:<br />

People <strong>in</strong> <strong>the</strong> region are accustomed to<br />

door-to-door travel, rely<strong>in</strong>g heavily on cars<br />

for convenience and speed. This cultural<br />

preference makes walk<strong>in</strong>g less appeal<strong>in</strong>g,<br />

particularly if it is not perceived as convenient<br />

or efficient.<br />

Challenges posed by <strong>the</strong> extended summer<br />

season: The harsh climate, particularly<br />

dur<strong>in</strong>g <strong>the</strong> extended summer season, poses<br />

significant barriers to walk<strong>in</strong>g, fur<strong>the</strong>r discourag<strong>in</strong>g<br />

pedestrian-friendly urban design<br />

<strong>in</strong>itiatives.<br />

Infrastructure designed by traffic eng<strong>in</strong>eers:<br />

The prioritization of cars over pedestrians<br />

<strong>in</strong> <strong>the</strong> design of <strong>in</strong>frastructure systems,<br />

largely led by traffic eng<strong>in</strong>eers, perpetuates<br />

a car-centric urban landscape that prioritizes<br />

vehicular movement at <strong>the</strong> expense of<br />

pedestrian safety and accessibility.<br />

In light of <strong>the</strong>se challenges, alleys emerge<br />

as a critical element <strong>in</strong> <strong>the</strong> discourse surround<strong>in</strong>g<br />

future urban and suburban walkability<br />

<strong>in</strong> <strong>the</strong> region. By reimag<strong>in</strong><strong>in</strong>g alleys as<br />

pedestrian-friendly corridors and community<br />

spaces, urban designers can mitigate some<br />

of <strong>the</strong> challenges posed by car-centric plann<strong>in</strong>g<br />

and create more <strong>in</strong>clusive and livable<br />

urban environments. Incorporat<strong>in</strong>g alleys<br />

<strong>in</strong>to urban design strategies can provide<br />

pedestrian-friendly alternatives, enhance<br />

connectivity, and foster vibrant community<br />

<strong>in</strong>teractions, ultimately promot<strong>in</strong>g a more<br />

susta<strong>in</strong>able and people-centric approach to<br />

urban development <strong>in</strong> <strong>the</strong> UAE.<br />

How do you envision <strong>the</strong> <strong>in</strong>tegration of<br />

traditional urban elements, like alleys and<br />

pedestrian pathways, <strong>in</strong>to modern urban<br />

plann<strong>in</strong>g frameworks to create more dynamic,<br />

<strong>in</strong>clusive, and susta<strong>in</strong>able urban<br />

ecosystems?<br />

Several projects designed to make use of<br />

alleys’ potential have been <strong>in</strong>itiated <strong>in</strong> U.S.<br />

cities such as Seattle, Wash<strong>in</strong>gton D.C.,<br />

Chicago, Vancouver, Baltimore, and Los<br />

Angeles, as well as cities <strong>in</strong> Europe. However,<br />

most of <strong>the</strong>se programs are narrowly<br />

focused on stormwater management. Only<br />

limited projects <strong>in</strong> Los Angeles (South Park<br />

Green Alley Network) aimed to encourage<br />

non-motorized transport, <strong>in</strong>crease connectivity<br />

to daily dest<strong>in</strong>ations, and facilitate recreational<br />

activities, while o<strong>the</strong>r projects, <strong>in</strong><br />

Los Angeles and Baltimore, had <strong>the</strong> objective<br />

of expand<strong>in</strong>g green spaces. In <strong>the</strong> UAE<br />

and many o<strong>the</strong>r regions, such alleyway projects<br />

have not started yet. For that reason,<br />

planners and designers can offer strategies<br />

and policies that could promote <strong>the</strong> use of<br />

alleyways. For <strong>in</strong>stance, <strong>the</strong> neighborhood<br />

design and plan of new neighborhoods<br />

should maximize <strong>the</strong> potential use of alleys.<br />

The alleys need to be functionally planned<br />

to facilitate efficient movement with<strong>in</strong> neighborhoods<br />

by shorten<strong>in</strong>g <strong>the</strong> routes to daily<br />

dest<strong>in</strong>ations. Alleys can also transform a<br />

disjo<strong>in</strong>ted urban fabric consist<strong>in</strong>g of long urban<br />

blocks <strong>in</strong>to shorter and more connected<br />

blocks, thus improv<strong>in</strong>g <strong>the</strong> directness between<br />

every possible orig<strong>in</strong> and dest<strong>in</strong>ation<br />

by provid<strong>in</strong>g shorter direct paths. However,<br />

an adequate number of alleys need to be<br />

placed strategically to mitigate <strong>the</strong> street<br />

layout’s drawbacks, which are difficult to<br />

resolve o<strong>the</strong>rwise because once streets are<br />

built, <strong>the</strong>y are difficult to alter.<br />

In retrofitt<strong>in</strong>g exist<strong>in</strong>g neighborhoods, <strong>the</strong><br />

physical condition of alleyways needs to be<br />

improved through pav<strong>in</strong>g, landscap<strong>in</strong>g, and<br />

light<strong>in</strong>g upgrades. For example, alleys from<br />

<strong>the</strong> Dispersion periods of Dubai and Abu<br />

Dhabi are less suitable for pedestrian use.<br />

They are ma<strong>in</strong>ly sandy and full of dirt and<br />

debris. An urban design program to revitalize<br />

those alleys would be necessary to make<br />

<strong>the</strong>m suitable for pedestrians. For example,<br />

<strong>the</strong> exist<strong>in</strong>g alley network could be upgraded<br />

through strategic <strong>in</strong>vestment. The UAE’s<br />

hot, arid climate and Islamic traditions could<br />

shape and contextualize <strong>the</strong> function of alleys.<br />

For <strong>in</strong>stance, Islamic values encourage<br />

<strong>the</strong> privacy of each house while also promot<strong>in</strong>g<br />

community bonds through <strong>the</strong> creation<br />

of semi-public spaces where neighbors<br />

can meet. In this way, alleys can serve as<br />

desirable elements <strong>in</strong> <strong>the</strong> urban fabric because<br />

<strong>the</strong>y contribute to privacy, promote<br />

social ga<strong>the</strong>r<strong>in</strong>g and bonds between neighborhoods,<br />

and enhance <strong>the</strong> experience of<br />

walk<strong>in</strong>g to daily uses such as retail stores<br />

and mosques. The UAE’s harsh climate and<br />

extended summer season discourage any<br />

form of walk<strong>in</strong>g if adequate shad<strong>in</strong>g is not<br />

available. The practice of mitigat<strong>in</strong>g extreme<br />

temperatures through merg<strong>in</strong>g landscap<strong>in</strong>g<br />

strategies and build<strong>in</strong>g light structures for<br />

shad<strong>in</strong>g purposes would modify ambient air<br />

temperatures and enhance <strong>the</strong>rmal comfort<br />

<strong>in</strong> alleys, thus mak<strong>in</strong>g walk<strong>in</strong>g more desirable.<br />

Moreover, <strong>in</strong> low-density areas, <strong>the</strong><br />

safety of women and children needs to be<br />

guaranteed by ensur<strong>in</strong>g a significant presence<br />

of people or ‘eyes on <strong>the</strong> street’, or<br />

ra<strong>the</strong>r eyes on alleys <strong>in</strong> this case. This can<br />

be achieved by upgrad<strong>in</strong>g <strong>the</strong> conditions of<br />

alleys through light<strong>in</strong>g and pav<strong>in</strong>g to make<br />

<strong>the</strong>m more suitable for casual meet<strong>in</strong>gs and<br />

walk<strong>in</strong>g. F<strong>in</strong>ally, allow<strong>in</strong>g some w<strong>in</strong>dows and<br />

plot entrances to open towards alleys would<br />

enable <strong>in</strong>formal surveillance of <strong>the</strong> urban environment.<br />

Alleys that connect disjo<strong>in</strong>ted blocks or<br />

provide efficient thoroughfares for pedestrians,<br />

cyclists, and micro-mobility users en<br />

route to daily dest<strong>in</strong>ations like mosques,<br />

grocery stores, and schools can be prioritized<br />

for reclamation. In new and exist<strong>in</strong>g<br />

neighborhoods alike, alleys can accommodate<br />

a system of landscap<strong>in</strong>g featur<strong>in</strong>g l<strong>in</strong>ear<br />

parks, urban farms, playgrounds, and<br />

places of respite. In addition to <strong>the</strong>ir social<br />

benefits, l<strong>in</strong>ear parks, and urban farms can<br />

improve <strong>the</strong> microclimate <strong>in</strong> hot, arid cities<br />

such as Abu Dhabi and Dubai and can provide<br />

locally grown food to local residents as<br />

well as bus<strong>in</strong>esses. Likewise, a network of<br />

public spaces can be created by connect<strong>in</strong>g<br />

landscaped and reclaimed alleyways.<br />

The exhibition offers a counter-space<br />

to <strong>the</strong> reign<strong>in</strong>g agendas of war, patriarchy,<br />

and colonialism, and <strong>the</strong>ir toxic impacts<br />

on human and non-human ecosystems.<br />

The exhibit<strong>in</strong>g artists—alumni, residents,<br />

and collaborators of both Cité <strong>in</strong>ternational<br />

des arts <strong>in</strong> Paris and Alserkal Initiatives <strong>in</strong><br />

Dubai—challenge <strong>the</strong> understand<strong>in</strong>g of ‘solidarity’<br />

as merely an object of <strong>the</strong>oris<strong>in</strong>g and<br />

discourse.<br />

Intentionally foreground<strong>in</strong>g artistic practices,<br />

When Solidarity is Not a Metaphor<br />

focuses on simple gestures, often evok<strong>in</strong>g<br />

quotidian existences on <strong>the</strong> periphery<br />

of conflict. Inspired by <strong>the</strong> title of <strong>the</strong> book<br />

Decolonization Is Not a Metaphor (2012), <strong>in</strong><br />

which authors Eve Tuck and K. Wayne Yang<br />

analyse <strong>the</strong> material and factual violences of<br />

colonialism, <strong>the</strong> exhibition positions solidarity<br />

as praxis.<br />

Throughout <strong>the</strong> six-day exhibition and correspond<strong>in</strong>g<br />

programme, solidarity is articulated<br />

as compassionate porosity; a fem<strong>in</strong>ist,<br />

care-driven fluidity of mov<strong>in</strong>g across m<strong>in</strong>dsets.<br />

Its most humble unit of expression is<br />

held <strong>in</strong> <strong>the</strong> word ‘with’—work<strong>in</strong>g, th<strong>in</strong>k<strong>in</strong>g,<br />

speak<strong>in</strong>g, and simply be<strong>in</strong>g <strong>in</strong> a state of<br />

with-ness.<br />

Many of <strong>the</strong> featured artists <strong>in</strong> When Solidarity<br />

Is Not a Metaphor share <strong>the</strong> dest<strong>in</strong>y<br />

of forced displacement and are doubly committed,<br />

both to ignit<strong>in</strong>g questions that address<br />

<strong>the</strong>se displacements and to susta<strong>in</strong><strong>in</strong>g<br />

ethical practices of production.<br />

Vilma Jurkute, Executive Director of<br />

Alserkal Initiatives, remarked: “When Solidarity<br />

is Not a Metaphor is a collective attempt<br />

grounded <strong>in</strong> <strong>the</strong> cognitive generosity<br />

of our partner <strong>in</strong>stitutions and a global civic<br />

network of multi-discipl<strong>in</strong>ary practitioners.<br />

In light of <strong>the</strong> ongo<strong>in</strong>g <strong>in</strong>justices <strong>in</strong> Palest<strong>in</strong>e,<br />

Sudan, Ukra<strong>in</strong>e, and o<strong>the</strong>r parts of <strong>the</strong><br />

world, it feels imperative for us at Alserkal<br />

to embody <strong>the</strong> spirit of lived practice and<br />

extend our platform to <strong>the</strong> Venice Biennial.<br />

By work<strong>in</strong>g with artists whose practices are<br />

embedded <strong>in</strong> <strong>the</strong> ethics of care, we hope to<br />

encourage whole-th<strong>in</strong>k<strong>in</strong>g structures and<br />

shared moments of <strong>in</strong>tention to emerge.”<br />

<strong>in</strong>spired by <strong>the</strong> plight of Palest<strong>in</strong>ians <strong>in</strong> Gaza. Through symbolic elements<br />

like tunnels, bathtubs, and staircases, <strong>the</strong> project celebrates makeshift<br />

sanctuaries and moments of respite amid adversity. The structures, each represent<strong>in</strong>g<br />

different sensory experiences, serve as ga<strong>the</strong>r<strong>in</strong>g spaces for <strong>the</strong><br />
