Should an exterior maintenance code be<br />

expanded to include residential properties?<br />

That is a question that is currently being<br />

discussed in Prairie Township.<br />

The board of trustees initially adopted<br />

an exterior property maintenance code in<br />

September of 2022. It was designed to<br />

address the exterior of commercial and single-family<br />

residential properties.<br />

According to trustee Rod Pritchard, the<br />

maintenance code was instrumental in<br />

allowing the township to take action at the<br />

Galloway Village apartment complex.<br />

“I believe that apartment complex,<br />

which was designated as being unfit for<br />

human habitation by the Franklin County<br />

Board of Health, would still be standing<br />

there today if it were not for that maintenance<br />

code,” he said.<br />

Since its implementation two years ago,<br />

the township has only had to issue one<br />

citation at all of the commercial and singlefamily<br />

residential properties inspected.<br />

Administrator James Jewell said that<br />

low number can be attributed to the township<br />

working with the property owners.<br />

“If we came to the property owners and<br />

let them know there was an issue with the<br />

exterior of the property, they worked with<br />

us to come into compliance,” said Jewell.<br />

“We have had this (maintenance code on<br />

the books) for over a year now and the only<br />

citation that we have had to issue so far<br />

was at Galloway Village.”<br />

Because of the successful implementation<br />

of the maintenance code for commercial<br />

and single-family residential properties,<br />

township officials have been mulling<br />

the expansion of the code to include residential<br />

properties.<br />

A recent visioning session is bringing<br />

into focus a potential timeline to replace<br />

two of the oldest high school buildings in<br />

the South-Western City Schools District.<br />

The board of education and other district<br />

leaders held their annual visioning<br />

session last month where they discussed<br />

the possibility of a third segment in the<br />

Ohio Facilities Construction Commission<br />

to construct two replacement high schools<br />

for Grove City and Westland.<br />

According to district officials, the earliest<br />

voters could see a new bond issue on<br />

the ballot would be 2026. They said they<br />

would like to place another no new millage<br />

bond issue on the ballot but cannot commit<br />

to that yet due to a variety of factors such<br />

as interest rates, the cost of materials and<br />

labor and new tax base information.<br />

If voters were to approve the estimated<br />

$200 million replacement high school project,<br />

the potential design process would<br />

begin in 2027. The potential construction<br />

phase would begin in 2028. If all else goes<br />

according to schedule, a new Grove City<br />

High School and Westland High School<br />

would open in 2031.<br />

Pritchard said he knows it is a topic that may rankle<br />

some in the community.<br />

“When we (the board of trustees) started to take<br />

this on, we knew that it was going to be a difficult issue<br />

for some members in our community,” he said. “But<br />

when I ran for election, one of the number one things<br />

people wanted was a property maintenance code<br />

because they see the community going downhill in<br />

terms of the upkeep of homes and the physical structures.”<br />

He said the implementation of an exterior property<br />

maintenance code is one way the township can address<br />

those blighted, deteriorating, or unsafe properties.<br />

“I understand this proposal might not be a popular<br />

one, but we have to discuss and debate the implementation<br />

of a maintenance code for our residential properties<br />

too.”<br />

The ability to have that debate and discussion on<br />

the topic is what brought more than 50 residents out to<br />

the Prairie Township Community Center on March 27.<br />

At the community open house, township officials<br />

shared the exterior property maintenance standards<br />

featured in the proposal. They also shared the fines<br />

that could be incurred if residential property owners<br />

are not in compliance.<br />

The proposed exterior property maintenance code<br />

for residential properties is similar to the adopted<br />

maintenance code for the exterior of commercial and<br />

single-family residential properties. According to zoning<br />

officials, all residential properties must be structurally<br />

sound. This includes foundations that are free<br />

of holes and cracks, proper building drainage, and<br />

intact doors and windows. It also includes proper roofing,<br />

gutters, chimneys and porches, as well as proper<br />

maintenance of trees, shrubs, compost bins and fencing.<br />

The proposed maintenance code will also not permit<br />

vehicles to be parked on yards, especially ones that are<br />

inoperable or otherwise considered to be junk vehicles.<br />

Much like the exterior property maintenance code<br />

that is currently on the books, any violation of the code<br />

shall be punishable with an unclassified civil fine of<br />

$250 for the first violation, $500 for the second violation,<br />

and $1,000 for the third violation and subsequent<br />

violations. Anyone who is given a violation notice can<br />

request a hearing before an appeals board.<br />

Township zoning assistant Cassady Critchfield said<br />

they will work with residential property owners to<br />

address any visible violations and help them come into<br />

compliance before issuing citations, assessing fines, or<br />

taking them to court, if needed.<br />

“We will leave what we call a courtesy tag on or<br />

near the front door to give our residents time to contact<br />

us,” she said. “Some homeowners might not even know<br />

there is a violation and so we don’t want to jump<br />

straight into that process if we do not have to.”<br />

The township will also send a notification through<br />

the mail to residents should a violation be found.<br />

Several residents at the meeting said they were<br />

worried that the exterior property maintenance code<br />

proposal could eventually transform into a township<br />

sanctioned homeowner association (HOA).<br />

Officials said that is not the intention of this proposal.<br />

“This is not an HOA,” Critchfield explained. “We are<br />

not here to tell you that you need to use a certain material<br />

for your fence or what color you need to paint your<br />

house. This proposal is to establish a minimum standard<br />

for maintaining residential properties. It’s to<br />

avoid any blighting effects, any substandard maintenance<br />

that may have a negative impact on property<br />

values, to eliminate any hazardous conditions and also<br />

provide for the enforcement and the penalties for holding<br />

the property to those standards.”<br />

Residential property owner John Griffith said he<br />

believes this proposal to be an overreach by the government.<br />

He also stated that the township zoning department<br />

was effective enough without having to resort to<br />

the implementation of an exterior property maintenance<br />

code for residential properties.<br />

“We don’t need any more rules, we’ve got enough<br />

rules,” he said. “I’m begging these trustees to squash<br />

this thing dead in the head. We have a good zoning<br />

department and they can handle what we’ve got right<br />

now.”<br />

Resident Tony Hall said that while he agreed with<br />

the assessment that the township zoning department<br />

was effective, he disagreed with the assessment that<br />

an exterior property maintenance code for residential<br />

properties was not needed.<br />

“I had a neighbor move next door to me about two<br />

years ago and if you had seen what happened from<br />

May to September, it was just unbelievable,” he said.<br />

“The first thing he did was park an old camper right<br />

next to my privacy fence and had a guy living in it and<br />

he was (urinating) in a bucket outside there. The<br />

entire yard, front to back, became a hoarding situation<br />

and it was just insane, drawing rats and raccoons to<br />

the area.”<br />

Hall said thanks to the efforts of the zoning department,<br />

they were able to remedy the situation.<br />

However, he said conditions in residential areas<br />

should never get so bad that it becomes a problem for<br />

everyone else living nearby.<br />

“If you had a neighbor like I had...it was really bad.<br />

I was ready to almost end up in jail,” said Hall.<br />

He said that while he agrees that some government<br />

officials can be overly aggressive with trying to maintain<br />

all codes, he does not believe that is the intention<br />

of this zoning department.<br />

“I know a lot of these people and I don’t think they<br />

are just going to go out there and just nitpick at your<br />

property.”<br />

Resident Sandy Maggard said that while she can<br />

see the pros and cons of having an exterior property<br />

maintenance code for residential properties, she cannot<br />

help but think of how expensive it is to improve<br />

properties.<br />

“We have a lot of people out here in this township, a<br />

lot of senior citizens, who are on a limited or fixed<br />

income,” she said. “I just don’t know how fair it is to<br />

order someone to fix their properties if they cannot<br />

afford to do so.”<br />

Jewell said there are several organizations that<br />

could help residential property owners improve their<br />

properties. He added that the township could work<br />

with its legal advisors to establish a home improvement<br />

program for some of the lower income residents<br />

should the proposal be adopted.<br />

Because this was an informal meeting for the community,<br />

the trustees did not act on the proposal. Jewell<br />

said the township will take the community feedback<br />

that was given on a variety of topics and revise the<br />

maintenance code draft proposal. It will then be given<br />

to the trustees for consideration.<br />

“When the draft proposal is presented to them, they<br />

could make their own revisions, they could decide to<br />

host another open house with those new revisions, or<br />

they could table the whole process,” said Jewell. “This<br />

will not be decided overnight, or even within the next<br />

few weeks.”

The South-Western City School Board of Education has<br />

hired a consulting agency to guide the search for a new<br />

superintendent.<br />

At a special meeting held on March 25, the board selected<br />

K-12 Business Consulting Inc., to find candidates that<br />

could lead the sixth largest school district in the state.<br />

The board determined the cost of the search should not<br />

exceed $75,000.<br />

District officials say one of the reasons why the New<br />

Albany-based consulting agency was chosen out of the five<br />

companies interviewed was because of their “extensive and<br />

detailed” search process. Another component that played<br />

into the selection was the “high level” of community<br />

involvement in the process.<br />

Lead consultant Debbie Campbell said the inclusion of<br />

the community is what drives their agency’s search for a<br />

superintendent and makes it so successful.<br />

“This is a process that really values your community,<br />

values your stakeholders, and it is very transparent,” she<br />

said. “It allows everyone to feel valued and heard.”<br />

Campbell and associate Frank Forsthoefel were in<br />

attendance at another special meeting held on <strong>April</strong> 1.<br />

They presented the community with a snapshot of the sixstep<br />

process for finding a superintendent and also offered<br />

a timeline to announce a new leader for the district.<br />

The first step involves a thorough engagement process<br />

with school and community stakeholders, said Campbell.<br />

From <strong>April</strong> 15 — 18, the K-12 Business Consulting associates<br />

will hold a variety of focus group meetings, some<br />

during school hours, some after. The focus groups include,<br />

but are not limited to, administrators, the board of education,<br />

bus drivers, educators, elected officials, office staff,<br />

parents, and high school students.<br />

They will be asked to give their opinions on the<br />

strengths of the district, the challenges the district faces,<br />

and the desirable characteristics of a school superintendent.<br />

Those who are unable to attend any public meetings<br />

held during this process can take an online survey or questionnaire<br />

on the district’s website. They will be presented<br />

with the same questions as those who participate<br />

in the focus groups.<br />

After the meetings are held, the consulting firm<br />

will analyze the data and create a superintendent<br />

search profile based on those answers from the<br />

school and community stakeholders. That profile<br />

will then be presented to the board of education at<br />

its regular meeting on <strong>April</strong> 22. The consulting<br />

agency will then begin to actively recruit and vet<br />

potential candidates.<br />

The next step in the process is for the board<br />

members to meet select candidates and hold interviews.<br />

The candidates who are being strongly considered<br />

for the position will spend all day at the district<br />

where they will talk to staff, students, elected<br />

officials and the community.<br />

Campbell said there would be “meet and greets”<br />

with the candidates for the community. There are<br />

likely to be several opportunities for the public to<br />

participate in the open forums. Evan Debo, the district’s<br />

these public meetings (as well as some of the focus group<br />

events that are made public in <strong>April</strong>) will be held in Grove<br />

City and Prairie Township.<br />

After those steps have been taken, Campbell said the<br />

board will select the candidate they feel would be “the best<br />

fit” for the district. The board and the consulting agency<br />

would like to see a new superintendent named on June 8.<br />

The district says there will be up-to-date information on<br />

the superintendent search — including the dates, times,<br />

and locations of public events and meetings — available on<br />

their website, www.swcsd.us.<br />

Legislative<br />

Aide<br />

The Legislature currently is on recess and will return<br />

just after Easter. I have asked my Legislative Aide,<br />

Teddy Smith, to introduce himself in this issue’s column<br />

and let us know what his responsibilities are.<br />

I am Teddy Smaith, the Legislative Aide for Representative<br />

Dave Dobos. Although I now work for the<br />

State of Ohio, I was born in downtown Chicago, Illinois<br />

in 2001. I spent the first 18 years of my life in<br />

the city and suburbs of Chicago, before deciding to<br />

attend The Ohio State University, where I earned a<br />

bachelor’s degree in political science with a focus<br />

on American Politics. While at OSU, I fell in love with<br />

the city of Columbus and knew I wanted to spend<br />

the beginning of my post-grad career here. So, I applied<br />

to be a Legislative Aide in the Ohio House of<br />

Representatives. After interviewing with a few Representatives,<br />

I was offered the position by Representative<br />

Dobos and accepted without a second<br />

thought.<br />

I’ve now been working for Rep. Dobos and the<br />

House since October 2023, and the position has<br />

provided me with great experience in my field. My<br />

responsibilities focus on helping the Representative<br />

serve his constituents as best he can. Many are clerical<br />

duties, such as following up on constituent requests,<br />

setting up and preparing him for meetings,<br />

communicating event invitations, and keeping track<br />

of his schedule. I also assist him with the legislative<br />

process. For example, when working on a new<br />

piece of legislation, I am typically the main point of<br />

contact for any organizations or constituents who<br />

may be advising the Representative on the bill. I<br />

also keep track of any changes the bill may need before<br />

it can be sent to the Clerk’s office and placed in<br />

a committee. In addition to legislative duties, Representative<br />

Dobos’ position as Vice Chair of the<br />

House Transportation Committee means I hold the<br />

title of Vice Clerk. As Vice Clerk, I am responsible for<br />

taking the minutes at every Transportation Committee<br />

meeting, keeping a record of every bill and testimony<br />

that passes through the committee, and<br />

helping the Clerk (the legislative aide of the committee<br />

chair) with any committee-related issues that<br />

may arise. Being the Legislative Aide for Rep. Dobos<br />

has been a rewarding challenge for me, and I could<br />

not have asked for a more fulfilling opportunity so<br />

quickly after graduating. If you ever have any questions,<br />

The current high school buildings located<br />

on the southwest side and the westside,<br />

respectively, were built in 1970. While the<br />

sites have had a number of renovations<br />

throughout the decades, there have been<br />

no major improvements made to the buildings<br />

since 2000.<br />

Both Grove City and Westland high<br />

schools have approximately 1,840 students<br />

enrolled. District officials say they do not<br />

expect those numbers to rise substantially.<br />

“Enrollment is projected to remain the<br />

same at each site,” said Evan Debo, the<br />

district’s executive director of communications.<br />

“While the district occasionally<br />

receives community inquiries regarding<br />

space at both high schools as it pertains to<br />

new development in the area, each site’s<br />

annual enrollment has remained nearly<br />

the same in recent years.”<br />

Neither of the high schools are currently<br />

at capacity but officials say the sites do<br />

need to be modified to meet current technological<br />

needs and the potential future<br />

growth of the region.<br />

“While an 1,800-1,900 student enrollment<br />

at each building is below each facility’s<br />

capacity, we are mindful of the infrastructure<br />

needs to support students in<br />

<strong>2024</strong> and beyond with this prospective<br />

endeavor,” said Debo. “From technology<br />

and safety upgrades to modern classroom<br />

amenities, a lot has changed since the<br />

buildings first opened their doors in 1970.”<br />

There were no items up for action in<br />

relation to the potential third segment in<br />

the OFCC project at the visioning session.<br />

The last action the board approved pertaining<br />

to the potential third segment of<br />

the OFCC project took place in June of<br />

2022. During that regular board meeting,<br />

the members passed a resolution expressing<br />

the district’s intention to apply to the<br />

OFCC for funding to help pay for a portion<br />

of the cost.<br />

Voters last approved a no new millage<br />

bond issue in 2018 to pay for the district’s<br />

share of a $193 million build project at the<br />

middle school level. That project saw the<br />

replacement of the district’s four oldest<br />

middle school buildings and renovations to<br />

Jackson Middle School and at East<br />

Franklin Elementary School.<br />

Six years prior to the passage of that<br />

bond issue, voters approved an OFCC project<br />

to build 13 new elementary schools, a<br />

new Franklin Heights High School, and<br />

renovations to Buckeye Woods and Darby<br />

Woods elementary school buildings. The<br />

cost for that project was $260 million.

Assignment promote literacy to children on the westside through the “Books and<br />

The Columbus Division of Police and<br />

The Starfish Assignment are celebrating<br />

two milestones in their ongoing partnership<br />

of community service.<br />

Since 2019, Starfish has been partnering<br />

with the police department and other<br />

law enforcement agencies for “Books &<br />

Badges,” which connects law enforcement<br />

officers with elementary school students to<br />

encourage literacy and build relationships.<br />

Recently, the group launched “Books &<br />

Badges” en español. On March 25, four<br />

Columbus police officers read books in<br />

Spanish to 170 children at St. Mary<br />

Magdalene School in the Hilltop. Many of<br />

the students at the school speak English as<br />

a second language, so to hear a Columbus<br />

police officer reading to them in their<br />

native tongue was especially meaningful.<br />

“I grew up in the Bronx,” said Officer<br />

Sam James. “I came here when I was 11<br />

years old. I did not speak English when I<br />

got here. Every time I ran into someone<br />

that spoke Spanish, it was like, ‘Thank<br />

you.’ It’s like suddenly you’re not just one<br />

more person in the crowd. You’re someone<br />

that I know I can point out, if I need help,<br />

I can talk to you.”<br />

In addition to “Books and Badges,”<br />

Starfish donated its 50,000th book.<br />

Since December of 2019, officers in six<br />

states have read to tens of thousands of<br />

children through “Books & Badges.”<br />

During each event, an officer reads a book<br />

to the students, and Starfish Assignment<br />

provides every child with a copy of the book<br />

as a gift from their law enforcement<br />

friends.<br />

“This program started in December<br />

2019,” said Starfish founder and president<br />

Nicole Banks. “That was right before the<br />

pandemic. We didn’t know how that was<br />

going to go, but officers wanted to connect<br />

with children, so they kept it going all<br />

through the school closures and everything.<br />

They were still reading to kids. They<br />

went into the community centers to read,<br />

which were open a lot of the time. They<br />

love this program and they wanted to connect<br />

with children. So all through that pandemic,<br />

when the schools were closed, they<br />

were still reading. It was a beautiful experience.<br />

So we’ve grown all through that. It’s<br />

wonderful.”<br />

There is a high probability that movie<br />

theaters across the country will host<br />

screenings of the original “Ghostbusters”<br />

this summer to commemorate its 40th<br />

anniversary. There is a 100 percent chance<br />

that it will be able to entertain you more<br />

than any of the newest installments in the<br />

supernatural franchise.<br />

Three years ago, writer and director<br />

Jason Reitman teamed up with fellow<br />

movie scribe Gil Kenan to revive the iconic<br />

comedy-horror series with “Ghostbusters:<br />

Afterlife.” Designed to take place within<br />

the same universe — I believe this is now<br />

referred to as a legacy sequel, or a ‘legacyquel,’<br />

— the duo stripped away all of the<br />

silly spirit that made the original<br />

“Ghostbusters” so beloved, turning it into a<br />

cynical and grim slog that relied too heavily<br />

on nostalgia and the superior talent of<br />

the creative team behind the 1984 film.<br />

Unfortunately, “Ghostbusters: Afterlife”<br />

made approximately $205 million at the<br />

box office — which is not that great for an<br />

iconic franchise but considering it was<br />

released during the pandemic it was considered<br />

a big success — and the studio executives<br />

were happy enough with the profit<br />

margins that they decided to give Reitman<br />

and Kenan additional funds to move forward<br />

with more legacy sequels. This is why<br />

we now have “Ghostbusters: Frozen<br />

Empire.”<br />

Although that last sentence might come<br />

across as snarky, I should make it clear<br />

that I did not hate this movie. In fact, I<br />

think it is vastly superior to “Ghostbusters:<br />

Afterlife.” I genuinely appreciated that it<br />

was assembled with a modicum of professional<br />

competence — you can actually hear<br />

the dialogue this time! — and the overall<br />

vibe is less grim, much sillier, and more<br />

engaging than its predecessor. However,<br />

Reitman and Kenan (who took over at the<br />

director’s helm for this movie) still rely too<br />

heavily on the nostalgia factor and the<br />

superior talent of the creative team behind<br />

the original. At times, it felt like you were<br />

watching the 1984 version but with new<br />

images superimposed over the reel.<br />

When the somewhat decent film begins,<br />

we find out that the family of the late<br />

Ghostbuster Egon Spengler (the late<br />

Harold Ramis, fortunately not making<br />

another spectral appearance) have made<br />

the wise decision to leave Oklahoma and<br />

relocate to New York City. Although money<br />

has been tight for years — sinking funds<br />

into the literal death trap of the former<br />

rural farmstead turned out not to be a wise<br />

investment — mom Callie (Carrie Coon),<br />

son Trevor (Finn Wolfhard), daughter<br />

Phoebe (Mckenna Grace) and former science<br />

teacher turned mom’s beau Gary<br />

(Paul Rudd) find themselves living in one<br />

of the most famed places in Manhattan, a<br />

three-story firehouse located at 14 N.<br />

Moore Street.<br />

Because the building is now owned by<br />

Winston Zeddemore (Ernie Hudson), a former<br />

Ghostbuster who conveniently became<br />

exceedingly wealthy between the 1980<br />

films and the 2020 films, the Spengler family<br />

(plus Gary) get a sweet deal on the rent:<br />

New “Ghostbusters” film, same old haunts<br />

they stay there nearly rent free, having<br />

only to spend money ridding the walls of<br />

old and new slime, and in turn they are<br />

tasked with watching over the ghost containment<br />

unit located in the basement of<br />

the former Ghostbusters Headquarters. He<br />

fails to mention at first that it is nearly<br />

stuffed, ready to burst at the seams with<br />

any new spirit sucked into the machine.<br />

Since the family (plus Gary) is not quite<br />

aware of this problem yet, they continue to<br />

chase after wayward spirits through the<br />

densely packed city, causing millions of<br />

dollars’ worth of property damage and<br />

catching the ire of former EPA inspector<br />

turned NYC Mayor Walter Peck (William<br />

Atherton, reprising his role from the original).<br />

Unlike some previous Ghostbusters,<br />

namely the sardonic Peter Venkman<br />

(played by Bill Murray, also reprising his<br />

role in a limited capacity), Callie actually<br />

cares what he says, especially when he not<br />

so subtly states she is a bad mother for<br />

allowing her 15-year-old daughter to chase<br />

after spirits.<br />

His dig at her parenting skills is actually<br />

what prompts the action of the remainder<br />

of the film; an overprotective Callie<br />

pulls her daughter from Ghostbusting<br />

duty, a dejected Phoebe strikes up a friendship<br />

with a lonely ghost (Emily Alyn Lind),<br />

and then she accidentally unleashes an<br />

ancient god-like monster who has the ability<br />

to control ghosts and freeze the world. I<br />

guess at its heart, “Ghostbusters: Frozen<br />

Empire” is a cautionary tale of what happens<br />

when parents put limits on their children.<br />

As it so happens, the lead-up to the<br />

unleashing of this god-like monster is the<br />

strongest aspect of the entire movie. It<br />

starts off cheekily when the artifact is<br />

brought to the attention of budding<br />

YouTube star Dr. Ray Stanz (the great Dan<br />

Aykroyd, reprising his character from the<br />

original series) by a loafer (Kumail<br />

Nanjiani) who just wants to hock his late<br />

grandmother’s treasures. Then it descends<br />

into ‘why are teenagers the way they are?’<br />

with Phoebe doing angsty things, and then<br />

it becomes nearly thrilling when the godlike<br />

monster is unleashed onto the world.<br />

With its towering dark body, enormous<br />

horns, and fingers as skinny and sharp as<br />

icicles, Garraka is a formidable foe for the<br />

Ghostbusters new and old. If the creative<br />

team had been able to flesh out more time<br />

with this god-like monster this movie could<br />

have been pretty good, but alas, they went<br />

the way of the old wrap-it-up standby and<br />

ultimately could not fulfill the possibility of<br />

its promise.<br />

Ohio Governor Mike DeWine recently<br />

announced that the state has distributed<br />

one million fentanyl test strips in an initiative<br />

to combat the opioid crisis. The strips<br />

serve as crucial tools in harm reduction<br />

efforts, allowing users to test substances<br />

for the presence of fentanyl, a potent synthetic<br />

opioid that has been increasingly<br />

found laced in various street drugs, contributing<br />

significantly to overdose fatalities.<br />

“By providing access to fentanyl test<br />

strips, we empower individuals to make<br />

informed decisions and potentially avert<br />

tragic consequences associated with opioid<br />

use,” said DeWine.<br />

Unintentional drug overdose fatalities<br />

among Ohio residents decreased by 5 percent<br />

in 2022, totaling 4,915 deaths, while<br />

nationwide there was a marginal 1 percent<br />

rise in overdose deaths during the same<br />

period. Fentanyl was involved in 81 percent<br />

of those deaths, often in combination<br />

with other drugs.<br />

Since <strong>April</strong> 2023, RecoveryOhio, the<br />

Ohio Department of Health, and the Ohio<br />

Department of Mental Health and<br />

Addiction Services have been working in<br />

cooperation to distribute fentanyl test<br />

strips. Numerous channels are being utilized,<br />

including county health departments,<br />

harm reduction organizations, colleges,<br />

law enforcement, Project DAWN<br />

sites, and local outreach programs, ensuring<br />

broad accessibility across the state.<br />

Naloxone) is a network of opioid overdose<br />

education and naloxone distribution programs<br />

coordinated by the Ohio Department<br />

of Health. By the end of 2023, Project<br />

DAWN sites had ordered 795,300 fentanyl<br />

test strips.<br />

This landmark distribution of fentanyl<br />

test strips aligns with Ohio’s broader initiative<br />

that includes providing wide access<br />

to the life-saving drug Naloxone.<br />

Naloxone, when administered during an<br />

opioid overdose (from heroin, fentanyl, or<br />

prescription pain medications), blocks the<br />

effects of opioids on the brain and quickly<br />

restores breathing.<br />

In 2023, Project DAWN distributed<br />

292,419 naloxone units. In addition, the<br />

state of Ohio has installed cabinets containing<br />

free doses of Naloxone on 48 public<br />

and private college and university campuses,<br />

and more than 130 cabinets at 65 rest<br />

areas across the state.<br />
