REVIVING URBAN SPACES: 

INLOCO STORAGE’S 

COLLABORATION WITH SCHOLAR 

DR. KHALED ALAWADI 

For Inloco, the “Alleys: Regional and Local Perspectives” project holds particular relevance as the 

ways people claim spaces in small alleys resemble urban art practices. This Initiative curated by 

Dr. Khaled Alawadi, the first UAE national scholar in sustainable urbanism and an Assistant Professor 

at Khalifa University extends beyond just a public talk and incorporates the temporary sikka 

display, which brings to life the ambiance of a traditional alleyway. 

INLOCO 

This hidden gem in Dubai provides 

a sanctuary where visitors can unwind 

in the shade and rejuvenate 

amidst the urban art milieu. Access 

to Inloco Gallery is through a lush alleyway, 

embellished with flowers, carefully selected 

vintage furniture, and carpets, setting a 

tranquil stage for the art that lies within. As 

dusk settles, the space is gently lit with warm 

fairy lights, fostering an inviting environment 

for intimate discussions about art. Within the 

Sikka, visitors are presented with the chance 

to delve into the photo works of Dr. Khaled 

Alawadi, showcased in a series that pays 

homage to the essence of alleyways. 

Through initiatives like the public talk

What inspired you to initiate the 

“Alleys: Regional and Local 

Perspectives” project, and 

how do you see it contributing 

to the discourse on urban design? 

Alleys have been neglected in the definition 

of urban form even though they have 

existed since antiquity and have served a 

variety of purposes. My work identifies alleys 

as a critical space, especially at the neighborhood 

scale. Cities are complex systems 

that are agglomerations of a variety of components. 

A city’s physical characteristics 

are often collectively labelled ‘urban form’, 

‘urban typology’, or ‘urban pattern’, and its 

combination of street patterns, buildings, 

and plots is known as ‘urban grain’. The elements 

of urban form not only include buildings, 

street patterns, and land parcels, but 

also consist of urban blocks, green infrastructure, 

and the layout of public spaces. 

However, one critical component, alleyways, 

has been marginalized in definitions and 

analyses of urban form, despite alleys’ major 

role in shaping many cities’ urban life and 

network systems. 

In the realm of urban design discourse, 

alleys emerge as indispensable components 

within the urban framework, their 

significance akin to that of streets and other 

tangible urban features. Acknowledging 

alleys as pivotal elements in urban fabric, 

my professional perspective emphasizes 

their transformative role in shaping societal 

interactions and fostering community cohesion. 

Contrary to prevailing misconceptions 

portraying alleys as mere remnants or neglected 

spaces within the cityscape, my approach 

underscores their intrinsic value as 

vital conduits, hosting a myriad of activities 

and narratives. 

By recognizing alleys as essential corridors, 

my work elevates their status within 

urban design discourse, advocating for their 

integration into comprehensive urban planning 

strategies. Through this perspective,

Small alleys serve as dynamic canvases 

for urban art practices, intersecting with 

contemporary urban environments in multifaceted 

ways. Within the context of these 

narrow passageways, a diverse range of activities 

can unfold, spanning from impromptu 

art galleries to communal social gatherings 

and even spontaneous sporting events. The 

significance of these interactions lies in their 

ability to transform alleys from overlooked 

spaces into vibrant hubs of creativity and 

community engagement. 

In contemporary urban environments, 

alleys emerge as fertile grounds for urban 

artists seeking unconventional spaces to express 

their creativity. The intimate scale and 

distinctive characteristics of alleys provide 

a unique backdrop for artistic exploration, 

inspiring both established professionals and 

emerging talents alike. From the intricate architectural 

details to the interplay of light and 

shadow, alleys offer a rich tapestry of micro 

and macro elements that stimulate artistic

for inspiring further bottom-up and community-based 

interventions in other areas, 

demonstrating the potential for transformative 

change in blighted and underutilized 

spaces. By showcasing the success of this 

approach, Inloco Alley encourages collaboration 

between residents, local businesses, 

and government entities to co-create 

vibrant, attractive landscapes that prioritize 

community needs and aspirations.

vibrancy but also demonstrate the power 

of grassroots initiatives in revitalizing urban 

environments. Through community engagement 

and bottom-up approaches, such interventions 

have the potential to transform

that foster a sense of belonging and 

well-being among residents. 

Given the current shift towards car-centric 

urban planning in the UAE, what 

challenges do you face in advocating 

for human-scale urbanism and pedestrian-friendly 

designs? 

Advocating for human-scale urbanism 

and pedestrian-friendly designs in the face 

of the current shift towards car-centric urban 

planning in the UAE presents several challenges 

rooted in the existing urban fabric 

and cultural norms. These challenges include: 

Lack of walking facilities and infrastructure: 

Many areas and developments in the 

UAE lack proper sidewalks, crosswalks, and 

pedestrian-friendly amenities, making walking 

a less viable option for transportation. 

Scale of street systems: The massive 

scale of street systems and highways in the 

UAE prioritizes vehicular movement over pedestrian 

access, creating barriers to walking 

and discouraging pedestrian-friendly urban 

environments. 

Long distances between origins and destinations: 

The sprawling nature of urban development 

in the UAE often results in long 

distances between residential areas and 

commercial centers, discouraging walking 

as a mode of transportation. 

Cultural norms favoring door-to-door travel: 

People in the region are accustomed to 

door-to-door travel, relying heavily on cars 

for convenience and speed. This cultural 

preference makes walking less appealing, 

particularly if it is not perceived as convenient 

or efficient. 

Challenges posed by the extended summer 

season: The harsh climate, particularly 

during the extended summer season, poses 

significant barriers to walking, further discouraging 

pedestrian-friendly urban design 

initiatives. 

Infrastructure designed by traffic engineers: 

The prioritization of cars over pedestrians 

in the design of infrastructure systems, 

largely led by traffic engineers, perpetuates 

a car-centric urban landscape that prioritizes 

vehicular movement at the expense of 

pedestrian safety and accessibility. 

In light of these challenges, alleys emerge 

as a critical element in the discourse surrounding 

future urban and suburban walkability 

in the region. By reimagining alleys as 

pedestrian-friendly corridors and community 

spaces, urban designers can mitigate some 

of the challenges posed by car-centric planning 

and create more inclusive and livable 

urban environments. Incorporating alleys 

into urban design strategies can provide 

pedestrian-friendly alternatives, enhance 

connectivity, and foster vibrant community 

interactions, ultimately promoting a more 

sustainable and people-centric approach to 

urban development in the UAE. 

How do you envision the integration of 

traditional urban elements, like alleys and 

pedestrian pathways, into modern urban 

planning frameworks to create more dynamic, 

inclusive, and sustainable urban 

ecosystems? 

Several projects designed to make use of 

alleys’ potential have been initiated in U.S. 

cities such as Seattle, Washington D.C., 

Chicago, Vancouver, Baltimore, and Los 

Angeles, as well as cities in Europe. However, 

most of these programs are narrowly 

focused on stormwater management. Only 

limited projects in Los Angeles (South Park 

Green Alley Network) aimed to encourage 

non-motorized transport, increase connectivity 

to daily destinations, and facilitate recreational 

activities, while other projects, in 

Los Angeles and Baltimore, had the objective 

of expanding green spaces. In the UAE 

and many other regions, such alleyway projects 

have not started yet. For that reason, 

planners and designers can offer strategies 

and policies that could promote the use of 

alleyways. For instance, the neighborhood 

design and plan of new neighborhoods 

should maximize the potential use of alleys. 

The alleys need to be functionally planned 

to facilitate efficient movement within neighborhoods 

by shortening the routes to daily 

destinations. Alleys can also transform a 

disjointed urban fabric consisting of long urban 

blocks into shorter and more connected

blocks, thus improving the directness between 

every possible origin and destination 

by providing shorter direct paths. However, 

an adequate number of alleys need to be 

placed strategically to mitigate the street 

layout’s drawbacks, which are difficult to 

resolve otherwise because once streets are 

built, they are difficult to alter. 

In retrofitting existing neighborhoods, the 

physical condition of alleyways needs to be 

improved through paving, landscaping, and 

lighting upgrades. For example, alleys from 

the Dispersion periods of Dubai and Abu 

Dhabi are less suitable for pedestrian use. 

They are mainly sandy and full of dirt and 

debris. An urban design program to revitalize 

those alleys would be necessary to make 

them suitable for pedestrians. For example, 

the existing alley network could be upgraded 

through strategic investment. The UAE’s 

hot, arid climate and Islamic traditions could 

shape and contextualize the function of alleys. 

For instance, Islamic values encourage

and mosques. The UAE’s harsh climate and 

extended summer season discourage any 

form of walking if adequate shading is not 

available. The practice of mitigating extreme 

temperatures through merging landscaping 

strategies and building light structures for 

shading purposes would modify ambient air 

temperatures and enhance thermal comfort 

in alleys, thus making walking more desirable. 

Moreover, in low-density areas, the 

safety of women and children needs to be 

guaranteed by ensuring a significant presence 

of people or ‘eyes on the street’, or 

rather eyes on alleys in this case. This can 

be achieved by upgrading the conditions of 

alleys through lighting and paving to make 

them more suitable for casual meetings and 

walking. Finally, allowing some windows and 

plot entrances to open towards alleys would 

enable informal surveillance of the urban environment. 

Alleys that connect disjointed blocks or 

provide efficient thoroughfares for pedestrians, 

cyclists, and micro-mobility users en 

route to daily destinations like mosques, 

grocery stores, and schools can be prioritized 

for reclamation. In new and existing 

neighborhoods alike, alleys can accommodate 

a system of landscaping featuring linear 

parks, urban farms, playgrounds, and 

places of respite. In addition to their social 

benefits, linear parks, and urban farms can 

improve the microclimate in hot, arid cities 

such as Abu Dhabi and Dubai and can provide 

locally grown food to local residents as 

well as businesses. Likewise, a network of 

public spaces can be created by connecting 

landscaped and reclaimed alleyways.

Metaphor will take place from 16 to 21 April 

2024 at My Art Guides Venice Meeting Point, 

Navy Officers’ Club, Arsenale, Venice. 

Curated by Nataša Petrešin-Bachelez, 

Arts and Culture Programme Manager at 

Cité international des arts, the exhibition 

spans installations, photographs, performances, 

listening sessions, and heart-toheart 

conversations. 

The exhibition offers a counter-space 

to the reigning agendas of war, patriarchy, 

and colonialism, and their toxic impacts 

on human and non-human ecosystems. 

The exhibiting artists—alumni, residents, 

and collaborators of both Cité international 

des arts in Paris and Alserkal Initiatives in 

Dubai—challenge the understanding of ‘solidarity’ 

as merely an object of theorising and 

discourse. 

Featured artists include Majd Abdel Hamid, 

Yana Bachynska, Rehaf Al Batniji, Paula 

Valero Comín, Saad Eltinay, D Harding, Adelita 

Husni-Bey, Nge Lay, Museum of Breath, 

Koushna Navabi, Shada Safadi, Dima Srouji 

and Jasbir Puar. 

The exhibition is complemented by a diverse 

programme starting at 3pm daily, with 

contributions by DAAR - Sandi Hilal and 

Alessandro Petti, Initiative for Practices and 

Visions of Radical Care (Bani Khoshnoudi, 

Magdi Masaraa, Elena Sorokina), Maya Al 

Khaldi and Sarouna, R22 Tout-Monde, Zora 

Snake, Saul Williams and Anisia Uzeyman. 

Intentionally foregrounding artistic practices, 

When Solidarity is Not a Metaphor 

focuses on simple gestures, often evoking 

quotidian existences on the periphery 

of conflict. Inspired by the title of the book 

Decolonization Is Not a Metaphor (2012), in 

which authors Eve Tuck and K. Wayne Yang 

analyse the material and factual violences of 

colonialism, the exhibition positions solidarity 

as praxis. 

Throughout the six-day exhibition and corresponding 

programme, solidarity is articulated 

as compassionate porosity; a feminist, 

care-driven fluidity of moving across mindsets. 

Its most humble unit of expression is 

held in the word ‘with’—working, thinking, 

speaking, and simply being in a state of 

with-ness. 

Many of the featured artists in When Solidarity 

Is Not a Metaphor share the destiny 

of forced displacement and are doubly committed, 

both to igniting questions that address 

these displacements and to sustaining 

ethical practices of production. 

Vilma Jurkute, Executive Director of 

Alserkal Initiatives, remarked: “When Solidarity 

is Not a Metaphor is a collective attempt 

grounded in the cognitive generosity 

of our partner institutions and a global civic 

network of multi-disciplinary practitioners. 

In light of the ongoing injustices in Palestine, 

Sudan, Ukraine, and other parts of the 

world, it feels imperative for us at Alserkal 

to embody the spirit of lived practice and 

extend our platform to the Venice Biennial. 

By working with artists whose practices are 

embedded in the ethics of care, we hope to 

encourage whole-thinking structures and 

shared moments of intention to emerge.”

and dedicated to the well-being of artists, 

it is with deep gratitude that we accepted

importance and in continuation with our 

mission to stand in solidarity during these 

difficult times—times that are challenging 

for artists, practitioners and art institutions 

across the world.

In the ethereal realm of fibers, carpets emerge as silent storytellers, 

weaving tales of a transcendent Eden. Artists delve into their intricate 

patterns, infusing them with dreams and fantasies. ‘Carpets of Eden, 

Gardens of Fantasy’ invites viewers on a journey through these fantastical 

realms, celebrating the ordinary transformed into the extraordinary. 

Featuring artists like Etel Adnan, Mona Hatoum, and Parviz Tanavoli, this 

exhibition explores the hidden depths of artistic expression, offering new 

perspectives on both carpet research and the broader understanding 

of art. 

‘THIS IS NOT YOUR GRAVE’ BY DIMA SROUJI

The installation “This Is Not Your Grave” by architect and visual artist Dima 

Srouji reimagines architecture’s role in providing shelter amidst crises, particularly 

inspired by the plight of Palestinians in Gaza. Through symbolic elements 

like tunnels, bathtubs, and staircases, the project celebrates makeshift 

sanctuaries and moments of respite amid adversity. The structures, each representing 

different sensory experiences, serve as gathering spaces for the 

Alserkal community, fostering reflection, mourning, and visions of liberation. 

Collaborative events with performers and chefs enhance the experience, inviting 

visitors to engage with the installations. The title references a verse from a 

Darwish poem, invoking themes of displacement and resilience. Dima Srouji’s 

multidisciplinary approach, incorporating elements like glass, text, and film, 

reflects her exploration of cultural heritage and public space in the context of 

the Middle East, particularly Palestine.

Dubai, Brazilian artist Ana Mazzei presents a captivating blend 

of bronze sculptures and oil paintings. Drawing inspiration from 

detective stories and crime series, Mazzei invites viewers to delve 

into the enigmatic narratives within her art. Through her sculptures, 

featuring hybrid human-animal figures, and a series of vibrant 

paintings grouped into symbolic themes, Mazzei explores 

the concept of disappearance – both as a physical act and a metaphorical 

transformation. Her work suggests a longing for renewal 

rather than mere invisibility, offering viewers a rich tapestry of 

clues and interpretations to ponder.

to contemplate the messages embedded within the 

images we encounter. With a keen eye for symbolism 

and a dedication to storytelling, Farah’s work delves into 

the complexities of our modern world. Dedicated to the
